UH, WE'RE, WE HAVE A PRESENTATION FROM MARIA CPI OF OUR HARTSDALE, UM, WHO'S GONNA TALK ABOUT AN EXCITING, UM, INITIATIVE THAT WILL BRIGHTEN UP THE HOLIDAY, UM, UH, HOLIDAY, UH, SEASON.

UM, UH, CHRIS CRINGLE, THE MUSICAL.

SO, UM, WE'LL NOW HEAR FROM, UM, UM, MS. CHAMPION.

HI.

SO NICE TO MEET ALL OF YOU, AND THANK YOU SO MUCH FOR ALLOWING ME TO MAKE A PRESENTATION THIS EVENING.

I AM, I LIVE IN HARTSDALE AND FOR 30 YEARS, BUT FOR THE PAST 10 YEARS, I'VE BEEN WORKING ON A WONDERFUL PROJECT CALLED CHRIS TRI, THE MUSICAL.

WE'VE PERFORMED AT THE JAVIT CENTER, THE KENNEDY CENTER TOWN HALL IN NEW YORK CITY, OFF BROADWAY, STARRING KATHY RIGBY.

LAST YEAR WE PERFORMED AT PROCTORS, WHICH IS A SET, UH, 2,600 SEAT THEATER IN UPSTATE NEW YORK THIS YEAR.

UM, I, OVER THE YEARS I'VE WORKED WITH HUNDREDS AND HUNDREDS OF ACTORS AND DESIGNERS AND PRODUCTION MEMBERS WHO ARE NOW BASICALLY WORK.

OUR PLANS FOR 2020.

WERE VERY DIFFERENT BACK IN JANUARY, AND FOR A PERIOD OF TIME, REALLY BELIEVED WE COULDN'T DO ANYTHING, A LOT OF PEOPLE, AND WORKED, HAVING WORKED REALLY SORT OF BAD.

AGAIN, I STARTED TO TALK TO PEOPLE, WHICH WE ACTUALLY ARE TRYING TO THIS HOLIDAY SEASON, WHAT , WHAT, WHAT'S CALLED AN ADMIN CALENDAR.

FROM DECEMBER 21ST TO 24TH, WE GOING EACH DAY, PEOPLE CAN SIGN UP TO RECEIVE A VIDEO OF DIFFERENT PARTS OF THE SHOW.

IN ADDITION, WHAT THEY CAN, ONE OF SOME OF THE VIDEOS ARE ACTUALLY SONGS THAT GOT AWAY.

UM, WE'RE HAVING A PERFORMANCE TO, TO ADD DIVERSITY TO WHAT WE'RE DOING.

THIS YEAR, WE'RE ACTUALLY DOING ONE OF OUR SONGS, MY NORTH STAR, WHICH HAS 3 MILLION VIEWS ON FACEBOOK.

WE'RE DOING AN ENGLISH VERSION WITH A YOUNG, UH, BEAUTIFUL FEMALE SINGER.

WE'RE ALSO DOING AN ACAPELLA SPANISH VERSION BY THE GROUP STRAIGHTEN OLD CHASERS WHO PERFORMED LAST YEAR AT THE CHRISTMAS TREE LIGHTING IN ROCKEFELLER CENTER.

SO, UM, ON THE 25TH, ON CHRISTMAS DAY, WE'RE GOING TO HAVE THE FINAL VIDEO, WHICH IS GOING TO BE OF THE WHOLE SHOW.

ALL THE VIDEOS ARE FOR FREE.

WE HAVE A FIRST CLASS DESIGN TEAM, AND WE ALL HAVE WORKED TOGETHER SO BEAUTIFULLY TO MAKE THIS PROBABLY, EVEN THOUGH IT'S ALL VIRTUAL, IT'S PROBABLY OUR MOST BEAUTIFUL PRODUCTION.

WHAT WE'RE TRYING TO DO IS SPREAD THE WORD ABOUT IT.

UM, SOME OF IT'S GONNA BE DONE, AS I SAID, THROUGH BROADWAY WORLD AND PLAYBILL.

THEY'RE ALSO, UM, WORKING WITH US IN THE UNITED KINGDOM.

SPANISH NATIONAL RADIO ALSO WANTS TO DO SOMETHING FOR THE SHOW.

UM, WE'LL ALSO BE REACHING OUT TO AUSTRALIA,

UM, UM, AND OTHER COUNTRIES AS WELL, TO TRY TO SPREAD CHRISTMAS JOY.

SO WHAT I'D LOVE TO DO IS HAVE, UM, INFORMATION AVAILABLE TO PEOPLE IN WESTCHESTER COUNTY, UM, TO SEE IN TOWN OF GREENBERG TO BE ABLE TO ACCESS THESE VIDEOS.

HONESTLY, I WAS BORN ON CHRISTMAS DAY, AND I FEEL LIKE MY LIFE HAS BEEN VERY DIFFERENT AS A RESULT.

AND IT WAS, NO, IT WAS, NO, IT WAS NO COINCIDENCE.

I, I WROTE A CHRISTMAS MUSICAL, BUT TO BE HONEST WITH YOU, I COULD NOT HAVE DONE A MUSICAL ON MY OWN.

IT HAS TAKEN, LIKE I SAID, HUNDREDS AND HUNDREDS OF PEOPLE WHO ARE NOW, YOU KNOW, OUT OF WORK.

BUT IT'S NOT ONLY JOY THIS HOLIDAY SEASON, WHENEVER, SORT OF DOWN HERE.

UM, I THINK THIS IS SO EXCITING.

YOU, IF YOU LIVE IN THE TOWN, UH, AND WHOLE EFFORT TO, YOU KNOW, BRING, UH, HAPPINESS, UM, TO, YOU KNOW, THE AREA, BUT ALL OVER, UH, ALL OVER THE WORLD, AND, YOU KNOW, AND, AND NICE.

AND I ALSO, THERE'S SO MANY PEOPLE AND, UM, DOWN IN THE, AND YOU'RE, UH, YOU'RE TO SOMETHING THAT'S REALLY WORTHWHILE TO ALL, YOU KNOW, PUBLICIZE IT ON FORTUNATE THAT YOU, UH, YOU LIVE IN, IN OUR, IN OUR TOWN, AND THANK YOU VERY, VERY MUCH.

AND YOU'RE GONNA BE, UH, GIVING ME THE TRAILER THAT I COULD BE, UH, SHARING.

AND PAUL, CAN I JUST ADD, I ALSO WANTED TO, THERE ARE SO MANY PEOPLE WHO CAN'T GO TO THEATER THIS YEAR.

TRADITIONALLY AT CHRISTMAS, THEY WOULD GO AND WATCH A SHOW.

THEY CAN'T DO THAT.

AND THERE ARE PEOPLE WHO WOULD LOVE TO SEE A SHOW, BUT COULDN'T AFFORD IT ANYWAY AS A RESULT.

