WE ALSO HAVE, UM, A MOMENT OF SILENCE AND, UM, MEMORY AND AN HONOR OF REGINA REGINALD LAFAYETTE.

HE'S A LONGTIME LEADER IN THE CIVIC LIFE OF WESTCHESTER COUNTY.

HE WAS BORN AND RAISED IN CHARLESTON, SOUTH CAROLINA.

REGGIE, AS HE WAS OFTEN KNOWN, UH, TO HIS COUNTLESS FRIENDS, MOVED TO MOUNT VERNON IN 1972.

HIS INVOLVEMENT IN THE COMMUNITY BEGAN THAT YEAR WHEN HE BECAME A DEMOCRATIC DISTRICT LEADER.

HE STARTED HIS CAREER IN MOUNT VERNON CITY HALL, WORKING AT DEPUTY CONTROLLER AND CITY CLERK BEFORE ASSUMING HIS ROLE AS BOARD OF ELECTIONS DEMOCRATIC COMMISSIONER FOR WESTCHESTER COUNTY.

HE SWIFTLY MOVED UP THE RANKS POLITICALLY, BECOMING THE CHAIR OF THE MOUNT VERNON DEMOCRATIC CITY COMMITTEE, A DEMOCRATIC STATE COMMITTEE MEMBER REPRESENTING THE 89TH ASSEMBLY DISTRICT.

AND, UM, THE WESTCHESTER COUNTY DEMOCRATIC, UM, COMMITTEE SHARE.

HE HELD THAT POST FOR 16 YEARS.

HIS COMMITMENT TO THE ADVANCEMENT OF, UM, WOMEN AND PEOPLE OF COLOR IN ALL LEVELS OF GOVERNMENT IS CLEARLY EVIDENT IN WESTCHESTER COUNTY AND THE STATE OF NEW YORK.

WHILE WE MOURN HIS PASSING, HE LEAVES US WITH A GREAT LEGACY OF EFFECTIVE LEADERSHIP AND FOND MEMORIES, FRIEND, MENTOR, AND COLLEAGUE REGGIE REGGIE'S, UM, CONTRIBUTIONS HAVE SHAPED AND IMPROVED OUR COMMUNITY IN WAYS THAT COULD NEVER BE MEASURED.

WE WILL ALL MISS HIM.

AND PAUL, JUST ON A PERSONAL NOTE, UM, REGGIE WAS A VERY DEAR FRIEND TO ME, AND HE HAS TOUCHED THE LIVES AS MENTIONED IN, UM, THE WRITEUP THAT YOU JUST READ.

HE'S GIVEN SO MANY FIRSTS TO SO MANY PEOPLE, WOMEN, PEOPLE OF COLOR, PEOPLE WHO ARE LOOKING TO, UM, WHO ARE LOOKING TO EXCEL IN ADVANCE IN, IN A POLITICAL ROLE.

AND THIS IS TRULY, TRULY A LOSS TO THE DEMOCRATIC PARTY AS A WHOLE.

BECAUSE HE NOT ONLY HELPED WESTCHESTER, HE HELPED AROUND NEW YORK STATE AND BEYOND.

SO I JUST WANNA MAKE SURE THAT, UM, WE SENT OUR SINCERE CONDOLENCES TO HIS SON AND DAUGHTER AND LET THEM KNOW THAT THEY ARE IN OUR PRAYERS AND, UM, THAT WE REMAIN STRONG AND CONTINUE TO FORWARD, UM, REGGIE'S REGGIE'S VISION TO MAKING SURE THAT WE GET PEOPLE AND WOMEN IN EVERYONE ELECTED IN THE RIGHT POSITIONS.

TO START OFF TONIGHT, I'LL BE GIVING A QUICK OVERVIEW OF FIRE PREVENTION IN THE COMMUNITY AND IN THE FIRE SERVICE.

THEN CAPTAIN JIM MALONE OF THE FAIRVIEW FIRE DISTRICT AND LIEUTENANT MARK BENDELL OF THE GREENVILLE FIRE DISTRICT WILL GIVE A PRESENTATION NARROWING DOWN TONIGHT'S FIRE SAFETY TOPICS.

