AND, UH, WE'RE GOING TO START WITH A PLEDGE OF ALLEGIANCE, PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA, AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION UNDER GOD, INDIVISIBLE LIBERTY, WITH LIBERTY AND JUSTICE FOR ALL.

[ MOMENT OF SILENCE In memory of Joseph A. DiSalvo, 71, former Hastings-on-Hudson Acting Village Justice and Village Justice for 35 years, passed on July 1 in his home, surrounded by his wife of 48 years and members of his very large family and extended family. Note: Hastings-on-Hudson Mayor Nicola Armacost will present remembrances of Justice DiSalvo (Joe) at the conclusion of the moment of silence. In memory of the people in Ukraine killed during Russia's invasion and relentless intentional targeted bombing of civilians in apartment buildings, hospitals, train stations, schools and children centers, deliberating targeting utilities used by civilians to leave them without electricity and heat through the brutal winter weather, with mass graves being found after invaded areas have been retaken, all in Russia's effort to destroy Ukraine and its people, who are forced to fight for their land, their freedom, and general democratic principles. May they rest in peace and peace be restored to Ukraine]

AND, UM, IN A LITTLE WHILE AFTER WE HAVE THE MOMENT OF SILENCE, THE MAYOR OF HASTINGS, UM, NIKKI KOST WILL, UM, PRESENT REMEMBRANCES OF JUSTICE, UH, DESAL, DESALVO.

UM, WE ALSO HAVE A MOMENT OF SILENCE IN MEMORY OF PEOPLE IN UKRAINE KILLED DURING RUSSIA'S INVASION.

AND RELENTLESS INTENTIONAL, UH, TARGETED BOMBINGS OF CIVILIANS AND APARTMENT BUILDINGS, HOSPITALS, TRAIN STATION SCHOOLS AND CHILDREN'S CENTERS DELIBERATING TARGETING UTILITIES USED BY CIVILIANS TO LEAVE THEM WITHOUT ELECTRICITY AND HEAT THROUGH THE BRUTAL WINTER WEATHER WITH MASS GRAVES BEING FOUND AFTER INVADED.

AREAS HAVE BEEN RETAKEN OIL AND RUSSIA'S EFFORT TO DESTROY UKRAINE.

AND ITS PEOPLE WHO ARE FORCED TO FIGHT FOR THEIR LAND, THEIR FREEDOM, AND GENERAL DEMOCRATIC PRINCIPLES.

AND NOW I'D LIKE TO, UM, ASK THE MAYOR, UM, OF HASTINGS TO, UM, UM, SHARE SOME, UH, REMEMBRANCE OF ABOUT, UM, A GREAT MAN, UH, WHO IS A MAJOR, UM, ASSET TO, UH, THE VILLAGE OF, OF HASTINGS, AND TO OUR ENTIRE COMMUNITY.

VERY SMART, UM, WISE, UM, CARING, UH, VILLAGE JUSTICE, THANK YOU, SUPERVISOR FINER, AND MEMBERS OF THE TOWN COUNCIL FOR SO GRACIOUSLY INVITING ME HERE TONIGHT TO EULOGIZE THE HONORABLE JUSTICE JOSEPH DESALVO ESQUIRE, WHO PASSED AWAY ON JULY 1ST, 2023 AT THE AGE OF 71.

JOE, AS MOST PEOPLE CALLED HIM, SERVED THE VILLAGE OF HASTINGS ON HUDSON FOR 35 YEARS.

HE WAS JUDGED FROM 2004 UNTIL HIS FORMER RETIREMENT, UH, WHICH WAS TWO WEEKS AGO.

AND BEFORE THAT ACTING VILLAGE JUSTICE.

FROM 1988 TO 2004, BY DAY, JOE PRACTICED THE LAW IN WESTCHESTER COUNTY.

HE WAS MANAGING PARTNER AT NO RIN DESALVO, L L P IN BRONXVILLE, NEW YORK.

