I DON'T HAVE [00:00:01] ONE. OH, WAIT, WAIT. PAUL, YOU CAN GET STARTED. [ TOWN OF GREENBURGH OFFICE OF THE TOWN BOARD 177 Hillside Avenue, Greenburgh, NY 10607 Tel: 914-989-1525 Fax: 914-993-1541 Email: JDudek@Greenburghny.com https://ny-greenburgh.civicplus.com/485/Watch-Live-Board-Meetings] WE'RE, I'M HERE. OKAY. WELCOME TO TARA TOWN BOARD. UH, YOU KNOW, WORK SESSION TODAY IS SEPTEMBER 25TH AT 24TH. I'M SORRY. AND THE FIRST ITEM IS THE AGENDA REVIEW. AND IS THERE ANY, UH, COMMENTS ABOUT ANYTHING ON THE AGENDA? SO, OKAY. I HAVE ONE TB FOUR RELU RESOLUTION AUTHORIZING THE SUPERVISOR TO EXECUTE A RENEWAL AGREEMENT WITH NONE ATTACKS. UM, WE'RE VERY CLOSE TO HAVING AN AGREEMENT FINALIZED, HOWEVER, WE DON'T HAVE THE EXACT WORDING OF ONE PROVISION, UNFORTUNATELY. UM, SO I DID SPEAK TO THE ATTORNEY THAT REPRESENTS NONE ATTACKS AND, UH, I SUGGEST WE HOLD IT OVER FOR ONE ADDITIONAL MEETING AND HOPEFULLY WE COULD HAVE THAT WORDING FULLY RESOLVED BY THE OCTOBER MEETING. OKAY. UM, DO YOU NEED US ALL TO AGREE ON THAT IN A FORMAL WAY? INFORMAL IS FINE. INFORMAL IS IF, IF ANYONE HAS ANY OBJECTION TO THAT, JUST ONE ITEM THAT WE'RE TRYING TO WORK OUT. AGREED. OKAY. OKAY. I'LL NOTIFY JOAN. OKAY. OKAY. THANK YOU. UM, YOU KNOW, AS RICH HERE, I'M JUST SORT OF WONDERING, WE SEE HAVE A RESOLUTION RELATING TO THE FEMA, UM, YOU KNOW, HAS A, UM, MITIGATION GRANT. AND I'M JUST WONDERING, RELATING TO BA COURT AND TO SOME RESIDENTS OF BA COURT, WHICH ONE ARE YOU TALKING TO? TV TWO? I'M NOT, YOU KNOW, CRITICAL OF IT. I JUST, DID YOU TALK TO HIM? DID YOU TALK TO HIM ALREADY? NO, I WAS JUST, I JUST, UH, THOUGHT THAT THE PUBLIC MIGHT WANT TO, UM, HEAR SORT OF LIKE A LITTLE BIT ABOUT THE RESOLUTION, YOU KNOW, SINCE THIS IS SOMETHING THAT WE'VE BEEN, WORK, EVERYBODY'S BEEN WORKING ON AND YOU KNOW, SOME OF THE RESIDENTS WOULD LIKE UPDATES ON, YOU KNOW, WHAT'S HAPPENING WITH THE BT COURT? WELL, WE'VE BEEN SENDING NOTICES OUT, SO YEAH, BUT I'M JUST SAYING, YOU KNOW, MAYBE. HI, CAN YOU, ARE YOU IN THE BUILDING? OKAY. CAN YOU, CAN YOU JOIN US ONLINE PLEASE? ARE YOU ON ZOOM? OKAY. SO UNFORTUNATELY, I JUST REALIZED WE DON'T HAVE OUR ZOOM COMPUTER HERE, SO, UM, LET ME SEE IF, UM, TERRANCE, TERRANCE, CAN YOU SEE IF TERRANCE CAN, I DON'T KNOW HOW HOW THAT'S GONNA WORK. IF TERRANCE, CAN YOU PUT NOT SET UP A ZOOM TODAY FOR THE NO WORRIES. IT DOESN'T REALLY MATTER. ARE YOU HERE, ARE YOU IN THE BUILDING? SORRY. OKAY. CAN YOU GUYS COME DOWNSTAIRS JUST FOR A FEW MINUTES? CAN YOU COME DOWNSTAIRS? UM, THE SUPERVISOR WANTS AN UPDATE ON THE FEMA TB TWO FOR THE BABA COURT. IF YOU HAVE ANY UPDATES ON THAT, PLEASE. WHY IS THIS 2020? DO YOU HAVE ANY, DO YOU HAVE ANY? WHAT'S THE TYPO? OH, MAYBE IT'S, YOU'RE NOT, OKAY, YOU'RE NOT PREPARED. LET'S ASK. OKAY, GO. WELL, WHILE WE'RE WAITING, I HAVE A QUESTION ABOUT TB ONE. IS THIS A RETROACTIVE? YES. OKAY. THANK YOU. OKAY. YEP. MM-HMM. . YEP. SO DOES SHE, SO THIS IS FOR THE RFP, JUST AS THAT WOULD BE GOING ON. YOU KNOW, THE OTHER THING IS, UH, IF RICH WANTS TO DO LIKE A, A THREE MINUTE PRESENTATION TOMORROW AT THE REGULAR MEETING AND JUST SAY, I JUST WANNA GIVE YOU AN UPDATE. THIS IS ON THE AGENDA. I THINK THIS IS WHERE WE ARE. THAT'S FINE WITH ME TOO. THAT'S