WHEN WE SPEAK ABOUT FIRE PREVENTION, WE NEED TO CONSIDER THE ROLES OF THE COMMUNITY AND THE FIRE DEPARTMENTS AND THE BASICS THAT LEAD US TO EFFECTIVE FIRE PREVENTION PROGRAMS. EDUCATION, PREPARATION AND RECOGNITION ARE THREE OF THE THINGS THAT LEAD US TO PREVENTION, PROGRAMS AND PRACTICES.

AND IF THEY DON'T GET CORRECTED, THE TOWN CAN THEN SEND THEIR INSPECTORS TO VISIT TO TRY AND CORRECT ANY VIOLATIONS.

THIS IS A COLLABORATIVE EFFORT WITH THE FIRE DEPARTMENTS IN THE TOWN OF GREENBURG.

ALSO, THESE INSPECTIONS SERVE AS TRAINING FOR THE FIREFIGHTERS.

SO THEY ARE FAMILIAR WITH THE BUILDINGS IN THEIR RESPONSE AREAS.

THESE INSPECTIONS ALLOW THE FIREFIGHTERS TO WALK THROUGH THE BUILDINGS, GET TO KNOW EVERY NOOK AND CRANNY, AND GET TO KNOW WHERE ALL THE HAZARDS ARE.

SO IF YOU HAVE A FIREFIGHTER RESPONDING TO YOUR BUILDING, IT'S NOT THE FIRST TIME HE'S GOING OR SHE IS GOING IN THERE.

WE ALSO HAVE MUTUAL AID AND AUTOMATIC AID AGREEMENTS WITH OUR NEIGHBORING DEPARTMENTS.

WE TRY TO MAKE SURE WE HAVE THE PROPER AMOUNT OF TRAINED FIREFIGHTERS RESPONDING TO MITIGATE ANY EMERGENCY AT HAND.

BACK TO RESPONSE TIMES.

WE MENTIONED THAT THEY'RE CRITICAL.

MAKING SURE OUR RESPONSE TIMES ARE REDUCED BY HAVING YOUR FIREFIGHTERS EQUIPMENT AND GEAR READY TO RESPOND IN SECONDS, DELAYS IN RESPONSE LEAD TO BIGGER EMERGENCIES.

FIRE DOUBLES IN SIZE EVERY 30 SECONDS, ESPECIALLY WITH NEW CONSTRUCTION MATERIALS BEING USED.

THIS IS ONE OF THE REASONS THAT EARLY NOTIFICATION FROM THE COMMUNITY IS EXTREMELY IMPORTANT.

THE REDUCED RESPONSE TIMES ENABLE US TO PROTECT LIVES, PREVENT DAMAGE, AND REDUCE ANY FURTHER LOSS THAT MAY INCUR.

SO WHAT DOES ALL THIS MEAN? THIS IS ALL ABOUT RISK REDUCTION.

WITH ALL OF THE FACTORS IN PLACE, IT STILL DOES NOT ELIMINATE FIRES AND HAZARDOUS CONDITIONS.

MECHANICAL SYSTEM ERRORS, OUTAGES, HUMAN ERROR, AND INTENTIONAL HUMAN ACTS SUCH AS ARSON WILL ALWAYS MEAN THE RISK STILL EXISTS, BUT WITH PREVENTION MEASURES TAKEN BY THE COMMUNITY AND THE FIRE SERVICE, WE HOPE TO SIGNIFICANTLY REDUCE THE RISK.

UH, WE'RE GONNA DISCUSS THE HAZARDS PRESENT DURING FIRE INCIDENTS, PROVIDE FIRE SAFETY INFORMATION TO RESIDENTS AND VISITORS OF THE TOWN OF GREENBURG.

AND AT THE END, WE'LL ANSWER ANY RELATED QUESTIONS FOLLOWING THE PRESENTATION.

FIRST UP, I JUST WANTED TO COVER THE FATAL BRONX FIRE.

ON JANUARY 9TH, UH, THE CAUSE OF THE FIRE IS, UH, ATTRIBUTED TO A SPACE HEATER MALFUNCTION.

