5:40 PM AND WE ARE GOING TO START A WORK SESSION.SHALL WE BEGIN? DID YOU SAY JUNE 26TH? PARDON ME? DID YOU SAY JUNE 26TH? I DID 25TH, ACTUALLY.
SO THE FIRST ITEM ON THE THE AGENDA IS AARON SCHMIDT AND THE SUSTAINABILITY AND ENERGY EFFICIENCY COMMITTEE PRESENTATION.
DO YOU WANNA INTRODUCE YOURSELVES AND, UM, AND THEN LET IT ROLL? SURE.
GOOD EVENING, MEMBERS OF THE TOWN BOARD FOR THE RECORD.
AARON SCHMIDT, DEPUTY COMMISSIONER WITH THE DEPARTMENT OF COMMUNITY DEVELOPMENT
I'M PLEASED TO BE HERE TODAY WITH MEMBERS OF THIS TOWN, SUSTAINABILITY ENERGY EFFICIENCY COMMITTEE TO PRESENT RECOMMENDATIONS REGARDING ELECTRIC VEHICLE CHARGING STATIONS AND HOW THEY MIGHT BE BEST REGULATED HERE IN THE TOWN OF GREENFORD.
WITH ME THIS EVENING ARE LESLIE DAVIS AND SETH SUHO SAL.
UH, WE ALSO HAVE TOM HAY HERE, ONE OF OUR MEMBERS WHO IS ON ZOOM THIS EVENING.
REST ASSURED THAT IF THE TOWN BOARD IS SUPPORTIVE OF THE COMMITTEE'S RECOMMENDATIONS, I THINK WE CAN MOVE THROUGH THE DRAFTING OF A RATHER STRAIGHTFORWARD LOCAL LAW IN SHORT ORDER.
WE ALL KNOW THE SOLAR LOCAL LAW WAS A BEAR, AND WE'RE APPRECIATIVE OF THE TOWN BOARD'S SUPPORT WITH THAT LOCAL.
I'LL NOW TURN THINGS OVER TO LESLIE DAVIS FOR THE PRESENTATION.
I'M HERE TO HELP OUT AND ANSWER ANY QUESTIONS.
GOOD EVENING, MEMBERS OF THE BOARD, AND THANK YOU FOR HAVING US.
UM, AS YOU MENTIONED, WE ARE THANKFUL THAT YOU PASSED THE, UH, SO LAW AS WELL AS JUST TO LET YOU KNOW THAT THERE'S A COUPLE OF OTHER MEMBERS, THEY'RE NOT HERE WITH US TONIGHT, BUT I WOULD LIKE TO SAY THOMAS HAY IS ONE OF THEM.
LIZ SILVERSTEIN, COMB DUCHENNE, AND JOSEPH, UH, IKA AND KELLY SHEEN.
ONE OF THE GOALS OF THE COMMITTEE.
I NEED TO SAY I BELIEVE THERE'S NO RELATIONSHIP.
BELIEVE THERE'S NO RELATIONSHIP.
I, I BELIEVE WHEN SHE'S JOINED, WE, WE DID ASK, WE'RE GOING TO HAVE THEM DO 23 AND ME MOST.
SO, UM, AS I SAID, MOST PEOPLE WOULD DENY IT ANYWAY, BUT I HAVE TO FIND OUT FOR SURE.
AND YOU ARE, AGAIN, I DON'T BELIEVE IT.
UH, ONE OF THE THINGS THAT WE WANT TO DO IS TO, UM, GO OVER THE EV CHARGING STATION AND WHAT OUR, UH, PLAN IS FOR, UH, PRESENTING TO YOU TONIGHT.
THE CURRENT MISSION IS TO DEVELOP RECOMMENDATIONS WHICH ADDRESS THE FUTURE IMPLEMENTATION OF ELECTRIC VEHICLES AND EV CHARGING STATIONS TO THE TOWN.
WE HAD A PROCESS FOR HOW WE CAME ABOUT WITH THESE RECOMMENDATIONS THAT WE HAVE HERE.
THE FIRST PART OF THE PROCESS IS, OF COURSE, THAT WE MET TWICE A MONTH FOR THE PAST SEVERAL MONTHS.
WE REVIEWED WHAT THE CURRENT CODE WAS TO LOOK FOR ANY CURRENT BARRIERS SO THAT WE CAN ADDRESS THAT AND THE CURRENT CODE YOU'RE REFERRING TO AS THE CURRENT TOWN CODE.
AND ONE OF THE THINGS THAT WE WERE LOOKING WAS WHAT WAS, WHETHER OR NOT THE TOWN ADDRESSED IT IN OUR CODE, AND IF THERE WERE BARRIERS, AND IF WE CAN LOOK FOR WAYS TO STREAMLINE THE PROCESS.
UH, WE ALSO REVIEWED MULTIPLE EV CS ORDINANCES THROUGHOUT NEW YORK STATE.
