UM, TODAY IS AUGUST 14TH, AND I APOLOGIZE FOR STARTING THE MEETING A LITTLE LATER THAN, UM, WE ADVERTISED.

UM, SO WE'RE GONNA START WITH THE PLEDGE OF ALLEGIANCE

FLAG, UNITED STATES OF AMERICA, THE UNITED STATES OF AMERICA, AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL.

AND, UM, PLEASE REMAIN STANDING IF YOU COULD REMAIN STANDING.

[ MOMENT OF SILENCE (tributes/photos in progress) In memory of Charlie Gray Sr., Charlie was a lifelong resident of Greenburgh. He worked for the Town as Forman with our Sanitation Department. He retired just a few years. Everyone that knew Charlie loved him and he will be missed by all. In memory of Joyce Baumgarten, who was the first woman elected to the position of Chairperson for the Democratic Party in the Town of Greenburgh. As Chairperson, Joyce spearheaded both the successful election in 1971 of the Honorable George Bland, the first Black man elected to the Greenburgh Town Council, as well as the election of Tony Veteran, the first Democrat to be elected as Greenburgh Town Supervisor in over 75 years. Before Joyce became Chairperson, there was not a single Democrat holding office in the Town of Greenburgh. By the time she left office seven years later, all elected officials were Democrats. In memory of Harry Phillips, III, who was a leader in local school and Democratic politics. He served as PTA president, was a Democratic District Leader, participated in many committees geared toward improving the schools, and was Chairman of the Greenburgh for Stevenson campaign in 1955-56. Harry’s commitment to Greenburgh School District 8 was partly due to the fact that in 1950, prior to the Brown vs. Board of Education decision, the district had decided to implement busing to integrate the schools. One of the achievements that Harry was most proud of was helping to facilitate a meeting between members of the school board and Frieda Schiff Warburg that resulted in Warburg donating her 150 acre estate to the school district. This allowed for the building of Woodlands High School on the estate grounds. Warburg, like Phillips, was impressed by the school district’s commitment to integration. In memory of Vanessa Merton, Vanessa was a Hastings activist, advocate for immigrants, democratic district leader, and Pace Law School Professor (Darrow Slade Godeski Merton will speak following the moments of silence) In memory of those killed in Ukraine due to the Russian invasion, and in memory of those who have perished due to the terrorist attack by Hamas on October 7, 2023]

UH, WE'RE GONNA BE STARTING THE MEETING WITH MOMENTS OF SILENCES FOR, UM, FOR, UM, UH, LEADERS IN THE COMMUNITY WHO RECENTLY, UH, PASSED AWAY.

UH, THE FIRST, UM, AS CHARLES GRAY JR.

A LIFELONG RESIDENT OF THE TOWN OF GREENBURG, KNOWN AS JERKY TO FAMILY AND FRIENDS.

HE PASSED AWAY ON JULY 28TH.

HE DEVOTED 64 YEARS OF HIS LIFE TO, UM, HIS BELOVED GREENBERG, SPENDING OVER FOUR DECADES SERVING THE TOWN.

HE RETIRED AS A FOREMAN IN THE SANITATION DEPARTMENT IN 2022.

CORNERSTONE AT WORK.

HIS RELIABILITY AND DEDICATION MADE HIM A MENTOR TO MANY AND AN ESSENTIAL PART OF THE COMMUNITY.

HE WAS KNOWN FOR HIS GENEROSITY, RELIABILITY, AND SUPPORTIVE SPIRIT.

CHARLES WAS A MAN OF GREAT CHARACTER, EXEMPLIFYING THE VIRTUES OF A LOVING INDIVIDUAL IN EVERY ASPECT OF HIS LIFE.

HIS PASSION FOR GOLF AND CIGARS WAS ONLY SURPASSED BY HIS LOVE FOR THE FAMILY.

AND ALSO IN MEMORY OF JOYCE BAUMGARTEN, THE FIRST WOMAN ELECTED TO THE POSITION OF CHAIRPERSON OF THE DEMOCRATIC PARTY IN THE TOWN OF GREENBURG.

UM, SHE PASSED AWAY ON JULY 27TH.

UH, SHE SPEARHEADED THE SUCCESSFUL ELECTION IN 1971 OF GEORGE BLAND, THE FIRST AFRICAN AMERICAN MAN ELECTED TO THE GREENBERG TOWN BOARD, AS WELL AS ELECTION OF TONY VETERAN, THE FIRST DEMOCRAT TO BE ELECTED AS GREENBERG TOWN SUPERVISOR IN OVER 75 YEARS.

