GOOD

[00:00:01]

EVENING EVERYBODY.

IT'S UM, TODAY IS JUNE 12TH.

IT'S AFTER, UH, SEVEN 30, UH,

[ PLEDGE OF ALLEGIANCE]

PM AND WE'RE GONNA START THE MEETING WITH THE PLEDGE OF ALLEGIANCE.

PLEDGE OF ALLEGIANCE.

PLEDGE OF ALLEGIANCE, A FLAG OF THE UNITED STATES OF AMERICA, AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL.

UM, STAND

[ MOMENT OF SILENCE In memory of those killed in Ukraine due to the Russian invasion, and in memory of those who have perished in Israel and Gaza due to the terrorist attack by Hamas on October 7, 2023. We pray for a swift return of the hostages and for peace in the region.]

FOR MOMENT.

YEAH, WE HAVE A MOMENT OF SILENCE, UM, FOR THOSE, UM, KILLED IN UKRAINE BY THE RUSSIAN INVASION, AND A MEMORY OF THOSE WHO HAVE PERISHED IN ISRAEL AND GAZA.

UH, DUE TO THE TERRORIST ATTACK BY HAMAS ON OCTOBER 7TH, 2023, WE PRAY FOR A SWIFT RETURN OF THE HOSTAGES AND FOR PEACE IN THE REGION.

THANK YOU.

NEXT, WE'LL

[ ROLL CALL: Town Clerk]

HAVE A ROLL CALL.

ALRIGHT, UM, TOWN SUPERVISOR PAUL FINER HERE.

COUNCILWOMAN ALLEN HENDRICKS.

PRESENT COUNCILWOMAN JOY HABER.

PRESENT COUNCILWOMAN.

GINA JACKSON, PRESENT AND COUNCILWOMAN.

UH, COUNCILMAN FRANCIS CHIAN.

THAT'S OKAY.

AND OUR TOWN ATTORNEY.

THANK YOU FOR NOTICING.

THANK YOU FOR NOTICING PRESENT IN OUR TOWN ATTORNEY.

YEAH.

I JUST WANNA, UH, BEGIN THE MEETING BY JUST REMINDING EVERYBODY THAT IF YOU GOT THE ASSESSMENTS AND YOU WANT TO CHALLENGE IT, YOU HAVE TOLD JUNE 18TH TO FILE A GRIEVANCE.

AND A LOT OF PEOPLE HAVE, UM, YOU KNOW, EXPRESSED CONCERNS BECAUSE EVERYBO, PRACTICALLY EVERYBODY'S ASSESSMENT WENT UP IN THE TOWN.

SO, UM, IF A SORT OF IN THE 11% OR UNDER RANGE, UM, SINCE ASSESSMENTS DON'T TRANSLATE TO TAX HIKES, BASICALLY IT'S A REDISTRIBUTION, REDISTRIBUTION OF, UM, YOU KNOW, OF TAXES.

SO IF IT'S ABOUT 11% OR UNDER, IT PROBABLY WON'T HAVE MUCH OF AN IMPACT ON YOUR TAXES.

YOU KNOW, THERE'S SOME PEOPLE HAVE HAD LARGER ASSESSMENT INCREASES, AND IF YOU FEEL THAT YOUR HOUSE IS NOT WORTH WHAT THE HOUSE IS ASSESSED AT, YOU KNOW, YOU CAN CANNOT SELL THE HOUSE AT THAT ASSESSMENT, THEN YOU COULD FILE A GRIEVANCE AND, UH, YOU HAVE TILL, UH, THE 18TH TO, UH, DO THAT.

SO I JUST WANTED TO REMIND EVERYBODY.

SO THIS WAY, UM, UM, AGAIN, PEOPLE COULD DO WHAT THEY HAVE TO DO.

WE HAVE, UM, UM, SOME

[ PRESENTATIONS Honoring Ben Hunter and AARP Volunteers for Processing Tax Returns at the Theodore D. Young Community Center Tax-Aide Team at TDYCC - David Africk, Carole Amato, Aileng Choo, Flore Dejardins, Martina Eng, Ben Hunter, James Huvane, Daniel Kreisler, Kame Lai, Jennifer Rohr, Dave Scotto, Thomas Wong Proclamation Honoring Cindy Collins – A citizen who has made a difference]

CERTIFICATES OF APPRECIATION.

I'M REALLY, WE'RE ALL VERY THRILLED, UM, THAT WE HAVE SUCH A FANTASTIC, UH, GROUP OF, UM, TAX TEAM, UH, MEMBERS, UM, WHO, UM, HAVE WORKED OUT OF THE THEATER, YOUNG COMMUNITY CENTER, THIS, UM, UH, THIS WINTER HELPING, UM, RESIDENTS, UM, COMPLETE THEIR TAX RETURNS.

THE SERVICE THEY PROVIDED WAS MORE THAN EXCEPTIONAL.

UH, THEY DID, THEY PROVIDED AN OUTSTANDING EFFORT.

AND, UM, THE EXPERTISE, UM, OF THE TAX, UM, TEAM MEMBERS IS GREATLY APPRECIATED.

EVEN RESIDENTS OF THE TOWN WHO ALWAYS COMPLAIN AT TOWN BOARD MEETINGS, THEY EVEN SAID THAT THE A A RP TEAM MEMBERS ARE FANTASTIC.

SO, UM, IF, UH, YOU COULD GET OUR CRITICS TO PRAISE YOU, YOU'RE DOING SOMETHING AMAZING.

UM, SO I WOULD LIKE TO, UM, I HAVE CERTIFICATES FOR EACH OF THE, UM, HONOREES AND, UM, THE P I'LL GO DOWN AND THIS WAY YOU DON'T HAVE TO COME UP.

UM, BUT THE A A RP, UH, TEAM LEADERS, THEY'RE LIKE AMAZING BECAUSE THEY'RE THE ONLY PEOPLE I KNOW WHO CAN MAKE PEOPLE SMILE WHEN THEY'RE PAYING THEIR TAXES.

UM, SO, UM, SO THEY'VE DONE LIKE AN AMAZING JOB.

AND BEN HUNTER IS A TEAM LEADER.

THANK YOU.

AND WOULD YOU LIKE, OKAY, SURE.

AND THEN WE HAVE OVER HERE, UM, LET'S SEE.

YES, I, I'M ON, BUT I DON'T SEE A WAY TO SHARE MY SCREEN.

OKAY.

ARE YOU BEN HUNTER? YES.

ARE YOU BEN HUNTER? YES.

YOU HAVE TO SAY YES.

WAIT, WAIT, WAIT.

OKAY.

YOU SEE A PROMPT THAT SAYS, LET'S SEE.

UM, OKAY.

JOIN AS A PANELIST.

THERE YOU GO.

THERE WE GO.

OKAY.

THERE WE GO.

ALMOST THERE.

TERENCE WAS HELPING YOU SET UP? NO, HE, HE SET UP, HE'S GOT IT.

HE GOT IT.

GOT IT.

WE GOT IT.

OKAY.

WE'RE OKAY.

OKAY.

AND WHERE IS THIS? UM, IF I COULD JUST MOVE THIS, UH, SLIDESHOW.

THIS WON'T TAKE MUCH LONGER, .

YOU GOT IT.

YOU GOT IT.

THERE WE GO.

OKAY.

THERE WE GO.

SO WE, WE, WE STARTED OUT IN, UH, 2018.

THIS WAS JUST BEFORE THE PANDEMIC, UH, AND WE WERE DOING 590 RETURNS AT TDY.

YEAH, SORRY.

WE WERE, WERE DOING 590 RETURNS AT TDY.

THE, THE PANDEMIC HIT WE HAD HALF A YEAR FOR TAX YEAR 2019.

THAT WAS IN 2020.

WE END, WE HAD TO SHUT DOWN MID-MARCH IN, UH, 2021.

WE CAME BACK DOING APPOINTMENTS.

WE HAD TWO APPOINTMENTS PER RETURN, AND WE, WE SCANNED THE DOCUMENTS AND SENT THEM TO PREPARERS WHO WERE WORKING FROM HOME.

UM, AND THEN IN 20, UH, 2021, WE DID APPOINTMENTS AND WE DID THE SAME, THE SAME ROUTINE LAST YEAR.

WE DID APPOINTMENTS AND DID THE RETURNS IN PERSON.

WE WERE BACK TO DOING RETURNS IN PERSON.

AND THIS YEAR WE MANAGED TO, UH, DO 433 IN THE SAME MANNER.

