HE SERVED THE GREENBERG COMMUNITY FOR OVER, UH, 20, UH, YEARS, AND HE WILL BE GREATLY MISSED IN DAVID, UH, YOU'D LIKE TO SAY A FEW WORDS YES, PLEASE, PAUL.

OVER 30 YEARS.

BUT FOR WHAT DOES THAT, 32 YEARS .

32 YEARS, YEAH.

MY NAME IS DAVID REGINA, UH, CURRENT DEPUTY COMMISSIONER FOR THE DEPARTMENT OF COMMUNITY RESOURCES, LOCATED AT THE THEODORE DE YOUNG COMMUNITY CENTER.

UM, ON BEHALF OF THE ENTIRE STAFF FOR THE DEPARTMENT OF COMMUNITY RESOURCES, WE'RE MR. BROWN PROUDLY SERVED FOR 32 YEARS.

WE EXTEND OUR HEARTFELT CONDOLENCES TO PRESTON'S WIFE, ELIZABETH, HIS FAMILY, AND HIS FRIENDS.

WE ALSO WANT TO ASSURE YOU THAT THE RELATIONSHIP DOES NOT END HERE.

AND WE'LL CONTINUE TO HONOR AND REMEMBER PRESTON FOR THE INCREDIBLE IMPACT HE HAD ON THE ENTIRE GREENBERG COMMUNITY.

I WOULD LIKE TO SHARE A FEW WORDS FROM PRESTON'S OBITUARY, WHICH PAINTS THE PICTURE, UH, OF THE INDIVIDUAL THAT WE PROUDLY SERVED WITH.

PRESTON WAYNE BROWN OF ELMSFORD, NEW YORK PASSED AWAY PEACEFULLY ON FRIDAY, MAY 27TH, 2022, AT HOME UNDER THE AFFECTIONATE CARE OF HIS WIFE, ELIZABETH BROWN.

PRESTON WAS BORN JULY 28TH, 1966.

THE SECOND CHILD OF THE LATE LORENZO P BROWN AND MARY CYNTHIA BROWN PRESTON LIVED HIS LIFE HIS WAY, AND UNDER HIS TERMS, WE LOVE THAT ABOUT HIM.

HIS FIGHTING SPIRIT, DEDICATED LEADERSHIP AND COMMITMENT TO HIS FAMILY AND COMMUNITY WAS STEADFAST.

PRESTON WAS RAISED IN THE VILLAGE OF ELMSFORD, IN THE TOWN OF GREENBURG, NEW YORK.

FOR OVER 50 YEARS.

PRESTON ATTENDED ALEXANDER HAMILTON HIGH SCHOOL, AND PRESTON THEN PURSUED HIS HIGHER EDUCATION AT HAMPTON UNIVERSITY IN VIRGINIA WITH A BACHELOR'S IN BUSINESS.

PRESTON'S CAREER JOURNEY WAS DESIGNED WITH ALL THAT HE WAS PASSIONATE ABOUT MUSIC AND SPORT.

GROWING UP IN A HOME OF MUSIC LOVERS, PRESTON BEGAN HIS DJING CAREER.

AT THE TENDER AGE OF 10 YEARS OLD, HE WOULD PLAY MUSIC FOR HIS FAMILY AT FAMILY EVENTS, FRIENDS, PARTIES, COLLEGE EVENTS, AND EVENTUALLY HIS PASSION ON THE BOARDWALKS OF CONEY ISLAND AND ATLANTIC CITY, WHERE HE TOUCHED THOUSANDS OF LIVES WITH HIS MUSICAL CREATIVITY.

HE WAS AN ENTREPRENEUR IN 1990.

PRESTON THEN JOINED THE AQUATICS DEPARTMENT OF FAIRVIEW GREENBURG COMMUNITY CENTER, NOW KNOWN AS THE THEODORE DION COMMUNITY CENTER.

AS A LIFEGUARD, HE OFFICIALLY RETIRED MAY 18TH, 2022, AS A LIFEGUARD CAPTAIN EIGHT DAYS BEFORE HIS 32ND ANNIVERSARY.

HARDWORKING IS AN UNDERSTATEMENT AS HE RAN A SUCCESSFUL DJING BUSINESS AND WAS ABLE TO WORK FULL-TIME.

PRESTON WAS ALSO A BASKETBALL COACH AT IONA PREP.

