OKAY, SO FIRST, THE RESOLUTION OF THE TOWN, UM, BOARD OF THE TOWN OF GREENBURG AUTHORIZING THE TOWN SUPERVISOR TENDER INTO A TAX ABATEMENT AGREEMENT WITH 62 MAIN HOUSE DEVELOPMENT FUND COMPANY AND 62 MAIN LIMITED PARTNERSHIP AND RELATED AGREEMENTS FOR THE PURPOSES OF EXEMPTING.

AN AFFORDABLE HOUSING PROJECT AT 62 MAIN STREET IN THE VILLAGE OF TAR TOWN FROM LOCAL AND MUNICIPAL TAXES RELATED TO DEVELOPMENT OF 108 UNITS OF LOW INCOME RESIDENTIAL RENTAL HOUSING FOR A PERIOD OF 99 YEARS.

UH, OWNERS WHO RECEIVED THAT EXEMPTION ON THE, UH, UH, ON THE, UH, 2020 ASSESSMENT ROLE, THEREBY DISPENSING WITH THE NEED FOR RENEWAL APPLICATIONS FROM SUCH PERSONS, AND FURTHER DISPENSING WITH THE REQUIREMENT FOR ASSESSORS TO MAIL RENEWAL APPLICATIONS TO SUCH PERSONS PURSUANT TO NEW YORK STATE GOVERNOR'S EXECUTIVE ORDER.

UM, CONTINUING TEMPORARY SUSPENSION AND MODIFICATION OF LAWS RELATING TO THE PANDEMIC DISASTER EMERGENCY, SPECIFICALLY AS IT PERTAINS TO SENIOR AND DISABILITY EXEMPTIONS SECTIONS 4 67, 4 59 C OF THE REAL PROPERTY TAX LAW.

I'D LIKE TO MOVE THAT SECOND.

ALL IN FAVOR? ALL BEFORE, BEFORE WE VOTE ON THAT 80, COULD YOU ACTUALLY EXPLAIN THAT IN WORDS THAT PEOPLE CAN UNDERSTAND AS TO WHAT IT MEANS AND WHAT THEY DON'T HAVE TO DO AND OR SHOULD DO? THANK YOU.

I'LL MAKE IT VERY BRIEF.

SO ANY SENIOR CITIZEN OR PERSONS WITH DISABILITIES WHO RECEIVED THE EXEMPTION FOR 2020 WILL AUTOMATICALLY RECEIVE THE EXEMPTION FOR 2021 WITHOUT HAVING TO DO ANYTHING.

NORMALLY, THOSE PERSONS I WILL SEND AS THE ASSESSOR, I WILL SEND OUT A LETTER, UM, REMINDING THEM THAT THEY HAVE TO RENEW THEIR STATUS.

AND I SENT ALONG WITH THAT, I SENT AN APPLICATION THIS YEAR, THE SENIOR CITIZENS AND THE PERSONS WITH DISABILITIES DO NOT HAVE TO DO ANYTHING.

SO I THOUGHT IT IN THE BEST INTEREST OF OUR RESIDENTS WHO DO RECEIVE EXEMPTION, THESE TWO EXEMPTIONS, UM, THAT I WILL BE SENDING A LETTER TO THEM ON BEHALF OF THE TOWN BOARD, INDICATING THAT YOU HAVE AUTHORIZED THE WAIVER OF THESE RENEWAL EXEMPTIONS FOR 2021.

I JUST WANT TO, YOU KNOW, MENTION, UM, YOU KNOW, FOR THE RECORD, UM, YOU KNOW, I HAVE A COMPROMISE, UH, PROPOSAL THAT, YOU KNOW, I HOPE THAT THE BOARD WOULD, UM, YOU KNOW, YOU KNOW, CONSIDER, YOU KNOW, I FEEL THAT WE ALL WANT, UM, WE ALL RECOGNIZE THAT THERE'S POSITIVES TO, UH, BATTERY, UM, YOU KNOW, STORAGE FACILITIES.

THIS IS SOMETHING THAT'S GONNA BE HAPPENING, UH, YOU KNOW, ALL OVER THE COUNTRY NO MATTER WHAT, YOU KNOW, WE DO.

