THE TOWN OF GREENBERG EXPRESSES SINCERE, SYM, SINCERE SYMPATHY TO THE FAMILY, FRIENDS, AND COMMUNITY.

NOW CELEBRATING THE LIFE AND LEGACY OF JACQUELINE TILFORD.

THE TOWN REALIZES TOO THAT A CARING, GIVING, NURTURING TREE HAS FALLEN IN THE FOREST OF WELL-REGARDED RESIDENTS WHO DEDICATED THEIR LIVES TO GIVING BACK.

LIFELONG RESIDENT OF THE TOWN OF GREENBURG, JACQUELINE LOVINGLY REFERRED TO AS JACKIE BY FAMILY AND FRIENDS, ATTENDED GREENBURG PUBLIC SCHOOLS, GRADUATED FROM WOODLANDS HIGH SCHOOL AND STUDIED MARKETING AT WESTCHESTER COMMUNITY COLLEGE.

DURING HER HIGH SCHOOL YEARS, SHE PLAYED ON THE WOODLANDS HIGH SCHOOL GIRLS' BASKETBALL TEAM RECOMMENDED, I'M SORRY, REMEMBERED BY A FORMER TEAMMATE AND LIFELONG FRIEND.

AS A GENTLE GIANT, JACKIE CONTINUED SHARING HER LOVE OF THE SPORT OF EMPOWERING YOUNG PEOPLE IN HER COMMUNITY AS A THREE ON THREE COACH FOR NEARLY 20 YEARS, A SENIOR YOUTH WORKER AT THEORE DE YOUNG COMMUNITY CENTER.

SHE WAS A STRONG, POSITIVE AND ENCOURAGING ROLE MODEL FOR YOUNG PEOPLE, AS WELL AS A GIVING CARING ASSISTANT TO, TO THE ELDERS IN HER COMMUNITY.

SHE WAS ALSO A CO-PRODUCER ALONG WITH KOBE JENKINS OF TASTY TUESDAYS, A POPULAR TAKE HOME DINNER INITIATIVE, THE OUTDOOR FOOD VENUE DURING SUMMER JAZZ EVENTS, ALSO AT THE CENTER WHERE SHE WAS IN HOT DEMAND FOR HER SUMMER, CUSTOM MADE ON JACKIE'S ICE TEA.

IN ADDITION, SHE ASSISTED COLBY IN HELPING TO PRODUCE THE ANNUAL EVENT, WOMEN WHO DARED TO BE DIFFERENT, HIGHLY RESPECTED

JACKIE PLAYED A MAJOR ROLE IN LOOKING OUT FOR CHILDREN IN THE COMMUNITY AND PROVIDING A SAFETY NET FOR YOUTH.

A MEMBER OF THE WESTCHESTER BLACK WOMEN'S POLITICAL CAUCUS, GREENBERG CHAPTER.

JACKIE PARTICIPATED IN SUPPORTING AND RAISING CONCERNS REGARDING ISSUES IMPACTING THE QUALITY OF LIFE IN HER COMMUNITY.

SHE GAVE BACK IN SO MANY WAYS, JT WAS ONE OF THE BEST TO REPRESENT OUR COMMUNITY.

SAID ONE OF HER FRIENDS.

SO WE COULD RAISE AWARENESS ABOUT SOLAR ENERGY FAR AND WIDE THROUGH PRESENTATIONS AT SCHOOL IN OUR TOWN BOARD MEETINGS, SOLAR PANELS IN COMMUNITIES, RESIDENCES SUCH AS HOMES AND APARTMENT BUILDINGS CAN HAVE SOLAR PANELS.

COMMERCIAL BUILDINGS LIKE OFFICE BUILDINGS AND SHOPPING CENTERS COULD ALSO HAVE PANELS.

SOLAR FARMS CAN BE FOUND IN DESERTS AND ANY OPEN FIELDS, NOT JUST THE ROOF, TRANSPARENT SOLAR PANELS, WINDOWS, DOORS, GREENHOUSES, AND PATIO FURNITURE.

WE TALK WITH TWO OF OUR COMMUNITY MEMBERS WHO HAVE SOLAR PANELS IN THEIR HOMES.

WE RESEARCH USING ENERGY SAGE.COM BY CALLING TESLA, SOLAR, SUN, AND SOLAR POWERED.

THEY RECEIVED ABOUT 30% TAX REBATE.

MONTHLY SAVINGS ARE HIGH OF 200 TO $500 A MONTH, BREAK EVEN TIME FOR PANELS OF SEVEN TO 10 YEARS.

