GOOD EVENING, EVERYBODY. [00:00:01] SOMETHING. I SAID. GOOD EVENING, EVERYBODY. WE HAVE OUR TOWN BOARD MEETING, AND UM, THANK YOU FOR, UH, JOINING US. IT'S, UM, SEPTEMBER 27TH AT, UH, 7 42, AND WE'RE THREE MINUTES AHEAD OF, UH, OUR USUAL 15 MINUTES LATE. START STARTING TIME. UM, BUT WE'LL START WITH, UM, THE PLEDGE [ PLEDGE OF ALLEGIANCE] OF ALLEGIANCE. PLEDGE OF ALLEGIANCE, ALLEGIANCE TO THE UNITED STATES OF AMERICA, AND TO THE REPUBLIC FOR WHICH STANDS, ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL. AND STANDING PLEASE. [ MOMENT OF SILENCE In memory of Kathleen (Earley) Williams, 84, mother of Elmsford Mayor Robert Williams, was called to heaven on Friday, September 15, 2023, after an 8-year battle with Alzheimer's. Kathy has very strong ties to the Town of Greenburgh. She was born at the Grasslands Hospital, which is now called Westchester Medical Center. She was raised in Elmsford, living in the Flat Iron Building, which used to be where the centennial clock is now on the corners of 9A and 119, and she attended both Our Lady of Mount Carmel School and Alexander Hamilton High School in Elmsford. After high school she attended the Winds Beauty Culture School and went on to work as a hairdresser at Charlie's Beauty Salon in the Flat Iron Building. In 1960, in Elton, Maryland, she married the love of her life, Walter, a former owner of Brookfield Auto Wreckers. They lived in White Plains for a short period and then moved to Greenburgh. After being a stay-at-home mom, Kathy went back to work at the Elks Club in White Plains, briefly owned C & G Coffee Shop in White Plains and then worked for 10 years at the N.Y.S. School for the Deaf in Greenburgh as a house mother for dormitories. Walter’s unexpected death in 1989 at the age of 57 was devastating. In 2001 she moved to South Carolina until 2016 when she returned to Greenburgh for care in her final year at Andrus Nursing Home in Hastings, which brought comfort to Kathy and the Williams’ family by its excellent care. A mother to Robert, Susan, Sandra and Walter, Jr. (deceased), six grandchildren, and three great grandchildren, Kathy leaves an extended family, saddened by her loss but comforted knowing she is at peace. In memory of Joseph A. Danko, III, 86, grandfather of Town Attorney Joseph A. Danko, passed Saturday, September 16, 2023, at St. Luke's Hospital, Warren Campus. He was the husband of Frances (Rizzi) Danko. Together they celebrated their 65th wedding anniversary, October 3, 2022. Born in Windber, PA, in 1937, he was the son of the late Joseph and Anna (Steffish) Danko. Prior to retiring, he was employed as a mechanic for Warren George, Jersey City, NJ. He was a member of St. Elizabeth of Hungary Parish, Pen Argyl, where he served as a Usher at the 8 AM Mass for many years and he was also a member of the Carpenter's Union. Joseph was an avid football fan, following the NY Jets and Penn State. In addition to his wife Frances, he is survived by a daughter, Donna Positano and her husband Frank of Saylorsburg; two sons; four grandchildren, including our Town Attorney; and five great grandchildren. He was preceded in death by a brother, Edward Danko. May he rest in peace. In memory of Gisela Knight, who was a go-to person for all kinds of public service. She became the president of the local chapter of the League of Women Voters, then a trustee on the Dobbs Ferry Board, and then was elected mayor of Dobbs Ferry. After finishing her service as mayor, in 1992 she was appointed the Town's Comptroller, where she served with distinction until her retirement. She then moved to New Mexico where her daughters lived. Gisela was enormously admired, not only for her exceptional abilities, but also because she was a person universally regarded as possessing absolute integrity. It was said of her that she was incapable of fudging or lying, and that was probably the reason, in addition to her abilities, why she was so admired and so sought after for positions of responsibility and leadership. In memory of the people in Ukraine killed during Russia's invasion and relentless intentional targeted bombing of civilians in apartment buildings, hospitals, train stations, schools and children centers, deliberately targeting utilities used by civilians to leave them without electricity and heat through the brutal winter weather, with mass graves being found after invaded areas have been retaken, and now Russia's aggressive bombing of Ukraine's food-producing infrastructure to disrupt food supplies worldwide, all in Russia's effort to destroy Ukraine and its people, who are forced to fight for their land, their freedom, and general democratic principles. May they rest in peace and peace be restored to Ukraine.] WE HAVE, UM, A MOMENT OF, UH, SILENCE AND MEMORY OF KATHLEEN EARLY WILLIAMS, MOTHER OF ELMSFORD, MAYOR ROBERT WILLIAMS, WHO WAS CALLED TO HEAVEN ON FRIDAY, SEPTEMBER 15TH. AFTER AN EIGHT YEAR BATTLE WITH ALZHEIMER'S, KATHY HAD VERY STRONG TIES TO THE TOWN OF