The Greenburgh Town Board appreciates comments from residents at its open meetings. Recently, comments have been made that, whether intended or not, were hurtful to other members of the public because the comment perpetuated racial or religious tropes and stereotypes. We believe it is appropriate to remind everyone that bigotry and hate have no place in Greenburgh. As we move forward we will work together to educate each other around this issue. Our goal is to maintain a robust and constructive dialogue. We are confident that this Town can continue to have these dialogues.

In memory of the 998,048+ individual victims of COVID-19 who have died in the United States, 6,255,835+ deaths worldwide, each leaving family members and friends too soon

In memory of the people in Ukraine killed during Russia's invasion and targeted bombing of civilians in apartment buildings, hospitals, train stations, schools and children centers, resulting in cities being flattened, mass civilian killings continuing, and more mass graves being found. May they rest in peace and peace be restored to Ukraine.

ANNOUNCEMENT

The Town Board will hold a Special Meeting Friday, May 13, 2022, 5:00 PM. The purpose of the Special Meeting is for the Town to consider the attached Memorandum of Understanding (MOU) establishing the Town’s participation in the Community Choice Aggregate Program to be managed by Sustainable Westchester, Inc. under the 2022 Extension Electric Service Agreement. Anyone wishing to comment on the MOU should do so during public comment during this meeting.

SUPERVISOR & TOWN COUNCIL REPORTS/ANNOUNCEMENTS

GOOD NEWS...The Town continues (since 2008) to have the highest possible bond rating from Standard & Poors (AAA) and (since 2010) (Aaa) from Moody's. Less than 1% of communities in the nation have this record of financial stability. Recently, on 3/23/2021, Moody's reaffirmed the Town earned Moody's highest rating and, on 03/26/2021, Standard & Poors once again reaffirmed the Town earned Standard & Poors highest rating.

To consider a Local Law amending Chapter 460, Vehicles and Traffic, Sections 460-1 and 460-41 of the Code of the Town of Greenburgh

PUBLIC HEARINGS

Advance signup is required. A continuous five minute limit per speaker per hearing will be strictly enforced. The clock will start when a speaker begins speaking and will not be stopped for any reason until the speaker is finished or five minutes has elapsed, whichever occurs first. Interruptions by Town Board members, the Town Clerk or the public will not be permitted. If a speaker insists on an immediate answer, should an answer be provided, it shall be part of the speaker's five minute allocation and not be interrupted. There will be a second five minute round unless the hearing is going to be adjourned to a subsequent hearing date. If the hearing is going to be adjourned to a subsequent hearing date, the Town Board may waive the second round. Any written comments sent to PublicComment@GreenburghNY.com by 6 PM the day of the hearing will be forwarded to all Town Board members in advance of the meeting for their consideration. Written comments will not be read at the meeting unless the original author is present to do so.

To consider a Local Law amending the Code of the Town of Greenburgh Chapter 380, entitled “Noise,” to limit the use of leaf and garden blowers in the Town of Greenburgh while allowing their use during specified spring and fall clean-up periods

To consider (2) one year agreements between the Town of Greenburgh and the Village of Irvington for Fire Protection Services to Unincorporated Greenburgh residents of the East Irvington Fire Protection District, for the years 2021 and 2022, respectively (Held over to Town Board Meeting of 5/25/2022)

Resolution of the Town Board of the Town of Greenburgh adopting a Home Rule Message of support and requesting that the NYS Legislature execute a Town Home Rule Request authorizing the Town of Greenburgh, County of Westchester, to alienate and discontinue the use of certain parklands on Secor Road in the Town for the purpose of creating an easement for access to a Greenburgh Housing Authority Apartment Complex (Held Over)

Resolution authorizing the Town Supervisor to enter into a revocable license agreement with Colby Jenkins of Gemstarr Entertainment, LLC to operate a Farmer's Market, accommodating approximately twenty (20) to thirty (30) vendors at the rear portion of the Town Hall parking lot between the hours of 1:00 PM and 6:00 PM on Thursdays beginning June 2, 2022 through October 27, 2022

The Town’s share of the refund is $3,461±; the County’s share is $25,977±; the No. Yonkers Sewer District’s share is $3,825±; the Irvington Union Free School District’s share is $145,346±. Refunds from all sources total $178,607±