PRIOR TO JOYCE BECOMING CHAIRPERSON, NO, DEMOCRATS HAD HELD OFFICE IN THE TOWN OF GREENBURG.

AND BY THE TIME, UH, SHE LEFT OFFICE SEVEN YEARS LATER, WHILE ELECTED OFFICIALS, UM, WERE DEMOCRATS IN, UM, MEMORY OF HARRY PHILLIPS, WHO WAS A LEADER IN LOCAL SCHOOL AND DEMOCRATIC POLITICS.

HE SERVED AS PTA PRESIDENT WAS A DEMOCRATIC DISTRICT LEADER.

HE PARTICIPATED IN MANY COMMITTEES GEARED TOWARDS IMPROVING THE SCHOOLS.

I WAS CHAIRMAN OF THE, OF GREENBERG FOR STEVENSON CAMPAIGN IN 1955 AND 56.

UH, WHILE WAS REALLY VERY IMPRESSIVE, UM, WAS HIS COMMITMENT TO THE GREENBERG SCHOOL DISTRICT EIGHT.

UM, IN 1950, PRIOR TO THE BROWN VERSUS BOARD OF EDUCATION DECISION, THE DISTRICT DECIDED TO IMPLEMENT BUSING TO INTEGRATE THE SCHOOLS.

ONE OF THE ACHIEVEMENTS THAT HARRY WAS MOST PROUD OF WAS HELPING TO FACILITATE A MEETING BETWEEN MEMBERS OF THE SCHOOL BOARD AND FRIDA SCHIFF WARBURG THAT RESULTED IN WARBURG DONATING HER 150 ACRE ESTATE TO THE SCHOOL DISTRICT.

THIS ALLOWED FOR THE BUILDING OF WOODLANDS HIGH SCHOOL ON THE STATE GROUNDS.

WARBURG, LIKE PHILLIPS WAS IMPRESSED BY THE SCHOOL'S DISTRICT COMMITMENTS INTEGRATION.

AND FINALLY, UM, WE HAVE A MOMENT OF SILENCE IN MEMORY OF VANESSA MERTON.

VANESSA WAS A LIFETIME HASTINGS ON HUDSON RESIN.

SHE WAS AN ESTEEMED PROFESSOR, SHE WAS A HUMAN RIGHTS ADVOCATE, AND SADLY, SHE PASSED AWAY ON JULY 25TH.

SHE WAS A TRIAL ATTORNEY FOR THE NEW YORK CITY LEGAL AID SOCIETY AND ASSOCIATE DEAN AND ASSISTANT PROFESSOR AT NYU LAW BEFORE JOINING THE NEWLY CREATED PACE LAW SCHOOL WHERE SHE SUPERVISED THE DOMESTIC VIOLENCE CLINIC AND BECAME DIRECTOR OF THE IMMIGRATION JUSTICE CLINIC.

VANESSA LITERALLY NEVER SLEPT AS SHE ALWAYS FOUGHT FOR THE MARGINALIZED, MOST PARTICULARLY DISENFRANCHISED IMMIGRANTS AND VICTIMS OF DOMESTIC VIOLENCE.

SHE WAS A DISTINGUISHED PROFESSOR AT PACE, AND SHE PARTNERED WITH NEIGHBORS LINK TO BUILD A PACE COMMUNITY LAW PROJECT, WHICH HAS HANDLED OVER 5,000 IMMIGRATION LEGAL MATTERS SINCE 2017.

THAT'S ONLY A SMALL FRACTION OF WHAT VANESSA OR I DID SPEAKING, UM, YOU KNOW, PERSONALLY, UH, VANESSA, UM, ALWAYS, UM, WAS SOMEBODY YOU COULD CALL FOR ADVICE.

AND EVEN IF YOU DIDN'T CALL HER AND SHE DISAGREED WITH YOU, SHE WOULD CALL YOU AND TELL YOU WHAT SHE, UH, YOU KNOW, WHAT SHE THOUGHT.

AND FOR ME, SPEAKING PERSONALLY, BECAUSE I'VE KNOWN VANESSA FOR, UM, FOR OVER 40 YEARS, UM, YOU KNOW, VANESSA TO ME WAS LIKE THE GOOD HOUSEKEEPING SALE OF APPROVAL.