FOR OVER 20 YEARS, HE SERVED AS THE HEAD COACH FOR THE JV TEAM, THE FRESHMAN TEAM, AND MOST RECENTLY AS AN ASSISTANT FOR THE VARSITY B TEAM.

PRESTON WAS MORE THAN JUST A COACH WHO UNDERSTOOD THE GAME.

HE LOVED TO TEACH AND CARED DEEPLY FOR ALL THE KIDS THAT HE COACHED.

EVEN AT THE END WHEN HE COULD, WHEN HE COULDN'T DRIVE AND COULD BARELY WALK, HE WAS STILL AT THE GYM AND IN THE POOL COACHING AND TEACHING.

RECENTLY HELPING THE VARSITY B TEAM WIN THE CHAMPIONSHIP.

HE LED A FULL JOYOUS LIFE.

HE WAS AN AVID SKIER, TRAVELER, AND SALSA DANCER.

PRESTON HAS SURVIVED BY HIS WIFE, ELIZABETH BROWN, MOTHER MARY CYNTHIA BROWN, SISTER BERNADETTE BROWN, AND STEPDAUGHTER MIA.

WE WILL ALWAYS HAVE THE BEST MEMORIES TO SHARE OF PRESTON, AND WE WILL ALWAYS BE AT PEACE KNOWING THAT HE WENT AFTER HIS DREAMS AND LIVED FOR HAPPINESS, SPREADING LOVE.

ALONG THE WAY, WE WILL SORELY MISS OUR BELOVED FRIEND AND OUR COWORKER.

AND MAY HE REST IN PEACE.

[ MOMENT OF SILENCE Tribute to Preston Brown - David Reggina In memory of Preston Brown, Lifeguard Captain, Department of Community Resources, who has served the Greenburgh community for over 30 years In memory of the people in Ukraine killed during Russia's invasion and targeted bombing of civilians in apartment buildings, hospitals, train stations, schools and children centers, resulting in cities being flattened, mass civilian killings continuing, and more mass graves being found. May they rest in peace and peace be restored to Ukraine In memory of all the many victims of gun violence, including those killed at the Buffalo’s Tops Supermarket and the children and teachers at Uvaldi’s Robb Elementary School In memory of the 1,009,326+ individual victims of COVID-19 who have died in the United States, 6,301,020+ deaths worldwide, each leaving family members and friends too soon]

AND WE HAVE IN GREENBURG SOME AMAZING, UH, STUDENTS.

AND DURING THE YEAR, UM, YOU KNOW, FOR MANY, MANY YEARS, WE FREQUENTLY HIGHLIGHT, UM, THE BEST OF, UM, OF THE BEST.

AND, UM, TODAY WE'RE GONNA BE RECOGNIZING SOME STUDENTS IN OUR COMMUNITY WHO, UM, ARE REALLY ROLE MODELS FOR, UM, FOR PEOPLE WHO ARE, UH, WHO HAVE GRADUATED SCHOOL, AND, YOU KNOW, THEY'RE ROLE MODELS FOR EVERYBODY, STUDENTS AND ADULTS.

AND, AND THE FIRST PERSON I'D LIKE TO RECOGNIZE IS TANYA SHUKLA.

UH, TANYA IS A HARD WORKER, AND, UM, SHE HAS, UM, LED AN EFFORT IN GREENBURG AND WESTCHESTER, UH, TO PROVIDE, UM, UM, RESIDENTS WHO ARE HUNGRY WITH FOOD SECURITY.

UM, SHE'S INSPIRED YOUNG PEOPLE AND ADULTS TO STOCK THE CUPBOARDS AT GRACE CHURCH.

AND, UM, AND AT THE GREENBURG HEALTH CENTER WITH SHELF STABLE FOOD ITEMS, CANS, DRIED FOOD, AND OTHER NON-PERISHABLE FOOD ITEMS, HOUSEHOLD GOODS AND TOILETRIES SUCH AS TOOTHPASTE, WATER BOTTLES, CAN OPENERS, UM, AND MORE.

UM, EVERY TIME I GO TO THE GREENBERG HEALTH CENTER, UM, YOU KNOW, AND I, YOU KNOW, I, I SEE THE CUPBOARD AND I SEE PEOPLE TAKING, UH, THE FOOD AND REALLY APPRECIATING THE FACT THAT, UH, THEY'RE ABLE TO TAKE, UM, ITEMS THAT THEY NEED.

AND THERE'S DIGNITY.