HE JOINED THE FIRM IN 1979 AFTER BEING ADMITTED TO THE NEW YORK STATE BAR IN 1977.

HIS FOCUS WAS ON WILLS, TRUSTS, AND ESTATES, REAL ESTATE, LAND USE, AND COMMERCIAL AND LITIGATION MATTERS.

AND MANY HASTINGS AND GREENBERG RESIDENTS WERE HIS GRATEFUL CLIENTS.

BUT AT NIGHT, JOE SERVED AS OUR VILLAGE JUSTICE.

HE HANDLED EVERYTHING FROM PARKING TICKETS TO MORE SERIOUS CRIMES THAT ARE FORTUNATELY A RARE OCCURRENCE IN OUR COMMUNITY.

JOE ALWAYS METED OUT JUSTICE IN, AS HE WOULD PUT IT A FIRM, BUT FAIR MANNER.

HE WAS KIND, HE WAS WISE, HE WAS COMPASSIONATE, AND HE WAS RESPECTFUL.

HE DEEPLY BELIEVED IN THE FUNDAMENTAL IMPORTANCE OF THE RULE OF LAW.

WE WERE BLESSED TO HAVE HIM PLAY THIS ROLE IN OUR VILLAGE.

JOE IS A PILLAR OF THE COMMUNITY AND A LOCAL CIVIC LEADER.

FOR ALMOST 50 YEARS, HE SERVED AS A TRUSTEE AND CHAIR AT ST.

JOHN'S RIVERSIDE HOSPITAL AS A DIRECTOR FOR THE SHARING COMMUNITY, A HOMELESS SHELTER AND SOUP KITCHEN IN YONKERS AS A DIRECTOR FOR WESTCHESTER RESIDENTIAL OPPORTUNITIES, A FAIR HOUSING ORGANIZATION, AND IN VARIOUS LEADERSHIP POSITIONS AT ST.

MATTHEW.

OUR LADY OF PERPETUAL HELP CATHOLIC CHURCH IN HASTINGS.

HE ALSO SANG WITH THE WESTCHESTER CHORDS, MAN, A BARBERSHOP CHOIR THAT LAST PERFORMED IN THE VILLAGE AS PART OF OUR YEAR END HOLIDAY CELEBRATIONS IN 2021.

JOE TRULY LOVED OUR VILLAGE.

HE MOVED HERE IN 1979 WITH HIS WIFE JOANNE, AND THEY RAISED THEIR FOUR CHILDREN, JULIA, ANDREW, KATIE, AND PATRICK IN HASTINGS.

HE AND JOANNE HAVE EIGHT GRANDCHILDREN, UM, INCLUDING THE

DRAKE FAMILY THAT LIVE STILL IN HASTINGS FOR ME, JOE WAS A TRUSTED ADVISOR, MENTOR AND FRIEND.

I ADMIRED HIM AS A CIVIC LEADER AND AS AN EXEMPLARY HUMAN BEING IN THESE LAST FEW MONTHS, I WAS MOVED BY THE DIGNITY AND COURAGE WITH WHICH HE FOUGHT HIS ILLNESS.

OUR CONDOLENCES GO OUT TO HIS WIFE, CHILDREN, GRANDCHILDREN, AND MEMBERS OF THE EXTENDED FAMILY, AS WELL AS TO ALL HIS MANY FRIENDS IN OUR VILLAGE, THE TOWN OF GREENBURG, WESTCHESTER COUNTY, AND BEYOND.

SO WE WILL MISS HIM.

NIKKI AND I HAVE KNOWN HIM FOR A LONG TIME.

THE MAYOR AND I HAVE KNOWN HIM FOR A LONG TIME, AND WE WILL MISS HIM TERRIBLY, BOTH AS THE VILLAGE ATTORNEY, BUT AS A FRIEND.

TOMORROW, UM, WE, WE, UH, OUR LEADERSHIP FROM TOP DOWN HAS SHOWN THEIR COMMITMENT TO SUSTAINABILITY AND OUR IMPACT TO THE MARKETS THAT WE SERVE.

