In memory of those killed in Ukraine due to the Russian invasion, and in memory of those who have perished in Israel and Gaza due to the terrorist attack by Hamas on October 7, 2023. We pray for a swift return of the hostages and for peace in the region.]

UM, YOU KNOW, JUST A REALLY NICE, UH, UM, YOU KNOW, PERSON AND IN MEMORY OF THOSE KILLED IN UKRAINE, UH, DUE TO, UH, THE RUSSIAN INVASION AND IN MEMORY OF THOSE HAVE PERISHED IN ISRAEL AND, UM, AND GAZA.

SO, IVY, UM, UH, DARLING IS A RESIDENT OF GREENBURG FOR OVER 55, UH, YEARS, AND, UH, SHE'S, UH, 101 YEARS, OH MY GOD, YOUNG.

UM, SHE'S AN IMMIGRANT WHO MIGRATED TO THE UNITED STATES FROM THE ISLAND OF JAMAICA.

SETTLED IN ELMSFORD IN THE TOWN OF GREENBURG WITH HER HUSBAND AND FIVE SONS.

SHE HAS 22 GRANDCHILDREN.

WOW.

15 GREAT-GRANDCHILDREN, AND THREE GREAT, GREAT-GRANDCHILDREN.

OH, CAN WE GET, COME ON.

AMAZING.

THAT'S A LOT OF DIAPERS.

YES, BUT NOT FORGOTTEN.

ON SEPTEMBER 11TH, IVY DARLING LOST A GRANDDAUGHTER, ELIZABETH ANN DARLING, AN ATTACK ON THE WORLD TRADE CENTER.

WOW.

SHE EXPERIENCED FURTHER, UH, GRIEF ON SEPTEMBER 4TH, 2022 WHEN HER SON PASSED.

EARL DOUGLAS DARLING PASSED AWAY.

SHE IS CAME FROM, UH, VERY HUMBLE BEGINNINGS.

SHE WORKED HER WAY UP TO BEING AN ASSISTANT DIETICIAN.

SHE EXCELLED AND RECEIVED HER LPN.

SHE OBTAINED HER BACHELOR'S DEGREE FROM MERCY COLLEGE IN DOVES FERRY, AND BECAME A REGISTERED ON A NURSE.

AND FOR NUMEROUS YEARS, SHE EMBODIED A COMMITMENT TO SERVICE.

OVER FOUR DECADES AGO, SHE WAS INSTRUMENTAL IN INITIATING THE FIRST FWP FOOD PANTRY, ALONG WITH OTHER MEMBERS.

SHE WAS VERY COMPASSIONATE.

AND FOR 20 YEARS, SHE CARED FOR TWO VETERANS FROM THE VA MEDICAL CENTER, MONTROSE CAMPUS.

WHEN THEY PASSED AWAY, SHE RECEIVED A CITATION FROM WASHINGTON THANKING HER FOR ADMINISTERING THE BEST CARE TO THESE, UH, VETERANS.

SHE'S A POET, AN AUTHOR, UM, A SONGWRITER.

SHE WROTE MANY POEMS, WHICH SHE IS STILL ABLE TO RECITE FROM MEMORY.

MM.

SHE PUBLISHED BEAUTIFUL SPRING, A REMARKABLE SONGBOOK ABOUT LIFE.

SHE ALSO WROTE AND PUBLISHED THE PRINCIPLES OF HOMESCHOOLING A HANDBOOK FOR HOMESCHOOLING ON DECEMBER 23RD, 2021.

AND SHE, SOMEBODY, UH, WHO SHOW THAT HOMESCHOOLING COULD, UH, BE SUCCESSFUL BECAUSE SHE WAS HOMESCHOOLED UNTIL AGE SEVEN BY HER GRANDPARENTS WHO WERE TEACHERS.

AND SHE COMPILED THIS BOOK FOR CHILDREN WITH A HOMESCHOOL PRINCIPLES THAT SHE LEARNED.

UM, YOU WENT SOME, GORDON IS HERE IN THE BACK AND SPEAKS THE WORLD ABOUT, UM, UM, YOU KNOW, IVY IS ONE OF HER BIGGEST SINS.

UM, UM, AND, UM, UH, SHE MENTIONED THAT SHE'S THE OLDEST MEMBER OF THE FIRST SEVENTH DAY ADVENTIST, UH, CHURCH OF WHITE PLAINS LOCATED GREENBURG.

