a.  
Case No. PB 20-19 Durga Temple, 1880 Saw Mill River Road (P.O. White Plains N.Y.) – Amended Site PlanA work session to discuss the decision of a Planning Board amended site plan application involving the proposed renovation and conversion of an existing single-family residence into a house of worship consisting of approximately 3,263 sq. ft., with related improvements. The applicant is proposing alterations to the interior of the structure, including the creation of a prayer hall, a dining room, a multipurpose room for use by congregants, and an apartment for a member of the clergy. The applicant is proposing alterations to the exterior as well, increasing the size of the parking area by 1,154 sq. ft., providing a lift for accessibility purposes, and cosmetic alterations to the house. The applicant is proposing the addition of nine (9) 330 XLHD Cultec stormwater retention chambers to handle the additional runoff from the increased impervious surfaces. The applicant is proposing nine (9) off-street parking spaces, where nine (9) are required. The applicant also has applied to the Zoning Board of Appeals for an area variance related to setback requirement from front yard property line (100 feet required, 36.8 feet proposed). The property consists of approximately 88,662 sq. ft. (2.04 acres) and is situated along the east side of Saw Mill River Road (Route 9A), approximately 1,200 feet south of the intersection of Saw Mill River Road and White House Road. The property is located in the R-20 One-Family Residence District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 7.520-311-1.

Case No. PB 20-09 Lightbridge Academy, 529 Central Park Avenue South (P.O. Scarsdale, N.Y.) – Site Plan, Special Permit, and Planning Board Steep Slope PermitA work session to discuss the decision of a site plan, special permit (Child Day-Care Center), and Planning Board steep slope permit application for a project consisting of the proposed renovation and redevelopment of an existing 16,054 sq. ft. building and related site improvements to facilitate the opening of a child day-care facility for 105 children, with 22 staff, along with 1,534 sq. ft. of separate office space. If, at a future time, the applicant seeks to increase enrollment beyond 105 children, up to a maximum total of 159 children and 31 staff, amended special permit approval from the Planning Board and amended approvals from the Zoning Board of Appeals, would be required. The subject proposal includes 45 off-street parking spaces, with 18 of those spaces designated for parent drop-off or pick-up of children. The applicant proposes the construction of a 2,168 sq. ft. outdoor playground area, enclosed with fencing and protected by bollards erected in the adjacent parking area. The applicant proposes approximately 1,023 sq. ft. of disturbance to 15-25% slopes (STEEP SLOPES). The project requires approximately 36 cubic yards of excavation and approximately 251 cubic yards of imported fill, requiring a fill permit from the Bureau of Engineering. On November 19, 2020, the Zoning Board of Appeals granted the following area variances in connection with the project: off-street parking spaces and minimum distance from off-street parking area to principal building. As permitted under Section 285.29.1B(5.1)(b)[8][c] of the zoning ordinance, the applicant seeks waivers from the Planning Board, associated with the following requirements: minimum distance from paved areas associated with the outdoor activity area to all property lines (20 feet required; 12.5 feet proposed to north side yard property line; 12.75 feet proposed to front yard property line), and minimum distance from outdoor activity area to off-street parking areas (10 feet required; 0 feet proposed in the front yard parking area). As part of this application, the applicant has coordinated with the neighboring property owner to the south (Scarsdale Meadows Condominiums) to expand an existing ingress/egress easement, to facilitate the placement of a sidewalk from Central Park Avenue into the site. The property consists of approximately 70,532 sq. ft. (1.619 acres) and is situated on a flag lot on the westerly side of Central Park Avenue, between Underhill Road and Dromore Road. The property is located in the CA Central Avenue Mixed-Use Impact District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 8.410-298-6.
 
c.   Case No. TB 18-02 Elmwood Preserve, 850 Dobbs Ferry Road  (P.O. White Plains N.Y.) – DEIS ReviewA continuation of a work session (November 18, 2020) to hear, as an Involved Agency, a presentation from the Applicant regarding the DEIS for a Zoning Map Petition (Zone Map change from R-30/R-20 to R-20, and Zoning Map change to Planned Unit Development -  PUD; Town Board approval required) for a proposal consisting of a 175-unit townhouse development that would consist of age restricted (55+) housing. The existing zoning districts of the site yield a maximum 119 unit conventional single family subdivision plan. Several alternative use and layout proposals were included in the DEIS. The site’s development (if rezoned to a PUD) would require site plan (Planning Board approval). Development at the site will require Planning Board steep slope, wetland/watercourse and tree removal (Town Forestry Officer approval) permit application, and Subdivision approval (Planning Board approval). The approximately 107-acre subject site (850 Dobbs Ferry Road, P.O. White Plains, Parcel ID 7.530-320-1…SE and 1…SG) was a former golf course (Elmwood Country Club – Dobbs Ferry Road) which is no longer in existence. The property is located in the R-20 and R-30 One-Family Residence Districts and is designated on the tax map of the Town of Greenburgh as Parcel ID: 8.370-265-1, 8.370-265-2, 8.370-265-3 and 8.370-265-4.

Case No. TB 20-09/PB 20-18 Eagle Energy Storage, LLC, 200 Knollwood Road Extension – Knollwood Country Club (P.O. Elmsford N.Y.) – Town Board Amended Site Plan (referral to Planning Board), Town Board Special Permit, Planning Board Steep Slope Permit and Wetland/Watercourse PermitA continuation of a work session (October 21, 2020, November 4, 2020, and November 18, 2020) to discuss a Town Board amended site plan (referral to Planning Board), Town Board special permit, Planning Board steep slope permit, and wetland/watercourse permit application for a project consisting of the proposed construction of a 20 MegaWatt Battery Energy Storage System on a portion of the Knollwood Country Club property. The applicant is proposing the construction of an electrical conduit through the Knollwood Country property to connect to the existing Con-Edison electrical substation on NYS Route 119, located in the Village of Elmsford. The applicant is proposing to lease approximately 69,960 sq. ft. (1.6 acres) of the 5,867,532 sq. ft. (134.7 acres) constituting the Knollwood Country property, for the purposes of this project. The applicant proposes approximately 3,339 sq. ft. of disturbance to 15-25% slopes (STEEP SLOPES), 2,934 sq. ft. of disturbance to 25-35% slopes (VERY STEEP SLOPES), and 1,312 sq. ft. of disturbance to 35%+ slopes (EXCESSIVELY STEEP SLOPES). The project requires approximately 150 cubic yards of excavation and 1,000 cubic yards of imported fill, requiring a fill permit. The applicant is proposing approximately 3,069 sq. ft. of disturbance to the 7,405 sq. ft. of wetland/watercourse buffer area on the property. The applicant proposes the removal of 48 trees and has proposed the planting of 34 Emerald Green Arborvitae, 4 White Spruce, 4 Red Maple, and 4 American Tulip trees, as replacement. The project area consists of approximately 69,960 sq. ft. (1.6 acres) within the 5,867,532 sq. ft. (134.7 acres) making up the Knollwood Country property, and is situated on the northwest side of Knollwood Road, 400 feet north of the intersection of Knollwood Road and Old Tarrytown Road. The property is located in the R-30 One-Family Residence District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 7.341-168-1.
 
e.   Senior Housing Advisory Special Committee DiscussionA work session to discuss a draft Planning Board recommendation to the Town Board, concerning the establishment of the Town of Greenburgh Senior Housing Advisory Special Committee.