SO I THINK IT HELPS EVERYONE, AND IT'S JUST SOMETHING FOR TWO HOURS THAT YOU CAN, AND EACH DAY FOR ABOUT FOUR TO SIX MINUTES, YOU CAN TAKE A LITTLE BIT OF, OF A BREAK AND GET SOME CHRISTMAS JOY, AND THEN ON CHRISTMAS DAY, YOU CAN HAVE SOMETHING TO SHARE WITH YOUR FAMILY AND FRIENDS.

RIGHT? I'LL ALSO, UH, SHARE THE, WHEN I GET THE TRAILER, I'LL SHARE IT WITH THE OTHER TOWN SUPERVISORS AND OTHER MUNICIPAL OFFICIALS, YOU KNOW, AROUND THE COUNTY, SO THEY COULD SHARE IT AS WELL.

MY NAME IS MILES COOPERMAN AND I'M A SENIOR AT OUR IN THE SNOW ANGELS PROGRAM, SNOW TOWN OF GREENBURG THAT PROVIDES FREE SNOW SHOVELING SNOW ANGELS SEEKS TO GATHER COMMUNITY MEMBERS FROM A TIME WHEN THEY'RE IN NEED.

THIS ORGANIZATION BY PAUL FINER, WHO WAS ACTED AS AN IN PROGRAM.

MY EXPERIENCE WITH SNOW ANGEL WITH MY GRANDPARENTS IN MIND, KNOWING I'D WANT SOMEONE LOOKING FIRST ARRIVE WHEN I ARRIVED IN MY FIRST DRIVEWAY, IT SEEMED ALL THE SNOW, WHILE HAVING A GREAT TIME BEING TOGETHER.

WHEN I WAS DONE, I NERVOUSLY APPROACHED THE HOMEOWNER TO LET HER KNOW I WAS FINISHED, BUT HER GRACIOUSNESS AND SMILE WASHED AWAY ANY ANXIETY I HAD, AND SHE EVEN ASSISTED ON MAKING ME HOT CHOCOLATE.

SHE WAS GRATEFUL THAT SHE COULD TAKE HER WHEELCHAIR BOUND HUSBAND TO APPOINTMENTS AND TO GET GROCERIES.

THE WARMTH OF THAT EXPERIENCE AND OTHERS LIKE IT THAT YEAR LEFT ME WANTING TO HELP OUT AS MUCH AS I COULD.

SO DURING MY SOPHOMORE YEAR, I MOVED INTO MY CURRENT ROLE AS PROGRAM COORDINATOR.

FOR THESE PAST TWO YEARS, I'VE BEEN HELPED BY JARED TRELL, A STUDENT FROM EDGEMONT, WHO'S NOW IN COLLEGE.

LAST WINTER ALONE, WE HELPED TO FACILITATE THE REMOVAL OF SNOW FROM 60 DRIVEWAYS ACROSS EIGHT SCHOOL DISTRICTS.

WE HAVE SOME REGULAR VOLUNTEERS, AND EACH YEAR WE SEEK TO GROW OUR VOLUNTEER BASE AS THERE IS ALWAYS NEED FOR HELP.

I'M GRATEFUL TO THOSE WHO HAVE VOLUNTEERED, AND I'VE ASKED MY A LOT OF MY FRIENDS AND FAMILY, AND I'M APPRECIATIVE OF ALL THE EFFORT THEY PUT IN THROUGH MY POSITION AS COORDINATOR, I'VE CREATED MANY PERSONAL RELATIONSHIPS, AND I'VE REALIZED SNOW ANGEL'S NOT JUST A CHARITY, IT IS ALSO A COMMUNITY.

MANY OF THE GREENBERG RESIDENTS WHO WE ASSIST HAVE COME TO RELY ON OUR SERVICES AND ARE IMMENSELY GRATEFUL FOR OUR ASSISTANCE IN SOMETHING MANY WISH THEY COULD DO ON THEIR OWN.

MY PREDECESSOR, JOSH NOBLE, REALIZED THE IMPORTANCE OF THIS COMMUNITY.

SO HE SUGGESTED FINDING A WAY TO USE OUR SNOW ANGELS, , AND OTHER NECESSITIES TO THE ELDERLY RESIDENTS WERE EAGER TO HELP.

AND SO DURING THE PANDEMIC, AND WE HELPED A NUMBER OF RESIDENTS THROUGHOUT COORDINATING THE PROGRAM WITH LILY MOSKOWITZ , THE SNOW ANGELS COMMUNITY WOULD BE LEFT IN GOOD.

THE PROGRAM IS ADDITIONAL VOLUNTEERS.

IF THERE'S ANYONE WHO WOULD LIKE TO HELP, OR ANGELS@GMAIL.COM, RAZOR GREENBERG AS COMMUNITY LENDING A HELPING HAND TO A NEIGHBOR.

UH, YOU KNOW, DURING THE PANDEMIC, NOT ONLY DID YOU THE SNOW ANGELS, AS YOU SAID, BUT YOU WERE HELPING PEOPLE WITH FOOD, UH, YOU KNOW, DELIVERIES.

UH, YOU DO THE SNOW ANGELS, UH, YOU DON'T GET PAID, UH, YOU KNOW, TO DO THIS.

THIS IS VOLUNTEERISM AT, AT ITS BEST, AND IT REALLY MAKES GREENBERG, YOU KNOW, GREAT.

AND, YOU KNOW, I, I HAVE MY SHOVEL AND I'LL LOOK FORWARD TO DOING WHAT I'VE DONE EVERY YEAR.

AND, YOU KNOW, IN VOL, YOU KNOW, VOLUNTEERING.

AND IT REALLY IS SUCH A INSPIRING PROGRAM.

YOU MEET PEOPLE WHO ARE FRAIL, WHO ARE ELDERLY, UM, WHO NEED, UH, THE HELP, BECAUSE IF THEY DON'T GET THE ABILITY, INDEPENDENCE, THE DRIVEWAY IS, UH, THEY'RE, UM, CLEARED.

SO THEY COULD, IT'S REALLY A, AN AMAZING, UH, THANKS TO YOU.

UH, THE FIRST PUBLIC HEARING IS TO CONSIDER THE 2021, UH, PRELIMINARY, UH, BUDGET.

UM, I, UM, WILL, UM, BE CALLING ON, UH, ROBERTA ROMANO, THE, THE CONTROLLER WHO DID A, A REALLY GOOD JOB, UM, PREPARING, UH, YOU KNOW, THE BUDGET.

SHE WORKED REALLY HARD AND, UM, WAS ABLE TO, UM, HELP PROPOSE, UM, A BUDGET THAT HAS A HIGH TAX DECREASE, UM, NOT AN INCREASE.