UM, BUT I ALSO FEEL THAT WE REALLY SHOULD CONSIDER A MORATORIUM.

UH, YOU KNOW, I THINK THAT THE CONCEPT OF REFERRING THE, UH, THE NYSERDA MODEL LAW TO THE PLANNING BOARD, YOU KNOW, DOES MAKE, YOU KNOW, IT, YOU KNOW, IS, UM, A, A DECENT IDEA WITH THE PLANNING BOARD CHAIR AND VICE CHAIR.

THEY INFORMED, UH, ME EARLIER TODAY THAT THEY WOULD NOT BE ABLE TO MAKE RECOMMENDATIONS WITHOUT EXPERT HELP.

UM, I THEREFORE HAVE, UM, COME UP WITH A COMPROMISE PROPOSAL THAT I THINK WOULD BE ACCOMMODATING TO NORWOOD.

AND AT THE SAME TIME, TO BE SURE GOING FORWARD THAT THE TAC TOWN WOULD ACT RESPONSIBLY WITH REGARD TO APPLICATIONS FOR BATTERIES, ENERGY STORAGE FACILITIES, SOLAR FARMS, AND WIND TURBINES.

UH, THIS IS, UM, THE GIST OF MY PROPOSAL.

UH, ONE IS, I FEEL AFTER GOING TO NORWOOD AND MEETING WITH PEOPLE IN MAYFAIR NORWOOD, THAT MOST PEOPLE IN THE MAYFAIR NORWOOD AREA, PEOPLE WHO LIVE NEAR NO, IN THE NORWOOD NEIGHBORHOOD, BASICALLY DO NOT OBJECT TO THIS PARTICULAR APPLICATION.

SO I FEEL WE COULD ACCOMMODATE NORWOOD BY STATING THAT IF A SPECIAL PERMIT HAS SATISFACTORY CONDITIONS REGARDING THE ENVIRONMENT, PUBLIC SAFETY AND ABSOLUTE RESTRICTIONS ON ANY FURTHER BATTERY AND ANY, AND ANY AND ENERGY STORAGE FACILITY ON THE KNOLLWOOD SITE, THEN I WOULD RECOMMEND THAT THE TOWN BOARD WOULD, UM, WOULD SUPPORT THE APPLICATION AND LET IT GO FORWARD.

BUT THEY WOULD ALSO HAVE TO RECOGNIZE THAT IF WE ADOPT A NEW LAW GOVERNING, GOVERNING BATTERY ENERGY STORAGE FACILITIES, THEN ADDITIONAL FACILITIES, UM, MAY OR MAY NOT BE CITED ON NORWOOD, DEPENDING ON WHAT THE NEW LAW, YOU KNOW, SAYS.

BECAUSE MOST PEOPLE THAT I'VE SPOKEN TO FEEL THAT THE PROPOSAL THAT THEY MADE IS ON A VERY SMALL, UH, YOU KNOW, PROPERTY.

UH, AND THEY'RE NOT REALLY THAT CONCERNED.

BUT IF IT TURNS OUT THAT THE REAL INTENT IS TO HAVE, YOU KNOW, MAKE THE WHOLE, UM, UH, NORWOOD COUNTRY CLUB A BATTERY STORAGE FACILITY, OR A WIND FARM OR SOLAR FARM, PEOPLE IN THE NEIGHBORHOOD MAY HAVE SOME CONCERNS.

SO, UM, YOU KNOW, ONE IS, WE WOULD SAY, YOU KNOW, WE BASICALLY ARE SUPPORTIVE OF NO, OF, YOU KNOW, WHAT WAS PROPOSED AS LONG AS IT'S FOCUSED ONLY ON THAT SECTION.