WE WERE WORKING TWO DAYS A WEEK, FRIDAYS AND SATURDAYS.

WE HAD, UH, SEVEN OR EIGHT PREPARERS EACH DAY.

NOW, WITH THE APPOINTMENTS THIS PAST YEAR, WE IMPLEMENTED A NEW APPOINTMENT SYSTEM WHERE OUR CLIENTS COULD MAKE AN APPOINTMENT ONLINE.

AND,

[00:10:01]

AND, UM, THE STAFF AT TDY ALSO TOOK CALLS AND TOOK HANDLED WALK-IN APPOINTMENTS.

WE HAD 63 APPOINTMENTS FROM PEOPLE OUTSIDE, UH, TDY, JUST, UH, MAKING THE APPOINTMENT.

BUT ALL IN ALL, IT WAS VERY IMPORTANT THE WORK THAT TDY DID FOR US.

IF WE LOOK AT THE CLIENT SERVED, UM, WITH CLIENTS WHO HAD RETURNS PREPARED, THERE WERE 421.

THERE WERE INDIVIDUALS FROM WHOM WE DIDN'T DO, DO RETURNS, BUT ANSWERED QUESTIONS.

THERE WERE 39.

SO WE, WE SERVED 472 INDIVIDUALS.

SO WE'RE AN ALL VOLUNTEER ORGANIZATION SPONSORED BY THE A RP FOUNDATION.

OUR SITE AT TDY IS ONE OF 17 TAX AID SITES IN WESTCHESTER COUNTY.

OUR VOLUNTEER PREPARES GO THROUGH A TRAINING PROGRAM EACH YEAR AND MUST PASS A CERTIFICATION EXAM GIVEN BY THE IRS ACROSS WESTCHESTER COUNTY, 78 VOLUNTEERS COM COMPLETED 4,918 FEDERAL RETURNS THIS PAST TAX SEASON.

THAT'S GREAT.

I WANNA SAY THANK YOU.

MY TEAM AND I WANT TO THANK THE BOARD FOR ITS RECOGNITION OF OUR WORK AND THE THEODORE DE YOUNG COMMUNITY CENTER STAFF FOR THEIR UNDYING SUPPORT OF OUR PROGRAM.

ARE THERE ANY QUESTIONS? ALRIGHT, I THINK WE HAVE TO THANK YOU.

YES.

REALLY, WHAT A WONDERFUL SERVICE YOU PROVIDE.

YEAH, IT'S AMAZING.

THANK YOU ALL.

REALLY? YES.

QUITE AN ACCOMPLISHMENT.

RIGHT? THANK YOU SO MUCH.

AND I NOTICED YOU ALSO DID IT DURING COVID.

YES, WE DID.

WHICH WAS, WHAT MADE YOU GET INVOLVED IN THIS? WELL, UM, BEFORE I, BEFORE I RETIRED, I, UH, I HAD A COLLEAGUE, UH, WHO I, I SAILED WITH ON THE HUDSON RIVER.

AND HE HAD RETIRED, RETIRED EARLY, AND TALKED ABOUT DOING TAX PREP.

AND SO WHEN I WAS GETTING READY TO RETIRE, THIS WAS, UH, 10 YEARS AGO, I THOUGHT, WELL, I'M GONNA HAVE A LOT OF TIME ON MY HANDS, AND I, AND I BETTER FIND SOMETHING TO DO.

AND SO I, UH, I JOINED TAX AID AND, AND IT'S BEEN A WONDERFUL EXPERIENCE EVER SINCE.

TERRIFIC.

THANKS.

THANK YOU.

THANKS FOR YOUR SERVICE TO THE COMMUNITY.

YOU'RE VERY WELCOME.

FANTASTIC.

UH, NEXT, NEXT ON THE LIST, UM, UH, WE HAVE SOME EXCEPTIONAL RESIDENTS IN THE COMMUNITY.

AND ONE OF THE STARS, UM, IN OUR TOWN IS CINDY COLLINS.

AND CINDY HAS, UM, FOUGHT TIRELESSLY FOR THE PEOPLE OF GREENBURG.

UM, WHEN SHE FIRST MOVED TO EAST IRVINGTON IN 2017, SHE NOTICED A SMALL, OLD SELDOM USED PLAYGROUND ON TAXI ROAD.

SHE CONTACTED OUR TOWN OFFICIALS ARGUING THAT THE PARK SHOULD BE MORE ACCESSIBLE, UH, TO THE PUBLIC WITHOUT A PARKING LOT OR ANY SIDEWALKS.

RESIDENTS HAD NO SAFE WAY TO ACCESS WHAT SHOULD BE A BEAUTIFUL SHARED SPACE.

CINDY, UM, LATER JOINED, UH, THE PARK'S AND RECREATION ADVISORY BOARD AND BEGAN TO RALLY COMMUNITY SUPPORT.

SHE BECAME THE SECRETARY OF THE EAST IRVINGTON CIVIC ASSOCIATION, WHERE SHE FURTHER MOBILIZED HER COMMUNITY TO TAKE ACTION.

THE ONCE NEGLECTED PARK UNDERWENT A REMARKABLE REVITALIZATION PROJECT ALONGSIDE THE NEW AND IMPROVED PLAYGROUND.

THE PARKING LOT WAS CONSTRUCTED PROMOTING, UM, GREATER ACCESSIBILITY.

SOMETIMES WHEN I, UH, DRIVE OR BICYCLE ON TAXI ROAD, UH, YOU KNOW, I SEE PEOPLE, UM, USING THE PLAYGROUND OR PARKING THERE.

AND IT'S A REAL, UM, YOU KNOW, THRILL BECAUSE THANKS TO CINDY'S EFFORTS, SHE REALLY HAS ENHANCED THE QUALITY OF LIFE FOR MANY RESIDENTS WHO LIVE IN EAST IRVINGTON.

CINDY'S EFFORTS DID NOT STOP WITH THOSE ACCOMPLISHMENTS.

SHE CONTINUES TO LOBBY FOR SAFETY IMPROVEMENTS, INCLUDING A SIDEWALK ON TAXI ROAD.

UM, I SPOKE WITH RICH FUN, UM, UM, I THINK YESTERDAY OR A FEW DAYS AGO.

AND, UM, HE INDICATED THAT THE TOWN IS CURRENTLY, UH, DESIGNING, UH, THE SIDEWALK.

SO WE HOPE THAT THE SIDEWALK WILL BE BUILT, UM, IN 2000 AND, UM, 25, YOU KNOW, NEXT, NEXT YEAR.

UM, THE TOWN BOARD IS COMMITTED TO BUILDING THE SIDEWALK FURTHER, CONNECTING RESIDENTS TO THE AMENITIES THEY CHERISH, AND MAKING THE NEIGHBORHOOD SAFER FOR ALL.

AND CINDY'S ONGOING WORK IN GREENBURG SERVES AS A TESTAMENT TO THE POWER OF GRASSROOTS ACTIVISM.

SHE IS A CITIZEN, AND SHE HAS MADE AN ENORMOUS,

[00:15:01]

UH, POSITIVE CONTRIBUTION TO THE TOWN.

SHE HIGHLIGHTS THAT ONE INDIVIDUAL CAN MAKE POSITIVE CHANGES IN THE COMMUNITY.

SO, UH, THE TOWN BOARD WE DECLARING TODAY, JUNE 12TH, UH, CINDY COLLINS DAY IN GREENBURG, WHICH MEANS THAT EVERYBODY CAN NOW LEAVE SINCE IT'S A HOLIDAY .

SO, AND YOU ONLY HAVE FOUR HOURS LEFT.

USE THEM WISELY.

CINDY, DO YOU WANNA SAY SOMETHING? THANK YOU SO MUCH.

THANK YOU TO PAUL FINER THANK YOU TO THE TOWN BOARD.

UM, THIS WAS A HUNDRED PERCENT A GROUP EFFORT, AND JERRY BYRNE AND THE PARKS AND REC ADVISORY BOARD AND THE EAST IRVINGTON CIVIC ASSOCIATION, YOU KNOW, EVERYONE HELPED TO, TO GET, UM, PEOPLE MOTIVATED TO MAKE CHANGES.

SO I APPRECIATE THE RECOGNITION.

THANK YOU, PAUL.

AND THIS MEANS A LOT TO ME.

THANK YOU.

THANK YOU.

WHEN CINDY WALKED IN, UM, I, YOU KNOW, I WENT OVER, WE CHATTED AND SHE SAID, I'M STILL ADVOCATING FOR SIDEWALKS, .

