I MOVED INTO DALE TO RAISE MY FAMILY BECAUSE IT IS A GREAT COMMUNITY AND I WANTED TO REMAIN SO I RISE IN A POSITION TO THE SUCCESSION OF EDGEMONT, SOMETHING THAT IS ONLY POSSIBLE THANKS TO A SERIES OF LEGISLATION CONCEIVED AND PASSED BY OUR CURRENT REPRESENTATIVE IN ALBANY. BECAUSE IT IS NOT IN THE BEST INTEREST OF THE MAJORITY OF FAMILIES IN GREENBURG, AND IT IS NOT MORALLY THE RIGHT THING TO DO. I HAVE PERSONAL EXPERIENCE WITH A SOMEWHAT SITUATION IN MY FORMER OWN COUNTRY OF ITALY AS AN ELECTED OFFICIAL WORKING WITH THE ITALIAN PARLIAMENT, REPRESENTING THE ITALIAN CONSTITUENTS OF NEW YORK, NEW JERSEY, CONNECTICUT. IN BERMUDA, THERE WAS AN ATTEMPT THEY ASKED FOR BY THE WEALTHY NORTHERN REGION WHO WISHED TO SECEDE AND LEAVE BEHIND THE MOSTLY MIDDLE AND WORKING CLASS PEOPLE OF THE SOUTH. THAT RESULTS WOULD HAVE BEING DISASTER WITH THE DAMAGE IMPACTING GENERATIONAL FAMILIES. FORTUNATELY, THE EFFORT WAS DEFEATED. IF EDGEMONT WERE TO SECEDE. IT WILL LEAVE AN UNFAIR BURDEN ON A LARGER GROUP OF MIDDLE CLASS PEOPLE TO TRY TO MAINTAIN A FAIR, WELCOMING AND VERY DIVERSE COMMUNITY. WHEN A MAJOR CHANGE IN THE MUNICIPAL LANDSCAPE IS PROPOSED, WE MUST LOOK AT THE FISCAL IMPACT ON THE TOWN INVOLVED, AS WELL AS THE SUSTAINABILITY OF THE CRUCIAL MUNICIPAL SERVICES HERE. CLEARLY, SECESSION WILL BE A VERY BAD THING. EVERYONE WITHIN THE SOUND OF OUR VOICES ALREADY PAYS HIGH TAXES. SO I SUBMIT THE EXPONENTIAL INCREASE IN TAXES IS RECENT ENOUGH TO STOP THIS ILL-CONCEIVED ENDEAVOR IN TERMS IN TERMS OF MUNICIPAL SERVICES. THE WOMAN AND MAN WERE PART OF OUR POLICE, FIRE AND SANITATION DEPARTMENTS THAT ALREADY AMONG THE BRAVEST AND HARDEST WORKING PEOPLE IN WESTCHESTER TO STRETCH THEM EVEN FURTHER WITH FEWER RESOURCES AT THEIR DISPOSAL WILL BE MADNESS. IN ADDITION, ONE OF THE JEWELS OF GREENBERG'S UNINCORPORATED AREA IS A STELLAR PARK SYSTEM. BY STATUTE, THE RECREATION SYSTEM IS ONLY AVAILABLE TO RESIDENTS OF THE UNINCORPORATED AREAS. IF EDGEMONT WERE TO SUCCEED, THAT WILL BE AT LEAST 8,000 FEWER PEOPLE USING THE RECREATION SYSTEM AND PAYING TAXES TO SUPPORT IT. AMONG THIS SCENARIO WILL BE THE HISTORIC FAIRVIEW CENTER, MEANING A TERRIBLY UNFAIR, CRUEL IMPACT ON HUNDREDS OF MINORITY FAMILIES WHO RELY ON THE PROGRAMS AND SERVICES OFFERED THERE. AT SOME POINT, DUE TO THE POTENTIAL TAX DISASTER IN THE UNINCORPORATED PART OF TOWN, THE TOWN BOARD MAY FIND THEMSELVES IN DIRE FINANCIAL TRADES, WHICH MAY LEAVE THEM NO CHOICE BUT TO SELL OR PARKS OR CHANGE THE OLD LAWS THAT THE VILLAGES CAN USE AND MUST CONTRIBUTE TO THE PARK SYSTEM. IN TERMS OF THE PROCEDURAL REQUIREMENTS FOR THIS ILL CONCEIVED ENDEAVOR, I BELIEVE THE MERITS OF THE PETITION TO BE ENGRAVE QUESTION. IN DECEMBER OF 2023, GOVERNOR LES SIGNED A NEW LAW STREAMING STREAMLINING VILLAGE IN CORPORATION PETITIONS A SIGNIFICANT IMPROVEMENT OVER A NEARLY CENTURY OLD STATUTE. THE NEW LAW RECOGNIZED THE IMPACT OF INCORPORATION ON BOTH THE PROPOSED VILLAGE AND THE REMAINING TOWN, REMOVING THE BURDEN FROM THE TOWN SUPERVISOR WHO PREVIOUSLY HAD TO VALIDATE PETITIONS, POTENTIALLY CONFLICTING WITH COMMUNITY INTEREST. NOW, AN INDEPENDENT PANEL APPOINTED BY STATE OFFICIALS WILL OVERSEE THE PROCESS, WHICH INCLUDES A REQUIRED IMPACT STUDY. HOWEVER, A POLITICAL DEAL ACCEPTED A SMALL GROUP IN EDGEMONT FROM THIS LAW FOR 16 YEARS, ALLOWING THEM TO BYPASS UPDATED