A MOMENT OF, UH, SILENCE, UM, IN HONOR AND IN MEMORY OF HENRY HOWARD GROWTH, WHO WAS A LIFELONG RESIDENT OF THE VILLAGE OF ARDSLEY.

AND HE PASSED AWAY ON FEBRUARY 15TH OF, UH, THIS YEAR.

AND I FEEL REALLY BAD.

UM, I'M A CYCLIST, AND, UM, HENRY WAS A CYCLIST, BUT HE ALWAYS DID, UH, BIKE RIDES ALL OVER THE TOWN OF GREENBURG.

AND EVERY TIME I SAW HIM, HE WOULD, UH, HIGHLIGHT, UH, THE NEED TO BUILD MORE BIKE PATHS.

AND, UM, HE ALSO TOLD ME TO GO FASTER.

UM, UM, BUT, UM, HE WAS A REALLY, UH, GREAT HUMAN BEING AND ALSO A PATRIOT.

HE WAS IN THE MILITARY AND SERVED OUR COUNTRY AND SERVE THE TOWN OF, UH, GREENBURG AND THE VILLAGE OF, OF LEY.

AND HE WILL BE MISSED, UM, IN MEMORY OF THOSE KILLED IN UKRAINE DUE TO THE RUSSIAN INVASION IN MEMORY OF THOSE PERISHED DUE TO THE TERRORIST ATTACK MAHAMAS ON OCTOBER 7TH.

YOU, UH, DID OUTREACH.

WE'RE PLANNING A UPCOMING ARTIST AND FARMER'S MARKET LATER.

UH, UH, YOU KNOW, THE SPRING, WE'RE GONNA HAVE IT AT, UH, RICHARD PRESSER, UH, FIELD, WHAT FIELD? AND, UM, THERE'S GONNA BE ARTISTS, AND IT'S GONNA BE A REALLY NICE EXHIBIT.

I THINK WE HAVE OVER, UM, 50 ARTISTS ALREADY WHO WANT TO, YOU KNOW, PARTICIPATE IN THIS.

AND IF IT'S SUCCESSFUL, UM, I MAY TRY TAKING THE CREDIT MYSELF, BUT I KNOW THAT TYLER DESERVES IT.

UH, WE ARE SO EXCITED TO CONTINUE THIS PROGRAM THAT HAS BEEN DEVELOPED AND, AND CREATED BY NONE OTHER THAN, UM, THE ORIGINAL, UH, UH, UH, ORGANIZER OF THIS, UH, INTERNSHIP PROGRAM, SUSAN TOLSON.

AND WE WISH TO REALLY MAKE IT, UM, A AMAZING SUMMER SO THAT THE, THE STUDENTS THAT ARE PARTICIPATING REALLY GET A SENSE OF GOVERNMENT.

BILL GREENER WALT, UH, BILL GREENER WALT, UM, WAS PROGRESSIVE BEFORE MOST PEOPLE IN THE UNITED STATES WAS PROGRESSIVE.

HE'S ALWAYS BEEN, UM, A LEADER, UM, SPEAKING OUT ON ISSUES OF IMPORTANCE, UH, TO PEOPLE FIGHTING, UH, UH, AGAINST INJUSTICE AND, UM, RACISM AND INEQUALITY.

AND, UM, BILL IS JUST A TERRIFIC HUMAN BEING, A FANTASTIC ASSET TO THE TOWN.

AND HE, UM, ALSO, UM, PARTICIPATED IN THE MARCH ON WASHINGTON.

AND THIS IS THE END OF, UH, BLACK HISTORY MONTH.

AND WE INVITED, UM, BILL TO, UH, SPEAK TODAY ABOUT HIS, UM, EXPERIENCES PARTICIPATING IN THIS IMPORTANT MARCH, WHICH CHANGE THE WORLD.

SO, BILL, UH, THANK YOU ALL FOR THIS, UH, INVITATION.

UH, IT CERTAINLY WAS A, UH, MAGNIFICENT AND IMPORTANT EVENT.

UM, I'LL GO THROUGH SOME OF THE REMARKS I MADE IN THE SERMON.

I GAVE IT AT CHURCH, BUT ALSO SOME INTER INTERPOLATIONS.

