GOOD [00:00:01] EVENING, EVERYBODY. WELCOME TO OUR TOWN BOARD MEETING. TODAY'S, UH, SEPTEMBER 11TH AT, UM, A LITTLE AFTER SEVEN 30. UM, AND IF YOU COULD ALL RISE FOR THE PLEDGE OF ALLEGIANCE, [ PLEDGE OF ALLEGIANCE] UNITED STATES OF AMERICA, AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION UNDER GOD, INVISIBLE WITH LIBERTY AND JUSTICE FOR ALL. PLEASE REMAIN STANDING. [ MOMENT OF SILENCE In memory of all the victims who died on September 11, 2001, due to the terrorist attacks on our nation that day, as well as those who have subsequently died from illnesses related to their heroic search, rescue and removal work on the collapsed NYC World Trade Center Twin Towers “pile.” In memory of Glenn P. Eisen, a longtime Greenburgh resident, who served on our Board of Ethics, and was also appreciated for his efforts helping seniors enhance their quality of life. He will be missed by many. In memory of Dan Raftery, former Greenville Fire Chief for over thirty years. Chief Raftery passed away as a result of a brain tumor ascribed to 9/11. He gave dedicated service to the Greenville fire district, to residents throughout the town, devoted his life to making residents safe and cared about our community In memory of Detective Richard Cunningham (retired). Rich was an employee of the Greenburgh Police Department who served our community for over 35 years In memory of Jay Martin, Jr. of Irvington, NY. Jay was very active in Irvington and throughout the Greenburgh area. He has taught art workshops in the prison, plus in various institutions in Greenburgh. He had the unique ability to organize, and to gather a group of people together, and also has worked with inner-city kids in Yonkers. Jay also worked at the Hudson River museum for a while. He will be missed. In memory of Mavis Cain, who was an amazing human being who did a tremendous amount of good during her life. Her work promoting the Old Croton Aqueduct enhanced the quality of life of thousands of people who enjoy walking, jogging or cycling on this magnificent trail. Mavis made our community a better place. In memory of Rabbi Moshe Pomerantz, a resident of Highpoint in Hartsdale, a beloved Rabbi and Community Leader In memory of those killed in Ukraine due to the Russian invasion, and in memory of those who have perished due to the terrorist attack by Hamas on October 7, 2023] WE HAVE, UH, A MOMENT OF SILENCE AND MEMORY OF ALL THE VICTIMS WHO DIED ON SEPTEMBER 11TH DUE TO THE TERRORIST ATTACKS ON OUR NATION THAT DAY. AS WELL AS THOSE HAVE SUBSEQUENTLY DIED FROM ILLNESSES RELATED TO THEIR HEROIC SEARCH, RESCUE, AND REMOVAL WORK ON THE COLLAPSED NEW YORK CITY WORLD TRADE CENTER, TWIN TOWERS PILE. WE ARE ALSO HAVING A MOMENT OF SILENCE IN MEMORY OF GLENN EISEN, A LONG TIME GREENBERG RESIDENT WHO SERVED ON THE BOARD OF ETHICS. HE ALSO, AFTER HIS SERVICE AS A MEMBER OF THE BOARD OF ETHICS, UH, WORKED WITH THE PARKS DEPARTMENT AND OUR CABLE TV, UM, UM, PROGRAMS, AND HAD PROGRAMS HELPING, UH, SENIORS, UM, UH, DO SOME EXERCISE AND MAINTAIN THEIR BALANCE SKILLS. A LOT OF PEOPLE, UM, GET INJURED OR SOME PEOPLE LOSE THEIR LIVES FALLING, AND HE HELPED A LOT OF PEOPLE, UM, MAINTAIN THEIR BALANCE. AND IT'S VERY SAD BECAUSE, UM, IT WE'RE, UM, ALSO, UM, HAVING A MOMENT OF SILENCE FOR DAN, UH, RAFTERY. HE WAS A FORMER GREENVILLE FIRE CHIEF FOR OVER 30 YEARS. CHIEF, UH, RAFTERY PASSED AWAY AS A RESULT OF A BRAIN TUMOR ASCRIBED TO NINE 11. UM, YOU KNOW, A LOT OF, UH, OUR FIRST RESPONDERS HAVE, UM, SERVED THE NATION DURING, UM, UH, NINE, AFTER NINE 11, AND HE WENT INTO THE CITY AND, UM, HE TRIED HELPING OTHERS, UM, AND HE LOST HIS LIFE, UM, BECAUSE OF HIS, UM, HIS SERVICE. I ALSO THINK THAT THE TOWN SHOULD, UM, HAVE A MEMORIAL JUST LIKE THE COUNTY'S DOING FOR, UH, UH, UH, LEADERS LIKE, UH, DAN RAFTERY, WHO, UM, UH, REALLY WAS A VICTIM OF NINE 11, AND HE SHOULD BE MEMORIALIZED AND, AND REMEMBERED. UM, IN MEMORY OF DETECTIVE RICHARD CUNNINGHAM, HE WAS A RETIRED DETECTIVE IN THE GREENBURG, WHICH IS A CORRECTION. UM, HE WAS NOT RETIRED. HE, HE, HE WAS STILL IN SERVICE. SERVICE STILL IN SERVICE. THANK YOU. OKAY, THEN WE SHOULD DELETE THE RETIRED. OKAY. THAT'S WHY I WANTED TO MAKE THAT ON RECORD. RIGHT. HE WAS AN EMPLOYEE OF THE GREENBURG POLICE DEPARTMENT. HE SERVED OUR COMMUNITY FOR OVER 35 YEARS AND WAS VERY HARDWORKING, DEDICATED, UM, PUBLIC SERVANT, AND VERY PASSIONATE ABOUT, UM, HELPING TO KEEP ALL OF US SAFE AND MEMORY OF JAY MARTIN JR. OF IRVINGTON. JAY WAS VERY ACTIVE IN IRVINGTON AND THROUGHOUT THE GREENBERG AREA. HE HAS TAUGHT ART WORKSHOPS IN THE PRISON PLUS IN VARIOUS INSTITUTIONS IN GREENBERG. HE HAD THE UNIQUE ABILITY TO ORGANIZE AND TOGETHER A GROUP OF PEOPLE TOGETHER, AND ALSO HAD WORKED WITH INNER CITY KIDS IN YONKERS. JAY ALSO WORKED AT THE HUDSON RIVER MUSEUM FOR A WHILE AND WILL BE MISSED AND A MEMORY OF MOST MAVIS KANE. SHE WAS AN AMAZING HUMAN BEING WHO DID A TREMENDOUS AMOUNT OF GOOD DURING HER HER LIFE. UM, SHE WORKED, UH, VERY, VERY HARD PROMOTING THE OLD CRO AQUEDUCT. UM, IT'S A GREAT TRAIL, UH, THAT