SO IT'S A GOOD THING YOU RECOGNIZED THAT.

OTHERWISE SHE'D BRING YOU TO TASK AND SHE'D HAVE A LOT MORE TO SAY.

.

UH, GINA, WOULD YOU LIKE TO, UH, TALK ABOUT THE JUNETEENTH EVENT? IS THERE A JUNETEENTH EVENT? , AH, THIS GIVES HER INCREASED CHANCE OF EXPLAINING IT IN MORE DETAIL? I DO.

I THANK, THANK YOU EVERYONE.

I APPRECIATE THAT.

SO, UM, THIS FRIDAY, JUNE 14TH, WE WILL BE HAVING OUR FIFTH ANNUAL JUNETEENTH EVENT, WHICH I'M VERY EXCITED ABOUT.

UM, SO WE DEFINITELY, WE DEFINITELY HAVE GROWN SINCE, UM, OUR FIRST JUNETEENTH IN 2020 WHEN WE CAME FROM JUST A MOTORCADE.

'CAUSE DURING THAT TIME, THAT WAS COVID, UNFORTUNATELY, TO NOW, WE'RE GOING TO HAVE A REALLY BEAUTIFUL EVENT HERE IN THE TOWNS PARKING LOT, OUR PARKING LOT TOWN'S HOME, UM, RIGHT HERE, BUT AT FIVE 30 TO EIGHT.

SO I WOULD ASK EVERYONE IF EVERYONE CAN GET HERE BETWEEN 5 30, 5 15, 5 30, WE WILL DO OUR ANNUAL FLAG RAISING, WHERE WE WILL HAVE OUR FLYERS FLAG RAISING RIGHT HERE, UM, IN THE PARKING LOT.

AND THEN AFTER WE WILL HAVE A PROGRAM FOLLOWING, UM, WE WILL HAVE IN A VERY EXCITING PROGRAM, VERY EXCITED.

WE HAVE STUDENTS FROM WILLENS HIGH SCHOOL THAT WILL BE SPEAKING.

WE HAVE A KEYNOTE SPEAKER FROM THE COMMUNITY.

UM, AND AGAIN, WE LIKE TO OFFER FREE FOOD AND ENTERTAINMENT FOR OUR KIDS.

UM, WE WILL HAVE RAFFLES THIS YEAR.

SO, AGAIN, JUST VERY EXCITED MOMENT, UM, WITH TIME TO REALLY REFLECT ON WHAT, UM, THIS DAY MEANS.

SO PLEASE COME OUT FRIDAY, FIVE 30, AND I HOPE TO SEE EVERYONE THERE.

THANK YOU.

THAT'S THIS FRIDAY, RIGHT? THAT'S, THAT'S THIS FRIDAY, THANK YOU.

ON THE 14TH.

ON THE 14TH.

WE'VE WORKED HARD OVER THE LAST SEVERAL MONTHS TO FIND QUALITY APPLICANTS THAT UNDERSTAND THE LEVEL OF SERVICE THE GREENBURG POLICE DEPARTMENT STRIVES TO PROVIDE.

I WOULD LIKE TO

[ Introduction of Entry-Level Police Officers: Akeem Burns, Kevin McLeod, Jr., Daniel O'Neill, Brandon S. Piehler]

TAKE JUST A MOMENT TO INTRODUCE FIVE OF THE, OUR NEW OFFICERS WITHOUT BIOGRAPHIES OR SPEECHES, CALLING THEM ALPHABETICALLY.

NEXT, UH, WE HAVE, UM,

[ To consider an agreement between the Town of Greenburgh and the Village of Elmsford to provide fire protection services to residents of the North Elmsford Fire Protection District for the year 2024, at a cost not to exceed $894,467.38]

PUBLIC HEARINGS.

UH, THE FIRST HEARING IS TO CONSIDER AN AGREEMENT BETWEEN THE TOWN OF GREENBURG AND THE VILLAGE OF ELMSFORD TO PROVIDE FIRE PROTECTION SERVICES TO RESIDENTS OF NORTH ELMSFORD FIRE PROTECTION DISTRICT.

SORRY, SORRY.

UM, FOR THE YEAR 2024.

WHERE'S THE STENOGRAPHER? OH, SHE HAD, SHE CAME IN, BUT, UH, SHE'S NOT SET UP YET.

WELL, LOOK, WE, WE NEED A STENOGRAPHER.

OH, SHE, SHE GO.

I'LL CHECK.

OKAY.

SHE, SHE WAS SITTING IN THE BACK.

SHE WAS DEFINITELY HERE.

YES.

SHE COME IN.

SHOULD WE DO THE PUBLIC COMMENTS FIRST? YEAH, I THINK MAYBE THAT'S A GOOD IDEA.

WELL, WAIT, WAIT, WAIT.

JUST WAIT A MINUTE.

GIVE IT A MINUTE.

BECAUSE SHE HAS TO WAIT AROUND.

JUST STAY IN ORDER.

THAT'S, WE JUST NEED TO STAY IN ORDER.

MM-HMM.

.

YEAH.

THAT'S REALLY WEIRD.

SHE MAY HAVE THOUGHT THIS WAS GONNA GO ON FOR A WHILE.

THAT WAS THE SHORTEST CEREMONY WE'VE HAD.

.

OH, OKAY.

YOU DIDN'T THINK THAT

[00:25:01]

YOU DIDN'T THINK THAT WAS GONNA BE SO SHORT, DID YOU? I DID.

GOOD TO SEE YOU, BARBARA.

HI, BARBARA.

HI.

ARE YOU, JUST GIMME ONE SECOND.

YOUR GLASSES.

TAKE YOUR TIME.

TAKE TWO SECONDS.

OH, OH.

UM, SATURDAY, FRIDAY AT FIVE 30.

.

FRIDAY FIVE 30.

YES.

SEE IS SATURDAY.

WHY DON'T YOU ANNOUNCE IT? WELL, SHE'S SAID WHILE WE YES.

YES.

GREAT IDEA.

GREAT IDEA.

YEAH.

WHAT'S HAPPENING AFTER FRIDAY AT FIVE 30 ? WELL, FRIDAY IS IMPORTANT, AND, UH, IT IS NOT GONNA RAIN.

YES, SIR.

AND IT IS NOT GONNA HAPPEN.

WE'RE NOT GONNA ALLOW IT.

NOPE.

NOT ALLOW IT.

UH, BUT THEN ON SATURDAY, UH, ONE O'CLOCK, THERE IS A, UM, A REOPENING OF THE YOSEMITE PARK AS YOSEMITE.

UH, YES.

ALSO KNOWN AS YOSEMITE, BUT THE LOCALISM IS, HAS THAT, UM, BUT WE RESURFACED THE BASKETBALL COURT AND THE TENNIS COURTS.

UM, TOTAL NEW SURFACE, TOTAL NEW BACKBOARDS NETS AND EVERYTHING ELSE.

UH, JUST MADE IT UPGRADED.

IT LEVELED IT, IT NEEDED IT.

WE'RE ALSO GONNA DO, UH, IN THE FUTURE, THE, UM, HANDBALL COURT AND ALL, BUT A NEW LOOK AND A A, A NEW STYLE TO IT.

AND THE BETTER THING IS, IS EVEN THAT, THOSE THAT GREW UP HERE AND ARE DOING GREAT THINGS ACROSS THE, THE WORLD, ACTUALLY, UM, PUT THE MONEY UP FOR IT.

THAT'S BEAUTIFUL.

THE EYL EARN YOUR LEISURE.

UH, MEMBERS, UH, UM, FOUNDERS OF THE COMPANY, THEY PUT THE MONEY FORWARD.

IT WENT THROUGH THE FOUNDATION FOR T-D-Y-C-C, FRIENDS OF T-D-Y-C-C.

AND, UH, WE DID IT AMAZINGLY FAST.

AND IT'S JUST A GREAT THING FOR OUR KIDS.

AND ANYBODY THAT WANTS TO GO UP THERE, THERE'S THE TENNIS COURTS IS STILL THERE.

THERE'S A PICKLEBALL COURT ON TOP OF THAT.

UM, AND IT'S JUST STILL ONE OF THE BEST PARKS GOING.

SO HOPE TO SEE YOU SATURDAY.

ONE O'CLOCK.

VERY GOOD.

OF COURSE.

WHICH COMES AFTER FRIDAY.

RIGHT.

AND BEFORE, THANK YOU COMMISSIONER.