WE LOOKED AT NEW PALTZ, POUGHKEEPSIE, CHENANGO, AND MINONS AND MINAN, AND THAT'S THE ONE I HAD AND I STILL ON ACCOUNT.
UM, WE ALSO REVIEWED THE REST WESTCHESTER COUNTY REQUIREMENTS.
WE PREPARED A QUESTIONNAIRE TO SEND OUT TO DIFFERENT MUNICIPALITIES JUST TO SEE HOW THEY GOT TO THE PROCESS OF DOING IT.
THERE WERE SOME CODES THAT WERE WRITTEN MANY YEARS AGO, AND WHEN I SAY MANY YEARS AGO, MANY YEARS AGO FOR THIS PARTICULAR TECHNOLOGY, MEANING LIKE 2012, THEY HAD ALREADY PUT A CODE IN PLACE.
SO WE WANTED TO SEE HOW DID, HOW THEY GOT TO THAT DECISION AT THAT TIME.
UM, WE IDENTIFIED ELEMENTS IN EACH THAT WOULD BENEFIT THIS PARTICULAR TOWN.
WE PRESENTED IT TO THE FINDINGS TO THE FULL COMMITTEE, AND WE ALSO REACHED RESEARCH, UH, ORDINANCES IN CALIFORNIA AND VERMONT.
ONE OF THE THINGS JUST ASIDE CALIFORNIA, VERY DIFFERENT THAN US IN TERMS OF THEIR UPTAKE OF ELECTRIC VEHICLES.
SO THERE WASN'T A ONE-TO-ONE MATCH, BUT WE DID LOOK AT IT.
UH, WE CONSULTED WITH EXPERTS IN THE FIELD, AND WE ATTENDED A, ALL OF US ATTENDED AN EVE TRAINING COURSE, AND THE MEMBERS REVIEWED AND OUT THE OUTLINE OF THE POTENTIAL LOCAL LAW THAT WE'RE PRE PRESENTING TO YOU THIS EVENING.
SO THE QUESTION THAT I HAVE JUST REALLY QUICKLY, AND I PROMISE NOT TO INTERRUPT AGAIN.
I JUST NEED TO WHY CALIFORNIA, VERMONT.
[00:05:01]
THOSE TWO STATES? OKAY, SO FOR ONE, CALIFORNIA, FOR MOST OF ANYTHING, SUSTAINABILITY, RENEWABLE, THEY'RE ALWAYS SORT OF AHEAD OF EVERYONE.SO IT'S KIND OF GOOD TO SEE WHAT THEY'RE DOING.
BUT THEN WE ALSO HAVE TO TAKE INTO CONSIDERATION THAT WE ARE A COLD STATE, RIGHT? SO WE HAVE A WINTER.
THERE'S DIFFERENT, THERE'S DIFFERENCES BETWEEN THE AMOUNT OF UPTAKE THAT THEY HAVE IN CAR, UM, AND SOLAR VEHICLES.
THE, UH, I WON'T SAY THE DEMAND, THE REGULATIONS FOR PEOPLE TO GET SOLAR, UH, NOT SOLAR VEHICLES, I'M SORRY, ELECTRIC VEHICLES, WHICH WE DON'T NECESSARILY HAVE THAT MUCH OF AN UPTAKE YET.
SO, AND, UH, ONE OF OUR OTHER MEMBERS, JOSEPH KO, UH, IS FAMILIAR WITH VERMONT REGULAR REGULATIONS.
HE TRAVELS UP THERE FREQUENTLY AND USES THE EV CHARGING STATIONS UP THERE.
SO HE HAD RECOMMENDED, WE RESEARCHED OUT, WHICH WE DID.
SO ARE YOU BENCHMARKING NEW YORK AGAINST VERMONT? NO.
ONE, ONE OF THE THINGS, I THINK THE FIRST QUESTION WE ASKED IS HOW MANY DO WE NEED? RIGHT? SO WE, WE NEEDED TO THINK ABOUT THAT.
AND THERE IS NO, THERE ARE, THEY ARE, UH, MARKING OFF AND THEY ARE COLLECTING DATA ON THE AMOUNT OF CARS BOUGHT.
BUT WE WANTED TO SEE KIND OF ON THE CORRIDORS, LIKE HOW, HOW MANY, HOW LONG DOES IT TAKE YOU TO GET TO A CHARGER? WHERE ARE THE CHARGES LOCATED? HOW CONVENIENT IS IT? WHAT, WHAT ARE SOME OF YOUR EXPERIENCES BECAUSE HE HAS A CAR.
LIKE WHAT IS SOME OF YOUR EXPERIENCES AS A CONSUMER? SO THAT'S GOOD.
SO, ATTENDED TRAINING IS THE TRAINING ABOUT, SO THE TRAINING WAS, UM, TAKING US FROM WHAT IT IS, UH, HOW IT WORKS IN VARIOUS, UH, AREAS, AND THEN SOME OF, SOME OF THE BARRIERS, SOME OF THE THINGS THAT YOU NEED TO LOOK OUT FOR.