THE FUTURE IS BRIGHT.

WE STRONGLY ENCOURAGE EVERYONE TO GET SOLAR PANELS.

UM, IT SEEMS THAT, UH, YOU KNOW, THE PROPOSALS SEEM TO CHANGE, YOU KNOW, FROM TIME TO TIME.

UM, WE, UH, WE WERE HERE WITH A DEMONSTRATION OF, UH, UH, ELECTRIC AND, UH, GAS, UH, POWERED LEAF BLOWERS SOME TIME AGO.

AND, UH, YOU KNOW, WE WEREN'T REALLY QUITE SURE HOW THE, UH, TOWN BOARD, YOU KNOW, WANTED TO PROCEED, UH, WITH THE LEAF BLOWERS.

UH, IN, UM, LATE SEPTEMBER, OCTOBER, NOVEMBER AND DECEMBER, UH, WE, WE, WE JUST, UH, HAVEN'T BEEN ABLE TO EFFECTIVELY DO THAT.

UM, WE HAVE BEEN PRESSURED BY, UH, OUR CUSTOMERS, UH, OUR, THE HOMEOWNERS, UH, TO CHEAT.

UH, WE'VE BEEN, UM, YOU KNOW, WE'VE BEEN ASKED, UH, YOU KNOW, TO COME BACK, UM, YOU KNOW, UH, ON, ON OTHER DAYS.

AND, UH, WE'VE BEEN ASKED REALLY, UH, UH, FROM TIME TO TIME TO DISCONTINUE THE USE OF LEAF BLOWERS.

CUSTOMERS COME OUT AND THEY SAY, PLEASE, YOU KNOW, STOP THE BLOWERS.

AND WE DO IT, UH, IMMEDIATELY.

WE UNDERSTAND THAT IF A CUSTOMER SAYS TO US, DON'T USE THE BLOWER, WE DON'T USE THE BLOWER.

WE HAVE NO NEED REALLY TO USE THAT BLOWER UNLESS THE CUSTOMER, UH, INSISTS ON A CERTAIN, UH, LEVEL OF MAINTENANCE AND A CERTAIN, UH, LEVEL OF, UH, CLEANLINESS, IF YOU WILL, YOU KNOW, UH, ON THOSE PROPERTIES.

SO, UM, YOU KNOW, THIS ISN'T SOMETHING THAT IF A MUNICIPALITY PASSES A BAN, IT'S, UH, YOU KNOW, THAT'S WHEN OUR PROBLEMS BEGIN.

BECAUSE IT'S BEEN OUR EXPERIENCE, EVEN IN LARGEMONT, SCARSDALE, PLACES LIKE THAT, UM, THAT HAVE BANS THAT EVEN IF THEY DO PUBLICITY, THE PUBLIC DOESN'T REALLY KNOW ABOUT IT.

THE, THE WE SHOW UP, UH, AT A PLACE AND WE CAN'T USE THE BLOWERS.

AND WE GET A CALL FROM THE HOMEOWNER, WHAT'S GOING ON? WELL, YOU KNOW, YOUR TOWN BOARD PASTOR, AN ORDINANCE, UH, YOU KNOW, BANNING, UH, LEAF BLOWERS, AND THEY, THEY CAN'T BELIEVE IT.

UM, WHEN I BLOW THE LEAVES IN MY YARD, I'M DOING IT IN BETWEEN CERTAIN HOURS WHEN PEOPLE ARE ALREADY AT WORK SO THAT THE SOUND IS NOT, UM, AFFECTING THEM.

UM, I THINK SOMETHING AS SIMPLE AS HAVING A CONVERSATION WITH YOUR NEIGHBOR LIKE WE USED TO DO BACK IN THE DAY, YOU KNOW, WOULD PROBABLY BE MORE BENEFICIAL THAN BEING FORCED TO HAVE A MANDATE STATING ON PARTICULAR DAYS YOU CAN DO IT.

AND ONE OF THE GENTLEMEN WILL BLOW THE LEAVES, PUT IT IN A PILE, PICK IT UP, THE OTHER GENTLEMAN WILL THEN BEHIND HIM MOW THE LAWN.

MAKES SENSE.

SAFETY AND HEALTH.

ONE PERSON DOESN'T GET HURT, THEY'RE NOT OUT THERE BY THEMSELVES.

I DON'T REALLY SEE WHAT THE REAL CONCERN IS WITH USING THE, UM, THE LEAF BLOWERS.