GREENBURG. SHE WAS BORN IN THE GRASSLAND HOSPITAL, WHICH IS NOW CALLED WESTCHESTER MEDICAL CENTER. SHE WAS RAISED IN ELMSFORD, LIVED IN THE FLAT IRON BUILDING, WHICH USED TO BE WHERE THE CENTENNIAL CLOCK IS NOW ON THE CORNER OF NINE A AND ONE 19. AND SHE ATTENDED BOTH OUR LADY OF MOUNT CARMEL SCHOOL AND ALEXANDER HAMILTON HIGH SCHOOL IN ELMSFORD AFTER HIGH SCHOOL, SHE ATTENDED THE WINDS BEAUTY CULTURE SCHOOL AND WENT TO WORK AS A HAIRDRESSER AT CHARLIE, UH, CHARLIE'S BEAUTY SALON IN THE FLAT IRON BUILDING IN 1960 IN ELTON, MARYLAND, SHE MARRIED THE LOVER HER LIFE. WALTER, A FORMER OWNER OF BROOKFIELD AUTO RECORDS. THEY LIVED IN WHITE PLAINS FOR A SHORT PERIOD AND THEN MOVED TO GREENBURG AFTER BEING A STAY AT HOME MOM. KATHY WENT BACK TO WORK AT THE ELKS CLUB IN WHITE PLAINS, BRIEFLY OWNED C N G COFFEE SHOP IN WHITE PLAINS, AND THEN WORKED FOR 10 YEARS AT THE NEW YORK STATE SCHOOL FOR THE DEATH IN GREENBURG AS A HOUSE MOTHER FOR DORMITORIES. WALTERS UNEXPECTED DEATH IN 1989 AT THE AGE OF 57 WAS DEVASTATING, AND SHE MOVED TO SOUTH CAROLINA UNTIL 2016 AND THEN RETURNED TO GREENBURG FOR CARE IN HER FINAL YEARS AT ANDRES NURSING HOME IN HASTINGS, WHICH BROUGHT COMFORT TO KATHY AND THE WILLIAMS FAMILY BY ITS EXCELLENT CARE, A MOTHER TO ROBERT, SUSAN, SANDRA, AND WALTER, AND SIX GRANDCHILDREN, AND THREE GREAT-GRANDCHILDREN. KATHY LEAVES AN EXTENDED FAMILY, SA SADDENED BY THE LOSS, BUT COMFORTED KNOWING SHE IS AT PEACE. AND WE ALSO ARE HAVING A MOMENT OF SILENCE IN MEMORY OF JOSEPH DANKO II, WHO WAS 86. GRANDFATHER OF THE TOWN ATTORNEY JOE DANKO, WHO PASSED AWAY SEPTEMBER 16TH, 2023 AT ST. LUKE'S HOSPITAL, WARREN CAMPUS. HE WAS A HUSBAND OF FRANCIS RIZZI, UH, DANKO. TOGETHER, THEY CELEBRATED THEIR 65TH WEDDING ANNIVERSARY ON OCTOBER 3RD, 2022. BORN IN WIMBER, PENNSYLVANIA IN 1937. HE WAS A SON OF THE LATE JOSEPH AND ANNA STANKO. PRIOR TO RETIRING, HE WAS EMPLOYED AS A MECHANIC FOR WARREN GEORGE, UM, JERSEY CITY, NEW JERSEY. HE WAS A MEMBER OF ST. ELIZABETH OF HUNG HUNGARY PARISH, PENN ARGO, WHERE HE SERVED AS AN USHER AT THE 8:00 AM THE S FOR MANY YEARS. AND HE WAS ALSO A MEMBER OF THE CARPENTER'S UNION. UM, JOSEPH WAS AN AVID FOOTBALL FAN FOLLOWING THE NEW YORK JETS AND PENN STATE. IN ADDITION TO HIS WIFE FRANCIS, HE HAS SURVIVED BY A DAUGHTER, DONNA POSITANO AND HER HUSBAND FRANK. UH, SAILORS BERG, TWO SONS, FOUR GRANDCHILDREN, INCLUDING OUR TOWN ATTORNEY, WHO WE EXPRESS OUR SYMPATHIES TO, AND FIVE GRANDCHILDREN. HE WAS, UM, UH, PROCEEDED IN DEATH BY BROTHER ED DANKO. MAY HE REST IN PEACE. AND TO TODAY I LEARNED THE SAD NEWS OF, UH, THE PASSING OF THE FIRST, UH, CONTROLLER WHO WAS SERVED, UM, DURING MY ADMINISTRATION AS TOWN SUPERVISOR. GIZA LE KNIGHT WAS, UM, THE FORMER CONTROLLER OF, UM, OF GREENBERG. UM, AND SHE DIED SEPTEMBER 26TH, 2023 IN SANTA FE, NEW MEXICO, THE PLACE TO WHICH SHE RETIRED AFTER HER YEARS AS GREENBERG CONTROLLER. UH, HERBERT ROSENBERG. UM, THE FORMER VILLAGE JUDGE IN DOBBS FERRY, UM, MENTIONED THAT GELA WAS BORN IN GERMANY IN 1927. SHE LIVED, UH, THROUGH THE TERRIBLE NAZI YEARS, WHICH SHE HATED AFTER THE WAR. SHE SERVED AS A TRANSLATOR. SHE MET HER HUSBAND, THE AMERICAN DAVID KNIGHT. THEY CAME TO THE UNITED STATES AND SETTLED TO DOBS FERRY. [00:05:01] GLE, AS SOON BECAME ONE OF DOBS FERRY'S MOST ADMIRED RESIDENTS, SHE WAS A GO-TO PERSON FOR ALL KINDS OF PUBLIC SERVICE. SHE BECAME THE PRESIDENT OF THE LOCAL CHAPTER OF THE LEAGUE OF FOREIGN VOTERS. SHE WAS A TRUSTEE ON THE DOBS FERRY BOARD, AND THEN WAS ELECTED MAYOR OF DOBS FERRY. AFTER FINISHING HER SERVICE AS MAYOR IN 1992, SHE WAS APPOINTED CONTROLLER OF GREENBURG. SHE SERVED WITH DISTINCTION UNTIL HER RETIREMENT, AND THEN MOVED TO NEW MEXICO WHERE HER DAUGHTERS LIVED. GILA WAS ENORMOUSLY ADMIRED, NOT ONLY FOR HER EXCEPTIONAL ABILITIES, BUT ALSO BECAUSE SHE WAS A PERSON UNIVERSALLY REGARDED AS POSSESSING ABSOLUTE INTEGRITY. IT WAS SET OF HER THAT SHE WAS INCAPABLE OF FUDGING OR, OR LYING, AND THAT WAS PROBABLY THE REASON, IN ADDITION TO HER ABILITIES, WHY SHE WAS ADMIRED AND SO SOUGHT AFTER FOR POSITIONS OF RESPONSIBILITY AND LEADERSHIP. AND I REMEMBER, UM, AFTER, UH, WINNING MY FIRST ELECTION AS TOWN SUPERVISOR, UH, HER ROSENBERG, UH, SUGGESTED, UH, HER, UM, HER APPOINTMENT. AND, YOU KNOW, SHE JUST WAS ENORMOUSLY, UH, TALENTED. WHAT I LIKED ABOUT HER WAS SHE WAS TOTALLY HONEST AND, UH, VERY EFFICIENT, VERY, UH, VERY DEDICATED, UH, PASSIONATE. SHE WAS VERY DETAIL, UM, ORIENTED. SHE WASN'T AFRAID TO SAY WHEN SHE THOUGHT I WAS RIGHT OR WRONG, UH, OR WHEN ANYBODY WAS RIGHT OR WRONG, YOU KNOW, SHE JUST WANTED TO MAKE SURE THAT PEOPLE WERE GETTING GREAT VALUE FOR, UH, THEIR, UH, FOR THEIR TAX DOLLARS. SO, YOU KNOW, SHE SET A, A GREAT TONE, UM, AND LAID A GREAT FOUNDATION FOR OTHER, YOU KNOW, CONTROLLERS. AND SHE WILL DEFINITELY BE MISSED AND, AND NOT, YOU KNOW, AND NOT FORGOTTEN. AND, YOU KNOW, I JUST REALLY THINK WHEN YOU THINK OF A MODEL PUBLIC SERVANT, SHE WAS A MODEL PUBLIC SERVANT BECAUSE SHE WASN'T IN IT FOR, UM, YOU KNOW, FOR HERSELF. SHE