SO THIS TRAINING WAS, IT'S AN ERTA TRAINING, BUT THERE'S AN ORGANIZATION, YOU KNOW, THAT, UH, ISSUED THE TRAINING.
SO WE WERE ABLE TO GET, FOR SOME PEOPLE WHO WERE MORE AHEAD, IT MIGHT HAVE BEEN A LITTLE SLOW IN THE BEGINNING, BUT THEY TOOK US FROM THE A A TO Z AND, UH, ELECTRIC VEHICLES AS WELL AS THE CHARGING STATIONS.
THEY, THEY'RE ALSO LOOKING AT A SITING, SIDING ISSUES.
SIDING ISSUES, HOW YOU PICK THE RIGHT SITES.
UH, SO THE CURRENT ISSUE, WE HAVE RECEIVED APPLICATIONS FOR ELECTRIC VEHICLE CHARGING STATIONS.
I'M SURE YOU'VE PROBABLY SEEN SOME OF THEM AROUND, BUT THEY'VE COME IN, YOU KNOW, ON A ONE-ON-ONE BASIS.
AND WE, UH, WE, WE HAVE NO REGULATIONS THAT SOMEONE WHO MIGHT BE CONSIDERING IT CAN JUST GO TO US AND, AND, AND UNDERSTAND WHAT THE TOWN OF GREENBERG IS REQUIRING.
SO THAT'S THE PURPOSE OF THIS, UH, WORK.
WORKING ON THIS, THE TOWN NEEDS REGULATIONS THAT CLARIFY WHAT IS AND WHAT IS NOT PERMITTED.
THE SEEC SEEKS TO PREPARE DRAFT LOCAL LAW THAT WILL A, STREAMLINE THE APPRO APPROVAL PROCESS WHENEVER POSSIBLE, HELP GUIDE POTENTIAL APPLICANTS.
SO THEY'LL, AS I SAID, THEY'LL BE ABLE TO COME TO OUR WEBSITE AND LOOK AT OUR, OUR E CODE AND UNDERSTAND WHAT IT IS THAT WE REQUIRE IN THE TOWN OF GREENBURG.
UM, IT WILL ALSO HELP PROVIDE THE TOWN OFFICIALS, WHETHER IT'S THE PLANNING BOARD, WHETHER IT'S THE TOWN BOARD WITH A FRAMEWORK FOR APPROVING, UH, BUILD PUBLIC CONFIDENCE IN HOW OUR DECISIONS ARE MADE.
SO IT'LL BE SORT OF TRANSPARENT WHY WE DECIDE YES HERE, WHY WE DECIDE NO THERE, ENSURE PUBLIC SAFETY, WHICH IS A VERY BIG DEAL, AND PROTECT THE NATURAL ENVIRONMENT.
SO WE WANNA INCORPORATE ALL OF THAT.
SO, MAY I ASK A QUESTION JUST TO MAKE SURE THAT I UNDERSTOOD WHAT THIS, SO I APOLOGIZE.
IS THIS FOR CHARGING STATIONS ON GREENBERG PROPERTIES ONLY, OR IS THIS IN GENERAL FOR OTHER PROPERTIES WHERE PEOPLE MIGHT WANT TO? SO IT'S PUBLIC, PRIVATE, MUNICIPAL.
SO THIS IS, YOU MAKE OVERALL PROGRAM FOR US TO ALL CONTRIBUTE.
BY PRIVATE YOU DON'T MEAN INDIVIDUAL HOMES THAT HAVE A CHARGING STATION.
UM, SO SOME OF THE CONSIDERATIONS WE HAD WERE PARKING, UH, THE LOCATION, THE NUMBER OF SPACES, THE SIZE OF SPACES, A DA ACCESSIBILITY, THE VISUAL APPEARANCE.
EQUIPMENT AND THE USER SECURITY.
SO IN, UH, IN DRAFTING THIS, WE CAME UP, WE USE THE, UH, NEW YORK STATE DEPARTMENT OF ENERGY CRITERIA FOR THE THREE DIFFERENT LEVELS OF CHARGES.
SO THERE ARE 120 VOLT CHARGES, TWO 40, AND THEN FOUR 80 AND ABOVE.
AND, UH, THEY, THEY VARY IN TERMS OF HOW QUICKLY THEY COULD CHARGE A CAR UP.
SO THE ONE 20 WILL TAKE, UH, MAYBE, UM, I CAN'T READ THIS WITH THESE GLASSES.
BUT, BUT BASICALLY WE, WE THINK ABOUT LEVEL ONE.
LEVEL ONE IS APPROPRIATE FOR INDIVIDUAL HOMES AND LEVEL TWO, APPROPRIATE FOR BOTH INDIVIDUAL HOMES AND
[00:10:01]
COMMERCIAL LEVEL THREE, BASICALLY COMMERCIAL LEVEL, UH, INSTALLATIONS, UM, CAN TURN THE NEXT ONE.SO LEVEL ONE AND TWO CHARGES WILL BE PERMITTED ON SINGLE FAMILY AND MULTIFAMILY SITES, AND IT DESIGNATED TO SERVE THE PURPOSES OF ROTATION.