IMPACT STUDIES. THIS EXEMPTION DISADVANTAGES AFFECTED BY INCORPORATION AND RACES, CONCERN ABOUT CONSTITUTIONAL FURNACE FAIRNESS. I OPPOSE THE APPROVAL OF THIS PETITION AND ADVOCATE FOR CONSISTENT APPLICATION OF THE NEW LAW ACROSS THE STATE. FINALLY, AND MOST PROFOUNDLY GIVEN THE RESPECTIVE DEMOGRAPHICS OF A POSTESS EDGEMONT AND UNINCORPORATED GREENBERG, IT IS MY UNDERSTANDING THAT ONCE ALL THE DUE DILIGENCE [00:15:01] HAS BEEN PERFORMED ON THE LEGALITIES OF THIS MOVEMENT, THE RESULTS OF A SEC SUCCESSION BY EDGEMONT COULD BE VERY WELL BE IN VIOLATION OF STATE AND FEDERAL CIVIL RIGHTS LAWS. I WITNESSED AS RESIDENTS OF EDGEMONT OVER A PERIOD OF TIME OBJECTED TO THAT PROPOSAL. AND SOME OF THE EXCUSES WERE THAT AFFORDABLE HOUSING WOULD IMPACT OR ADVERSELY IMPACT OUR, UM, UH, VALUE PROPERTY VALUES. UM, WE, YOU KNOW, THE, THE PEOPLE WHO WOULD BE LIVING IN THESE AFFORDABLE UNITS, UM, WOULD NOT CONTRIBUTE TO THE SCHOOL TAXES. WELL, YOU KNOW, BACK IN, UH, LATE 18 HUNDREDS, AN AFRICAN AMERICAN MAN BY THE LAST NAME OF STEWART BOUGHT 2.5 ACRES OF LAND IN EDGEMONT, AND HE ALSO WENT INTO PARTNERSHIP WITH A CAUCASIAN RESIDENT TO OWN A DAIRY FARM. AND THE GREENVILLE FIRE DEPARTMENT AT THAT TIME REVISED THEIR, THEIR RULES AND LAWS, AND A ADMITTED ALLOWED THAT GENTLEMAN TO BECOME A VOLUNTEER FIRE DEPARTMENT MEMBER. THEN, UH, AROUND THE 9 19 32, A VERY WEALTHY AFRICAN AMERICAN GENTLEMAN AND HIS WIFE BOUGHT PROPERTY AND BUILT A HOUSE IN EDGEMONT AND A RESIDENT, A RESIDENT FILED SUIT AGAINST THEM AND WON BECAUSE AT THAT TIME IN AMERICA, WE HAD THESE, UH, OR THE, THESE LAWS THAT, UM, THAT SAID, YOU, YOU HAVE TO BE OF A CERTAIN STATUS TO LIVE IN, UM, IN, IN THESE, UH, YOU KNOW, IN CERTAIN COMMUNITIES. AND HE LOST THAT HOUSE AND HE LOST THAT PROPERTY. NOW, LADIES AND GENTLEMEN, WE [00:20:01] ONLY HAVE EIGHT YEARS TO 2032. ARE WE STILL THERE A HUNDRED YEARS AGO? OR ARE WE OF A MINDSET OF MOVING FORWARD AND ALLOWING FOR FAIRNESS IN HOUSING IN GREENBURG EQUITY EQUALITY? OR ARE WE STILL ABOUT CREATING EXCUSES AS TO WHY WE DO NOT WANT TO EXPAND DIVERSITY? WE HAVE TO LOOK AT THE REAL, YOU KNOW, I'M NOT EVEN GONNA CALL IT THE WHITE ELEPHANT IN THE ROOM. IT'S THE BLACK ELEPHANT IN THE ROOM. IT'S ABOUT NOT WANTING A CERTAIN GROUP OF PEOPLE WHO REPRESENT DIVERSITY IN CERTAIN COMMUNITIES AROUND OUR TOWN. AND IT'S NOT JUST OUR TOWN, IT'S OUR STATE. IT'S OUR COUNTRY. THAT'S WHAT THE PRESIDENTIAL ARGUMENTS ARE ALL ABOUT. AND SO I JUST SAY THAT I AM, UM, IN OPPOSITION TO THIS PETITION BE BECAUSE I FEEL THAT THE REAL HIDDEN REASONS, THE UNSPOKEN REASONS, THE REASONS THAT PEOPLE DON'T HAVE THE COURAGE OR THE BACKBONE TO COME FORWARD AND TALK ABOUT ARE REASONS IN THE SHADOWS OF SYSTEMIC RACISM AND OUR LEGISLATORS IN PASSING LAWS THAT ALLOW FOR THIS PARTICULAR COMMUNITY IN GREENBURG OUT OF ALL COMMUNITIES IN THE STATE OF NEW YORK, TO HAVE THE KIND OF PRIVILEGE THAT WAS GRANTED THROUGH THE LEGISLATION, GIVING THEM THE OPPORTUNITY TO DRAG THIS OUT FOR 16 YEARS. IT'S ABOUT SUPREMACY AND PRIVILEGE. AND, AND EDGEMONT IS A PART OF THE TOWN OF GREENBURG. IF THEY TRULY EMBRACE THE IMPORTANCE OF EDUCATION, EXPOSURE, DIVERSITY OF CHILDREN IN OUR TOWN, THEY WILL NOT SUPPORT AN ACTION THAT WOULD WITHDRAW RESOURCES FROM VERY, FROM PARTS OF OUR TOWN THAT ARE IN CRITICAL NEED OF THE ONGOING UNIVERSAL RESOURCES OF OUR TOWN.