GOES THROUGH HASTINGS FERRY. IRVINGTON AND TARRYTOWN ENJOYED BY THOUSANDS AND THOUSANDS OF PEOPLE, AND, UM, SHE REALLY MADE A, A MAJOR DIFFERENCE FOR THOSE OF US WHO ENJOY WALKING, JOGGING, OR CYCLING AT THIS MAGNIFICENT TRAIL. SHE WAS A TIRELESS WORKER. UM, IN MEMORY OF RABBI MOSHA POMERANCE, A RESIDENT OF HIGH POINT IN HARTSDALE, UH, BELOVED RABBI AND COMMUNITY LEADER, THEY WORKED HARD TO MAKE, UM, UH, THEIR COMPLEX HAD HIGH POINT, UM, DISABLED ACCESSIBLE. AND I JUST WANNA ALSO MENTION THAT THERE'S A MEMORIAL SERVICE TOMORROW, UM, FOR, UM, VANESSA MERTON. UM, WE HAD A MOMENT OF SILENCE FOR HER. UH, SHE WAS THE HEAD OF THE, THE IMMIGRATION CLINIC AT PACE UNIVERSITY LAW SCHOOL. AND IF ANYBODY WOULD LIKE TO, UM, ATTEND, IT'S GONNA BE AT THE LAW SCHOOL TOMORROW AT SIX SEVEN. I THINK YOU HAVE TO SIGN UP TO ATTEND. OKAY. YES. AND IN MEMORY OF THOSE KILLED IN UKRAINE DUE TO THE RUSSIAN INVASION, AND IN MEMORY OF THOSE HAVE PERISHED DUE TO THE TERRORIST ATTACKS BY HAMAS ON OCTOBER 7TH. THANK YOU. AND NOW, UH, THE TOWER, UH, BE BEFORE WE BEGIN, UH, [00:05:01] NANCY RAFTER, JUST BEAR WITH ME FOR A MOMENT. THIS MIC IS ON. THIS MIC IS NOT FRANCIS. IS THIS MICAH? MICHAEL, OKAY. UH, NANCY RAFFERTY, THE WIFE OF DAN RAFFORD RAFFERTY, UM, WHO HE JUST HAD A MOMENT OF SILENCE FOR, COULDN'T BE HERE TONIGHT. SHE WAS AT THE NINE 11 MEMORIAL THAT WE HAD THIS MORNING AT NINE 30. SHE WAS AT THE COUNTY MEMORIAL, AND SHE SAID THREE TIMES. IT'S JUST A BIT, YOU KNOW, SHE'S STILL, THIS IS RAW, YOU KNOW, THIS IS, YOU KNOW, UH, BUT SHE WANTED ME TO READ A LETTER, THANK YOU TO THE TOWN BOARD FOR HONORING DAN TONIGHT. UH, SHE ACKNOWLEDGES, YOU KNOW, THAT WE HAD A MOMENT OF SILENCE, UH, SET UP A MOMENT OF SILENCE ON JUNE 26TH, 2024, FOLLOWING DAN'S PASSING ON FATHER'S DAY. AND WE REALLY, TRULY APPRECIATE THAT REMEMBRANCE. DAN SERVED THE TOWN OF GREENBURG FOR 47 YEARS IN GREENVILLE FIRE DISTRICT, 34 YEARS AS CHIEF BEFORE HIS RETIREMENT IN 2020. UNFORTUNATELY, HE WAS DIAGNOSED IN SIX 20 ON JUNE 22ND, UH, WITH NINE 11 RELATED CANCER FROM HIS RESPONSE AND FOLLOW UP ASSISTANCE AT GROUND ZERO IN THE DAYS AFTER. WE ARE SO GRATEFUL TO BURKE REHABILITATION AND CALVARY HOSPITAL FOR THEIR CARE GIVEN TO HIM IN HIS LAST DAYS. WE HOPE THAT YOU REMEMBER HIM AS A DEDICATED FIRE FIREFIGHTER, A LOVING HUSBAND AND DAD, AND A GREAT FRIEND TO THOSE WHO WERE LUCKY TO MEET HIM IN HIS LIFE'S JOURNEY. HIS NAME IS NOW ENGRAVED AND INCLUDED ON THE COUNTY STONES AND THE RISING OF THE COUNTY DAM, UH, THAT KENSICO DAM, UH, NEVER FORGET. AND I WANTED TO DISPLAY HIS PICTURE, UH, BECAUSE WHEN YOU LOOK AT THAT PICTURE, HE'S A FIREFIGHTER. . YEAH, HE'S A FIREFIGHTER. HIS FIGHTER FIGHTER. AND HE'S RISEN TO THE RANK OF CHIEF BEFORE HE RETIRED. AND LIKE SO MANY FIREFIGHTERS, THEY WENT TO THE BUILDING, THE COLLAPSED BUILDING, AND THE RUBBLE. AND HERE IT IS, 23 YEARS LATER, 23 YEARS LATER, AND HE SUCCUMBEDED TO HIS INJURIES. SO WHEN WE TALK ABOUT NINE 11 AND WE TALK ABOUT THE 343 FIREFIGHTERS, THAT WAS WHO CAME DOWN IN THE BUILDING THAT DAY, BUT THAT NUMBER RISES EVERY YEAR. AND SO WHEN YOU SEE A FIREFIGHTER, THANK A FIREFIGHTER, AND REMEMBER DAN, AND IF YOU HAVEN'T BEEN TO THE, TO KENSICO DAM, IF YOU LOOK OFF TO THE RIGHT, YOU'LL SEE A MEMORIAL SCULPTURE, UM, CALLED THE RISING. IT'S BEAUTIFUL AND IT'S IMPRESSIVE. AND IN THIS LAST COUPLE OF YEARS, THE COUNTY EXECUTIVE HAS COMMISSIONED STONES AROUND ON THE WALL COMMEMORATING THOSE WE HAVE LOST TO ILLNESSES FROM WORKING ON THE PILE. AND EACH YEAR, SADLY, THEY HAVE TO ADD MORE NAMES. UM, BUT IT'S, IT'S A, A VERY, UM, CONTEMPLATIVE KIND OF PLACE. AND, AND IT'S A, A VERY APPROPRIATE PLACE TO MOURN. GOOD. SO, UH, [ ROLL CALL: Town Clerk] ROLL CALL. YEP. SUPERVISOR FINER HERE. COUNCILMAN SHEHAN. PRESENT. COUNCILWOMAN JACKSON. PRESENT. COUNCILWOMAN HABER. PRESENT. COUNCILWOMAN HENDRICKS. PRESENT TOWN ATTORNEY AT PARLIAMENTARIAN. MR. JOE. THANK GOD. PRESENT. OH MY GOD, . OKAY. UM, AND [ PRESENTATIONS 2024 Summer Internship] LISA, YOU WANT TO, UH, INTRODUCE THE SUMMER INTERNSHIP PROGRAM AND DISCUSS? YES, THE HIGHLIGHTS. AND I HAVE MY TIMER SET. OH, GEEZ. THAT'S GREAT. WE APPRECIATE YOU. OH, THAT SAYS 11 MINUTES. YOU TOLD US 10. YOU TOLD US 10. IT TOOK FOUR MINUTES TO GET OVER TO THE, UM, PODIUM. THERE YOU GO. ALRIGHT. YOU'VE BEEN GIVING MY DEPUTY A COUPLE MINUTES TO COME IN HERE WITH THE PRESENTATIONS. OKAY. GOOD EVENING TOWN BOARD. GOOD EVENING. GOOD EVENING. GOOD EVENING. I JUST WANT TO SAY, FIRST OF ALL, THANK YOU FOR PUTTING ME FIRST. GOD BLESS YOU, . AND I AM HERE TO PRESENT, UM, OUR SUMMER INTERNS, UH, SHIP PROGRAM. UM, IT WAS A WONDERFUL EXPERIENCE OF [00:10:01] A DIVERSE GROUP OF STUDENTS. THANK YOU, DEPUTY BELTRAN. AND, UM, AND I WANTED TO TAKE THIS TIME, UM, TO PRESENT EACH STUDENT, UH, PRESENT THEM WITH THEIR STIPENDS AND ALSO PRESENT THEM WITH, UH, PRESENTATION OF A LETTER OF COMPLETION. UM, SORRY, A LETTER OF RECOMMENDATION AND, UM, A CERTIFICATE OF COMPLETION BECAUSE IT WAS WORTH 50 HOURS OF COMMUNITY SERVICE THAT THEY DID FOR THE TOWN. THAT'S GREAT. UM, THIS