SO EVERY TIME THERE WAS A CONTROVERSIAL MATTER, UH, DURING MY TENURE, I WOULD ALWAYS, UH, BE SCARED THAT I'D GET A CALL FROM VANESSA, UH, YELLING AND SCREAMING AT ME BECAUSE I, I KNEW THAT, UM,

I'VE ALWAYS WANTED TO, UM, TO MEET HER HIGH STANDARDS OR NOT EVEN MEET THE STANDARDS.

IT'S COME AS CLOSE AS POSSIBLE TO MEETING, UH, THE STANDARDS.

SO LAST YEAR WE HAD AN INTERNSHIP PROGRAM IN THE TOWN, AND, UM, THERE WERE SOME, UM, IMMIGRANTS WHO WERE, UH, SENT TO THE ARDSLEY, UM, ACRES HOTEL IN ARDSLEY.

AND, UM, THANKS REALLY TO THE INSPIRATION OF VANESSA.

UM, WE HAD A WHOLE GROUP OF INTERNS VOLUNTEERING, UM, AT THE, AT THE, UH, AT THE HOTEL, UM, UH, GENERATE GETTING DONATIONS, UH, FOR THE MIGRANTS, UM, TEACHING, UM, MIGRANTS ENGLISH.

BUT I, I REALLY, YOU KNOW, SOME PEOPLE SAID, WHY ARE YOU DOING THIS? A LOT OF PEOPLE ARE ANTI-IMMIGRANTS.

AND I REALLY WANTED TO GET INVOLVED BECAUSE I WANTED TO SHOW VANESSA THAT, UM, SHE REALLY INSPIRED ME.

BUT, YOU KNOW, SHE INSPIRED SO MANY OTHER PEOPLE.

THERE'S HUNDREDS AND HUNDREDS OF STUDENTS, UM, AND, UM, GRADUATES WHOSE LIVES WERE, WILL NEVER BE THE SAME BECAUSE OF WHAT SHE DID.

SO FOR ME, HER LOSS IS SO PERSONAL, AND I'VE NEVER MET ANYONE IN MY LIFE WHO MATCHED HER INTEGRITY, HER HONESTY, UM, HER PASSION, UM, AND HER COMMITMENT TO JUSTICE.

YOU KNOW, SHE WAS POLITICS AT, AT, AT ITS BEST.

YOU KNOW, SHE, WHEN I FIRST, AND THIS IS THE LAST THING I WANNA SAY.

YEAH.

I REMEMBER WHAT WE WERE WORKING, UH, AGAINST A MAJOR DEVELOPMENT ON THE, IN ON HAS IN HASTINGS.

IT WAS THE WATERFRONT.

AND SHE WAS INVOLVED IN HASTINGS POLITICS.

SHE WAS INVOLVED IN THE DEMOCRATIC PARTY.

UH, SHE, UM, FOUGHT AGAINST CORRUPTION IN GOVERNMENT.

SHE, SHE DIDN'T LIKE POLITICIANS WHO WERE LEGENDS IN THEIR OWN MIND.

YOU KNOW, SHE JUST WAS A, A FANTASTIC HUMAN BEING, AND IT WILL BE VERY, VERY HARD TO REPLACE HER.

UM, VANESSA'S FAMILY PULLED TOGETHER WHAT THEY CALLED, AND LET'S SEE IF I PRONOUNCE IT RIGHT, BECAUSE I THINK DARL MIGHT BE SPEAKING, AND HE WILL CORRECT ME A COMMUNITY FEST SCRIPT, WHICH IS A CELEBRATION UPON, UM, A, A WRITTEN CELEBRATION, QUOTE UNQUOTE, OF AN ACADEMIC'S WORK OFTEN IN THE FORM OF ESSAYS, HONORING THEIR CONTRIBUTIONS.

SO I WROTE SOMETHING, IT'S NOT LONG, BUT I'D LIKE TO READ IT.

LEMME JUST MENTION IF PEOPLE WANNA SIT DOWN, THEY COULD, WHILE WE'RE HAVING THE CEREMONY, THIS MEMORIAL, I STILL REMEMBER ONE NIGHT, 2010, PERHAPS NOT WHAT PRECEDED IT, BUT WE WERE TOGETHER AFTER SOME EVENT.

IT WAS THE FIRST TIME WE TALKED ONE-ON-ONE, IT WAS RELAXED, AND THERE WAS NO OVERWROUGHT DISCUSSION ABOUT THE STATE OF THE COUNTRY, THE WORLD, OR EVEN OUR LOCAL DRAMA OF THE DAY, JUST TO CHAT ABOUT OURSELVES, OUR FAMILIES.