IF YOU DON'T MIND GOING TO THE NEXT SLIDE, QUAD GENERATION IS DERIVED FROM FOUR DIFFERENT VALUE STREAMS, GENERATION OF FOUR DIFFERENT VALUE STREAMS, ONE OF WHICH IS ELECTRICITY.

ANOTHER IS, UH, HEAT CHILLING, AND THEN, UH, C O TWO BEVERAGE GRADE C O TWO.

SO WE'RE GONNA START WITH THE FIRST, UH, IMPLEMENTATION OF THIS SYSTEM, AND IT'S FUELED BY NATURAL GAS.

SO IF YOU GO TO THE NEXT SLIDE, THERE ARE SOME NEGATIVE CONNOTATIONS TO NATURAL GAS.

UM, ALBEIT IT IS AN INTERNAL COMBUSTION ENGINE, BUT WE HAVE ANSWERS FOR THOSE, UH, DOWNSIDES.

WE DON'T PLAN TO REMAIN ON NATURAL GAS.

THE EXCITING PART OF THIS IS WE ARE NEVER SATISFIED.

SO WITH THAT BEING SAID, WE PLAN ON, UM, INSTILLING A BIOFUEL PRODUCTION SYSTEM WE'RE CURRENTLY WORKING ON, IN FOR THIS, UH, ELMSFORD FACILITY.

IF YOU GO TO THE NEXT SLIDE, I'LL HIGHLIGHT EXACTLY WHAT WE'RE GONNA DO.

SO IN PHASE ONE IS WHAT WE'RE BREAKING GROUND ON TOMORROW.

PHASE ONE IS THE QUAD GENERATION PROCESS THAT'LL PROVIDE US THE ELECTRICITY, THE HEAT, THE CHILLING, AND THE C O TWO.

WITH THAT BEING SAID, TOMORROW ON A TOUR, WE'LL SHOW YOU A RECYCLING PROCESS.

WE'VE ALREADY UNDERWAY IN ELMSFORD FACILITY, AND WE FULLY TAKE ADVANTAGE OF THE SOLID GOODS OF WHAT WE BRING BACK FROM THE TRADE IN TERMS OF PLASTIC AND ALUMINUM.

BUT WE HAVE NOT YET FULLY TAKEN ADVANTAGE OF THE LIQUID EFFLUENT OF THAT PROCESS.

I'M HAPPY TO ANNOUNCE THAT OUR ANSWER TO THAT IS PROCESSING A HIGH SUGAR WASTE THROUGH A DIGESTION SYSTEM OF ACTIVE ENZYMES THAT WILL THEN TAKE THE SUGARS AND PRODUCE TWO THINGS, HEAT AND METHANE.

WE'VE SPECKED THESE ENGINES THAT YOU'LL SEE TOMORROW TO RUN ON THAT METHANE.

SO AT WHICH THAT POINT, WE WILL BE ABLE TO NOT ONLY GENERATE OUR OWN BEVERAGE GRADE, C O TWO, BUT BIOFUEL RIGHT ON SITE.

SO WE'LL MAKE OUR OWN FUEL TO MAKE OUR OWN ENERGY TO MAKE OUR OWN C O TWO.

IT'S PRETTY EXCITING STUFF.

MM-HMM.

AND THEN IN PHASE THREE, IN THE BOTTOM RIGHT HAND CORNER THERE, IF YOU DON'T MIND, GOING BACK, PHASE THREE IS NOW WE HAVE PRETTY CLEAN WATER.

SO WHAT ARE WE GONNA DO WITH IT? WE'RE GONNA REUSE IT FOR ALL OF OUR GRAY WATER REUSE IN THE PROCESS YOU'LL SEE TOMORROW IN THE TAS.

SO WE'RE GONNA CLEAN THAT WATER IN SUCH A MANNER THAT WE'LL BE ABLE TO USE IT FOR IRRIGATION, UH, TOILETRIES, EXTERNAL WASH DOWNS, EVERYTHING EXTERNAL TO THE PRODUCT.