WHAT'S GOING ON? THANK YOU.

AND BEFORE OR AFTER, YOU CAN GO TO THE GRAND OPENING OF THE GREENBURG FARMER'S MARKET.

THAT IS CORRECT TOO.

WOW.

THERE'S SO MUCH GOING ON HERE IN GREENBURG.

HOW DO WE DO IT? I SAW AN ELECTRIC COUNTY BUS GO BY.

JUST ONE BY.

OH, YES.

YEAH.

WE CAN TALK ALL ABOUT THAT.

THANK YOU SO MUCH.

THANK YOU.

YOU COMMISSIONER.

RIGHT, BUT BEFORE SATURDAY, THIS FRIDAY? YEP.

ALRIGHT.

YOU'RE GONNA OPEN THE MEETING PAUL WEEKEND? YEP.

THE HEARING.

OKAY.

WE'RE READY TO OPEN THE, THE HEARING.

UM, UH, TO CONSIDER AN AGREEMENT BETWEEN THE TOWN OF GREENBURG AND THE VILLAGE OF ELMSFORD TO PROVIDE FIRE PROTECTION SERVICES TO RESIDENTS OF THE NORTH FIRE PROTECTION DISTRICT FOR THE YEAR 2024 AT A COST NOT TO EXCEED $894,467 AND 38 CENTS.

YOU MOVE THAT, I'D LIKE TO MOVE THAT.

SECOND.

SECOND.

ALL IN FAVOR? AYE.

AYE.

UH, WHO WOULD LIKE TO, UH, START COMMENTING ON THIS? DOES ANYONE HAVE A COMMENT? I GUESS I SHOULD PUT ON THE RECORD THAT THE, UH, THIS IS A FIRE PROTECTION DISTRICT, UH, AGREEMENT.

THE TOWN, UH, NEGOTIATES WITH THE VILLAGES AND THE, UH, FIRE COMPANIES IN ORDER TO PROVIDE FIRE PROTECTION SERVICES TO AREAS OUTSIDE OF THE HARTSDALE, GREENVILLE AND FAIRVIEW FIRE DISTRICTS.

AND SO THE CLOSEST LOCATIONS TO THOSE AREAS ARE THE VILLAGES.

AND IN THIS CASE, THIS IS THE VILLAGE OF ELMS FORD.

AND THEY HAVE TWO FIRE PROTECTION DISTRICTS.

WE'RE GOING TO DO THEM INDIVIDUALLY, JUST KEEP THE RECORD CLEAN.

AND SO THIS ONE IS ON THE, UM, NORTH ELMSFORD FIRE PROTECTION DISTRICT.

UH, JUST FOR REFERENCE, LAST YEAR THE TOTAL COST OF THE CONTRACT WAS $837, UH, 400 830 $7,414 AND 13 CENTS.

UH, THERE'S BEEN A SIGNIFICANT INCREASE TO $894, UH, $894,467 AND 38 CENTS.

IT'S ALL BASED ON ASSESSED VALUES AND HOW THEY HAVE CHANGED.

AND OF COURSE, WITH REGENERON, THAT'S FAIRLY SIGNIFICANT.

ANYBODY LIKE TO COMMENT FROM THE PUBLIC? NO COMMENTS.

LEAVE THE RECORD.

THEN WE, I MOVE THAT

[00:30:01]

WE, UH, UH, CLOSE THE HEARING AND LEAVE THE RECORD OPEN FOR SEVEN DAYS.

SECOND.

ANY SECOND? SECOND IN FAVOR, AYE.

AYE.

THE SECOND HEARING

[ To consider an agreement between the Town of Greenburgh and the Village of Elmsford to provide fire protection services to residents of the West Elmsford Fire Protection District for the year 2024, at a cost not to exceed $326,486.93]

IS TO CONSIDER AN AGREEMENT BETWEEN THE TOWN OF GREENBURG AND THE VILLAGE OF ELMSFORD TO PROVIDE FIRE PROTECTION SERVICES TO RESIDENTS OF WEST ELMSFORD FIRE PROTECTION DISTRICT FOR THE YEAR 2024 AT A COST NOT TO EXCEED 3 26 4 86 90 3 CENTS.

I'D LIKE TO MOVE THAT SECOND.

SECOND.

ALL IN FAVOR? AYE.

AYE.

AND, UM, WAIT, ACTUALLY WE HAVE TO HAVE A PUBLIC HEARING.

THE PUBLIC HEARING WE HAD WAS ONLY ON THE FIRST ONE.

RIGHT.

SO I MOVE THAT WE ACTUALLY, WE ARE OPENING UP THE PUBLIC HEARING.

VERY GOOD.

ALL IN FAVOR? AYE.

AND, UM, ANYBODY, AND I'LL SECOND THAT OPENING .

UM, SO, UM, THAT'S PRETTY MUCH THE SAME, THE SAME COMMENTS THAT YOU, YOU HAVE OR DO YOU WANNA RE-READ ANYTHING? UH, WELL, JUST SO THAT THE RECORD IS CLEAN, THIS IS A FIRE PROTECTION DISTRICT CONTRACT WITH THE VILLAGE OF ELMSFORD, WHICH WE, WHICH HAS TWO FIRE PROTECTION DISTRICTS, AREAS THAT ARE OUTSIDE THE GREENVILLE, FAIRVIEW, AND HARTSDALE FIRE DISTRICTS.

AND SO, UH, THE CLOSEST LOCATIONS ARE IN THE VILLAGES.

AND SO WE GO INTO CONTRACT WITH THEM ON THIS PARTICULAR CONTRACT.

LAST YEAR, THE COST FOR THE WEST, UM, ELMSFORD FIRE PROTECTION DISTRICT WAS $272,324 AND 96 CENTS.

UH, THIS YEAR IT IS $326.

486 DO $326,486 AND 93 CENTS.

SO ANYBODY LIKE TO COMMENT ON THAT? NO.

THEN I MOVE THAT WE, UM, CLOSE THE, HE HEAR, CLOSE THE HEARING AND LEAVE THE RECORD OPEN FOR SEVEN DAYS FOR WRITTEN COMMENTS.

SECOND.

ALL IN FAVOR? A AYE.

OKAY.

NEXT,

[ PUBLIC COMMENT Advance signup is required. A continuous five minute limit per speaker will be strictly enforced. The clock will start when a speaker begins speaking and will not be stopped for any reason until the speaker is finished or five minutes has elapsed, whichever occurs first. Interruptions by Town Board members, the Town Clerk or the public will not be permitted. If a speaker insists on an immediate answer, should an answer be provided, it shall be part of the speaker's five minute allocation and not be interrupted. There will not be a second five minute round. Any written comments sent to PublicComment@GreenburghNY.com by 6 PM the day of the hearing will be forwarded to all Town Board members in advance of the meeting for their consideration. Written comments will not be read at the meeting unless the original author is present to do so.]

UH, WE'LL HAVE PUBLIC COMMENTS AND, UM, , THAT WAS GOOD.

THAT WAS, THAT WAS LIZ, RIGHT? UH, PUBLIC.

AND ARE THERE, DO YOU HAVE ANYONE WANTING SPEAK? YES.

TODAY OUR FIRST SPEAKER WILL BE MURRAY BODEN.

WHILE MR. BODEN MAKES HIS WAY TO PODIUM, I'LL JUST REMIND EVERYONE OF THE RULES.

WE HAVE FIVE MINUTES PER SPEAKER, ONE TOTAL ROUND, AND WE HAVE A CLOCK ON EACH SIDE OF THE ROOM THAT WILL START WHEN THE SPEAKER BEGINS.

UM, IF A SPEAKER INSISTS ON IMMEDIATE ANSWER FROM ANYBODY UP HERE, UM, SHOULD AN ANSWER BE PROVIDED, IT WILL BE PART OF THOSE, THAT FIVE MINUTE ALLOCATION AND THERE WILL BE NO INTERRUPTION.

AND AS ALWAYS, WE ADVISE THAT PERSONAL ATTACKS OF ANY KIND TOWARD ANYONE WILL NOT BE TOLERATED.

AND THANK YOU FOR YOUR COOPERATION.

GOOD EVENING.

GOOD, GOOD EVENING.

I'M MURRAY BOWEN, IN CASE YOU HAVEN'T FOUND OUT.

NOW, UH, THIS IS THE, UH, FOIL THAT I SENT TO THE, UH, CON CLERK LAST WEEK ASKING FOR THE RESOLUTION THAT APPOINTED FRANCIS SHE AND ZOOM HOST.

