AND I SHOULD MENTION, UM, UH, WE WERE THINKING OF, UM, TOWN, UM, HISTORIAN, UH, BECAUSE THAT'S A POSITION THAT IS REQUIRED BY STATE LAW.

UH, BUT LONG BEFORE I CAME TO GREENBERG, I'VE ALWAYS BEEN FASCINATED BY HISTORY BECAUSE HISTORY IS THE ONE THING THAT REALLY BRINGS PEOPLE TOGETHER.

YOU KNOW, WE'RE LIVING IN DIVIDED TIMES RIGHT NOW, BUT I THINK EVERYONE AGREES ON THE FACT THAT HISTORY SHOULD BE PRESERVED BECAUSE HISTORY IS WHAT

AND SO THEN WHEN I GOT INTO WOODLANDS, I LEARNED THAT I HAD A DIFFERENT, I LEARNED DIFFERENTLY FROM PEOPLE.

SOME PEOPLE WERE MORE HANDS-ON LEARNERS.

I WAS MORE VISUAL AND LISTENING, AND I WAS ABLE TO TALK TO MY TEACHERS ABOUT THAT.

AND THAT'S HOW I PROGRESSED ALONG WITH MY GRADES.

SO LIKE, AS A, A MODEL, AS AN INSPIRATION THAT YOU DON'T HAVE TO BE PERFECT, MORE BRILLIANT, AND YOU COULD LAND UP BEING BRILLIANT.

AND SOMETIMES PEOPLE WHO HAVE HAD FAILURES AND DISAPPOINTMENTS, IF THEY KEEP PUSHING, COULD BECOME SUCCESSFUL.

UH, YESTERDAY, UH, WE STARTED ON THE, UH, THE GREENBERG INTERNSHIP PROGRAM, AND WE HAVE 45, UH, STUDENTS, UH, WHO HAVE PARTICIPATED.

JUDITH, DO YOU WANNA GIVE US A VERY QUICK, UH, RUNDOWN OF, UH, THE SUCCESS OF THAT PROGRAM? I WOULD LOVE TO, LADIES AND GENTLEMEN, THIS YEAR WE HAVE THE LARGEST GROUP OF INTERNS THAT WE HAVE EVER HAD IN THE HISTORY OF OUR INTERNSHIP PROGRAMS. OUR PROGRAM STARTED OUT ABOUT 14 YEARS AGO WITH MANY, MAYBE BETWEEN FIVE AND 10 STUDENTS.

YESTERDAY, I WALKED IN HERE AND I WAS GREETED BY 44 STUDENTS.

WE, THE, THE GROUP LOOKS LIKE THE LEAGUE OF NATIONS.

IT IS JUST SO HEART RENDERING.

WHEN YOU SEE THE DIVERSITY AMONG THE INTERNS IN OUR ROOM, AND THEY'RE FROM ALL OF THE HIGH SCHOOLS HERE IN THE TOWN OF GREENBURG, IT IS JUST AMAZING.

SO FOR THE PAST FEW DAYS, THEY HAVE BEEN INTRODUCED TO, UH, DEPARTMENT HEADS AND DEPARTMENT HEADS OF DOING PRESENTATIONS, SUCH AS THE ONE DONE DONE BY GARRETT DUANE TODAY, GARRETT DUANE, WHO'S THE COMMISSIONER OF THE DEPARTMENT OF COMMUNITY DEVELOPMENT AND CONSERVATION.

HE CAME IN AND HE DID A, A, UH, HE PRESENTED THEM WITH AN OVERVIEW OF HIS DEPARTMENT, AND THEN HE SAID, OKAY, I'M GONNA GIVE YOU AN ACTIVITY.

AND WE BROKE THEM UP INTO GROUPS.

AND THE ACTIVITY WAS FOR THE STUDENTS TO COME UP WITH A CRITERIA TO, TO, TO ACTUALLY FIRST OF ALL, UM, PUT THEMSELVES IN THE POSITION OF BEING A LOCAL GOVERNMENT LEADER AND DECISION MAKER.

AND THEN THEY HAD TO COME UP WITH A CRITERIA FOR, UM, UH, UH, INSTALLING SIDEWALKS IN THEIR COMMUNITIES.

IT WAS SO POWERFUL BECAUSE YOUNG PEOPLE ARE CONCERNED ABOUT THE QUALITY OF LIFE IN THEIR COMMUNITIES, JUST AS OLDER ADULTS ARE, JUST AS THEIR PARENTS ARE.