SO IF YOU GO TO THE NEXT SLIDE THERE, NOW WE'RE GONNA DIVE INTO THE DIFFERENT VALUE CREATIONS OF WHAT MAKES QUAD GENERATION, THE QUAD SYSTEM, THE FIRST OF WHICH IS ELECTRICITY.

SO IF YOU GO TO THE NEXT SLIDE, HOW THIS SYSTEM GENERATES ELECTRICITY IS AN INTERNAL COMBUSTION ENGINE ROTATES A GENERATOR JUST LIKE A STANDBY GENERATOR AT A, AT A HOME, BUT ON A MUCH LARGER SCALE.

SO THE NATURAL GAS IS THE PRIMARY FUEL AND WILL GENERATE 19 MILLION KILOWATT HOURS.

IT DOESN'T MEAN A LOT TO A LOT OF PEOPLE UNTIL THEY SEEN, THAT'S THE AMOUNT OF ENERGY THAT 1600 HOMES PRODUCE.

AND WE'RE ABLE TO DO THIS EXTREMELY EFFICIENTLY AT A 52% ELECTRICAL EFFICIENCY RATE.

AGAIN, THAT MAY NOT MEAN A A LOT TO A LOT OF PEOPLE UNTIL THEY HEAR THE ELECTRICITY THAT'S PROVIDED FROM THE GRID TODAY COMES TO YOU AT ABOUT A 30% EFFICIENCY RATE.

SO

THAT'S STEP NUMBER ONE IN OUR SUSTAINABILITY EFFORTS, IS ULTRA EFFICIENCY IN GENERATING ELECTRICITY RIGHT HERE IN GREENBURG.

GO TO THE NEXT SLIDE, PLEASE.

THE NEXT VALUE STREAM IS HEAT.

AND THAT HEAT WILL COME IN THE FORM OF LOW GRADE HOT WATER LOOPS AND STEAM INJECTION.

SO IN OUR PROCESS TODAY, WE REQUIRE QUITE A BIT OF HEAT, REQUIRE HEAT TO SANITIZE OUR BEVERAGES.

HEAT ARE, UH, SPACES THAT ARE OPERATIONAL.

SO IF YOU GO TO THE NEXT SLIDE, THE INTERNAL COMBUST COMBUSTION PROCESS, UH, PUTS OFF A LOT OF HEAT OF WHICH IS TYPICALLY WASTED ENERGY, UH, IN LOSS EFFICIENCIES.

SO WE'RE ABLE TO RECYCLE THAT, CAPTURE EVERY BIT OF THAT HOT, UH, STEAM AND HOT WATER, AND REUSE THAT WITHIN THE PROCESS THROUGH HEAT EXCHANGERS AND PROCESS WATER.

GO TO THE NEXT SLIDE, PLEASE.

THE NEXT VALUE STREAM IN QUAD GENERATION IS CHILLED WATER.

WE REQUIRE, UH, AN IMMENSE AMOUNT OF CHILLING CAPABILITY TO CREATE THE WORLD'S MOST PREMIUM BEVERAGE AT 34 DEGREES FAHRENHEIT TO FILL OF, WHICH WE'RE EXCITED TO SHOW YOU TOMORROW.

IF WE GO TO THE NEXT SLIDE, THE BEST WAY TO EXPLAIN HOW WE'RE GONNA GET CHILLED WATER THROUGH HEAT IS TO EQUATE IT TO HOW THE BODY SWEATS.

WE SUPERHEAT A SALT WATER SOLUTION THAT WILL THEN EXTRACT ENERGY IN THE FORM OF HEAT OF THIS CHILLED WATER WE HAVE TO USE.

AND, UH, WE'RE ABLE TO MECHANICALLY INDUCE THAT THROUGH AN ABSORPTION CHILLER SYSTEM.