SECOND, I THINK WE SHOULD, UM, IMMEDIATELY, UH, PUT ON NOTICE, UH, ALL POTENTIAL APPLICANTS THAT THERE'D BE A MORATORIUM, AND IT WOULD BE, UM, UM, YOU KNOW, IMPOSED, UM, THE REASON I'M READING THIS RIGHT NOW IS I WANT POTENTIAL APPLICANTS WHO HAVE NOT MADE APPLICANTS APPLICATIONS TO BE ON NOTICE THAT THEY COULD BE SUBJECT TO A MORATORIUM ON ALL APPLICATIONS FOR BATTERY AND ENERGY STORAGE FACILITIES, SOLAR FARMS, AND WIND TURBINES.

I THINK THE TOWN BOARD SHOULD ENGAGE AN EXPERT CONSULTANT AND APPOINT A CITIZENS COMMITTEE TO WORK WITH EXPERTS TO DEVELOP APPROPRIATE NEW LAWS FOR THE TOWN WITH THE GOAL OF BEING ACCOMMODATING FOR GREEN ENERGY.

AND AT THE SAME TIME OF BEING PROTECTIVE OF OUR EXISTING RESIDENTIAL NEIGHBORHOODS.

AND OF COURSE, BEING PROTECTIVE OF ENVIRONMENT AND PUBLIC SAFETY.

AND THE CONCEPT THAT I ENVISIONED WOULD BE MODELED AFTER THE SUCCESSFUL COMMITTEE THAT WORKED OUT ISSUES CONCERNING BRIGHTVIEW AT, AT METROPOLIS, BECAUSE WHEN WE, WHEN, YOU KNOW, THE CIVIC LEADERS, UH, THE NEIGHBORHOOD, THE DEVELOPER, WHEN ALL OF US GOT TOGETHER, WE WERE ABLE TO REACH AN ACCOMMODATION.

AND I FEEL THAT THE METROPOL, THE PROPOSAL AT NORWOOD HAS SORT OF THE SAME INGREDIENTS.

I THINK THAT ALL OF US WANT TO DO WHAT'S RIGHT.

NOBODY WANTS TO BE AN OBSTRUCTIONIST.

AND IF WE ALL SIT DOWN, COME UP WITH A, YOU KNOW, PLAN OF ACTION THAT, UM, YOU KNOW, THAT WE THINK IS GOOD FOR THE TOWN LONG TERM, I THINK WOULD BE GREAT.

AND THEN THE FINAL, UH, ASPECT OF MY PROPOSAL IS THAT IF NOEL WOULD CEASES TO OPERATE, UM, BECAUSE

SOME PEOPLE ARE SKEPTICAL THAT THE BATTERY, UM, UH, FACILITY WILL RESULT IN THE SURVIVAL OF, UM, OF NOEL WOOD, THAT, UH, NOLL WOULD HAVE TO AGREE, UH, THAT WHATEVER GOES ON THE LAND WOULD BE SUBJECT TO AT LEAST A SIGNIFICANT BUFFER AROUND, UH, THE BARR BATTERY STORAGE FACILITY.

SO IF THERE IS A BATTERY, IF THERE IS GONNA BE HOUSING, THERE SHOULD BE SOME SORT OF, YOU KNOW, BUFFER THAT THEY WOULD BE ADVISED WILL BE, YOU KNOW, IMPOSED.

AND AGAIN, YOU KNOW, I THINK THAT THIS CONCEPT REALLY, YOU KNOW, COULD WORK.

UM, YOU KNOW, WE ARE, WE, YOU KNOW, IT SHOWS WE LISTEN TO THE PEOPLE AT THE HEARINGS.

WE'RE GONNA DO THE STUDIES ON, UH, THE FIRE ISSUES, THE ENVIRONMENTAL ISSUES.

UH, WE'RE LISTENING TO THE PEOPLE WHO LIVE NEAR NORWOOD WHO DON'T WANT TO SEE HOUSING AND WHO WOULD LIKE TO GIVE NORWOOD A CHANCE TO, UM, UH, SURVIVE AS A COUNTRY CLUB.

I THINK THIS COULD REALLY BE A WIN-WIN PROPOSAL FOR EVERYBODY.

AND I REALLY HOPE THAT THE BOARD WOULD, UM, WOULD CONSIDER IT.