YOU KNOW, NOBODY'S EMBARRASSED, UM, TO DO SO.

AND I JUST REALLY WANT TO THANK TANYA FOR, UM, FOR HER EFFORTS.

ACTUALLY, IT'S NOT ONLY ME, IT'S THE WHOLE TOWN BOARD.

UH, SHE'S RAISED OVER $5,000, UM, UH, DURING THE PEAK OF COVID TO PREPARE AND DISTRIBUTE MEALS TO HEALTHCARE WORKERS AND FAMILIES IMPACTED.

IT MEANS A LOT TO ME AND ALL OF THE, UM, PEOPLE WHO WORK WITH ME FOR MY NONPROFIT AND WITH OUR NEWEST PROJECT, WHICH IS THE TEEN TASK FORCE, UM, WHICH IS BASICALLY A COALITION OF, UH, STUDENTS WHO ARE INTERESTED IN FIGHTING, UH, FOOD INSECURITY IN NEW YORK AND GREENBURG ESPECIALLY.

AND ONE OF OUR NEWEST PROJECTS IS GONNA BE A COMMUNITY GARDEN THAT'S GONNA BE, UH, IN A PARK NEAR THE THEODORE YOUNG COMMUNITY CENTER.

SO, UM, THAT'S ONE THING WE'RE REALLY LOOKING FORWARD TO DO.

UM, I JUST WANTED TO SAY THANK YOU TO EVERYBODY WHO SUPPORTED ME THROUGHOUT THE, UM, COUPLE OF YEARS THAT THIS HAS STARTED, INCLUDING MR. FINER AND EVERYBODY HERE RIGHT NOW, AS WELL AS, UH, ALL OF THE VOLUNTEERS WHO WORK WITH ME AND MY PARENTS.

SO, UM, YOU KNOW, THIS YEAR, WHETHER IT'S, UH, THE WINTER OR WHETHER IT'S, UH, UH, THE FALL OR SPRING SUMMER, UM, WHEN SENIORS AND DISABLED RESIDENTS NEED, UH, TO BE, UM, HELPED, UH, HE'S THERE FOR THEM.

UM, HE'S HELPED, UM, ENLIST, UM, VOLUNTEERS FOR THE GREENBURG SNOW ANGELS PROGRAM, FOLLOWED UP WITH SENIORS, RESPONDED TO EMERGENCIES WHEN RESIDENTS, UH, CALLED HIM ASKING ASSISTANCE.

HE'S CHECKED UP ON VOLUNTEERS AND RECIPIENTS MAKING SURE THAT THE PROMISED WORK WAS COMPLETED.

UM, HE, UM, WAS A RECIPIENT OF LOTS OF THANKS FROM, FROM SENIORS.

PEOPLE WOULD CALL ME SAYING, BECAUSE I WOULD CALL HIM, UM, AND I WOULD BASICALLY, UM, SAY WE NEED SOMEBODY'S, UH, UH, LAWN.

IT'S AN ISO, UH, YOU KNOW, THEY'RE VERY ELDERLY.

WE NEED SOMEBODY TO, UM, CLEAN UP THEIR, UH, THEIR YARD TO MAKE THE, THE PROPERTY MORE PRESENTABLE.

AND, YOU KNOW, WITHIN A DAY OR SO, UM, HE AND SOME OF HIS FRIENDS WOULD, WOULD RESPOND AND, AND GET THE WORK DONE.

SO JACKSON IS A ROLE MODEL, UM, FOR, UH, STUDENTS AND ADULTS AND, UH, THE COMMUNITY.

UM, HE'S A YOUNG MAN WHO CARES ABOUT OTHERS AND LEADS BY EXAMPLE.

AND, UM, HE REALLY IS A, A FANTASTIC, YOU KNOW, UH, ROLE MODEL.

SO I'D LIKE TO ASK JACKSON TO COME UP.

YOU KNOW, UM, WHEN I THINK OF JACKSON ON, I THINK OF, UH, MOTHER TERESA, AND IF THERE WAS A MOTHER TERESA IN, UH, THE UNITED STATES, AND IT WAS A, A MAN'S VER A MALE VERSION OF MOTHER TERESA RACER YOU IN MY MIND, WOULD BE THE CLOSEST PERSON TO THAT, BECAUSE EVERY TIME SOMEBODY HAS A PROBLEM, I WOULD CALL YOU AND YOU'VE ALWAYS SAID YES.

