WELCOME TO OUR, UM, WORK SESSION.

IT'S JULY 18TH AT FIVE 12, UM, PM AND UH, THIS IS THE OPEN MEETING PORTION OF THE MEETING.

AND, UM, WE'RE GONNA START LANDSCAPING COMPANIES ADOPTING ROADWAY ISLANDS.

WHO WAS PRESENTING THAT? UM, YEAH, THAT WAS JUST, UH, A SUGGESTION THAT PEOPLE, UM, YOU KNOW, HAD THAT, UM, WE HAVE, UH, ROAD, YOU KNOW, WE HAVE A BUNCH OF ISLANDS AROUND THE TOWN, AND, UM, PERHAPS, UM, YOU KNOW, SOME OF THEM WERE NOT MAINTAINED THAT GREAT BECAUSE WE DON'T HAVE THE STAFF, SO WE WERE LOOKING AT POSSIBLY REACHING OUT TO LANDSCAPING COMPANIES AND SEEING IF THEY WOULD DO, UM, DO SOME OF THE WORK, DONATE THEIR TIME AND RESOURCES.

SO THAT'S, I JUST PUT THAT ON THE IDEA JUST TO, UM, JOG EVERYBODY'S, UM, YOU KNOW, JUST TO DISCUSS IT SO YOU CAN THINK ABOUT IT.

, SO THAT'S, UM, THEY WOULD WANT TO PUT THEIR, THEIR BUSINESS SIGN UP TOO THOUGH, RIGHT? YES.

AND YEAH, SO D P W COMMISSIONER RICH FA REACHED OUT TO THE MANAGEMENT COMPANY AND NOTIFIED THEM THAT THREE HANDICAP SPOTS WOULD BE NEED TO BE PUT INTO EACH PARKING LOT, BOTH CAMPUS AND CENTURY.

IN RETURN, WE SEE, RECEIVE NOTICE THAT THEY WOULD LIKE THEIR LEGAL COUNSEL TO DISCUSS WITH, WITH THE, WITH MY OFFICE AND WITH THE TOWN BOARD.

SO HE REACHED OUT TO ME EARLIER TODAY AND HE'LL SEND ME, UM, SOME AVAILABILITY.

THERE WAS AN OUTSIDE OPINION THAT AGREED THAT, UH, FOR A PUBLIC PARKING SPACE, YOU NEED TO FILE A D A REQUIREMENTS AND BASED ON THE AMOUNT OF SPOTS THEY HAVE IN THIS LOCATION, YOU'D NEED THREE PER, UM, PARKING LOT.

NOT ONLY THAT, YOU'D NEED ABOUT EIGHT FEET BARRIER IN BETWEEN THOSE, UH, THREE DIFFERENT SPOTS TO ALLOW FOR EITHER VANS OR ANY OTHER HANDICAPPED ACCESSIBLE VEHICLES TO OPEN UP PROPERLY.

UM, THE OPINION ALSO MENTIONED THAT OTHER RESERVE SPOTS, UM, YOU KNOW, AREN'T, ARE NOT ALLOWED, AREN'T UNDER CURRENT NEW YORK REGULATIONS.

SO I'VE ADVISED THE ATTORNEY OF THIS, IT WAS A VERY BRIEF CONVERSATION AND WE'LL BE HAVING A FOLLOW UP SHEET AND TO ADDRESS THESE ISSUES.

OKAY.

SO THE OPINION THAT, LEGAL OPINION THAT THE SUPERVISOR ASKED FOR, THAT WE GOT FROM OUTSIDE AN OUTSIDE SOURCE, UM, THAT'S POSTED WITH THE AGENDA FOR ANYBODY WHO'S LOOKING AT IT ONLINE? YEAH, I MEAN, IT'S VERY CLEAR THAT, IT'S VERY CLEAR THAT, YOU KNOW, IT IS NOT AN ISSUE, BUT IT'S, BUT IT'S, IT'S VERY CLEAR THAT YOU CAN'T, UM, TARGET A PARTICULAR HANDICAP SPOT TO A D PARTICULAR PERSON.

BUT YOU ALSO CAN'T HAVE THOSE PARKING

SPACE, THE OTHER PARKING SPACES THAT ARE THERE DESIGNATED FOR INDIVIDUAL PEOPLE EITHER.

WE HAVE TO, UM, BASICALLY TAKE DOWN SIGNAGE THAT INDICATES PEOPLE ARE GONNA BE TOWED IF THEY PARK THERE 'CAUSE IT'S TOWN PROPERTY.

SO, YOU KNOW, THIS HAS OPENED UP A, YOU KNOW, MULTIPLE ISSUES AT ONE TIME.

UH, BUT YOU KNOW, I, YOU KNOW, THE ISSUE ALSO IS IF THERE'S, THEY, WE HAVE TO PROVIDE REASONABLE ACCOMMODATIONS TO PEOPLE WHO ARE DISABLED.

RIGHT.

AND SO IT'S BEEN TAKING LIKE MONTHS ALREADY.

AND, UM, AND THE THING IS, I SORT OF FEEL THAT, YOU KNOW, IT'S, I PERSONALLY THINK IT'S TAKING A LITTLE TOO LONG BECAUSE IF SOMEBODY'S DISABLED, YOU KNOW, THEY, THEY DESERVE THE, THE SPOT.