AND I, YOU KNOW, AGAIN, I KNOW PEOPLE HAVE BEEN RELUCTANT ABOUT, UH, MORATORIUMS OVER THE YEARS, BUT, YOU KNOW, THIS DOESN'T HAVE TO, THIS, THE GOAL IS NOT TO HAVE A LONG MORATORIUM.

THE GOAL IS TO DO THE STUDY, UM, YOU KNOW, WORK WITH THE CIVIC LEADERS, UH, THE PEOPLE IN THE COMMUNITY, THE CONSERVATION ADVISORY BOARD, THE PLANNING BOARD WHERE EVERYBODY WORK TOGETHER, COME UP WITH A, A LONG, YOU KNOW, WE COULD INVITE NYSERDA INVOLVED, COME UP WITH A, A PLAN THAT REALLY MAKES SENSE AND, UM, AND THEN HAVE SOMETHING THAT WE'LL REALLY BE PROUD OF AND WILL BE A MODEL FOR, UH, COMMUNITIES ALL, YOU KNOW, ALL OVER.

AND I'VE SPOKEN TO LIKE A LOT OF PEOPLE, AND YOU KNOW, THE CONSENSUS THAT I HAVE IS THAT PEOPLE, SO THIS IS WHAT I'VE PUT TOGETHER AFTER CONFERRING WITH, YOU KNOW, WITH, WITH PEOPLE WHO ARE INTERESTED IN THE ISSUE ISSUE.

SO IN ORDER TO DETERMINE, UM, THAT THE SPECIAL PERMIT CONTAINS SATISFACTORY CONDITIONS RELATIVE TO THE ENVIRONMENT, WE'RE GONNA NEED AN EXPERT TO OPINE ON THAT RIGHT.

SPECIAL PERMIT.

RIGHT.

EXACTLY.

I, I, I BASICALLY FEEL THAT, UM, THE KNOLLWOOD IN CONCEPT, I HAVE NO OBJECTIONS TO THE KNOLLWOOD, YOU KNOW, PROJECT.

UM, THEY ARE ON A TIMETABLE BECAUSE, YOU KNOW, THEY WANT TO GET GRANTS FROM SERTA, AND IF THEY FAIL, THE TOWN REALLY IS GONNA TRY KILLING IT.

THEY'RE, THE WHOLE THING'S GONNA FALL APART.

AND IT, IT REALLY IS A POSSIBILITY THAT THE COUNTRY CLUB COULD GO OUT OF EXISTENCE AND IN A COUPLE YEARS IT COULD BE SIGNIFICANT IN HOMES.

ON THE OTHER HAND, IF, UM, WE DO WHAT I'M SAYING, WE'RE SENDING THE KNOLLWOOD CLUB, YOU KNOW, MESSAGE THAT WE'RE WILLING TO WORK WITH THEM, UH, I THINK THAT THEY PROBABLY WOULD BE WILLING, IF IT'S A SHORT TERM MORATORIUM AND WE ALL WORK REALLY HARD TRYING TO COME UP WITH, YOU KNOW, A PLAN THAT MAKES SENSE, I THINK THAT THEY PROBABLY WOULD, UM, UM, YOU KNOW, WOULD BE OPEN, OPEN TO THIS, YOU KNOW, THEN IN A COUPLE MONTHS, IT COULD BE THREE OR FOUR MONTHS OR WHATEVER, YOU KNOW, WE COULD HAVE A NEW, YOU KNOW, WE COULD LOOK AT THE NYSERDA, UM, MODEL LAW.

WE COULD TWEAK IT, WE COULD IMPROVE IT.

UM, YOU KNOW, WE WON'T HAVE OTHER NEIGHBORHOODS IN THE TOWN, UM, YOU KNOW, UPSET EVERY TIME THERE'S AN APPLICATION.

AND WE'LL HAVE A PROCESS.

AND I THINK THAT PEOPLE WILL BUY IN AND BE SUPPORTIVE.

WE COULD HAVE A REALLY GREAT MODEL LAW.

AND, YOU KNOW, I I, I DIDN'T WANNA INTER I, I DIDN'T WANNA INTERRUPT YOU, BUT THE REASON WHY I HELD IT OVER IS BECAUSE GARY , THE COMMISSIONER OF COMMUNITY DEVELOPMENT CONSERVATION, WHO TAKES THE LEAD ON THESE THINGS IS ON VACATION.