JUST WANTED THE BEST FOR THE TOWN. AND SHE WAS VERY PERSONABLE. WHETHER OR NOT YOU WERE TOWN STAFF OR A MEMBER OF THE PUBLIC AT THE TIME, I WAS A MEMBER OF THE PUBLIC. AND SHE VERY FORTHRIGHT WITH INFORMATION. AND, UH, SHE JUST REALLY BELIEVED IN, IN, IN TRANSPARENCY AND IN TEAMWORK. AND, UH, PART OF THE TEAM WAS THE PUBLIC. SO THANK YOU. AND IN MEMORY OF THE PEOPLE IN UKRAINE KILLED DURING RUSSIA'S INVASION AND RELENTLESS, INTENTIONAL, TARGETED BOMBINGS OF CIVILIANS AND APARTMENT BUILDINGS, HOSPITALS, TRAIN STATION SCHOOLS AND CHILDREN'S CENTERS, DELIBERATELY TARGETING UTILITIES USED BY CIVILIANS TO LEAVE THEM WITHOUT ELECTRICITY AND HEAT THROUGH THE BRUTAL WINTER WEATHER WITH MASS GRAVES BEING FOUND AFTER INVADED AREAS HAVE BEEN RETAKEN. AND NOW RUSSIA'S AGGRESSIVE BOMBING OF UKRAINE'S FOOD PRODUCING INFRASTRUCTURE TO DISRUPT FOOD SUPPLIES WORLDWIDE. ALL AND RUSSIA'S EFFORT TO DESTROY UKRAINE. AND ITS PEOPLE WHO ARE FORCED TO FIGHT FOR THE LAND, THEIR FREEDOM AND GENERAL DEMOCRATIC PRINCIPLES MAY THEY REST IN IN PEACE. THANK YOU. NEXT, UM, I DON'T SEE, UH, MARTIN'S, UH, OF HARTSDALE WHO'S CELEBRATING HIS, UM, HUNDREDTH SECOND BIRTHDAY. UM, HE'S NOT HERE, UM, BUT I WANT TO, UH, WISH HIM A HAPPY, UM, BIRTHDAY. AND, UM, WE HAVE, UM, A LOT OF EXCEPTIONAL YOUNG PEOPLE LIVING IN THE COMMUNITY. UM, AND WE LIKE TO, UM, HIGHLIGHT, UM, HOW LUCKY OUR COMMUNITY IS TO HAVE YOUNG PEOPLE WHO ARE JUST REALLY AMAZING AND GREAT INSPIRATIONS. SO I'D LIKE TO ASK MO HUN DESAI, UH, WHO WILL TALK A LITTLE BIT ABOUT, UM, THE YOUTH COUNCIL AND, UM, UH, HIS EFFORTS ADDRESSING US FOREIGN POLICY AND SOLUTIONS TO CURRENT US FOREIGN POLICY ISSUES WORLDWIDE. SO YOU COULD COME UP AND, UH, THIS IS YOUR OPPORTUNITY TO SPEAK TO HIM BEFORE HE BECOME SECRETARY OF STATE. UH, HI EVERYONE. I'M MOHAN DESAI. I'M A JUNIOR AT IRVINGTON HIGH SCHOOL, AND CURRENTLY I AM STARTING, UM, THIS NEW, UM, YOUTH COUNCIL THAT WAS REALLY CALLED THE LOCAL YOUTH, US FOREIGN POLICY COUNCIL. CAN EVERYONE HEAR? CAN EVERYBODY HEAR HIM? NO. CAN YOU HOLD THE MICROPHONE A LITTLE CLOSER? THANKS. IS IT WORK NOW? PERFECT. . OKAY. UM, SO YEAH, I'M A JUNIOR AT IRVINGTON HIGH SCHOOL, AND RIGHT NOW I'M STARTING A COUNCIL CALLED, UM, LOCAL YOUTH, US FOREIGN POLICY COUNCIL. AND [00:10:02] I'VE, I WAS INSPIRED TO START THIS COUNCIL DUE TO, UM, I GUESS THE WAR ON UKRAINE AND A LOT OF OTHER THINGS I SEE ONLINE ABOUT HOW THE US, UM, DEALS WITH OTHER COUNTRIES AROUND THE WORLD. AND I'M VERY INTERESTED IN, UM, LIKE GEOPOLITICS AND, UM, HOW COUNTRIES LIKE INTERACT WITH EACH OTHER AND STUFF OF THAT NATURE. SO, UM, OUR FIRST MEETING IS, UM, OCTOBER 1ST, THIS SUNDAY. AND IF ANYONE'S INTERESTED, I, I CAN EXPLAIN WHAT THE COUNCIL IS ABOUT. SO ESSENTIALLY, UM, IT'S ESTABLISHED TO, UM, RESEARCH GLOBAL ISSUES AND PRESENT PROPOSALS TO, UM, SOLUTIONS THE US CAN IMPLEMENT AROUND THE WORLD, LIKE IN UKRAINE, CHINA, UM, OTHER COUNTRIES OF THAT LIKE THAT. UM, SO IT'D BE IN THE NATURE OF LIKE THE RESOURCES THE US GOVERNMENT HAS AND HOW, UM, AND HOW IT CAN IMPLEMENT THOSE, UM, RESOURCES WORLDWIDE. AND WE'D BASICALLY, IT WOULD BE A LOW STAKES ENVIRONMENT WHERE PEOPLE, LIKE HIGH SCHOOL STUDENTS, UM, DEBATE CERTAIN ISSUES. SO LIKE A TOPIC, FOR EXAMPLE, COULD BE UKRAINE, UM, US RELATIONS WITH RUSSIA. WE WOULD DEBATE THAT. AND THEN BASED ON WHAT WE DEBATE, WE WOULD FORMULATE SOLUTIONS TO THOSE PROBLEMS. AND FROM THERE WE WOULD, IF ANYONE'S LIKE INSPIRED BY WHAT WE DEBATE, THEY CAN START THEIR OWN THING IN THEIR COMMUNITY. SO ESSENTIALLY IT'S FOR ANYONE, LIKE ANY HIGH SCHOOL STUDENTS WHO, WHO'S INTERESTED IN, UM, LIKE GLOBAL AFFAIRS AND STUFF OF THAT NATURE, I THINK IT'S A AMAZING COUNCIL FOR THEM TO PARTICIPATE IN. SINCE IT'S LOW STAKES, IT'S NOT IT'S COM IT'S NOT COMPETITIVE AT ALL, AND IT GIVES EVERYONE AN EQUAL VOICE, WHICH I THINK IS VERY IMPORTANT TODAY BECAUSE A LOT OF PEOPLE ARE LIKE CANCELED FOR WHAT THEY SAY. AND I THINK IT'S REALLY IMPORTANT FOR YOUTH TO HAVE A VOICE IN THIS VERY TUMULTUOUS CLIMATE OF TODAY. SO THAT'S ALL. UM, THANK YOU SO MUCH FOR LETTING ME SPEAK AND YEAH, MOHAN MOHAN, DO NOT LEAVE THAT PODIUM. PODIUM. IS THERE ANYTHING ELSE, ANY OTHER CONNECTION WITH THE TOWN OF GREENBURG THAT HAS INSPIRED YOU TO VIEW YOURSELF AND AS A FUTURE LEADER AND CREATE THIS OPPORTUNITY? UM, AND CERTAINLY I'VE, I'VE PARTICIPATED IN YOUR INTERNSHIP MS. BEVEL, UM, TWO YEARS AGO, I THINK. YEAH. AND I GUESS THAT GAVE ME THE COURAGE TO, UM, PURSUE THESE TYPE OF OPPORTUNITIES. UM, I PARTICIPATED IN GEORGIA LATTIMER'S INTERNSHIP, AND I THINK THAT REALLY LIKE GAVE ME THE FOUNDATION TO START THIS COUNCIL. SO I, I THINK THANK YOU SO MUCH FOR THE OPPORTUNITY. GREAT. THIS IS WHAT WE HOPE, UM, ALL OF OUR INTERNS WILL DO ONCE THEY HAVE COME THROUGH THE GREENBURG TOWN HALL SUMMER INTERNSHIP PROGRAM TO FEEL INSPIRED TO SEEK OTHER INTERNSHIP OPPORTUNITIES, WHICH YOU HAVE DONE, AND TO TAKE ON A LEADERSHIP POSITION. EXCELLENT. LET'S GIVE MOHAN A HAND. I JUST, UH, WOULD ALSO LIKE TO THANK YOU FOR, UM, YOU KNOW, DOING THIS. I THINK