Due to the COVID-19 pandemic and the Governor’s Executive Order 202.1, there will be no public gathering in Town Hall for this meeting. Planning Board Members will participate remotely. a.  
Case No. PB 20-17 Housing Action Council, 112 North Lawn Avenue (also fronting on Evarts Avenue) (P.O. Elmsford, N.Y.) – Preliminary Subdivsion and Planning Board Steep Slope PermitA work session to discuss the decision of a preliminary subdivision and Planning Board steep slope permit application for a proposal consisting of the subdivision of one existing lot into two (2) buildable lots for the purpose of constructing two (2) new single family affordable housing residences, with related improvements. The applicant is proposing the construction of two (2) new 2-story residences with stone patios on lots proposed to be 7,956 sq. ft. (0.18 acres) and 8,055 (0.19 acres) in area. The applicant proposes both driveways to have curb cuts on Evarts Avenue. The applicant proposes approximately 2,897 sq. ft. of disturbance to 15-25% slopes (STEEP SLOPES), approximately 152 sq. f.t of disturbance to 25-35% slopes (VERY STEEP SLOPES), and approximately 25 sq. ft. of disturbance to 35%+ slopes (EXCESSIVELY STEEP SLOPES). The project requires approximately 900 cubic yards of excavation. The applicant proposes the removal of two (2) regulated trees in connection with the project, requiring a tree removal permit from the Planning Board, and proposes the planting of 15 trees, as replacement. The property consists of approximately 16,011 sq. ft. (0.37 acres) and is situated along the east side of North Lawn Avenue, approximately 250 feet south of the intersection of North Lawn Avenue and Payne Street. The property also fronts on Evarts Avenue, approximately 250 feet south of the intersection of Evarts Avenue and Payne Street. The property is located in the R-5 One-Family Residence District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 7.190-80-10.
 
b.   Case No. PB 19-13 Thompson, 2111 Saw Mill River Road (P.O. White Plains, N.Y.) – Planning Board Steep Slope Permit and Tree Removal PermitA work session to discuss the decision of a Planning Board steep slope permit and tree removal permit application involving the proposed construction of a new, detached 1,700 sq. ft. garage structure and related 1,157 sq. ft. driveway expansion. The applicant proposes 1,864 sq. ft. of disturbance on 15-25% slopes (STEEP SLOPES), 436 sq. ft. of disturbances on 25-35% slopes (VERY STEEP SLOPES), and 310 sq. ft. of disturbances on 35%+ slopes (EXCESSIVELY STEEP SLOPES). The project requires approximately 34 cubic yards of excavation and 0 cubic yards of imported fill. The applicant proposes the removal of five (5) regulated trees, requiring a tree removal permit from the Planning Board, and has prepared a landscaping plan which provides for the planting of 20 trees as replacement. Concurrently, the applicant seeks to legalize, through the Building Department, previously developed site improvements, including the repair and expansion of pathways and related stairways, repair and construction of retaining walls, re-grading activities at the rear of the property, and various building and patio enclosures. The property consists of approximately 46,958 sq. ft. (1.08 acres) and is situated on the north side of Saw Mill River Road, approximately 500 feet east of the intersection of Worthington Road and Saw Mill River Road. The property is located in an R-20 One-Family Residence District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 7.380-195-3.
 
c.   Case No. PB 14-12 Solano Subdivision, Barnaby Lane (P.O. Hartsdale N.Y.) – Final Subdivision and Tree Removal PermitA work session to discuss the decision of a final subdivision and tree removal permit application approval involving the proposed subdivision of one (1) tax lot previously created by deed, for the purpose of creating one (1) legal building lot. Preliminary subdivision approval was granted on September 20, 2017. The subject site currently is vacant. The applicant proposes to construct one single-family residence, with an approximately 2,185 sq. ft. footprint, on the lot. The applicant proposes the removal of twenty-eight (28) regulated trees, requiring a tree removal permit from the Planning Board. The applicant has prepared a landscaping plan which calls for the planting of twenty-three (23) new trees, and various new shrubs, on the property. The property consists of approximately 22,149 sq. ft. and is situated on the east side of Barnaby Lane, approximately 500 ft. from the intersection of Ridge Road. The property is located in the R-20 One-Family Residence District, and is designated on the tax map of the Town of Greenburgh as Parcel ID: 8.230-175-17.