WAS THE FIRST TIME THAT THE STUDENTS WERE IN EACH DEPARTMENT AND WORKING AS GOVERNMENT EMPLOYEES. UM, AND WHEN I SAY THAT IT WAS THE, UM, PARTNERSHIP OF, UH, THE ASSESSOR'S OFFICE, MR. KO'S OFFICE, UM, BUILDING ZONING, COMPTROLLER, CABLE ACCESS, THE MAIL ROOM, THE RECORDS ROOM, THE ENGINEERING DEPARTMENT, THE PHIL, PHIL PHILANTHROPY, PHILANTHROPY, UM, ALSO, UH, OF COURSE THE SUPERVISOR'S OFFICE, UM, THE PURCHASING, UH, PERSONNEL, THANK YOU. HR COMPTROLLER'S OFFICE, AND OF COURSE T-D-Y-C-C. THANK YOU COMMISSIONER JACKSON. AND, UM, WHAT I'M GOING TO DO IS I'M GOING TO HAVE, UH, THE COMMISSIONER COME UP AND GIVE A, JUST A FEW SECONDS OF HOW, UH, WE PARTNERED AND HAD, UM, THE STUDENTS AT T-D-Y-C-C. AND THEN I'M GONNA HAVE A FEW OF THE PARENTS COME UP. AND THEN I WILL THEN CALL UP ALL THE STUDENTS, UH, AND PRESENT THEM WITH THEIR CHECKS. COMMISSIONER JACKSON. GREETINGS ALL. THANK YOU FOR THE MOMENT. SO OUR CLERK AND I HAD A, UH, A GREAT IDEA. SOMETHING WE WANTED TO DO FOR A LONG TIME WITH OUR STUDENTS IS, ESPECIALLY THE OLDER ONES THAT WE EITHER GETTING READY TO GO TO COLLEGE OR SOON, WOULD BE THAT WERE SOMEHOW CONNECTED WITH EITHER OUR SUMMER CAMP OR OUR, UM, OUR BASKETBALL IN THE EVENINGS OR WHATEVER AT A, AT A LESSER AMOUNT. SO WE WANTED TO DO SOMETHING AND, UM, I'D BEEN TEACHING, UH, LEADERSHIP CLASSES, UH, AT MERCY COLLEGE AND MANHATTANVILLE FOR A NUMBER OF YEARS. AND WE WERE TALKING ABOUT THOSE FINER THOUGHTS THAT OUR STUDENTS DON'T HAVE AS MUCH ANYMORE AND THEY JUST NEED TO BE TALKED ABOUT. SO THE THOUGHT THAT WE HAD WAS, AND WE BOTH HAVE A, A LEARNING FOR STEPHEN COVEY, THE SEVEN HABITS OF HIGHLY EFFECTIVE PEOPLE. MM-HMM. . AND HOW WE COULD USE WHAT THEY WERE DOING DURING THE DAY AT T-D-Y-C-C AND CONNECT IT BACK TO THE FUTURE IN WHAT THEY'RE GONNA BE DOING AND HOW TO THINK BEFORE THEY DO ABOUT THE REPERCUSSIONS OF WHAT COULD HAPPEN. AND THE STUDENTS WERE READING THE BOOK AND WHAT WE WERE ABLE TO GET THEM WAS THE WORKBOOK. SO IT WAS WORK THAT THEY WERE DOING IN IT. AS YOU CAN SEE THIS BOOK, I'VE HAD THIS FOR A NUMBER OF YEARS AND I KEEP PUTTING TABS IN IT BECAUSE AS I GET OLDER, I EVEN LEARN MORE. OR THE PERCEPTION OF WHAT I HAD BEFORE HAS CHANGED FROM NEW LEARNING. SO I ASKED THEM TO DO THE EXACT SAME. AND IT'S INTERESTING, THE CALLS WE GET FROM THEM TO SAY, HEY, I'M IN COLLEGE, AND GUESS WHAT? I JUST FOUND OUT , YOU KNOW, AND IT CHANGED WHAT WAS INTERESTING BY A LITTLE OOAH. UM, THE FIRST BOOK WE GOT WAS THE EIGHTH HABIT . AND I SAID, DON'T READ THAT ONE YET, BUT I WANT YOU TO HANG ONTO IT BECAUSE WHAT THE EIGHTH HABIT IS, IS TO LEARN ABOUT THE SEVEN HABITS, GET YOUR VOICE ABOUT THEM, AND SHARE IT WITH OTHERS. AND IT WAS EXACTLY WHAT WE WERE DOING AND WHAT IT'S ALL ABOUT. AND IT WAS A GREAT PROGRAM. IT WAS A PILOT PROGRAM THAT WE DID THAT WE WOUND FOUND OUT, WORKED VERY, VERY WELL. AND WE WILL CONTINUE TO FIND THAT OUT. SO THANK YOU FOR THE OPPORTUNITY. AND IF I CAN NOW HAVE, UM, MS. BAYSMORE COME UP, HER SON WAS IN THE PROGRAM. DAVID BAYSMORE, MS. VERONICA BAYSMORE, 30 SECONDS. LIKE YOUR SHIRT. HELLO. GOOD AFTERNOON. UM, [00:15:01] MY SON IS STUDYING FOR AN AP TEST TOMORROW, FORDHAM PREP. SO WE COULDN'T BE HERE, BUT IT WAS A WONDERFUL OPPORTUNITY FOR HIM. HE'S STARTED THE 10TH GRADE ABOUT FOUR DAYS AGO, AND MOST OF HIS FRIENDS WERE SWEATING IT OUT AT CAMP ALL SUMMER. AND THIS OPPORTUNITY WAS PERFECT FOR HIM. I SAID, YOU KNOW, YOU'RE REALLY A BLESSED YOUNG MAN BECAUSE MOST OF YOUR FRIENDS ARE RUNNING AROUND IN 90 DEGREE HEAT CHASING, UM, SMALLER INDIVIDUALS AROUND, AND YOU HAVE AN OPPORTUNITY TO WORK IN DEPARTMENTS AND TO LEARN FROM PROFESSIONALS. AND HE'S IN TWO OR THREE MENTORING GROUP 'CAUSE MY SON IS ADOPTED. BUT I WILL TELL YOU, IT WAS A WONDERFUL EXPERIENCE AND I'M SO THANKFUL TO THE TOWN OF GREENBURG AND TO MISS NERO FOR AN OPPORTUNITY THAT HE WOULD'VE NOT GOTTEN. AND, UM, HE'S VERY GRATEFUL AND THANKFUL. SO AGAIN, MY APPRECIATION. THANK YOU. THAT'S GREAT. UM, I WANTED TO, UH, PUBLICLY THANK, UH, THE PTA COUNCIL PRESIDENT, UH, MS. SAMANTHA IVES BECAUSE IT WAS HER CONTACT THAT ENABLED ME TO HAVE APPROXIMATELY, I WANNA SAY PROBABLY 12 TO 14 STUDENTS FROM WOODLANDS HIGH SCHOOL. SO, UH, JUST A ROUND OF APPLAUSE FOR, UH, THE PCA COUNCIL PRESIDENT. ARE THERE ANY OTHER PARENTS THAT WANNA COME UP AND JUST SPEAK FOR 15, 30 SECONDS? IF NOT, ARE THERE ANY STUDENTS THAT WANTED TO COME UP? CHRISTIAN, I SAW CHRISTIAN'S FACE, HE WAS LIKE, MM-HMM. MOMMY. NO. NO. OKAY. NO PROBLEM. I'M, AND I HAVE THREE AND A HALF MINUTES LEFT. OKAY. SO IF I MAY HAVE, UM, IF THEY'RE HERE, A LOT OF THEM ARE IN COLLEGE, BUT I JUST WANNA MAKE SURE THAT THEIR NAME IS ANNOUNCED THAT THEY WERE IN THE PROGRAM. UM, MR. EVAN MACK. MR. ALEX SHAPIRO. OH YEAH. COME ON UP. . UM, SAMUEL RAFEL. ELISE LIM. JAMES M. JONES. MATTHEW LAU. CHANDLER . NO, NO. JUST COME UP FRONT. WE'LL, YOU KNOW, WE'LL, UHHUH, . CHANDLER EDWARDS. DAVID, OH, DAVID'S STUDYING. UM, MATRI, BAUM RUTT. HENRY GWI, FERNANDO PERES, DANIEL PERES, MARIAH PERES, SUMMER BREWSTER, DEORA PENNIX, JOSHUA LEE AND