SO IT IS FUELED BY HEAT OF WHICH WE HAVE PLENTY OF THROUGH THE INTERNAL COMBUSTION PROCESS.

AND THE OUTPUT OF THAT IS EXTREMELY COOL WATER THAT WE'RE THEN ABLE TO HEAT EXCHANGE WITH OUR PROCESS WATER THAT IS CLEAN AND PURIFIED TO MAKE OUR BEVERAGE TODAY.

NEXT SLIDE PLEASE.

THE LAST BUT MOST EXCITING VALUE STREAM OF THIS IS THE NEGATIVE CONNOTATION TO INTERNAL COMBUSTION ENGINES ARE THE IMPURITIES THAT GO THROUGH THE EXHAUST INTO THE ATMOSPHERE.

WE HAVE AN ANSWER FOR THAT.

WHICH BLOCK IS THAT, CHERYL? THAT'S, UH, INDIAN TRAIL.

WHILE WE ACKNOWLEDGE THE NECESSITY OF SUCH INFRASTRUCTURE UPGRADES, WE ARE DEEPLY TROUBLED BY THE LACK OF FOLLOW THROUGH AND DELAY RESTORATION, DELAY OF RESTORATION TO OUR PROPERTIES.

AND THE STREET WEEKS HAVE PASSED SINCE THE GAS LINE REPLACEMENT WAS COMPLETED, AND YET WE HAVE RECEIVED NO UPDATES OR ACTION FROM CON ED TO PROPERLY REPAIR THE AREAS IMPACTED BY THE CONSTRUCTION.

THE STREET REMAINS UNPAID, AND OUR PROPERTIES BEAR THE SCAR OF EXCAVATION.

IT IS DISHEARTENING TO WITNESS NEIGHBORING AREAS WHERE CON ED CARRIED OUT SIMILAR WORK ALREADY RESTORED TO THEIR PREVIOUS STATE.

WE DEMAND TRANSPARENCY FROM CON EDISON ON A CONCRETE TIMELINE FOR WHEN OUR BLOCK WILL RECEIVE THE ATTENTION IT DESERVES.

UM, UM, AND THE ROAD IS A MESS, GETS REP PAVED AND THEN A YEAR LATER KIND OF TEARS THE ROAD APART AND, UM, AND, UH, DOES UNDERGROUND WORK.

AND YOUR ROAD IS BASICALLY AN EXAMPLE BECAUSE I THINK IT WAS REPAVED PROBABLY WITHIN THE PAST TWO YEARS.

WHAT WAS EXPLAINED TO ME PRIOR TO YESTERDAY'S MEETING IS THAT THEY HAVE, UM, DISMISSAL FOR THE CHILDREN THAT RIDE THE BUSES AT, AND I HAVE NOTES, BUT OF COURSE I DON'T HAVE IT WITH ME.

UM, BUT HE SAID THAT THE ONE YEAR THAT WAS PARTICULARLY LIGHT WAS THEY DID OPERATE THROUGH COVID AND THAT'S WHY THERE MIGHT'VE BEEN A REDUCTION IN WHAT THE TRAFFIC WAS COMPARED TO WHAT WE'RE EXPERIENCING RIGHT NOW.

MY INTENT FOR RIGHT NOW IS TO CONTINUE TO HAVE MY TRAFFIC OFFICERS MONITOR, BUT BASED ON ALSO THE ISSUE THAT WAS RAISED TODAY, I'M GOING TO HAVE THEM SPEND SOME TIME ON PALISADES AND GREEN ACRES AND SOME OF THOSE SIDE STREETS TO MAKE SURE THAT THE PARENTS AREN'T PARKING IN PEOPLE'S DRIVEWAYS OR LITTERING OR, YOU KNOW, VIOLATING THE LAW IN OTHER WAYS WHILE THEY'RE WAITING TO PICK UP THEIR CHILDREN.