UM, I THINK IT IS A SLIGHT DECREASE, UM, UM, WHICH IS, UM, WELCOME NEWS,

ESPECIALLY FOR PEOPLE WHO ARE OUT OF, UM, YOU KNOW, WORK OR HAVING HARDSHIPS DURING, UH, THE PANDEMIC.

UM, AND WE STAYED WITHIN THE FUND BALANCE.

UM, UH, ONE ISSUE THAT COMES UP EVERY YEAR IS, UM, THE TIF DISTRICT.

UM, WELL, MAY I JUST INTERRUPT YOU BECAUSE IF YOU WANT IT ON HEARING, I'D LIKE TO MOVE ALL IN FAVOR.

SO, AND, UH, BARBARA KNOWS, I'D JUST LIKE TO, UH, ONCE HER HELP IN PREPARING THIS BUDGET, SHE WAS SUCCESSFUL IN COMING UP A DECREASE, NOT A FLAT, UM, YOU KNOW, UH, POLICY.

THIS IS THE SECOND AND, UM, YOU KNOW, TAX, UM, INCREASE AND 0% NON TAX LEVY, UM, YOU KNOW, INCREASE.

UM, WE, SO, YOU KNOW, I REALLY, WE, WE MANAGED TO, UM, UM, NOT SPEND, YOU KNOW, AS YOU KNOW, AS MUCH.

UM, ONE ISSUE THAT WE DISCUSSED BEFORE THE BUDGET WAS UP WAS, UH, PRESENTED, WAS, UM, ELIMINATING THE TIF DISTRICT.

THERE ARE SOME LEGAL ISSUES BECAUSE, UM, UH, FOR MANY, MANY YEARS, THE TIF DISTRICT HAS, UM, SERVES BASICALLY THE NORTH ELMSFORD, UH, SECTION OF, YOU KNOW, OF THE, OF THE TOWN.

UM, BUT, AND THE MONEY GO, THE MONEY WE COLLECT FROM THE DISTRICT ONLY GOES TO THAT DISTRICT.

SO I WOULD LIKE TO, UM, SEE, UM, IN THE FUTURE THE TIF DOLLARS GOING TO, UM, UNINCORPORATED GREENBURG THE B BUDGET RATHER THAN TIF DISTRICT.

HOWEVER, WE'RE, WE HAVE TO CHECK THE LAW, UM, TO, BECAUSE WE, WE CAN'T DO AWAY, THEY BASICALLY, WE WANT TO MAKE SURE THAT FOR THE TIF DISTRICT, I GUESS IS, I THINK OVER SIX MONTHS DISTRICT, UM, SAID IT WAS GONNA GO FOR THE NINE A BYPASS AND WHEN THAT'S GONNA BE FUNDED.

SO TO, UM, MAKE SOME, AND ROBERTA, DO YOU WANNA SAY ANYTHING? YES, THE TOWN OF GREENBURG WILL PRESENT TO YOU TONIGHT.

THE PRELIMINARY BUDGET FOR YOUR CONSIDERATION THIS YEAR HAS BEEN LIKE NO OTHER YEAR.

THE PANDEMIC PRESENTED THE TOWN WITH MANY CHALLENGES IN 2020, DUE TO THE MEASURES TAKEN TO COMBAT THE CHALLENGES, THE TOWN DID NOT SPEND AS MUCH MONEY AS IT EXPECTED AT SOMEWHAT WEATHERED THE STORM, BUT WE ARE NOT OUT OF THE WOODS YET.

THE 2021 BUDGET HAS REDUCED SPENDING FROM LAST YEAR'S BUDGET.

THE 2021 BUDGET INCLUDES 15.6 MILLION IN TOWN ENTIRE, AND 11.9 MILLION IN TOWN OUTSIDE USE OF FUND BALANCES AND STILL REMAINS WITHIN THE FUND BALANCE POLICY ESTABLISHED BY THE TOWN.

PLEASE NOTE, THE TOWN ANTICIPATES FEDERAL FUNDING FOR THAT TO COME THROUGH, BUT IT DIDN'T INCLUDE IT IN THE BUDGET.

SINCE THE FEDERAL FUNDS HAVE NOT BEEN APPROVED YET, THE BUDGET AIMS TO MEET THE GROWING NEEDS AND DEMANDS ON THE TOWN.

THE TAX LEVY IN BOTH THE TOWN AND TIRE AND TOWN OUTSIDE REMAINS THE SAME AS 2020.

AND THE BUDGET CALLS FOR A 1.41% TAX DECREASE IN TOWN, TOWN AND TIRE, WITH TOTAL APPROPRIATIONS OF 33.1 MILLION AND A 1.1400000000000001% TAX DECREASE IN THE UNINCORPORATED GREENBERG WITH TOTAL APPROPRIATIONS OF 87 VALUES USED TO CALCULATE YOUR APRIL, 2020 BILLS TRANSLATED INTO DOLLARS AND CENTS A HOME WITH AN ASSESSED VALUE OF 500,000 IN THE TOWN AND TIRE WOULD PAY $226 AND 31 CENTS IN 2021 VERSUS $229 AND 55 CENTS IN 2020.

AND IN THE TOWN OUTSIDE WOULD PAY $3,060 AND 92 CENTS IN 2021 VERSUS 3096 AND 77 CENTS IN 2020.

IN PREPARATION OF THIS BUDGET, I WOULD LIKE TO THANK ALL FINER AND THE TOWN BOARD FOR THEIR HARD WORK.

I WOULD ALSO LIKE TO THANK THE DEPARTMENT HEADS AND EMPLOYEES OF THE TOWN FOR THEIR COOPERATION ASSISTANCE.

UH, THE OPERATING BUDGET SETS THE TONE FOR THE YEAR TO COME, THE PRIORITIES FOR THE

TOWN AND MOST IMPORTANTLY, SETS THE TAX LEVIE THAT TOWN RESIDENTS WILL BEAR IN ORDER TO FUND TALENT OPERATIONS.

OVERALL, IN MY OPINION, THIS IS A VERY GOOD BUDGET.

UH, I'M REALLY HAPPY TO SEE THAT THE TOWN, UH, WILL HOLD THE PROPERTY TAX LEVY FLAT YEAR OVER YEAR, AND THAT WE ARE HOLDING THE LINE ON SPENDING IN THE BUDGET.

UH, THIS IS NOW TWO STRAIGHT YEARS OF, UH, FLAT TAX LEVEES IN THE BUDGET, AND I'M GLAD TO SEE THAT THE CENTRAL COMPONENT OF MY, UH, CAMPAIGN FOR TOWN COUNCIL, WHICH, WHICH UNFORTUNATELY WAS UNSUCCESSFUL, BUT MY CENTRAL COMPONENT WAS THAT I WOULD NOT VOTE FOR A BUDGET FOR AT LEAST TWO STRAIGHT YEARS THAT WOULD RAISE THE PROPERTY TAX LEVY.