A 1963 WAS THE HUNDREDTH ANNIVERSARY OF ANDREW ABRAHAM LINCOLN'S EMANCIPATION PROCLAMATION.

AND THE, THE AMENDMENTS THAT WERE PASSED AT THAT TIME, LARGELY, UH, OR PARTLY WERE UNFULFILLED.

AND THIS MARCH ON WASHINGTON WAS THE 20TH CENTURY'S PIVOTAL EVENT IN THE STRUGGLE FOR CIVIL RIGHTS AND EQUALLY AND RACIAL EQUALITY.

I WAS IN A VERY PRESTIGIOUS WALL STREET LAW FIRM, AND I TOLD THEM I FELT I HAD TO GO ON THIS MARCH.

THERE HAD BEEN MANY CIVIL RIGHTS EVENTS PRIOR TO THAT TIME, AND THIS WAS TO BE A UNIFIED MARCH.

I WANTED TO BE ON IT.

I AWOKE AT ABOUT FIVE O'CLOCK WHEN MY ALARM WENT OFF.

I GOT SHAVED, GOT DRESSED, AND WENT, UH, WALKED TO CO THE SUBWAY, UH, AT THE BOROUGH HALL, AND WENT FROM THERE TO PENN STATION.

AT THAT TIME, I BOARDED A SPECIAL TRAIN FOR MARCH ON WASHINGTON, UH, DESTINATION.

UH, AND, UH, THERE WERE MANY PEOPLE ON THE TRAINS.

THERE WERE A LOT OF SPECIAL TRAINS.

AS A MATTER OF FACT, THERE WERE 2200 CHARTERED BUSES AND 40 SPECIAL TRAINS FROM ALL OVER THE COUNTRY.

UH, 250,000 PEOPLE APPROXIMATELY APPEARED AT THE MARCH, ABOUT TWO THIRDS, UH, AFRICAN AMERICAN, ABOUT ONE THIRD, UH, WHITE.

AND IT WAS A, A VERY JOYOUS AND, UH, A GREAT OCCASION.

IT WAS SET FOR A NON, UH, CONFRONTATIONAL MARCH.

UH, AND, UH, ONE OF THE MAJOR THINGS ABOUT IT, AND YOU MAY HAVE SEEN THE FILM RUSTIN, ABOUT BAYARD RUSTIN AND WHO ORGANIZED THE MARCH, UH, FROM HARLEM.

AND, UH, THE KEY TO THIS PARTICULAR MARCH WAS TO, IT WAS TO BE NONVIOLENT.

UH, I, WE WALKED, UH, AFTER A A, A BUS TOOK US FROM THE TRAIN TO THE WASHINGTON MONUMENT.

WE WALKED ABOUT A MILE, UH, TO TOWARD THE

LINCOLN MEMORIAL AND MONUMENT.

UH, I WAS AROUND.

IT WAS, WE WERE GATHERED AROUND THE REFLECTING POOL.

THE, UH, SPEAKERS AND SEVERAL DIGNITARIES WERE UP ON THE STAGE, UH, IN FRONT OF THE LINCOLN STATUE.

AND, UH, UH, THE REST OF US WERE DOWN AT THE LEVEL OF THE REFLECTING POOL.

I WAS ABOUT, UH, ABOUT A THIRD OF THE WAY DOWN FROM THE STAGE, COULD SEE CLEARLY I WAS ABOUT FIVE PEOPLE, LET'S SAY, FROM THE EDGE OF THE REFLECTING POOL.

SO I HAD A VERY GOOD VANTAGE POINT, UH, FOR IT.

UM, THERE WERE MANY SINGERS THAT SANG FROM THE, UH, ON THE DAY AT THE MARCH, UH, JOAN BAEZ OTA, UH, PETER PAUL, AND MARY BOB DYLAN.

UM, LENA HORNE, UH, THE GREAT CONTR TO ARIAN ANDERSON ALSO SANG, AND I REMEMBER THAT PARTICULARLY, SHE SANG, HE'S GOT THE WHOLE WORLD IN HIS HANDS.