AND TO HAVE HEARD THE

CRITERIA THAT THESE YOUNG PEOPLE CAME UP WITH.

AND THE RECOMMENDATIONS IS JUST, IT WAS JUST AWESOME.

SO TOMORROW WE'RE GOING ON A FIELD TRIP TO REGENERON, UM, WHICH IS ONE OF THE LARGEST, IF NOT THE LARGEST PHARMACEUTICAL COMPANY IN THE WORLD.

IT CERTAINLY IS ONE OF THE LARGEST, AND IT'S RIGHT HERE IN OUR TOWN.

AND SO THEIR EXPERIENCE FOR THE NEXT SIX WEEKS, THEY MEET TUESDAYS, WEDNESDAYS, THURSDAYS 10:00 AM TO 3:00 PM FOR THE NEXT SIX WEEKS WILL BE A RICH EXPERIENCE OF LEARNING ABOUT LOCAL GOVERNMENT AND ENGAGING IN ACTIVITIES AROUND THE FOUR PILLARS, COMMUNICATIONS, LEADERSHIP, DEVELOPMENT, PROBLEM SOLVING, AND TEAMWORK.

THE ADDITION OF TWO PICKLEBALL COURTS ON AN EXISTING PAVED AREA, AS WELL AS THE INSTALLATION OF NEW GOLF BALL SAFETY NETTING ALONG THE EXISTING DRIVING RANGE AND 16TH HOLE OF THE GOLF COURSE.

I PROVIDED THE TOWN BOARD THIS EVENING, A SERIES OF CORRESPONDENCE RELATED TO THIS APPLICATION, WHICH WAS RECEIVED BY EMAIL IN THE LAST WEEK OR SO FROM RESIDENTS AND OR MEMBERS OF THE GOLF CLUB.

I'M PRESIDENT OF SCARSDALE GOLF CLUB, AS STEVE MENTIONED, AND IT'S IN THAT ROLE THAT I'M HERE TO REPRESENT OUR 540 MEMBERS, UH, OF THE CLUB TONIGHT.

AS MANY OF YOU KNOW, SCARSDALE GOLF CLUB HAS BEEN A GREENBERG INSTITUTION SINCE ITS FOUNDING IN 1898, NEARLY 125 YEARS AGO.

IN OUR LONG HISTORY, WE HAVE ALWAYS ENDEAVORED TO BE AN ENGAGED AND SUPPORTIVE MEMBER OF THE COMMUNITY.

OUR MEMBERS SUPPORT THE TOWN'S EMERGENCY SERVICES SERVICE PROVIDERS, INCLUDING THE FIRE DEPARTMENT AND THE POLICE.

WE HOST A SIGNIFICANT NUMBER OF EVENTS THAT RAISE FUNDS FOR CHARITABLE CAUSES FOR THE COMMUNITY AND OUR SIGNIFICANT CONTRIBUTOR TO THE TOWN'S TAX BASE IN 2021.

AND CLUB PAID OVER $228,000 IN PROPERTY TAXES.

THE CLUB HAS OVER 540 MEMBERS, HAS A SIGNIFICANT NUMBER OF FAMILIES WHO RESIDE IN THE TOWN OF GREENBURG, AND SOME OF THOSE CLUB MEMBERS ARE HERE WITH US THIS EVENING.

AND, AND MAYBE YOU'LL BE HAPPY IF, IF, UH, YOU COULD JUST PUT YOUR HANDS UP TO RECOGNIZE THAT, UH, THAT WHO THAT GROUP IS.

SO WE'RE BEFORE YOUR BOARD THIS EVENING, SEEKING APPROVALS FOR IMPROVEMENTS WHICH ARE TYPICAL FOR PRIVATE CLUBS AND WHICH ARE INTENDED TO IMPROVE SAFETY FOR OUR NEIGHBORS AND TO BETTER ENSURE THE CLUB'S OWN SUCCESS AND CONTINUITY, UH, IN THE YEARS TO COME.

OUR LAST PRESENTATION TO THE TOWN BOARD ON JUNE 8TH, UH, THERE WERE A HANDFUL OF RESIDENTS FROM BOTH APARTMENTS 80 AND 100 AND EAST HARTSDALE AVENUE, WHO USE THIS FORUM TO HAVE THEIR VOICES HEARD BY THE TOWN BOARD REGARDING THE FLOODING CONDITIONS IN THE SURROUNDING AREA.