I WAS NO LONGER INTIMIDATED BECAUSE YOU LET DOWN THE SHIELD OF YOUR FORCE OF NATURE AS YOU WOULD YOUR TRUSSES OF WILD WHITE HAIR.

YOUR PASSION FOR HOW THINGS SHOULD BE, COULD BE SO FEW, HAVE THE POWER OF YOUR CONVICTIONS, OR ARE WILLING TO RAISE THEIR VOICES IN WELL PROCLAMATIONS, AS YOU HAVE DONE OVER AND OVER AGAIN, DAUNTING, ADMIRABLE, AND YES, SOMETIMES FRACTIOUS AND ANGER INSPIRING.

AND THEN THERE WAS THE PROCLAMATION.

YOU WERE BEING HONORED, AND I WAS TASKED WITH REVIEWING YOUR HISTORY AND CALLING OUT THE HIGHLIGHTS TO CELEBRATE YOU.

THERE WERE MANY.

HOW WAS I TO FIT IT ALL IN ONE DOCUMENT? HOW SMALL COULD I MAKE THE FONT TO CELEBRATE THIS BIGGER THAN LIFE WOMAN? AND THEN THERE WAS ALL THAT I HAD TO LEAVE OUT.

UH, SHE WORKED AS SECRETARY FOR THE PRINCIPAL OF WASHINGTON AVENUE SCHOOL, INITIALLY, THEN WORKED IN THE LIBRARY THERE, ASSISTING WITH WHATEVER NEEDED TO BE DONE.

AND SHE, SHE HELPED WITH STAGE DECORATIONS FOR THE SCHOOL, PLAYS, FUNDRAISERS, AND, UH, PTO FUNCTIONS.

IN 1976, NETTY SERVED AS A PARENT CHAPERONE FOR THE WOODLANDS HIGH SCHOOL DRAMA DEPARTMENT'S PRODUCTION FREEDOM CHILD.

UM, A PLAY ABOUT THE LIFE OF MARTIN LUTHER KING JR.

THE GROUP TRAVELED TO AND PERFORMED IN LIBERIA, GHANA, ROME, AND FLORENCE NETTY WAS INVOLVED IN, UH, LOCAL POLITICS.

SHE BEGAN AS A VOLUNTEER AND QUICKLY BECAME A DISTRICT LEADER, A REPUBLICAN DISTRICT LEADER.

SHE WORKED CLOSELY WITH MANY LOCAL POLITICIANS AND ELECTED OFFICIALS ACROSS PARTY LINES TO IMPROVE THE QUALITY OF LIFE AND EDUCATIONAL EQUITY IN OUR COMMUNITY.

WHEN I FIRST, UH, WAS A COUNTY GOT ELECTED TO THE COUNTY LEGISLATURE,

I THINK YOU WERE, YOU AND YOUR HUSBAND WERE LIKE ONE OF THE FIRST PEOPLE TO TALK TO ME, UM, BECAUSE MOST OF THE DEMOCRATS DIDN'T TALK TO ME AT THAT TIME ON, BUT I, BUT YOU, YOU WERE, YOU WERE ALWAYS, UM, EVERY TIME I, I FELT BAD ABOUT MYSELF.

I'D GO TO YOUR HOUSE OR NEAR YOUR HOUSE, AND THEN YOU'D GIMME A LITTLE BOOST.

UH, AND THEN IT MOTIVATED ME.

UM, UH, YOU WERE MARRIED TO ANTHONY PIZZA, UM, AND MASTER SERGEANT IN THE UNITED STATES MARINE CORPS, WHO SERVED IN WORLD WAR II.

THE PIZZAS WERE ACTIVE MEMBERS OF THE MARINE CORPS SCHOLARSHIP FOUNDATION.

SINCE ITS INCEPTION IN 1962, THIS ORGANIZATION BEGAN AS A GRASSROOTS GROUP OF ENLISTED MEN AND OFFICERS WHO DECIDED TO RAISE MONEY FOR THE CHILDREN OF MARINES AND OTHER VETERANS THAT WERE KILLED, OR, UM, DISABLED AND SERVICED TO OUR COUNTRY TO ENABLE THEM TO ATTAIN A HIGHER EDUCATION AND GREATER OPPORTUNITIES IN LIFE.

THE ECC HAS BEEN THE OPPOSITE SIDE OF DECISIONS IN THE PAST.