AS FAR AS I KNOW, IT DOESN'T EXIST.

EVERY OTHER BOARD THAT I'VE INVESTIGATED, AND I'VE ASKED DOZENS OF PEOPLE, IT IS THE BOARD'S RESPONSIBILITY TO OVERSEE THE STAFF OF ANY ORGANIZATION.

IT'S YOUR JOB TO FIRE SOMEBODY IF THEY DON'T DO IT RIGHT.

SO HOW DID FRANCIS APPOINT HIMSELF? ZOOM HOST AND THE OTHER FALLACIES, THAT LITTLE CAMERA UP THERE CONNECTED TO FRANCIS' COMPUTER.

SO EVERYTHING THAT THAT CAMERA TAKES IS TOWN PROPERTY BECAUSE HE'S EMPLOYED BY THE TOWN.

IT'S NOT HIS PERSONAL PROPERTY.

EVERY OTHER MEETING I'VE COME TO DID NOT HAVE A ME EXTRA CAMERA THERE.

EVERY ONE OF THOSE MEETINGS ONCE AND MONTHS AND MONTHS ARE THE LEGAL RECORD OF THE MEETINGS.

SO IT'S YOUR JOB TO DETERMINE THAT THE LEGALITY OF WHAT FRANCIS HAS BEEN DOING AND GETTING AWAY WITH BECAUSE HE'S DOING EXACTLY WHAT HE SAID.

I SAID THAT HE DID WHEN HE, I WAS ON THE ANTENNA REVIEW BOARD AND THOSE TAPES DISAPPEARED AND I SAID THEY WERE DAMN PROPERTY AND THEY DISAPPEARED.

THAT CAMERA UP THERE IS RECORDING EVERYTHING.

I

[00:35:01]

SAY.

THIS IS A PUBLIC RECORD THAT CAN BE SEARCHED.

EVERYTHING I SAY IS ON THE RECORD.

IF YOU ARE MEMBERS OF THE BOARD TO OVERSEE THE STAFF COMMISSIONERS OF GREENBURG, YOU CANNOT BE AN OPERATING MEMBER.

EVERY OTHER COMMITTEE HAS SOMEBODY AND KNOWS HOW TO DO THAT.

WHY IS THAT EXTRA CAMERA? THERE IT IS.

AT NO OTHER MEETING IN GREENBERG, IT'S YOUR RESPONSIBILITY TO ASK YOURSELVES, WHAT'S MY JOB AS A COUNCIL PERSON TO SEE THIS PLACE RUNS ILLEGALLY OR NOT? YESTERDAY WAS MY 91ST BIRTHDAY.

THAT'S NOT THE POINT.

THE POINT IS, I HAVE TO TRAIN PEOPLE TO LOOK AND ASK QUESTIONS TO FOLLOW ME.

'CAUSE I CAN'T DO IT ANYMORE.

THIS IS THE THIRD MEETING WITH THE GENTLEMAN ON THE END IS THE DEPUTY.

SO WHY ISN'T HE THE TOWN CLERK? I BELIEVE THE TOWN CLERK LIVES IN LONG ISLAND.

I LOOKED IT UP.

OF COURSE, IF I'M NOT VERY ONE OF MY EMAILS THAT SAYS, WHAT'S, YOU SHOULDN'T BELIEVE ME.

LOOK IT UP YOURSELF.

I JUST SAID IT.

IT'S ON THE RECORD.

IT'LL BE PUBLISHED.

WE HAVE A COMMITTEE HERE.

IT'S CALLED THE ANTENNA REVIEW BOARD.

THERE IS NO RECORD THAT CAN BE FOUND ON A TOWN WEBSITE OF THEIR MINUTES.

NO VIDEO.

AND YOU CAN'T FIND OUT WHO'S A MEMBER OF THAT BOARD.

IT'S BEEN HERE FOR YEARS.

YOU GO TRY AND FIND, I HAVE NOTHING.

DO YOU GO TO FIND OUT WHO'S ON THE ANTENNA REVIEW BOARD? SO THOSE CAMERA GOES INTO FRANCIS'S COMPUTER.

THAT'S TOWN PROPERTY.

YOU'RE NOT SUPPOSED TO BELIEVE ME.

THAT'S WHAT I TOLD YOU, JOE.

RIGHT.

RESEARCH IT.

I DIDN'T SPRING THIS ON YOU.

I GAVE YOU A CHANCE TO LOOK IT UP.

YOU ARE ALL YOUNGER THAN I AM.

WHAT DO YOU WANT GREENBERG? TO BE HONEST OR OTHERWISE, IT'S YOUR RESPONSIBILITY TO CHECK THIS OUT.

I'M DONE.

I WANT TO THANK ALL THE PEOPLE THAT HAVE OVER THE YEARS TAUGHT ME HOW TO DO MY JOB.

CAPTAIN GEORGE WISENER, FORMER CAPTAIN GREENBURG POLICE DEPARTMENT IS ONE OF THREE PEOPLE WHO TAUGHT ME OUT OF A WATCH OUT.

GEORGE TOLD ME NEVER DO ANY, NEVER DO ANYTHING TO CREATE A LIABILITY FOR YOUR FAMILY.

SOME OF THE BEST ADVICE I EVER GOT.

ANYBODY ELSE? UH, LET ME RESPOND AS USUAL.

YOU KNOW, MR. BERG, I'M SORRY BECAUSE I'M NOT GONNA TAKE YOUR RESPONSE 'CAUSE I CAN'T RESPOND TO WHATEVER YOU SAY.

IF I CAN RESPOND TO YOU, I WILL, BUT NOT UNLESS I CAN.

SO AT THE BOTTOM OF YOUR EMAILS, YOU SAY, YOU KNOW, DON'T TRUST WHAT I WRITE.

AND YOU CAN'T TRUST WHAT YOU SAY.

THE TOWN CLERK LIVES IN THE TOWN OF GREENBURG OR SHE WOULDN'T BE TOWN CLERK.

SO SHE DOES NOT LIVE ON LONG ISLAND.

SHE'S NOT HERE BECAUSE A FAMILY MEMBER WAS INJURED YESTERDAY AND SHE'S DOING WHAT SHE SHOULD BE DOING AND BEING WITH THAT FAMILY MEMBER, THE RECORDINGS THAT ARE BEING PRODUCED DO NOT GO INTO MY COMPUTER.

THEY ARE STORED ON THE TOWN'S SERVERS.

THEY ARE AVAILABLE FOR SOMEBODY TO USE.

IT IS A BACKUP.

WE HAVE HAD TIMES WHERE THE CABLE WENT OUT AND WE HAVE A BACKUP BECAUSE IF WE DIDN'T, PEOPLE WOULD THINK THAT WE WERE DOING SOMETHING.

HOW COME THERE'S A GAP WHERE WHATEVER.

UM, I DO IT BECAUSE I KNOW HOW TO DO IT.

I'M AN EXPERT IN ZOOM.

I'VE BEEN DOING IT SINCE MARCH OF 2020.

IT PROVIDES ABILITY OF PEOPLE WHO CAN'T BE HERE TO PARTICIPATE.

IT ALLOWS THE DISABLED WHO CAN'T GET TO TOWN HALL TO PARTICIPATE.

IT RUNS VERY SMOOTHLY.

AND WE HAVE A WORKING RELATIONSHIP.

THERE IS NO ILLEGALITY.

WE CAN ASK THE TOWN ATTORNEY.

UH, HE KEEPS MENTIONING THIS ALL THE TIME, AND FOR WHATEVER REASON IT JUST REPEATED OVER AND OVER AND OVER AND OVER AGAIN.

[00:40:01]

BUT AT SOME POINT, ENOUGH IS ENOUGH.

ON 20, IN 20, IN 2000, HE WAS ON THE TENANT REVIEW BOARD AND REFUSED TO PARTICIPATE IN ANY APPLICATIONS.

AND HE'S BASICALLY, YOU KNOW, BEEN, UM, BEEN, UH, OFFENDED SINCE THEN.

UH, BUT I CANNOT HAVE HIM COME UP HERE AND MAKE IT SEEM LIKE THE TOWN CLERK IS VIOLATING ELECTION LAW BY NOT LIVING IN THE DISTRICT IN WHICH HE'S SERVING.

IT'S IRRESPONSIBLE AND IT HAD TO BE REFUTED.

CAN I ASK ONE QUESTION? WHEN YOU GET TO THE MICROPHONE, YOU CAN, THAT'S NOT THE WAY IT WORKS.