I DO REALIZE THE RESIDENTS ARE FRUSTRATED WITH THE FLOODING CONDITIONS AND ARE EAGER FOR YOU TO HEAR THEIR CONCERNS.

HOWEVER, THESE ISSUES ARE NOT IMPACTED BY THE CLUB'S PROPOSAL AS STATED BY THE TOWN'S OWN STAFF.

THESE FLOODING CONCERNS ARE PART OF A MUCH LARGER ISSUE, WHICH WE KNOW THE TOWN BOARD IS WORKING HARD TO ADDRESS WITH ITS CURRENT STUDIES AND GRANT APPLICATIONS.

OUR APPLICATION IS SPECIFIC TO THE INSTALLATION OF PROTECTIVE NETTING ALONG A SHORT SECTION OF OUR DRIVING RANGE, BORDERING ONE APARTMENT BUILDING 140 EAST HARTSDALE AVENUE, AND FOR CONSTRUCTION OF A SEASONAL TENNIS BUBBLE WITHIN THE FOOTPRINT OF OUR EXISTING TENNIS COURTS.

AS SHOWN IN OUR STORMWATER POLLUTION PREVENTION PLAN AND ALL OUR ENGINEERING MATERIALS, THESE ITEMS WILL NOT NEGATIVELY IMPACT RUNOFF.

ALL OUR PROPOSAL MATERIALS HAVE BEEN REVIEWED AND ACCEPTED BY THE TOWN ENGINEER AT THE JUNE 8TH MEETING.

WE WERE ALSO ASKED WHY SCARSDALE GOLF CLUB IS REQUESTING APPROVAL FOR PROTECTIVE NETTING IN FRONT OF ONE 40 EAST HARTSDALE AVENUE.

THE PLACEMENT OF THAT NETTING WAS EXPRESSLY DRIVEN BY COMMUNICATIONS FROM THE RESIDENCE AT ONE 40 ABOUT ERR GOLF BALLS THAT LANDED IN THEIR PARKING LOT, WHICH WE SOUGHT TO ADDRESS.

WE ALSO RECEIVED COMMUNICATIONS FROM THE TOWN SUPERVISOR, MR. FULLER, TO DEVELOP A PLAN TO IMPROVE THE ERRANT GULF BALL, UH, CONDITIONS FOR THAT APARTMENT BUILDING.

IT IS IMPORTANT TO RECOGNIZE

THAT THE PROPOSED NETTING IS SOLELY AT THE BACK OF APARTMENT BLOCK ONE 40.

IT IS NOT IN FRONT OF OR ASIDE APARTMENTS, 80 OR 100.

NO PART OF THE PROPOSED NETTING IS VISIBLE FROM ANY PART OF APARTMENT 80.

IT IS NOT BEHIND APARTMENT ONE 20.

IT IS ONLY BEHIND APARTMENT ONE 40.

AND AT THEIR REQUEST.

WE NOTE THAT AS A CLUB, WE CLOSELY SUPERVISE THE RANGE AND FOLLOW BEST PRACTICES, SO MEMBERS DO NOT REPEATEDLY HIT BALLS OUT OF BOUNDS.

AS A GOOD NEIGHBOR, THE CLUB HAS PAID DEDUCTIBLES FOR INSURANCE CLAIMS FOR ANY DAMAGE FROM ERRANT BALLS.

NEVERTHELESS, WE WISH TO RESPOND TO THESE NEIGHBOR CONCERNS AND FURTHER LIMIT THE NUMBER OF ERRANT BALLS LEAVING THE SITE.

TO THAT END, THE CLUB HIRED A NETTING EXPERT TO GUIDE US WITH DETERMINING THE REQUIRED HEIGHT, WIDTH, AND MATERIALS FOR THE PROPOSED NET TO BE EFFECTIVE AND TO FURTHER THE REDUCE THE RISK OF ERRANT BALLS LANDED IN THE PARKING LOT.

TO THIS END, THE CLUB GENERATED A PLAN TO PROTECT THE AREA AROUND ONE 40 THAT WILL COST OUR MEMBERS IN EXCESS OF $200,000.

COMMENTS WERE ALSO MADE BY THE SANE RESIDENTS OF 8,100 THAT THE CLUB HAS BEEN UNRESPONSIVE TO THEIR REQUEST TO KEEP THE STREAM WOODED BUFFET AREA AND WETLANDS, WHICH ABOVE THEIR PROPERTIES CLEAR OF LOGS AND BRANCHES.

PRESENTATION.