WE ALSO HAD TO REMIND ALL IN ATTENDANCE THAT COMMISSIONER DUQUESNE, MR. SCHWARTZ AND I HAD THE EXACT SAME TRAINING THAT ENCOURAGED THIS COURSE OF ACTION.

IT BECAME ABOUT AFFORDABLE HOUSING.

WHEN WE DISCOVERED ILLEGAL TAMPERING OF A PROPOSED LAW THAT WOULD ENABLE A, AN AFFORDABLE HOUSING TOOL, ACCESSORY DWELLING UNITS.

WE GAVE THIS BOARD THE BENEFIT OF THE DOUBT AND REQUESTED A, THE COURTESY OF A DISCUSSION TO UNDERSTAND WHY THERE WERE UNAUTHORIZED CHANGES TO DATE.

THERE HAS BEEN NO RESPONSE TO SEVERAL COMMUNICATIONS DATED AS FAR BACK AS FEBRUARY OF THIS YEAR TO PRESENT ON THE PROPOSED LAW.

IT BECAME ABOUT AFFORDABLE HOUSING DUE TO THIS BOARD'S IN ACTION ON PENDING PROPOSED, ON THE PENDING PROPOSED A DU LAW.

IT BECAME ABOUT AFFORDABLE HOUSING.

WHEN THIS BOARD FOUND THE TIME TO PROPOSE AND CREATE A VAGUE RESOLUTION TB ONE, BUT DEMONSTRATED NO COMMITMENT TO DISCUSS THE PROPOSED A DU LAW FOR OVER FIVE MONTHS.

TWO, THE RESOLUTION TB ONE ISN'T RUSHED.

THE A DU LAW, AGAIN, AN AFFORDABLE HOUSING RESOURCE WAS SUBMITTED TO THE TOM BOARD ON MARCH 7TH.

ADUS ARE CONSIDERED ONE TOOL THAT CAN BE LEVERAGED TO CREATE A DI DIVERSE AFFORDABLE HOUSING ENVIRONMENT.

CONSISTENT WITH THE 2016 COMPREHENSIVE PLAN FOR FIVE MONTHS HAS BEEN SHELVED.

INSTEAD, IN JUST A MATTER OF WEEKS, WE HAVE A RESOLUTION TO PREVENT BOARD MEMBERS FROM ACTIVELY PARTICIPATING IN ORGANIZATIONS THAT WILL CREATE MORE DIVERSE AFFORDABLE HOUSING ENVIRONMENTS.

B, EVEN AT THE REQUEST OF THE TOWN BOARD AND AT THE REQUEST OF THE PLANNING BOARD AND THE ETHICS BOARD FOR POSTPONEMENT, THE RESOLUTION WAS PUSHED THROUGH.

A MONTH LATER, WE RECEIVED AN ULTIMATUM FROM THE TOWN BOARD VIA THE TOWN ATTORNEY.

I WON'T BE ABLE TO READ ALL OF THIS, UNFORTUNATELY.

I'M A SLOW READER.

BUT I HAVE THREE PAGES.

I JUST WANT TO GET TO THE PART WHERE, UH, WE TALK ABOUT RESPECT.

SOME MEMBERS OF THE BOARD SEEM TO TAKE PARTICULAR OFFENSE TO SEVERAL COMMUNITY MEMBERS.

SUCH AND LACK OF RESPECT FROM THE BOARD IN GENERAL AND AND TOWARDS SUPERVISOR FINER WITH REGARDS TO RESPECT.

I DON'T RECALL SEEING A SINGLE EMAIL RESPONSE FROM ANYONE ON THE TOWN BOARD TO THE PLANNING BOARD WITH THE EXCEPTION OF MR. FINER PERTAINING TO TOWN BUSINESS.

THERE'S A ZERO ACKNOWLEDGEMENT OF COMMITTEE CORRESPONDENCE TO THE TOM BOARD PERTAINING TO TOM BUSINESS OR CO, UH, COMMITTEE ACTIVITIES.

UM, MEMBERS OF THE PLANNING BOARD HAD TO APPEAR DURING PUBLIC COMMENT ON AT LEAST TWO OCCASIONS IN 20 22, 5 MONTHS APART TO REQUEST THE, UH, A VL COMMITTEE BE ESTABLISHED AND RECOGNIZED.

