[ MOMENT OF SILENCE In memory of Lola Daniels Hunter, 92, who passed May 12, 2024. For 37 years, Lola was the Director of Westchester County Dept. of Social Services, earning her undergraduate and masters degrees during that time. She was the President of the White Plains/ Greenburgh Branch of the NAACP, and a Life Chair member. She was also a very active member of Bethel Baptist Church and was a longtime member of the Greenburgh Police Community Advisory Commission. She served as the treasurer of the North Elmford Civic Association and was a pillar of the civic association, always willing to lend a helping hand. The entire Greenburgh community mourns her loss. In memory of those killed in Ukraine due to the Russian invasion, and in memory of those who have perished in Israel and Gaza due to the terrorist attack by Hamas on October 7, 2023. We pray for a swift return of the hostages and for peace in the region.]

AND I'D JUST LIKE TO MENTION THAT WHEN I WAS A COUNTY LEGISLATOR, UM, I WORKED WITH LOLA, UH, PROBABLY DAILY AND OF THE MANY, UH, PUBLIC OFFICIALS THAT I'VE WORKED WITH, NO ONE COMES CLOSE AT EITHER THE FEDERAL, STATE, COUNTY, OR LOCAL LEVELS PROVIDING AS EXCEPTIONAL, UM, CONSTITUENT SERVICES AS, UM, AS SHE DID.
I'LL NEVER FORGET, THERE WAS A WOMAN, HER NAME WAS MARGARET CHUMA, AND SHE WAS BLIND, DISABLED, CONFINED TO A WHEELCHAIR, AND THEY WERE GONNA SEND HER TO A NURSING HOME.
AND SHE HAD A 16-YEAR-OLD DAUGHTER, AND SHE DIDN'T WANT TO GO TO THE NURSING HOME.
THERE WAS LIKE A LOOPHOLE IN THE LAW, AND SHE GOT, UH, THE WOMAN A HOME CARE AID.
UM, AND ANOTHER TIME SHE SAVED SOMEBODY $35,000 FIGURING OUT ANOTHER LOOPHOLE IN, UM, IN THE LAW.
AND THEN I HAD FORMED A, WHEN I WAS A LEGISLATOR, A GROUP TO HAVE A HEART FOR THE HOMELESS COMMITTEE.
AND WE, UM, HELP FAMILIES AVOID EVICTIONS.
AND SOMETIMES SHE GOT ANGRY AT ME FOR GIVING HELP TO PEOPLE WHO DIDN'T DESERVE IT.
OTHER TIMES, SHE, UH, TOLD ME TO, UH, HELP SOMEBODY.
AND I'LL NEVER FORGET ONE PERSON WHO SHE RECOMMENDED THAT WE HELP, UM, NOT ONLY PAID BACK A LOAN, BUT GAVE $500 ON TOP OF IT.
SO SHE WAS REALLY EXTRAORDINARY.
UM, JUST AN AMAZING, UH, YOU KNOW, PERSON.
UH, SHE WAS CIVIC MINDED, AND SHE WILL DEFINITELY, UH, YOU KNOW, BE, UH, YOU KNOW, BE BEST.
AND, YOU KNOW, SHE REALLY MADE FOR ME LIKE AN ENORMOUS IMPACT ON MY, UH, ON MY LIFE BECAUSE, UM, YOU KNOW, NOBODY KNEW THE LAW BETTER THAN HER.
AND SHE KNEW EVERY SINGLE LOOPHOLE, ESPECIALLY WITH SOCIAL SERVICES.
AND SHE HELPED HUNDREDS AND HUNDREDS OF PEOPLE, UM, YOU KNOW, PROBABLY THOUSANDS OF PEOPLE.
SHE WAS A MODEL PUBLIC SERVANT.
AND ALSO IN MEMORY OF THOSE KILLED IN UKRAINE, DUE TO THE RUSSIAN INVASION.
AND IN MEMORY OF THOSE HAVE PERISHED IN ISRAEL AND GAZA DUE TO THE TERRORIST ATTACKS BY HAMAS ON OCTOBER 7TH, WE PRAY FOR A SWIFT RETURN OF THE HOSTAGES AND FOR PEACE IN THE REGION.

