I'M A RESIDENT OF ARDSLEY AND I'M THE PUBLIC INFORMATION OFFICER FOR ARDSLEY VOLUNTEER AMBULANCE CORPS.

I'M ALSO THE MOST RECENT, UH, CAPTAIN.

MY TERM IS CAPTAIN EXPIRED IN JUNE.

UH, SO I'VE BEEN WITH THE ORGANIZATION FOR 10 YEARS NOW, AND I WAS, I'VE BEEN AN OFFICER IN THE ORGANIZATION FOR SIX OF THOSE 10 YEARS, UM, WHERE ANDY AND I, ANDY DIGO AGAIN, UH, I'M ANDY DIGO.

I'M ALSO A MEMBER OF PEC FOR THE LAST 10 YEARS.

I'M ALSO, AS YOU KNOW, DEPUTY MAYOR OF THE VILLAGE OF ARTSY, AND WE WANT TO PRESENT THIS TO YOU TOGETHER, SO PLEASE CONTINUE.

SO WE'RE HERE TODAY TO ASK FOR YOUR CONSIDERATION IN CHANGING THE NUMBER OF YEARS OF TENURE OF VOL OF VOLUNTEER.

FIRST RESPONDER NEEDS TO HAVE FOR, THAT'S CURRENTLY AT FIVE YEARS DOWN TO TWO YEARS IN ORDER TO QUALIFY FOR THE PROPERTY TAX ASSESSMENT RELIEF, UH, THAT, UH, UM, MANY OF OUR VOLUNTEERS ARE ABLE TO TAKE ADVANTAGE OF.

UH, AS YOU MAY KNOW, UH, VOLUNTEERISM IS A STRUGGLING ENTITY, UH, ACROSS THE COUNTRY, UH, ESPECIALLY FOR FIRST RESPONDERS, VOLUNTEER AMBULANCE WORKERS, VOLUNTEER FIREFIGHTERS THAT MAKE UP A STRONG PART OF OUR COMMUNITY AS WELL AS, UH, NEW YORK STATE'S, UH, UH, PUBLIC SERVICES HAS HAD QUITE A BIT OF TROUBLE RECRUITING VOLUNTEERS.

E M S ALONE HAS LOST 44% OF ITS EMTS AND PARAMEDICS IN THE LAST FIVE YEARS, UH, BECAUSE IT'S A NON-ESSENTIAL SERVICE.

AND FOR THOSE THAT DO IT AS A CAREER, IT DOESN'T PAY PARTICULARLY WELL.

IS THAT NATIONWIDE, OR IS THAT, THAT'S JUST NEW YORK STATE.

OH.

DO YOU KNOW WHAT IT IS FOR HARDLEY? UH, HARDLEY, UH, THEY HAVE THE BEST, UH, COMPANY IN THE COUNTRY.

UH, HARLEY'S A BIT OF AN ENIGMA BECAUSE WE ACTUALLY HAVE GROWN OUR RANKS, UH, AND CONTINUE TO GROW OUR RANKS.

BUT OUR NEIGHBORING COMMUNITIES IN, UH, DOBBS FERRY, UM, UH, TARRYTOWN, UH, IRVINGTON HAVE NOT ONLY MOSTLY ABANDONED THE VOLUNTEER MODEL, BUT HAVE GONE TO PAID AND GONE TO PAID SERVICES.

BUT THEY ARE STRUGGLING TO RECRUIT, UH, UH, PEOPLE AND ORGANIZATIONS LIKE ARDSLEY AND HASTINGS, UH, THAT ARE STILL FULLY VOLUNTEER, ARE NEEDING TO SERVICE THEIR NEIGHBORING COMMUNITIES BECAUSE THEY'RE HAVING TROUBLE ATTRACTING AND RETAINING STAFF.

SO, ARE YOU HERE SPEAKING ON BEHALF OF THE VOLUNTEERS IN EACH OF THE VILLAGES? NO, I'M HERE SPEAKING ONLY ON BEHALF OF ARDSLEY E M S AND ALL THE OTHER ORGANIZATIONS AND, AND BY, UH, EXTENSION THE OTHER ORGANIZATIONS LIKE, UH, LEY FIRE DEPARTMENT AND, YOU KNOW, HASTINGS E M S AND HASTINGS FIRE DEPARTMENT THAT ARE FULLY VOLUNTEER.

SO YOU'RE SPEAKING ON BEHALF OF HASTINGS? UM, NO, I DID REACH OUT TO THEM AND TELL THEM I WAS TALKING TO YOU.

THEY DIDN'T GET BACK TO ME.