THIS IS REALLY, UH, FANTASTIC. AND, UM, YOU KNOW, THERE'S DIPLOMATS AND PEOPLE WHO HAVE, WHO LIVE IN GREENBURG, UM, WHO HAVE, UM, BEEN INVOLVED IN INTERNATIONAL, UM, YOU KNOW, UH, ISSUES AT THE UNITED NATIONS AND ALL THAT. AND IF YOU WANT, UM, I COULD TRY INTRODUCING YOU AND YOUR, UM, YOUR COMMITTEE TO, UM, SOME OF THE LEADERS WHO LIVE IN GREENBURG AND ASK IF THEY WOULD SPEAK TO, UM, TO THE STUDENTS BECAUSE IT MIGHT BE ACTUALLY, UH, BENEFICIAL. SO YOU COULD EMAIL ME OR CALL ME ANYTIME AND I'LL GET BACK TO YOU, AND I'D BE MORE THAN HAPPY TO HELP YOU MAKE THIS EFFORT SUCCESSFUL. YES. EXCELLENT. ROLAND. SO HAVE YOU REACHED OUT TO OTHER SCHOOLS OTHER, IN THE OTHER RIVER TOWNS? UM, YEAH. UM, I'VE, YEAH, I HAVE, I, WE HAVE A, MOST, A LOT OF THE PEOPLE IN OUR COUNCIL SO FAR ARE FROM MY SCHOOL, BUT I HAVE REACHED OUT TO OTHER SCHOOLS AND TO WOODLANDS AND, UM, YEAH, I'VE BEEN TRYING TO DO THAT. I MEAN, UM, I'VE PARTICIPATED IN THIS ORGANIZATION, UM, WESTCHESTER YOUTH ALLIANCE, AND IT BRINGS ALL THESE PEOPLE FROM AROUND WESTCHESTER AND IT'S A GREAT, UM, [00:15:01] NETWORKING OPPORTUNITY FOR STUDENTS LIKE ME. OH, THAT'S GREAT. SO YEAH, THAT'S WHERE I'VE MET LIKE A LOT OF PEOPLE OUT OUTSIDE MY SCHOOL, SO. OH, THAT'S, THAT'S TERRIFIC. WHEN WERE YOU AT THE COUNTY EXECUTIVE'S OFFICE? UM, THIS SUMMER. IT WAS THIS SUMMER. THAT'S WHY YOU LOOK FAMILIAR TO ME, . I WAS TRYING TO FIGURE THAT OUT. SO THANK YOU. MM-HMM. , HAVE YOU BEEN IN TOUCH WITH THE WESTCHESTER, UH, UNITED NATIONS ASSOCIATION? YES. THEY WEREN'T ABLE TO HELP ME AS MUCH AS I WANTED, BUT THEY WERE VERY INTERESTED IN PART, UM, ATTENDING MY COUNCIL, LIKE CONGRESSMAN BOWMAN HIMSELF, THEY SAID IT WOULD BE A PLEASURE FOR THEM TO, UM, STOP BY. GREAT. YEAH. THANK YOU. THANK YOU SO MUCH. THANK YOU. THANK YOU ALL. THANK YOU, MOM. YEAH, THAT'S RIGHT. DON'T FORGET THE PARENTS. THANK YOU. CONGRATULATIONS. THANK YOU. YES, THANK YOU. IT'S A PLEASURE. MEETING. AND SIBLINGS, MO'S PARENTS WHO HELPED ME TO PROPERLY PRONOUNCE HIS NAME, . WE ALSO HAVE, UH, I'M, SO AFTER THIS WE'LL ROLL CALL. JUST WANNA MAKE SURE YEAH. AFTER THIS. REALLY RELAX. YEAH. AND I WAS, UM, VERY PROUD TO REPRESENT MY CITY. IT WAS MY VERY FIRST PAGEANT, AND IT WAS A VERY FUN EXPERIENCE FOR THE FIRST TIME. UM, WHAT I ENJOYED ABOUT THE EXPERIENCE WAS FACING MY FEARS ON BEING ON THE STAGE AND MEETING ALL OF THE OTHER CONTESTANTS BECAUSE EVERYBODY THERE WAS SO NICE. AND IT WAS SO MUCH FUN. AND I HOPE TO ENJOY MORE EXPERIENCES LIKE THAT IN THE FUTURE. NICE. YAY. HELLO EVERYONE. I'M SAVANNAH, AND I RECENTLY HAD THE OPPORTUNITY TO REPRESENT THE TOWN OF GREENBURG AS A STATE FINALIST IN THE MISS NEW YORK, TEEN U S A PAGEANT. I HAD THE BEST TIME COMPETING AND HOPE TO DO SO AGAIN SOON. ONE OF MY FAVORITE PARTS ABOUT COMPETING IN MY FIRST EVER PAGEANT WAS PREPARING FOR THIS AMAZING OPPORTUNITY AND GETTING TO BE ON THE STAGE. MM-HMM. , PARTICIPATING IN PAGEANTS HAS BEEN A TRANSFORMATIVE EXPERIENCE AND GRANTED ME THE OPPORTUNITY TO ADVOCATE FOR A CAUSE. DEAR TO MY HEART, MY CHOSEN PLATFORM WAS BODY IMAGE ADVOCACY. AND THAT HAS BEEN A DRI DRIVEN FORCE IN MY JOURNEY. I FIRMLY BELIEVE THAT LOVING YOURSELF FULLY IS THE CORNERSTONE TO A HAPPY LIFE. PAGEANTRY HAS GIFTED ME A PLATFORM, A VOICE TO REACH OUT AND TO MAKE A DIFFERENCE. OTHER WORDS, DID YOU, DID YOU GO INTO IT WHERE I HAVE TO DO THIS, THIS, THIS, AND THIS AND THIS? OR WAS THERE SOMETHING MORE THAT, UH, SURPRISED YOU? UM, WHEN I, WHEN I WENT INTO IT, I WAS NERVOUS, BUT THEN WHEN I GOT THERE, I WAS LIKE, EVERYTHING WAS FINE. AND I WAS, OH, THAT'S GOOD. YEAH. THAT'S GREAT. YOU FELT RIGHT, RIGHT AT HOME, RIGHT. YEAH. THAT'S GREAT. I WOULD NEVER HAVE BEEN ABLE TO DO IT. I WOULD NEVER, SO I REALLY ADMIRE THAT . GREAT JOB, MOM. SO WE'LL SEE YOU ON TV IN, IN THE FUTURE. YES. MAYBE CLOSE TO THE VETERANS. YEAH. AND I ALSO WANTED TO, UH, RECOGNIZE VINCENT BACCI, WHO RETIRED AFTER 37 YEARS WITH THE TOWN OF GREENBERG, UM, UM, WITH THE GREENBERG LIBRARY. I WAS VERY CLOSE TO MINE. UM, AND THEN I'M BASICALLY, I AM HERE BECAUSE I WANTED TO THANK THE BOARD FOR TRYING TO WORK TOGETHER WITH US TO RESOLVE OUR PARKING ISSUES. AND WE HOPE THAT WE CAN RESOLVE SOME OF YOURS WITH THE TROUBLESOME BROOKE. AND WE'RE WORKING, WE'RE LOOKING FORWARD TO WORKING OUT AN AGREEABLE SOLUTION AND HOPEFULLY A LAND SWAP THAT WAS SUGGESTED TO US WILL WORK OUT WHERE YOU CAN TAKE ADVANTAGE OF THE SOUTH YARD THAT WE HAVE. AND YOU SAID THAT WAS ADJACENT TO, UM, I FORGET THE NAME OF, OF THE, OF THE STREET. AND, UM, THE TROUBLESOME WORK SEEMS TO FLOW THROUGH ONE OF OUR YARDS. AND IF YOU COULD USE THAT TO RESOLVE SOME OF THOSE PROBLEMS, THEN WE COULD SWAP LAND FOR OWNERSHIP OF OUR PARKING LOT, THEN THAT WOULD HELP US A LOT. SO THANK YOU AGAIN, AND THANK YOU FOR WORKING TOGETHER WITH US. THANK YOU. THANK YOU. IT'S OUR PLEASURE. GREAT. UM, OKAY. UM, MARY BODEN LAST, LAST WEEK, I WAS AT, UH, TWO MEETINGS, PLANNING BOARD AND THE ZONING BOARD OF APPEALS. JOE WAS AT THE ZONING BOARD WORKING WITH ONE OF THE APPLICANTS. THEY