SO, YOU KNOW, PROBABLY FIVE OR FIVE OR SIX YEARS AGO, UM, I FELT THAT, UH, THE STUDENTS COULD DO A BETTER JOB ORGANIZING THIS THAN ME, AND I WAS RIGHT.
UM, AND, UM, EVERY YEAR AND RECENT YEARS, UM, IT'S GOTTEN BETTER AND, AND BETTER.
WE HAVE A NETWORK OF, UH, STUDENTS WHO, YOU KNOW, HAVE HELPED.
AND, YOU KNOW, PEOPLE WILL EMAIL US, CALL US, AND

65 DIFFERENT MEMBERS OF OUR COMMUNITY THAT GOT THE HELP THAT THEY NEEDED, WHICH FOR US, IT'S EASY.
I MEAN, WE JUST DRIVE OVER THERE AND SHOVEL A LITTLE BIT, BUT FOR THEM, IT REALLY TRULY MAKES A BIG DIFFERENCE.
I MEAN, WE'VE HAD PEOPLE WHO HAD DOCTOR'S APPOINTMENTS AND PLACES THAT THEY NEEDED TO GO THAT THEY COULDN'T WITHOUT US.
SO JUST, YOU KNOW, IT MAKES US FEEL GOOD KNOWING THAT WE CAN HELP THEM OUT WHEN THEY NEED IT.
UM, AND OBVIOUSLY WE GOT A LOT OF GUYS OUT HERE.
UM, THE FUTURE IS BRIGHT, SO YEAH, WE'RE GONNA JUST KEEP DOING THE, DOING WHAT WE DO.

LIKE, FOR EXAMPLE, LAST WEEK I WAS SUPPOSED TO BE HERE AT THE BOARD MEETING, BUT I WAS ON A SENIOR BUS CENTER BUS WITH SOME SENIORS THAT BROKE DOWN DOWN ON WEST 45TH STREET.
MY ISSUE THERE IS, THANK GOD IT WAS JUST SMOKE.
WHAT IF THE BUS WOULD'VE CAUGHT ON FIRE? AND THOSE SENIORS ARE STUCK THERE ON THE BUS.
WHAT IF THE SENIORS, WHAT IF THE BUS WOULD'VE BROKE DOWN ON THE HIGHWAY? WHERE'S THE SENIORS SUPPOSED TO GO? NOW, SOME OF THE SENIORS, UH, I DON'T KNOW WHO TAKES CARE OF 'EM OR WHO DOES THEIR MAINTENANCE OR WHATEVER, BUT YOU GUYS DON'T REALIZE THEY'RE UNCOMFORTABLE.
'CAUSE YOU GUYS, NOBODY UP IN THE UPPER CLASS OR ALL THOSE DON'T RIDE THOSE BUSES.