AND, AND, YOU KNOW, LIKE, PEOPLE SOMETIMES WILL CALL ME WITH PROBLEMS AND I'LL REFER TO SOMEBODY ELSE, BUT YOU ACTUALLY DO THE WORK.

SO, YOU KNOW, YOU'LL SPEND HOURS ON A HOT SUMMER DAY, IT COULD BE 90 DEGREES OUT, AND YOU'LL CLEAN UP THEIR, UH, THEIR YARD TO MAKE IT MORE PRESENTABLE.

OR IF THERE WAS A HEAVY SNOW AND I COULDN'T FIND ANYBODY, UH, YOU WOULD STOP EVERYTHING AND YOU WOULD DO THE WORK.

SO I REALLY AM IMPRESSED AND VERY, VERY GRATEFUL.

SO YOU LIKE TO SAY ANYTHING? UM, FIRST OFF, I WOULD LIKE TO THANK MR. FINER, UM, YOU KNOW, UH, FOR THE PAST FEW YEARS, UH, YOU'VE BEEN A MASSIVE ROLE MODEL AND MENTOR TO ME.

AND LILY WAS ONE OF THE, UH, COORDINATORS OF THE, UM, SNOW ANGELS PROGRAM, UM, UH, BE BEFORE YOU TOOK THE LEAD.

UM, SHE WAS CO-COORDINATOR, UH, HELPED GET THE, UH, THE SNOW ANGELS PROGRAM.

UM, YOU KNOW, GOING FOR THE FIRST, LIKE MOST OF MY CAREER AS TOWN SUPERVISOR, I ORGANIZED THE SNOW ANGELS MYSELF.

AND, UM, YOU KNOW, WE BASICALLY, IT WASN'T REALLY THAT ORGANIZED BECAUSE I WAS THE ONE ORGANIZING IT.

UH, THEN, UM, ABOUT THREE YEARS AGO, WE, UM, WE DECIDED TO TURN IT OVER TO STUDENTS AND, UM, AND THEN IT BECAME REALLY A GREAT PROGRAM.

UH, THE ROLE, THE GOAL, THE, THE, THE LESSON IS THAT IF YOU WANT TO DO SOMETHING GREAT FOR THE COMMUNITY, YOU HAVE TO INVOLVE STUDENTS.

BUT LILY IS, DID A, A GREAT JOB, AND I'D LIKE TO ASK HER TO COME UP.

AND DO YOU WANNA SAY, UH, A FEW WORDS ABOUT, UH, THE SNOW ANGELS? YEAH.

HI.

SO MY NAME IS LILY MOSKOWITZ AND I'M A SENIOR AT LEY HIGH SCHOOL.

I HAVE CO-LED THE SNOW ANGELS PROGRAM FOR TWO YEARS NOW, AND LIKE PAUL SAID, THE SNOW ANGELS IS A VOLUNTEER PROGRAM WHERE GREENBURG RESIDENTS VOLUNTEERED TO SHOVEL DRIVEWAYS OF ELDERLY OR DISABLED RESIDENTS.

THIS YEAR, WE'VE HAD QUITE A FEW SNOWSTORMS, BUT IT WAS NOTHING.

OUR AMAZING SNOW ANGEL VOLUNTEERS COULDN'T HANDLE OUR CLOSE TO A HUNDRED VOLUNTEERS WERE ABLE TO ALWAYS PICK UP THEIR SHOVELS AND HELP WHENEVER THERE WERE TWO IN TWO INCHES OF SNOW, OR EVEN SIX INCHES OF SNOW.

AND THIS YEAR, OUR VOLUNTEERS WERE ABLE TO ACCOMMODATE THE NEEDS OF AROUND 170 GREENBURG RESIDENTS.

ALTHOUGH IT MAY SEEM LIKE A SIMPLE TASK, JUST THE SHOVELING OF ONE DRIVEWAY CAN HAVE A HUGE IMPACT ON THE RESIDENT AND ON THE COMMUNITY.

IN FACT, AFTER ONE SNOWSTORM, I WAS SURPRISED WHEN I RECEIVED AN EMAIL THAT STATED THAT BECAUSE OF THE HELP OF SNOW ANGELS SHOVELING THEIR DRIVEWAY, ONE RESIDENT WAS ABLE TO GET THEIR HUSBAND TO AN EMERGENCY SURGERY.