AND THEY'RE SO PROUD TO HAVE THIS CENTENARIAN IN THEIR MIDST AND ATTRIBUTE HER LONGEVITY TO HER HEALTH PRACTICE.

AND ALSO, UH, THE FACT THAT SHE CONSTANTLY

IT WAS QUITE A, A WARM, LOVING CONGREGATION, AND THEY GAVE HER ALL HEARD THE DUE RESPECT SHE DESERVED.

AND SHE SERVED THE TOWN FOR 15 YEARS, UM, AND SERVED AS DEPUTY CONTROLLER AND MOST RECENTLY AS A CONTROLLER.

AND, UM, ROBERTA REALLY WORKED VERY, VERY HARD, UH, FOR THE TOWN DURING, UH, HER TENURE AS TOWN CONTROLLER.

ROBERTA HELPED ENSURE THAT THE TOWN OBTAINED THE HIGHEST CREDIT RATING POSSIBLE, A TRIPLE A RATING FROM BOTH MOODY'S AND STANDARD AND POOR'S, UH, CREDIT AGENCY.

MOODY SAID THE TOWN'S A A A RATING REFLECTS THE TOWN'S STABLE FINANCIAL OPERATIONS WITH HEALTHY RESERVE LEVELS AND STRONG ECONOMIC PROFILE.

THE STABLE OUTLOOK REF REFLECTS THE EXCEPTION OF CONTINUED STRONG OPERATIONS, GIVEN PRUDENT MANAGEMENT AND CONTINUED GROWTH IN THE LOCAL ECONOMY STANDARD.

AND POORS SAID THE HIGH RATINGS ALSO REFLECTED THEIR VIEW OF GREENBERG STRONG MANAGEMENT WITH GOOD FINANCIAL MANAGEMENT POLICIES, PRACTICES UNDER OUR FINANCIAL MANAGEMENT ASSESSMENT.

FMA METHODO METHODOLOGY EVIDENCED BY STRONG MONITORING AND STRONG INSTITUTIONAL FRAMEWORK SCORE BETWEEN, UH, 2019 AND 2020, UH, THREE, DURING THE HEIGHT OF THE PANDEMIC, ROBERTA HELPED THE TOWN AVOID LAYOFFS.

UM, WE HAD NO LAYOFFS AND ALSO PREPARED BUDGETS THAT, UM, AVOIDED ANY TAX HIKES.

WE HAD NO TAX HIKES FOR FOUR, YOU KNOW, CONSECUTIVE YEARS.

UM, UM, THANKS TO HER LEADERSHIP, UH, THE GOVERNMENT FINANCE ASSOCIATION OF THE UNITED STATES AND CANADA AWARDED THE TOWN A CERTIFICATE OF ACHIEVEMENT FOR EXCELLENCE IN FINANCIAL REPORTING FOR ITS ANNUAL COMPREHENSIVE FINANCIAL REPORT FOR ALL THE YEARS OF HER TENURE.

THIS IS A PRESTIGIOUS NATIONAL AWARD, RECOGNIZING CONFORMANCE WITH THE HIGHEST STANDARDS FOR PREPARATION OF STATE AND LOCAL GOVERNMENT FINANCIAL REPORTS.

THE TOWN HAS RECEIVED THE AWARD FOR OVER 25, UH, YEARS.

SO ROBERTA, UH, KEPT COSTS DOWN.

SHE WORKED TO MAKE GOVERNMENT MORE EFFICIENT.

SHE NAVIGATED ANNUAL AUDITS AND OPERATING CAPITAL BUDGETS IN ADDITION TO DAILY RUNNING A DEPARTMENT THAT INCLUDES REGULAR PAY, ROLE BENEFITS, AND HUMAN RESOURCES.

SO WE'RE DECLARING TODAY, APRIL 24TH AS ROBERTA, UH, ROMANO DAY, BUT, UH, NO EMPLOYEE IS ENTITLED TO, UM, HOLIDAY.

UM, AND YEAH, I REALLY FEEL THAT IT'S VERY, UM, IT SAYS SOMETHING ABOUT HER CHARACTER THAT EVEN WHEN SHE KNOWS THAT SHE'S LEAVING AND, UH, AND NOT GONNA BE PART OF THIS, YOU KNOW, COMMUNITY, SHE STILL, UH, WANTS TO DO A GOOD JOB, AND SHE WANTS TO MAKE SURE THAT THE TOWN IS, UM, IS HAVING A SMOOTH TRANSITION.

