GREAT.

GOOD EVENING.

[ TOWN OF GREENBURGH OFFICE OF THE TOWN BOARD 177 Hillside Avenue, Greenburgh, NY 10607 Tel: 914-989-1500 Fax: 914-993-1541 Email: JDudek@Greenburghny.com https://ny-greenburgh.civicplus.com/485/Watch-Live-Board-Meetings]

UM, WELCOME TO, UH, THE GREENBERG TOWN BOARD MEETING, UM, A WORK SESSION, AND WE'LL FOLLOW UP WITH A REGULAR MEETING.

AND IT'S 6:13 PM ON, UH, DECEMBER, UH, 15TH.

UH, SO, UH, WE HAVE, UM, UH, PROPOSED EXECUTIVE SESSION.

UM, ARE THE TWO PEOPLE WHO WE'RE GONNA BE INTERVIEWING, UM, AROUND YET? UH, NOT YET.

OKAY.

SO THEN WHY DON'T WE GO INTO THE BATTERY? ELECTRICITY STORAGE SYSTEM WILL BE HELD OVER UNTIL, UH, NEXT, UM, WEEK'S.

UM, YOU KNOW, WORK SESSION, UH, WE'RE GONNA HAVE, UM, SITE VISIT ON, UM, SATURDAY AT 11, OR IF IT SNOWS OR RAINS, UH, IT WILL BE, UH, SUNDAY AT ONE.

THE APPLICANT COULDN'T BE HERE, UH, TONIGHT AND FELT THAT IF WE'RE GONNA HAVE A DISCUSSION, THEY SHOULD HAVE THE ABILITY OF, UM, OF COMMENTING.

SO WE WILL RESPECT THEIR, UH, THEIR WISHES.

IS THAT THE CONSENSUS OF THE BOARD? YES.

YES.

YES.

OKAY.

UM, OKAY.

SO NEXT, UM, UH, THE ORGANIC, UH, WASTE RECYCLING.

UM, SO I, I UNDERSTAND THAT MUNICIPALITIES ARE NOW ABLE TO JOIN A NEW COUNTY SPONSORED PROGRAM THAT WILL COLLECT AND TRANSPORT FOOD SCRAPS, AND I WAS WONDERING WHETHER, UM, WE ARE TAKING ADVANTAGE OF THAT.

I, I JUST KEEP REMEMBERING THE COST OF TO TRANSPORT THE FOOD SCRAPS, UH, WHEN WE WERE TALKING ABOUT THE BUDGET, UM, AND I WONDERED IF THIS COULD HELP BRING THE COST DOWN.

DOES ANYBODY KNOW RICH? YEAH, I CAN ANSWER THAT.

SO WE HAVE A COPY OF THE, UH, COUNTY I M A.

THERE ARE, UH, REQUIREMENTS IF YOU JOIN THIS.

SO, AND ONE OF THEM, UM, WELL REQUIRES ONE SPOT.

SO YOU, THEY, THEY'LL ONLY GO TO ONE LOCATION TO PICK UP THE SCRAPS, WHICH ISN'T A TERRIBLY BIG DEAL.

UM, THE TOWN HAS TO MONITOR FOR CONTAMINATION, AND WE HAVE TO OPEN A RECYCLING FACILITY.

UM, AND IT'S GOTTA BE, THERE'S GOTTA BE STAFF ON SITE AT THE RECYCLING FACILITY.

UM, THEY PROVIDE, UH, EDUCATION, UH, WE HAVE TO REPORT TO THEM THE NUMBER OF HOUSEHOLDS PARTICIPATING.

SO WE'D HAVE TO HAVE SOME KIND OF, UH, YOU KNOW, WE HAVE RECORDS OF WHO WE'VE SOLD THE UNITS TO, BUT PAST THAT, IF PEOPLE WANTED TO GET THEIR OWN BAGS AND DROP IT OFF, THAT'S POSSIBLE.

UM, WHAT DO, WHAT DO YOU MEAN BY BOTH SOLD THE UNITS TO, SO WE SOLD, UM, ORGANIC WASTE UNITS OUT OF THE NATURE CENTER AND THE, AND THE RECREATION BUILDING.

UM, SO WE KNOW WHO HAVE THO THOSE, AND WE KNOW HOW MANY ARE OUT THERE.

UM, ARE YOU TALKING ABOUT THE ONES THAT WE HAVE ON OUR TEMPLATES? YES, THE GREEN ONES.

OKAY.

YES, THE BROWNISH ONES.

SO THE, THE COST OF THIS IS, IS, IS CHEAPER, BUT THERE'S A COST ON THE OTHER END.

THIS WEEK, UH, MEMBERS OF OUR HIGHWAY ENGINEERING, UH, UH, ENGINEERING MYSELF FROM D P W WENT TO, UM, WHITE PLAINS TO LOOK AT THEIR FACILITY.

AND WE'VE ALSO TAKEN VISITS TO THE BEDFORD FACILITY.

UM, I COULD SHARE PICTURES WITH YOU GUYS DURING THE WEEK IF YOU WANT.

UM, WE HAVE BEEN CONSIDERING THIS FOR A WHILE.

UH, I DON'T KNOW IF YOU'RE AWARE RIGHT NOW WE HAVE PLACED DUMPSTERS AT SPECIFIC LOCATIONS LAST WEEK AND THIS WEEK TO COLLECT, UH, BULK PEOPLE COULD DROP IT OFF.

WE WANNA CONTINUE THAT.

UM, SO THIS KIND OF FALLS INTO THAT, BUT THERE'S, THERE IS A, THERE IS A COST TO IT, AND THE COST IS GONNA BE, YOU KNOW, HAVING SOMEONE AT THAT STATION FULL-TIME.