UH, UNFORTUNATELY THERE WERE 17 LIVES LOST, INCLUDING EIGHT CHILDREN.

AND ADDITIONALLY, THERE WERE 32 LIFE-THREATENING INJURIES, WHICH IS REALLY IMPORTANT, UM, BECAUSE THAT ABSOLUTELY COULD HAVE BEEN PREVENTED.

AND SOME OF THE CONTRIBUTING FACTORS HERE INCLUDED, UH, BYPASS SELF-CLOSING DOORS TO EXIT STAIRWELLS TO RESIDENT APARTMENTS AND OPEN WINDOWS.

THIS PUBLIC HEARING IS RELATED TO A SITE PLAN APPLICATION OF HACKLEY SCHOOL FOR A PROJECT CONSISTING OF THE PROPOSED CONSTRUCTION OF A NEW 54,000 SQUARE FOOT ARTS CENTER BUILDING TO BE KNOWN AS THE CENTER FOR CREATIVE ARTS AND TECHNOLOGY, ALONG WITH RELATED PARKING AND AMENITIES, WHICH WOULD REPLACE AN EXISTING ARTS BUILDING IN GYMNASIUM, WHICH ARE PROPOSED TO BE DEMOLISHED.

HACKLEY SCHOOL IS LOCATED AT 2 93 BENEDICT AVENUE, THE PIOS TARRYTOWN PORTION OF THE TOWN LOCATED IN THE R 41 FAMILY RESIDENCE DISTRICT, AND WITHIN A CONSERVATION DISTRICT OVERLAY, A PORTION OF THE CAMPUS IS LOCATED IN THE VILLAGE OF TARRYTOWN.

THE NEW ARTS CENTER BUILDING WOULD BE SITUATED WITHIN THE TOWN OF GREENBURG, WHILE THE PROPOSED PARKING AREAS ARE TO BE LOCATED WITHIN THE VILLAGE OF TARRYTOWN.

THE VILLAGE OF TARRYTOWN HAS BEEN AN INVOLVED AGENCY THROUGHOUT THIS PROCESS, AND THE APPLICANT HAS PENDING RELATIONS APPLICATIONS WITH THE VILLAGE.

THE TOWN BOARD DECLARED ITS INTENT TO BE LEAD AGENCY WITH RESPECT TO CCRA ON MAY 3RD, 2021, WITH NO OBJECTIONS RECEIVED.

THE TOWN OF GREENBURG PLANNING BOARD IS PART OF A SITE PLAN REFERRAL AT WORK SESSIONS ON JUNE 16TH, 2021 AND JULY 7TH, 2021.

ON JULY 21ST, 2021, THE APPLICATION WAS THE SUBJECT OF A UNANIMOUS POSITIVE SITE PLAN RECOMMENDATION FROM THE PLANNING BOARD.

IN ADDITION TO THE PLANNING BOARD FINDING THAT THE AMENDED SITE PLAN SUBMISSION SATISFIES THE APPLICABLE SITE PLAN STANDARDS SET FORTH IN SECTION 2 85 54 STANDARDS A THROUGH K, THE PLANNING BOARD FURTHER RECOMMENDED THAT THE APPLICANT INCLUDE HANDICAP PARKING SPACES IMMEDIATELY ADJACENT TO THE PROPOSED ART CENTER BUILDING.

THE APPLICANT BE REQUIRED TO DEMONSTRATE FULL COMPLIANCE WITH THE NEW TOWN TREE ORDINANCE PRIOR TO ISSUANCE OF ANY DECISION ON THE APPLICANT'S SITE PLAN APPLICATION, THE APPLICANT EVALUATE THE NUMBER OF ELECTRIC VEHICLE CHARGING STATIONS APPROPRIATE FOR USE WITHIN THE EXISTING, WITHIN THE PARKING LOT AREAS TO BE DEVELOPED OR EXPANDED IN CONNECTION WITH THIS PROJECT, AND PROVIDE AN UPDATE TO THE TOWN BOARD IN THIS REGARD.