NAIA. SAM, SAM, ANDREW, SHANE GI, PATIKA POWELL, GRANT KNIGHT, AMIR JACKSON, JONAH KLEINMAN, CHRISTIAN WEAK. RUTH REMER, HIR CAMPBELL, SOPHIA JACOBI, JORDAN BARIE, KELSEY, ABRAHAM, CHARLIE, BRIE BROWN, MILAN, HOOD, TERONE LEWIS, MELANIE JOHNSON, AMAYA, ME, BAIN, JORDAN ACEVEDO. CAMERON DONALDSON. JANIAH JONES. AND ANISA ZA. AND YES. AND I WANNA GIVE ALSO A SPECIAL, UM, SHOUT OUT TO, UM, OUR LIBRARY EXECUTIVE, UH, DIRECTOR. CHRISTINA. CHRISTINA. CHRISTINA. YES. UM, BECAUSE SHE, UM, UH, SHE TOOK ON, UH, TWO OF OUR COLLEGE STUDENTS AND SHE SAID THAT THEY WERE ABSOLUTELY WONDERFUL. UM, I'M GOING TO FINISH GIVING THEM OUT AND IF I CAN JUST HAVE MY DEPUTY COME SAY A FEW WORDS, UM, BECAUSE I COULD NOT HAVE DONE SUCH THE EXCELLENT JOB, UM, WITHOUT HIM. SO COME ON UP. MR. DEPUTY LEWIS BELTRAN, YOU GOT A SPEECH WRITTEN. JUST A LITTLE SPEECH. . FIRST I WOULD LIKE TO SAY, TO START BY SAYING THANK YOU TO ALL THE INTERNS THAT PARTICIPATED IN OUR FIRST INTERNSHIP OF 2024. UH, GREENBERG HAS PRODUCED AN EXCEPTIONAL GROUP OF STUDENTS THAT ARE GOING TO LEAD THE FUTURE OF THE WORLD. UH, I SPOKE WITH THE DIFFERENT DEPARTMENTS THAT WERE INVOLVED AND THAT ARE GOING. UM, I SPOKE WITH THE DIFFERENT DEPARTMENTS THAT WERE INVOLVED WITH THE INTERNSHIP AND EVERYONE APPRECIATED THE INTERNS AND THE HELP THAT THEY PROVIDED WITHIN THEIR DEPARTMENTS. THE INTERNSHIP PROVIDED HANDS-ON EXPERIENCE THAT EACH INTERN CAN APPLY IN THEIR FUTURE. AND THANKS TO THE LEADERSHIP OF OUR TOWN CLERK, LISA, MARIA NIRO AND THE DEPARTMENT MANAGERS THAT WERE INVOLVED IN OUR SUMMER INTERNSHIP, THE INTERNSHIP WAS A GREAT SUCCESS. AND I LOOK FORWARD TO OUR NEXT INTERNSHIP FOR THE YEAR, UH, 2025. I'D JUST LIKE TO THANK YOU. AMAZING. AND IF WE [00:20:01] CAN JUST GET SOMEBODY TO TAKE SOMEBODY'S PHONE AND TAKE A PICTURE. WE ARE DONE. THANK YOU SO MUCH, . OH, AWESOME. YOU SQUEEZE IN. YEAH, A LITTLE BIT MORE. I NEED TO DEFINITELY TELL YOU FRONT. YEAH. WE GOT THE SCREEN BEHIND US. LOOKING GOOD. LOOKING GOOD. ARE WE PHOTO BOMBING IS LOOK YOU, THE BOARD IS PHOTO BOMBING. WAIT, WAIT. BEFORE YOU TAKE IT, THAT'S, YOU GOTTA PICK THAT. TAKE THAT. TERRANCE, COULD YOU SHUT OFF THE, THE PROJECTOR PLEASE. THEN LET ME COME OUT THE WAY. YEAH, WE BEHIND BACK. PAUL, YOU WANNA HERE WE GO. GOT IT. READY. 1, 2, 3. COME ON. ALRIGHT. THANK YOU. Y'ALL GOT MONEY? THANK YOU. GREAT JOB EVERYONE. GREAT JOB. WONDERFUL SUMMER. GREAT JOB. DON'T SPEND ALL THAT MONEY EVERY, ANYWHERE. YOU CAN ALWAYS DONATE IT BACK TO YOUR PARENTS. OH, AMEN. AND JUST TO LET YOU KNOW, UH, THE TOTAL NUMBER OF STUDENTS WAS 37. OKAY, GREAT. EXCELLENT. GREAT. OKAY, NEXT. UM, ON THE AGENDA, LET'S SEE. WE NEED TO CLERK FIRST. BY THE TIME EVERYBODY CLEARS OUT, LET'S WORK TO COME BACK UP. TAKE, GIVE ME A SECOND. TAKE YOUR TIME. 12 MINUTES. GOOD JOB. GOOD JOB. GOOD JOB. THIS. CONGRATULATIONS. YOU. CONGRATULATIONS. GREAT JOB. GREAT JOB. YES. EVERYBODY CAN COME ON AND MOVE UP CLOSER IF YOU'D LIKE. . DON'T BE SHY. ALRIGHT. ARE YOU READY? YES. OKAY. SO NEXT, UM, WE HAVE, UM, UH, DECISIONS. UH, [ To consider a Local Law amending Chapter 430 "Streets and Sidewalks" of the Code of the Town of Greenburgh Regulating the Discharge of Groundwater and Stormwater onto Town streets (Adjourned to Town Board Meeting of 9/25/2024)] ACTUALLY THAT'S AFTER WE'LL HAVE THE PUBLIC HEARINGS. THE FIRST HEARING, UH, TO CONSIDER A LOCAL LAW AMENDING CHAPTER FOUR 30 STREETS AND SIDEWALKS IS ADJOURNED TO THE MEETING OF 9 25, UH, 2024 SECOND [ To consider a Local Law amending Chapter 430 "Streets and Sidewalks" of the Code of the Town of Greenburgh as it relates to the Repaving of Streets Following Excavations (Adjourned to Town Board Meeting of 9/25/2024)] HEARING TO CONSIDER A LOCAL LAW AMENDING CHAPTER FOUR 30 STREETS AND SIDEWALKS ALSO ADJOURNED. UH, WE NOW, UM, [ To consider a one-year agreement between the Town of Greenburgh and the Village of Tarrytown for Fire Protection Services to Unincorporated Greenburgh residents of the Glenville Fire Protection District for the year 2023] OPENING A, A PUBLIC HEARING TO CONSIDER A ONE YEAR AGREEMENT BETWEEN THE TOWN OF GREENBURG AND VILLAGE OF TARRYTOWN FOR FIRE PROTECTION SERVICES TO UNINCORPORATED GREENBURG RESIDENCE OF THE GLENVILLE FIRE PROTECTION DISTRICT FOR THE YEAR 2023. I'D LIKE TO MOVE THAT WE OPEN THE HEARING. SECOND. ALL IN FAVOR? AYE. UM, ANYONE LIKE TO SPEAK AND DO A LITTLE SUMMARY? SO THIS IS A FIRE PROTECTION DISTRICT CONTRACT THAT PROVIDES FIRE SERVICES TO AN AREA OF THE UNINCORPORATED AREA OF THE TOWN OF GREENBURG, OUTSIDE OF FAIRVIEW GREENVILLE AND HARTSDALE FIRE DISTRICTS. UH, THESE ARE FOLLOWED TIER FIREFIGHTERS FROM THE VILLAGES WHO, UH, WE CONTRACT WITH THE VILLAGE. IN THIS CASE IT'S THE VILLAGE OF TARRYTOWN, UH, FOR THEIR FIRE COMPANIES TO PROVIDE SERVICES TO THIS AREA. THE COST OF THE, UH, CONTRACT FOR 2023 IS $293,169, WHICH IS NOT VERY DIFFERENT THAN WHAT IT WAS THE PRIOR YEAR. AND, UM, AND UH, WITHOUT THIS SERVICES THEY WOULDN'T HAVE FIRE SERVICE, SO GREAT. ANYBODY LIKE TO SPEAK MR. BOWDEN? MY NAME IS MURRAY BOWDEN AND