UH, LEVEL ONE, UH, ELECTRICAL PERMIT WILL BE REQUIRED THROUGH THE BUILDING DEPARTMENT.
DO WE, AND WE SPOKE ABOUT THE, OUR DEPUTY BUILDING INSPECTOR ABOUT THIS, AND MS. GARRITY ADVISED THAT, UH, THEY WOULD WANT TO SEE AN ELECTRICAL PERMIT FILED FOR EVEN THE LEVEL ONE CHARGER.
SO WE'VE BEEN WORKING WITH VARIOUS TOWN STAFF TO MAKE SURE THAT OUR RECOMMENDATIONS ARE ON POINT AND THEY'VE BEEN REVIEWED, UH, INTERNALLY.
AND IF THE TOWN BOARD DOES DECIDE TO MOVE FORWARD WITH REQUESTING THAT THE COMMITTEE PUT FORTH THE DRAFT LOCAL LAW, WE'LL CONTINUE THAT COORDINATION THROUGHOUT PROCESS.
WILL THAT BE FOR PEOPLE WHO HAVE EXISTING CHARGES AS WELL? I JUST TOLD SETH, YOU CAN BE BE GRANDFATHER.
WE MIGHT GRANDFATHER FRANCIS WILSON.
I HAVE TO BE GRANDFATHERED IN.
THAT'S, NO, WE ALREADY HAVE A 50 M CIRCUIT THAT'S BEEN BUILT, ESPECIALLY FOR THIS.
AND YOU HAVE PERMITS IN PLACE, YOU KNOW, WHEN THEY YEAH.
WE DON'T SEE ANY BARRIER GOING, DOING ANOTHER PERMIT.
AND AGAIN, YOU KNOW, THE PURPOSE IS TO STREAMLINING AND NOT TO HOLD PEOPLE UP, BUT WE ALSO WANT BE CONCERNED WITH THE SAFETY.
IT ALSO INCENTIVIZES PEOPLE TO GO TO CONVERT OVER TO ELECTRIC.
SO, SO AS, AS IT RELATES TO THE PERMITTING, SO JUST AS RESIDENTS HAVE ALARM PERMITS, LIKE THE LITTLE STICKERS ON THE WINDOW, ARE WE GONNA REQUIRE THE LITTLE STICKER TO SEE IF WE'RE ALL UP TO DATE AND IT'S, AND YOU DO HAVE A PERMIT TO HAVE THIS TYPE OF CHARGING STATION, LIKE WHAT IS, HOW ARE WE GONNA KNOW TO BE ABLE TO, SO THAT'S NOT RELEASE IT, BUT REALLY, SO THAT'S SOMETHING I'M GONNA TAKE A NOTE ON AND I WANT TO DISCUSS WITH THE BUILDING INSPECTOR'S OFFICE.
'CAUSE I DID HAVE TO DO INSPECTIONS OR, OKAY.
AND THEN MOVING ON, LOOKING AT LEVEL TWO CHARGES, UH, THEY REQUIRE ADMINISTRATIVE REVIEW UNLESS THEY'RE ASSOCIATED WITH THE SUBDIVISION OF SITE PLAN DEVELOPMENT.
AND THEN LEVEL THREE CHARGES ARE PERMITTED TO SERVICE NON-RESIDENTIAL USES AS PART OF A STREAMLINED REVIEW PROCESS.
SO SOME OF THE ADDITIONAL CONSIDERATION, UH, WITH THE SUBDIVISIONS AND SITE PLANS EACH IS WHETHER OR NOT IN THE FUTURE WE'RE GONNA REQUIRE EACH, UH, NEW ONE FAMILY RESIDENCE TO BE LOCKED, WIRED FOR LEVEL ONE OR LEVEL TWO, AS WELL AS MULTIFAMILY RESIDENTS.
IF YOU SOMETIMES LISTEN TO THE PLANNING MEETING, WE DO THROW IT OUT THERE FOR, FOR SOME OF THESE NEW DEVELOPMENTS.
UM, NON-RESIDENTIAL USES LEVEL THREE OFFICE PARKS, COMMERCIAL PROPERTIES, AND EQUIPMENT WITH EVCS ENVISION TO COUNT.
RIGHT NOW WE'RE ENVISIONING IT TO COUNT AS A ONE FOR ONE, UH, ACCORDING TO OUR PARKING CODE.
SO, UH, YOU KNOW, YOU CAN, YEAH, I CAN ELABORATE A LITTLE BIT ON THAT.
SO TODAY, WITHOUT A CODE IN PLACE, WHEN AN EV UH, CS INSTALLER SEEKS TO COME IN, MAYBE AT A SHOPPING CENTER AND INSTALL, YOU KNOW, 5, 6, 7, 8 CHARGERS, WHAT, WHAT THE TOWN'S BEEN, UM, DETERMINING IS THAT THOSE SPACES DON'T COUNT TOWARDS THE OVERALL OFF STREET PARKING REQUIREMENTS OF THE CENTER.