AND THIS WAS SO MEMORABLE BECAUSE SHE HAD SUNG THERE BEFORE WHEN SHE WAS REFUSED, UH, TO THE, TO BE ABLE TO SING AT THE DAUGHTERS OF THE AMERICAN REVOLUTION.

UH, AND ELEANOR ROOSEVELT IN PARTICULAR GOT HER TO SING AT THE LINCOLN MONUMENT.

AND, UH, UH, SHE SANG, UH, AMERICA AT THAT TIME.

BUT THAT WAS PARTICULARLY MOVING TO ME.

AND SHE WAS IN, IN GOOD VOICE, .

UM, AND THE, THE MARCH WAS A TRUE MIRACLE.

UM, AFTER THE MARCH, THE LEADERS MET WITH PRESIDENT KENNEDY THE DAY AFTER, AND CONGRESSIONAL LEADERS AND PRESSURING, PRESSURING THEM TO, ON A STRONG CIVIL RIGHTS PLANK, UH, AND MEASURES, UH, THIS, UH, THIS CONFIRMED THE LINK BETWEEN CIVIL RIGHTS AND ECONOMIC RIGHTS, AND GAVE RI, UH, RISE TO THE ECONOMIC PROGRAMS OF LYNDON JOHNSON'S GREAT SOCIETY.

YOU MAY REMEMBER THAT, THAT SUMMER, JOHN KENNEDY WAS UNFORTUNATELY ASSASSINATED.

AND, UH, UH, THIS GAVE WAY TO LYNDON JOHNSON, WHO WAS ONE OF THE BEST, IF NOT THE BEST, UH, PERHAPS AFTER FDR OF OUR PRESIDENTS IN GETTING MEASURES THROUGH CONGRESS.

AND I MUST SAY BIDEN IS QUITE GOOD.

UM, BUT THE 64, UH, IN 1964, THAT THE ENSUED THE CIVIL RIGHTS, THE VOTING ACT, AND THEN, UH, THE NEXT YEAR, THE, UH, CIVIL RIGHTS ACT, UH, ALONG THE WAY, UH, THERE HAD BEEN HEAD START.

AND, UM, THE MARCH HAD TREMENDOUS, UH, EFFECTS.

IT INCREASED, UH, POPULAR SUPPORT, PARTICULARLY AMONG WHITES FOR WHAT WAS CALLED THE CIVIL RIGHTS REVOLUTION.

IT TRANSFORMED AMERICA'S LAW AND POLITICS.

ITS MESSAGE OF CONCERN FOR ALL WAS CARRIED OVER INTO IMMIGRATION REFORM, HEADSTART, THE WAR ON POVERTY, JOHNSON'S GREAT SOCIETY, AND MEDICARE AND MEDICAID.

IT SUSTAINED AND STRENGTHENED THOSE WHO CONTINUED TO WORK FOR SOCIAL JUSTICE.

IT INSPIRED A BROAD SPECTRUM OF AMERICANS, AND IT MADE BIGOTRY NO LONGER RESPECTABLE AND, AND, UH, CURBED ABUSES IN SPEECH AND ACTION.

UNFORTUNATELY, THERE WERE SOME, UH, FALLBACKS FROM THIS PEAK THAT WE REACHED AT THAT TIME.

AND IN 1964 AND 1965, WHAT DID THE MARCH, WHAT EFFECT DID IT HAVE ON ME? IT HAD A GREAT DEAL OF EFFECT ON ME.

I LEFT MY FIRM, I WAS A LITIGATOR ALL THROUGHOUT MY LEGAL CAREER.

AND, UH, I LEFT THIS, UH, FIRM TO GO INTO THE OFFICE OF ECONOMIC OPPORTUNITY.

UH, AND INTO, IN PARTICULAR, I WAS REGIONAL COUNSEL FOR THE NORTHEAST OFFICE, WHICH WAS IN NEW YORK CITY.

UH, BUT I ALSO TOOK ON THE ADDITIONAL JOB OF BEING IN CHARGE OF LEGAL SERVICES, SETTING UP LEGAL SERVICES FOR THE POOR.

AND I BECAME THE DIRECTOR OF LEGAL SERVICES FOR THE NORTHEAST REGIONAL OFFICE OF THE OEO OFFICE OF ECONOMIC OPPORTUNITY IN THE ANTI-POVERTY PROGRAM.