THE REASON I WALK SO FUNNY IS BECAUSE I HAVE THREE POUND ANKLE WEIGHTS ON MY LEGS BECAUSE THE DOCTOR SAID I'M LOSING STRENGTH AND I'M BUILDING UP AND I DON'T WANNA GO TO THERAPY. AS TO THE FIRE DISTRICTS, THERE ARE A NUMBER OF ISSUES THAT ARE DIFFERENT THAN THEY HAVE BEEN IN THE PAST. WHEN FIRE DISTRICTS WERE ARRANGED, THE PEOPLE CLOSE THEIR LOCAL STORE AND THEY COULD COME AND TAKE CARE OF THE FIRE. THAT'S NOT POSSIBLE ANYMORE. SO WE HAVE TO TAKE STEPS TO CREATE A WESTCHESTER COUNTY FIRE DEPARTMENT SIMILAR TO THE WESTCHESTER COUNTY POLICE DEPARTMENT BECAUSE EVERY SINGLE FIRE STATION IS LOOKING FOR VOLUNTEERS. NOBODY CAN LEAVE THEIR JOB TODAY TO COME AND DO [00:25:01] THE VOLUNTEER FOR THAT. AND THE SAME GOES FOR EMS. THE OTHER THING THAT HAS TO BE ADDRESSED IS THE FACT THAT FIRE ENGINES BEING RED ARE NO LONGER THE SAFEST FIRE ENGINE. THE SAFEST, THE SAFEST FIRE ENGINE IS THE COLOR OF YOUR JACKET. REFLECTIVE GREEN AND ALL FIRE ENG. AND IT'S VERY DIFFICULT TO GET FIREMEN TO GIVE UP THEIR RED FIRE ENGINES. WE NEED TO SEE THEM. THIS IS ABOUT SAFETY AND THE FIRST STEPS HAVE TO BE TAKEN TO BRING FIRE PROTECTION INTO THE 22ND. THIS WHATEVER CENTURY THIS IS, UH, I APOLOGIZE WHEN I MISSPEAK BECAUSE I'M WORKING TO SLOW DOWN THE DEMENTIA. I HAVE, I WORK WITH A NEUROLOGIST AT LEAST ONCE A MONTH. AND BEING ABLE TO ACKNOWLEDGE IT AND TALK ABOUT IT LETS YOU UNDERSTAND THAT WHEN I MAKE A MISTAKE, I MAY NOT REALIZE IT. AND THE NUMBER OF PEOPLE WHO I'VE ENGAGED ME IN CONVERSATION HAVING A SIMILAR PROBLEMS IN THEIR FAMILY AND NOBODY TO SPEAK WITH. SO I TAKE THIS TIME TO STAND AND TELL YOU THAT I'M WORKING ON IT AND THE MISTAKES I MAKE, AND I DO MAKE 'EM, SOME OF WHICH I DON'T UNDERSTAND. AND PLEASE CORRECT ME IF I MISSPEAK, BUT THE TWO THINGS, IT'S TIME WE CAN HAVE SEPARATE FIRE DISTRICTS. THERE'S NOBODY DEMAND THEM. WE CAN'T HAVE SEPARATE EMS DISTRICTS. THERE'S NOBODY DEMAND THEM. AND THE FIRE ENGINES HAVE TO BE BRIGHT YELLOW 'CAUSE YOU CAN'T SEE THE RED AT NIGHT. PEOPLE ARE COLORBLIND, DON'T SEE RED. THAT'S WHY THE OVER THE TOLL BOOTHS, YOU HAVE AN X AND A ARROW SO PEOPLE CAN SEE WHAT THE OBJECT IS WITHOUT SEEING THE COLOR. THANK YOU. ANYBODY ELSE LIKE TO SPEAK? I WOULD LIKE TO MOVE THAT WE CLOSE THE HEARING AND LEAVE THE RECORD OPEN. IT'S A PUBLIC HEARING, SO WE HAVE TO ASK IF ANYBODY WANTS A SECOND ROUND. 'CAUSE WE'RE GONNA VOTE TONIGHT. WE'RE GOING TO CLOSE THE MEETING TONIGHT. HEARING TONIGHT, RIGHT? ANYBODY LIKE TO SPEAK A SECOND TIME OR FIRST TIME? OKAY. OKAY. YOU, YOU, YOU'D LIKE TO SPEAK. YOU'D LIKE TO SPEAK? SURE. AND THIS IS FOR THE FIRE PROTECTION CONTRACT. ONLY IF IT'S ON ANOTHER TOPIC THAT'S FOR PUBLIC COMMENT LATER ON IN THIS SESSION. WE'LL, WE'LL REMIND YOU WHEN THAT PORTION COMES UP. DID YOU SIGN IN WITH THE TOWN CLERK TO SPEAK? SO IF YOU WALK OVER HERE AND, AND SHE'LL TAKE YOUR NAME AND YOU CAN SPEAK. BUT ANYWAY, LET'S GET OFF THE RECORD HERE. SHE'S WRITING THE, I'M SORRY. SO YOU, YOU MOVED TO, UH, I'D LIKE TO MOVE TO CLOSE THE HEARING AND LEAVE THE RECORD OPEN FOR SEVEN DAYS. SECOND? SECOND. ALL IN FAVOR? AYE. AYE. AND NOW I'D LIKE TO MOVE [ To consider a one-year agreement between the Town of Greenburgh and the Village of Tarrytown for Fire Protection Services to Unincorporated Greenburgh residents of the Glenville Fire Protection District for the year 2024] THAT WE OPEN THE SECOND HEARING. UH, PAUL, I'M GONNA HOLD THAT ONE OVER UNTIL OCTOBER 9TH. OKAY, GOOD. THE, UH, THE CONTROLLER HAS TO GO OVER SEVEN OF THE DOCUMENTS. GREAT. [ PUBLIC COMMENT Advance signup is required. A continuous five minute limit per speaker will be strictly enforced. The clock will start when a speaker begins speaking and will not be stopped for any reason until the speaker is finished or five minutes has elapsed, whichever occurs first. Interruptions by Town Board members, the Town Clerk or the public will not be permitted. If a speaker insists on an immediate answer, should an answer be provided, it shall be part of the speaker's five minute allocation and not be interrupted. There will not be a second five minute round. Any written comments sent to PublicComment@GreenburghNY.com by 6 PM the day of the hearing will be forwarded to all Town Board members in advance of the meeting for their consideration. Written comments will not be read at the meeting unless the original author is present to do so.] NEXT WE'LL HAVE PUBLIC COMMENTS ON ANY, UM, MATTERS. UM, AND SINCE YOU FILLED OUT FILLING OUT THE CARD, WOULD YOU LIKE TO SPEAK? WELL, THIS IS, IS ANYONE BEFOREHAND? JUST WHILE, WHILE WE SORT THAT OUT, I JUST WANNA REMIND EVERYONE THE RULES OF OF PUBLIC COMMENT. PUBLIC COMMENT. THERE IS ONE ROUND FOR EVERYBODY WHO'D LIKE TO SPEAK. IT'S CONTINUOUS FIVE MINUTES. AND WE HAVE CLOCKS ON BOTH SIDES OF THE ROOM, WHICH WILL START, THEY'LL CALL YOU UP WHEN YOU BEGIN SPEAKING. AND I WOULD LIKE TO REMIND EVERYONE, UH, THAT YOU COULD SPEAK BEFORE THE TOWN BOARD ON ANY SUBJECT, BUT PERSONAL ATTACKS OF ANY KIND TOWARD ANYONE WILL NOT BE PERMITTED. THANK YOU. UM, I'M SORRY, POINT OF