MY VIEW OF THE SO SNOW ANGELS PROGRAM HAS FOREVER CHANGED SINCE READING THIS EMAIL, BECAUSE I KNOW THAT EVERY SINGLE DRIVEWAY SHOVELED WILL MAKE PEOPLE'S LIVES A LOT EASIER, AND IN SOME CASES CAN BE LIFE CHANGING.

I'M EXTREMELY PROUD OF THE WORK AND THE TIME THAT VOLUNTEERS HAVE DEDICATED TO THE PROGRAM AND THE PROGRESS WE'VE MADE.

AND WE'VE COME BACK NOW, NOT ONLY WITH THE TENNIS ENCLOSURE, BUT WITH THE PROPOSED SAFETY NETTING ALONG THE DRIVING RANGE AND THE 16TH GREEN.

UH, AND AS GARRETT NOTED, WE'VE HAD WORK SESSIONS WITH THE PLANNING BOARD WHO HAVE ISSUED RECOMMENDATION KNOWN IN COMPLIANCE WITH SITE PLAN CONDITIONS, AND WE'VE HAD MULTIPLE PUBLIC HEARINGS WITH THE ZONING BOARD WHO HAS ISSUED A NEGATIVE DECLARATION UNDER SEEKER.

UM, WE ARE ALSO PROPOSING, UH, TO INSTALL PERIMETER DRAINAGE AROUND THE EXISTING COURTS.

CURRENTLY, THERE IS NO DRAIN, NO FORMAL DRAINAGE THERE.

NOW WE ARE PROPOSING, UH, A PERIMETER TRENCH DRAIN, WHICH WILL THEN PIPE THE, UH, THE RUNOFF FROM THE, FROM THE, UH, PROPOSED DEVELOPMENT, UH, TO A UNDERGROUND DETENTION SYSTEM.

SO THAT'S BEEN DESIGNED IN ACCORDANCE WITH, UH, TOWN STANDARDS.

AND I, I DO BELIEVE, UM, THE TOWN ENGINEER HAS REVIEWED THAT, FOUND THAT ACCEPTABLE.

UM, REAL QUICK, GO TO THE, UH, ADDITIONALLY, YOU KNOW, WE ARE PROVIDING HANDICAP ACCESS HERE, UH, WITH THE HANDICAP RAMP RAMPED DOWN TO THE COURTS.

UM, THERE'S FOUR PROPOSED POLES ALONG THE, UH, EASTERN SIDE OF THE, THE DRIVING RANGE LOCATED DIRECTLY ACROSS FROM, UH, ONE 40 EAST HARTSDALE.

UM, FOUR POLES, ONE POLE'S 90 FEET.

I THINK THE OTHER THREE ARE 75 FEET.

AND THAT JUST HAS TO DO WITH THE GRADE CHANGE IN THE AREA.

AND FOR SOME OF THEM, IT IS THE SECOND TIME IN 15 YEARS THAT THEY HAVE LOST EVERYTHING.

UM, IT MAY, IT IS TRUE THAT A MAJOR CAUSE OF THE FLOODING PROBLEM IS BECAUSE OF PIPES THAT ARE NOT BIG ENOUGH TO CARRY WATER AWAY.

HOWEVER, WE'VE HAD A PROBLEM OVER THE YEARS WHERE 180 CO COOPERATE EVERY YEAR IN CLEANING OUT THE WEIR.

IT IS MY UNDERSTANDING, BUT YOU'LL HEAR FROM 100 THAT THERE HAVE BEEN PROBLEMS IN GETTING THE GOLF COURSE TO COOPERATE WITH US IN THIS.

IT IS ALSO MY UNDERSTANDING THAT THERE HAVE BEEN TREES TAKEN DOWN THAT THERE HAVE BEEN BRANCHES REMOVED,

BUT NOT REMOVED FROM THE PROPERTY.

SO THAT WHEN THERE IS A STORM, NOT THE REST OF THE TIME, BUT WHEN THERE IS A STORM, THOSE BRANCHES ARE SHOVED INTO THE CARRIED OVER INTO THE WEIR AND MAJOR, MAJOR FLOODING.

MY BUILDING LOST 98 CARS, LA BA LAST SEPTEMBER 100 LOST WELL OVER A HUNDRED CARS.

THEY ALSO HAD MAJOR DAMAGE TO THEIR GARAGE.

I DON'T KNOW ABOUT DAMAGE TO THE BUILDINGS FURTHER UP THE BLOCK.

