[ MOMENT OF SILENCE In Memory of Daniel Raftery, 74, long time Hartsdale resident, former Greenville Fire Department Chief, died June 16, succumbing after a two year battle with 9/11-related cancer, having responded to the "pile" on September 11, 2001, and days thereafter. Dan dedicated his career to the Greenville Fire District. He joined the department in 1973 and rose to the rank of Chief in 1986, a position held for 34 years until his retirement in 2020, after 47 years of service. Chief Raftery was an admired and devoted firefighter, leader and public servant. He was respected in the community and in the fire service and made an indelible imprint on the Greenville Fire District. In memory of those killed in Ukraine due to the Russian invasion, and in memory of those who have perished in Israel and Gaza due to the terrorist attack by Hamas on October 7, 2023. We pray for a swift return of the hostages and for peace in the region.]

HE JOINED THE DEPARTMENT IN 1973 AND ROSE TO THE RANK OF CHIEF IN 1986, A POSITION HE HELD FOR 34 YEARS UNTIL HIS RETIREMENT IN 2020.
AFTER 47 YEARS OF SERVICE, CHIEF RAFTERY WAS AN ADMIRED AND DEVOTED FIREFIGHTER, A LEADER AND PUBLIC SERVANT.
HE WAS RESPECTED IN THE COMMUNITY AND IN THE FIRE SERVICE, AND MADE A, A GREAT IMPACT ON THE GREENVILLE FIRE DISTRICT.
AND HE HAS GREATLY, UH, MISSED AND HIS LIFE'S WORK IS APPRECIATED.
AND MEMORY OF THOSE KILLED IN UKRAINE DUE TO THE RUSSIAN INVASION AND THE MEMORY OF THOSE HAVE PERISHED IN ISRAEL AND GAZA DUE TO THE TERRORIST ATTACK BY HAMAS ON OCTOBER 7TH, 2023.

UH, SO THE TWO, UM, HONOREES, UH, WHO I'D JUST LIKE TO RECOGNIZE ARE CHARLOTTE, UM, BUTNER, UH, WHO HAD A VERY INTERESTING PROJECT, ACCESSIBLE ART AIMED TO COMBAT THE NEGATIVE EFFECTS OF CUTS TO ART PROGRAMMING.
UH, CHARLOTTE, UH, TAUGHT ART AND ART HISTORY CLASSES AT THE COACHMAN FAMILY CENTER, UH, DONATED SUPPLIES AND CREATED A PRINTABLE JOURNAL OF PROJECTS AIMED AT ENCOURAGING CREATIVE EXPRESSION.
CHARLOTTE, UM, IF YOU COULD COME UP AND WOULD YOU LIKE TO, UH, SAY ANYTHING? YOU JUST GO BACK UP.

LIKE, WE HAD LIKE A LOT OF, LIKE, WE HAD SLEEPOVERS AND STUFF, AND, UM, I FEEL LIKE ONE REASON THAT LIKE WE KEPT GOING WERE LIKE THE OLDER TROOPS LIKE COMING TO TALK TO US, AND THAT WAS JUST AN IMPORTANT PART OF THE EXPERIENCE.
AND IT WAS JUST LIKE A GREAT OUTLET FOR LIKE, COMMUNITY SERVICE AND YEAH.
WHAT, WHAT, WHAT'S YOUR GOAL IN LIFE? YOU KNOW, AFTER, UH, WHAT ARE YOU GONNA BE WHAT COLLEGE AND BACK TO THE MICROPHONE.
UM, I'M GOING TO COLGATE UNIVERSITY AND I'M GONNA STUDY, UM, ENVIRONMENTAL ECONOMICS.

SO IF, UH, YOU WERE ONLINE YESTERDAY AT THE POLLS, YOU COULD THANK HER

UH, AS PART OF MY GOLD AWARD, I FOUNDED THE VOTER REGISTRATION CLUB AT MY SCHOOL, AND I WAS ABLE TO REGISTER, UH, HIGH SCHOOL STUDENTS, UM, WHO ARE AT LEAST 16 AT MY SCHOOL TO VOTE.
UH, AND I WAS ALSO ABLE TO RUN WORKSHOPS WITH THE YOUNGER TROOPS, UM, ABOUT, UH, VOTING AND ABOUT WOMEN'S SUFFRAGE.
AND IT REALLY ALLOWED ME TO SHARE MY PASSION FOR CIVIC ENGAGEMENT AND POLITICS WITH THEM.