THE CLUB REGULARLY REGULAR, REGULARLY MAINTAINS AND CLEARS THE STREAM AND HAS NEVER BEEN CITED BY THE TOWN FOR ANY ISSUES RELATED TO THE UPKEEP OF THIS WOODED AREA.

WITH OVER 132 ACRES TO MAINTAIN, THE CLUB HAS ALWAYS STRIVED TO BE RESPONSIVE TO OUR NEIGHBORS AND MAINTAIN STRONG RELATIONSHIPS WHERE OUR NEIGHBORS ARE CONFIDENT THAT WE WILL RESPOND TO THEIR CONCERNS WHERE, WHEREVER PRACTICABLE.

TO MAKE SURE THE CLUB WAS RESPONSIVE, RESPONSIVE TO NEIGHBOR COMMENTS.

ON TUESDAY, JUNE 14TH, FOLLOWING THE TOWN BOARD MEETING, CLUB OFFICIALS INVITED GARRETT DUQUE TO WALK THE SITE WITH US.

ADDITIONALLY, F HERGER, THE TOWN'S FORESTRY OFFICER AND THE CLUB'S ARBORISTS, ED MANCUSO JOINED THE TEAM TO WALK THE AREA OF THE SITE.

THE RESIDENTS OF 80 AND A HUNDRED EAST HARTSDALE HAVE ALLEGED TO BE FILLED WITH DEBRIS AND STORMWATER.

THE TOWN FOUND NO EVIDENCE OF NEGLECT OR ANY CONDITIONS THAT WOULD CONTRIBUTE TO FLOODING.

ANY BRANCHES OR NATURAL MATERIALS WERE DEEMED TO BE ORDINARY AND INHERENT TO WOODED AREAS.

THERE IS NO BETTER EXAMPLE OF THE CLUB'S GOOD NEIGHBOR PHILOSOPHY THAN TO ASK ITS MEMBERS TO SPEND HUNDREDS OF THOUSANDS OF DOLLARS AT THE REQUEST OF THE TOWN AND APARTMENT RESIDENCE FOR A PLAN TO PROVIDE NETTING PROTECTION FOR A SMALL PARKING LOT AT ONE 40 EAST HARTS AVENUE.

WE HAVE BEEN DILIGENTLY PURSUING THIS APPLICATION WITH THE TOWN BOARD, THE ZONING BOARD AND PLANNING BOARD FOR MANY MONTHS.

IF THIS PROCESS IS DELAYED DUE TO GENERALIZED NEIGHBORHOOD OPPOSITION, OUR INTEREST RATE LOCK FROM THE BANK TO BORROW OUR FUNDS WILL EXPIRE.

AS I'M SURE YOU'RE ALL AWARE, INTEREST RATES ARE RISING QUICKLY.

IT WOULD BE TRULY UNFORTUNATE TO BURDEN OUR MEMBERSHIP WITH ADDITIONAL COSTS BECAUSE OF WHAT WE PERCEIVE TO BE UNSUBSTANTIATED CLAIMS FROM NEIGHBORS WHO ARE NOT CLOSE TO THE AREA OF THE NETTING.

WE WISH TO FURTHER EMPHASIZE THAT PROPOSED PROJECT WILL HAVE NO IMPACT ON WILDLIFE.

YOU MAY NOT BE AWARE THAT THE CLUB PROVIDES A SAFE HABITAT FOR MANY SPECIES OF BIRDS, ANIMALS, AND REPTILES.

TWO OF THE CLUB'S MEMBERS ARE ON THE BOARD OF THE GREENBERG NATURE CENTER.

OUR MEMBERSHIP INCLUDES SANDY MORRISSEY'S HERE TONIGHT, THE FORMER PRESIDENT OF THE GREENBERG NATURE CENTER, FORMER AUDUBON SOCIETY PRESIDENT AND FOUNDER, FOUNDER OF THE EASTERN BLUEBIRD PROJECT, WHO HAS ADVISED THE CLUB IN THE PAST ON WILDLIFE PRESERVATION.

AT THEIR DIRECTION, THE CLUB HAS INSTALLED BLUEBIRD HOUSES AND OWL BOXES ON ITS GROUNDS.

THE CLUB WOULD NEVER PROPOSE WORK THAT WOULD COMPROMISE OUR WILDLIFE PROGRAMS AND IS COMMITTED TO THIS IMPORTANT ELEMENT ON OUR PROPERTY.