THERE WAS ONE COMMENT MADE BY MR. SHEEHAN IN PARTICULAR THAT THERE WERE THREE ATTEMPTS MADE BY THE BOARD TO, UM, DISCUSS THE SU THE, UH, ETHICS CONCERN WITH THE ETHICS BOARD.

AND ACCORDING TO MRS. UH, SPIN AND UH, WRITTEN LETTER THAT HE OFFERED TO THE TOM BOARD, THERE WAS

NO SUCH ATTEMPT TO CONTACT THE ETHICS BOARD.

AND, UM, I I JUST AGAIN, WANTED TO REITERATE THE WILLINGNESS AND THE OPENNESS OF THE BOTH THE VLI, THE A VL AND THE PLANNING BOARD TO HAVE DISCUSSIONS WITH THE BOARD SO THAT WE COULD REMEDY THINGS IN A WAY THAT'S LEGAL AND OPERATE IT WITH INTEGRITY.

AND THAT'S IT.

UM, CAN WE HAVE BIJU THOMAS, YOU SAID JIM BLAND ALREADY SPOKE, RIGHT? MM-HMM, UH, MURRAY BODEN.

HE PUT THE WORD OUT THAT NOBODY DOES ANYTHING WITH MURRAY BODEN BECAUSE FRANCIS SHEEN DOESN'T LIKE MURRAY BOWDEN.

AND THIS GOES BACK ALL THE WAY TO THE ANTENNA REVIEW BOARD.

HE SAID THAT HE WOULD FOLLOW UP WITH ASSIGNING, OR NOT NECESSARILY ASSIGNING, BUT UM, REACHING OUT TO THE COMMISSIONER OF COMMUNITY DEVELOPMENT CONSERVATION REGARDING THE BAMBOO PROBLEM ALONG NORTH ROAD.

UM, AND, UH, ACTUALLY SPREADING INTO TWO COMMUNITIES, UH, PARKWAY HOMES AND PARKWAY GARDENS.

AND HE DID IN FACT DO THAT.

UM, LAST WEEK, COMMISSIONER GARRETT, DUANE AND DEPUTY COMMISSIONER AARON SCHMIDT CAME AND MET WITH ME.

AND, UM, WE, THEY ASSESSED THE SITUATION.

IT IS APPARENT, HOWEVER, THAT THE TOWN, UM, WILL NEED TO REACH OUT TO THE STATE AND WILL POSSIBLY NEED TO INVOLVE MORE THAN ONE, UM, UH, ENTITY IN RESOLVING THIS PROBLEM.

THE OTHER ISSUE HAS TO DO WITH, UM, OUR, UH, LATE BARBARA WATSON PERRY.

IN PREPARATION FOR THIS MEETING THIS EVENING.

I REVIEWED THE, UM, AGENDA, TOWN AGENDA OF JULY 26TH, 2023.

AND, UM, SOMEONE REROUTE THE OBITUARY OR THE STATEMENT, THE STATEMENT HONORING BARBARA THAT I HAD WRITTEN AND SUBMITTED.

NOW THE ONLY PUBLIC OFFICIAL THAT I HAVE EVER READ ABOUT IN MY LIFE, UM, WHERE YOU START OUT DESCRIBING THE PERSON AS THE SECOND, UM, WOULD BE THE PRESIDENT OF THE UNITED STATES.

AND A FEW YEARS AGO THEY HONORED, UM, A FORMER COMMISSIONER OF THEATER DE YOUNG COMMUNITY CENTER WHO PASSED AWAY BY NAMING THE PAVILION, UH, THE, UH, AT MITE PARK AFTER HIM.

NOW, BARBARA WATSON PRAIRIE ACTUALLY CREATED THE JAZZ PROGRAM, UM, AND THAT, THAT, UM, ORIGINATED WITH THIS PAVILION, BUT SHE WASN'T NAMED.

IT DIDN'T, I MEAN, THE PAVILION WASN'T NAMED IN HONOR OF HER.

I HAVE SUBMITTED A RESOLUTION ALMOST A YEAR AGO NOW, SEPTEMBER, REQUESTING THAT THIS BOARD HONOR BARBARA WATSON PRAIRIE BY NAMING THE SECOND FLOOR OF THE THEATER DE YOUNG COMMUNITY CENTER, THE BARBARA WATSON PRAIRIE EXTENSION.

NOBODY ELSE, NOBODY ELSE, UH, RAISED THAT MONEY.