UM, SO YOU'RE SPEAKING ON BEHALF OF LEY.

I, I'M HERE REPRESENTING ONLY LEY, WHICH IS THE ONLY ORGANIZATION THAT I'M PART OF.

UM, ARDSLEY HAS DONE AN AMAZING JOB OF RECRUITING.

WE USE THE, I DON'T KNOW IF YOU'RE FAMILIAR WITH THE COUNTY HERO PROGRAM, UH, WHERE, UH, THE COUNTY IS PROVIDING, UH, TUITION RE UH, TUITION REIMBURSEMENT FOR COLLEGE STUDENTS, UH, OR PEOPLE WITH, UH, UH, OUTSTANDING COLLEGE LOANS WHO VOLUNTEER AND SERVE AT LEAST A YEAR, UH, WITH AN ORGANIZATION.

THEY CAN THEN, UH, APPLY FOR TUITION, UH, TUITION REIMBURSEMENT, HOWEVER, AND WE'VE MADE QUITE A BIT OF USE OF THAT.

WE ACTUALLY WENT TO MERCY COLLEGE.

WE RECRUITED HEAVILY AT MERCY COLLEGE.

WE'VE GOTTEN A LOT OF STUDENTS WHO ARE GOING TO SCHOOL LOCALLY, AND THEY COME AND THEY VOLUNTEER FOR A YEAR.

THEY QUALIFY FOR THE PROGRAM, AND WE ACTUALLY BROUGHT EIGHT VOLUNTEERS INTO AVAC IN ORDER TO, UH, AS PART OF THAT PROGRAM.

BUT THOSE PEOPLE ARE NOT REALLY THE TARGET THAT WE'RE TRYING TO REACH.

UH, THE TARGET AUDIENCE THAT WE'RE TRYING TO REACH ARE THE YOUNG FAMILIES THAT ARE MOVING INTO THE COMMUNITY, PUTTING THEIR CHILDREN IN SCHOOL, AND THEY'RE PLANNING TO LIVE IN ARDSLEY FOR THE NEXT 10 TO 15 YEARS.

OR, YOU KNOW, GREENBURG FOR THE NEXT 10 TO 15 YEARS MAKE USE OF THE WONDERFUL COMMUNITY THAT WE'VE BUILT.

AND THEY'RE, YOU KNOW, THOSE STUDENTS' PARENTS ARE THE TARGET THAT WE WANT TO GET.

MM-HMM.

, WE WANT TO GET SOMEBODY WHO'S NOT GONNA LEAVE US IN A YEAR OR TWO YEARS AS THEY GO TO SCHOOL AND GRADUATE AND MOVE ON WITH THEIR CAREERS AND THEIR LIVES.

WE WANT TO GET THOSE PARENTS

AND TRAIN THEM AND GET THEM TO BE PART OF OUR COMMUNITY AT AS AQ AND IN THE FIRE DEPARTMENT AND STAY WITH US FOR AT LEAST 10 YEARS, IF NOT LONGER.

A LOT OF OUR, SO THE REASON, ONE OF THE REASONS WHY ORLEY IS SO SUCCESSFUL IS BECAUSE YOU USED, YOU HAVE A VERY VIBRANT, UH, STUDENT ENROLLMENT.

YES.

UH, BUT LET'S SAY YOU DIDN'T HAVE THE STUDENT ENROLLMENT.

WOULD YOUR ENROLLMENT OF VOLUNTEERS STILL BE HIGH OR WOULD NOT BE THAT CORRECT? IT WOULD, IT WOULD BE.

WE WOULD PROBABLY LOSE ABOUT 15% OF OUR RESPONDERS.

SO YOU WOULD'VE BEEN THEN IN TROUBLE WITH THAT IF YOU HAD NO, YOU KNOW, IF YOU WEREN'T ABLE TO USE, UH, STUDENTS, YOU WOULD BE ALSO IN TROUBLE, LIKE OTHER COMMUNITIES, NOT AS BAD AS THE OTHER COMMUNITIES, BUT WE WOULD, WE WOULD BE HAPPY.

YOU'RE STRUGGLING.

YES.

'CAUSE WE WOULD BE ASKING AN AWFUL LOT OF OUR VOLUNTEERS.

UH, A AS OF NOW WE DO BETWEEN 750 AND 800 EMERGENCY RESPONSES A YEAR.

HOW, IN TERMS OF THE COST, YOU KNOW, UH, MAKING TWO YEARS RATHER THAN FIVE, YOU KNOW, FIVE YEARS, UH, WOULD YOU HAVE LIKE ANY ESTIMATE WHAT THAT WOULD BE? WELL, FOR AS A, WE TYPICALLY RECRUIT, UH, FOUR TO FIVE NEW HOMEOWNERS A YEAR.