SO YOU NEED TO TAKE CARE OF THAT ISSUE NOW BEFORE IT GETS WORSE.
UM, WHEN THE GUY CAME TO PICK US UP, FOR INSTANCE, I'VE BEEN ON PLENTY OF THE BUSES.
EVEN THE MINIVANS, THE LIFT ONE TIME WE GO PICK SENIORS UP IN THE MORNING, BRING TO THE SENIOR PROGRAM, WE GO PICK UP SENIOR UP, WHO NEEDS A LIFT? THE LIFT WOULDN'T WORK.
PUT THE, PUT THE UH, VAN IN THE SHOP FOR TWO WEEKS, COME BACK FOR TWO DAYS AND YOU GOTTA PUT IT RIGHT BACK.
SO YOU CAN'T KEEP PUTTING A BANDAID ON A OLD WOUND BECAUSE IT'S NOT HEALING.
AND THAT'S WHAT THEY'RE DOING FOR THOSE TOWN BUSES.
THEY BEEN IN OPERATION FOR YEARS AND SOMETHING NEEDS TO BE DONE BEFORE SOMETHING MAJOR HAPPENS.
UM, AND JUST LIKE WHEN THEY CAME TO PICK US UP FROM, UH, WEST 45TH STREET, WHEN WE HAD A BUSLOAD OF SENIORS THAT BUS THE SMOKE, THEY WERE SCARED.
I WAS EVEN NERVOUS, BUT I WAS JUST LIKE, THANK GOD.
I WAS LIKE PRAYING, BUT BECAUSE ALL OF A SUDDEN IT JUST, ALL THIS SMOKE AND I'M TRYING TO GET THEM OFF.
AND THEY WAS LIKE, AND YOU KNOW, SOMEONE GOT CANS AND SOMETHING GOT THIS.
SO IT WASN'T JUST, THANK GOD WE WAS STILL ON WEST 45TH STREET.
LIKE I SAID, BECAUSE HAD WE BEEN ON A HIGHWAY, WHAT WAS I GONNA DO WITH ALL THOSE SENIORS THERE? AND THE BUSES STUCK.
THEN WE HAD TO WAIT OVER AN HOUR AND A HALF BEFORE SOMEBODY CAME TO PICK US UP.
WHEN THAT BUS CAME TO PICK US UP ON THE WAY BACK ON THE HIGHWAY THAT BUS DOOR WAS OPENING.
WHAT KINDA, AND THEY SAY THESE BUSES HAVE BEEN SERVICED.
WHAT KIND OF SERVICE ARE THEY GETTING? SO THE TOWN BUSES, SO THE TOWN NEEDS TO INVESTIGATE.
'CAUSE LIKE I SAID, THE SHOCKS ARE TERRIBLE.
'CAUSE YOU GUYS, Y'ALL NEED TO TAKE A TRIP ONE DAY ON THOSE BUSES AND SEE HOW IT IS TO GO FROM HERE.
Y'ALL MIGHT GO ON A LITTLE, A LITTLE SPACE, BUT TO TAKE A TRIP, WE GO TO THE CITY WITH THE SENIORS, THE KIDS GO TO THE CITY, THE KIDS GO AND THE CAMPUS IS GETTING READY TO START.
THEY'RE GONNA BE USING, SO THOSE BUSES SOMETIMES, BUT WE USE THE BUSES ALL THE TIME FOR THE SENIORS.
AND IF WHAT IT WAS ONE TIME WHEN THE LIFT DIDN'T WORK, WE HAD TO USE THE BIG, BIG VAN BUS TO GO PICK UP A SENIOR.
WE COULDN'T EVEN PICK UP THE SENIOR BECAUSE THE BUS COULDN'T FIT WHERE THE SENIOR LIT.
SO THAT SENIOR COULDN'T LOST THE ADVANTAGE TO COME TO A PROGRAM.
AND THAT'S NOT FAIR TO A SENIOR.
SO THAT'S MY CONCERN ABOUT THE BUS.
I KNOW I HAVE MORE, BUT I CAN'T THINK RIGHT NOW.
BUT MY ISSUE IS THOSE BUSES, SO Y'ALL AS UP, UP THERE, Y'ALL NEED TO TAKE A CHANCE AND GO ON THOSE BUSES AND SEE WHAT I'M TALKING ABOUT.
THOSE SHOCKS, THE SMELL, WHEN THEY STOP ON THE BRAKES, THE BRAKES ARE TERRIBLE.

SO, UM, I THINK MAYBE WHAT THE TOWN BOARD SHOULD DO IS, UM, ASK, UM, TERRANCE, UM, AND THE COMMUNITY CENTER AND OUR REPAIR SHOP TO, UH, MEET WITH US ON TUESDAY.
AND THEN WE, YOU KNOW, THIS COMING TUESDAY, AND WE COULD DISCUSS THIS BECAUSE THIS MIGHT BE SOMETHING THAT, UM, WE SHOULD BE ADDING, UH, TO THE CAPITAL.

UM, BECAUSE ANYONE WHO HAS BEEN HERE OVER THE COURSE OF MY TENURE OVER THE PAST 15 YEARS, UH, KNOWS THAT, UM, I FOUGHT EXTREMELY HARD TO HOLD DEPARTMENT HEADS ACCOUNTABLE FOR RESPONDING TO FOIL REQUESTS IN A TIMELY MANNER.

I HAVE BEEN TOLD BY BOTH THAT ANY FOIL REQUESTS FROM A, FROM A RESIDENT FOILING EMAILS THAT THE TOWN CLERK JUDITH BEVILLE SENT TO THE TOWN BOARD DURING HER 15 YEARS REQUIRING AND RE REQUESTING THAT DEPARTMENT HEADS BE HELD ACCOUNTABLE FOR RESPONDING IN A TIMELY MANNER MUST BE MADE AVAILABLE TO THE PUBLIC.