YOU'RE GONNA, YOU'RE GONNA GET AN OPPORTUNITY TO SPEAK.

ANYBODY ELSE WANNA SPEAK MINUTES? LOUIS, CAN YOU PLEASE? YEAH.

OUR SECOND SPEAKER WILL BE PATRICIA WILLIAMS. OH, YEP.

NOW YOU HAVE YOUR OPPORTUNITY.

YOU COULD SPEAK FROM THERE.

WELL, YOU HAVE TO BRING YOUR MICROPHONE.

BRING THE, WE CAN BRING THE MICROPHONE TO YOU.

ALRIGHT, WE MAY, YEAH.

HERE HE COMES.

WE'RE COMING.

HE DOESN'T WANT HIS WIRE RIPPED.

TERRANCE .

SORRY.

THANKS, TERRANCE.

THANK YOU.

DID YOU SAY COME BACK? YEAH, IT'S FINE.

IT'S ON.

YEAH, RIGHT.

YEAH.

I DETEST DOUBLE STANDARDS.

THAT'S NUMBER ONE.

UM, WHAT I CAME TO DISCUSS, UH, IS SOMETHING DIFFERENT.

SO I TYPED IT UP AND I'M PRESENTING IT TO THE, UM, TOWN CLERK FOR THE RECORD.

UM, BESSIE KERNS KORN, PRESIDENT OF AMERICAN IS ISRAEL.

UM, ISRAEL POLITICAL ACTION PARTY HAS STATED THAT THERE WILL BE TWO ACTIVES, A I PS, AMERICAN ISRAEL POLITICAL ACTION COMMITTEES IN THE UNITED STATES.

ITS SOLE PURPOSE, STRATEGY, AND GOAL IS TO FINANCIALLY SUPPORT THE CAMPAIGNS OF PRO-ISRAEL INCUMBENTS AND CANDIDATES FROM BOTH DIM CRATIC AND REPUBLICAN PARTIES, ENSURING THAT ISRAEL WILL REMAIN SUCCESSFUL AT BEING A FAVORITE NATION.

AND THE CHANGING POLITICAL STRUCTURE OF THE UNITED STATES OF AMERICA.

THE FINANCIAL CONTRIBUTIONS OF AMERICAN ISRAEL POLITICAL ACTION COMMITTEES, THE JOINT MEMBERSHIPS OF A-A-I-P-A-C.

IT'S APPROXIMATELY $5.6 BILLION ALLOCATED TO THE 2024 AMERICAN ELECTION THAT IS DISGRACEFUL CORRUPTION TO THE TOP OF WHATEVER.

THIS IS NOT ME.

I WENT TO, UM, WHAT IS IT? YOUTUBE AND I PUT IT IN, AND THIS IS THE INFORMATION I GOT.

WHY SHOULD ANY FOREIGN COUNTRY HAVE ACCESS OR BE PERMITTED AT ANY TIME TO FINANCIALLY LOBBY OR PARTICIPATE IN ANY WAY IN UNITED STATES ELECTIONS? I MEAN, THIS IS WORSE THAN TAMMANY HALL.

WE HAVE OUTGROWN TAMMANY HALL.

WHY ARE WE BACK AT IT? WHY IS THIS PERMITTED? AND THEY'RE USING AMERICAN DOLLARS TO DO THIS WHEN WE PAY FOR MILITARY AID, FOREIGN AID AND FAVORITE NATION, THAT GIVES THEM ENOUGH MONEY TO DO ANYTHING THEY WANT TO DO AND USE THEIR OWN LITTLE TAX DOLLAR TO DEAL THINGS WITHIN THEIR COUNTRY.

BUT THEY DON'T HAVE TO PAY FOR ANYTHING.

SO THEY USE IT IN HOURS.

WHY WOULD ANYBODY IN THE UNITED STATES IN OFFICE GO ALONG WITH THIS? IT IS CORRUPT.

IT IS.

USUALLY WE BRING PEOPLE IN FROM OUTSIDE OF OUR COUNTRY.

THEY COME IN, THEY DON'T COME IN UNDER AMNESTY, BUT WHEN THEY GET HERE, THEY GO ON AMNESTY.

THEY CAN'T VOTE,

[00:45:01]

BUT THEY MOVE INTO MY COMMUNITY AND DECIMATE THE VOTE WHERE I LIVE.

MY POLITICAL CLOUT GOES DOWN TO ZERO.

WE HAVE PEOPLE LIVING IN A COMMUNITY WHO CAN'T VOTE.

AND WE HAVE PEOPLE IN AMNESTY LIVING IN HOTELS WITH A ROOM THAT HAS A BATHROOM AND A BED IN IT.

THEY DON'T HAVE TO GET UP AT SIX O'CLOCK IN THE MORNING AS THE AMERICAN CITIZEN DOES GO OUT IN THE STREET.

NO PLACE TO GO TO THE BATHROOM.

NO PLACE TO EAT WHEN IT'S RAINING.

IT'S THE WHITE PLAINS PUBLIC LIBRARY.

ONE OF THE FEW PLACES THAT WILL NOT REMOVE THEM.

IS THIS WHAT OUR DEMOCRACY HAS COME TO? IS THIS THE BEST WE CAN DO? I I DON'T UNDERSTAND IT.

WE HAVE PEOPLE BRAGGING ABOUT THEY'RE GOING TO SPEND I WROTE IT DOWN SOMEWHERE, YOU KNOW, 25.

NO, NO, I'M LYING.

$5.6 BILLION HAS BEEN ALLOCATED TO THE 2024 UNITED STATES OF AMERICA ELECTIONS.

YOU'RE YOU'RE, YOU'RE THE LEADERS.

WHAT ARE YOU GONNA DO ABOUT IT? THE LAST TIME I SPOKE, UH, FRANCIS SHEEN, YOU MADE A STATEMENT THAT, UM, THIS IS THE WORST THING YOU HEARD ABOUT ANTISEMITISM.

I'M UP SOME SLAVERY, I'M A CITE.

DON'T YOU EVER TELL ME ANYTHING ABOUT ANTISEMITISM.

MY FAMILY CAME IN THROUGH SLAVE SHIPS.

NOBODY IN MY FAMILY CAME IN THROUGH ELLIS ALLEN.

YOU DID.

WE CAME UP THE WORLD UP THE ROAD PULLING OURSELVES UP BY OUR BOOTSTRAPS, AND WE MANAGED TO DO IT.

SO DON'T EVER TELL ME ANYTHING ABOUT ANTISEMITISM.

I HAVE MUSLIMS IN MY FAMILY AND I DON'T EVEN KNOW HOW, BUT CATHOLICS TOO.

SO, YOU KNOW, SPARE ME THE JARGON.

IF YOU WANNA IMPRESS THE JEWISH PEOPLE IN WESTCHESTER COUNTY, YOU GO AHEAD.

BUT IT MAKES SENSE OUTTA TIME.

I KNOW WHAT TIME IS, IS WE'RE NOT COMPLYING RULES.

I KNOW.

NO, NO.

NOBODY EVER COMPLIES BY YOUR RULES OTHER THAN BLACK PEOPLE.

AND I, WE DON'T HAVE TO ENFORCE.

OKAY.

AND, AND I'M FINISHED.

SPEAKER UP.

MICROPHONE THE MIC.

OKAY.

THE NEXT SPEAKER IS, UH, JUDAH, IL.

THANK YOU.

DO GOOD EVENING EVERYONE.

EXCUSE ME.

THAT, THAT IS NOT POLITE.

YES, IT IS FOR ME.

I I KNOW WHAT YOU JUST SAID TO ME AND THAT IS NOT POLITE.

COME ON.

YOU TELL US.

LEAVE.

GO ON.

GO AHEAD.

SORRY, JUDITH.

IT'S OKAY.

GOOD EVENING, EVERYONE.

UM, MY, UH, REASON FOR, UH, ADDRESSING THE BOARD, UH, AND, UM, THE TOWN THIS EVENING IS REGARDING A MATTER THAT I KNOW THAT THE BOARD WORKED VERY HARD ON ADDRESSING, UM, OVER SEVERAL YEARS AND LAST YEAR CAME, UH, UH, DEVELOPED LOCAL LAW NUMBER 6 20 23 ENTITLED BAMBOO.