WHEN I FIRST SENT THE EMAIL, THEY WERE SENIORS.
THEY WERE NOW HIGH SCHOOL GRADUATES.
I JUST WANTED TO EXPLAIN, TO EARN THE HONOR OF GOLD AWARD, A GIRL SCOUT NEEDS TO IDENTIFY AN ISSUE THAT'S IMPORTANT TO HER, THEN DEVELOP AND CARRY OUT AN INNOVATIVE AND SUSTAINABLE SOLUTION WITH A MEASURABLE IMPACT.
THE GIRL SCOUT MUST LOG AT LEAST 80 HOURS.
16 OF WHICH MUST BE DIRECTLY LEADING OTHERS.
SO THESE TWO YOUNG WOMEN REALLY ROSE TO THE CHALLENGE AND OR LEADERS.

THE DEMANDS OF MODERN LIFE HAVE MADE VOLUNTEERING MORE AND MORE DIFFICULT.
THE VILLAGE AND TOV SETUP LEAVES HALF THE POPULATION OF THE TOWN BASICALLY INDIFFERENT TO THE GOING ONS OF TOWN HALL AND GREENBURG GOVERNMENT.
BUT THE THING IS, THE TOWN DEPENDS ON VOLUNTEERS TO MAKE IT A GREAT PLACE TO LIVE.
AND WE NEED TO MAKE SURE THAT THE NEXT GENERATION CONTINUES THAT, THAT WAS MY GOAL WITH GETTING INVOLVED IN EVENTUALLY LEADING THE HARTSDALE NEIGHBORS ASSOCIATION.
I'M SO PROUD OF THE WORK THAT HNA HAS DONE TO INFORM THE COMMUNITY AND ENCOURAGE PEOPLE TO PARTICIPATE ACTIVELY IN THESE BOARDS, PUBLIC HEARINGS, AND TAKE THE OPPORTUNITIES THAT ARE AVAILABLE TO THEM TO MAKE GREENBERG A BETTER PLACE TO LIVE.
THERE ARE SO MANY IMPORTANT COMMITTEES THAT NEED DEDICATED SMART PEOPLE TO JOIN THEM.

UH, SO IT DIDN'T WORK OUT AS, AS PLANNED, BUT REALLY GREENBERG, UH, I CAN'T IMAGINE GREENBERG WITHOUT JAMES ROBINSON BECAUSE JAMES, UM, HAS BEEN JUST AN EXCEPTIONAL, UM, CIVIL SERVANT, PUBLIC SERVANT COMMUNITY LEADER.
AND HE SERVED THE TOWN VERY, VERY WELL OVER DECADES.
UH, JAMES GREW UP IN GREENBURG, UM, GRADUATED WOODLANDS, UM, HIGH SCHOOL, WOO WOO.
AND, UM, HE'S WORKED IN OUR PARKS DEPARTMENT.
HE, UH, BEGAN WORKING AT THE THEATER YOUNG, UH, COMMUNITY CENTER AS A YOUTH AID.