FINALLY, WITHOUT OBLIGATION AND HESITATION, THE CLUB ON MAY 26TH OF THIS YEAR PROVIDED A LETTER TO THE TOWN OF GREENBURG, SUPPORTING

THEY COULD HAVE AN IMPACT PHOTO SIMULATION STUDY USING SPECIFIC VIEWS.

BUT THERE ARE SCIENTIFIC METHODS.

THE, THE VISUAL IMPACT ON THE CHARACTER OF THE NEIGHBORHOOD, GIVEN THE LARGE NUMBER OF RESIDENTIAL UNITS.

THEY WANNA PUT A 90 FOOT NETTING FENCE, WHICH WOULD ALLOW A 20 FOOT FENCE TO GO ACROSS THE BUILDING.

AND THIS IS WHAT THE PERSON WOULD SEE FROM THEIR TERRACE.

NOW TO KNOW IT'S A HANDWRITTEN DRAWING AND I KNOW IT'S BASED ON WHAT WE SEE, BUT THIS IS WHAT THE EFFECT WOULD BE VISUALLY TO THE AREA.

I DON'T THINK THAT THE GOLF COURSE TOOK THIS INTO CONSIDERATION WHEN THEY WERE DOING THIS.

SHE SAYS THAT THEIR REVIEW DID NOT INCLUDE, UH, PHOTO SIMULATIONS OR RENDERINGS.

THE ZONING BOARD MADE SURE THE TOWN ENGINEER REVIEWED IT BECAUSE THEY KNEW IT WAS AN ISSUE OF SENSITIVITY FOR NEIGHBORS, AND IT'S SOMETHING THAT WE TOOK VERY SERIOUSLY AS WELL.

UH, AS FAR AS MR. FLACCO, UH, CERTAINLY WILL LOOK FORWARD TO GETTING A COPY OF THEIR MATERIALS, WHICH WE HAVE NOT SEEN YET.

UM, I, I GET THE SENSE THAT PERHAPS HE ALSO DID NOT SEE THE PHOTO RENDERINGS.

AS YOU'LL RECALL, THE 90 FOOT POLE IS IN FACT THE LOWEST OF THE FOUR POLES PROPOSED ALONG THE DRIVING RANGE.

NOW, WHY DO I SAY THAT? WHEN THE OTHER POLES ARE 75 FEET, IT'S BECAUSE THEY'RE WORKING WITH THE TOPOGRAPHY OF THE SITE AS IT SLOPES DOWN TOWARDS HARTSDALE AVENUE.

SO WHILE THE 90 FOOT POLE MAY BE THE TALLEST IN TERMS OF TOP TO BOTTOM, IT'S ACTUALLY LOCATED AT A LOWER ELEVATION.

SO IT'S ACTUALLY SHORTER THAN THE OTHER THREE POLES.

UH, AND IN FACT, THE PROPOSED NETTING WILL NOT EXCEED THE CURRENT TREE LINE.

SO THE HAND DRAWN NETTING ABOVE THE APARTMENT BUILDING, WE WOULD ARGUE, IS CLEARLY NOT BASED ON OUR STUDIES AND PROVIDED MATERIALS.

THIS PUBLIC HEARING IS RELATED TO THE APPLICANT'S PETITION TO THE TOWN BOARD TO INCLUDE A CONSERVATION DISTRICT OR CD OVERLAY TO THE EXISTING ZONING MIX OF R 20 AND R 31 FAMILY RESIDENTIAL ZONING DISTRICT TO THE FORMER ELMWOOD COUNTRY CLUB SITE ON DOBBS FERRY ROAD TO ENABLE A CONSERVATION SUBDIVISION LAYOUT, WHICH WOULD INCLUDE 113 DETACHED ONE FAMILY RESIDENCES, THE PRESERVATION OF OPEN SPACE AREAS AND AREAS OF STEEP SLOPES AND WETLANDS, AND THE INCORPORATION OF A 14.2 ACRE LAND DONATION TO THE TOWN FOR FUTURE PARKLAND PURPOSES.

THIS PROPOSAL IS AN ALTERNATIVE TO THE PRIOR PREFERRED ALTERNATIVE OF THE TOWN BOARD KNOWN AS ALTERNATIVE H, WHICH ALSO INCLUDED 113 1 FAMILY RESIDENCES.

IN TERMS OF PROCEDURE, THE FINDING STATEMENT HAS NOT YET BEEN FINALIZED AS THE TOWN STAFF HAS RECOMMENDED TO THE TOWN BOARD THAT THE INPUT RECEIVED FROM THE C D OVERLAY PETITION FROM THE PUBLIC AND INVOLVED AND INTERESTED AGENCIES, AS WELL AS THE TOWN BOARD, OF COURSE, SHOULD FIRST BE RECEIVED AND INCORPORATED AT THE TOWN BOARD'S DIRECTION.