AND LASTLY, THAT THE APPLICANT BE ENCOURAGED TO INSTALL A SIDEWALK WITHIN THE VILLAGE OF TERRYTOWN ON THE NORTH SIDE OF BENEDICT AVENUE FROM THE MAIN ENTRANCE TO THE CAMPUS WEST TO MIDLAND AVENUE.

LASTLY, A SECOND COMPONENT OF THE PUBLIC OF THE PUBLIC HEARING THIS EVENING IS WITH REGARD TO HACKLEY SCHOOL'S PETITION TO HAVE ITS PORTION OF THE CAMPUS THAT IS LOCATED WITHIN THE UNINCORPORATED PORTION OF THE TOWN OF GREENBURG PLACED INTO THE TOWN'S CONSOLIDATED WATER DISTRICT.

IF SUCCESSFUL, THE APPLICANT WOULD REROUTE ITS CURRENT WATER INFRASTRUCTURE CONNECTIONS FROM THE VILLAGE OF TARRYTOWN TO THE TOWN OF GREENBURG'S WATER INFRASTRUCTURE.

THE APPLICANT'S ENGINEERS HAVE WORKED CLOSELY WITH THE TOWN'S DEPARTMENT OF PUBLIC WORKS AND WATER DEPARTMENT TO DETERMINE THE FEASIBILITY OF CONNECTION AND HAVE RECEIVED POSITIVE FEEDBACK.

IT IS ANTICIPATED THAT THE PROPOSED HACKLEY CONNECTION INTO THE TOWN'S SYSTEM IMPROVE WATER CIRCULATION AND WATER QUALITY IN THIS AREA OF THE DISTRIBUTION SYSTEM.

THE RED LINE IS THE DIVIDING LINE, THE MUNICIPAL BORDER BETWEEN GREENBURG TO YOUR RIGHT AND TARRYTOWN TO YOUR LEFT.

IT'S A 285 ACRE CAMPUS.

THE BULK OF OUR PROPOSAL IS WITHIN THE GREENBERG 258 ACRE PORTION, AND THE, THERE ARE 27 ACRES THAT ARE IN THE VILLAGE OF TARRYTOWN TO THE LEFT OF THAT RED LINE.

WHAT'S GOING TO HAPPEN HERE IS, AND WE'LL YOU'LL SEE IN MORE DETAIL IN THE, IN THE LATER SLIDES, WE WILL BE REPLACING THAT, UH, ARTS BUILDING ON THE GREENBERG SIDE OF IT, AND THE RELATED INFRASTRUCTURE, THE PARKING, ET CETERA, IS ON THE, UH, TARRYTOWN SIDE.

THE, AS GARRETT MENTIONED, THE GREENBERG PORTION IS R 40.

UH, WE'RE PERMITTED TO BE HERE.

IT'S A CONSERVATION DISTRICT.

WE'VE BEEN HERE FOR YEARS.

UH, AS WAY OF VERY BRIEF BACKGROUND, IN 2003, YOUR TOWN BOARD GRANTED AMENDED SITE PLAN APPROVAL TO PERMIT THE CONSTRUCTION OF TWO ACADEMIC BUILDINGS ON THE CANCER CAMPUS, BUT ALSO APPROVED A MASTER PLAN FOR FUTURE DEVELOPMENT.

THIS, THE, UM, MASTER PLAN WENT FORWARD, THE APPROVAL, THIS APPROVAL PROCESS INCLUDED THE, UH, THAT APPROVAL PROCESS RATHER OF THE MASTER PLAN INCLUDED THE PROCESSING OF A GENERIC ENVIRONMENTAL IMPACT STATEMENT.

A SERIES OF SUBSEQUENT APPROVALS OCCURRED IN 2006, 2009, 2010, 2014, AND 2016 IN FURTHERANCE OF THE MASTER PLAN.

ALL OF THE IMPROVEMENTS THAT WERE APPROVED DURING THOSE PRIOR APPROVALS HAVE BEEN IN CON, HAVE BEEN CONSTRUCTED AND ARE ON IN USE ON THE CAMPUS ITSELF.