SO I JUST WANNA THANK HER FOR HER, UH, GIVING US SO MUCH TIME TO FIND A NEW CONTROLLER.

Less than 1% of communities in the nation have this record of financial stability. Recently, on 09/21/2023, Moody's reaffirmed the Town earned Moody's highest rating and, on 09/18/2023, Standard & Poors once again reaffirmed the Town earned Standard & Poors highest rating. AND, UM, UM, SHE OBSERVED, UM, IT, UH, ONE OF OUR EMPLOYEES, OUR PLUMBING INSPECTOR, VIN ANO, UH, WHO JUST HIT HIS 10 YEAR MARK IN FEBRUARY.

HE SAVED A MAN'S LIFE IN A PARKING LOT.

AND, UM, SO BASICALLY KRISTA, UM, AND, UM, AND HE, THEY WERE AT THE FAR END OF THE PARKING LOT, UM, AND THEY SAW AN OLDER MAN JUST STANDING NEAR THE CAR.

THE MAN AND ATTORNEY WAS CALM, BUT HE ASKED VINNY IF HE KNEW ANYTHING ABOUT THE HEIM LOOK AND SAID HE WAS CHOKING WITHOUT MISSING A BEAT.

UH, VINNY PUT HIS ARMS AROUND THE MAN AND DID THE MANEUVER IMMEDIATELY CAUSING THE FOOD BLOCKAGE TO FLY OUT.

THE MAN WAS CHOKING ON A CARROT.

VINNY SAID HE FELT NERVOUS AFTERWARDS WHEN HE REALIZED WHAT HE HAD JUST DONE FOR THE FIRST TIME EVER.

BUT HE MADE THAT SEEM VERY EASY.

THE MAN SAID HE WAS PROBABLY SO CALM BECAUSE THIS HAD HAPPENED TO HIM BEFORE I STOOD.

SHE STOOD THERE IN AWE, PRAISING BOTH OF THEM BEING SO CALM WHEN ONE MAN ALMOST DIED, ANOTHER PERSON, OUR EMPLOYEE JUST CASUALLY SAVED HIS LIFE.

IT WAS A SURREAL, UM, MOMENT ACCORDING TO, UM, UH, KRISTA, UH, WITH BOTH OF THEM JUST BEING IN THE RIGHT PLACE AT THE RIGHT TIME.

VINNY SAID HE RECENTLY TOOK THE TRAINING HERE, AND WE DO KNOW THE MAN'S NAME, BUT I DON'T WANT TO NAME HIM

THE PROJECT IS A PERMITTED USE IN THE

PED DISTRICT AND EXHIBITS CONTINUED SIGNIFICANT CONSISTENCY WITH THE RESEARCH AND DEVELOPMENT BASED VISION ESTABLISHED FOR THIS PORTION OF THE TOWN OF GREENBURG, AS DEFINED IDENTIFIED IN THE TOWN'S 2016 COMPREHENSIVE PLAN.

IN TERMS OF PROCESS, THE APPLICANT APPEARED BEFORE THE PLANNING BOARD AS PART OF THE SITE PLAN REFERRAL, WHICH INCLUDED WORK SESSIONS ON NOVEMBER 15TH, 2023, DECEMBER 20TH, 2023, FEBRUARY 7TH, 2024, AND FEBRUARY 21ST, 2024, WHERE THE APPLICATION WAS THE SUBJECT OF A UNANIMOUS POSITIVE RECOMMENDATION FROM THE PLANNING BOARD.

THE PLANNING BOARD FOUND THAT THE AMENDED SITE PLAN SUBMISSION SATISFIED THE APPLICABLE SITE PLAN STANDARDS SET FORTH IN SECTION 2 85 54 STANDARDS A THROUGH K.

THE PLANNING BOARD NOTED THAT THE PROPOSED AREA OF WORK IS SUBSTANTIALLY LOCATED WITHIN PREVIOUSLY DISTURBED AREAS VERSUS AN EXPANSION INTO CURRENTLY WOODED AREAS OF THE SITE.

AND THE BOARD FURTHER RECOMMENDED THAT THE APPLICANT CONTINUE TO ADVANCE ITS TRANSPORTATION SAFETY MITIGATIONS WITH THE NEW YORK STATE DEPARTMENT OF TRANSPORTATION, AS WELL AS THE TOWN'S TRAFFIC CONSULTANT FOR THIS PROJECT.