AND I'M GLAD TO SEE THAT THIS HAS APPROACH HAS BEEN ADOPTED BY THE TOWN BOARD AND THAT THE BUDGET WILL REMAIN FLAT.

SO OVERALL, I THINK IT'S A REALLY STRONG BUDGET.

I'M GLAD TO SEE THAT THE, UH, PROPERTY TAX LEVY REMAINS FLAT IN THE TIME OF, UH, COVID ECONOMIC UNCERTAINTY.

WE ARE, UH, YOU KNOW, NOT SURE WHAT WE'RE FACING AHEAD, BUT WE KNOW THAT THERE ARE MANY RESIDENTS WHO ARE STRUGGLING AND HAVE CONTINUED TO STRUGGLE.

SO, ON THAT NOTE, A A COUPLE SPECIFIC POINTS ABOUT THE BUDGET THAT I WOULD LIKE TO ADDRESS.

TAX WILL FLAT, AND THIS IS IMPORTANT TO HAVE INCLUDED, UH, MORE ON THIS TO UNDERSTAND HOW WE ARE REPORT THIS MEASURE.

BUT WE ARE DRAWING DOWN AND THE TOWN WIDE BUDGET, WE'RE DRAWING DOWN 70% T O V.

NOW, THE TOWN SUPERVISOR, NO OFFER, YOU KNOW, TOWN GUIDELINES REGARDING FAIRLY, UH, YOU KNOW, MAINTAINING DOWN ON RESERVES WILL NOT BE AN OPTION AGAIN FOR THE 2022 BUDGET.

AND ABSENT A COMPLETE REVERSAL OF C OVID NINETEENS EFFECTS OR SOME LARGE FEDERAL BAILOUT THAT TRICKLES DOWN TO LOCAL GOVERNMENTS, EVERYONE ON THE TOWN BOARD AND OLD DEPARTMENT HEADS SHOULD BEGIN PREPARING FOR A 2022 BUDGET THAT'S EITHER GOING TO HAVE MAJOR TAX INCREASES OR MAJOR SERVICE CUTS.

YOU KNOW, UH, THIS, THIS IS GREAT THAT WE'RE HOLDING IT FLAT FOR THIS YEAR, BUT THIS IS A ONE-TIME SHOT.

UH, THIS WILL NOT BE AN OPTION AGAIN FOR THE FOLLOWING YEAR.

UH, I'LL NOTE AGAIN, AND I'M GONNA SAY IT EVERY YEAR THAT I BELIEVE THAT FUNDING FOR THE DEPARTMENT OF THE COMMUNITY RESOURCES, WHICH IS CURRENTLY PAID ENTIRELY OUT OF THE T V T O V BUDGET, I BELIEVE THAT AT LEAST SOME PORTION OF THE BUDGET FOR THAT PROGRAMMING PROGRAM THAT IS CLEARLY NOT RECREATIONAL IN NATURE SHOULD COME OUT OF THE A BUDGET.

WE HAVE A TOWN COMMITTEE IN THIS TOWN THAT HAS BEEN FORMED TO ADDRESS SYSTEMATIC RACISM.

SYSTEMATIC RACISM IS WHEN A DEPARTMENT WHOSE ENDEAVOR IS TO LESSEN THE PROBLEMS CAUSED BY POVERTY, RACISM, AND CULTURAL DEPRIVATION IS ONLY PAID FOR BY PART OF THE TOWN.

THIS IS SOMETHING THAT SHOULD BE RECTIFIED, AND I'D LIKE TO SEE IT RECTIFIED IN THIS BUDGET AS SOON AS POSSIBLE.

REGARDING THE NINE A TIF DISTRICT, PAUL, EARLIER YOU NOTED, THIS IS SOMETHING THAT COMES UP EVERY YEAR.

IT DOESN'T COME BRINGING IT UP AND BEGAN ADVOCATING FOR MILLION DOLLARS IN THE TIF DISTRICT.

AND THOSE, HOWEVER, THERE WAS NO REQUIREMENT AS SOON AS LEGALLY POSSIBLE.

AND THE ASSESSABLES WERE T O V BUDGETS TO HAVE TAX DOLLARS FROM THEIR ASSESSABLE BASE SPECIFIC AREAS OF EDGEMONT AREAS IN FAIRVIEW.

THE T O V BUDGET IS THE T O V BUDGET, AND WE HAVEN'T SPENT ANY MONEY OUT OF THAT BUDGET OUTSIDE OF, UM, TAX TERTIARIES, UH, A SMALL CURB PROJECT IN WHICH MOST OF THAT MONEY WENT TO THE VILLAGE OF ELMSFORD RESIDENTS.

EVEN THOUGH 95% OF THE TAX REVENUES COME FROM T O V RESIDENTS AND A SMALL ENGINEERING STUDY, THAT MONEY IS DESPERATELY NEEDED IN THE T O V BUDGET TO HELP SAVE OFF THE EFFECTS OF C OVID 19 AND SUPERVISOR FINER, I URGE YOU TO, UH, LOOK INTO REMOVING OR DISBANDING THAT DISTRICT AS SOON AS POSSIBLE.

THERE, THERE IS NO, WE MIGHT HAVE TO FIGURE OUT THE DETAILS, BUT THERE IS ABSOLUTELY NO LEGAL IMPEDIMENT OR ANYTHING THAT WOULD PREVENT US FROM DISBANDING THAT FULL STOP.

THERE IS NO LEGAL ARGUMENT FOR WHY WE CAN'T DO THIS, ONLY IF WE DON'T WANT TO.

ONE LAST POINT IS THAT, UH, RECENTLY THERE'S BEEN A SIGNIFICANT FOCUS ON CLIMATE ISSUES IN THE TOWN.

THERE'S THE RECENTLY PASSED TREE LAW, WHICH REQUIRES RESIDENTS WHO WISH TO TAKE DOWN TREES TO, UH, GO THROUGH A SERIES OF MOTIONS.

UH, THE TOWN HAS ENROLLED ALL RESIDENTS BY NEGATIVE CONSENT AND AN ESCO THAT WILL PROVIDE CLEAN ENERGY, BUT AT A 40% PREMIUM TO CONED RATES.

UH, THE SUPERVISOR AND THE TOWN BOARD IS CURRENTLY, UH, REVIEWING A PROPOSAL FOR RESIDENTS TO NO LONGER BE ABLE TO USE A, IN THE MAINTENANCE OF THEIR PROPERTIES, WHICH WILL LANDSCAPERS OR THE TIME FOR THOSE WHO FIGHT ALL THESE RECENT ACTIONS THAT THERE DOESN'T SEEM TO BE MUCH

IN THE TOWN.