AND I DIDN'T THINK IT WAS APPROPRIATE FOR US TO DO THIS WITHOUT HIM BEING PRESENT AND HAVING COMMENT.

SO THAT'S THE REASON WHY I HELD IT OVER.

NO, I THINK THAT'S, YOU KNOW, THAT, YOU KNOW, THAT'S FINE.

I JUST WANNA, AND YOU KNOW WHAT, FIRST OF ALL, I KNOW THAT, UM, YOU KNOW, YOU'RE VERY DETAIL ORIENTED AND I KNOW THAT YOU'RE TRYING VERY HARD TO COME UP WITH SOMETHING THAT, UH, YOU KNOW, WILL WORK, YOU KNOW, FOR EVERYONE.

AND I APPRECIATE THAT THIS IS JUST A, A GOOD FAITH EFFORT TO GET A COMPROMISE.

AND CERTAINLY, UM, IF WE WOULD ADOPT THIS, YOU KNOW, I WOULD ASK THAT YOU BE HEAVILY INVOLVED IN, JUST LIKE YOU WERE WITH BRIGHTVIEW AND, UM, IN TRYING TO, UH, WORK WITH ALL THE PARTIES AND, AND SEE IF WE COULD, UM, COME UP WITH SOMETHING THAT WE COULD ALL, UM, YOU KNOW, BE HAPPY WITH.

SO, YOU KNOW, I MEAN, OBVIOUSLY WE WOULDN'T DO THIS WITHOUT YOUR, UH, YOU KNOW, YOUR HEAVY INVOLVEMENT, BUT I, I, I REALLY FEEL THAT MOST OF THE PEOPLE IN THE COMMUNITY WHO EVEN OPPOSE THIS OPPOSED THEIR ORIGINAL APPLICATION, THEY'RE REALLY NOT OPPOSED TO, UM, TO THE CONCEPT.

THEY JUST HAVE QUESTIONS AND, YOU KNOW, LEGITIMATE, YOU KNOW, THEY, THEY HAVE SOME QUESTIONS AND LEGITIMATE CONCERNS, WHICH IS FINE.

WELL, YOU KNOW, THE FACT THAT IT'S HELD OVER DOESN'T MEAN THAT PEOPLE CAN'T PUT FORWARD WHAT TYPE OF EXPERT WOULD WE NEED AND WHO WOULD THAT EXPERT BE, RIGHT? WE DON'T HAVE TO WAIT, YOU KNOW, A MONTH TO DECIDE, YOU KNOW, THESE ARE

THE QUALITIES THAT SOMEBODY SHOULD HAVE IN ORDER TO ADDRESS THAT.

THAT WOULD ACTUALLY BE GREAT.

THEN WE COULD PERHAPS REACH OUT TO THE EXPERT AND SEE WHAT KIND OF TIMEFRAME THEY'RE WORKING WITHIN IN ORDER TO GET US INFORMATION THAT WE NEED TO ISSUE THE SPECIAL PERMIT.

THAT, THAT WOULD BE VERY HELPFUL.

AND ALSO, WHEN WE TALK ABOUT WE NEED TO HAVE STUDIES DONE, WELL, IF THEY'RE ORIGINAL STUDIES, THOSE ARE NOT GONNA BE DONE.

IF, IF YOU'RE TRYING TO DO STUDIES ON THE LIKELIHOOD OF A TESLA BATTERY GOING ON FIRE, YOU KNOW, THAT ORIGINAL RESEARCH THAT'S GONNA COST A FORTUNE AND WE CAN'T AFFORD IT, NO MATTER WHO PAYS FOR IT, WE CAN'T AFFORD IT.

BUT IF YOU'RE TALKING ABOUT AN EXPERT WHO IS GOING TO LOOK AT THE GENERAL LITERATURE AND COME BACK AND TELL US, YOU KNOW, WHETHER OR NOT THINGS ARE SAFE OR NOT, YOU KNOW, THAT'S A DIFFERENT STORY.