AND IN THAT CAPACITY, I REALLY KNOCKED MYSELF OUT, UH, WORKING DAY AND TOWARD THE KNIGHTS.

I ROAMED ALL THE STATES FROM MAINE DOWN THROUGH NEW JERSEY, AND ALSO PUERTO RICO, AND SET UP LEGAL SERVICES FOR THE POOR PROGRAMS IN 75 DIFFERENT PROGRAMS THROUGHOUT THE COUNTRY.

THROUGHOUT THAT, THAT REGION.

THIS

WAS ONE THIRD OF ALL THOSE IN THE COUNTRY, AND THERE WERE EIGHT REGIONS.

I DID GET A SPECIAL PROMOTION, UH, FOR MY EFFORTS, BUT I, I FEEL THAT MY GREATEST ACCOMPLISHMENT IN LIFE WAS SETTING UP THOSE PROGRAMS. UH, THEY HAVE SERVED MILLIONS OF POOR PEOPLE WHO COULD NOT OTHERWISE AFFORD LAWYERS.

UH, WHEN NIXON CAME IN, UH, NIXON, UH, THEY TRANS TRANSFERRED THE PROGRAM, BUT IT'S STILL GOING ON, STILL AS HEALTHY AS EVER.

AND, UH, ONE OF THE BEST PROGRAMS IS HERE IN WESTCHESTER, THE LEGAL SERVICES OF THE HUDSON VALLEY.

JUST TO GIVE YOU AN INDICATION OF WHAT I HAD TO DO, THERE WERE ABOUT EIGHT COMMUNITY ACTION AGENCIES IN WESTCHESTER.

EACH ONE WANTED ITS OWN LEGAL SERVICES PROGRAM.

I PUT MERGED THEM ALL INTO A COUNTYWIDE PROGRAM, WHICH WAS ORIGINALLY THE WESTCHESTER PUTNAM LEGAL SERVICES PROGRAM.

NOW, THEY'VE TAKEN OVER MANY OTHER COUNTIES.

SO WE GOT A COMBINED PROGRAM, AND IT'S NOW ONE OF THE BEST IN THE COUNTRY.

ANOTHER INDICATION IS THE STATEWIDE PROGRAM IN MAINE, THE PINE TREE LEGAL ASSISTANCE PROGRAM.

AND WE HAD A PECULIAR SITUATION IN NEW YORK CITY, WHICH WAS THAT THEY DID NOT WANT TO HAVE POOR ON THE BOARD.

THAT WAS ONE OF THE REQUIREMENTS.

POOR ARE THEIR REPRESENTATIVES ON THE BOARD.

SO WE INSISTED IN A LITIGATION, UH, THAT, UH, THEIR, THE FIRST PROGRAM WAS NOT VALID FOR THAT REASON.

AND IT, THEY CHANGED IT, AND THEY PUT POOR OR THEIR REPRESENTATIVES ON THE BOARD AS THEY HAD TO BE ON EVERY PROGRAM.

SO I WENT THROUGHOUT, UH, THE WHOLE REGION WENT EVEN TO PUERTO RICO, WHERE THERE WAS TREMENDOUS POVERTY AT THE TIME, AT CERTAIN CERTAIN PLACES.

BUT THAT'S WHAT HAPPENED TO ME, UH, ON THAT.

AND, UH, OTHER, OTHER THINGS HAPPENED AS WELL.

MY CONTINUING INTEREST IN, UM, THE COMMUNITY IN, UH, NEW YORK CITY, COBBLE HILL PARK PARKS HERE IN WESTCHESTER.

AND I BECAME, UH, INVOLVED GREATLY IN PARKS AND STILL AM AND, UH, UH, OTHER THINGS SUCH AS THE CHURCH, SO ON.

SO THE KEY, OF COURSE, EVENT OF THAT WHOLE SITUATION WHERE ALL THE CIVIL RIGHTS LEADERS, SIX OF THEM, UH, HAD TO SPEAK.

THEY ALL SPOKE, THEY ALL SPOKE WELL.

UM, BUT OF COURSE, THE GREAT SPEAKER, THE GREATEST SPEAKER WAS MARTIN LUTHER KING JUNIOR.