WHAT WE ENVISION IS ACTUALLY ALLOWING THOSE A ONE TO ONE.
SO IF YOU INSTALL AN EVCS THAT WILL SERVICE ELECTRICAL ELECTRIC VEHICLES ONLY ON A PROPERTY, YOU WON'T BE DISCOUNTED THOSE SPACES.
THEY WOULD COUNT TOWARDS YOUR OVERALL OFF STREET PARKING DEPART.
SO ARE YOU THINKING IN TERMS OF JUST HAVING AN OPEN BIDDING PROCESS, YOU KNOW, THAT CHARGING CAN BE EXPENSIVE, THE CHARGING STATIONS COULD BE EXPENSIVE.
I GUESS IF YOU'RE TALKING ABOUT LEVEL TWO FOR THAT USE, UM, IS IT SOMETHING THAT YOU'RE GOING TO CONSIDER, AND I DON'T KNOW IF IT CAN BE DONE, UM, THAT IF THERE'S A CONTRACT, SAY WITH AN EV CHARGING COMPANY, THAT THE TOWN HAS THAT, THAT THE UM, OTHER USERS MIGHT BE ABLE TO AVAIL THEMSELVES OF A BETTER PRICING AS A RESULT BY PIGGYBACKING ON THOSE? I DON'T KNOW IF THAT'S SOMETHING THAT KNOW, IF THAT'S SOMETHING THAT CAN BE DONE.
I, I THINK, UM, THAT MIGHT BE BEYOND THE SCOPE OF WHAT WE'RE DOING RIGHT HERE.
RIGHT NOW, WE'RE DOING THE ORDINANCE AND NOT REALLY,
[00:15:01]
WE'RE NOT, I WOULD SAY INVOLVED ON THE COMMERCIAL SIDE OR, OR, OR SETTING UP THE CHARGING STATIONS.SO WE RETAIL, WE WANT TO FIRST DETERMINE WHAT YOU KNOW, AND HAVE US DETERMINE WHAT IS PROPER FOR THE TOWN.
AND THEN AFTER THAT'S DONE, WHEN PEOPLE COME, BECAUSE YOU KNOW, I'M SURE PEOPLE HAVE COME TO YOU, OH, WE WANNA SET UP CHARGING STATIONS.
NO, NO, THAT'S, THAT MAKES SENSE.
ANY MORE QUESTIONS? THAT WAS IT.
YEAH, WE WANTED TO KEEP IT SHORT AND SWEET.
I DO THINK IT'S A GOOD IDEA OF A NEW CONSTRUCTION.
WE REQUIRE THE WIRE BECAUSE IT WAS A LOT MORE EXPENSIVE AND TO DO IT LATER.
AND BECAUSE NOW YOU'RE TRYING TO FEED THROUGH THE WALLS AND LOOK LIKE THAT.
AND SECONDLY, IT WAS NOT THERE.
IT ENCOURAGES PEOPLE TO DO MAKESHIFT HOOKUPS THAT'S AND BE REALLY HAZARDOUS.
SO I WAS ASKING ABOUT THE TICK, THE LITTLE STICKER SO WE CAN MAKE SURE THAT WE WE'RE TRACKING AND MONITORING, YOU KNOW, THESE STATIONS AS THEY COME UP.
I THINK IT'S A GREAT IDEA THAT IS SEEING, SO ANY DRAFT, THERE'S BEEN SOME INITIAL ROUGH DRAFTING, I DON'T HAVE IT THIS EVENING, BUT WE WANTED TO, YOU KNOW, PRESENT THESE RECOMMENDATIONS TO THE TOWN BOARD THIS EVENING, SEE IF THE TOWN BOARD'S SUPPORTIVE OF US MOVING FORWARD AND CONTINUING WITH THE, HEY AARON, CAN YOU STOP SHARING YOUR SCREEN? SORRY.
UH, AND WITH THE DIRECTION
TO GET SOME DIRECTION IF, YOU KNOW, THERE WERE ANY THOUGHTS OR FEEDBACK ON, ON, ON ANYTHING THAT WE PRESENTED TONIGHT.
WE THINK WE CAN MOVE THROUGH IT RATHER QUICKLY OVER THE NEXT COUPLE OF MONTHS.
WE'VE BEEN MEETING, AS WE NOTED, TWICE A MONTH AND WE'LL CONTINUE THAT AS SCHEDULES PERMIT OVER THE SUMMERTIME, GIVEN VACATION SCHEDULES AND WHATNOT.
BUT WE HOPE TO BE ABLE TO PRESENT, UH, A DRAFT, YOU KNOW, IN THE FALL, EARLY FALL, LOOKING FORWARD.
ACTUALLY, ONE COMMENT ABOUT IT, WHICH IS THAT, UM, THE ALIGNMENT OF THIS WITH OUR SOLAR DEVELOPMENT PROJECTS, WE TALKED ABOUT DOING CHARGING STATIONS WITH THE SOLAR DEVELOPERS TOO.