UM, WHAT DOES, WHAT DOES THE STATION OR THE FACILITY HAVE TO LOOK LIKE? DOES IT HAVE TO BE, IS IT A COMPLEX TYPE OF FACILITY OR IS IT JUST NO, NO.

I, I, AND I THINK WE COULD DO IT WHERE THE EASIEST PLACE TO DO IT WOULD BE TAX TO ROAD.

MM-HMM.

, YOU KNOW, 'CAUSE WE HAVE OUR, OUR, THAT'S WHERE WE BRING ALL OUR YARD WASTE.

SURE.

UM, WE HAVE SOMEONE UP THERE ALREADY, BUT THEY'RE DOING OTHER TASKS MM-HMM.

.

SO, UM, WE'VE GOTTA FOLLOW UP ON A FEW THINGS, BUT IT LOOKS, THIS IS, THIS IS THE WAY THINGS ARE HEADED.

OKAY.

YOU KNOW, IT'S DEFINITELY THE WAY THINGS ARE HEADED AND, YOU KNOW, WE WERE TAUGHT, WE HAD APPLIED FOR A GRANT THAT WE GOT, YOU KNOW, A LITTLE OVER A YEAR AGO, UH, UH, FOR, UH, THE CURBSIDE PICKUP.

BUT, UH, YOU KNOW, WE DEFER THE INITIATION OF THE CURBSIDE PICKUP BECAUSE OF COVID AND, UM, THE EXTRA COST.

YOU KNOW, I THOUGHT, AND AGAIN, THIS IS A JUDGMENT CALL THAT COULD BE RIGHT OR WRONG, YOU KNOW, I THOUGHT THAT, UM, YOU KNOW, HAVING TWO OR THREE EXTRA EMPLOYEES AT THIS TIME IS SOMETHING THAT, YOU KNOW, AN TAX INCREASE IS SOMETHING THAT PEOPLE WOULD

[00:05:01]

NOT, YOU KNOW, BE WILLING TO ACCEPT FOR, FOR THIS YEAR.

UM, BUT I THINK THAT IT WOULD BE, IT WOULD MAKE SENSE, RICH, IF, YOU KNOW, YOU COULD MAYBE, UH, LOOK AT, YOU KNOW, WHAT THE COUNTY IS DOING AND MAYBE GIVE US A PROPOSED BUDGET AND THEN WE COULD REACH OUT TO THE VILLAGES, UM, AND, UM, YOU KNOW, AND THE COMMUNITY AND, YOU KNOW, ASK THEM IF, YOU KNOW, THEY WOULD LIKE TO START THIS, YOU KNOW, MAYBE TOWARDS THE END OF 2021 OR BEGINNING OF 2022.

THAT'S, YOU KNOW, MY, YOU KNOW, MY FEELING, YOU KNOW, LIKE A MORE DETAILED PROPOSAL ON A PLAN OF ACTION.

YEAH, ABSOLUTELY.

AND WE, WE'VE HAD OUR GROUP LOOKING AT THIS.

'CAUSE I, I, I THINK IT'LL HELP US IT LONG TERM.

UM, YOU KNOW, IF YOU EVER HAVE THE CHANCE TO COME DOWN TO OUR YARD AND SAY THE E-WASTE POD THAT THE COUNTY GIVES US, I CAN'T TELL YOU HOW MUCH MATERIAL IS DROPPED THERE EVERY DAY.

IT'S INCREDIBLE.

UM, SO, YOU KNOW, THIS IS THE WAY EVERYTHING'S HEADED.

SO MUCH MATERIAL IS GETTING PULLED OUT OF THE WASTE STREAM NOW.

YOU KNOW, IT'S JUST A MATTER OF TIME BEFORE THERE'S, THERE'S OTHER REGULATIONS THAT'LL COME DOWN THE PIKE.

BUT I, I THINK THIS IS SOMETHING WE HAVE TO DO.

I THINK ON THE PICKUP END, IT SAVES US A, A, A GOOD AMOUNT.

AND I THINK, YOU KNOW, IF WE'RE STUCK, NOT GOING INTO THE TRASH, THE REGULAR TRASH, IT'LL HELP US LONG TERM.

'CAUSE WE PAY ON, YOU KNOW, WEIGHT.

AND THE MORE WE PULL OUT OF THERE, I THINK THE BETTER OFF WE ARE.

SO, YEAH.

UH, COUNCILMAN JONES, THIS IS SOMETHING DEFINITELY WE'RE LOOKING INTO.

WE HAVE IT, UH, I SAW THAT IN THE AGENDA.

SO I, I PULLED, YOU KNOW, CAROL MURRAY, WHO'S BEEN WORKING ON THIS, UM, RELIGIOUSLY OVER THE LAST TWO YEARS, REALLY INVOLVED, WENT THROUGH THE WHOLE I M A AND SHE PULLED OUT THE BULLET POINTS.

SO IT'S SOMETHING WE'RE DEFINITELY WORKING ON.

UH, WE'RE DEFINITELY GONNA FOLLOW UP.

I THINK WE'RE, WE'RE GONNA COME UP WITH A, A PLAN PROBABLY THE FIRST TWO WEEKS IN JANUARY.

OKAY.

I DO ALSO WANNA MAKE NOTE THAT WE'RE WORKING ON DOING A, A MOBILE E-WASTE PROBABLY THE SECOND WEEK IN JANUARY.

WE'VE WORKED WITH THE COUNTY, UH, WE'VE GOTTEN SOME, WE'RE GONNA BE GETTING SOME MATERIALS FOR THEM.

WE'RE LOOKING TO TAKE OUR BOX TRUCK AND ACTUALLY AFTER THE HOLIDAYS, HAVE SOME PEOPLE BUY A LOT.