THE CD OVERLAY PETITION WAS SHARED WITH ALL INVOLVED AND INTERESTED AGENCIES AND IS POSTED ON THE TOWN'S WEBSITE.

THE PETITION PURSUANT TO CHAPTER 2 85 PROCEDURES, WAS REFERRED TO THE PLANNING BOARD FOR REPORT AND RECOMMENDATION.

THE PLANNING BOARD DISCUSSED THE REFERRAL ON JUNE 15TH, 2022, AND ON JULY 6TH, 2022 UNANIMOUSLY VOTED TO APPROVE A REPORT IN FAVOR OF THE CD OVERLAY, AND UNANIMOUSLY MADE A POSITIVE RECOMMENDATION.

THE PLANNING BOARD FOUND THAT THE PROPOSED ZONING MAP AMENDMENT WOULD RESULT IN THE DONATION OF MORE LAND TO THE TOWN FOR USE AS A PARKLAND, AS PARKLAND PROVIDE ADDITIONAL GREEN SPACE, A REDUCTION IN IMPERVIOUS SURFACES, STEEP SLOPE DISTURBANCES, AND TREE REMOVALS WHEN COMPARED WITH ALTERNATIVE H, WHICH WAS THE 113 SINGLE FAMILY HOME CONVENTIONAL SUBDIVISION OF THE FINAL ENVIRONMENTAL IMPACT STATEMENT.

FURTHER, THE PLANNING BOARD FINDS THAT IT IS CONSISTENT WITH THE COMPREHENSIVE PLAN AND THE PLANNING BOARD'S FINDINGS ISSUED IN CONNECTION WITH THIS PROJECT DATED APRIL 6TH, 2022.

THE PLANNING BOARD ALSO RECOMMENDS THE INCORPORATION OF VARIOUS RENEWABLE ENERGY ALTERNATIVES TO BE CONSIDERED ON THE SITE, SUCH AS CONNECTIONS FOR ELECTRICAL VEHICLES, SOLAR ROOF CONNECTIONS.

THE BOARD SUPPORTS THE POSSIBILITY OF UNITS CONTAINING AGE IN PLACE FEATURES, AND THE PLANNING BOARD IS IN FAVOR OF AN AFFORDABLY AFFORDABILITY COMPONENT OF THE PROJECT.

THE R 20, THE R 30 WOULD'VE CONTINUED ON THIS, AND YOU WOULD'VE PUT A P U D ON THE PROPERTY, A PLANNED UNIT DEVELOPMENT, WHICH ALLOWED YOU TO CLUSTER THE HOUSES.

AND THIS IS THE SAME THING AS A CD.

WHAT IS BETTER ABOUT A CD? BUT BACK THEN, THE DEVELOPER SAID, AND IT'S IN THE TEXT, THIS ISN'T PART OF MY GOAL.

I HAD GOTTEN THE PHONE CALL, UM, FROM MR. FINER TELLING ME THAT I WAS GOING TO BE CONTACTED BY RIDGEWOOD AND WOULD I BE LISTENING TO THEM.

AND I SAID, OF COURSE.

AND WITH THAT, UM, I HEARD OF THE PROPOSAL FOR HE FIRST WANTED 185 TOWNHOUSES.

THAT WAS HIS ORIGINAL PROPOSAL THAT HE SPOKE ABOUT TO ME ON THE PHONE.

AND, UM, I SAID THAT I WILL NOT GIVE HIM A COMMITMENT UNTIL WE HAD A MEETING WITH THE PEOPLE IN THE CIVIC ASSOCIATION.

SO WE HAD THE CIVIC ASSOCIATION MEETING OF SIX DIFFERENT PEOPLE THAT CAME TO THIS MEETING AT RIDGEWOOD, AT THE ELMWOOD COUNTRY CLUB.

AND HE GOES ON TO EXPLAIN HOW THE, NOW HE BROUGHT IT DOWN TO, UM, 175 TOWNHOUSES VERSUS SINGLE FAMILY HOMES.

AND HE GOES, UH, MR. VALE WENT ON TO EXPLAIN THE DIFFERENCES BETWEEN THEM.

AND IT WAS TORY WHO SAID, WAIT A MINUTE.