IT, IT SEEMS THE TOWN'S CONCERN WITH THE RESIDENTS, AND THAT WE'RE ONLY TAKING THESE IMPORTANT STEPS FOR ADDRESSING CLIMATE CHANGE TO SUPPORT A LEAF BLOWER BED, NOT OPT OUTTA THE ESCO, THE TOWN SOLAR PANELS ON TOWN BUILDINGS, GREEN TOWN TO BE A LEADER IN THIS, YOU KNOW, SOMEONE, UH, UH, AN ENTITY NOT TO INDIVIDUAL RESIDENTS.

SO IT'S AN IMPORTANT ISSUE TO ME, BUT, YOU KNOW, MONEY BEHIND THIS, THEY'RE ONLY ASKING RESIDENTS TO BUY THE LEAF BLOWER BLAND.

AND I THINK TO BE A LEADER IN THIS REGARD, UM, THESE KIND OF ISSUES IS FLAT.

I THINK THERE'S A NUMBER OF THINGS THAT WE, YOU KNOW, I WANNA THANK, UH, ROBERTA ROMAN, UH, COMPARING THE BUDGET AND, UH, ANSWERING A NUMBER.

SO TOWN HAS ALWAYS, UM, YOU KNOW, TRIED TO LEAD BY, UM, EXAMPLE, WE WERE THE SECOND COMMUNITY IN, UM, IN, UM, IN WESTCHESTER TO HAVE A FOOD SCRAP BY RECYCLING, UM, YOU KNOW, INITIATIVE.

SO WE'RE ALWAYS LOOKING, UM, FOR WAYS TO, UM, YOU KNOW, BE GREEN AND TO LEAD BY, UM, YOU KNOW, LEAD BY EXAMPLE.

YOUR PERSONAL EFFORTS WILL NO DOUBT BE REPLICATED BY MUNICIPALITIES ACROSS THE COUNTRY AND THE GLOBE, AND SURELY SAVE A SIGNIFICANT NUMBER OF LIVES WITH THIS CONCEPT IN MIND.

THERE, A TOWN GOVERNMENT IS HOPING TO IMPLEMENT YOUR STATED MODEL OF SMARTER AND BETTER MUNICIPAL STRUCTURES FOR THE FUTURE, AND HAS BEEN EXPLORING A, A SERIES OF POSSIBLE POST PANDEMIC MUNICIPAL CONSOLIDATIONS AND REORGANIZATIONS, WHICH COULD PROVIDE MORE EFFICIENT AND EFFECTIVE SERVICE PROVISIONS UTILIZING A REDUCED BUDGET.

HOWEVER, THE AREAS WHICH WE ARE CONSIDERING PROPOSING CHANGES WILL REQUIRE STATE LEGISLATION OR AN EXECUTIVE ORDER FROM YOUR OFFICE.

SINCE THE 1980S, THERE HAS BEEN SIGNIFICANT DISCUSSION ABOUT THE NEED TO CONSOLIDATE FUNCTIONS WITHIN GOVERNMENT, BUT VERY LITTLE HAS BEEN ACCOMPLISHED.

I BELIEVE THAT LEGISLATION SHOULD BE AUTHORIZING FOR AN EXECUTIVE ORDER WRITTEN,

THIS PROCESS WOULD PROVIDE THE VOTERS WITH THE OPPORTUNITY TO CONSIDER REFORM AND WOULD REDUCE THE ROLE OF SPECIAL INTEREST FROM SUCCESSFULLY PREVENTING THE REFORMS. I BELIEVE IT MIGHT BE WORTHWHILE FOR THE OFFICE OF THE GOVERNOR TO CONSIDER UTILIZING OUR TOWN AS A MODEL FOR THE TYPES OF CHANGES YOU HAVE BEEN DISCUSSING FOR SO MANY YEARS.

AND WE ASK THAT YOU CONSIDER ASSIGNING A MEMBER OF YOUR STAFF TO WORK DIRECTLY WITH GREENBURG, UH, TO STUDY FUTURE EFFICIENCIES IN OPERATIONS, WHICH MIGHT BE REPLICATED ACROSS THE STATE AREAS OF STUDY AND EXPLORATION COULD INCLUDE, BUT ARE NOT LIMITED TO, AS AN EXAMPLE, CONSOLIDATION OF FIRE DISTRICTS, REORGANIZATION OF LOCAL PARKING DISTRICTS, RETURNING CONTROL, MUNICIPALITIES, CONSOLIDATION OF FIRE, AND A M T SERVICES ACROSS OUR UNINCORPORATED TOWN.

AS YOU ARE ACUTELY AWARE, UH, MAKING CHANGE IN LOCAL GOVERNMENT IS FRAUGHT WITH STRUGGLE, DEALING WITH INTEREST GROUPS AND INDIVIDUALS WITH PERSONAL AGENDAS.

CHANGE IS DIFFICULT, UH, IN ANY SETTING, BUT GOVERNMENT SEEMS TO BE EVEN MORE CHALLENGING AS PREVIOUSLY NOTED IN THE CASE OF GREENBERG.

THE PROJECT ALSO SPANS INTO THE VILLAGE OF ELMSFORD.

THE PROJECT CONSISTS OF THE, OF THE PROPOSED CONSTRUCTION OF A 20 MEGAWATT BATTERY ENERGY STORAGE SYSTEM ON A PORTION OF THE KNOLLWOOD GOLF COURSE PROPERTY.

IN A MOMENT, THE APPLICANT WILL PRESENT THE PROJECT AND HIGHLIGHT WHICH PORTIONS OF THE PROJECT ARE PROPOSED IN EACH MUNICIPALITY.

ON OCTO, OCTOBER 14TH, 2020, THE TOWN BOARD DECLARED ITS INTENT TO BE LEAD AGENCY FOR SEEKER PURPOSES.

THE PROJECT PLANS AND APPLICATIONS WERE SENT TO VARIOUS INVOLVED AND INTERESTED AGENCIES, INCLUDING THE PLANNING BOARD, CONSERVATION ADVISORY BOARD, OR CONSERVATION ADVISORY COUNCIL, THE VILLAGE OF ELMSFORD AND THE NEW YORK STATE DEPARTMENT OF ENVIRONMENTAL TRANSPORTATION AND CONSERVATION.

AT PRESENT, BECAUSE THE PLANNING BOARD IS YET TO ISSUE A RECOMMENDATION ON THE AMENDED SITE PLAN APPLICATION IS RESPECTFULLY REQUESTED THAT THE HEARING NOT BE CLOSED.

IN RESPONSE TO THOSE COMMENTS RECEIVED AT THAT MEETING, WHICH THE APPLICANT WILL PRESENT, THE CONSERVATION ADVISORY COUNCIL PROVIDED COMMENTS TO THE TOWN BOARD VIA EMAIL LAST EVENING, AND THOSE COMMENTS WILL BE POSTED TO THE TOWN'S WEBSITE PROBABLY TOMORROW.