THAT'S WHEN WE SEE A, A HEAVY INFLOW TO OUR, OUR YARD.

UH, WE WANNA TRY TO KEEP PEOPLE OUTTA THAT YARD IN PARTICULAR, 'CAUSE IT'S NOT, YOU KNOW, A REALLY GREAT PLACE TO DROP OFF.

SO DURING THIS LOOKS LIKE SECOND WEEK IN, IN JANUARY, WE'RE GONNA OFFER A, A CURBSIDE PICKUP.

WE'RE GONNA TRY IT FOR A WEEK AND SEE HOW IT GOES.

SO THAT IS REALLY AMAZING BECAUSE PEOPLE HAVE BEEN ASKING FOR, UH, UH, YOU KNOW, PICKUP OF E-WASTE FOR, FOR YEARS, AND WE'VE NEVER OFFERED, UH, THAT SERVICE.

UH, NOW THIS WOULD MEAN IF SOMEBODY HAS LIKE AN OLD TB AND THEY PUT IT AT THE CURB, UH, WE WOULD, THEY WE WOULD PICK IT UP.

YEAH.

SO WITH E-WASTE, IT'S, THEY'RE VERY, THE COUNTY'S VERY PARTICULAR ABOUT HOW IT GETS LEFT AT OUR SITE.

SO A LOT OF TIMES PEOPLE JUST DUMP STUFF.

THEY DON'T PUT IT WHERE THEY SHOULD.

WE GET RAIN EVENTS OR STORM EVENTS AND, YOU KNOW, SOME OF THE STUFF GETS WET.

THIS PROTECTS IT FROM GETTING DAMAGED, KEEPS PEOPLE OUT OF OUR YARD, AND IT'S GONNA BE A TEST RUN.

WE'RE GONNA HAVE TO SEE HOW IT GOES.

YOU KNOW, THE TOWN DOES OWN A BOX TRUCK WITH THE LIFT GATE ON THE BACK, AND SOME OF THIS STUFF IS QUITE LARGE THAT PEOPLE END UP, YOU KNOW, UH, DISPOSING.

ESPECIALLY SOME OF THESE TVS.

IT'S, IT'S ABSOLUTELY TREMENDOUS WHAT YOU SEE PEOPLE BRING DOWN TO THAT YARD.

IT'S INCREDIBLE.

COMMISSIONER FA, I HAVE A QUICK, THIS IS GINA.

HOW ARE YOU? HOW ARE YOU? I'M GREAT, THANK YOU.

NOT YET.

.

? NOT YET.

I LOOK, I GOT BLINDED BY THE TIE, THE SUIT AND TIE.

I WASN'T SURE .

NO.

BUT, BUT RICH, UH, GREAT JOB.

I JUST HAD TWO QUESTIONS.

ONE, YOU MENTIONED SOMETHING ABOUT HAVING MEETING STAFF, THE STAFFING COMPONENT.

YOU SAW, YOU SAID SOMETHING THAT IT NEEDED TO BE STAFFED.

YES.

SO THE I M A SAYS IT HAS THE, THE LOCATION WHERE PEOPLE BRING THIS HAS TO BE STAFFED.

THEY WANT TRACKING ON IT.

THEY WANT US TO MAKE SURE THAT IT'S NOT CONTAMINATED.

UH, UNFORTUNATELY SOMETIMES LIKE THE, THE TWO TOTES AT TOWN HALL MM-HMM.

, UM, I SEE KEN JONES LEAVING STUFF THERE QUITE OFTEN.

SOMETIMES PEOPLE WILL LEAVE STUFF THAT'S NOT COMPLIANT WITH WHAT WE SHOULD BE PUTTING IN THERE.

OKAY.

BECAUSE THEY SEE, YOU KNOW, THEY SEE A CAN.

THEY'RE NOT THAT AWARE.

SO WE WOULD HAVE TO HAVE, THAT'S PART OF THE AGREEMENT, YOU KNOW, THAT THEY'VE PUT OUT.

SO THAT'S GREENBERG STAFF OR BEAR STAFFING GREENBERG STAFF.

OKAY.

AND THEN THE SECOND QUESTION IS, WILL YOU SEND OUT A, WHEN YOU DO YOUR TEST PILOT, WILL YOU SEND OUT A LE A LIST OF THINGS THAT ARE, ARE ELIGIBLE FOR THE, TO BE THROWN AWAY AND THINGS THAT ARE NOT ELIGIBLE TO BE THROWN AWAY? LIKE PEOPLE WILL HAVE A LIST OF THINGS THAT THEY KNOW THAT CAN GO INTO THESE BINS? ABSOLUTELY.

OKAY.

WE HAVE THAT LIST.

OKAY.

THANK YOU SIR.

WELCOME.

THIS IS FANTASTIC.

WHEN YOU SAY KEN JONES LEAVES STUFF THERE, APPROPRIATE STUFF THAT'S SUPPOSED TO BE, UH, UH, THAT'S

[00:10:01]

APPROPRIATE FOR, UH, DISPOSAL IN THAT LOCATION.

RIGHT.

HE'S A VERY ACTIVE RECYCLER.

IS THIS, HE'S GOTTA LEAD THE PROGRAM.

HE'S DOING GREAT.

LOVE IT.

YEAH.

OKAY.

TERRIFIC.

THANK YOU.

NO PROBLEM.

UM, OKAY.

WHAT'S NEXT ON THE SCREEN? UH, I GUESS WE COULD DO, UH, AGENDA REVIEW.

OKAY, FINE.

THIS IS, UH, COMING UP RIGHT AFTER THIS MEETING.

WE HAVE THE PLEDGE OF ALLEGIANCE.