DON'T YOU NEED TO DO A DOWN ZONING? HE'D NEVER EVEN MENTIONED THAT TO ANYONE BEFORE HE STARTED THIS PROJECT.

HE WANTED TO, HE JUST WAS INTERESTED IN GETTING TOWNHOUSES BUILT.

AND REGARDLESS OF WHETHER OR NOT THE R 30 WAS GONNA BE DOWN ZONE TO THE R 20, AS YOU KNOW, THERE ARE, I COUNTED UP ON THE MAP.

WE HAVE OVER 600 HOMES IN THE AREA TO THE LEFT OF THE ELMWOOD DOWN BY SUBURBAN MANOR OVER ON WYNDHAM AND UP ON FOREST BOULEVARD.

AND ALL THESE PEOPLE, THANK YOU, BELONG TO THE WORTHINGTON WOODS AND CIVIC ASSOCIATE.

NOT ALL 600, BUT OVER 150 MEMBERS ARE PART OF THE CIVIC ASSOCIATION.

SO I REQUESTED A MEETING WITH MR. GRAU, AND HE KEPT PUTTING US OFF FOR A MEETING.

FINALLY, WE HAD ONE, AND HE KEPT SAYING, I WILL DO WHATEVER THE COMMUNITY WANTS.

WELL, THE COMMUNITY WANTED SINGLE FAMILY HOMES, TOTALLY IGNORED IT.

WE HAD A MEETING AT THE ALEXANDER HAMILTON HIGH SCHOOL.

HE SAID THE SAME THING.

HE WOULD NOT GO AND BUILD SINGLE FAMILY HOMES.

HE ONLY WANTED TO BUILD, UM, TOWNHOUSES.

OVER THE YEARS, BACK AND FORTH WITH THE SCOPING DOCUMENT AND EVERYTHING, AS ELLA HAD PUT, PUT OUT, WE HAD SUGGESTED A PUD.

AND BASICALLY, THIS IS WHAT WE WOULD'VE GOTTEN IF WE HAD STARTED THIS ALMOST FIVE YEARS AGO.

SO MOST OF US ARE HAPPY ABOUT THIS.

THERE ARE SOME PEOPLE THAT STILL ARE NOT HAPPY THAT THERE'RE GOING TO BE SO MANY HOMES IN THIS AREA, BUT THERE'S NOTHING THAT WE CAN DO ABOUT THAT.

THIS IS WHAT HE'S ALLOWED TO DO.

AND BY ALL MEANS, HE SHOULD BE ABLE TO DO IT.

THE QUES I HAVE A FEW QUESTIONS, WHICH I DON'T KNOW IF THIS IS THE APPROPRIATE PLACE FOR IT OR WAIT FOR THE SITE APPROVAL TO GO FOR THE SUBDIVISION, BUT MY ONE QUESTION THAT I WANTED TO ANSWER, THE CLAIM OF 39.4 ACRES OF INTERIOR OPEN SPACE, IS THAT ACCURATE? I HAVE ASKED GARRETT TO REC, UH, RECALCULATE THAT, AND I HAVE NOT GOTTEN AN ANSWER.

I REALLY WANNA KNOW IF ALL THESE OPEN SPACES THAT ARE IN THE GREEN CALCULATE WITH THE 14 ACRES, TAKE AWAY THE 14 ACRES, WHETHER OR NOT THERE IS AT LEAST A 25%.

BUT IF YOU'RE IN YOUR HOME ACROSS THE STREET, AND THE DECIBELS NEVER REACH THAT LEVEL OF DANGER.

THE SECOND PART IS PARTICULATES.

THE PARTICULATES ARE ALSO THE DANGER TO THE PEOPLE WHO ARE USING IT.

THE PART, THE KIND OF PARTICULATES THAT ARE BEING BLOWN UP ARE VERY HEAVY, AND THEY ACTUALLY FALL VERY QUICKLY.

WE SHOULD BE MORE CONCERNED ABOUT PLASTIC IN OUR AIR, WHICH IS WE'RE BREATHING IN EVERY DAY.

THEN THE, THE DUST THAT IT KICKS UP, THOSE ARE THE TWO ITEMS THAT I THINK SHOULD BE LOOKED AT MORE SERIOUSLY, BECAUSE I THINK THE DATA DOES NOT PROVIDE ENOUGH, ENOUGH INFORMATION FOR YOU TO DECIDE TO BLOCK LEAF BLOWERS.