UM, THEN WENT TO CAMP DIRECTOR, AQUATICS DIRECTOR, PROGRAM COORDINATOR, ASSISTANT TO THE COMMISSIONER AND DEPUTY, UH, COMMISSIONER OF, UH, PARKS.AND HE'S MANAGED THE DAILY OPERATIONS OF THE CENTER, UH, CULTURAL RECREATION AND EDUCATIONAL PROGRAMS, AND RETIRED FROM THE CENTER IN 2013.
BUT AFTER JAMES RETIRED, HE BASICALLY STAYED ACTIVE IN, UH, THE COMMUNITY AND CONTINUED TO DO, UH, GREAT THINGS FOR, FOR THE TOWN.
HE WAS COMMISSIONER OF, UH, THE GREENBURG HOUSING AUTHORITY, UM, AND THE BEAUTIFUL NEW HOUSING ON MANHATTAN AVENUE.
WE COULD, UM, THANK HIM FOR HIS EFFORTS ON THAT.
HE WAS COMMISSIONER OF THE FAIRVIEW FIRE DISTRICT, AND JAMES HAS ALWAYS, UM, BEEN A POSITIVE ROLE MODEL FOR HUNDREDS OF YOUNG PEOPLE THROUGH THE DECADES.
AND AS FOUNDER OF THE MARTIN LUTHER KING YOUNG ADULTS CLUB, UH, AN ORGANIZATION CALLED FACT FATHERS AND CHILDREN TOGETHER.
AND HE'S COACHED, UM, UH, BASEBALL, BASKETBALL TEAMS, UM, YOU KNOW, FOR MANY.
AND YOU KNOW, WHAT I REALLY LIKE THE MOST ABOUT JAMES IS HIS OPTIMISM AND HIS PERSONALITY.
UM, BECAUSE I FEEL EVERY TIME, UM, YOU SEE JAMES, YOU FEEL GOOD ABOUT THE TOWN AND HE'S ABLE TO RELATE TO EVERYBODY, PEOPLE WHO ARE SUCCESSFUL, PEOPLE WHO ARE NOT SUCCESSFUL.
AND, YOU KNOW, I JUST THINK HE'S JUST A FANTASTIC ASSET TO THE TOWN.
AND, YOU KNOW, I JUST WANT YOU TO KNOW THAT WE DEFINITELY WILL, WILL MISS YOU.
I ALSO WANNA MENTION THAT I FOLLOWED JAMES ON FACEBOOK AND, UM, AND HE, THERE'S NO ONE I'VE EVER MET IN MY LIFE WHO KNOWS HOW TO RETIRE LIKE, LIKE HE DOES, BECAUSE EVERY OTHER WEEK HE'S IN ANOTHER COUNTRY OR SOMETHING.

UM, I PROUDLY STAND HERE TODAY AND CAN STATE THAT ELMSFORD LITTLE LEAGUE HAS BEEN A VENUE THAT ALLOWED ME TO SHAPE THE LIVES OF MANY OF OUR USERS.

I, ALONG WITH OVER 150 VOLUNTEER COACHES, HAVE AN OPPORTUNITY TO CREATE LASTING MEMORIES FOR THESE YOUTH.
THIS PAST YEAR, I'VE COACHED SEVEN TEAMS THROUGHOUT THE YEAR, WHICH TRANSLATES TO OVER A HUNDRED KIDS THAT I COULD DIRECTLY IMPACT, IMPACT.
OUR LEAGUE SPECIFICALLY IS DEDICATED TO SUPPORTING EVERYONE TOGETHER WITH THE SUPPORT OF THE ELMSFORD LITTLE LEAGUE BOARD, WE HAVE OFFERED OVER 50 SCHOLARSHIPS TO FAMILIES OR IN NEED.
WE HAVE IMPROVED OUR OUTREACH TO DISTRICTS THAT HAVE UNDER-RESOURCED FAMILIES BY PROVIDING SCHOLARSHIPS AND MEETING WITH PRINCIPALS, SOCIAL WORKERS, TEACHERS, AND PEOPLE WHO CAN HELP, UM, SOME OF THE STUDENTS, THE PLAYERS WHO ARE MORE UNDERREPRESENTED AND IN NEED.
WE OFFERED 75% DISCOUNTS TO NEW FAMILY MEMBERS FROM THE ELMSFORD SCHOOL DISTRICT TO HELP REPRESENT OUR NUMBERS IN THESE UNDERREPRESENTED DISTRICTS.
THIS SEASON WE HAD THREE PRINCIPALS, TEACHERS, SOCIAL WORKERS, COME OUT TO THROW FIRST PITCHES FOR FIRST PITCHES AT OUR BASEBALL GAMES.
WE ARE REALLY, REALLY INVESTED IN BUILDING A COMMUNITY AND USING OUR PARTNERS TO HELP US GET THERE.
AS OUR LEAGUE IS GROWING, WE HAVE OVER 750 KIDS IN OUR LEAGUE.