UM, AND I THINK EVEN THE FEES WEREN'T DISCUSSED, BUT I THINK THOSE ARE EXCESSIVE AS WELL.

UM, THE GOVERNOR, UM, SIGNED LEGISLATION, UM, AT THE END OF LAST YEAR THAT WOULD, UH, TAX NEW CONDOS AT, UM, UM, RESIDENTIAL, UH, RATES, UH, CONDOS AND COOPERATIVES THAT CAN COOPERATIVES EXISTING CONDOS AND, UM, CO-OPS WOULD NOT BE IMPACTED BY, UH, THE PROPOSED LEGISLATION.

UM, THE LAW ONLY APPLIES TO THE TOWN OF GREENBURG AND, UM, THE LEGISLATION INDICATES THAT THE TOWN BOARD HAS TO ADOPT A, A LOCAL LAW.

UM, UH, ABOUT A HALF HOUR AGO, UM, UH, HAL SAMAS IS CITIZEN AND ERIC ZINGER, YOU KNOW, CALLED ME AND THEY SAID THAT SINCE I OWN A CONDO, I SHOULD, UM, YOU KNOW, POSSIBLY RECUSE MYSELF.

CONSEQUENCES THAT WILL HURT GREENBERG AS A WHOLE.

IT IS IMPORTANT TO NOTE TONIGHT THAT THE PROPOSAL IS ONLY FOR GREENBERG AND ITS VILLAGES.

THE STATEWIDE BILL WAS VETOED BY GOVERNOR HACKLE.

I HOPE THAT THE TOWN BOARD CONSIDERS ALL THE IMPACTS OF THIS DECISION AND IF IT DECIDES TO GO FORWARD WITH THIS, DOES SO WITH EYES WIDE OPEN AND FULLY AWARE OF SOME OF THE NEGATIVE IMPACTS EVERY SINGLE MEMBER OF THIS TOWN BOARD HAS EXPRESSED CONCERN AT ONE TIME OR ANOTHER ABOUT THE AFFORDABLE HOUSING CRISIS FACING OUR COMMUNITIES.

EVERYONE KNOWS THAT MULTI-FAMILY,

CONDO AND CO-OPS ARE THE MOST, ARE A MORE AFFORDABLE FORM OF HOUSING THAN SINGLE-FAMILY HOMES.

THESE ARE OFTEN STARTER HOMES FOR YOUNG FAMILIES AND PLACES WHERE OUR SENIORS GO AFTER DOWNSIZING IN ORDER TO STAY IN THE COMMUNITY IN WHICH THEY RAISE THEIR FAMILY.

WHILE THE BILL EXEMPTS HOUSING BILL, UH, HOUSING BUILT WITH FEDERAL TAX CREDITS, THOSE DEVELOPMENTS ARE FEW AND FAR BETWEEN.

TO HELP ADDRESS THE LACK OF AFFORDABLE HOUSING, WE NEED TO BE ATTRACTING MULTI-FAMILY HOUSING DEVELOPERS, UH, AND DEVELOPMENTS TO GREENBERG NOT REJECTING THEM.

THIS BILL DOES THE EXACT OPPOSITE.

AT A TIME WHEN NEW YORK STATE IS IN THE MIDST OF A STATEWIDE HOUSING CRISIS, THIS BILL WOULD BE AN UNACCEPTABLE OUTCOME.

THOSE ARE NOT MY WORDS.

THE BILL WOULD RESULT IN AN EFFECTIVE TAX INCREASE UPON NEWLY CONSTRUCTED HOUSING BUILT AS CONDOMINIUM AND COOPERATIVES IN JURISDICTION THAT CHANGED THEIR ASSESSMENT, WHICH WOULD MAKE THIS HOUSING LESS ATTRACTIVE TO POTENTIAL HOMEOWNERS AND ULTIMATELY LEAD TO FEW UNIT FEWER UNITS OF HOUSING BEING BILLED.

PRETTY STRAIGHTFORWARD.

LOOK, THIS ISN'T ROCKET SCIENCE.

IF YOU INCREASE THE COST OF SOMETHING BY 30%, YOU ARE GOING TO MAKE IT LESS ATTRACTIVE TO BUILD.

I GET IT.

WE WANT TO MAXIMIZE FUTURE TAX REVENUES, BUT THIS CHANGE SO SIGNIFICANTLY ALTERS THE LANDSCAPE THAT IT CHANGES THE CALCULATION OF DEVELOPERS IN WHAT TYPES OF PROJECTS THEY WOULD MOVE FORWARD.