I CAN'T SPEAK TO THAT, BUT I DO KNOW THAT WE'VE HAD 200 AND 500 YEAR STORMS IN THE LAST 15 YEARS.

SO I DON'T THINK WE CAN COUNT ON NOT HAVING ANY MORE.

UM, AND WE FEEL VERY STRONGLY THAT IN NUMBER ONE, WE FEEL THAT A 90 FOOT NET IS WAY TOO HIGH.

NUMBER TWO, WE FEEL THAT LESSER UNTIL THE GOLF COURSE SHOWS ITS ABILITY TO COMPLY WITH WHAT I BELIEVE ARE LEGAL REQUIREMENTS TO REMOVE TREES AND BRANCHES AND WHATEVER, WHEN THEY TAKE THINGS DOWN AND TO COOPERATE WITH THE BUILDINGS AND CLEARING OUT THE, WHERE I DON'T WANNA TAKE A CHANCE, I DON'T WANNA SEE ANY MORE DAMAGE TO US.

HARTSDALE AVENUE CAN'T AFFORD TO KEEP LOSING STORES.

I THINK, YOU KNOW, PAUL, HOW DIFFICULT IT IS SOMETIMES TO FIND NEW TENANTS.

IT WAS DENIED.

WHY NOW, SIMPLE COMPLAINTS OF A GOLF BALL.

UH, IS THERE A MAJOR BREAKAGE? WHAT'S THE MAJOR ISSUE THAT CREATES A INCREASE FOR THE NEED OF THE FENCE AND THE HEIGHT OF THE FENCE? ALSO, IT WAS 12 FEET LAST TIME, OR 25 FEET.

UM, EVEN THOUGH IT'S ONLY 260 FEET AWAY FROM THE PROPERTY THAT'S IN CONCERN 100 EAST HARTSDALE, IT WILL STILL BE SEEN, UM, THEIR GREENERY BEHIND THEIR PROPERTY OR ON THEIR PROPERTY.

THAT 100 EAST HARSDALE FACES IS NOT VERY WELL KEPT, MAINTAINED, OR GROOMED IN A MANNER THAT REALLY WOULD SAY ANYTHING THAT A NETTING WILL IMPROVE OR DISAPPROVE.

UM, I HAVE PICTURES HERE FOR THE BOARD.

THEY COULD LOOK AT IT ON HOW THE PROPERTY IS MAINTAINED FROM THEIR SIDE, WHICH FACES OUR DIRECT PROPERTY.

WE DISCUSSED THAT THEY WERE GONNA PUT A RETAINAGE AREA AND THEY WERE GOING TO MAINTAIN THE PROPERTY AT OUR PROPERTY CONTROL FLOW REPORT BACK AS TO WHAT THEY WERE DOING TO DO THAT.

I HAVEN'T SEEN YET ANYTHING.

WE'VE CALLED THE TOWN NUMEROUS TIMES BECAUSE EVERY TIME THEY DO ANY SORT OF MAINTENANCE ON THEIR PROPERTY TOWARDS THE GREENERY, THEY LEAVE IT IN PLACE.

I ALSO NOTICE IN THEIR PROPERTY THAT THEY'RE GOING TO DO A LOT OF DISTURBANCE OF SLOPES.

OKAY? THEY HAVE A 15 TO 25% SLOPE, UH, DISTURBANCE IN NORMAL SLOPES, STEEP SLOPES.

THEY HAVE A 25 TO 35% PLUS OR MINUS IN THE STEEP SLOPES, AND THEN THEY HAVE A 35% PLUS OR MINUS IN THE VERY STEEP SLOPES.

THIS DISTURBANCE OF THESE SLOPES ALSO IS GROUND AREA, WHICH IS GOING TO BE HOW HELD BACK.

WHAT'S GOING TO PREVENT IT FROM MUDDING WHEN THERE IS AN INCREASE IN WATER, WELL, IT'S GONNA PREVENT IT FROM BACKING UP AND FLOWING INTO THESE STREAMS. THAT'S GOING TO BACK UP ALL THE PROPERTIES THAT ARE NOT AFFECTED BY THE NETTING, BUT WILL BE AFFECTED BY ALL THIS FLOODING AND WATER.

AND THERE'S NO SEEM TO BE ABOUT IT.

THE DRAINAGE THEY PROPOSE AROUND THE PROPERTY GOES INTO TANKS.

