The Greenburgh Town Board appreciates comments from residents at its open meetings.  Recently, comments have been made that, whether intended or not, were hurtful to other members of the public because the comment perpetuated racial or religious tropes and stereotypes.  We believe it is appropriate to remind everyone that bigotry and hate have no place in Greenburgh.  As we move forward we will work together to educate each other around this issue.  Our goal is to maintain a robust and constructive dialogue.  We are confident that this Town can continue to have these dialogues.

Following the moment of silence, anyone who would like to provide additional reflections with be given the opportunity to do so.

In memory of Elvira de Field, 100, an Elmsford resident for 33 years, who passed on July 1st.  Elvira was born on February 5, 1923. In 1955, she married Carlos Field in Cartagena, Colombia and they had five children. She emigrated to the Village of Elmsford in 1990. A woman of strength and tenacity, Elvira survived COVID-19 in 2020. Even at the age of 100, her mind was extremely sharp, and she loved to share numerous stories of her younger years. She had a jovial spirit, was very lively, and loved to sing and dance. She was an avid and skilled seamstress and cook. Her most popular dish was arroz con coco. She was a devoted mother, grandmother, and friend. Her passing has left a profound sadness in the hearts of all she touched. In memory of Christina Elizabeth Victor Jackson, 92, mother of Department of Community Resources Commissioner Terrance Jackson, who passed on July 12. Christina was born in Boston, where she attended Boston Public schools. She then attended Virginia Union, majoring in Business Administration, after which she moved to New York accepting a position with the Queens County Court System.  In 1952, she married Warren G. Jackson, a marriage that spanned 69 years born three children. Christina participated in numerous community and service organizations.  She was an active member of the Queens Alumnae Chapter of Delta Sigma Theta, and national president of Hansel & Gretel, a family organization dedicated to Black enrichment and service.  After moving to Hartsdale, she was a founding member of Hansel & Gretel's Westchester, NY Chapter and actively helped raise awareness and funding for Sickle Cell Anemia, a disease that disproportionately impacts African Americans.  Christina was among leaders of a successful class action suit launched in Westchester, NY against Con Edison.  Christina partnered with her husband to build Circulation Experti , Ltd, one of the nation's first and oldest Black-owned public relation firms, representing such clients as Reebok, General Motors, Philip Morris, IBM, JP Morgan Chase and Colgate-Palmolive.  As the firm's comptroller, Christina taught a generation of employees the importance of contributing to their retirement accounts and preparing financially for the future.

In memory of Isabel E. Villar, 74, Founder and Executive Director of El Centro Hispano, who passed on July 12. Throughout her long and distinguished career, Isabel was not only co-host of the Centro Hispano cable TV program, “El Centro Hispano Informa,” but she served on numerous committees, councils and advisory boards. Her voice and influence reached far and wide, as evinced by being honored with forty-two different awards over the years, including The Statue of Liberty Award, the Americanism Award from the Daughters of the American Revolution, the Women of Distinction Award from the New York State Senate, The Caring New Yorker Award from Fidelis Care New York Liberty, the Harold Fitzpatrick Community Leadership Award from the African American Men of Westchester and the Business Council of Westchester, The AJC Westchester/Fairfield Woman of Valor Award and the Westchester County Board of Legislator for her outstanding contributions and civic activities in Westchester County as the Founding Director of El Centro Hisano. She was proud to be inducted into the White Plains High School Hall of Fame, the YWCA Hall of Fame, and the Westchester Senior Citizens Hall of Fame. A very special moment was having a section of Lexington Avenue in White Plains renamed Isabel Elsa Villar Boulevard in her honor in October of 2013. For the last 15 years she valiently battled ovarian cancer.  Traveled to 102 countries and islands, and sang at each opportunity.  Isabel is gone, but not forgotten. 
In memory of James (Jim) A. Dauterman, Jr., 56, Volunteer Coordinator and Assistant to Manager of the Living Collections at the Greenburgh Nature Center, who passed on July 14.  He attended Roosevelt High School and Manhattan College. He joined the Greenburgh Nature Center in 2022 and worked as a Volunteer Coordinator and Assistant Manager of Living Collections.  Jim was held in the highest regard by all those who crossed paths with him.  Everyone he has worked with seem to have the same opinion; that he was very intelligent, and the kindest, most caring and giving person they had ever met. He formed personal connections with many other volunteers at the Greenburgh Nature Center. Jim was unmatched in his passion for his work and devotion to the betterment of the lives of the animals. He will be sorely missed.

In memory of Barbara Watson Perry, 85, the second Executive Director of the Theodore Young Community Center and the first female Commissioner of the Department of Human Resources, who passed on July 15th.  Barbara led the department when construction of a second floor at the TDYCC was built. She lobbied NYS to appropriate funds for this important addition which enabled the TDYCC to provide patrons and children with a dedicated dance studio, and additional classrooms and social programs.  Barbara also was responsible for enriching cultural activities, starting a jazz concert series that continues today.  Prior to her being appointed Commissioner, Barbara served as Assistant to the Commissioner of the Department of Parks and Recreation.  She was a long time advocate for providing quality social and recreational programs in Greenburgh.  She was a special woman who was passionate about the community and the TDYCC, speaking out on matters she felt strongly about and wasn't afraid to express herself.  She did a tremendous amount of good during her life and changed many lives in a positive manner.  Barbara will be missed by our community and remembered for the legacy she has left us. 

In memory of the people in Ukraine killed during Russia's invasion and relentless intentional targeted bombing of civilians in apartment buildings, hospitals, train stations, schools and children centers, deliberately targeting utilities used by civilians to leave them without electricity and heat through the brutal winter weather, with mass graves being found after invaded areas have been retaken, and now Russia's agressive bombing of Ukraine's food-producing infrastructure to disrupt food supplies worldwide, all in Russia's effort to destroy Ukraine and its people, who are forced to fight for their land, their freedom, and general democratic principles.  May they rest in peace and peace be restored to Ukraine.

          GOOD NEWS...The Town continues (since 2008) to have the highest possible bond rating from Standard & Poors (AAA) and (since 2010) (Aaa) from Moody's.  Less than 1% of communities in the nation have this record of financial stability.  Recently, on 3/23/2021, Moody's reaffirmed the Town earned Moody's highest rating and, on 03/26/2021, Standard & Poors once again reaffirmed the Town earned Standard & Poors highest rating.