THE FUTURE, PARTICULARLY IF THEY'RE DOING IT UPFRONT, BECAUSE THEN WE'LL MAKE SURE THAT THERE'S SUFFICIENT AMPERAGE TO SUPPORT THIS AND PEOPLE AREN'T TRYING TO UP THAT SHOULDN'T BE MADE.
AND THAT'S WHY IT'S IMPORTANT.
THAT'S WHY I WANNA MAKE SURE THAT WE, WE ARE ABLE TO TRACK OUT WHAT'S NOT JOY TRYING TO YOU WIRE.
UM, THAT'S WHY WE WANNA MAKE SURE THAT WE'RE ABLE TO TRACK AND SEE WHO HAS THESE ELECTRIC, UH, ELECTRIC CHARGING STATIONS BECAUSE THERE HAS TO BE SOME TYPE OF MAINTENANCE SCHEDULE, SOMETHING LIKE THAT AND EXPIRATION DATE.
AND WE NEED TO MAKE SURE WE KEEP TRACK.
AND THE PRESENTATION WAS EXCELLENT BECAUSE IT WAS SHORT.
HOW DO YOU SEE THIS MAYBE CONNECTED WITH THE COUNTY? WELL, IT'S SOMETHING I BROUGHT UP THE, YOU KNOW, I THINK THAT IS SOMETHING THAT WE, WE SHOULD LOOK AT, UM, IN OUR CAC MEETING.
UM, I'M FORGETTING WHO IT WAS, WHO WAS HERE FROM, FROM UM, COMMUNITY DEVELOPMENT.
AND THEY'RE WELL AWARE OF THE PROGRAM AND THEY'RE LOOKING INTO IT AND IN COMMUNICATION, SO.
SO PAUL'S NOT JOINING US ON NO, NO.
THE NEXT ITEM, DEPUTY SUPERVISOR.
I GUESS MY TERM'S OVER, OVER AND IN JULY IT STARTS COUNCIL.
SO THE NEXT AGENDA ITEM IS AGENDA REVIEW.
UM, DOES, HAS ANYONE TAKEN TIME YET OR DO YOU NOT WANT TO START TAKING A LOOK AT IT? AND WE SHOULD START NOW, BUT YEAH.
[00:20:01]
ON TV ONE, THERE'S SOME QUESTIONS FOR THE TOWN ATTORNEY, BUT I WANT TO ASK THEM SINCE IT'S A LEGAL ADVICE, I WANT ASK THEM IN EXECUTIVE SESSION.BEFORE JUST THE PRESENTATIONS, UM, WHERE WE SAY THE G THE GIRL SCOUT GOLDEN AWARD RECIPIENTS AND THEN WE SAY HONORING ERIC SINGER.
I THINK WE SHOULD ADD FOR HIS COMMUNITY ACTIVISM, WHATEVER.
NO, I THOUGHT IT WAS THE, I THOUGHT YOU WERE WAITING TO GET SOMETHING TO PUT RIGHT.
FROM THAT RESOLUTION WE, WE'LL PUT SOMETHING IN THERE.
HE CAN FILL IT IN WHATEVER HE WANTS THERE.
WE TALKED ABOUT COMMUNITY ACTIVISM.
AND ANYBODY DOESN'T HEAR, WE'RE TALKING ABOUT ERIC SINGER.
HE, HE HAS, UM, DECIDED TO MOVE HIS FAMILY OUTSIDE OF GREENBURG.
WE JUST WANNA RECOGNIZE HIM FOR ALL OF, UM, HIS SERVICE AND WHAT HE HAS DONE FOR THE TOWN.
AND THE TECHNICAL TERM FOR THAT IS ABANDONMENT.
WELL, FRANCIS SAID IT ERIC, IF YOU'RE LISTENING, FRANCIS SAID IT.
SO, YOU KNOW, BUT YOU KNOW, WE, WE DO APPRECIATE WHAT HE BRINGS.
WE WE COULD DEFINITELY AGREE TO DISAGREE.
WE HAVEN'T HEARD THE LAST OF ERIC SINGER.
NO, WE, NO, I'M SURE WE HAVE NOT.
AND THEN WE HAVE JAMES ROBINSON, WHO HAS SPENT MANY OF YEARS, UM, WITHIN OUR COMMUNITY WHO IS GOING TO BE RELOCATING OUTSIDE OF GREENBURG.
UM, SO WE'RE HONORED TO HONOR HIM AS WELL.
AND DANIEL RAFFERTY, JUST AS AN ASIDE, UM, THEY HAVE PLAQUES AT THE RISING FOR, UM, PEOPLE THAT WE'VE LOST WHO WORKED ON THE PILE, UM, MAY ENGRAVE THEIR NAMES.
SO I HOPE THE FAMILY KNOWS THAT THEY SHOULD SPEAK SPEARS OF, NEED TO SPEAK TO THEM, TO THE COUNTY TO MAKE SURE THAT, THAT, UH, DANIEL RAFFERTY IS INCLUDED.