WENT INTO ANOTHER ROOM AND THEY SPENT SOME TIME. WHAT THEY WERE DOING WAS CREATING A WAY TO SOLVE A PROBLEM THAT WAS INSTITUTED IN 2001. THEY HAD TO CREATE NEW RULES AND REGULATIONS, AND SO YOU MISSED WHAT ELSE THEN WENT ON IN THAT MEETING. IT WAS SPECTACULAR. THERE WERE ISSUES THAT CAME UP THAT NOBODY KNEW HOW TO DEAL WITH, AND THEY DISCUSSED IT, AND THEY DISCUSSED IT, AND THEY CREATED A WAY TO AT LEAST LOOK FORWARD TO UNDERSTAND THE CHANGES. ONE OF THE CHANGES THAT YOU MISSED, THE MARRIOTT WANTED TO PUT NEW LIGHTS UP THERE. AND IN THE DISCUSSION OF THE LIGHTS, THE BOARD WAS AWARE THAT THEY DIDN'T WANT LIGHTS GOING UP INTO THE SKY. THAT'S DIFFERENT. THEY WERE AWARE THAT THE LIGHT, THAT THE AREA SHOULD BE LESS LIGHT SHINING INTO THE SKY. THERE WERE A NUMBER OF THINGS THAT THEY HAD TO CREATE STOP GAP MEASURES TO GO FORWARD BECAUSE YOU'RE WORKING UNDER A BUILDING CODE AND RULES THAT WERE WRITTEN 20, 30, 40 YEARS AGO THAT JUST DON'T APPLY TODAY. AND SO I WAS VERY IMPRESSED WITH THE WAY THEY HANDLED THE NECESSITY TO CREATE NEW [00:30:01] AND CURRENT REGULATIONS AND HOW CHANGES HAVE TO BE MADE. THE OTHER MEETING I WENT TO WAS THE PLANNING BOARD. I WAS DISCUSSING THERE WAS A DAYCARE CENTER ON CENTRAL AVENUE, AND THERE WAS A GONNA PUT IN A NEW CROSSWALK. AND, AND I MADE THE BOARD AWARE THAT THE SAFEST CROSSWALK, EVEN THOUGH THERE ARE MANY OPTIONS, BUT THE SAFEST CROSSWALK IS THE PARALLEL BARS YOU SEE AROUND ALL THE REST OF THE WORLD. AND IT WAS ACKNOWLEDGED BY THE BOARD AND BY THE BOARD'S CONSULTANT THAT THE SAFEST CROSSWALK, UNPARALLELED BARS. NOW WE'VE BEEN DISCUSSING SAFETY ON EAST HARTSDALE AVENUE, AND NOW I EXPECT TO MEET WITH THE ONE-ON-ONE, WITH THE REPRESENTATIVES OF THE POLICE DEPARTMENT TO DISCUSS CROSSWALKS AND TO MAKE THEM ALL THE SAME PARALLEL BARS. BUT THE ONE THING THAT IS GONNA BE INTERESTING IS THAT RAY'S CROSSWALK FROM WHAT WAS THE BANK, AND IT WAS NOT RECOGNIZED THAT THAT'S THE WRONG KIND OF CROSSWALK BECAUSE SOMEONE IN A LOW CAR CAN'T SEE THE CROSSWALK SOUNDS GREAT, BUT THE DRIVER CAN'T SEE IT. CROSSWALKS NEED TO BE SEEN BY THE DRIVER. PEDESTRIAN STANDING THERE KNOWS WHERE IT IS. THE DRIVER HAS TO RECOGNIZE IT. AND SO I'M LOOKING FORWARD TO MEETING WITH THE TEAM FROM THE CHIEF'S OFFICE TO GO OVER THAT. AND I'VE ALREADY SUGGEST SENT HIM A BAR THAT THEY CAN INSTALL AND IT, IT'S LIKE A SPEED BUMP, BUT IT'S REMOVABLE. AND SO MY RECOMMENDATION WOULD BE TO REMOVE THAT RED RAISED CROSSWALK BECAUSE IT'S NOT EFFECTIVE FOR A CAR, ESPECIALLY WITH THE LOW CARS WE HAVE TODAY. THE DRIVER CAN'T RECOGNIZE THE CROSSWALK. I'VE CHANGED THE WAY I APPROACH PROBLEMS IN THE PAST. I USED TO STAND UP HERE AND SAY THIS, THAT, AND THE OTHER THING. IT WASN'T REALLY IS EFFECTIVE. I LOOK FORWARD TO WORKING, ALREADY SPOKEN TO JOE, MEETING WITH HIM AND HIS TEAM AND DISCUSS VARIOUS ISSUES. AND WE WILL COME TO SOME WAY FORWARD. IT MAY TAKE SOME TIME, BUT I THINK THAT'S THE NEW WAY. PROBLEMS HAVE TO BE SOLVED. PEOPLE HAVE TO SIT DOWN ACROSS THE TABLE AND WORK OUT A SOLUTION. THE WORLD HAS CHANGED. MY GENERATION HAS TO GIVE OUR AUTHORITY TO THESE YOUNG PEOPLE WHO ARE CREATING THINGS WE COULDN'T DEAL WITH. I WANT TO THANK EVERYBODY IN GREENBERG WHO'S HELPED ME ALL THESE YEARS. I COULD NOT DONE IT. I'VE DONE IT WITHOUT BEING TAUGHT BY A LOT OF PEOPLE. THANK YOU ALL. I'M LEAVING LEAVING NOW BECAUSE THERE IS, I CAN DO. THANK YOU, MURRAY. THANK YOU MARY. THANK YOU. MANNY ORIS. HI. HI. MY, MY NAME IS MANUEL REGIS, THANK YOU FOR LETTING ME STAND OUT HERE AND SPEAK. AND, AND, AND JOE, UM, TO YOUR GRANDFATHER. UM, MAY HE REST IN PEACE? UM, UM, YEAH. UH, YOU KNOW, AFTER LOOKING AT THE, UH, THROUGH THE AGENDA AND I, I SAW A COUPLE OF RESOLUTIONS AND SEEING THAT TWO OF THE, THEY'RE SEEING THAT TWO OF THE HOME RULE REQUESTS THAT WERE MADE TO THE STATE, ONE ABOUT THE RED LIGHTS, UH, CAMERAS, AND THE OTHER ONE ABOUT AUTOMATED SPEED ENFORCEMENT. UH, THESE INSTALLATIONS OF THE DEVICE, OF THESE DEVICES A GOOD IDEA, BUT AS THEY SAY, THEY'RE A DAY LATE AND A DOLLAR SHORT. UM, TRAFFIC DEVICES ONLY CAPTURE THE VEHICLES AND DO NOT, DO NOT TAKE INTO ACCOUNT BAD DRIVERS DO NOT TAKE BAD DRIVERS OFF THE ROAD, UH, OR EVEN PENALIZE THEM FOR DRIVING THEIR DRIVING RECORDS. UH, THEY MAY EVENTUALLY ADD REVENUES TO THE TOWN BUDGET, UH, MEANWHILE DIVERTING FUNDS FROM OTHER SAFETY PROJECTS TO THAT TO FUND THEIR, THEIR INSTALLATION. UM, THIS RESOLUTION SHOULD ALSO HAVE INCLUDED A REQUEST FOR THE STATE TO FUND THESE, THESE INSTALLATIONS. UM, THIS, UH, THIS BRINGS ME TO ANOTHER CONCERN THAT ALSO NEEDS ADDRESSING. WHY IS THE BOARD ALSO NOT DRAFTING [00:35:01] RESOLUTIONS REQUESTING AND PROACTIVELY SEEKING THAT THE STATE AND COUNTY RAVE ROADS IN GREENBURG THAT HAVE THAT ROADS, THAT THE STATE IS RESPONSIBLE AND THE COUNTY IS RESPONSIBLE. FOR EXAMPLE, CENTRAL AVENUE, DOS FERRY ROAD, NORWOOD ROAD, OR ROUTE 19. THEY'RE CONNECT, THEY'RE KEY CONNECTORS TO OUR TOWN, UH, BETWEEN VILLAGES AND THE UNINCORPORATED AREA. THE CONDITIONS OF THESE ROADS AND OTHERS IS ALSO A SAFETY