HACKLEY SEEKS PERMISSION WITH THIS PARTICULAR PROJECT TO BUILD A NEW ART CENTER, WHICH IS THE FINAL COMPONENT OF THE APPROVED MASTER PLAN FROM ALMOST 20 YEARS AGO.

IT ALSO REQUIRES THE DEMOLITION OF THE OUTDATED ZEP COB GYMNASIUM, WHICH YOU'LL SEE, UH, IN A MOMENT.

UH, AND IT HAS ALREADY BEEN REPLACED BY MODERN FACILITIES, WHICH YOU APPROVED IN THOSE PRIOR APPROVALS.

THE NEW ARTS BUILDING, AS WE MENTIONED, WAS ON, IS, UH, LOCATED ON TOWN PROPERTY.

AND I'LL LET PETER GIVE A DESCRIPTION OF SOME OF THE THINGS THAT GO IN, BUT IT'S SUFFICE IT TO SAY IT IS STATE OF THE ART, AND IT IS SOMETHING THAT'S NECESSARY FOR A SCHOOL OF HACK LEE'S, UH, STATURE TO BE ABLE TO OFFER THESE TYPES OF, UH, UM, ART, UH, AND PERFORMANCE SPACES FOR THEIR STUDENTS IN THESE, IN THESE STA AS SOMETIMES THEY CALL THEM STEAM PROGRAMS THAT ARE OUT, SO THAT WE CAN ATTRACT THE BEST AND THE BRIGHTEST TO OUR CAMPUS, UH, WITHIN YOUR COMMUNITY.

THE PROPOSAL HAS A NET EDITION OF 56 SURFACE PARKING SPACES, UH, INCLUDING A 28 SPACE PARKING LOT AT THE LOCATION OF THE TO BE DEMOLISHED GYMNASIUM ON THE VILLAGE PROPERTY.

IT HAS FOUR HANDICAP SPACES ADJACENT TO THE NEW BUILDING.

THAT, BY THE WAY, WAS ADDED TO THE PLAN IN RESPONSE TO ONE OF THE FOUR PLANNING BOARD COMMENTS THAT GARRETT MENTIONED.

UH, AND WE HAVE NO OBJECTION TO THOSE FOUR COMMENTS.

THE ONE ISSUE THAT WE'LL RAISE WITH YOU, UH, AS WE MENTIONED, WE ADDED THE FOUR PARKING SPACES.

UH, WE PUT IN THE NEW, THE TREE SURVEY THAT WAS NEEDED, THAT WAS IN COMPLIANCE WITH THE PLAN, THE THINGS THAT THEY, THE SIDEWALK IS SOMETHING THAT IF THAT IS SOMETHING THAT THE TOWN WANTS, WE WOULD CERTAINLY CONSIDER, UH, AS PART OF AN APPROVAL.

AND, BUT FINALLY, UM, AND THE ISSUE OF THE ELECTRIC CHARGING STATIONS, WELL, HACKLEY IS WORKING TO DOUBLE THE NUMBER OF CHARGING STATIONS AT A DIFFERENT PARKING LOT AT HACKLEY NOW THAN THE FEASIBILITY OF THAT IS GOING UNDER.

THEY HAVE CURRENTLY FOUR.

THEY'RE LOOKING TO MAKE IT EIGHT.

AND THIS IS A CONTINUING PLAN WITH REGARD TO ENVIRONMENTAL IMPROVEMENTS.

UH, IT DOESN'T MAKE SENSE TO HAVE IT ON THIS PARTICULAR PARKING LOT, FRANKLY, BECAUSE IT'S AN OVERFLOW LOT, REALLY ONLY FOR SPECIAL USES AT THE ART CENTER.

IT'S NOT GONNA BE SOMETHING THAT'S GONNA BE USED EVERY DAY.

SO IF WE'RE GONNA BE PUTTING IN ELECTRIC CHARGING STATIONS, IT MAKES SENSE TO BE PUTTING THEM ON OTHER LOCATIONS, UH, AT THE TOWN.

AND I OUGHT SHOULD MENTION THAT THESE PARKING SPACES THAT WE MENTIONED AS WELL, THEY'RE BEING PUT THERE FOR CONVENIENCE.