SO, UH, WRAPPING THIS THING NOW, PLEDGE OF ALLEGIANCE ROLL CALL.

A MOMENT OF SILENCE.

I'LL TRY AND GET A BETTER PICTURE, UH, BY SEVEN 30 OF BILL TOS.

UM, WE HAVE THE DECISION ON THE BUDGET, PUBLIC COMMENT PERIOD.

UH, SUPERVISOR WANTS THE, IS INITIATING A PUBLIC DISCUSSION ON, UH, DO YOU WANNA MENTION IT PAUL, OR YOU WANNA JUST WAIT? YEAH, IT'S BASICALLY, UM, UH, WE TALKED ABOUT THIS A LITTLE BIT, YOU KNOW, LAST YEAR TO CHANGE THE STATE LAW TO REMOVE, UH, PROPERTY OWNERSHIP REQUIREMENTS OF MEMBERS OF THE HEART SALE PARKING COMMISSION.

AND I THOUGHT IT WOULD ALSO BE HELPFUL IF THE PARKING DISTRICT WOULD GIVE US SORT OF A STATE ABOUT THE FINANCES OF THE PARKING DISTRICT.

OBVIOUSLY, UM, THROUGH NO FAULT OF THEIR OWN, PEOPLE AREN'T PARKING AT THE GARAGE BECAUSE OF COVID.

THEY'RE NOT GOING INTO THE CITY AND THEY'RE WORKING AT HOME.

OBVIOUSLY THAT'S HAVING A TREMENDOUS IMPACT FINANCIALLY ON, ON THE DISTRICT.

SO I THOUGHT IT WOULD MAKE, UM, SENSE FOR THE COMMUNITY TO HAVE AN APPRECIATION, UM, ABOUT THE FINANCES AND THEIR PLANS TO ADDRESS THE BUDGETARY SHORTFALLS THAT THEY'VE, THEY'VE HAD.

OKAY.

AND I GUESS, AND THIS BY THE WAY, YOU KNOW, WOULD REQUIRE THE PROPOSAL TO REMOVE PROPERTY OWNERSHIP REQUIREMENTS, UH, WOULD REQUIRE STATE LEGISLATION.

I GUESS WE COULD REMOVE THIS AND STINA HAS ALREADY PROMOTED HIM.

.

IT'S NOT EFFECTIVE.

DECEMBER 7TH .

UH, SO WE HAVE PROMOTIONS.

I BELIEVE SERGEANT HALL IS GOING TO JOIN US.

UM, WE MIGHT AS WELL PROMOTE HIM BEFORE THE MEETING.

YOU CALL HIM LIEUTENANT .

I, EVERYBODY, THIS ISN'T EFFECTIVE UNTIL TOMORROW.

SO.

AND THEN WE HAVE A PROBATIONARY, UH, POLICE OFFICER BEING APPOINTED.

WE HAVE, UH, TWO STUDENTS, I BELIEVE, UM, APPOINTED TO THE, THAT'S GOOD ADVISORY COMMITTEE.

IS HER NAME ACTUALLY SPELLED WITH TWO FRIENDS.

NO, I JUST CAUGHT THAT MYSELF.

WHERE DO YOU SEE TWO EYES ? WHERE IS IT? IT'S GONE NOW.

GONE NOW.

LUCIANA.

YEAH.

SEE FOUR EYES.

EXACTLY.

UM, THEN WE HAVE TOWN ATTORNEY, UH, TAX CERTS.

TAX CERTS, UM, HIRING SPECIAL COUNSEL, DEALING WITH, UH, ROAD SITE, UM, ANTENNA REGULATIONS, SCHEDULING A PUBLIC HEARING REGARDING LEAF BLOWERS, BINDING THE INSURANCE COVERAGE.

AND THEN THOSE ARE THE PROMOTIONS THAT WE TALKED ABOUT.

AND THEN, UH, RESOLUTION WITH WOOD WOODARD AND HER AND REGARDING A HEALTH AND SAFETY PROGRAM, UM, CONTINUING THE WORK THAT THEY'VE BEEN DOING TO IMPROVE ENVIRONMENTAL HEALTH AND SAFETY HIGHWAY ROAD.

AND THAT IS THE MEETING.

THAT'S GREAT.

PERFECT.

THE ONLY QUESTION IS, UH, GARY, WERE YOU ABLE TO REACH THE PEOPLE THAT WE WERE SUPPOSED TO INTERVIEW? UH, I THINK JOAN GAVE US THEIR PHONE NUMBER.

I DID.

AND THEY SAID INSTEAD OF, UH, WAITING, UM, YOU KNOW, AROUND WE WERE GONNA CALL THEM.

YES.

SO DO YOU WANT TO, UH, CALL THEM AND WE CAN GET THEM ON? ALRIGHT, WELL, WELL WE'RE GONNA INTERVIEW THEM IN EXECUTIVE SESSION.

SO WHY DON'T WE END THE WORK SESSION UNLESS SOMEBODY ELSE DOES ANYTHING ELSE TO SAY, GO INTO EXECUTIVE SESSION AND THEN, UM, COME BACK AT SEVEN 30 FOR THE REGULAR MEETING.

OKAY.

SO ULTIMATELY, UM, I I I WILL SEND THE, UH, REGULAR MEETING LINK TO, UM, MS. LUCIANO AND KYLE SHEPHERD.

IS THAT RIGHT? UH, AND DI DIANE, UM, FROM Z B A THE REGULAR MEETING? YES,

[00:15:01]

BUT YOU DON'T HAVE IT.

OKAY, I'LL DO THAT.

WELL, YOU CAN'T DO IT.

UM, I'LL SEND IT TO YOU.

GET DONE HERE.

OKAY.

ALRIGHT.

IT'S CREATED EARLIER.