ORDER. UM, I DID NOT SEE THAT. UM, PAT WEEMS ALSO WANTED TO SPEAK ON THE PUBLIC HEARING AND SHE'S ONLINE. OKAY. AND I DON'T KNOW WHICH HEARING SHE WANTED TO SPEAK ON. OKAY. OKAY. WE COULD REOPEN THE HEARING THEN. OKAY. SECOND. AND WE'LL HAVE TO HAVE A MOTION ON THAT AS WELL. SHE'S NOT ONLINE. SHE'S NOT ONLINE. IS IT THE PUBLIC HEARING OR SHE WANTED TO MAKE A PUBLIC COMMENT? BOTH. OKAY. SHE'S NOT ONLINE. SHE'S NOT ONLINE. OKAY. NO, SHE'S NOT ONLINE. SHE'S NOT ONLINE. OH. SO THEN YOU GOOD. SHE CANT SPEAK. SHE'S NOT ONLINE. SO WHO'S NEXT? OKAY, SO LET'S HERE THE, HOLD ON, HOLD ON. PAUL, GO AHEAD. WHO'S NAME? IT'S BEING HELD. UH, THE OTHER HEARING IS BEING HELD OVER. CORRECT? RIGHT? YES. YEAH. UM, UH, SINCE PAT WEEM IS NOT ON ONLINE, WE NOW HAVE MURRAY BODEN FOR THE PUBLIC COMMENT. OKAY. SOMETHING GOING ON WITH THIS THING. I HAVE NOTICED SOME CHANGES [00:30:01] IN THE MEETING TONIGHT, WHICH I THINK WERE WELL DONE. I NOTICED WHEN YOU DID YOUR PRESENTATION THAT THE CLOCK WAS RUNNING FOR 10 MINUTES. I'LL TRY NOT TO GO OVER. UH, I THINK THAT WAS A GOOD CHANGE IN PROCEDURES HERE BECAUSE SOMETIMES PEOPLE RUN ON MUCH TOO LONG. I'VE LEARNED TO SPEAK IN TWO MINUTES AND THREE MINUTES OTHER MEETINGS. AND AS A STEP FORWARD FOR 30 YEARS, I WAS A MEMBER OF THE TEAM THAT WROTE THE MANUAL AND UNIFORM TRAFFIC CONTROL DEVICES. THAT'S THE MANUAL FOR ALL OF THE ROAD LINES SIGNS AND EVERYTHING ELSE. I, IN FACT, WAS ONE OF THREE PEOPLE WHO DESIGNED THE DOTTED LINE THAT DESIGNATES AN AUXILIARY LANE OR AN EXIT. AND I ALWAYS THOUGHT THAT IN ORDER TO GET IT FIXED, I WOULD JUST TELL PEOPLE ABOUT IT. AND THEN I DISCOVERED I WAS DOING IT THE WRONG WAY. THIS BOARD IS RESPONSIBLE FOR HIRING AND FIRING COMMISSIONERS. IF THE COMMISSIONER DOES NOT DO HIS JOB, IT IS THIS BOARD'S JOB TO INFORM THE COMMISSIONER. AND IF IT ISN'T PROMPTLY REPAIRED, FIRE THE COMMISSIONER AND GET A NEW ONE. THAT'S YOUR JOB, HIRE AND FIRE. AND IT HASN'T HAPPENED OFTEN ENOUGH. I'M AN EXPERT IN TRAFFIC, UH, TRAFFIC MANAGEMENT DESIGN. I HAVE NEVER BEEN INVITED TO ANY MEETING CONCERNING TRAFFIC IN THE TAMA GREENBERG. IT'S TIME THAT STOPPED. I'M WORKING WITH THE PEOPLE WHO HAVE THE DAYCARE CENTER. I THOROUGHLY ENCOURAGE THEM TO DO IT RIGHT, BUT THEY DID THE PLAN WITH A CROSSWALK THAT'S ENTIRELY UNSAFE. IT HAPPENS TO BE LEGAL, BUT NOT THE SAFEST. AND GREENBERG HAS BEEN CONSCIOUS OF MAKING CROSSWALK SAFER FOR QUITE SOME TIME. SO I WANT YOU, PAUL, TO DIRECT THE CRACK PEOPLE TO MEET WITH ME IN PERSON, ON A RECORD WITH A CAMERA, TO FIND OUT HOW WE CAN IMPROVE SAFETY AND REDUCE COSTS IN GREENBURG. I'VE BEEN TRYING TO MEET WITH YOUR TRAFFIC ENGINEER JOHN CANNING FOR YEARS. YOU HAVE IT IN YOUR RECORDS. IF YOU WANT TO LOOK UP THE EMAILS. MY REQUEST TO MEET WITH HIM, AARON SCHMIDT HAS BEEN IN CONTACT WITH HIM AND ME TO SET UP AN IN-PERSON MEETING TO FIND OUT WHAT IS THE SAFEST CROSSWALK TO BE USED IN GREENBURG IN ONE DESIGN. YES. THE CROSSWALK HE DESIGNED IS LEGAL, BUT IT'S NOT THE SAFEST. THE SAFEST CROSSWALK IS THE CROSSWALK IS USUALLY RECOGNIZED BY THE DRIVER. THE PEDESTRIAN IS STANDING STILL. HE KNOWS WHAT A CROSSWALK IS. IT'S THE DRIVER WHO HAS TO RECOGNIZE IT QUICKLY. AND THE CENTER LINE HAS TO GO ON TOP OF THE CROSSWALK, NOT UNDERNEATH IT. AND IT HAS TO EXTEND BEYOND THE CROSSWALK AND THE STOP BAR SO THAT THE DRIVER IS AWARE. THE DRIVER LIGHT TURNS GREEN, YOU'VE ALL SEEN IT. THE LIGHT TURNS GREEN. NOBODY MOVES BECAUSE THE DRIVER'S TEXTING. WHEN A DRIVER LOOKS UP, THEY HAVE TO MAKE AN INSTANT DECISION AS TO WHERE THEY'RE SUPPOSED TO GO. WE CAN INCREASE SAFETY AND CUT COSTS BY USING A DIFFERENT CROSSWALK, WHICH IS USED ONLY IN, IT'S USED THROUGHOUT NEW YORK CITY, THE STATE OF CONNECTICUT, STATE OF CALIFORNIA, AND MANY OTHER PLACES. AND IN FACT, SOME PLACES IN WESTCHESTER. BUT IT'S NOT CONSISTENT WORKING WITH THE COUNTY BOARD TO WORK WITH JOHN MCDONALD TO HAVE WESTCHESTER USE THE SAFEST MARKINGS. THIS IS THE FIRST STEP I, IN UPGRADING THE WAY WE DO OUR BOOKS AND HOW WE MAKE ROADS SAFER. THERE HAS TO BE A CONSISTENT YELLOW LINE ON THE DRIVER'S LEFT AND A WHITE LINE ON THE DRIVER'S. RIGHT. AND IN FRONT OF THE [00:35:01] SUPERMARKET WHERE IT SAYS FIRE ZONE AND IT'S THE YELLOW LINE HAS TO BE CHANGED TO WHITE BECAUSE THE TEXTING DRIVER WHO LOOKS UP CAN'T BE CONFUSED. AND THE AUTOMATIC DRIVING IS THE SAME. THANK YOU VERY MUCH. THANK YOU. THANK YOU. GOODNIGHT, BARBARA. GOODNIGHT. HAVING TROUBLE REMEMBERING ANYTHING, RIA, SAGE. UM, I FIRST WANT TO THANK YOU GUYS FOR HAVING ME, AND I JUST WANT TO TALK A LITTLE BIT ABOUT MYSELF AND MY EXPERIENCE. SO MY NAME IS SEBASTIAN'S AGE, AND WHEN I WAS 10 OR 11, I WAS HIT BY A CAR ON TAXI ROAD. AND IT TOOK AROUND ONE AND A HALF YEARS TO FULLY RECOVER. AND I HAVE NOT BEEN THE FIRST ONE TO BE HIT BY A CAR. PEOPLE HAVE DIED AND IT'S BEEN LIKE KIDS, UH, MIDDLE-AGED PEOPLE, OLD PEOPLE, ALL SORTS OF PEOPLE. AND IT'S A SUPER, IT'S A SUPER DANGEROUS AREA. MANY KIDS LIVE THERE. AND I THINK IT'S CRUCIAL TO HAVE A SIDEWALK INSTALLED BECAUSE THERE ARE MANY BLIND SPOTS. AND AT NIGHT IT'S LIKE