Case No. PB 19-25 Gez, 25 High Point Lane (P.O. Scarsdale, N.Y.) – Final Subdivision and Tree Removal Permit A work session to consider the decision of a final subdivision and tree removal permit application involving the proposed subdivision of two (2) existing lots, totaling approximately 77,959 sq. ft. in size, into three (3) buildable lots, for the purpose of constructing two (2) new single-family residences. Preliminary subdivision approval was granted on October 7, 2020. Proposed Lot 1 would total approximately 20,010 sq. ft. and an existing 2,139 sq. ft. single-family residence would remain. Proposed Lot 2 would total approximately 21,139 sq. ft., and would be improved with one (1) newapproximately 2,603 sq. ft. single-family residence Proposed Lot 3 would total approximately 24,558 sq. ft., and would be improved with one (1) new approximately 4,420 sq. ft. single-family residence. A new cul-de-sac roadway, to be built to Town standards and in accordance with New York State Fire Code regulations, is being proposed to service the 2 new houses within a right-of-way consisting of approximately 12,252 sq. ft. The applicant proposes the removal of 49 regulated trees, requiring a tree removal permit from the Planning Board.The applicant proposes the planting of 36 new trees and 28 new shrubs, as replacement. The project involves approximately 28,000 sq. ft. of disturbance. The project requires approximately 100 cubic yards of cut and 100 cubic yards of imported fill. The properties consist of approximately 77,954 sq. ft. and are situated on the west side of High Point Lane, approximately 650 feet from the intersection of High Point Road and High Point Lane. The properties are located in the R-20 One-Family Residence District and are designated on the tax map of the Town of Greenburgh as Parcel ID: 8.520-356-44 & 8.520-356-47.

a.   Case No. TB 21-05 West Rumbrook Park Playground Construction, 2305 Saw Mill River Road (P.O. Elmsford, N.Y.) Recreation Fee Use RequestA work session to discuss a recommendation to the Town Board regarding the proposed use of up to $23,000 of recreation escrow funds for the construction of a playground at West Rumbrook Park.

Case No. PB 20-26 Kou & Ge, 340 South Healy Avenue (P.O. Scarsdale, N.Y.) – Planning Board Steep Slope Permit and Tree Removal PermitA public hearing to discuss a Planning Board steep slope permit and tree removal permit application involving the proposed construction of a new 2-story single family residence with an attached 2-car garage, front and rear stairs, a deck, and retaining wall, with related improvements. The applicant proposes approximately 987 sq. ft. of disturbance to 15- 25% slopes (STEEP SLOPES), approximately 1,036 sq. f.t of disturbance to 25-35% slopes (VERY STEEP SLOPES), and approximately 1,838 sq. ft. of disturbance to 35%+ slopes (EXCESSIVELY STEEP SLOPES). The project requires approximately 285 cubic yards of excavation and 0 cubic yards of imported fill. The applicant proposes the removal of 19 regulated trees, requiring a tree removal permit, and has provided a landscaping plan which provides for the planting of 15 trees, as replacement. The applicant is proposing the installation of six (6) Cultec C-100HD units and two (2) Cultec FD-C4 units to handle stormwater runoff created by new impervious surfaces. It is noted that this property, via a prior owner/applicant (Piekarski), previously received a steep slope permit from the Planning Board for construction of a single family residence under Case No. PB 17-14, approved December 6, 2018. That permit has been extended once and currently is valid through December 6, 2022. The property consists of approximately 9,993 sq. ft. (0.23 acres) and is situated along the east side of South Healy Avenue, approximately 200 feet north of the intersection of South Healy Avenue and Stephanie Drive. The property is located in the R-10 One-Family Residence District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 8.350-253-11.

a.   Case No. PB 20-25 Correira, 5 Teramar Way (P.O. White Plains, N.Y.) – Planning Board Steep Slope Permit and Tree Removal PermitA work session to discuss a Planning Board steep slope permit and tree removal permit application involving the proposed construction of a new single-family home, with related improvements. The project site previously contained a single-family residence, which was demolished in 2017. The applicant is proposing to utilize the existing curb cut for the driveway to the new residence. The applicant proposes approximately 3,339 sq. ft. of disturbance to 15- 25% slopes (STEEP SLOPES), approximately 2,375 sq. ft. of disturbance to 25-35% slopes (VERY STEEP SLOPES), and approximately 310 sq. ft. of disturbance to 35%+ slopes (EXCESSIVELY STEEP SLOPES). The applicant is proposing the installation of ten (10) Cultec 330XL units to handle stormwater runoff created by new impervious surfaces. The project requires approximately 292 cubic yards of excavation and approximately 30 cubic yards of imported fill. The applicant proposes the removal of 13 regulated trees, requiring a tree removal permit, and has prepared a landscaping plan calling for the planting of 13 trees, as replacement. The property consists of approximately 10,340 sq. ft. (0.24 acres) and is situated along the north side of Teramar Way, approximately 180 feet from the intersection of Teramar Way and Fair Street. The property is located in the R-10 One-Family Residence District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 8.20-19-23.