THEY'RE NOT ADDING ANY TRAFFIC.

WE'RE NOT HAVING ANY MORE STUDENTS OR ANY MORE TEACHERS.

THIS IS JUST SO THAT WE HAVE PARKING NEAR THE BUILDING, WHICH IS CONVENIENT TO THOSE VISITORS WHO COME IN.

UM, MENTIONED THE GYMNASIUM BY DEMOLISHING THE GYMNASIUM, UH, WE ARE DEMOLISHING 61,000 SQUARE FEET AND THE ART CENTER, WE ARE DEMOLISHING 61,000 SUITE FEET OF BUILDING IN THIS PROJECT, AND WE ARE ONLY ADDING BACK 54,000 SQUARE FEET, RESULTING IN A NET DECREASE OF BUILDING ON THE

[01:30:01]

CAMPUS BY THIS PARTICULAR PROJECT.

AS FAR AS THE TREE REMOVAL PERMIT, WE HAVE 34 TREES IN THE TOWN OF GREENBURG, OF WHICH 31 ARE IN POOR OR FAIR CONDITION, 11, WHICH ARE INVASIVE, AND ONLY THREE, WHICH ARE IN GOOD CONDITION.

WE HAVE PROPOSED A TREE REPLACEMENT PLAN, AND YOUR, UH, PROFESSIONALS HAVE THAT REVISED PLAN FOR REVIEW UNDER YOUR NEW, UH, UH, ORDINANCE.

UH, AS GARRETT MENTIONED, YOUR BOARD IS THE LEAD AGENCY UNDER SEEKER.

UH, WE HAVE RELATED PETITIONS THAT ARE GOING FORWARD NOW, BUT OF COURSE, NO ONE CAN TAKE ACTION UNTIL YOUR BOARD, UH, IT, IT CONCLUDES SEEKER BY WE HOPE, ISSUING A NEGATIVE DECLARATION.

SO WE NEED THAT FOR ALL OF THE BOARDS TO MOVE FORWARD.

UH, AND THAT'S WHY WE'RE ON HOLD NOW AND ON ON SOME OF THE OTHER MATTERS.

UH, AS YOU ARE AWARE, THERE ARE A NUMBER OF RELATED APPROVALS PENDING BEFORE OTHER BOARDS.

UH, WE APPLIED TO THE, YOUR, UH, TO, UM, YOUR PLANNING BOARD FOR STEEP SLOPES PERMIT THAT, AGAIN, WAITS FOR A NEGATIVE DECLARATION, SO WE CAN GO FINISH THAT UP.

WE HAVE APPLIED TO THE VILLAGE OF TARRYTOWN VILLAGE BOARD FOR SITE PLANS, STEEP SLOPES AND TREE REMOVAL PERMIT APPROVAL RELATING TO THE ASSOCIATED PARKING AND INFRASTRUCTURE LOCATING WITHIN ITS BORDERS.

THEY TOO, ARE ON HOLD UNTIL WE CAN GET OUR CONCLUSION OF SEEKER.

AND FINALLY, AT THE REQUEST, UM, AT THE VILLAGE OF TARRYTOWN, WE HAVE APPLIED FOR THE EXTENSION OF THE WATER DISTRICT TO THE TOWN OF GREENBURG.

WHILE THE BULK OF THE CAMPUS IS IN THE TOWN OF GREENBURG POTABLE WATER, UH, IS CURRENTLY PROVIDED BY THE VILLAGE OF TARIN.

UH, THE VILLAGE ASKED US TO CONDUCT STUDIES NECESSARY TO PROVE THAT IT IS FEASIBLE TO CHANGE THE PROVIDER OF WATER SERVICE FROM TARRYTOWN TO THE TOWN OF GREENBURG, UH, CONSOLIDATED WATER DISTRICT.

AND, UH, WE HAVE COMPLETED THOSE STUDIES.

WE BELIEVE IT IS FEASIBLE, BUT OF COURSE, IT IS UP TO THE TOWN TO DETERMINE WHETHER IT'S WILLING TO DO THAT.