UH, AND THAT WOULD QUALIFY WHEN THEIR, WHEN THEIR TENURE IS UP, UH, FOR THE PROPERTY TAX ASSESSMENT LEAVE, I DON'T KNOW ON AN AVERAGE BASIS WHAT EACH HOMEOWNER'S VALUE IS, BUT, UH, THE WAY THE PROGRAM WORKS, IT REDUCES THEIR TAX ASSESSMENT BY THEIR, THEIR PROPERTY ASSESSMENT BY 10%.

THE PROGRAM IS ONLY OPEN TO PEOPLE WHO ARE HOMEOWNERS.

IT'S NOT OPEN TO RENTERS.

SO, UH, YOU HAVE TO QUALIFY FOR THE PROGRAM.

YOU HAVE TO STAY WITH THE ORGANIZATION FOR AT LEAST FIVE YEARS RIGHT NOW.

AND, UH, YOU KNOW, YOU HAVE TO HAVE A PROPERTY IN THE VILLAGE OR IN THE, IN THE TOWN.

I, YOU'RE BASICALLY TALKING, UM, I'M SORRY, YOU SAID YOU GOTTA BE PROPERTY OWNER TO BE ON THE VOLUNTEER? NO, YOU HAVE TO BE A PROPERTY PROPERTY OWNER TO QUALIFY FOR THE PROGRAM THAT WE'RE TALKING ABOUT.

AND WHAT YOU'RE ASKING THE TOWNS TO DO, WOULD IT BE JUST THE TOWN PORTION OF THE TAXES OR LEYS ALREADY ADOPTED THIS FOR THE VILLAGE? SO THIS WOULD BE JUST THE TOWN PORTION OF THE TAXES? YES.

WHICH WOULD BE BASICALLY INSIGNIFICANT BECAUSE THE TOWN PORTIONS ONLY 2% OF THE TOTAL.

UH, UM, PROBABLY A LITTLE BIT MORE THAN THAT, PAUL, BECAUSE, UH, WE SERVICE NOT JUST THE VILLAGE OF ARDSLEY, BUT THE SCHOOL DISTRICT OF ARDSLEY AND WE RECRUIT WITHIN THE SCHOOL DISTRICT.

SO PART OF OUR RESPONSE AREA, UH, OUR FULLY GREENBURG RESIDENTS AND NOT VILLAGE RESIDENTS.

RIGHT.

SO, SO IS THE SCHOOL DISTRICT THE, THE BOUNDARY OF THE AMBULANCE CAR? YES.

SO, AND YOU SAID THE VILLAGE OF LEY WENT ALONG WITH THIS VILLAGE, ADOPTED IT AT THEIR LAST MEETING LAST MONTH.

UH, THE VILLAGE OF DOBS FERRY HAS ALSO ADOPTED IT.

UH, AND UH, UH, THE VILLAGE OF HASTINGS, I THINK FOR THE FIRST TIME ADOPTED THE PROGRAM, BUT THEY ADOPTED IT AT THE FIVE YEAR MARK, NOT THE TWO YEAR MARK.

WELL, I THINK EVERYBODY ADOPTED IT AT THE FIVE YEAR MARK.

UM, NO, YOU'D BE SURPRISED.

SOME VILLAGES HADN'T ADOPTED IT AT ALL.

UH UH, SO HASTINGS HAS NOW ADOPTED IT, AND I THINK IT'S AT THE FIVE YEAR MARK, WHICH VILLAGE DID NOT ADOPT THE FIVE YEARS.

UH, WELL, UNTIL RECENTLY I DON'T THINK HASTINGS HAD, AND, UM, ARDSLEY SCHOOL DISTRICT, YOU KNOW, SCHOOL, UH, SCHOOLS HAVE ALSO ADOPTED IT AT THE FIVE YEAR AND AFTER, NOW THAT WE'VE MET WITH THE VILLAGE, AND NOW WE'RE MEETING WITH YOUR BOARD, WE'RE ACTUALLY GONNA APPROACH THE SCHOOL DISTRICT AND GET, SEE IF WE CAN GET THEM TO CHANGE FROM FIVE YEARS TO TWO YEARS.

'CAUSE EACH TAXING ENTITY HAS TO ADOPT US UNTIL 2025.

WHEN I UNDERSTAND THAT THE LAW BECOMES MANDATED, UH, FOR ALL TAXING ENTITIES.

SO IT CAN'T BE EFFECTIVE UNLESS EVERYONE ADOPTS IT.

RIGHT.

