a.  


Case No. PB 22-12 Pan, Vacant Lot – Old Tarrytown Road (P.O. White Plains, N.Y.) – Planning Board Steep Slope Permit and Tree Removal Permit
A work session to consider an amended decision of a Planning Board Steep Slope Permit and Tree Removal Permit application involving the proposed construction of a new single-family home, with related improvements. The Applicant proposes approximately 8,649 sq. ft. of disturbance to 15-25% slopes (STEEP SLOPES), approximately 3,119 sq. ft. of disturbance to 25-35% slopes (VERY STEEP SLOPES), and approximately 3,563 sq. ft. of disturbance to 35%+ slopes (EXCESSIVELY STEEP SLOPES) in connection with proposed development of the lot. The project requires approximately 1,600 cubic yards of excavation and 0 cubic yards of imported fill. The Applicant proposes the installation of 12 Cul-tec stormwater management units and a dry swale along the proposed driveway leading to a proposed stormwater detention basin, to handle runoff from new impervious surfaces. The Applicant proposes the removal of 67 regulated trees, requiring a Tree Removal Permit, and has prepared a landscaping plan providing for the planting of 51 trees, as replacement. These materials are currently under review by the Town Forestry Officer. The property consists of approximately 50,287 sq. ft. (1.15 acres) and is situated on the northerly side of Old Tarrytown Road, approximately 200 feet from the intersection of Old Tarrytown Road and County Center Road. The property is located in the R-7.5 One-Family Residence District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 7.430-247-13.

Case No. PB 21-30 Casale, 34-40, 50, 00 & 10 Saw Mill River Road (P.O. Hastings-on-Hudson, N.Y.) – Preliminary Subdivision, Site Plan, Planning Board Steep Slope Permit, and Tree Removal Permit
A work session to discuss the decision of a Preliminary Subdivision application for a proposal consisting of the re-subdivision of eight (8) existing tax lots (8.610-421-72, 73, 74, 75, 76, 77, 78 & 79) into one (1) lot. The Applicant is proposing to modify the layout of the site by relocating storage bins to more efficient locations, adding parking, adding storage locations, and other related improvements. The project also requires Site Plan, Planning Board Steep Slope Permit, and Tree Removal Permit approvals. The Applicant proposes approximately 1,802 sq. ft. of disturbance to 15- 25% slopes (STEEP SLOPES), approximately 1,873 sq. ft. of disturbance to 25-35% slopes (VERY STEEP SLOPES), and approximately 3,979 sq. ft. of disturbance to 35%+ slopes (EXCESSIVELY STEEP SLOPES). The project requires approximately 1,787 cubic yards of excavation and 287 cubic yards of imported fill, requiring a Fill Permit from the Town Engineer. The Applicant proposes the removal of seven (7) regulated trees and the installation of four (4) planter boxes on the site, in order to satisfy Chapter 260 of the Town Code. On June 15, 2023, the Zoning Board of Appeals granted all area variances required in connection with the project, as proposed. The properties consist of approximately 84,992 sq. ft. (1.95 acres) and are situated on the east side of Saw Mill River Road between Farragut Avenue and Holly Place. The properties are located in the LI Light Industrial District and are designated on the tax map of the Town of Greenburgh as Parcel ID: 8.610-421-72, 73, 74, 75, 76, 77, 78 & 79.

Case No. PB 21-18 Bhatti, 14 Payne Street & 175 Winthrop Avenue (P.O. Elmsford, N.Y.) – Final Subdivision and Tree Removal Permit
A work session to discuss the decision of a Final Subdivision and Tree Removal Permit application involving the re-subdivision of two (2) existing lots into nine (9) lots for the purpose of constructing nine (9) new single-family homes, with related improvements. Parcel ID: 7.190-70-5 (14 Payne Street) consists of approximately 41,183 sq. ft. (0.95 acres) and contains a dilapidated house and garage, both proposed to be removed. Parcel ID: 7.190-70-6 (175 Winthrop Avenue) consists of approximately 7,500 sq. ft. (0.17 acres) and contains an existing residence, also proposed to be demolished. One (1) of the proposed residences would have access off of Payne Street, four (4) would have access off of North Lawn Avenue, and four (4) would have access off of Winthrop Avenue. The project also requires the removal of 23 regulated trees, requiring a Tree Removal Permit from the Planning Board. The properties consist of approximately 48,683 sq. ft. (1.12 acres) and are situated on the north side of Payne Street, between North Lawn Avenue and Winthrop Avenue. The properties are located in the R-5 One-Family Residence District and are designated on the tax map of the Town of Greenburgh as Parcel ID: 7.190-70-5 & 7.190-70-6.
 
5.   NEW BUSINESS - WORK SESSION
 
a.  


Case No. PB 23-01 Crossroads Shopping Center, 423 Tarrytown Road (P.O. White Plains, N.Y.) – Planning Board Shared Parking Reduction Request
A work session to discuss a Planning Board Shared Parking Reduction request, pursuant to § 285-38D(5) of the Zoning Ordinance, associated with the conversion of fourteen (14) existing on-site parking spaces, into twelve (12) Tesla charging station spaces. Due to the sub-standard widths of the existing parking spaces proposed to be modified to Tesla charging station spaces, two (2) existing parking spaces would be eliminated in connection with the project. No additional commercial square footage by way of building modifications or additions is proposed. In order to facilitate the proposed work, the Applicant is requesting a Shared Parking Reduction of fourteen (14) spaces from the Planning Board, from 1,563 spaces (previously approved), to 1,549 spaces (proposed). While only two (2) physical spaces will be eliminated due to restriping, the twelve (12) remaining Tesla charging station spaces have a limited use requiring the Applicant to seek a Shared Parking Reduction for all fourteen (14) spaces. As part of the application, the project requires minor disturbance to grassed areas behind the Tesla parking stalls in order to install three (3) Tesla Supercharger cabinets, one (1) 1600A, 480V switchgear, and one (1) utility transformer. The property consists of approximately 474,800 sq. ft. (10.9 acres) and is situated on the southern side of Tarrytown Road and on the northern side of Dobbs Ferry Road. The property is located in the UR Urban Renewal District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 7.480-295-2.