IN CONNECTION WITH THIS PROJECT, WE HAVE OUR ENGINEER, MICHAEL YOUNGINS HERE, WHO WILL BE ABLE TO ANSWER ANY QUESTIONS WITH THAT PARTICULAR ITEM, WHICH IS ALSO THE SUBJECT OF THIS PUBLIC HEARING.

AND AT THE BASE OF THE SLOPE ON THE LEFT, WE ARE PROPOSING A NEW STORMWATER BASIN, WHICH WILL PROVIDE A TREATMENT, UM, UH, BASIN AS WELL AS A DETENTION BASIN TO, UH, TREAT AND SLOW DOWN ANY WATER LEAVING THE SITE.

WE'RE ACTUALLY IMPROVING THE STORMWATER CONDITION FOR THE SITE TO THE OFFSITE SYSTEM WHERE IT DRAINS TODAY, UH, DOWN IN BENEDICT AVENUE.

SO WILL BE REDUCING THE IMPACT FROM A STORMWATER POINT OF VIEW.

AND AS I SAID, WITH THE GRADING, WE DID, UH, THIS IS THE, UH, STEEP SLOPE PLAN.

THE LIGHTER GRAY IN THE MIDDLE IS ACTUALLY THE DISTURBANCE THAT ALREADY OCCURRED IN THE PAST TO CONSTRUCT THE IMPROVEMENTS THAT ARE THERE.

WE KEPT THE ADDITIONAL DISTURBANCES, WHICH ARE THE DARKER COLORS IN THE HATCHES TO A MINIMUM TO TRY TO, UH, YOU KNOW, REDUCE AND, AND KEEP, UH, DISTURBANCE LOW FOR THIS PARTICULAR PROJECT.

SO IT'S ACTUALLY A FAIRLY MODEST INCREASE OVER THE EXISTING, WE GET THIS BUILDING IN AND THEN REMOVE BOTH OF THOSE EXISTING BUILDINGS.

UH, WE'VE TABULATED THAT ALL IT'S, IT'S ONLY 1.5 ACRES OF ADDITIONAL DISTURBANCE OVER THE EXISTING 3.2 ACRES OF DISTURBANCE THAT'S OUT THERE.

SO IT'S A FAIRLY MODEST INCREASE TO, UH, PUT ALL THESE IMPROVEMENTS IN PLACE.

THAT 10 INCH LINE IS GONNA BE EXTENDED TO THE NORTH TO INTERCEPT THE EXISTING, UH, PUMP STATION ON SITE.

THAT PUMP STATION TODAY, AS MENTIONED, IS FED FROM, UH, THE VILLAGE'S, UH, WATER SUPPLY.

WE ARE GOING TO CHANGE THAT TO BE FED DIRECTLY FROM THE TOWN'S WATER SUPPLY.

UM, AND THE REST OF THE SYSTEM ON SITE WILL REMAIN THE SAME.

SO WE'RE JUST CHANGING THE FEED.

UH, THE WAY THE SYSTEM WORKS TODAY IS THE INCOMING WATER FROM THE MUNICIPALITY GOES TO THE PUMP STATION, AND IT THEN IS DISTRIBUTED THROUGH THE SITE AT THE PRESSURES REQUIRED FOR DOMESTIC AND FIRE NEED.

UH, BY CONNECTING TO THE TOWN SYSTEM, WE'RE ABLE TO MAINTAIN THAT SAME, UH, SUPPLY.

UH, WE HAVE ALREADY WORKED WITH THE, UH, TOWN TO GET, UH, PRESSURES AND FLOWS ON THE EXISTING LINE IN BENEDICT.

AND THEN WE PERFORMED A MODEL OF THE SYSTEM FOR THE PROPOSED NEW LINE AND PLUGGED IT INTO THE DOMESTIC AND FIRE NEEDS FOR THE WHOLE CAMPUS, AND FOUND THAT IT, IT PROVIDES THE, THE FLOW AND PRESSURE WE NEED FOR THE SITE.