THE GREENVILLE FIRE DEPARTMENT.
TRACY, YOU'RE NOT SUPPOSED TO LAUGH.
THAT'S, UM, UM, DO YOU KNOW IF THIS OFFICER COLIN TEDMAN WILL BE SHOWING UP? I CAN CONFIRM THAT BEING PROMOTED TO SERGEANT.
DO YOU WANT ME TO CHECK THREE TIMES? 'CAUSE THEN THAT WOULD ADD TO PRESENTATION KIND OF.
OH, AND TOMORROW AT SIX 30 WE'RE HAVING A WORK SESSION.
SPECIAL WORK SESSION FROM SIX 30 TO SEVEN 30.
AND THEN WE'LL HAVE OUR REGULAR TOWN BOARD MEETING AT SEVEN 30.
AND THE PURPOSE OF THE SPECIAL SESSION HAS TO DEAL WITH SOMETHING WITH SUSTAINABLE WESTCHESTER.
UM, NO, BRANDSON, IT'S THE CHIEF EXECUTIVE HONOR OFFICER WILL BE HERE OF THE SUSTAINABLE WESTCHESTER WILL BE HERE.
I'M NOT SURE IF WE'RE GONNA, ARE WE GONNA BRING THIS UP AGAIN? I'M NOT SURE IF EVERYONE SAW THE, UM, THE NOTICE THAT THE TOWN BOARD SENT OUT WITH REGARDS TO THE GRANT MONEY THAT WE RECEIVED.
UM, BUT I, IT'S JUST VERY IMPORTANT THAT, YOU KNOW, WE LIKE TO, WE, WE LOVE RECEIVE GRANT MONEY, BUT I THINK WE NEED TO MAKE SURE THAT WE MENTION ALL THE HARD WORK THAT OUR STAFF MEMBERS, ESPECIALLY US SENIOR LEADERSHIP, UM, COMMISSIONER DUQUESNE HAS WORKED SO HARD IN MAKING SURE THAT HE REALLY SECURE THE GRANTS.
AND I WILL, AND I DO SAY PLURAL GRANTS, UM, TO MAKE SURE THAT WE HAVE SIDEWALKS AND ALL OF THE SAFETY MEASURES THAT WE HAVE BEEN WORKING TOWARD.
SO WE DEFINITELY WANNA MAKE SURE THAT, UM, COMMISSIONER DUQUE REALLY DOES RECEIVE HIS, HIS RECOGNITION ON ALL THE STUFF THAT HE'S BEEN DOING.
BUT HE DOES WORK VERY, VERY HARD.
HE WAS ABOUT TO COME ON FROM HIS AIR CONDITIONED OFFICE.
BUT WE, BUT WE JUST WANNA MAKE SURE WE,
[00:25:01]
IF I WANNA RECOGNIZE HIM TONIGHT, ALSO MAKE SURE WE DO HIGHLIGHT HIM AGAIN TOMORROW NIGHT, BECAUSE THIS IS WHAT THE COMMUNITY AND WHAT EVERYONE SHOULD REALLY BE CARING ABOUT.AND HE DOES IT ON BEHALF OF THE ENTIRE TOWN OF GREENBERG.
BECAUSE BY, BY, BY GETTING THESE TAP GRANTS, UM, HE, HE FOR SIDEWALKS.
I MEAN, IT SAVES, ABSOLUTELY, IT SAVES MONEY TO THE TAXPAYERS.
FRANCIS GARRETT, DO YOU DISAGREE? NO, NOT AT ALL.
AND LISTEN, IT'S ALL ABOUT QUALITY OF LIFE AND SAFETY AND, UH, I'M PROUD TO BE A PART OF THE PROCESS AND I APPRECIATE YOUR SUPPORT.
YOU KNOW, THAT SHOULD BE ONE OF OUR, THAT SHOULD BE ONE OF OUR ANNOUNCEMENTS.
WE, WELL, I THINK, I THINK WE NEED TO DEFINITELY GET, WE DEFINITELY NEED TO HIGHLIGHT BECAUSE WE DO, WE DO.
UM, WE DO HAVE A LOT OF STAFF MEMBERS, YOU KNOW, JUST AS YOU KNOW, WE HAVE A LOT OF STAFF, ESPECIALLY WITH THE
UM, SO, SO NOW THAT GARRETT'S ON AND EVERYBODY CAN SEE HIS FACE AND KNOW WHAT HE LOOKS LIKE, IF YOU EVER SEE GARRETT ANYWHERE, HE'S THE PERSON TO GO TO IF YOU NEED ANYTHING.
ANYTHING YOU MIGHT, ANYTHING YOU NEED.
AND WAIT, SO GARY, JUST CURIOSITY, DO YOU HAVE A TOTAL AMOUNT OF HOW MANY GRANT MONIES YOU HAVE BEEN AWARDED SINCE YOU'VE BEEN WORKING FOR THE TOWN? 'CAUSE I KNOW IT'S TENS AND TENS OF TENS AND TENS OF MILLIONS OF DOLLARS.