BECAUSE, UH, IT'S MORE EFFECTIVE WHEN EVERY ENTITY ADOPTS IT.

HOW CAN IT BE EFFECTIVE IF EVERY ENTITY DOESN'T ADOPT IT? IF SOME ARE FILED AND SOME ARE TWO BECAUSE ONLY THE PORTION OF THE TAXES, IT WOULD BE PEOPLE PAY, THEY COULD GET RELIEF FOR THE TOWN PORTION OF THE TAXES, BUT NOT FOR THE SCHOOL PORTION OF THE TAXES.

THE VETERANS, IT CAN BE BROKEN UP THAT WAY IN THAT FASHION.

YES.

SO HOW DOES THAT, HOW DOES THAT WORK? SINCE IT, IF IT'S THE SCHOOL DISTRICT, THERE'S AREAS OF THE TOWN OF GREENBURG WHERE IT'S ARLEY SCHOOL DISTRICT, BUT THEY'RE PAYING PAID FIRE TAXES AND PAID AMBULANCE SERVICE.

THEY WOULD NOW BE ALSO PAYING FOR THE VOLUNTEERS.

SO THERE IS AN AREA WHERE, UH, IT, IT IS A GREENBERG POLICE RESPONSE AND IT'S PAID FIRE RESPONSE, BUT IT'S OUR AMBULANCE SERVICE.

THAT RESPONSE, HOW THAT WORKS WITH THEIR TAXES TO GREENBERG, I DON'T KNOW.

BUT THERE'S, BUT WE SERVICE, UH, IN FACT ALL THE WAY DOWN TO ST.

ANDREW'S, UH, OVER IN, YOU KNOW, HASTINGS AREA AND ALL THE WAY UP, UH, YOU KNOW, TOWARDS WHITE PLAINS.

WE'D

HAVE TO CHECK TO SEE WHETHER OUR ASSESSOR AND, UM, G I S HOW THAT, HOW THAT WOULD WORK.

HOW MANY CURRENT VOLUNTEERS DO YOU HAVE? UM, IT VARIES MONTH TO MONTH, A LITTLE BIT.

WAIT, WHEN YOU SAID YOU HAVE SEVEN 50 TO 800 CALLS, IS THAT INCLUDING THE FIRE OR IS IT SOLELY NO, THAT'S JUST US.

IT JUST, JUST, JUST THE AMBULANCE.

OKAY.

THE, THE FIRE DEPARTMENT TYPICALLY DOES ANOTHER, UH, TWO 50 ISH, UH, ON AN ANALYZE BASIS.

NOW, IF YOU'RE SAYING YOU'RE GROWING YOUR RANKS, WHY DO YOU NEED THE FURTHER INCENTIVE OF DROPPING IT FROM FIVE YEARS TO TWO YEARS? BECAUSE WE'RE GROWING OUR RANKS WITH PEOPLE WHO ARE TRANSIENT.

AND FOR THIS TO BE SUSTAINABLE, WE NEED TO MOVE BACK TO GETTING PEOPLE THAT WE CAN TRAIN AND WHO WILL STAY WITH US FOR A, A LONGER PERIOD OF TIME.

IT'S VERY TAXING ON OUR LEADERSHIP TO PERPETUALLY TRAIN NEW VOLUNTEERS.

REMEMBER THIS, EVERYONE'S A VOLUNTEER.

SO WE'RE DOING OUR DAY JOB.

WE'RE COMING IN, WE'RE DOING OUR OWN TRAINING TO KEEP OUR SKILLS UP.

WE'RE RECRUITING PEOPLE, WE'RE TRAINING NEW PEOPLE.

OUR GOAL IS TO GET A STEADY GROUP OF, UH, YOU KNOW, 40 TO 50 PEOPLE THAT WE CAN RELY ON THAT HAVE BEEN WORKING TOGETHER FOR A WHILE, AND THAT, UH, ARE ARE GONNA BE THERE WHEN WE NEED THEM.

IT'S A LOT OF WORK TO TAKE, UH, A MERCY COLLEGE STUDENT WHO'S NEVER RIDDEN ON AN EMERGENCY VEHICLE, GET THEM QUALIFIED TO RIDE THAT EMERGENCY VEHICLE, AND THEN BY THE TIME YOU FINALLY HAVE CONFIDENCE IN THEM, THEY'RE GRADUATING AND, UH, MOVING ON TO, UH, THEIR LIVES.