THIS REPRESENTATIVE? YES.

JUST A QUESTION.

IS THERE A PUBLIC COMMENT, UM, PERIOD ON THE TOWN BOARD MEETING AGENDA OR THE FACT THAT THERE IS OKAY.

NO PUBLIC HEARINGS THOUGH, CORRECT? NO PUBLIC HEARING.

GOT IT.

SO THIS WILL BE A .

DO WE HAVE, I'M SORRY.

DO WE HAVE ANYONE FOR PUBLIC COMMENT THAT SIGNED UP? UH, I HAVEN'T RECEIVED ANY, BUT I HAVEN'T SEEN THE EMAIL.

I, I HAVE TO GO THROUGH MY EMAILS.

I, I HAVEN'T RECEIVED ANY EITHER.

DID YOU, GARRETT? I BELIEVE SO.

RECEIVED, I RECEIVED, OKAY.

I RECEIVED ONE.

I DON'T RECALL SEE RECEIVING ANY, BUT MAYBE BETWEEN NOW HOPEFULLY THEY'LL LET US KNOW IF THEY'RE WATCHING THIS AND THEY WANNA SPEAK AT THE MEETING OR LET US KNOW AND, UM, SOONER THAN LATER SO WE CAN SEND THEM.

VERY GOOD.

RICH, BEFORE WE GO, UM, YOU KNOW, IN TERMS OF THE SNOW, UH, PREPARATION, UH, DO YOU WANNA JUST TELL US, UM, UM, YOU KNOW, WHAT WE'VE DONE? I KNOW YOU, UH, YOU'VE BEEN PRAYING A LOT, .

I WAS, UH, YOU, YOU, UH, BUT BESIDES THAT, SO WE START PREPPING FOR THE SNOW PROBABLY TOWARDS THE END OF AUGUST.

WE START GOING THROUGH THE TRUCKS, MAKING SURE EVERYTHING'S, UH, IN GOOD FORM.

OBVIOUSLY LAST YEAR WE DIDN'T HAVE MUCH OF A WINTER, WHICH WAS, UH, VERY NICE.

UM, SO WE'VE BEEN THROUGH THE TRUCKS.

UH, THERE'S SOME TWEAKING NOW.

TODAY WE, UH, RAN THREE ROUNDS OF BRINE ONTO THE TOWN ROADS.

WE GET THE BRINE FROM, UH, THE COUNTY OF WESTCHESTER.

UM, HOPEFULLY WE DO HAVE FUNDS FOR OUR OWN BRINE MACHINE, BUT BECAUSE OF, UH, A WALL ISSUE IN THE BACK, WE HAD TO HOLD OFF.

SO WE HAVE BEEN ABLE TO BRINE, WE ARE GONNA BE GOING BACK OUT, UM, TOMORROW MORNING.

'CAUSE THE STORM IS SUPPOSED TO START LATER, UH, OR EARLY EVENING, LATER IN THE DAY.

UM, WE'RE READY TO GO, BUT WE WENT, WE STAYED A LITTLE BIT LATE TONIGHT JUST PICKING UP ANY, UH, BAGS, ORGANIC WASTE THAT PEOPLE ADDED AT THE CURB.

'CAUSE WE GO DOWN THE STREET AND THERE'S NOT MUCH SNOW.

WE'RE THROWING IT ALL OVER THE PLACE.

UM, BUT WE'RE READY.

DO YOU WANNA EXPLAIN WHY, WHY THE NEW TECH NEW METHOD OF DOING THIS IS TO PUT THE BRINE DOWN AND HOW, HOW EFFECTIVE IS IT? HOW MANY INCHES, INCHES OF SNOW, YOU KNOW, THAT KIND OF THING.

SURE.

WHY DON'T DO IT.

THE, THE BRINE HAS BEEN AROUND, WHEN I WORKED FOR THE TOWN OF NORTH CASTLE, THEY STARTED IT UP THERE.

SO I SAW FIRSTHAND FROM THERE WHAT IT DID.

BASICALLY, IT GIVES YOU AN EDGE UP ON THE STORM.

SO FOR INSTANCE, UH, WE PUT THE BRINE DOWN AT RAINS GAME OVER.

WE'RE, WE'RE, WE'RE FINISHED, BUT WE PUT THE BRINE DOWN, THE SNOW, DEPENDING ON WHAT KIND OF SNOW, IT'S DOESN'T ADHERE IMMEDIATELY TO THE ROAD.

AND CERTAIN TYPES OF SNOW, IF IT'S LIGHTER, WHICH WE'RE HEARING TOMORROW MIGHT BE, IT'LL BURN OFF.

SO IF WE DON'T GET TO AN AREA IMMEDIATELY, IT JUST GIVES US A, A, YOU KNOW, A FACTOR OF SAFETY.

UM, IT'S PROVEN ITSELF OUT.

IT'S BEING USED ALL OVER THE PLACE.

I MEAN, YOU SEE ALL THE PARKWAYS HAVE IT NOW AND IT REALLY KEEPS THAT ICE FROM BONDING TO THE ROAD.

YOU KNOW, WHERE YOU GET THAT HARD PACKED MATERIAL.

UM, IT'S TRIED.

IT'S TRUE.

IT WORKS.

UM, RIGHT.

UH, ONCE, YES.

SORRY.

SO RICH, WE KNOW THAT YOU HAVE A SPECIAL CONNECTION WITH, UM, WITH WEATHER RAMUS, THE LITTLE MAN ON THE MOON WHO CAN TELL US THE WEATHER.

.

SO WHAT IS, WHAT SHOULD WE EXPECT FOR THIS AREA? WHAT CAN WE, WHAT CAN WE EXPECT? RIGHT.