UM, THAT BEING SAID, I THINK THE PEOPLE WHO ARE GOING TO PAY FOR THIS LAW OF SOMEBODY THAT'S BEING BOTHERED BECAUSE AFTER THE PANDEMIC, THEY WERE LOCKED AT HOME OR STAYING MORE TIME IN THEIR, IN THEIR COMMUNITY, AND NOW THEY HEAR THE LEAF BLOWERS ARE UPSET ABOUT IT, THE PEOPLE WHO WILL BE PAYING FOR IT ARE THE PEOPLE WHO USE LANDSCAPERS, WHO WILL HAVE TO EITHER HIRE MORE PEOPLE AND TO TAKE MORE TIME TO CLEAN THE YARDS.

SO EITHER THEY PAY LESS TO THE, THEY DON'T PAY FOR THE MANPOWER THAT IT'S BEING NECESSARY, OR, OR THEY PAY MORE.

SO EITHER THE HOMEOWNER OR THE LANDSCAPER ARE GOING TO BE PLACED FOR THIS ANNOYANCE THAT SOMETIMES IT'S LIKE MINUTES, MAYBE LESS THAN HALF AN HOUR IN, IN PEOPLE'S LIVES.

THE OTHER PART IS THE PEOPLE WHO ACTUALLY DO THEIR CLEANING IN THEIR HOMES, YOU KNOW, THEY ALSO HAVE A RIGHT TO THE COMFORT AND THE ABILITY TO DO IT AS SAFELY AS EASILY AS POSSIBLE.

UM, PART OF THE REASONING BEHIND THIS ONE WAY IS WE CURRENTLY HAVE THE ABILITY AND THE FUNDS AVAILABLE TO INSTALL A SHORT SECTION OF SIDEWALK, WHICH WOULD CONNECT MOUNT JOY AVENUE ALONG ROBIN HILL TO HENRY STREET AND THE REAR OF THE SILLY PLACE SCHOOL.

THE PROBLEM IN DOING SO WOULD NARROW THE ROAD BY AT LEAST THREE FEET, AND THE, THE ROAD IS NARROWER THAN A STANDARD WIDTH AS IT SITS.

IF WE WERE ABLE TO INSTALL THIS SIDEWALK, MAKE THIS ROAD ONE WAY, A LOT OF TRAFFIC WOULD THEN COME DOWN ONTO MOUNT JOY TO MAKE THE LEFT TURN OR RIGHT TURN ONTO THE ONE WAY.

ROBIN HILL.

THE MOUNT JOY SECTION IS AN ONLY AN 18 FOOT WIDE ROAD.

AND TO HAVE NOW AN INCREASE IN TRAFFIC AND PEDESTRIAN USE IN THE LANES OF TRAFFIC AND TWO-WAY TRAFFIC AND PEOPLE CUTTING THROUGH TO GET TO OLD ARMY WOULD JUST CREATE RISK AND CREATE A LOT OF PEDESTRIAN VERSUS VEHICLE CONFLICTS POTENTIALLY.

SO WE CONDUCTED A TEST PERIOD OF A ONE-WAY CIRCUIT, AND IT SEEMS TO HAVE WORKED.

WE HAVE A LOT MORE PEOPLE ABLE TO WALK IN THE STREET AND A LOT MORE ROOM FOR VEHICLES TO MANEUVER AROUND PEOPLE.

ONES WHO DO SEEM TO BE COMPLAINING ABOUT THE MOUNT JOY ONE WAY ARE THOSE WHO USE IT AS A CUT THROUGH TO GET FROM CENTRAL AVENUE TO OLD ARMY IN EITHER THE TRAIN STATION OFF LEY ROAD IN SCARSDALE OR THE EDGEMONT HIGH SCHOOL.

THE SPEEDS ARE ON MOUNT JOY AND ROBIN HILL, BOTH BELOW THE POSTED SPEED LIMIT AND HENRY STREET.

THE AVERAGE SPEED IS AT THE POSTED SPEED LIMIT.

THE ONLY CONDITION BEING THAT ON HENRY STREET DURING SCHOOL HOURS IS A 15 MILE AN HOUR SPEED LIMIT, AND THE AVERAGE SPEED IS 10 MILES AN HOUR OVER THE SCHOOL SPEED LIMIT, WHICH IS WHY WE WERE CONSIDERING INSTALLING A SPEED HUMP AT CERTAIN LOCATIONS TO SLOW DOWN SOME OF THE TRAFFIC.

BUT THAT IS NOT ATTACHED TO THE ONE-WAY CIRCUIT.