AND, UM, HE SAID, AMONG OTHER THINGS, I WANT, BY NO MEANS AM I GONNA READ YOU ALL I HAVE HERE, I MUST SAY, UH, TO MY PEOPLE.

LET US NOT SEEK TO SATISFY OUR THIRST FOR FREEDOM BY DRINKING FROM THE CUP OF BITTERNESS AND HATRED.

WE MUST RISE TO THE MAJESTIC HEIGHTS OF MEETING PHYSICAL FORCE WITH SOUL FORCE.

WE MUST NOT BE LED TO A DISTRUST OF ALL WHITE PEOPLE.

FOR MANY OF OUR WHITE BROTHERS, AS EVIDENCED BY THEIR PRESENCE HERE TODAY, HAVE COME TO REALIZE THAT THEIR DESTINY IS TIED UP WITH OUR DESTINY.

THEY HAVE COME TO REALIZE THAT THEIR FREEDOM IS IN INEXTRICABLY BOUND TO OUR FREEDOM.

WE CANNOT WALK ALONE LOAN.

THEN HE STARTED TO GO ON AND, UH, MAHALIA JACKSON SHOUTED TO HIM.

SHE WAS SITTING DOWN, TELL HIM ABOUT THE DREAM MARTIN.

AND THEN HE STARTED ABOUT THE SPE, UH, DREAM, PART OF OTHER SPEECHES THAT HE'D GIVEN AND BROUGHT IT TO US IN THE AUDIENCE, UH, WAITING FOR THIS.

SO WHAT'S BEING PROPOSED IS THE LANGUAGE I'VE HIGHLIGHTED, WHICH IS UNDERMINED, AND IT READS DOWN TREES WITHIN WOODED AREAS OF A MINIMUM WIDTH OF 10 FEET, WHERE THEY'RE FALLING NATURALLY, OR IN CONNECTION WITH A TREE REMOVAL PERMIT ARE EXEMPT FROM THE PROVISIONS OF THIS SECTION.

UNLESS SET DOWN TREE IS LOCATED ON A STEEP SLOPE, OR WITHIN A PORTION OF THE TOWN PRONE TO FLOODING AND OR WITHIN A FLOOD ZONE.

AND IN THE OPINION OF THE TOWN FORESTRY OFFICER SET DOWN TREE IS DEEMED TO BE HAZARDOUS.

THE PROPOSED SOLAR OVERLAY DISTRICT, IF APPROVED BY THE TOWN BOARD FOR A SITE, WOULD THEN AUTHORIZE THAT SITE OWNER TO APPLY FOR SITE PLAN, SPECIAL PERMIT APPROVAL FOR HIS SOLAR FARM.

THEY MADE SIMILAR POINTS, WHICH THE TOWN BOARD HEARD AND RESPECTED AND MADE CLEAR THIS IS NOT A VIABLE SITE.

IN THE UNLIKELY SCENARIO WHERE A DEVELOPER REFUSED TO ACKNOWLEDGE THE FACTS KNOWN ABOVE AND WAS INSISTENT ON SUBMITTING AN APPLICATION, THE TOWN BOARD WOULD HAVE DISCRETION TO DENY SUCH A SOLAR OVERLAY PETITION.

ALRIGHT, SO I'M GONNA GIVE A SECOND EXAMPLE AND THIS ONE IS GONNA BE QUITE DIFFERENT.

THE SITE IS LARGELY TREELESS IN ITS SOUTHERN SEVEN OR SO ACRES.

THE SITE DOES ABOVE THE SOUTH COUNTY TRAILWAY.

SO IN THIS HYPOTHETICAL, THE SOLAR LAW WERE IN PLACE TODAY AND THE DEVELOPER SOUGHT TO APPLY FOR A SOLAR OVERLAY DISTRICT AT THE SITE FROM A PLANNING PERSPECTIVE, AND WITH THE KNOWLEDGE THAT I HAVE OF THE LOCAL LAW AS TOWN STAFF, I WOULD NOT HESITATE TO CONNECT THE POTENTIAL DEVELOPER WITH THE TOWN BOARD FOR A PRE-SUBMISSION CONFERENCE.