THEY, THEY'VE, THEY'VE DOWNGRADED IT A LITTLE BIT.

THE AMOUNT OF SNOW, UH, THEY'RE SAYING THE FIRST INCH SHOULD FALL AFTER FIVE O'CLOCK MM-HMM.

.

UM, SO IT'S GONNA BE A NICE STORM, WHICH IN A LOT OF WAYS IS HELPFUL TO US.

'CAUSE THERE'S LESS PEOPLE OUT ON THE ROAD.

UM, AND HOPEFULLY BY THE TIME EVERYBODY GETS UP, WE'VE PLOWED CURB TO CURB.

UM, YOU KNOW, AND I WANNA SAY IT'S A JOINT EFFORT.

YOU KNOW, IT'S NOT JUST HIGHWAY SANITATION, PARKS AND REC, UH, BUILDING MAINTENANCE.

EVERYBODY.

IT'S A, IT'S WHAT WE CALL A TEAM GREENBERG SPECIAL.

EVERYBODY GETS TOGETHER AND, AND HELPS OUT.

UM, BUT I HOPE IT, IT ALL FALLS AT NIGHT AND I HOPE TOMORROW MORNING THE NUMBERS GO DOWN A LITTLE BIT MORE.

WHAT'S INTERESTING ABOUT THIS STORM IS THEY'RE TALKING ABOUT THE WINDS BEING A FACTOR.

UM, SO WE'LL PRAY FOR THE BEST.

I I HAVE A QUESTION, QUESTION FOR GINA.

YOU COULD GO FIRST.

I DIDN'T HAVE A QUESTION.

[00:20:01]

OKAY.

UM, UH, YEAH, I JUST WANNA ASK THE CHIEF, UM, IN TERMS OF, UH, THE NEW PARKING EXEMPTION, YOU KNOW, UM, YOU KNOW, PER STICKERS THAT WE'VE GIVEN OUT, UM, UH, YOU KNOW, WHAT, YOU KNOW, DO WE HAVE LIKE EMAIL ADDRESSES AND PHONE NUMBERS OF THE PEOPLE WHO HAVE EXEMPTIONS? AND WILL WE CONTACT THEM TO, UM, REMOVE THE CARS FROM THE ROAD? WE DO, WE HAVE, UM, EMAIL ADDRESSES THAT WE'RE GOING TO SEND THE EMAIL OUT TOMORROW.

WE PLAN ON DECLARING A SNOW EMERGENCY RIGHT ABOUT 12 NOON TOMORROW.

AND WE'RE GOING TO SEND THOSE EMAIL BLAST OUT TO EVERYBODY.

WE HAVE A LIST OF EVERYONE THAT WAS ISSUED THOSE OVERNIGHT PARKING PERMITS, AND THEY'LL GET THAT EMAIL BLAST AS WELL.

HOW MANY PEOPLE SO FAR HAVE GOTTEN THE PERMITS? I, I THINK IT, IT'S REMARKABLY LOW.

I THINK IT'S ONLY, IT'S BELOW 25.

MAYBE IN THAT BALLPARK.

MAYBE WE GOT A COUPLE MORE TODAY.

WE'RE AT 26.

OKAY.

WELL, IT'S BETTER.

JUST TO BE CLEAR, THE REQUIREMENT IS THAT THE PERSON WHO HAS THE, THE PERMIT, IT'S REQUIRED TO LOOK AT THE TOWN'S WEBSITE TO SEE WHETHER OR NOT THE, UM, THE SNOW EMERGENCY IS IN EFFECT OR NOT.

BECAUSE THE FACT THAT SOMEHOW WE DON'T GET INFORMATION TO THEM PERSONALLY, BUT NOT, UH, EXEMPT THEM FROM GETTING OFF THE ROAD.

WE NEED THE ROADS CLEAR SO THAT THEY CAN PLOW.

YOU KNOW, WE'RE, WE'RE TRYING TO TRY EVERYTHING WE CAN DO TO TRY AND NOTIFY PEOPLE, BUT THE STANDARD CAN'T BE, IF WE DON'T NOTIFY YOU, YOU CAN PARK AND LEAVE YOUR CAR ON THE ROAD BECAUSE THAT'S JUST NOT ME.

CORRECT.

AND WE'RE GONNA HAVE THAT SNOW EMERGENCY HOTLINE AS WELL, THAT WAS IN THE APPLICATION.

THEY'RE OBLIGATED TO CHECK THAT AS WELL.

AND THEN IT'LL BE ON THE WEBSITE.

IT'LL BE ON THE FRONT PAGE OF OUR WEBSITE THAT THERE'S JUST NO EMERGENCY DECLARED.

RIGHT? YES.

OKAY.

THAT'S JUST HELPFUL.

IT ALSO MAKES IT MORE HAZARDOUS FOR THE DRIVERS OF THE, OF THE, UM, CLOUDS, YOU KNOW, GOING AROUND THESE, THESE VEHICLES.

AND PEOPLE SHOULD BE AWARE THAT IF A MUNICIPAL VEHICLE HITS A CAR PARKED IN THE STREET, UNINTENTIONALLY, OF COURSE, UH, WHILE THEY'RE PLOWING THE, THE TOWN CAN, CANNOT, CANNOT, UH, COMPENSATE THE OWNER OF THAT CAR FOR ANY DAMAGE THING.

YOU NEED TO GET THE CARS OFF THE ROAD AND THEN IT'S NO EMERGENCY.

YOU KNOW, I'M WONDERING, UH, I THINK WE HAD ONE INSTANCE THAT WAS PROBABLY ABOUT SEVEN OR EIGHT YEARS AGO, RIGHT? YES.

SOMETHING LIKE THAT.