THOSE WHO STATE OTHERWISE, OR THAT WE WILL MITIGATE THIS WITH OTHER ACTIONS HAVE YET TO PROVIDE ANY SPECIFICS OR DETAILS AS TO HOW WE WILL DO THAT.

JUST HOPING FOR AN OUTCOME OR SETTING UP A COMMITTEE IS NOT ENOUGH.

AND WE ARE THE ONLY COMMUNITY IN THE AREA DOING THIS.

WHY DEVELOP IN GREENBERG WHEN YOU CAN DO SO IN WHITE PLAINS, NEW ROCHELLE, PORTCHESTER, OR ANY OF OUR SURROUNDING COMMUNITIES AND CREATE THE EXACT SAME PRODUCT WITH JUST A MORE VALUABLE RESULT? NOW, THERE ARE SOME IN OUR COMMUNITY WHO WELCOME THIS PEOPLE WHO DON'T WANT ANY NEW, AND ESPECIALLY ANY NEW MULTIFAMILY HOUSING TO BE BUILT.

BUT I BELIEVE GREENBERG NEEDS TO INCREASE ITS ACCESSIBLE BASE IN ORDER TO KEEP A UP WITH THE EVER INCREASING COST OF OPERATING OUR LOCAL GOVERNMENTS.

MULTI-FAMILY HOUSING IS THE MOST ENVIRONMENTALLY FRIENDLY FORM OF HOUSING.

AND AGAIN, THIS BILL ONLY SERVES TO MAKE IT LESS ATTRACTIVE AND LESS LIKELY TO BE BUILT.

IT GENERALLY MULTI-FAMILY HOUSING RESULTS IN FEWER STUDENTS IN THE SCHOOL DISTRICT AND IS LESS COSTLY TO MAINTAIN FOR LOCAL GOVERNMENTS REQUIRING LESS ROADS AND LESS MAINTENANCE AND COSTS OVERALL.

THE GOAL OF THIS LESS LEGISLATION IS TO INCREASE TAX REVENUES AND ACCESSIBLES, BUT I PREDICT THIS WILL ACTUALLY REDUCE POTENTIAL ACCESSIBLES.

AS DEVELOPERS LOOK FOR PROJECTS ELSEWHERE, EVERY ACTION HAS AN EQUAL AND OPPOSITE REACTION.

AND THE REACTION HERE IS GOING TO BE THE DEVELOPER'S LOOK ELSEWHERE.

WE NEED TO SERIOUSLY CONSIDER MOVING AHEAD WITH THIS ON OUR OWN.

THIS HAS THE POTENTIAL TO BE ONE OF THOSE MOST SIGNIFICANT LAWS PASSED IN YOUR ENTIRE THIRD YEAR HISTORY AS SUPERVISOR PAUL.

AND AS A RESULT, I WOULD ENCOURAGE YOU TO SEEK A BOARD OF ETHICS DECISION ABOUT THIS.

CONSIDERING YOUR OWN OWNERSHIP OF CONDO MAKING NEW CONDO DEVELOPMENTS MORE EXPENSIVE, LIMITS THEIR AVAILABILITY AND SUPPLY, THUS INCREASING THE VALUE OF YOUR YOUR CONDO.

THIS IS BASIC ECON 1 0 1.

NO OTHER MUNICIPALITY ASKED THE GOVERNOR THE WAY WE ASKED FOR THE GOVERNOR, WE WANTED IT TO BE SPECIFIC TO OUR LOCALITY.

WE ALL KNOW HOW IT WORKS, RIGHT? WE TALK ABOUT CONDOMINIUMS AND THAT'S A GREAT WAY TO GET AFFORDABLE HOUSING.

WE KNOW FROM RECENT PROJECTS, YOU KNOW, I DON'T CONSIDER A MILLION DOLLAR CONDOMINIUM AFFORDABLE RIGHT NOW.

WE COULD PLAY AROUND WITH WHAT THE DEFINITION OF AFFORDABLE IS, BUT THAT'S THE BOTTOM LINE ON ELMWOOD WITH 113 UNITS.

THEY HAD AGREED THAT THEY WOULD NOT USE CONDOMINIUM FORM OF FINANCING AND THEY WOULD PAY THE REGULAR MARKET RATE, BUT THERE WAS NO WAY TO HOLD THEM TO THAT.