THE PURPOSE OF THAT LAW WAS TO PROMOTE AND PROTECT THE PROPERTY, PROPERTY VALUES AND HEALTH AND WELFARE OF RESIDENTS OF THE TOWN, UM, TO PROTECT THE RIGHTS OF THOSE WHO MIGHT BE ADVERSELY AFFECTED BY SUCH PLANTS.

THE INTENT, THE TOWN BOARD FINDS THAT THE PLANT, UH, AND OR A GROWING OF CERTAIN SPECIES OF BAMBOO HAS BEEN, UM, AND WILL CONTINUE TO BE DESTRUCTIVE TO THE NATURAL ENVIRONMENT, ENVIRONMENT ADJOINING, UM, AND NEIGHBORING, UM, RESIDENTS.

UM, AND, UM, I'M, I'M BRINGING ATTENTION TO THIS BECAUSE A VERY NEAT, UH, RESOLUTION WAS CREATED, UM, REQUIRING THE, THE NEIGHBOR WHERE THE, THE BAMBOO ORIGINATED TO, UM, PROVIDE FINANCIAL, UM, RESOLVE TO THE NEIGHBOR.

WITH BAMBOO HAS GROWN INTO, UM, THEIR, THEIR BACKYARD, SUCH AS THE SITUATION WITH MY, UM, MY, UH, PROPERTY.

THE NEIGHBOR NEXT TO ME, UH, HAS A LARGE FIELD OF BAMBOO, AND IT HAS, IT'S NOW GROWN INTO MY, UM, MY BACKYARD.

AND SO OUR BUILDING DEPARTMENT SENT A REPRESENTATIVE OUT AND, UM, THEY DID THEIR DUE DILIGENCE OF, OF, FOR SERVING A CITATION TO THE, MY, MY NEIGHBOR.

AND THE RESPONSE TO MY NEIGHBOR WAS ONE OF, OF ANGER.

THE NEIGHBOR WAS VERY UPSET AND FELT THAT I HAD REPORTED ON HIM, COMPLAINED

[00:50:01]

ABOUT HIM.

AND I EXPLAINED THIS IS THE, THE TOWN'S, UM, POLICY.

SO I'M JUST WONDERING IF WHEN THAT POLICY WAS CREATED, IF ANYBODY REALLY THOUGHT ABOUT THE POSSIBILITY OF CREATING, UM, CONTENTION BETWEEN NEIGHBORS, WHEN ONE IS ASSUMED TO BE THE ORIGINATOR OF BAMBOO, UM, THIS PLANT, UM, IS, IS A WARRIOR PLANT.

IT FIGHTS HARD TO SURVIVE AND PROLIFERATE, AND IT FIGHTS BACK WITH A VENGEANCE.

NOW, WHERE THE PLANT HAS, IS COMING FROM NE NEXT DOOR TO MY HOUSE.

THERE ARE THREE HOUSES ON NORTH ROAD WHERE THE PLANT HAS CREATED A JUNGLE BEHIND THOSE HOUSES AND IN MY NEIGHBOR'S YARD.

UM, I DOUBT VERY SERIOUSLY THAT HE PLANTED IT BECAUSE IT WAS THERE WHEN HE BOUGHT THE PROPERTY.

SO MY POINT IN BRINGING THIS TO YOUR ATTENTION IS THAT WHILE THE POLICY THAT YOU HAVE CREATED, UM, ADDRESSES THE ISSUE, UM, WHERE THERE IS CLEAR EVIDENCE THAT THE BAMBOO ORIGINATED IN ONE YARD AND MIGRATED TO ANOTHER.

WE HAVE AT LEAST ONE OTHER SCENARIO HERE IN THE TOWN WHERE IT IS NOT TO DISCERN WHERE THE PLANT ACTUALLY ORIGINATED.

AND THEREFORE THE NEIGHBOR WHO IS IN RECEIPT OF THE CITATION IS NOT WILLING TO TAKE RESPONSIBILITY FOR IT.

HOW DO WE, HOW DO WE ADDRESS THIS MATTER? I'M SURE IT'S NOT ONLY IN MY BACKYARD, IT'S PROBABLY IN OTHER PLACES AROUND THE TOWN, BUT, UM, IT, IT HAS TO BE ADDRESSED FOR THOSE OF US, UM, WHERE THERE IS NO CLEAR, UM, INDICATION THAT IT, THAT IT ACTUALLY ORIGINATED IN MY NEXT DOOR NEIGHBOR'S YARD.

UM, I KNOW THAT AT, AT THAT PART OF AUGUSTINE ROAD AND NORTH ROAD, THERE IS A, THERE'S A CEMETERY, AND IT'S ALSO POSSIBILITY THAT THERE IS TOWN OWNED PROPERTY UP IN THERE.

THE PROPERTY THAT THE STATE NOW OWNS IS A STATE PROPERTY.

THE BAMBOO BEHIND THAT HOUSE LOOKS LIKE A JUNGLE.

SO THERE'S POSSIBLE SEVERAL OTHER ENTITIES HERE THAT MAY BE RESPONSIBLE FOR ADDRESSING THIS ISSUE.

I'M ASKING THE BOARD TO TAKE A RE-LOOK AT THIS LOCAL LAW AND TO CONSIDER STRATEGIES FOR ADDRESSING IT UNDER CIRCUMSTANCES THAT DON'T FIT NEATLY INTO THE SCENARIO CREATED BY LOCAL LAW.

SIX.

THANK YOU.

THANK YOU.

YEAH, I THINK, YOU KNOW, WE SHOULD DISCUSS THAT AT A WORK SESSION.

YOU KNOW, THE ENFORCEMENT OF THE LAW AND, YOU KNOW, IT IS VERY INVASIVE.

THE BAMBOO.

YEAH.

I THINK, YOU KNOW, MAYBE WHAT WE SHOULD DO ALSO DO IS WE SHOULD TAKE A LOOK AT SOME OF THE LAWS THAT WE PASS AND JUST, UH, YOU KNOW, AFTER A YEAR OR SO, REEVALUATE IT.

SEE WHAT WORKS, WHAT DOESN'T WORK, WHAT NEEDS, UH, YOU KNOW, TWEAKING.

IT COULD BE LIKE THE NOISE ORDINANCE.

WE MIGHT WANT TO TIGHTEN UP.

UM, UM, YOU KNOW, WE JUST RECENTLY PASSED THE, THE, UH, THE, UH, THE RESOLUTION RELATING TO THE, THE BOXES, YOU KNOW, UH, THE STORY, THE BINS, THE DONATE, THE BINS, YOU KNOW, HOW ARE WE ENFORCING THAT? YOU KNOW, THERE'S A LOT OF THINGS THAT WE SHOULD JUST, WE SHOULDN'T JUST PASS THE LAWS.

WE SHOULD MAKE SURE THAT THEY'RE ENFORCED.

SO THIS IS A GOOD POINT.

THANK YOU.

WE DIDN'T JUST PASS A LAW.

THE BAMBOO HAD TO BE ON ONE SIDE OF THE FENCE OR THE OTHER.

NOW, IF IT'S BOTH OVERGROWN WITH BAMBOO, THEN IT WOULD BE DIFFICULT TO DETERMINE.

BUT IF SOMEBODY DOESN'T HAVE BAMBOO ON THEIR BACKYARD OR DIDN'T THE LAST COUPLE OF YEARS, AND THE NEXT DOOR NEIGHBOR HAS HAD IT FOR A NUMBER OF YEARS, THEN IT ORIGINATED ON THE NEIGHBOR'S YARD AND IT CAME INTO YOUR YARD.

UNLESS YOUR PERSON IS SAYING, I ALSO HAD BAMBOO FOR A LONG TIME.

I DON'T KNOW WHETHER OR NOT MY BAMBOO WENT TO THE NEIGHBOR OR THE NEIGHBOR'S.

BAMBOO WENT TO ME.

BUT THE WHOLE PURPOSE OF THIS IS THAT IT'S AN EXTREMELY INVASIVE PLANT AND WE NEED TO BRING IT UNDER CONTROL.

SO WE PASSED THE LOCAL LAW.

YES, IT COULD BE DIFFICULT IF YOU GO TO YOUR NEIGHBOR AND SAY, I DIDN'T HAVE BAMBOO, AND NOW I DO, AND YOU HAVE LOADS OF BAMBOO ON YOUR PROPERTY, IT CAME FROM YOURS.

THE TOWN WILL GO OUT, WE WILL GIVE A CITATION.

THEY DON'T HAVE MUCH CHOICE.

THEY CAN'T IGNORE CITATION.

IT WILL BECOME A SUMMONS.