ISSUE. EVEN AS A FINANCIAL, EVEN A FINANCIAL COST TO THE RESIDENTS THAT DRIVE THESE ROADS. DRIVERS CAN EXPERIENCE CAR DAMAGE AND EVEN ACCIDENTS FROM HITTING POTHOLES OR HAVING TO SWERVE TO AVOID THEM. UM, OTHER PROJECTS THAT I HAVE BEEN IGNORED AND CONTINUALLY SHUFFLE FOR SH SHUFFLE FOR YEARS, LIKE ROAD PAVING CURVE REPLACEMENT AND SIDEWALKS, THEY ARE, THEY'RE PROMISED AND FUNDED AND THEN KICKED TO ANOTHER CALENDAR YEAR. THAT MAKES ME WONDER WHY THEY NEED TO BE POSTPONED SINCE THEY ALREADY BEEN FUNDED. AND WHAT HAPPENED WITH THE FUNDING, FOR EXAMPLE, IN MY COMMUNITY AND GINA'S NEIGHBORHOOD, UM, UH, JU JUNIPER HILL ROAD SIDEWALK THAT HAD BEEN PROMISED FOR AT LEAST 10 YEARS HAS AGAIN BEEN DELAYED. I ASKED THE BOARD, AND, AND PARTICULARLY GINA, WHY THE DELAYS AND WHY OTHER SIMILAR PROJECTS HAVE BEEN GIVEN PRIORITY. THE BOARD LACK OF, OF THE, THE BOARD'S LACK OF UNDERSTANDING THAT THEIR ROLE IN GREENBERG IS NOT JUST TO LEGISLATE ON ISSUES THAT ARE PUT IN FRONT OF THEM BY RESIDENTS PLEADING BY FOR ACTIONS ON ISSUES THAT THE BOARD HAS NEGLECTED FOR YEARS, OR TO DELIVER PRIVILEGES, UH, PRIVILEGES TO SPECIAL INTEREST GROUP OUTSIDE OF OUR TOWN. THE BOARD NEEDS TO BE PROACTIVE AND AVAILABLE TO ADDRESS THE NEEDS AND WANTS OF THE COMMUNITY DILIGENTLY AND ACTIVELY BEFORE THEY BECOME BURDENS AND OR DANGEROUS. THE BOARD'S JOB IS TO LEAD OUR TOWN INTO A BETTER FUTURE THAT IS EQUALLY SERVED, THAT EQUALLY SERVES ALL MEMBERS OF THE COMMUNITY AND NOT JUST THE FEW WHO ARE WELL CONNECTED THAT BENEFIT THE POSITIONS ON THE BOARD. AND THAT'S ARE SOME OF THE ISSUES AND CONCERNS OF WHY I'M RUNNING TO BE ON THE TOM BOARD IN NOVEMBER. UM, ANOTHER, UH, ISSUE THAT I SAW WAS THE, UH, THE ISSUE OF THE, UH, IN THE, UH, ON THE REPORT BY THE COMPTROLLER OF A TRANSFERENCE OF $53,000 FOR SUNDRIES. THAT'S A LOT OF SUNDRIES. IT SEEMS THAT THE SANITATION DEPARTMENT IS BEING UNDER BUDGETED AND WHAT, AND WHAT OTHER DEPARTMENTS ARE ALSO BEING UNDER BUDGETED. YOU KNOW, WHEN ARE THESE, UH, WHEN ARE WE GOING TO REPLENISH THE CONTINGENCY AC ACCOUNTS AND THAT ARE BEING DEPLETED? AND THEN FROM THE BUDGET, UM, ANYWAYS, UH, THAT IS, UH, NOT, UH, VERY TRANSPARENT WAY FOR BUDGETING. UM, AND I ALSO, IN MY LAST 30 SECONDS, I'D LIKE TO THANK PAUL AND, AND JUDITH FOR ACCEPT GETTING $25,000 DONATIONS TO SAVE THE, IN THE INTERNSHIP PROGRAM AFTER THE BOARD DRAGGED THEIR FEETS TO FUND IT. THANK YOU, JUDITH. THANK YOU PAUL, UH, FOR, FOR DOING THAT. UM, DID I? GOODNIGHT. THANK YOU. YOU'RE WELCOME, MANNY, AND THANK YOU. LINDA WATSON BROWN. NOTHING. I JUST WANNA MENTION IN TERMS OF, UH, THE CENTRAL AVENUE, UH, THE ROADS. I SPOKE TO THE STATE AND I BELIEVE THAT THE STATE'S GONNA REPAVE THE CENTRAL AVENUE, THE GREENBURG PORTION OF CENTRAL AVENUE, UH, NEXT YEAR. BUT THEY, WE NEED NOEL WOOD ROAD OFFICER ROAD. I MEAN, THERE'S A LOT OF, UH, ROADS IN GREENBURG THAT ARE STATE OWNED THAT ALSO NEED REPAIRMENT. HI, MY NAME'S LINDA WATSON BROWN. I'M BARBARA PERRY'S SISTER. UM, I JUST WANTED TO, UM, MENTION I'M VERY HAPPY AND I'M VERY PLEASED TO SEE THAT YOU GUYS ARE GOING FORWARD WITH THE COMMUNITY CENTER, THE SECOND FLOOR NAMING OF BARBARA PERRY. UM, BARBARA WAS AMAZING IN ALL OUR LIVES. SHE'S DONE SO MUCH FOR THE COMMUNITY, SO MUCH FOR HER FAMILY AND FRIENDS. SO MANY THINGS SHE CAME THROUGH WITH. AND I MISS HER DEARLY. WE ALL MISS HER. MY FAMILY IS, WE'RE HURTING RIGHT NOW. AND THIS IS AN OPPORTUNITY. I JUST WANTED TO SAY THANK YOU VERY MUCH FOR THE USE OF THE CENTER. I THANK YOU, JUDY. I THANK THE REST OF YOUR BOARD AND THE OTHERS INVOLVED FOR MAKING SURE THAT THIS SECOND FLOOR GOES THROUGH. AND THOSE ARE MY WORDS. THANK YOU VERY MUCH. THANK YOU VERY MUCH. THANK YOU. THANK YOU. THANK YOU, BARBARA. THANK, THANK YOU. YOU KNOW WHAT [00:40:01] I SAID? THANK YOU, BARBARA. I SAID THANK YOU, BARBARA. THANK YOU, BARBARA. THANK, THANK YOU, LINDA. THERE IS A RESEMBLANCE. THANK, THERE IS A RESEMBLANCE. LIKE MY SISTER. WOULD YOUR NIECE LIKE TO SPEAK? SHE'S OKAY. YEAH. DID YOU SEE HER FACE? NO. YOU KNOW, YEAH. I JUST REMEMBER. NO, STEPHANIE, COME ON. I JUST REMEMBER WHEN I FIRST GOT INTO OFFICE, YOU KNOW, BARBARA WAS WORKING ON THE SECOND FLOOR, UM, OF THE CENTER. AND, YOU KNOW, I KNOW THAT THERE'S NO WAY THAT THAT SECOND FLOOR WOULD'VE BEEN BUILT WITHOUT HER. SO, YOU KNOW, I REALLY FEEL THAT IT'S VERY, VERY APPROPRIATE TO NAME THE SECOND FLOOR FOR HER, BECAUSE SHE REALLY, THIS, THIS WAS AN ENORMOUS, UM, POSITIVE ADDITION TO THE COMMUNITY CENTER AND, AND BEYOND GREENBERG, YOU KNOW, AND, AND, YOU KNOW, JUST LIKE TED YOUNG FOUNDED THE CENTER, WHAT SHE DID WITH THE SECOND FLOOR, UH, CREATED, UH, ARTS, DANCE, UH, UH, ADDITIONAL LEARNING OPPORTUNITIES, UH, YOU KNOW, FOR THE COMMUNITY. AND IT'S WILL NEVER BE FORGOTTEN. AND, YOU KNOW, I THINK THAT WHEN WE NAMED THE, UH, SECOND FLOOR, WE SHOULD HAVE, UM, LIKE A DISPLAY WHEN DURING THE MEMORIAL SERVICE THERE WERE ARTICLES ABOUT HER AND THE ROLE SHE PLAYED, UM, IN, YOU KNOW, IN, UM, GETTING THE SECOND FLOOR. AND IT WOULD BE IMPORTANT FOR FUTURE GENERATIONS, UH, TO