IT WASN'T FOR THEM FOR THE SAY IT, BUT IN TARRYTOWN, THOSE UNITS BY THE WATERFRONT, THEY WERE SUPPOSED TO BE MARKET RATE AND THERE ARE CONDOMINIUMS. SO WHAT'S THE DISTINCTION? THE DISTINCTION IS THAT FOR TWO EQUIVALENT UNITS, EXACTLY THE SAME COUNTERTOPS, HIGH-END, YOU KNOW, TOILETS, HIGH END, YOU NAME IT, HIGH END, IF IT'S IN CONDOMINIUM FORM OF OWNERSHIP, IT'S GONNA SELL FOR 1.2.

IF IT'S A MILLION DOLLAR CONDOMINIUM, 1.2 OR MAYBE EVEN 1.3.

SO WHAT'S THE DISTINCTION? THE DEVELOPER IS MAKING A WINDFALL ON THE BACKS OF THE TAXPAYERS OF THE MUNICIPALITY.

'CAUSE THE PEOPLE ARE WILLING TO PAY THE HIGHER AMOUNT IN ORDER TO NOT PAY THE MUNICIPALITY FOR SERVICES THAT OTHERS HAVE TO PAY FOR.

AND SOME OF US THINK THAT'S WRONG IN THE BILL THAT WAS PASSED, INCLUDING FOR GREENBERG, THERE'S A PROVISION FOR AFFORDABLE CONDOS, BUT THAT'S NOT WHAT PEOPLE ARE BUILDING.

AND SO WHEN SHE WAS TALKING ABOUT SHE WAS VETOING STATEWIDE, BUT SHE'S NOT GONNA VETO TOWN OF GREENBURG, WE WOULD ACTUALLY HAVE TO SEE WE SHE DOES WHEN THE NEXT MUNICIPALITY AND IT'S COMING ASKED BY A HOME RULE FOR AN INDIVIDUAL, UM, EXEMPTION LIKE WE DID.

SO I, I JUST, YOU KNOW, SOMEBODY'S MAKING THAT EXTRA MONEY WHEN YOU HAVE A CONDOMINIUM FORM OF OWNERSHIP ON NEW CONDOS AND JUST SO THAT THE 5,000 CONDO OWNERS IN THE IN THE TOWN AREN'T PANICKING HERE.

THIS ONLY APPLIES TO NEW CONSTRUCTION.

NOT EVEN RENOVATED CONSTRUCTION, BUT NEW CONSTRUCTION, UM, OF CONDOMINIUMS. IT DOES NOT APPLY TO PREEXISTING.

AND TO MAKE SURE YOU KNOW MY POSITION, IF YOU ARE IN A CURRENT CONDOMINIUM, YOU PAY THAT PREMIUM UPFRONT.

I DON'T THINK IT'S FAIR FOR YOU TO PAY THE PREMIUM UPFRONT AND THEN ALSO GET TAXED.

BUT IF YOU ARE BUYING A NEW CONDO AND YOU KNOW WHAT YOU'RE BUYING INTO AND THAT IT WILL BE TAXED AT MARKET RATE, THEN THAT'S A DISTINCTION.

WE KNOW FROM THE EXPERIENCE WITH ELMWOOD THAT THEY WERE WILLING TO BUILD EVEN THOUGH IT WAS GONNA BE TAXED THAT WAY.

SO I DON'T BUY INTO THE IDEA THAT IF WE PASS THIS, WE'RE NOT GOING TO HAVE ADDITIONAL BUILDING GO GOING ON IN THE TOWN OF GREENBURG.

WE KNOW FROM PROPOSALS, MOST OF THE PROPOSALS THAT WERE COMING IN, THEY WERE COMING IN WITH THE IDEA OF CONDO AND THERE WAS OPPOSITION BY THE COMMUNITY BECAUSE THEY WEREN'T GOING TO BE TAXED THE SAME.

AND SO, YOU KNOW, THIS IS, THIS IS WHAT WE ASKED FOR.

WE WERE FORTUNATE ENOUGH TO ENOUGH TO GET IT.

AND UM, FRANKLY, I THINK RATHER THAN A DEVELOPER MAKING A KILLING UPFRONT, THE MUNICIPALITY REALLY SHOULD GET THE TAXES THAT ARE NECESSARY TO, UM, PROVIDE THE SERVICES.

IT DOESN'T COST THE SCHOOL DISTRICTS ANY LESS TO EDUCATE THREE CHILDREN FROM A CONDO THAN IT DOES THREE CHILDREN FROM A REGULAR, A SINGLE FAMILY HOME.

AND WE NEED TO BE MINDFUL OF THAT.

GO AROUND AND LOOK AT ALL OF THE GAS STATIONS AND MANY OF THEM ALREADY.