AND IF THEY DON'T SHOW UP FOR THE SUMMONS, IT'LL BECOME A WARRANT.

SO IT'S NOT GONNA BE IGNORED.

SO BY TELLING THE BUILDING DEPARTMENT THAT

[00:55:01]

A NEIGHBOR HAS BAMBOO ON THEIR PROPERTY AND IT CAME ONTO YOUR PROPERTY, UH, WE'RE GOING TO TAKE ACTION UP AGAINST THAT BECAUSE THAT BAMBOO WILL THEN OVERCOME YOUR PROPERTY AND IT'LL GO TO THE NEXT PROPERTY AND IT'LL GO TO THE NEXT PROPERTY.

IT'S, AND IT'S, IT'S NOT EASY TO GET RID OF, YOU KNOW, YOU GOT TO GET RID OF IT AS SOON AS YOU POSSIBLY CAN.

AND YOU HAVE TO PUT A BARRIER THAT GOES DOWN THREE OR FOUR FEET DEEP IN ORDER TO TAKE CARE OF THESE SHOOTS.

AND SO IT'S A MAJOR PROBLEM.

WE WERE ASKED TO ADDRESS IT AND WE PASSED A LAW TO DO THAT.

YES, IT'S ALWAYS UNCOMFORTABLE DEALING WITH A NEIGHBOR, PARTICULARLY IF THE NEIGHBOR'S DOING SOMETHING THAT'S, YOU KNOW, NEGATIVELY AFFECTING YOUR PROPERTY AS IT EXISTS.

IT MAY NOT BE AN EXPECTED LAW.

ALRIGHT, WE SAID WE WERE GONNA RE-LOOK AT IT.

SO DO WE HAVE ANYONE ELSE FROM, DO WE HAVE ANYBODY ELSE? UH, LAST SPEAKER WILL BE CLIFTON ABRAMS. GOOD EVENING.

GOOD EVENING.

YOU KNOW, UM, I WAS SITTING DOWN AND I WAS TELLING MY GOOD FRIEND, UM, MARLENE THAT, UM, I'M TIRED.

I REALLY DON'T WANT TO BE UP HERE.

BUT THEN BEFORE I KNEW IT, IT WAS PUBLIC COMICS.

I THOUGHT, OH SHOOT, I WOULD STICK AROUND.

UM, SO, YOU KNOW, UM, I THINK, YOU KNOW, I, I WAS LOOKING, I WAS LIKE SAYING, WOW, YOU KNOW, I'M ON, I'M ON THE BOARD OF COMMISSIONER OF THE GREENBORO HOUSING AUTHORITY THAT BISHOP PRESTON AND JAMES ROBINSON, I GUESS FRANCIS SOMETIME, DON'T LIKE ME MENTIONING.

UM, I AM A DISTRICT LEADER, CARRY YOUR PETITIONS WITH MINE, CARRYING YOURS, JOY AND PAUL.

UM, AND I AM THE FOUNDER OF A 5 0 1 C3 COMMUNITY CENTER WITHOUT WALLS INCORPORATED WITH A $3 MILLION LIFE INSURANCE.

SO THANK YOU, ALAN.

SO, YOU KNOW, I SAY THAT TO SAY THAT, YOU KNOW, RESPECT IS EARNED NOT GIVEN.

YOU KNOW, AND WHEN PEOPLE WANT, RESPECT, ANY RESPECT OF THE PEOPLE TOO, AND YOU COULD BE IN A POSITION OF POWER AND YOU SHOULDN'T HOLD PERSONAL OPINIONS OR FEELINGS AGAINST SOMEBODY BECAUSE YOU DON'T LIKE 'EM.

AND I BRING THAT UP BECAUSE, UM, THE COUNTY GAVE MY ORGANIZATION 15,000, BUT THEY MATCH THE TOWN OF GREENBURG $15,000 THEN OUTTA SOMEWHERE.

THE TOWN OF GREENBURG CLAIMED THAT IT WAS A GRANT, BUT I MUST SAY, YOU KNOW, THE COUNTY STRUCTURED THEIR GUNS, EVEN THOUGH THE TOWN AND, AND THE COMMISSIONER OF THE COMMUNITY CENTER SENT A LETTER TO THE COUNTY SAYING, WE ARE NOT WORKING WITH CLIFF ABRAMS. BUT WHAT THEY DID, THEY GAVE ME THE MONEY UP FRONT.

, NOT ONLY DID THEY GIVE, USUALLY YOU HAVE TO SPEND THE MONEY, THEN THEY GIVE IT TO YOU, BUT THEY UNDERSTOOD IT WASN'T ABOUT ME.

IT'S ABOUT THE CHILDREN THAT LIVE IN GREENBURG RIGHT HERE IN FAIRVIEW, THAT THE LIBRARY GREENBURG PUBLIC LIBRARY GIVES ME ONE GIVEN ORGANIZATION ONE DAY A MONTH FOR FREE AND THEY PAY FOR THE SPEAKERS.

I NEEDED TO GET THAT OUT.

RIGHT? THEN I LOOK AT IT LIKE I WAS HERE AND WE WAS TALKING, OH YEAH, I WANT TO ASK THIS QUESTION HERE.

YOU APPOINT FIVE PEOPLE TO THE GREENBERG HOUSING AUTHORITY BOARD, RIGHT? I KNOW JOY, YOU JUST GOT A, A BOOK, A COMMISSIONER HANDBOOK.

I DON'T KNOW IF THE REST OF THEM DID.

I WANT YOU TO GET THE BYLAWS TOO, BECAUSE I WANT TO KNOW, RIGHT? HOW DO Y'ALL, UM, APPOINT Y KEEP ON REAPPOINTING PEOPLE OVER AND OVER AND OVER AGAIN.

AND I WANNA KNOW WHAT CRITERIA THAT YOU'RE USED.

LIKE, DO YOU LIKE JUST SAY, OH, THEY'RE FIVE YEARS UP, LET ME JUST REAPPOINT THEM.

OR IS IT'S SOMEWHERE Y'ALL GO TO SAY, I WONDER WHAT THE RESIDENT'S SAYING.

I WONDER, YOU KNOW, WHAT WARRANTED THEM TO KEEP ON GETTING REINSTATED? BECAUSE, YOU KNOW, I DON'T WANT NO ANSWER, BUT, UH, YOU PROBABLY GONNA HELP ME OUT LATER WITH THAT JOY.

UM, I'M STILL LEARNING.

SO, OKAY, I GOT YOU.

AND I WAS HERE THE LAST BOARD MEETING AND THEY SAID, WE WERE TALKING ABOUT THE SECOND FLOOR FOR BARBARA PERRY AND I CAN'T REMEMBER WHO, BUT THEY SAID THAT THE ADVISORY BOARD GOT SAVED FREE.

AND I'M LIKE, HOLD UP Y'ALL POINT THE ADVISORY BOARD.

SO HOW DO THEY GOT MORE SAY THAN Y'ALL GOT? YOU KNOW? AND THEN I'M LIKE SAYING THAT, UM,

[01:00:02]

I'M ON THE HUMAN RIGHTS COMMITTEE, RIGHT? BUT Y'ALL MADE A DECISION NOT TO LET ME BE A VOTE MEMBER.

AND I'M STILL TRYING TO FIND OUT, AND I'M THE ONLY ONE THAT Y'ALL MADE THAT DECISION ON THAT I'VE BEEN THERE FOR THREE YEARS.

THE, UM, UM, GOODMAN CAME HERE AND TOLD Y'ALL THE IMPORTANT ROLE I PLAY ON THE HUMAN RIGHTS COMMITTEE, BUT FOR SOME REASON Y'ALL VOTED ME NOT TO BE A VOTE MEMBER.

I'VE BEEN ON IT FOR THREE YEARS.

I ACTIVE MEMBER.

SO I ASKED, CAN WE HAVE A WORK SESSION OR SOMETHING TO FIND OUT WHAT IS THE CRITERIA TO SAY WHO COULD BE A VOTE MEMBER AND WHO CAN'T BE A VOTE MEMBER? AND FOR SOME ODD REASON, NOBODY STILL DIDN'T ANSWER THAT QUESTION YET, YOU KNOW, SO IF Y'ALL COULD MAKE A DECISION WHILE ME NOT BEING A VOTE MEMBER, HOW CAN THE ADVISORY BOARD AT THE CENTER MAKE A DECISION ON BARBARA PRAIRIE? THANK YOU.

ANYBODY ELSE? NO.

NO MORE.

OKAY.