HOW WOULD CHANGING TO TWO YEARS MAKE ANY DIFFERENCE IN THE TRANSIENT? UH, IT WOULDN'T, IT WOULD, UH, GIVE US A RECRUITING TOOL TO GO AFTER THE, UM, ADULTS IN THE COMMUNITY WHO MAY HAVE RECENTLY MOVED IN, WHO'VE NEVER DONE THIS TYPE OF WORK BEFORE, BUT THEY'RE PLANNING ON LIVING THERE FOR 10 OR 15 YEARS WHILE THEIR KIDS GO THROUGH THE SCHOOL SYSTEM.

SO IT'S A, IT, IT'S A RETENTION TOOL FOR THE PEOPLE THAT JUST JOINED.

AND IT'S A RECRUITING TOOL FOR THE PEOPLE THAT HAVEN'T DECIDED TO JOIN ME.

SO THEN, AND TO USE YOUR EXAMPLE OF MERCY COLLEGE STUDENTS, THEN YOU'D BE LESS INCLINED TO TAKE MERCY COLLEGE STUDENTS BECAUSE OF THEIR TRANSIENCE? IS THAT WHAT YOU'RE SAYING? I'M NOT QUITE CLEAR ON THAT.

I WOULDN'T, I WE WOULDN'T TURN VOLUNTEERS AWAY.

UH, AND WE CERTAINLY FIND VALUE IN TRAINING EVERYONE WITH THESE SKILLS, WHICH ARE LIFE SKILLS, BUT THEY'RE NOT THE TARGET THAT WE REALLY WANT, AND THEY WOULDN'T JOIN US IF IT WASN'T FOR THE HERO PROGRAM.

THAT'S ANOTHER INCENTIVE THAT BROUGHT IT THEN TO US.

SURE.

AND IT'S BEEN VERY, UH, SUCCESSFUL.

SUCCESSFUL, YEAH.

YEAH.

COULD YOU PROVIDE US SOME INFORMATION REGARDING, YOU KNOW, HOW MANY PEOPLE CAME IN IN THE LAST TWO OR THREE YEARS, YOU KNOW, FROM THAT PROGRAM VERSUS THE NEW OWNERS? UM, IT WOULD SEEM LIKE IF YOU'RE GOING AFTER THE COLLEGE KIDS, UH, RATHER THAN A PROPERTY TAX REDUCTION, SOMETHING DEALING WITH, YOU KNOW, THEIR TUITION OR SOMETHING LIKE THAT WOULD MAKE SENSE IF YOU WANTED TO KEEP THEM AROUND.

UM, WE'RE UP AGAINST A VERY HARD STOP THOUGH AT 5 45.

I, I GOT STARTED MY, I HAVE TWINS AND TODAY'S THEIR BIRTHDAY, SO I HAVE TO HAPPY BIRTHDAY TO THEM.

BECAUSE THE THING IS, IF YOU LOOK AT DOING THIS, UM, YOU KNOW, IT'S MUCH CHEAPER THAN, YOU KNOW, IF THEY GET FIVE PEOPLE, IT'S STILL MUCH CHEAPER THAN HAVING AN EMPLOYEE.

UM, MOST, MOST OF OUR COM, MOST OF THE OTHER AGENCIES AROUND ARE PAYING BETWEEN 17 AND $19 AN HOUR FOR AN E M T.

UH, SO, YOU KNOW, IT WOULD BE, UH, TO FULLY STAFF 24 HOURS A DAY, SEVEN DAYS A WEEK WOULD BE A HAVE TO DO THE MATH, BUT IT'S SEVERAL HUNDRED THOUSAND DOLLARS A YEAR.

RIGHT.

SO, BUT IT'S ALSO AN AMAZING, UH, ADMINISTRATIVE HASSLE IN MANAGING THOSE FOLKS, WHICH ARE TYPICALLY PER DIEM.

THEY TYPICALLY WORK TWO OR THREE JOBS BECAUSE WHO CAN SURVIVE ON, YOU KNOW, 17, $19 AN HOUR? AND, UH, SO EVEN IN THE PER DIEM RANKS, YOU'RE CONSTANTLY RECRUITING, CONSTANTLY MAKING SURE THAT MM-HMM.

, THOSE PEOPLE UNDERSTAND HOW YOUR AGENCY WORKS, AND THEN YOU'RE HOPING THAT THEY SHOW UP AT WORK.

RIGHT.

SINCE 1962, ASVAB HAS BEEN A HUNDRED PERCENT

VOLUNTEER AND YOU KNOW, IF YOU GO BACK, YOU KNOW, SIX OR, YOU KNOW, 10 YEARS, WHEN I JOINED THE CALL VOLUME WAS CLOSER TO 500 IN THE LAST DECADE.

THE CALL VOLUME HAS EXPLODED.