IMPOSSIBLE TO SEE. UM, BECAUSE THERE'S SO MANY KIDS THERE. IT'S DIFFICULT FOR KIDS TO LIKE HAVE A NORMAL LIFE OF A CHILD. UH, FOR EXAMPLE, I'M NOT, UH, I, IT'S, I CAN'T RIDE A BIKE IN MY AREA 'CAUSE IT'S SO DANGEROUS AND A BUNCH OF OTHER KIDS CAN'T EITHER. AND I WANT TO MAKE SURE THAT WHAT HAPPENED TO WHAT HAPPENED TO ME DOESN'T HAPPEN TO OTHER PEOPLE. AND I THINK KIDS SHOULD BE ABLE TO BE KIDS AND HAVE TO WORRY ABOUT THIS STUFF GROWING UP. SO I THINK GETTING A SIDEWALK INSTALL ON TAXI ROAD IS A FIRST STEP IN THE BIG STEP TO MAKING THE NEIGHBORHOOD A SAFER PLACE WHERE PEOPLE CAN ENJOY THEMSELVES MORE WHILE NOT HAVING TO WORRY ABOUT THE DANGERS OF CARS. AND THANK YOU. YEAH. THANK YOU. YEAH. YOU'RE DOING OKAY NOW? YEAH. AND I JUST WANNA MENTION THAT ON TODAY'S AGENDA, WE'RE GONNA BE, UM, APPROVING BONDS AND THE BONDS THAT WE APPROVE INCLUDE, UH, FUNDING FOR, UH, THE SIDEWALK ON TAX OR, UM, MURRAY UNIT ROAD. UM, SO, UM, SO, YOU KNOW, I'M REALLY THRILLED THAT YOU, UM, TOOK THE TIME OUT OF YOUR SCHEDULE TO JOIN US TODAY BECAUSE, UM, YOU KNOW, WHEN YOU WROTE TO ME A COUPLE MONTHS AGO, UM, YOU KNOW, I I THINK THAT IT'S REALLY IMPORTANT FOR PEOPLE TO SEE THAT WHEN WE SAY WE'RE BUILDING SIDEWALKS AND SPENDING MONEY, THAT THERE'S, THERE'S A REAL NEED AND YOUR STORY, YOU KNOW, HIGHLIGHTS THE IMPORTANCE OF CONTINUING TO MAKE GREENBERG MORE PEDESTRIAN, UM, FRIENDLY. I KNOW THAT, UH, I DID SPEAK TO THE COMMISSIONER, UH, PLANTING, UM, UH, TODAY AND YESTERDAY, GAR CAIN, AND I KNOW THEY'RE CURRENTLY DESIGNING THE SIDEWALK ON TAXER. SO THE GOAL WOULD BE TO EITHER, SOMETIMES IT TAKES A LITTLE LONGER TO BUILD THAN, YOU KNOW, YOU ANTICIPATE, BUT WE'RE, WE'RE HOPING THAT THE CONSTRUCTION COULD BE TOWARDS THE END OF NEXT YEAR. UM, BUT IF WE CAN'T GET IT TOWARDS THE END OF NEXT YEAR, IT WOULD DEFINITELY BE THE FOLLOWING YEAR. BUT THE FUNDING IS IN PLACE AND WE'RE GONNA REALLY WORK VERY, VERY HARD TO SEE IF WE COULD MAKE IT HAPPEN, YOU KNOW, NEXT YEAR. AND, YOU KNOW, WE WILL INVITE YOU TO, UM, UM, CUT THE RIBBON BECAUSE, YOU KNOW, I THINK YOU REALLY, THIS IS REALLY, YOU KNOW, WHAT YOU DID IS YOU REALLY SENT A, A POWERFUL MESSAGE THAT WHAT WE'RE DOING ABOUT SIDEWALKS AND PEDESTRIAN SAFETY IS REALLY, YOU KNOW, WORTHWHILE. SO THANK YOU SO MUCH FOR ATTENDING, UM, THIS MEETING. YEAH. THANK YOU FOR BEING SO BRAVE AND SHARING YOUR STORY. YEAH, I MEAN THAT, THAT IS REALLY HELPFUL. AND I MEAN, IT'S NOT EASY JUST TO SHARE SOMETHING TRAGIC THAT HAS HAPPENED TO YOU, BUT THANK YOU FOR TAKING THE LEAD AND TO MAKE SURE THAT SAFETY, THAT YOU ARE TAKING THAT INITIATIVE TO MAKE SURE THAT YOUR AREA WHERE YOU LIVE IS [00:40:01] SAFE AND JUST BEING BRIEF. IT'S JUST, I JUST WANNA SAY THANK YOU FOR THAT. YEAH, I'M ON THAT ROAD A LOT AND I TOTALLY UNDERSTAND WHAT YOU'RE TALKING ABOUT. IT'S TWISTY, IT'S NARROW LANES, IT'S REALLY HARD TO BE A PEDESTRIAN OR THERE'S PARKS OFF OF THAT ROAD THAT PEOPLE GO. SO IT'S A, IT IS DEFINITELY, UH, A PLACE WHERE SIDEWALKS ARE NEEDED AND THERE ARE A LOT OF YOUNG FAMILIES AND KIDS THAT LIVE IN THE AREA. SO WE'RE GONNA DO EVERYTHING WE CAN. RIGHT. AND AGAIN, GARRETT'S WORKING ON IT AND RICH FINE'S WORKING ON IT, AND WE WILL NOW SHOW THEM THIS, UH, VIDEO AND HOPEFULLY THEY'LL, UM, THEY'LL WORK REALLY OVER TIME TO MAKE SURE IT HAPPENS QUICKER, SOONER RATHER THAN LATER. YEAH. YEAH. IT'S IMPORTANT TO REALIZE, YOU KNOW, WE MAY SAY IT'S GONNA BE DONE THE END OF NEXT YEAR. THERE'S A SIGNIFICANT AMOUNT OF ENGINEERING THAT GOES INTO PUTTING IN A SAFE SIDEWALK. IT'S EASY TO JUST TO THROW DOWN SOME MCCADA OR, BUT THAT'S NOT GONNA MAKE IT SAFE. AND SO, YOU KNOW, WE JUST DID, UM, HILL ROAD AND, AND THE AMOUNT OF ENGINEERING THAT WAS NEEDED THERE, WHERE CURVES ACTUALLY HAD TO BE STRAIGHTENED AND, AND IF IT COMES TO THAT TO MAKE IT SAFE ON TEXTER, OBVIOUSLY THAT'S GOING TO BE SOMETHING THAT WE HAVE TO ADDRESS. WE'RE COMMITTED TO DOING IT. IT'S JUST, I DON'T WANT YOU TO SAY AT THE END OF NEXT YEAR, BUT YOU PROMISED BECAUSE WE CAN'T, BECAUSE WE HAVE TO ACTUALLY SEE WHAT'S UNDERGROUND, WHAT UTILITIES ARE UNDERGROUND, WHAT CAN BE MOVED, WHAT WOULD TAKE REQUIRE A POTENTIAL TAKING OF PROPERTY FROM THERE IN ORDER TO MAKE IT SAFE. BUT ALL OF THAT'S IN THE WORKS NOW AND IT'S JUST, IT'S JUST A DELIGHT THAT YOU CAME UP. AS TRAGIC AS YOUR STORY IS FOR YOU TO GET UP AND TELL, THAT WILL HELP SO MANY OTHER PEOPLE MAYBE TO DO THE SAME ON THEIR ROADS. SO THANK YOU SO MUCH. AND WE'VE DONE THANK YOU, I THINK ABOUT 12 MILES OF NEW SIDEWALKS IN THE PAST SIX OR SEVEN YEARS. UM, YOU KNOW, NEXT YEAR WE'RE ALSO GONNA BE DOING, WE, IF YOU GO OUTSIDE THE BUILDING, YOU CAN SEE HILLSIDE AVENUE THAT THAT SIDEWALK'S ALMOST COMPLETE. WE, AS FRANCIS SAID, YOU KNOW, WE DID, UM, JUNIPER HILL THIS YEAR. UH, WE'RE GONNA BE DOING DOS FERRY ROAD NEXT YEAR, UM, AND TAXER, HOPEFULLY. AND THEN THE BIG ONE IS WEST HARTSDALE AVENUE, UM, FROM CENTRAL AVENUE ALL THE WAY TO THE LIBRARY. AND THE COUNTY MAY CONTINUE IT TO THE COMMUNITY COLLEGE ON NORWOOD ROAD, SO PEOPLE WILL BE ABLE TO WALK FROM THE HEART SALE TRAIN STATION, UH, TO