READ ABOUT HER CONTRIBUTIONS AND SEE THE STRUGGLES SHE HAD IN MAKING THIS, YOU KNOW, THIS HAPPEN. SO, THANK YOU. THANK YOU. AND THANK YOU FOR COMING TO TONIGHT'S MEETING. I WAS JUST THINKING IT WOULD BE NICE IF OUR HISTORIANS WOULD DO A PIECE ON BARBARA AND THE SECOND AND THE SECOND FLOOR. THERE'S A LOT OF PEOPLE, BARBARA. THAT'S GREAT. I WILL ASK THEM. RIGHT? EXCELLENT IDEA. AND THEY, WE CAN PUT IT OUT AS A, AS A PART OF OUR G GB LIST. GB LIST TOO. AND I WILL RECOMMEND YOUR NAME TO THEM AS WELL, LINDA, TO CONTACT AS THEY PUT THEIR STORY TOGETHER. THIS IS GREAT. EXCELLENT. THANK YOU. THANK YOU. WHO'S NEXT? OKAY, WE DO NOT HAVE ANYONE ELSE. I THINK WE, WE HAVE SOMEBODY ON ZOOM. WE'VE REQUESTED TO SPEAK DURING PUBLIC COMMENT. WE HAVE SOMEBODY ON ZOOM. SOME PEOPLE HAVE COME IN SINCE THE MEETING STARTED. IS ANYONE ELSE WHO WOULD LIKE TO SPEAK DURING PUBLIC COMMENT? OKAY, SO PAT, PAT WANTS TO COME IN? YES. GREAT. SO NEXT, UM, NO, WE HAVE SOMEONE ON ZOOM. PAT WEAM. SHE'S COMING IN. CAN YOU HEAR ME NOW? YES. YES, WE CAN. THANK YOU. I WOULD LIKE TO SAY FIRST THAT, UM, TO, UM, LINDA BARBARA PERRY'S SISTER, THAT, UM, BARBARA HAS DONE SO MUCH IN THE TOWN OF GREENBURG FOR OUR COMMUNITIES, THAT I, UM, CAN'T UNDERSTAND WHY WE HAVE TO DO, UH, UH, A, A GO THROUGH ANYTHING TO, UM, NAME THE SECOND FLOOR AFTER BARBARA PERRY. I CAN'T THINK OF ANY COMMISSIONER WHO HAS RAISED MORE MONEY THAN BARBARA PERRY FOR ACTIVITIES AND FOR THE JAZZ FESTIVAL ON THE, UM, IN THE SUMMER. I THINK THE PAVILION SHOULD ALSO BE NAMED AFTER BARBARA. UM, WATSON PERRY, BARBARA WORKED HARDER THAN ANYONE I KNOW IN THAT POSITION. SHE, UM, SAW TO IT THAT PROGRAMS GOT FUNDED. SHE, UH, WAS CONCERNED GREATLY ABOUT THE PROGRAMMING FOR THE CHILDREN. AND, UM, IF BARBARA WERE HERE TODAY, WE WOULDN'T HAVE TO HAVE A COMMUNITY CENTER WITHOUT WALLS. SHE WOULD'VE SEEN TO IT THAT THE COMMUNITY PROGRAM THAT IS STARTED WOULDN'T HAVE TO PAY A HUNDRED DOLLARS TO COME INTO THE COMMUNITY CENTER AND HAVE A PROGRAM FOR THE YOUTH. UM, WE DID GIRL SCOUTS OUT OF, UM, THE COMMUNITY CENTER WITH 75 GIRLS, 10 LEADERS. AND WE DID THAT FOR SEVEN YEARS STRAIGHT. AND BARBARA WAS THERE AT EVERY JUNCTURE WHEN SOMETHING WAS NEEDED WHEN WE TOOK THE GIRL SCOUTS AND THE BROWNIES ALSO TO WASHINGTON DC TO SEE THE SMITHSONIAN. BARBARA WAS THERE AND IT WAS NO PROBLEM. BUT WE HAVE A PROBLEM STATING THAT THE SECOND FLOOR OF A BUILDING THAT SHE REALLY, UH, PUT INTO, SHE PUT MORE INTO IT THAN ANYBODY THERE. [00:45:02] SO I DON'T THINK, UM, WE SHOULD HAVE TO HAVE A, WE, WE SHOULD HAVE TO COMMENT OVER WHAT BARBARA HAS DONE. FRANCIS, I AGREE WITH YOU. WE SHOULD HAVE A AREA THAT IS SET ASIDE AND IT STATES WHAT SHE DID DO, BECAUSE THE CENTER, UM, MOST OF THE PEOPLE DON'T KNOW WHAT SHE DID. AND THAT IS SOMETHING THAT WOULD BE VERY WELL A STATEMENT TO THE COMMUNITY ABOUT WHAT SHE DID. AND IT'S, UM, AMAZING THAT WE DON'T HAVE BASICALLY HISTORIANS THAT WRITE UP FOR THE PEOPLE WHO HAVE DONE SO MUCH IN GREENBURG. I CAME THIS EVENING TO DISCUSS, ONCE AGAIN DISCRIMINATION IN THE TOWN OF GREENBURG. WHAT I SEE I DON'T LIKE, AND I DO NOT WANT TO GO OVER MY FIVE MINUTES, BUT I CANNOT SEE A CLOCK. IS THERE ANY WAY Y'ALL CAN PUT A CLOCK UP? BECAUSE, UH, AT THE LAST MEETING THAT I ATTENDED, THE TOWN ATTORNEY TURNED OFF MY MIC, BUT I RECOGNIZED THAT EVERYBODY FROM SCARSDALE ESTATES OR HARTSDALE ESTATES OR, OR, UH, WHEREVER THEY COME FROM, IF THEY HAVE A DIFFERENT ZIP CODE THAN MINE, THEY DON'T HAVE A PROBLEM. UH, Y'ALL MANAGED TO, UH, WHEN DEBORAH BLOOM WAS THERE WITH HER, HER, HER COMPLEX, THE BUILDING THAT SHE LIVES IN, THAT I BELIEVE THEY HAD, THEY WERE SPEAKING MORE PEOPLE THERE WERE CURSING AND SCREAMING. AND I DIDN'T SEE NOT ONE PERSON GET UP AS YOU WOULD DO WITH ME OR ANYONE ELSE THAT YOU DIDN'T WANNA AGREE WITH AND LEAVE. UM, AND I MUST SAY WITH THE PEOPLE WHO WERE THERE FROM, UM, THE ESTATE, Y'ALL WERE POLITE AND CIVIL. AND I THINK THAT'S SOMETHING THAT EVERYBODY CAN BE. I DON'T HAVE A PROBLEM WITH BEING POLITE SOCIAL AMENITIES. UH, BUT Y'ALL ANSWERED QUESTIONS FOR EVERYONE THAT CAME FROM THOSE TWO DIFFERENT PLACES. FOR US. YOU JUST SIT THERE, YOU DON'T ANSWER QUESTIONS. AND, AND AFTER THE MEETINGS, YOU DON'T GO OVER WHAT HAS BEEN ASKED AND PRESENT AN ANSWER. NO ACCOUNTABILITY, NO, NO OBSERVATIONS, NO NOTHING. IT'S BAD. I'M STILL ON THE THREE JEWISH PEOPLE WHO STATED THAT LOUIS FARRAKHAN'S NAME AND FACE HIS PICTURE SHOULD COME OFF THE MURAL. THANK YOU FOR YOUR TIME TODAY. I DON'T KNOW HOW THREE PEOPLE MANAGED TO, TO, TO, TO STOP A PROJECT. 