I'M WONDERING, TIM, DO YOU THINK WE SHOULD WRITE UP SOMETHING AND POST THAT ON THE WEBSITE BEFORE, UM, YOU KNOW, BEFORE, UH, THE SNOW JUST SAYING, YOU KNOW, THERE'S STATE LAWS RELATING TO, UH, WHAT HAPPENS IF A TRUCK SLIDES INTO A A CAR.

SO PLEASE, BASICALLY, YOU KNOW, BE CAREFUL WITH YOUR CAR.

MAKE SURE IT'S OFF THE ROAD BECAUSE THE TOWN'S NOT RESPONSIBLE.

WHAT I, I'LL DRAFT THAT TONIGHT.

A UH, A SNOWPLOW IS AN EMERGENCY VEHICLE OPERATING IN A SNOWSTORM, AND LIABILITY WILL ONLY BE IMPOSED IF THE SNOWPLOW IS RECKLESS, BUT ORDINARY NEGLIGENCE IS, IS NOT RESPONSIBLE FOR THAT.

SO I'LL WRITE STUFF THAT YOU CAN PUT ON THE IN LAY PERSON'S TERMS THAT YOU, WHAT HAPPENS IF SOMEBODY PARKS ON THEIR DRIVEWAY AND IT'S ON THE EDGE OF THE DRIVEWAY AND THE ROAD WHEN, UH, UH, THE TRUCK SLIDES INTO THE PERSONAL PROPERTY, THE DRIVEWAY, THEN WOULD THE TOWN BE RESPONSIBLE? THERE'S AN ISSUE THERE.

AGAIN, IT DEPENDS ON THE FACTS AND CIRCUMSTANCES OF EACH CASE, BUT THE WAY I NORMALLY SEE IT IS ONE PERSON IS GOING NORTH, ONE PERSON IS GOING SOUTH, AND THE TRUCK, WHICH IS VERY LARGE, GOES OVER THE YELLOW LINE AND MAY HIT THE VEHICLE COMING TOWARDS IT IN A SNOWSTORM.

AND IN THAT CASE, THE TOWN WILL NOT BE RESPONSIBLE OR LIABLE FOR DAMAGES TO THAT VEHICLE, .

BUT BY THE SAME TOKEN, TIM, IF A, UH, TO GO BACK TO PAUL'S QUESTION, IF A PLOW HITS A CAR THAT IS IN SOMEONE'S DRIVEWAY, THEN THAT WOULDN'T THAT BE IN NEGLIGENCE BECAUSE THE CAR WOULD PRESUMABLY BE PARKED OVER THE LINE OF THE ROAD IN THE DRIVEWAY.

BUT THE , EVEN THOUGH THERE'S NO, EVEN THOUGH THERE'S NO WHITE LINE OR YELLOW LINE THERE, BUT THE FIRST FEW FEET OFF THE ROAD ONTO YOUR PROPERTY IS TOWN PROPERTY.

IT'S THE TOWN TOWN RIGHTAWAY ABOUT 12 FEET.

THE CAR WOULD'VE TO BE PARKED PRETTY FAR INTO THE DRIVEWAY IN ORDER FOR THE PLOW TO BE RECKLESS HITTING IT IN THE DRIVEWAY.

THAT'S AN EXCELLENT POINT, KEN.

AND SO I THINK THAT WHATEVER EMAIL IS PUT OUT SHOULD SPECIFICALLY STATE THE NUMBER OF FEET THAT IS CONSIDERED THE TOWN'S RIGHT AWAY, SO THAT PEOPLE WILL BE SURE TO PULL THEIR CARS BEYOND THE ESTIMATED AMOUNT OF FEET.

THAT'S AN EXCELLENT QUESTION THAT PAUL JUST

[00:25:01]

RAISED AND EXCELLENT RESPONSES.

THANK YOU.

THE NUMBER OF FEET VARIES BY PROPERTY BECAUSE IT COULD BE ON THE LEFT SIDE OF THE ROAD, THE RIGHT SIDE OF THE ROAD, BUT THE ACTUAL RIGHT OF WAY IS, BUT IN GENERAL, YOU SHOULD TRY AND BE AT LEAST THREE FEET INTO YOUR, INTO YOUR DRIVEWAY.

UH, THE, THE PLOWS NOT GONNA GO UP OFF OVER THE CURB IN ORDER TO DO THAT.

THAT'S THAT, THAT'S NOT AN EFFECTIVE PLOWING OPERATION, GOING TO STAY WITHIN THE CURBS, OBVIOUSLY.

UM, BUT, BUT IF YOU HAVE, IF YOU'RE PARKED ON THE STREET AND THE PLOW TRIES TO GO AROUND YOU AND DOESN'T COMPLETELY GET AROUND YOU BECAUSE OF THE, THE, THE ICY CONDITIONS AND TOTALS YOUR CAR, THE TOWN CANNOT COMPENSATE FOR YOU THAT FOR YOU, UNLESS YOU COULD SHOW THAT THEY WERE RECKLESS IN DOING THAT.

AND THAT'S GONNA BE VERY DIFFICULT TO PROVE.

SO WE'RE, WE'RE TRYING TO GET ACROSS THE MESSAGE AND WE ALSO ADDED IT TO THE APPLICATION, UH, TO GET THE PERMIT THAT, YOU KNOW, THIS IS, THIS, THIS SITUATION CAN OCCUR.

SO THE BOTTOM LINE IS THERE'S A SNOW EMERGENCY, GET THE ROADWAYS CLEAR, GET YOUR CARS SOMEWHERE, NOT ON THE ROAD.

IT, IT'S VERY HELPFUL FOR THE ROADS TO BE CLEARED FOR US.