THE COMMUNITY COLLEGE. UM, AND THEN WE'RE ALSO LOOKING AT, UM, A NEW SIDEWALK ON OLD ARMY ROAD, UM, IN EDGEMONT. AND ANOTHER, UM, MAJOR SIDEWALK, UH, WHICH I THINK IS GONNA BE REALLY EXCITING IS UP FORT HILL ROAD FROM UNDERHILL TO, UM, TO LONGVIEW BECAUSE THAT'S AN AREA THAT IF WE COULD CREATE A SIDEWALK THERE, IT WILL OPEN UP, UM, MAKE IT SO MUCH EASIER FOR PEDESTRIANS TO GO TO THE BUS STOPS TO GO TO SCHOOL SAFELY. SO THAT'S, THAT'S A PRIORITY. AND GARAGE KING'S BEEN WORKING LIKE OVERTIME, WEEKENDS, HOLIDAYS, NIGHT TIMES, UM, TRYING TO GET, UM, A PATH FROM, UM, THE MAR CUOMO BRIDGE, UH, TO THE SOUTH AND NORTH COUNTY TRAIL. UH, SO PEOPLE WILL BE ABLE TO BIKE OR WALK FROM THE BRONX ALL THE WAY TO ROCKLAND. UM, AND, AND ALSO NO IDEA, IS GARY'S PART OF THE STATE PART? I DIDN'T UNDERSTAND WHY YOU A GREAT, I THOUGHT THAT WAS A COUNTY PROJECT. THAT'S WHY I WE'RE WORKING ON, HE'S A, WORKING ON GETTING A GRANT AND FROM THE NORTH COUNTY TRAIL, IT'S ACTUALLY NOW THE WESTCHESTER COUNTY TRAIL NAME FOR ANDREW RO OR ANDREW ROE. MM-HMM. RIGHT. BOTH THE, BOTH THE NORTH AND SOUTH COUNTY TRAIL. YEAH. SO AS WE WRAP UP, JUST REALLY QUICKLY, I JUST WANNA LET YOU KNOW, UM, OUR STAFFERS ALWAYS LISTENING OUR COMMISSIONS JUST TO MAKE SURE THAT IF THERE'S ANYTHING THAT THEY NEED TO DO BEFORE WE CONTACT THEM. AND SO THE COMMISSIONER FOND JUST TEXT FRANCIS, UH, COMMISSIONER, WHAT'S YOUR NAME? . UH, COUNCILMAN. COUNCILMAN? YES. COUNCILMAN. SHE , EXCUSE ME FOR THAT, BUT COUNCILMAN SHE THAT THERE'S A SURVEY THAT'S, THAT'S BEING COMPLETED NOW. SO WE ARE, SO WE'RE ON THE PROCESS OF LOOKING AT THAT. SO THIS ISN'T WORK, SO I JUST WANTED TO RELAY THAT TO YOU. GREAT. TERRIFIC. ANYBODY ELSE LIKE TO SPEAK? NO, THAT'S THE END THE LIST. THAT'S IT. ANYBODY ON ZOOM? OKAY. OKAY. I JUST WANT TO MENTION TWO THINGS. LEMME JUST CHECK, SEE ZOOM, MAKE SURE ANYBODY ELSE CAN ZOOM. NO. OKAY. HERE, JUST TWO THINGS THAT, UM, I JUST WANT TO REMIND EVERYBODY. THIS SATURDAY, UH, THE PUBLIC WORKS DEPARTMENT IS HAVING A RECYCLING DAY AND THEY'LL, THEY'LL BE, UM, THE SHREDDER, UH, UH, THE SHREDDER WILL BE AT THE HIGHWAY GARAGE, UH, SATURDAY MORNING AND PEOPLE COULD, [00:45:01] UM, RECYCLE, UM, YOU KNOW, A LOT OF THINGS AND BRING IT TO THE HIGHWAY GARAGE. UM, YOU KNOW, SATURDAY UNTIL TWO, 2:00 PM WE'VE DONE THIS IN THE PAST AND, YOU KNOW, I THINK IT'S GONNA BE, UM, VERY SUCCESSFUL. AND WE HAVE INFORMATION ON THE WEBSITE. WHAT, WHAT ARE THE TIMES? I THINK IT'S UH, NINE TO NINE TO TWO 12 IS THE, UH, YOU KNOW, THE SHREDDING, THE SHREDDING AND NINE TO TWO IS, UM, THE RECYCLING. AND I THINK IT'S E-WASTE OLD BOOKS, UM, YOU KNOW, THE TYPES OF THINGS, BATTERIES, UM, YOU KNOW, IT'S A REALLY GREAT SERVICE THAT, THAT THEY'RE DOING. AND FINALLY, UH, NEXT WEDNESDAY AT 7:30 PM METAL METAL WHAT? I'M SORRY, COMMISSIONER FOND IS LISTENING AGAIN AND HE ALSO WANTED TO LET US KNOW THAT METAL'S INCLUDED IN THE, UM, FOR RECYCLING. OKAY, THAT'S, IS THAT, IS THAT POSTED? YEAH, POSTED ON THE WEBSITE. SO IF YOU WANT TO KNOW WHETHER THE MATERIALS THAT YOU HAVE ARE COMPLY WITH WHAT CAN BE RECYCLED, YOU CAN LOOK THERE. GREAT. AND THEN THE LAST THING I WANTED TO MENTION THAT I FORGOT WAS, UM, NEXT WEDNESDAY THE 18TH, THERE'LL BE A PUBLIC HEARING ON THE SUFFICIENCY OF THE PROPOSED EDGEMONT AND CORPORATION, UM, PETITION BY THE LAW. UM, AFTER A PETITION TO INCORPORATE A COMMUNITY AS A VILLAGE, UM, IS PRESENTED, UM, I HAVE TO, UM, HOLD A PUBLIC HEARING, UM, AND HERE ONLY, UH, OBJECTIONS. RIGHT. UM, AT THE HEARING IT'S, THERE'S A STATE LAW THAT GOVERNS WHAT COULD BE SAID AT THE HEARING, AND THAT IS CORRECT HEAR OBJECTIONS. SO IT'S SEVEN 30, UM, NEXT WEDNESDAY. AND WE WOULD PREFER GETTING THE OBJECTIONS IN WRITING. WE MUST RECEIVE THE OBJECTIONS IN WRITING ACCORDING TO THE VILLAGE LAW. UM, YOU COULD ALSO COME OUT AND SPEAK AT THAT HEARING IF YOU WOULD LIKE. HOWEVER, YOU DON'T HAVE TO SPEAK. YOU CAN INSTEAD, UH, DROP THE WRITINGS OFF BEFOREHAND OR DURING THE HEARING. AND I JUST WANNA REMIND EVERYONE THAT THE HEARING WAS OPENED ON AUGUST 30TH AND POSTPONED IN, UH, EXCUSE ME, ADJOURNED UNTIL SEPTEMBER 18TH AT SEVEN 30. SO CAN I JUST ASK YOU A QUESTION? IF, UM, SOMEBODY BETWEEN NOW AND SEPTEMBER 18TH WANTS TO DROP OFF OBJECTIONS, THEY THEY MAY DO THAT? YES. AND WHO WOULD THEY TO WHERE? GIVE IT TO 'EM. THEY SHOULD DROP IT OFF WITH THE SUPERVISOR. OKAY. SO YOUR OFFICE. OKAY, THAT'S FINE. OKAY. NEXT. UM, I, I WOULD SUGGEST THEY GET A RECEIPT IF THEY DO, YEAH, MAYBE HAVE A RECEIPT SO THAT THIS WAY IS STAMPED. COPY BACK PERHAPS STAMPED, STAMPED COPY BACK. MM-HMM, . OKAY. OKAY, SO, SO HOLD ON. SO ARE THEY MAKING A TWO COPIES? SO WE'RE KEEPING ONE AND THEN THEY'RE GETTING A STAMP COPY TO SAY THAT THEY, THEY RECEIVED A COPY FOR BEST PRACTICE. THAT MAKES SENSE. YOU DON'T HAVE TO DO THAT ACCORDING TO THE VILLAGE LAW, BUT TO HAVE PROOF THAT YOU SUBMITTED IT. YES. IT WOULD BE NICE TO RECEIVE A STAMP COPY OF THAT. OKAY. SO IF, OR WE, WE COULD ALSO MAKE COPIES AS WELL IF SOMEONE FORGETS AND ASSET AT THE MOMENT. OKAY. THANK YOU FOR THAT. OKAY, NEXT.