3, 1, 2, 3. I HAVEN'T HEARD ANYBODY ELSE SAY ANYTHING ABOUT IT. UM, I KNOW, UM, MR. THANK YOU FOR YOUR TIME, BUT UNFORTUNATELY YOUR FIVE MINUTES HAVE EXPIRED. OKAY. SO NICK NEXT, ANYBODY ELSE WANNA SPEAK? OKAY, NOW WE WILL GO [ TB 1 - 9/27/2023 Resolution of the Town Board of the Town of Greenburgh authorizing a Home Rule Request to the New York State ("NYS") Legislature for an amendment to the NYS Vehicle and Traffic Law authorizing the establishment of a Red Light Camera Program in the Town of Greenburgh (Held over to Town Board Meeting of October 11, 2023)] TO, UM, THE AGENDA. TB ONE IS BEING HELD OVER THAT'S, UM, AUTHORIZING A HOME RULE REQUEST TO THE STATE LEGISLATURE FOR AN AMENDMENT, UH, TO THE NEW YORK STATE VEHICLE AND TRAFFIC LAWS AUTHORIZING ESTABLISHMENT CAN MIKE OF A RED LIGHT, UH, CAMERA PROGRAM IN THE TOWN OF GREENBURG THAT'S GONNA BE HELD OVER TO THE TOWN BOARD MEETING OF, I EMAILED THE POLICE CHIEF AND I ASKED IF, UH, THEY COULD BETWEEN NOW AND OCTOBER PROVIDE US WITH SOME DATA THAT WE COULD PRESENT TO, UH, THE STATE LEGISLATURE SUBSTANTIATING THE NEED FOR, UM, THE, THE CAMERAS. THE SAME THING FOR, UM, UH, TB TWO [ TB 2 - 9/27/2023 Resolution of the Town Board of the Town of Greenburgh authorizing a Home Rule Request to the New York State ("NYS") Legislature for an amendment to the NYS Vehicle and Traffic Law authorizing the establishment of an automated speed enforcement program in the Town of Greenburgh (Held over to Town Board Meeting of October 11, 2023)] THAT'S BEING HELD OVER TO OCTOBER, UM, 11TH. AND OUR, AND MY OFFICE WILL HAVE RESEARCH SENT OVER TO THE TOWN BOARD AS WELL IN ADVANCE OF THAT MEETING. THAT WOULD BE, UM, THANK YOU. THAT WOULD BE GREAT. UH, AND JUST, JUST FOR THE RECORD, WE'RE NOT KICKING THOSE DOWN THE ROAD. WE HAD A REQUEST FROM OUR STATE REPRESENTATIVE, UH, THAT IT WOULD BE BETTER TO HAVE DATA SUBMITTED AT THE SAME TIME THAT WE SUBMIT THIS, WHICH IS NOT GENERALLY THE WAY IT WORKS, BUT WE'RE GOING TO, UH, WORK WITH THE STATE IN ORDER TO GET THIS TO HAPPEN. AND THEY'VE ASKED US TO DO THAT, SO THAT RIGHT. AND, UM, I WANTED TO MENTION OCTOBER 12TH, THERE'S GONNA BE A MEETING AT TOWN HALL AT SEVEN, UH, PM TO DISCUSS THE INFRASTRUCTURE TRAFFIC SAFETY IMPROVEMENTS THAT ARE BEING PLANNED WITH OUR CONSULTANT. SO IF PEOPLE ON EAST HARTSDALE AVENUE, UM, WANNA SEE WHAT WE'RE DOING FROM AN INFRASTRUCTURE STANDPOINT, THIS IS A GREAT OPPORTUNITY TO, UM, ATTEND AND PROVIDE [00:50:01] INPUT AND ASK QUESTIONS TO THE CONSULTANT. UM, BUT IT'S ALSO OPENED UP TO EVERYONE. IT'S NOT JUST RESTRICTED TO HARTSDALE AVENUE. WELL, THE, THE STUDY IS, THIS IS ONLY EAST HARTSDALE AVENUE, BUT ANYBODY FROM THE COMMUNITY WHO DRIVES EAST HART STILL HAVE RIGHT. MIGHT, MIGHT BE INTERESTING. WE SHOULD STILL BRING THE INPUT. YEAH, ABSOLUTELY. UM, OKAY, A T ONE RE OH, I JUST WANTED TO MENTION BEFORE I FORGET, I'M EAST HARSDALE AVENUE, WE AVENUE. LAST WEEK I STARTED AN ONLINE PETITION ASKING METRO NORTH TO LET COMMUTERS, UH, USE THE WAITING AREA OF THE TRAIN STATION WHILE THEY'RE WAITING. AND, YOU KNOW, A LOT OF PEOPLE, UM, YOU KNOW, SIGNED IT, UH, LA LATELY, LAST NIGHT I GOT A, UM, AN EMAIL FROM A LOCAL REALTOR SAYING THAT METRO NORTH ENGAGED HIS SERVICES TO MARKET, UM, YOU KNOW, THE PROPERTY. SO THEY'RE ACTIVELY LOOKING FOR, UM, UM, A TENANT TO REPLACE THE STARBUCKS OF METRO NORTH. SO I'M, UH, SO I, I THINK THERE'S A REALLY GOOD CHANCE THAT WE'RE GONNA GET THAT BUILDING OPEN TO, UH, COMMUTERS, ESPECIALLY WHEN IT'S COLD. UM, IT'S REALLY NEEDED. UM, OKAY. RESOLUTION. WELL, SINCE WE'RE MAKING ANNOUNCEMENTS, NO, BUT I JUST, I FORGOT ABOUT IT SO I, YEAH, NO, I FORGOT ABOUT THIS. IS THAT, UH, ON BIRCHWOOD LANE, UM, THEY'RE GOING TO BE DOING A TEST, A TRIAL CONED WOULD BE 20. WHAT'S THAT? CONED YOU MEAN? WHAT DID I SAY? YOU SAID THEY, YOU DIDN'T SAY CONED. OH, I DIDN'T SAY CON CONED IS DOING A, UH, THANK YOU VERY MUCH. UH, CONED IS DOING A TEST. THAT'S A PRETTY GOOD TEST. THEY WISH THEY WOULD DO IT ON MY STREET, BUT THEY'RE NOT. THEY DID A, THEY DID A STUDY AND THEY FOUND THAT BIRCHWOOD LANE HAS MORE ELECTRIC OUT OUTAGES THAN ANYWHERE ELSE. SO THEY WIN THE PRIZE, BUT FOR A, FOR A BAD REASON, THEY'RE GOING TO BE TAKING THE, THE PRIMARY AND SECONDARY LINES OFF OF THE POLES AND PUTTING 'EM UNDERGROUND. AND SO THEY'RE, THEY'RE GOING TO BE THEN CONNECTING TO THE HOMES UNDERGROUND AS WELL, SO THAT THERE'S NO CHANCE THAT A TREE WILL FALL DOWN. HOWEVER, THEY HAVE TO RELY ON THE RESIDENTS ACTUALLY SAYING, YES, THEY'RE GOING TO DO IT NO MATTER WHAT AS FAR AS IN THE STREET. BUT AS FAR AS THE RESIDENTS, THEY CAN'T JUST GO ON YOUR, THEIR, YOUR CONED CAN'T GO ON SOMEBODY'S PROPERTY AND JUST PUT A DIFFERENT WIRE THERE. THEY NEED PERMISSION. SO THIS IS TO DISCUSS THINGS LIKE LIABILITY AND WHAT HAPPENS IF A TREE GETS, UH, KILLED BECAUSE THEY'RE GONNA GO IN UNDERGROUND. SO WE'RE GONNA HAVE A DISCUSSION HERE NEXT TUESDAY AT SIX O'CLOCK. IT'S GONNA BE SIX O'CLOCK TO SEVEN O'CLOCK SHARP. WE'RE GONNA HAVE SOMEBODY WHO'S DUE GOING TO SIGN BECAUSE THERE'S A RESIDENT WHO NEEDS A SIGNER. UH, SO WE'RE GONNA HAVE SOMEBODY SIGNING FOR THEM NEXT TUESDAY, TOWN HALL SIX TO SEVEN O'CLOCK. NOW, THERE'S BEEN TWO OUTREACH MEETINGS ALREADY ON SITE, BUT IT WAS ALL VERBAL IN THE AIR, NOTHING RECORDED. AND SO THIS IS GOING TO BE HERE ON CAMERA STREAMED ARCHIVED ZOOM. IF, UH, ANYBODY WANTS TO PARTICIPATE BY ZOOM, JUST SEND AN EMAIL TO PUBLIC COMMENT AT ONE WORD, PUBLIC COMMENT@GREENBERGANDY.COM AND WE'LL SEND YOU THE LINK.