AND IF OTHERS COULD HAVE BUILDINGS NAMED AFTER THEM, PAVILIONS NAMED AFTER THEM, WHY CAN'T THIS AFRICAN AMERICAN WOMAN, THE FIRST AFRICAN AMERICAN COMMISSIONER OF THE TOWN OF GREENBURG, FIRST FEMALE COMMISSIONER, HAVE A FLOOR OF THE BUILDING NAMED IN HER HONOR THAT SHE RAISED THE MONIES TO CREATE.

AND THIS WAS THE FIRST TIME, UM, I HAD A RESOLUTION THAT I WANTED THE BOARD TO VOTE ON THAT WOULD SUSPEND TB ONE, WHICH I FIND VERY, VERY OFFENSIVE.

UM, AND I WANTED, I BASICALLY JUST SAID, LET'S GET A SECOND OPINION FROM THE ASSOCIATION OF TOWNS.

UM, AS TO THE LEGALITY OF TB, ONE, I'M PERSONALLY CONVINCED AS AN ATTORNEY THAT THE LAW IS IMPROPERLY WRITTEN, UH, TOO BROAD.

AND, UH, TB ONE, IN MY OPINION, IS UNENFORCEABLE UNLESS, UH, IT'S DONE BY A LOCAL LAW.

DURING THE PAST, UH, COUPLE WEEKS AFTER TB ONE WAS, UH, INTRODUCED, I WROTE TO EVERYBODY ON THE TOWN BOARD.

I WROTE TO, UH, THE PLANNING BOARD MEMBERS.

I WROTE TO LANE CARB.

I SUGGESTED THAT THE RESTORATIVE, UH, CIRCLE COMMITTEE, WHICH THE TOWN BOARD HAS BEEN SAYING WE REALLY WON.

UM, AND WE, WE'VE, WE'VE PROMOTED FUNDING IT.

UM, WHY DON'T THEY SIT DOWN WITH ALL THE BOARDS AND SEE IF WE COULD WORK OUT AN A, YOU KNOW, AN AGREEMENT, BECAUSE THIS IS A PERFECT EXAMPLE OF THE VALUE OF THE CIRCLE, BECAUSE YOU KNOW HOW TO, UM, GET PEOPLE TO COME TOGETHER.

AND IT DOESN'T MAKE ANY SENSE FOR PLANNING BOARD MEMBERS AND TOWN BOARD MEMBERS TO BE FIGHTING OR TOWN BOARD MEMBERS TO FIGHTING.

IT DOESN'T MAKE SENSE FOR ANY OF US TO BE FIGHTING EACH OTHER.

I ALSO BELIEVE THAT WE AS A BOARD HAVE NOT FULLY SUPPORTED THE OPERATION OF, UM, THE VARIOUS, UM, UH, BOARDS IN THE TOWN.

THERE ARE MANY HOLDOVER EMPLOYEE APPOINTEES WHOSE TERMS HAVE NOT BEEN EXTENDED, CONSEQUENTLY, CAUSING UNNECESSARY UNCERTAINTY AND DISRUPTION, UH, IN THE TOWN.

IT'S TOTALLY DISRESPECTFUL FOR PEOPLE'S TERMS TO BE, UM, UH, EXPIRED AND FOR THEM TO BE SERVING ON A BOARD FOR MONTHS AND MONTHS AND MONTHS OR YEARS, UM, UH, WITHOUT BEING TOLD THAT THEY'RE GOOD, THAT THEY, THAT THEY ARE WORTHY OF BEING APPOINTED OR REAPPOINTED.

SECOND OF ALL, YOU KNOW, ONE OF THE CONCERNS THAT I HAD, UM, THE PLANNING, THE TOWN BOARD HAS ALLOWED THREE OF THE SEVEN MEMBERS, UH, TERMS TO EXPIRE WITHOUT, UH, REAPPOINTMENT OF THE PLANNING BOARD.

ON AUGUST 14TH, THE TOWN BOARD REMOVED OR SAID

THEY'RE GONNA REMOVE, UM, THE LONG-TERM MEMBER AND CHAIRPERSON OF THE PLANNING BOARD, WHOSE TERM EXPIRED SOME TIME AGO, AND PROPOSED A REPLACEMENT.

ALTHOUGH THE BOARD LEGALLY HAS A RIGHT TO RENDER A DECISION AND TO APPOINT ANYONE YOU WANT, I THINK THAT IT WAS POORLY TIMED.

I ALSO THINK IT WAS POORLY CONCEIVED.