AND, UH, WE ARE SEEKING SITE PLAN APPROVAL FROM THE TOWN BOARD AND A TREE REMOVAL PERMIT TO PERMIT THE CONSTRUCTION OF, UH, WHAT WE REFER TO AS THE LOGISTICS BUILDING.

IT'S AN APPROXIMATELY 136,000 SQUARE FOOT BUILDING, THREE STORIES WITH A MECHANICAL PENTHOUSE.

UH, AND IT'S LOCATED IN THAT AREA OF THE PROPERTY THAT YOU FAIRLY RECENTLY APPROVED TEMPORARY PARKING ON THAT TEMPORARY PARKING WILL BE REMOVED, UH, AND RESTORED AS WE HAD TALKED ABOUT DURING THE TIME THAT YOU APPROVE THAT CERTAIN OF THOSE PARKING SPACES WILL REMAIN.

UH, AND THOSE WILL SERVE THE NEW BUILDING, UM, 208 PARKING SPACES IN ALL 157 SPACES.

WE ARE, UH, REVISING PARKING RIGHT IN THIS LOCATION, SOUTH OF THAT, UH, MAIN ENTRANCE DRIVEWAY.

UH, SOME PARKING AROUND THE BUILDING.

WE HAVE OUR LOADING AREA AND SOME ADDITIONAL QUEUING SPACES FOR TRUCKS.

AND THEN, OF COURSE, WE HAVE THE DRIVEWAY THAT LINKS THE PROJECT DOWN TO THE, UH, EXISTING CAMPUS LOOP ROAD THAT RUNS AROUND THE, THE SOUTH CAMPUS THERE.

UH, THIS IS WHERE THAT, UH, TEMPORARY PARKING LOT WITH THE RETAINING WALLS IS BUILT HERE NOW.

SO THAT WOULD ALL GET REMOVED, RESTORED.

WE HAVE A FULL LANDSCAPE RESTORATION PLAN, UH, TO BRING THAT BACK TO, YOU KNOW, BETTER THAN WHAT IT USED TO BE IN TERMS OF, UH, LANDSCAPING AND TOPOGRAPHY THERE.

UH, THIS IS JUST QUICKLY STEEP SLOPES.

SO, UH, AS JANET MENTIONED, UH, WE'RE LOOKING TO KEEP THE DISTURBANCE WITHIN WHAT WAS PREVIOUSLY DISTURBED TO BUILD THE PARKING LOT.

SO, UH, WE'RE REALLY TRYING TO LIMIT TREE REMOVAL AND STEEP SLOPES DISTURBANCE.

THE ONLY REAL STEEP SLOPES DISTURBANCE WE HAVE IS ON, UH, MANMADE, YOU KNOW, SLOPES THAT WERE MADE TO GRADE DOWN FROM THE PARKING LOT TO REACH THE WOODS, OR RETAINING WALLS, UH, KIND OF UP IN THIS DARK AREA THAT WERE, THAT ARE GONNA BE REMOVED.

WE DON'T REALLY HAVE ANY STEEP SLOPES, UH, NATURAL STEEP SLOPES THAT WERE DISTURBING HERE.

UH, WE DO HAVE SOME WETLAND BUFFER DISTURBANCE.

WE DID, UH, RESPECT THE WETLANDS, UH, BUT WE ARE IN THE BUFFER, NOT WITH ANY IMPERVIOUS AREA, BUT WITH GRADING STORM WATER, WE'RE PROPOSING A POND.

THIS PUBLIC HEARING IS RELATED TO THE TOWN BOARD'S PRIOR AND RECENT APPROVAL OF THE ZONING TEXT AMENDMENT, WHICH ADDED A SOLAR ENERGY SYSTEM ORDINANCE TO CHAPTER 2 85 OF THE CODE OF THE TOWN OF GREENBURG.

AS PART OF THAT PROCESS IN LOCAL LAW, A SOLAR DISTRICT OVERLAY WAS APPROVED AND MADE PART A PART OF CHAPTER 2 85 TO COMPLETE THE OVERALL RELATED ZONING PROCESS.

ZONING MAP OF THE TOWN OF GREENBURG SHALL BE AMENDED TO AFFIRMATIVELY ADD THIS OVERLAY TO DO SO.

THREE MODIFICATIONS ARE PROPOSED AND ARE AS FOLLOWS, WHICH I WILL NOW PROJECT ON THE SCREEN.