UM, APPROACHING 18 MILLION AND, UM, IF THINGS GO RIGHT, WE'LL BE OVER 20 IN THE NEXT YEAR OR TWO.
THIS IS, THIS IS WHAT WE TRULY APPRECIATE.
WE TRULY, TRULY COMMEND YOU FOR YOUR GREAT WORK.
AND YOUR TEAM, BECAUSE I KNOW YOU NEED A PHENOMENAL TEAM AS WELL.
WHAT A LOT OF PEOPLE DON'T REALIZE IS GARRETT WILL ACTUALLY STAY HERE, GET A NAP OVERNIGHT JUST SO THAT HE CAN MAKE THE DEADLINES.
UM, 'CAUSE WHEN HE'S ALL IN, HE'S ALL IN.
HE'S ALL IN YOU THAT 'CAUSE YOU'RE HERE THEN TOO.
SO, UM, FOR PO PO O2, HE'LL, NOT JUST OF A RESOLUTION, THEY WILL NOT BE IN PERSON.
THEY'LL NOT BE, THEY'LL NOT BE IN PERSON.
SO WE'LL DO INFORMATION LATER.
LATER HAVE, I GUESS I, I'LL FIND THAT OUT, BUT RIGHT NOW I JUST ASK THAT.
UM, I WANNA THANK EVERYBODY OUT WHO CAME OUT TO CELEBRATE US LAST FRIDAY FOR JUNETEENTH.
IT WAS A REALLY GREAT CELEBRATION.
UH, WELL THANK EVERYONE CAME OUT AND WE CONTINUE TO CELEBRATE.
SO, AND THANK YOU COUNCILWOMAN JACKSON FOR PULLING IT ALL TOGETHER.
YOU EVEN MANAGED TO HOLD THE BAD WEATHER OFF
I WAS TRYING, TRYING, BUT AGAIN, I CAN'T TAKE THE CREDIT SOLELY.
SO WE HAVE ALL OF OUR DEPARTMENTS WHO REALLY CAME TOGETHER FROM COMMUNITY RESOURCES, PARKS AND RECREATION, UM, PUBLIC WORKS POLICE DEPARTMENT, FAIRVIEW DEPARTMENT, FAIRVIEW FIRE DEPARTMENT, DALE FIRE DEPARTMENT, WHO CONTINUOUSLY SUPPORT EVERY YEAR.
SO THIS IS, THIS IS VERY EXCITING.
AGAIN, THIS IS TRULY A TEAM EFFORT.
SO NOW NEXT YEAR Y'ALL SIX YEARS.
AND IF YOU'RE WATCHING THIS, IF YOU'RE ACTUALLY WATCHING THIS LIVE ON JUNE 25TH AND HAVEN'T VOTED YET AND ARE ELIGIBLE TO VOTE, YOU HAVE UNTIL NINE O'CLOCK.
NINE O'CLOCK, A LITTLE BIT LESS THAN THREE HOURS.
EXERCISE YOUR RIGHT TO VOTE AND YOU CAN GO TO, UM, CITIZENS PARTICIPATION.
IF YOU DON'T KNOW EXACTLY WHAT YOUR POLLING SITE IS, WESTCHESTER COUNTY BOARD OF ELECTIONS, WESTCHESTER COUNTY BOARD OF ELECTIONS HAS, YOU CAN CLICK ON, YOU CAN LOOK IT UP AND YOU JUST HAVE TO ENTER YOUR ADDRESS AND IT'LL TELL YOU WHERE YOUR POLLING SITE IS.
SO UNLIKE EARLY VOTING, JUST ONE THING, UNLIKE EARLY VOTING, YOU MUST VOTE AT YOUR ASSIGNED POLLING SITE.
UM, WE'RE GONNA WRAP UP OUR WORK SESSION.
WE'RE GOING TO HAVE DEPUTY TOWN SUPERVISOR, UH, ELLEN HENDRICKS, CLOSE US OUT AND TAKE US TO OUR NEXT, UH, THANK YOU FOR TAKING OVER.
SHE'S REHEARSING FOR THE, HER I AM NOT SIX DAYS.
I WOULD LIKE TO MAKE A MOTION FOR EXECUTIVE SESSION FOR THE PURPOSES OF DISCUSSING PERSONNEL MATTERS INVOLVING SPECIFIC INDIVIDUALS AND TO SEEK LEGAL ADVICE ON VARIOUS MATTERS.
[00:30:01]
TONIGHT AND WE'LL SEE YOU TOMORROW.WE'RE HAVING A SPECIAL WORK SESSION WITH WESTCHESTER POWER FROM SIX 30 TO SEVEN 30 AND OUR REGULAR BOARD MEETING WILL START AT SEVEN 30.
AND THAT WILL ALL BE IN THE AUDITORIUM BECAUSE ALL THE VOTING MACHINES WILL BE TAKEN OUT BY THEN.