I BELIEVE THE APPLICANT WILL ADDRESS SOME OF THOSE COMMENTS AS PART OF ITS PRESENTATION, WHICH INCLUDES SOME GOOD RECOMMENDATIONS FOR MITIGATIONS TO REITERATE, THIS PUBLIC HEARING WILL BE ADJOURNED AND NO VOTES WILL BE TAKEN ON THE PROJECT WITH RESPECT TO SEEKER OR LAND USE DECISIONS THIS EVENING.

IT'S A PROJECT THAT WILL ENABLE CLEAN RENEWABLE ENERGY, SUCH AS SOLAR AND WIND TO BE STORED IN BATTERIES THAT ARE HOUSED IN CABINETS AND ULTIMATELY WILL BE CONNECTED TO THE T SUBSTATION, WHICH IS LOCATED IN THE VILLAGE OF ELMSFORD.

THIS ENERGY THAT IS STORED WILL BE UTILIZED IN PEAK PERIODS OF ENERGY DEMAND.

NOW, WHILE THESE BATTERY ENERGY STORAGE SYSTEMS ARE STORING ENERGY, THEY, THEY CREATE ZERO LOCAL CARBON EMISSIONS AND WILL PRODUCE ENOUGH POWER JUST TO GIVE YOU ALL AN EXAMPLE, TO POWER 5,000 HOMES FOR AN ENTIRE DAY WITHOUT A RECHARGE.

NOW THIS FACILITY WILL INCREASE GRID EFFICIENCY, IT WILL INCREASE RELIABILITY AND REDUCE THE NEED FOR TRADITIONAL CARBON EMITTING SOURCES OF ENERGY, WHICH IS THE PREDOMINANT SOURCE OF ENERGY IN THIS PART OF, OF NEW YORK.

NOW, EAGLE'S PROPOSING TO INSTALL A 20 MEGAWATT ENERGY, UH, FACILITY, WHICH IS TUCKED AWAY, UH, IN A SECLUDED PIECE OF NO WOOD COUNTRY CLUB.

UH, BASICALLY YOU'LL SEE, AND WE'LL SHOW THIS TO YOU IN OUR PRESENTATION IN THE PARKING LOT ON AN EXISTING ACADEMY, UH, PARK, YOU KNOW, PARKING LOT, WHICH WE WILL IMPROVE.

UH, THE PROJECT IS LOCATED IN OUR 30 ZONE DISTRICT, WHICH PERMITS A PUBLIC UTILITY, WHICH IS USE SUCH AS THE USE THAT WE ARE PROPOSING BY WAY OF SPECIAL PERMIT.

NOW, THE BUILDING APARTMENT IN THEIR LETTER BACK OF NOVEMBER 12TH HAS DETERMINED THAT OUR PROPOSAL IS CONSISTENT WITH THE SPECIAL PERMITTED USE OF SECTION 2 85 1 0 1, UH, 10 DASH FOUR TOWN CODE.

AS PART OF THAT SPECIAL PERMIT AS A PUBLIC UTILITY, WE ARE REQUIRED TO SHOW THAT THESE FACILITIES ARE NEEDED TO SERVE THE TOWN OR THE IMMEDIATE NEIGHBORHOOD, WHICH IS SUBJECT TO DETERMINATION BY THE TOWN BOARD THAT NO OTHER REASONABLE LOCATION IN THE DISTRICT OR IN A LESS RESTRICTIVE DISTRICT CAN BE UTILIZED FOR THIS PROPOSED FACILITY.

AGAIN, THAT'S SUBJECT TO OTHER CONDITIONS THAT THE TOWN BOARD MAY IMPOSE.

UH, GIVEN THE FACT THAT WHAT, WHAT, WHAT'S DICTATING THIS IS THE CONNECTION TO THE CONED SUBSTATION AND THE LACK OF AVAILABLE NON-RESIDENTIAL ZONE LOCATIONS.

WE SETTLED FOR THE NEXT BEST THING, WHICH WAS A SITE AGAIN SECLUDED, TUCKED AWAY THAT YOU WILL NOT BE ABLE TO SEE, WHICH IS SITUATED ON, ON A, ON AN EXISTING GOLF COURSE PROPERTY, AGAIN, AWAY FROM A RESIDENTIAL NEIGHBORHOOD, WHICH WILL SHOW, UH, IN OUR, IN OUR PRESENTATION NOW AS PART OF NEW YORK STATE'S MANDATE IN SUPPORT OF ENERGY STORAGE SYSTEMS, NYSERDA IS PROVIDING INCENTIVES THAT WILL HELP ACCELERATE THE DEPLOYMENT OF THESE TYPES OF STORAGE PROJECTS.

IN FACT, THIS PAST YEAR, NYSERDA AND THE STATE HAVE COMMITTED OVER A HUNDRED MILLION DOLLARS TO THESE TYPES OF PROJECTS, AND WE ARE LOOKING TO BENEFIT FROM THAT AND HOPEFULLY, UH, GET AN APPLICATION TO BENEFIT FROM THOSE INCENTIVES FOR THIS TYPE OF, UH, PROJECT.

I KNOW COMMISSIONER KAIN SPOKE ABOUT THE PROCEDURE LEADING UP TO TODAY.

UH, HE DID MENTION THAT WE ARE STILL DECLINING BOARD AND HOPEFULLY WE'LL GET A RECOMMENDATION SOON FROM THEM.

UH, WE DID MEET WITH THE TOWN AND VILLAGE OFFICIALS.

IN ADDITION, WE ALSO REACHED OUT TO THE LOCAL CIVIC ASSOCIATIONS, UH, WITH RESPECT TO THIS PROJECT TO SEE IF WE CAN COME UP WITH A MUTUAL DATE AND TIME TO MEET ON SITE.

UH, TO DATE, WE HAVEN'T REACHED TO A MEET A MUTUAL DATE AND TIME, BUT WE ARE WILLING AND WE'LL CONTINUE TO REACH OUT TO CIVIC ASSOCIATIONS TO COME OUT AND, AND VIEW THE SITE AND INSPECT IT.

UM, TO, TO THAT END, WE ARE ALSO WORKING WITH THE VILLAGE OF ELMSFORD.

AS COMMISSIONER, UM, MENTIONED, THE VILLAGE OF ELMSFORD WILL BE INVOLVED IN THIS.

WHILE THE STRUCTURE ITSELF WILL BE IN THE TOWN OF GREENBURG, THE ACTUAL CONDUITS IN THE CONNECTION TO CONED WILL REQUIRE US TO OBTAIN APPROVALS FROM THE VILLAGE OF ELMSFORD.