SO OVER THE LAST FEW WEEKS, JOHN MALONE AND I HAVE BEEN MAKING OUR WAY THROUGH BABBITT COURT, MEETING WITH OUR NEIGHBORS, ASKING THEM IF THEY HAVE ANY QUESTIONS OR CONCERNS.
UM, HAVE THEY BEEN OVER TO WATCH A GAME? HAVE THEY BEEN IN OUR CLUBHOUSE? WOULD THEY LIKE TO COME OVER? AND THEN WE ASKED THEM HOW THEY WOULD FEEL IF WE HAD LIGHTS ON OUR COMPLEX.
WE ARE HAPPY TO REPORT THAT WE HAD A HUNDRED PERCENT SUPPORT FROM OUR NEIGHBORS IN BABBITT COURT.
IN FACT, MOST FAMILIES ASKED IF THEY COULD SIGN MORE THAN ONCE.
THEY LOVE HAVING THE FIELDS IN THEIR BACKYARD.
THEY LOVE BEING ABLE TO GO OUT ON THEIR DECK, WATCH THE GAMES, AND EVEN HEAR OUR MUSIC.
WE GO OVER OFTEN TO MAKE SURE OUR ANNOUNCERS ARE NOT TOO LOUD.
OUR NEIGHBORS ACTUALLY THOUGHT, OH, WE WERE WORRIED THAT YOU WERE GONNA SAY OUR MUSIC WAS TOO LOUD.
SO, UM, WE HAVE REALLY BUILT A STRONG RELATIONSHIP.
WE MAKE SURE THAT WE HAVE SAFETY NETS IN PLACE.
WHEN OUR PLAYERS ARE OUT IN, UM, THE BATTING CAGES, WE MAKE SURE THAT THEY'RE NOT INFRINGING ON OUR NEIGHBOR'S PROPERTY.
AND WE HAVE REVIEWED WITH THEM WHAT OUR PLANS ARE FOR LIGHTS.
THE LIGHTS WILL NOT STAY ON LATE AT NIGHT.
WE WILL NOT BE GOING, YOU KNOW, INTO THE LATE HOURS HOLDING GAMES, KEEPING EVERYONE AWAKE.
WE WILL KEEP IT REASONABLE, BUT AS JASON MENTIONED, IT WILL GIVE US MORE FIELD TIME.
IT WILL BE ABLE, UH, ENABLE US TO HAVE MORE SAFETY.

OUR CURRENT SITUATION AT ELMSFORD LITTLE LEAGUE, WE BOAST PRO APPROXIMATELY 800 ACTIVE PLAYERS IN BASEBALL AND SOFTBALL.
OUR ENROLLMENT HAS REACHED ITS MAXIMUM CAPACITY WITH OUR EXISTING FIELD INVENTORY.
IN 2016, WE TOOK OVER THE GREENBERG RECREATIONAL SOFTBALL PROGRAM AND SINCE THEN OUR SOFTBALL PROGRAM HAS FLOURISHED NOW SERVING 200 GIRLS.
HOWEVER, FIELD SPACE REMAINS AT A PREMIUM.
WE ARE GENERALLY MAXED OUT WITH OUR CURRENT REGISTERED PLAYERS.
THE POWER OF LIGHTS WOULD HELP US IMAGINE THE POSSIBILITIES.
IF WE COULD ILLUMINATE OUR FIELDS, LIGHTS WOULD EXTEND OUR PLAYING HOURS, ALLOWING FOR MORE GAMES DURING THE EARLY SPRING AND FALL SEASONS.

UH, THROUGH THIS PROCESS, THE ECC RECOGNIZED THAT THREE MAJOR ROADWAYS, FORT HILL ROAD, ARMY, OLD ARMY ROAD, AND ARLEY ROAD, WERE COMMUNITY WIDE FOCAL POINTS FOR SAFETY CONCERNS, AND PUBLISHED A REPORT PREVIOUSLY SUBMITTED TO YOU, UH, WITH SPECIFIC REQUESTS.
UH, I'M HERE TONIGHT TO SUPPORT THE ITEMS IN THE CAPITAL BUDGET THAT WERE ORIGINALLY INCLUDED IN THE ECC TRAFFIC, UH, SAFETY REPORT, INCLUDING THE FORT HILL, UH, ROAD AND ARLEY ROAD TRAFFIC LIGHT, AND A SIDEWALK ON FORT HILL ROAD BETWEEN LONGVIEW DRIVE AND UNDERHILL ROAD.
THESE WILL BE SIGNIFICANT SAFETY IMPROVEMENTS FOR THE COMMUNITY.
UH, WHILE I UNDERSTAND THE SURVEYING IS BEING, UH, IS CURRENTLY BEING CONDUCTED, UH, THE ECC HOPES THAT A, THAT THE SIDEWALK ON FORT HILL ROAD CAN BE INSTALLED ON THIS STRETCH OF LONGVIEW, ON THIS STRETCH OF FORT HILL ROAD, UH, WHILE MAINTAINING THE EXISTING TWO DIRECTIONAL TRAFFIC PATTERN.