UM, THE GENTLEMAN FROM THE CAMP ASSURED ME THAT SOMETHING THEY TRY TO DO, BECAUSE IT MAKES ISSUES FOR THE CAMP, IS HAVE THE PARENTS, THE PARENTS ACTUALLY HAVE A PICKUP SCHEDULE.

SO DEPENDING UPON, YOU KNOW, WHAT PARENT, WHAT KID, WHAT PROGRAM, THEY MAY COME IN TO PICK THEM UP IN CERTAIN TIMES.

THE ISSUE IS WHEN THE PARENTS DON'T ADHERE TO THE SCHEDULE, THEN THEY PULL OVER, THEY FIND SOMEWHERE TO TURN AROUND OR TRY TO SIT SOMEWHERE, AND THEM NOT FOLLOWING THE CAMPS DIRECTIONS IS CONTRIBUTING TO THE PROBLEM.

SO I IMPRESSED UPON HIM THAT IT WAS IN EVERYONE'S BEST INTEREST, THAT IF HE FOUND SOME WAYS TO MOVE THINGS THROUGH, YOU KNOW, MORE EFFICIENTLY, UM, IT WOULD BE BETTER FOR EVERYONE.

I TOLD HIM THAT THE TOWN BOARD WOULD POSSIBLY BE FOLLOWING UP WITH OTHER TOWN DEPARTMENTS.

WHEN I HEAR HORNS HONKING CONSTANTLY, UM, WHEN I SEE ALMOST HEAD-ON COLLISIONS, I GET CONCERNED.

UM, I HAVE A PERFECT VIEW 'CAUSE I ACTUALLY LIVE ON THE CORNER AND I CAN SEE DOWN ONTO THE STREET.

UM, AND I CAN SEE WHEN PEOPLE BECOME IMPATIENT AND THEY TRY TO GO AROUND.

UM, UNFORTUNATELY THE POLICE OFFICERS ARE ABOUT 400, UH, YARDS, UM, WEST OF WHERE I LIVE.

UM, SO THAT'S, THAT'S WHERE I'M KIND OF COMING FROM, IS MY BIGGEST CONCERN IS, IS SAFETY REALLY? 'CAUSE I CAN FORESEE SOMETHING BAD HAPPENING, AND I'M NOT THE KIND OF PERSON WHO DOES A WOULDA, COULDA, SHOULDA.

I'M THINKING, IF WE CAN PREVENT THIS, UM, IT WOULD BE THE BEST OPTION FOR US.

I DISCUSSED THE FOLLOWING TRAFFIC BACKUPS BETWEEN THE HOURS OF TWO 30 AND FOUR 30 BETWEEN THE SPRINGBROOK PARKWAY AND WOODLANDS AVENUE, WHICH IS ABOUT A MILE.

THE FIRE DEPARTMENT SAFETY ISSUES, BLOCKING OF DRIVEWAYS AND SIDE STREETS REPORTED NEAR HEAD-ON COLLISIONS.

REPRESENTATIVES OF THE ELMWOOD WOULD NOT ATTEND BECAUSE THEY WERE TOO BUSY.

THEY SAID IT WOULD BE DISCUSSED WHEN CAMP IS FINISHED AT THE END OF THE SUMMER.

PEOPLE ARE FORCED TO BREATHE THE CONTAMINATED AIR COMING FROM THE VEHICLES, WAITING IN LONG LINES.

PEOPLE ARE DELAYED FROM REACHING THEIR DESTINATIONS.

THIS ROUTE IS A BUS ROUTE SIX COUNTY, AND IN A REASONABLE PERIOD OF TIME, LIVES MAY BE AT RISK IF A FIRE TRUCK.

AND IT HAS BEEN DOCUMENTED TO ME THAT AT THE BEGINNING THEY WERE PARKING ACROSS THE FIRE VIEW.

FIRE DEPARTMENT DRIVEWAYS CANNOT TRAVEL SAFELY ON DOBBS FERRY ROAD.

THE TOWN BOARD MUST TAKE IMMEDIATE ACTION.