WHERE DO THOSE TANKS DRAIN INTO EVENTUALLY? HOW MUCH CAPACITY DO THEY HOLD? WHAT IS THE SATURATION POINT OF THE GROUND LEVEL FOR THE TREES THAT ARE BEING REMOVED FOR THE GROUND LEVEL? WHAT'S THE WIND CAPACITY OF THESE FENCES? THEN THE NETTING UP THERE, WE HAVE MAJOR STORMS AROUND HERE WHERE THE WIND CAN, CAN WHIP AROUND PRETTY HEAVILY, AND EVERYBODY'S KNOWN THAT, OKAY, TREES FALL CONSTANTLY.

THEY'VE HAD NUMEROUS TREES FALL FROM THEIR PROPERTY JUST BY KNOCK OF MAINTENANCE.

WHEN THE WIND COMES AROUND, WE'VE HAD NUMEROUS COMPLAINTS AND NUMEROUS PICTURES OF TREES THAT HAVE FALLEN BECAUSE THEY'VE JUST BLOWN OVER IN THE WIND.

SO OUR CONCERN IS NOT MOSTLY THE NETTING AND THE UNSIGHTLINESS OR THE AESTHETIC VALUE OF WHAT IT'S GONNA DO, BUT WE'RE ALSO CONCERNED ABOUT HOW IT'S GONNA DEVALUE THE PROPERTY WITH FLOODING.

I HAVE A LETTER HERE THAT I SENT TO THE BOARD IN APRIL OF 2016, WHICH EXPLAINS HOW THE BRONX RIVER AND HOW THE FLOW OF WATER HAS CHANGED OVER THE PAST 25 YEARS IN THE PAST SIX YEARS.

MANY OF THEM, HUNAN, UH, VILLAGE, I BELIEVE IS THE NAME OF THE SHOP, HAS WAS CLOSED FOR THREE AND A HALF MONTHS.

THEY SUSTAINED OVER $30,000 IN DAMAGES, WHICH THEY HAD TO PAY OUT OF POCKET BECAUSE FEMA DID NOT COME FORWARD.

THEIR INSURANCE COMPANY DID NOT COME FORWARD.

UH, THE LIQUOR STORE, SIMILAR SITUATION, $19,000 IN DAMAGES.

BUT MORE IMPORTANTLY, WE NEED THOSE BUSINESSES TO KEEP THE VITALITY OF HARTSDALE, TO KEEP IT A PLACE WHERE PEOPLE WANT TO COME TO LIVE.

AND IF THESE BUSINESSES SUSTAIN ONE MORE FLOOD, THEY WILL NOT BE ABLE TO STAY IN BUSINESS.

AND OUR REPUTATION AS A VILLAGE THAT FLOODS HAS, IS CERTAINLY SPREAD WIDESPREAD.

SO I DON'T KNOW HOW EASILY IT WILL BE TO GET FUTURE BUSINESSES TO TAKE ON THOSE LEASES.

IN TERMS OF THE DAMAGE WE SUSTAINED AT 100 EAST, IT EXCEEDED $500,000 IN DAMAGE TO OUR PROPERTY.

WE LOST OVER 150 CARS.

THOSE WERE PERSONAL PROPERTY DAMAGES.

UH, MY FEAR IS THAT THESE, THE GOLF COURSE, YOU KNOW, WITH ALL DUE RESPECT, THEY ARE OUR NEIGHBORS.

BUT WE RESIDE HERE.

THE PROPERTY THAT, THAT WE BORDER, IF THEY DO NOT CLEAR UP THE DEBRIS THAT CURRENTLY FALLS IN A MANNER THAT'S REGULAR AND DOES NOT CONTRIBUTE OR EXACERBATE ANY FLOODING BY MOVING INTO THE STREAM, WE HAVE A REAL PROBLEM.

UH, I DON'T FEEL, OR I'M NOT SURE THAT ALL OF THE PROPOSED, UM, TENNIS BUBBLES AND, AND NETTING WILL NOT IN INDEED IMPACT THIS BY A REMOVING VEGETATION OR REDUCING THE AMOUNT OF VEGETATION THAT ALLOWS ABSORPTION OF WATER.

UH, THERE WERE SOME VERY GOOD POINTS MADE PREVIOUSLY ABOUT, YOU KNOW, WATER TANKS AND NOT ENOUGH DRAINAGE.

IT'S A REAL PROBLEM, AS WE ALL KNOW.

