Case No. PB 22-02 Gojka, 14 High Point Lane, (P.O. Scarsdale, N.Y.) – Planning Board Wetland/Watercourse Permit & Tree Removal Permit
A work session to discuss the decision of a Planning Board wetland/watercourse permit and tree removal permit application involving the proposed demolition of an existing one-family dwelling and construction of a new one-family dwelling on the same site, new in-ground pool, and related improvements. The watercourse and wetland/watercourse buffer area on the applicant’s property consist of approximately 25,687 sq. ft., and the applicant is proposing approximately 18,319 sq. ft. of disturbance within the regulated buffer area. No direct disturbance to the watercourse is proposed. The applicant proposes 0 cubic yards of excavation, and 1,153 cubic yards of imported fill, requiring a Fill Permit from the Bureau of Engineering. The applicant proposes 13 Cultec 330XLHD stormwater chambers and an approximately 341 sq. ft. rain garden, to handle stormwater runoff from new impervious surfaces. The applicant proposes the removal of 16 regulated trees, requiring a tree removal permit, and has prepared a landscaping plan providing for the planting for 16 trees, as replacement. The subject property consists of approximately 44,327 sq. ft. (1.02 acres), and is situated on the easterly side of High Point Lane, approximately 350 feet south of the intersection of High Point Lane and High Point Road. The property is situated in the R-20 One-Family Residence District, and is designated on the tax map of the Town as Parcel ID: 8.520-358-7.

Case No. PB 20-23 Pompiani, 5 Robbin Hill Road, (P.O. Scarsdale, N.Y.) – Planning Board Steep Slope Permit
A work session to discuss the decision of a Planning Board steep slope permit application involving the proposed construction of an addition to an existing residence, a new front portico, new patio areas, and related improvements. The applicant proposes approximately 2,070 sq. ft. of disturbance to 15-25% slopes (STEEP SLOPES). A majority of the proposed disturbance to regulated steep slopes is related to the proposed construction entrance to the property. The project requires approximately 100 cubic yards of excavation. The applicant proposes four (4) Cultec 330HD stormwater units to handle stormwater runoff from new impervious surfaces. The property consists of approximately 20,600 sq. ft. (0.47 acres) and is situated on the eastern side of Robbin Hill Road, approximately 100 feet from the intersection of Robbin Hill Road and Mount Joy Avenue. The property is located in the R-5 One-Family Residence District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 8.470-332-45.

Case No. PB 07-27 Robine Subdivision, Vacant Lot (Parcel ID: 8.540-371-47.2), Old Army Road, (P.O. Scarsdale, N.Y.) – Subdivision Improvement Plan Review
A work session to consider a subdivision improvement plan associated with a previously approved subdivision application. As a condition of the Planning Board’s approval of the initial subdivision application, dated November 6, 2008, the Planning Board required that the applicant or any subsequent owner of the property submit subdivision improvement plans for any principle building on Lot 2 of the subdivision, to the Planning Board for review of all potential environmental impacts. The approved project involved the subdivision of an existing 28,489 sq. ft. property, located at 190 Old Army Road, into two (2) lots of 19,012 sq. ft. (Lot 1) and 9,477 sq. ft. (Lot 2). The existing residence on Lot 1 was retained. The subject vacant property (Lot 2) consists of approximately 9,477 sq. ft. (0.22 acres) and is situated on the easterly side of Old Army Road, approximately 230 feet from the intersection of Old Army Road and Doris Drive. The property is located in the R-7.5 One-Family Residential District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 8.540-371-47.2.

Case No. PB 21-27 Renard Self Storage, 42-44 Hayes Street, (P.O. Elmsford, N.Y.) – Site Plan
A continued work session (April 6, 2022) to discuss a site plan application involving the proposed construction of an approximately 148,750 sq. ft., five (5) story self-storage facility on a property that spans both the Village of Elmsford and Town of Greenburgh. An existing on-site building would be demolished. The portion of the site situated within the Village consists of approximately 25,350 sq. ft., while the portion of the site situated within the Town consists of approximately 19,650 sq. ft. The project, as proposed, requires several area variances from the Zoning Board of Appeals, as outlined in a memorandum issued by the Town of Greenburgh Acting Building Inspector, Robert Dam, dated March 24, 2022. A total of fourteen (14) off-street parking spaces and two (2) loading spaces, are proposed. The properties are situated on the northerly side of Haven Street, between Hayes Street and Nepperhan Avenue. The property within the Town is located in the LI – Light Industrial District, and is designated on the tax map of the Town of Greenburgh as Parcel ID: 7.180-57-1..L5.

Case No. PB 20-24 Bloom Energy, 151 Fulton Street (P.O. White Plains, N.Y.) – Planning Board Amended Site Plan
A continued work session (September 14, 2021 and October 20, 2021) to discuss a Planning Board amended site plan application involving the proposed installation of six (6) outdoor natural gas clean fuel cell energy servers. The applicant is proposing the installation of six (6) energy servers to provide approximately 1,500 kW of base load power to the site. The installation would have a footprint of approximately 2,450 sq. ft. and be surrounded by bollards, and located within an existing parking lot. The project requires the removal of 14 of the existing 30 off-street parking spaces. The applicant has proposed the addition of 13 off-street parking spaces to compensate, resulting in 29 parking spaces, where 29 are required. The applicant has added a gravel service area around the servers to offset the additional impervious surfaces from the parking spaces. The project has been reviewed by the Town Building Inspector, and the following area variance is required: accessory structure proposed within the front yard. The properties consist of approximately 53,578 sq. ft. (1.23 acres) and are situated on the northern side of the intersection of Fulton Street and Russell Street. The properties are located in the IB Intermediate Business District and are designated on the tax map of the Town of Greenburgh as Parcel ID: 8.80-42-1 & 2.

The next regularly scheduled meeting of the Greenburgh Planning Board will be held on Wednesday, May 18, 2022 beginning at 7:00 pm.