UM, YOU KNOW, IN THE TOWNS HISTORICALLY THROUGH THE, THE COURSE OF THE YEARS, IF WE DAMAGE SOMETHING, YOU KNOW, SOMETIMES WE'VE HIT PEOPLE'S, UH, MAILBOXES.

FOR INSTANCE, WE CARRY A HOME DEPOT MAILBOX SO THAT IF WE, IF WE INADVERTENTLY HIT SOMEONE'S MAILBOX, MAYBE NOT WITH THE TRUCK, BUT LIKE TOMORROW THERE'S GONNA BE A LOT OF SNOW IT SOUNDS LIKE.

SO IF WE PUSH AND WE PUSH MAILBOX OVER, WE'LL GO OUT AND, YOU KNOW, IF THE RESIDENT CALLS US, WE'LL GO REPLACE IT WITH A VERY BASIC HOME DEPOT MAILBOX.

BUT WE, WE'VE BEEN VERY SUCCESSFUL.

I, I THINK, AT LEAST SINCE I'VE BEEN BACK AT GREENBURG WHERE WE HAVEN'T CAUSED, YOU KNOW, MASS DAMAGE.

THANK GOD.

YOU KNOW, ONE, ONE OTHER THING I WANTED TO MENTION QUICKLY WAS COMMISSIONER FA AND I HAD HAD SPOKEN EARLIER ABOUT A SNOW EMERGENCY FOR POSSIBLY TWO DAYS.

SO DEPENDING ON THE DURATION OF THE STORM AND, AND COMMISSIONER F'S PERSONNEL, THEY'RE GONNA NEED SOME REST.

RIGHT? SO, UM, WE'RE GOING TO JUST DECLARE THE ONE TOMORROW BECAUSE WE ANTICIPATE HIS CREW WILL HAVE TO WORK FROM, YOU KNOW, ALL DAY WEDNESDAY THROUGH THE NIGHT INTO THURSDAY.

SO THURSDAY NIGHT INTO FRIDAY, THEY'RE GONNA NEED TO REST.

CORRECT.

SO IT LOOKS LIKE EVEN THOUGH, UM, WE DISCUSSED IF THERE ARE CARS IN THE ROADWAY ON THURSDAY AND THERE ARE STILL SOME SPOTS THAT NEED TO BE CLEAR CLEARED, THERE'S A CHANCE WE MAY DECLARE ANOTHER ONE FRIDAY, WHICH MAY CAUSE CONFUSION TO SOME RESIDENTS IF THERE'S NO ACTUAL SNOW EVENT.

SO WE'RE GONNA PLAY THAT BY EAR.

BUT JUST TO GIVE YOU A HEADS UP ON THAT BOTTOM LINE IS IF IT'S UP ON THE WEBSITE THAT THERE'S A SNOW EMERGENCY, YOU NEED TO GET YOUR CARS OFF THE ROAD.

THEY NEED TO GET THE CARS OFF THE ROAD, RIGHT? YEP.

BUT I, HAVING GONE THROUGH THIS WITH EAST HARTSDALE AND COLUMBIA WHEN IT WAS JUST INTRODUCED, IT'S UM, IT, IT MAY CAUSE A LITTLE CONFUSION AT AT FIRST, SO WE'LL DO IT, WE'LL DO THE BEST WE CAN, UM, TO GET THE WORD OUT AND HOPEFULLY AVOID HAVING TO DECLARE IT.

BUT YEAH, THAT'LL BE, UH, IN CONSULTATION WITH COMMISSIONER.

F I NOT YET .

WE HAVE A MEETING COMING UP OKAY.

SOON TO BE NAMED.

HOW MANY SPOILER, HOW MANY SPOILER ALERTS DO WE NEED HERE NOW? HE KNOWS , I'M WASHING.

HAVE YOU EVER HEARD OF A SURPRISE PARTY? ? OH MY HUMBLES.

I SAW IT UP THERE ON THE SCREEN BEFORE THIS WAS SO YES, BUT WE ASSUME WE DIDN'T LOOK, YOU KNOW, .

NO, BUT WAIT, WAIT, BUT WHEN THE CHIEF WAS TALKING, I THOUGHT HE SAID COMMISSIONER FINER.

I SAID, OH, HE NOT IT TO COMM, HE NOT IT TO SUPERVISOR.

I WAS LIKE, YES, COMMISSIONER.

FINE.

OKAY.

I'M SORRY.

ALRIGHT.

IF I COULD JUST TAKE A SECOND PRESIDENT, COMMISSIONER, I JUST WANTED TO KNOW ONE THING REAL QUICK.

ON THE, ON THE PASSING OF, OF BILL HIBBS, I USED TO WORK WITH BILL IN THE BUILDING DEPARTMENT.

BILL WAS ACTUALLY AT MY WEDDING.

RICH, CAN I SUGGEST YOU WAIT THAT UNTIL WE ACTUALLY HAVE THE MOMENT OF SILENCE, BECAUSE YOU KNOW, SOME OF US WILL MAKE SOME COMMENTS ABOUT IT.

OH, PEOPLE WILL BE ABLE TO TALK.

ABSOLUTELY.

OKAY.

EXCELLENT.

EVEN IF YOU'RE NOT A COMMISSIONER AT THE POINT THAT POINT 50 FOR THE COMMISSIONER.

, YOU GOTTA HEAR THE MIKE BRODER STORY.

OH MY GOD.

[00:30:01]

.

SO PAUL, YOU GONNA MAKE A MOTION TO GO INTO EXECUTIVE? YEAH.

I JUST WANNA ASK ONE OTHER QUESTION.

UM, UH, UH, PATRICE AND GRASSIER WANTED TO KNOW WHEN WE'LL DISCUSS THE TRAFFIC SAFETY, UH, COMMITTEE RECOMMENDATIONS.