SO IT IS, WE DETERMINED IT TO BE A FEASIBLE OPTION, AND WE JUST NEED TO MOVE FORWARD WITH, UH, YOU KNOW, APPLYING TO SEE IF WE, THE CONNECTION IS MADE.

THE RESOLUTION PERTAINING TO THE ELMWOOD PRESERVE ON JUNE 4TH.

THE W W C A, WHICH IS THE WORTHINGTON WOODLAND CIVIC ASSOCIATION, REQUESTED THAT THE D E I S PUBLIC HEARING FOR THE ELMWOOD PRESERVE BE REOPENED DUE TO THE INTRODUCTION OF A NEW PROPOSAL BY THE DEVELOPER AT A TOWN BOARD WORK SESSION.

THE PROPOSAL INCLUDED A HUNDRED, 175 TOWNHOUSES WITH FAMILIES, CHILDREN INVOLVED, WHICH COULD BRING A POTENTIAL OF 700 PEOPLE TO THIS AREA VERSUS THE ZONING COMPLIANCE OF 119 SINGLE FAMILY HOMES.

ALL INVOLVED AGENCIES AND INTERESTED PARTIES SHOULD HAVE BEEN MADE AWARE OF THIS NEW PROPOSAL WITH ALL ITS ENVIRONMENTAL IMPACTS.

UNFORTUNATELY, THIS WAS NOT DONE.

SO I CONTACTED TWO OF THE INVOLVED AGENCIES, THE NEW YORK STATE DEPARTMENT OF TRANSPORTATION, AND THE WESTCHESTER COUNTY PLANNING BOARD, INQUIRING IF THEY HAD RECEIVED THIS NEW PROPOSAL.

THE D O T RESPONDED THAT THEY WERE INFORMED OF THE NEW ALTERNATIVE PROPOSAL AND THEY WERE GOING TO BE EVALUATING IT, THE IMPACT OF THIS ADDITIONAL TRAFFIC ON THE STATE ROADWAY ROADWAYS.

AND THEY DID.

HOWEVER, THE WESTCHESTER COUNTY PLANNING BOARD REPLIED, THEY THANKED ME FOR MY COMMENTS, BUT TO DATE, WHICH IS ON JUNE 10TH, THEY HAVE NOT RECEIVED ANY UPDATED INFORMATION ON THIS PROPOSED DEVELOPMENT IN REMOVING THE 55 PLUS RESTRICTION AND SO ON.

WE WOULD RESPOND TO THE TOWN ON ANY NEW REFERRAL FOR THIS DEVELOPMENT, WHICH EVIDENTLY, SINCE THEY HAVE NOT RESPONDED, I GUESS THEY WOULD STILL HAVE NOT BEEN INFORMED.

SO THE QUESTION IS WHY HAVE NOT ALL THE INVOLVED AGENCIES, THE EIGHT INVOLVED AGENCIES, AND THE OTHER 18 INTERESTED PARTIES THAT WERE LISTED IN THE SCOPING DOCUMENT, WHY WERE WE NOT INFORMED? THIS NEW PROPOSAL WILL GENERALLY INCREASE THE DENSITY, WHICH WILL HAVE A SUBSTANTIAL ENVIRONMENTAL IMPACT ON TRAFFIC, SAFETY, TOWN AND FIRE SERVICES.

THE PUBLIC AND INTERESTED AGENCIES SHOULD BE ALLOWED TO COMMENT ON THIS NEW PROPOSAL BEFORE THE F B I S IS SUBMITTED BY RIDGEWOOD ACCORDING TO SECRET HANDBOOK FOURTH EDITION SECTION G SUPPLEMENTAL E I SS WHEN IS SUPPLEMENTAL

THE PURPOSE OF THE PROGRAM IS TO PROVIDE PROGRAMS OUTSIDE OF REGULAR SCHOOL HOURS THAT PROVIDE ACADEMIC EDUCATION, RECREATIONAL ACTIVITIES TO YOUTH AGE 12 TO 17 AND A MENTORSHIP START THE CLOCK AND THE APPRENTICESHIP PROGRAM THAT PREPARED THE YOUTH FOR THE WORK.