SO I'M SORT OF WONDERING IF THERE'S A WAY WE COULD LIKE EXPEDITE, THAT'S WHY WE'RE SCHEDULING THIS MEETING TO, TO HELP EXPEDITE THIS.

AND COMMISSIONER FOND DID REACH OUT TO THE MANAGEMENT COMPANY LAST WEEK AND SAID IT WOULD HAPPEN WITHIN THE NEXT FEW WEEKS.

SO HE DID PUT THEM ON NOTICE AND DID PROVIDE THAT PROPER NOTIFICATION.

SO, OKAY.

WE ARE MOVING FORWARD THAT WE HAVE HAD A SHORTAGE OF THE ENGINEERING STAFF AND I KNOW THEY'VE BEEN WORKING HARD TO TRY TO ADDRESS ALL THE ISSUES THAT ARE CURRENTLY IN FRONT OF THEM.

THAT'S FINE.

THE OTHER THING IS THERE, IT COULD BE A TR WE ARE LOOKING AT A POSSIBLE TRANSFER OF LAND, UH, OR, UH, WE ARE, UM, THERE'S A TROUBLESOME BROOK IN EDGEMONT HAS BEEN FLOODING AND THE, THE APARTMENT COMPLEX HAS LAND THAT COULD BE BENEFICIAL TO THE TOWN IN TERMS OF ADDRESSING THE FLOODING.

SO WE COULD DO LIKE A LAND SWAP WHERE THEY'RE BASICALLY OUR, UM, YOU KNOW, ARE GIVING US SOME OF THEIR PROPERTY AND THEN WE COULD EITHER LEASE OR TURN OVER THE PARKING SPOTS TO THEM.

YEAH.

SO THAT'S ONE OF THE POSSIBILITIES THAT WE CAN DO WITH THAT LAND.

I JUST MENTIONED THAT TO THE ATTORNEY FOR THE FIRST TIME TODAY.

I DON'T THINK HE HAD HEARD THAT PREVIOUSLY.

SO WHY DON'T YOU LET THEM HAVE THEIR MEETING THAT HE'LL COME BACK AND REPORT TO US.

SO THE BOTTOM LINE IS THAT THAT'S GONNA TAKE SOME TIME, BUT THE BOTTOM LINE IS WE'RE NOW ON NOTICE AND WE NEED TO ADDRESS THE ISSUES THAT ARE ACTUALLY IN THE PARKING LOTS.

WHILE ANY OF THAT, IT'S REALLY UP TO THE, TO THE, UM, TO THE HOMEOWNERS ASSOCIATION AS TO WHETHER OR NOT THEY, WHAT THEY WANT TO DO.

BUT, YOU KNOW, WE'RE NOW ON NOTICE AND WE HAVE TO DO SOMETHING WITH THE LOT AND IT REALLY'S NOT THE HOMEOWNER'S ASSOCIATION BECAUSE WE, IF IF IT'S OUR PROPERTY, WE, NO, I'M SAYING ABOUT SWAPPING SWAPING OR NOT SWAPPING OR SALE OR WHATEVER.

OKAY.

BUT THE, YOU KNOW, WE ARE THE PROPERTY OWNERS AND THERE'S NO WAY THAT WE CAN SAY WE DON'T KNOW THAT WE'RE THE PROPERTY OWNERS.

WE ALL KNOW WE'RE THE PROPERTY OWNERS.

WE ALSO KNOW THAT, UH, SPOTS ARE BEING RESTRICTED AND WE NOW HAVE OUR TOWN ATTORNEY AND AN OUTSIDE, UH, LEGAL SERVICE TELLING US THAT THE TOWN ATTORNEY IS ABSOLUTELY CORRECT AND WE CAN'T IGNORE THAT.

SO WE NOW HAVE TO ACT ON THAT.

UM, THE NEXT ITEM, UM, THERE WAS A COMMENT FROM A RESIDENT CONCERNING, UM, YOU KNOW, THE, WHEN PEOPLE ARE ON ZOOM AND, UM, THEY SAID THAT IT DOES, IT'S NOT, IT DOESN'T LOOK RIGHT, YOU KNOW, IF SOMEBODY'S PICTURE IS ON IT, YOU SAY WITH THE TOWN OF GREENBURG, YOU KNOW, UH, BACKUP BECAUSE IT, IT MAKES IT SEEM TO THE PUBLIC THAT, UM, YOU KNOW, THEY'RE AT TOWN HALL.

SO I'M WONDERING, UH, ONE OF THE THOUGHTS THAT I HAD IS I DON'T, I PERSONALLY DON'T HAVE A PROBLEM WITH THE VIRTUAL BACKGROUND BECAUSE, YOU KNOW, PEOPLE HAVE A RIGHT TO HAVE WHATEVER BACKGROUND, YOU KNOW, THEY WANT.

BUT I'M WONDERING IF, UH, IF SOMEBODY'S ON ZOOM, IF UM, UM, IF MAYBE THERE COULD BE A CAPTION UNDERNEATH, UM, SAYING, YOU KNOW, PARTICIPATION, THIS, YOU KNOW, INDIVIDUAL IS PARTICIPATING BY ZOOM, YOU KNOW, I, MANY COMPLAINTS HAVE WE GOTTEN ABOUT THE VIRTUAL BACKGROUND ON ZOOM ONE, ONE OR TWO? SO I THINK TWO.

SO, BUT IT'S, BUT WHEN WE HAVE THE VIRTUAL BACKGROUND, OUR NAMES ARE LISTED ON THE, ON IT.