AND I ALSO THINK THAT IT'S REALLY WRONG TO INSULT PEOPLE WHO ARE ON THESE BOARDS, UH, TO TRY HUMILIATING THEM, UH, HARASSING THEM, INTIMIDATING THEM BECAUSE THEY DISAGREE WITH YOU.

UM, YOU KNOW, THIS TOWN, UM, IS A GREAT TOWN BECAUSE WE REALLY WANNA WELCOME PEOPLE WHO HAVE DIFFERENCES OF OPINIONS.

THE PLANNING BOARD, YOU KNOW, WE, WE PASSED AN ETHICS LAW IN 2007 SAYING THAT THE TOWN CANNOT INTERFERE WITH, UM, THE, THE PLANNING BOARD.

WE CAN'T EVEN ATTEND.

WE CAN'T EVEN SPEAK UP AT MEETINGS ON MATTERS BECAUSE IT'S IMPORTANT THAT THE PLANNING BOARD AND THE ZONING BOARD BE INDEPENDENT OF POLITICIANS.

AND JUST BECAUSE SOMEBODY DISAGREES WITH US ON AN A DU LAW DOESN'T MEAN THAT WE SHOULD KICK THEM OFF THE BOARD AND TRY HUMILIATING THEM.

UH, I ALSO, UM, I BELIEVE THAT DYLAN PINE WILL BE A EXCELLENT MEMBER OF THE PLANNING BOARD, AND I THINK HE HAS A VERY, VERY BRIGHT FUTURE.

BUT I THINK THE WAY THIS WAS HANDLED WAS REALLY HORRIBLE AND EMBARRASSING.

UH, YOU KNOW, TO THE, TO THE TOWN, WHAT'S GONNA HAPPEN IF, UM, ALL THE MEMBERS OF THE PLANNING BOARD WHO ARE PART OF THE, UM, THE NON-PROFIT COMMITTEE THAT ONCE TO PROMOTE AFFORDABLE HOUSING, IF THEY QUIT, YOU ARE GONNA HAVE CHAOS ON THE PLANNING BOARD BECAUSE YOU'RE GONNA HAVE POSSIBLY HALF THE MEMBERS OF THE PLANNING BOARD NOT SERVING.

SO DURING THE COMING MONTHS, UH, THERE'S GONNA BE, UM, A LOT OF, UM, DELAYS BECAUSE THE NEW MEMBERS ARE GONNA HAVE TO, UH, GET UP TO SPEED AS TO MATTERS THAT ARE, ARE COMING UP.

UH, THEY'RE GONNA HAVE TO LEARN THE JOB.

UH, OUR ECONOMIC DEVELOPMENT AND OUR PLANNING DEPARTMENT IN THE TOWN IS GONNA BE HURT.

SO THE THING IS, YOU'RE GONNA HAVE A LOT OF APPLICANTS WHO HAVE BEEN GOING BEFORE THESE, UH, YOU HARDWORKING PLANNING BOARD MEMBERS, THEY'RE GONNA BE SO UPSET WITH THE TOWN BECAUSE THEY'VE BEEN GOING, HEARING, HEARING, AND HEARING, AND NOW HALF THE BOARD IS NOT EVEN GONNA BE IN EXISTENCE.

SO, YOU KNOW, WHAT, IF THEY FILE A LAWSUIT, I HOPE THAT THE MEMBERS OF THE TOWN BOARD TAKE PERSONAL RESPONSIBILITY AND BEING PERSONALLY LIABLE FOR ANY LAWSUIT, BECAUSE BASICALLY IT SHOULDN'T BE THE TOWN THAT IS GONNA BE PAYING FOR THE DELAYS.

IT SHOULD BE THE PEOPLE WHO ARE CAUSING THE PROBLEMS. HOR SCHWARTZ WAS NOT GIVEN PROPER NOTICE PRIOR TO EXPULSION FROM THE, FROM THE PLANNING BOARD.

NOW I MUST TELL YOU THAT NEW YORK STATE HAS PASSED A LAW WHERE ALMOST ALL OF THE SCHOOL BUSES HAVE TO BE PASSED ELECTRIC BUSES, RIGHT? YEAH.

AND THAT'S THE NEW WAVE.

THAT'S THE WAY WHERE WE'RE TO GO.

AND I KNOW THERE ARE MANY PEOPLE ARE, ARE ANTI THE ELECTRIC BUS, BUT THAT'S THE WAY, THAT'S THE FUTURE AND THAT'S THE WAY TO GO.