AND TO THAT EXTENT, THE, THE ELMSFORD FIRE DEPARTMENT WHO WAS OUT THERE ON OUR SITE VISIT ALSO PROVIDED A LETTER OF SUPPORT FOR THIS PROJECT, UM, WITH RESPECT TO, UH, THIS BATTER ENERGY STORAGE SYSTEM.

SO, WITHOUT FURTHER ADO, I WANNA JUST TURN THIS OVER TO JOHN ROMEO, WHO WILL BRIEFLY GO THROUGH THE, THE PROJECT.

SO, UH, IF YOU WERE TO GET THE CLOSEST AREA ON THE PROJECT SITE TO THE ROAD, THERE'S APPROXIMATELY A 30 35 FOOT ELEVATION DIFFERENCE.

AND AS YOU CLIMB THE ROAD, THERE IS MORE THAN A 50 FOOT ELEVATION DIFFERENCE.

SO THIS PROJECT SITE IS REALLY TUCKED AWAY, UH, IN THERE AND YOU CANNOT SEE IT FROM NORWOOD ROAD, WHICH IS REALLY GREAT.

ALRIGHT, THE NEXT SLIDE THAT WE HAVE, JUST TO GIVE YOU A SECOND, WHILE IT LOADS, THIS IS OUR, UH, PROPOSED CONDUIT ROUTE.

WE DO HAVE TWO OPTIONS.

WE WILL BE CONNECTING IN TO THE CONED SUBSTATION AND CONNECTING INTO OUR PROJECT SITE HERE.

THE PROJECT SITE IS LOCATED, UH, AGAIN, JUST OVER THE BORDER OF ELMSFORD AND TO THE NORTH.

WE DO HAVE A SMALL WETLAND AREA, UH, THAT WE ARE ADJACENT TO.

WE ARE NOT IMPACTING THE WETLAND AREA AND IN FACT, WE ARE ACTUALLY REDUCING THE IMPACTS TO THE WETLAND BUFFER AREA.

THERE ARE EXISTING BUFFER AREA IMPACTS THAT ARE SHOWN IN THIS AREA, AND WE'RE ACTUALLY REMOVING THE ASPHALT AND DEBRIS THAT'S IN HERE AND WE WILL BE PLACING NEW TREES.

THE PROJECT SITE WAS DESIGNED TO TRY TO MINIMIZE, UH, ANY POTENTIAL NOISE, ANY POTENTIAL VISUAL IMPACTS FROM THIS PROJECT.

AND WE REALLY TRIED TO EVALUATE THE, ALL OF THE AREA SITES IN THE AREA THAT COULD ACCOMMODATE THIS PROJECT.

UNFORTUNATELY, ALL THE ONES THAT WERE VERY CLOSE TO THAT CONED SUBSTATION WERE UNABLE TO ACCOMMODATE THE PROJECT, EITHER DUE TO SIZE OR, UH, LEASING AGREEMENTS THAT COULDN'T ACCOMMODATE THE 30 TO 40 YEAR TIME SPAN.

UH, SO THIS WAS THE CLOSEST PROJECT SITE THAT FITS THE STRATUS CRITERIA, WHICH IS MAKING SURE THAT IT DOESN'T IMPACT THE PUBLIC AND MAKING SURE THAT IT DOESN'T IMPACT THE ENVIRONMENT.

ALRIGHT, WE PERFORMED SOME PRELIMINARY RENDERINGS ON THE PROJECT SITE.

UH, WE WILL BE PROVIDING SOME SCREENING, UM, AROUND BOTH SIDES OF THE, THE PROJECT SITE.

ON THE BACKSIDE THERE IS EXISTING TREES THAT WILL BE REMAINING THAT WILL SCREEN THE PROJECT SITE FROM NORWOOD ROAD.

THERE'S ALSO GOING TO BE A CHAIN LINK FENCE WITH VINYL SLATS PUT IN THAT WILL FURTHER MITIGATE ANY NOISE AND VISUAL ASPECT FROM THE PROJECT.

SO AS YOU'LL SEE, THE UNITS LOOK LIKE CONTAINERIZED, UM, SMALL STORAGE CONTAINERS.

UM, AND THEN THERE WILL BE TRANSFORMERS ON SITE.

SO YOU MENTIONED NOISE.

WHAT, HOW MUCH NOISE IS GONNA BE GENERATED AND HOW IS THE CHAIN LINK FENCE, UH, AFFECT THAT? YEP.

SO THE, THE NOISE IS, UH, THE PRELIMINARY INFORMATION THAT WE GOT FROM TESLA IS 75 DECIBELS AT ONE METER, OR, UH, ONE METER, THREE FEET AWAY, WHICH IS APPROXIMATELY AT OUR CHAIN LINK FENCE.

UM, SO WE WE'RE ACTUALLY A FLEET PACKAGE FOR SUBMISSION TO THE, THE BOARD OF THE TOWN, UH, THAT GOES THROUGH ALL THE DIFFERENT METHODS THAT WE'VE UTILIZED TO REDUCE SOUND AND WHAT THE ANTICIPATED SOUND IS.

UH, STRATA SOLAR DID EMPLOY SOME, UH, LIMITED SOUND TESTING BOTH ON THE PROJECT SITE AND NOT NEARBY PROJECT SITES TO MEASURE BACKGROUND NOISE.

UM, SO TO GIVE A REFERENCE, THE PROJECT SITE ITSELF HAS A BACKGROUND NOISE OF ABOUT 60, 65 DECIBELS THROUGHOUT THE DAY OR EVENING HOURS.

SO WE'RE, WE'RE SAYING THAT AT ONE METER FROM THE, FROM THE, THE BATTERY ENCLOSURES AT THE FENCE LINE, APPROXIMATELY, WE'VE BEEN TOLD BY TESLA IT'S 75 DECIBELS IS WHAT WE CAN EXPECT.

NOW THAT'S BASELINE WITHOUT ANY OF THE MITIGATION, THE FENCE ITSELF, THE VEGETATION, WHICH BY THEMSELVES DON'T DO, UM, A, A TON TO MITIGATE NOISE.

IT'S REALLY THE TOPOGRAPHY BECAUSE WE ARE 30, 40, 50 FEET LOWER FROM ANY OF THE SURROUNDING AREA, THE NOISE CAN'T ESCAPE THE BOWL ESSENTIALLY.

UM, THE BATTERIES, UH, ARE DESIGNED TO BE SAFE FROM ANY FIRE AND THEY'RE INDIVIDUALLY COM UH, COMPARTMENTALIZED AND SEPARATED FROM EACH OTHER, SO THAT WAY THEY'RE ENTIRELY SAFE FOR BOTH, UH, TO OPERATE AND FOR THE PUBLIC ITSELF.

THE PROJECT SITE AGAIN AND AGAIN, THE FIRE, OH, THE FIRE DISTRICTS HAVE SIGNED OFF ON THIS.