OUR STORMS ARE GETTING MORE FREQUENT AND STRONGER.

THIS IS NOT THE TIME TO TAKE MEASURES THAT MAY EXACERBATE CONDITIONS AND CAUSE MORE FLOODING TO OUR AREA.

AND THEN THERE'S THE PROBLEM OF THE PROPERTY VALUES WHEN YOU PUT UP THE NETTING.

GOOD POINT WAS MADE THAT THE TWO BUILDINGS THAT HAVE MADE THE COMPLAINTS ARE RENTAL PROPERTIES AND WITH NO, WITH ALL DUE RESPECT TO RENTAL PROPERTIES, WE ARE OWNERS.

THE REST OF US ARE COOPERATIVES.

SO OUR MAIN INVESTMENT IN OUR HOME IS RIGHT THERE.

AND SO WE HAVE MAYBE A GREATER INTEREST IN PRESERVING, UH, THE LACK OF FLOODING AND THE PROPERTY VALUES.

CERTAINLY A 90 FOOT NET IS EXTRAORDINARILY HIGH.

AND WE WORKED WITH TOWN STAFF TO GENERATE A LIST OF PROPERTIES THAT BOTH PARTIES FELT WOULD ACTUALLY BE IMPACTED BY THIS WORK.

SO WE REACHED OUT TO THE PARKING DISTRICT, 180, 1 70, 1 60, 1 50, 1 40, AND ONE 20 EAST HARTSDALE ROAD, AS WELL AS THE GREEN RIDGE CIVIC ASSOCIATION, UH, UP ON CLUB WAY CORRECT.

NOT 100 OR 80.

IT WAS DETERMINED BY STAFF, WE'RE THE ONES, UH, YOU CAN'T DO THAT.

YOU CAN'T DO THAT, CAN'T DO THAT.

BUT WHAT WE HEARD WAS, PARTICULARLY FROM THE PARKING DISTRICT, A CONCERN ABOUT STORMWATER RUNOFF AND STORMWATER MITIGATION.

AND THEY WERE PARTICULARLY CONCERNED WITH THE EFFECTS OF RUNOFF FROM TENNIS ENCLOSURE, SINCE THAT'S ACTUALLY A CHANGE IN IMPERVIOUS, NOT NECESSARILY AN AMOUNT, BUT AN ANGLE.

'CAUSE YOU'RE PUTTING IT OVER A FLAT, SEMI IMPERVIOUS SURFACE THAT ALREADY EXISTS.

BUT WE'VE PROVIDED A DETAILED CALCULATED STORM WATER POLLUTION PREVENTION PLAN, AND THIS WAS A SUBJECT OF GREAT DEBATE WITH THE ZONING BOARD, AND IT WAS REFERRED OUT TO JIM, ME AND YOUR INDEPENDENT TOWN ENGINEER FOR HIS REVIEW TO MAKE SURE THAT OUR STUFF WAS UP TO SNUFF.

ESSENTIALLY SAYING, YOU'RE NOT GOING TO INCREASE PEAK RATE RUNOFF MEETING THE STANDARDS THAT ARE REQUIRED FOR SITE PLAN APPROVAL.

JIM'S REVIEW CAME BACK AND HE WAS SATISFIED THAT WHAT WE HAD PROVIDED WAS SATISFACTORY.

NOT ONLY THAT, WE THINK THAT THE CHANGES WE'RE MAKING AROUND THE ENCLOSURE, GIVEN THAT THEY'RE GONNA BE IN PLACE ALL YEAR ROUND, NOT JUST WHEN THE BUBBLE IS UP, WILL PROVIDE A NET BENEFIT TO RATE OF RUNOFF FROM STORMWATER.

SO THAT INDEPENDENT REVIEW, YOU'RE LOOKING FOR IT, IT'S BEEN DONE BY YOUR TOWN ENGINEER, AND HE MADE SURE TO CHECK OUR WORK AS HE SHOULD.

UH, AND THEN AS FAR AS THE CONCERNS ON TREE REMOVAL, YOU RECENTLY PASSED A TREE REMOVAL ORDINANCE, WHICH WE HAVE TO ABIDE BY, AND WE'RE WORKING WITH YOUR ARBORIST, UH, , I BELIEVE IS, UH, THE GENTLEMAN'S NAME, UH, ON MAKING SURE THAT EVERY STANDARD THAT THE TOWN HAS IMPOSED WE'RE MEETING IN THAT REGARD.