WE'LL BE SLIGHTLY EXPANDING THIS AREA, REMOVING A LIMITED AMOUNT OF TREES, AND PLANTING SOME NEW TREES AND NEW PLANTINGS TO MITIGATE THAT TO THE EAST TOWARDS NORWOOD ROAD.

THE, THE SLOPE GREATLY INCREASES BETWEEN 30 AND 50 FEET FROM OUR PROJECT SITE, UM, TO THE NORTH, UH, THERE IS A SMALL WETLAND AREA, A STREAM, AND A HEAVILY DENSELY WOODED AREA THAT WILL BE SCREENING THIS PROJECT.

UH, AND BESIDES THAT, FURTHER UP IS THE GOLF COURSE PROPERTY ITSELF TO THE WEST.

AGAIN, THE SLOPES GREATLY INCREASE.

UH, IF YOU'VE BEEN ON SITE, YOU'LL KNOW THAT YOU HAVE TO DRIVE DOWN INTO THIS PARKING LOT FROM NORWOOD ROAD EXTENSION.

THIS, THIS COMES DOWN APPROXIMATELY 20 FEET TO THE PROJECT SITE.

THE BUILDINGS THEMSELVES ON NORWOOD COUNTRY CLUB ALSO PROVIDES SOME SCREENING, UM, AS WELL AS THE 1200 FEET OF GOLF COURSE PROPERTY BEHIND IT.

AND THEN AGAIN, TO THE SOUTH WE HAVE VERY DENSE WOODS AND THE SLOPE DOES PICK UP.

THERE'S A, YOU KNOW, IF YOU WERE TO LOOK AT THE SOUTHERNMOST AREA OF THE INTERSECTION NEAR OLD TERRYTOWN ROAD, THAT IS APPROXIMATELY LEVEL WITH THE PROJECT SITE.

SO WE HAVE A SIGNIFICANT DISTANCE, YOU KNOW, MORE THAN FIVE, 500 FEET OF WOODS IN BETWEEN THIS INTERSECTION HERE.

SO IT'S COMPLETELY SCREENED AND ISOLATED FROM ALL THE OTHER PROPERTIES, EVEN THOUGH IT'S, IT'S, UH, YOU KNOW, LOCATED IN THIS R 30 DISTRICT, IT'S ENTIRELY DIFFERENT THAN, UH, TRADITIONAL DEVELOPMENT BECAUSE OF ITS UNIQUE LOCATION ON THE COUNTRY CLUB AND ITS UNIQUE SITUATION WITH THE TOPOGRAPHY.

UM, THEY'RE GONNA RUN IT FOR A PROFIT BUSINESS AS OPPOSED TO WHAT WE'VE BEEN DOING.

BUT PART OF THAT, AN INTEGRAL PART OF THAT IS STRATA, UM, DEVELOPING THIS LAND AND, AND PAYING RENT.

'CAUSE IT'S, IT'S BOTH COMPONENTS THAT WE NEED TO MAKE IT WORK.

UH, THEY, THAT WILL ENABLE THEM TO TAKE BATTERIES THAT ARE AT THE END OF THEIR USEFUL LIFE, UM, AND, UH, STRIP OUT ALL THE USEFUL MATERIALS, USE THEM IN NEW BATTERIES AND, AND PROPERLY DISPOSE OF THE REST.

UM, TESLA'S ACTUALLY COMMITTED TO TAKING THE BATTERIES THAT WE BUY FROM THEM AT THE END OF THEIR USEFUL LIFE AT NO COST.

UM, SO, SO THAT, THAT WOULD BE THE, THAT WOULD BE THE KIND OF BACKUP PLAN.

WE ACTUALLY FORESEE THE BATTERIES HAVING A SIGNIFICANT VALUE AT THE END OF THEIR USEFUL LIFE.

AND SO WE WOULD BE LOOKING TO, TO SELL THEM, UM, TO, TO A RECYCLER OR TO ANOTHER ENTITY THAT WOULD BE USING THEM.

UM, WE ALSO WILL COMMIT TO COMPLETELY DECOMMISSIONING THE SITE AND RESTORING IT TO ITS, UM, ITS ORIGINAL CONDITIONS AT THE END OF THE PROJECT LIFE.

WHAT IS THE PROJECTION FOR, IF YOU HAD THIS THEN YOU'RE GOOD FOR X NUMBER OF YEARS, WHAT IS THAT X? SO RIGHT NOW, WHAT WE HAVE, UH, HERITAGE GOLF HAS COME IN AND THEIR COMMITMENT TO US IS THAT WE, WE BASICALLY ARE GIVING THEM A FIVE YEAR LEASE, UH, WITH AN OPTION TO BUY.

AND IN THAT, AND THE MEMBERS RIGHT NOW ARE RAISING MONEY, UM, TO TAKE OUT OUR MORTGAGE, WHICH WEBSTER BANK CURRENTLY HAS.

IT'S A THREE AND A HALF MILLION DOLLAR MORTGAGE.

AND WE ARE GONNA HOLD THE NOTE AND THEY'RE GONNA PAY US, BASICALLY, THEIR RENT IS GONNA BE THE INTEREST ON THAT LOAN.

BUT PART OF THEIR, UM, LEASE AGREEMENT IS THAT THEY HAVE TO INVEST 2 MILLION OF CAPITAL THE FIRST TWO YEARS AND 4 MILLION OF CAPITAL THE FIRST FIVE YEARS.

UM, AND AFTER THEY INVEST, ANYTIME AFTER THEY INVEST THE 4 MILLION.

SO IF THEY INVEST IT, YOU KNOW, THREE YEARS, FOUR YEARS, FIVE YEARS, THEY HAVE THE OPTION TO BUY THE PROPERTY OUTRIGHT FOR THE COST OF THE MORTGAGE.

UM, AND THEY HAVE AGREED TO OPERATE THE CLUB FOR AN, FOR, FOR A MINIMUM OF 10 YEARS.

FOR EXAMPLE, THE INTERCONNECTION CONTRACT WITH CON EDISON, WHICH TAKES A LOT OF TIME AND MONEY TO GET, UM, SO, SO, SO THE COMPANY WILL HAVE, UH, VALUABLE ASSETS, BUT IN THE EVENT THAT THERE WERE SOME UNFORESEEN ISSUE, UM, AND THERE IS ALSO, IN ADDITION TO THE INSURANCE, UM, WE'RE, WE'RE PROPOSING A DECOMMISSIONING BOND, UH, THAT THE TOWN WOULD BE, UH, WOULD BE WRITTEN INTO SO THAT EVEN IN THE EVENT THAT, UM, THE ASSETS WERE NOT ENOUGH TO COVER THE DE PROPERTY DECOMMISSIONING OF THE SYSTEM, UM, THAT THE DECOMMISSIONING BOND WOULD THEN PAY OUT TO THE TOWN TO BE ABLE TO COVER THAT COST.