PROBABLY A GOOD IDEA BECAUSE MORE PEOPLE WILL BE WATCHING. I DON'T HAVE ANY CONCERNS ABOUT THE RESOLUTION IN MY, I BASICALLY JUST WANTED LIKE A LITTLE UPDATE THAT, AND THEN I COULD SHARE THE LINK TO, UH, WITH RESIDENTS WHO LIVE ON BABBITT COURT. THAT'S, THAT WAS MY ONLY REASON TO BRING THIS UP. HUH? SO WE'LL DO IT TOMORROW. NO, THIS IS, SO WITH TB TWO IS JUST, I JUST WANTED TO GET CLARIFICATION. THIS IS JUST TO AUTHORIZE THE CONTRACT SO IT WOULD GO OUT. SO IT, AND THAT, AND THEN IF YOU LOOK AT THE RESOLUTION, IT OUTLINES THE COST AND WHAT THE COST AND EVERYTHING'S GOING TO BE THE ALLOCATION OF THAT. SO, OKAY. OKAY. OKAY. SO THIS TB TWO, THERE WAS A QUESTION ON TB TWO. UM, THIS IS TO AUTHORIZE THE CONTRACT AND THE RESOLUTION. YOU WILL SEE WHAT THE COST ALLOCATIONS ARE GOING TO BE AND WHAT THE COST IS TO THIS PROJECT. OKAY. AND THEN WE'LL SCHEDULE A MEETING WITH, UM, THE RESIDENTS. UM, WHEN WE HAVE MORE INFORMATION, WHEN WE HAVE, WHEN WE HAVE A CONCRETE SCHEDULE AND STUFF, THAT'S WHAT WE COMMUNICATED TO THE RESIDENTS, RIGHT? SO THERE IS, UM, I'M WAITING TO GET ANOTHER MOMENT OF SILENCE. WE LOST TONY LOPEZ. UM, DO YOU REMEMBER TONY? DO YOU REMEMBER TONY LOPEZ? OKAY. TONY LOPEZ. HE WAS VERY MUCH INVOLVED IN COMMUNITY. LISA, I DON'T KNOW IF YOU REMEMBER TONY LOPEZ. HE DID A LOT WITH THE COMMUNITY CENTER. HE WAS A BASKETBALL PLAYED, HE, UM, DID REALTY WORK, BUT HE WAS REALLY INVOLVED IN THE COMMUNITY. A LOT OF WORK [00:05:01] AT TDYC. SO I'M TRYING TO GET MORE INFORMATION ON, ON HIM. SO I WANT TO PUT THAT AS A PLACEHOLDER FOR HIM AND AS TONY LOPEZ. UM, THAT WAS THE ONLY THING I HAD. THIS WAS THAT. YEP. UM, CASE QUESTION. GARETH, DO YOU WANT TO MENTION CD ONE? THAT'S THE, UH, SMART, UH, GROWTH ZONING GRANT CORNERS? SURE. GOOD EVENING. BOARD MEMBERS. UM, CD ONE IS A RESOLUTION, UH, AUTHORIZING, ACCEPTING THE GRANT FROM DEPARTMENT OF STATE FOR THE FOUR CORNERS, UH, REDEVELOPMENT PLAN. AND THAT'S RELATED TO THE REZONING EFFORTS THAT ARE GONNA FOLLOW THEREAFTER AND AUTHORIZES THE EXECUTION OF A RELATED MASTER AGREEMENT. SO WE'VE GOT THE, UH, AGREEMENT BETWEEN THE TOWN AND THE STATE FOR THE GRANT. IT'S ALL GOOD NEWS. UM, $135,000 GRANT, $15,000 TOWN MATCH, $150,000 BUDGET. UM, SO WE'VE GOT THAT ON FOR APPROVAL FOR YOUR APPROVAL. AND THEN CD TWO IS RELATED. AND, UM, AS I BELIEVE THE BOARD'S AWARE, UM, THE NEXT STEPS WILL BE TO, UH, FORMULATE A STEERING COMMITTEE THAT WILL HELP OVERSEE THE, UH, IMPLEMENTATION OF THAT GRANT. SO, UH, CD TWO IS A RESOLUTION AUTHORIZING THE FORMATION OF A FOUR CORNER STEERING COMMITTEE. AND, UH, LOOK FORWARD TO WORKING WITH THOSE STEERING COMMITTEE MEMBERS. WE'VE MADE SURE THAT, UM, EACH OF THE MEMBERS THAT ARE LISTED HAVE COMPLETED THEIR TRAINING. I THINK THERE'S, UH, MAYBE ONE TRAINING TO BE DONE, SO WE'LL MAKE SURE THAT THAT HAPPENS BY TOMORROW. I HAVE BEEN IN CORRESPONDENCE, BUT THAT'S ALL GOING WELL. AND JUST LASTLY, WHILE I'M HERE, CD THREE, UM, IS RELATED TO, UM, AUTHORIZING THE TOWN BOARD AUTHORIZING A CONTRACTOR THAT'S GONNA DO THE REPAVING ON CENTRAL PARK AVENUE, UM, TO UTILIZE THE TOWN ON LOT AT FOUR CORNERS FOR A DURATION OF APPROXIMATELY SEVEN TO 10 MONTHS. UM, AND THERE'S A REVENUE GENERATING COMPONENT TO THAT. SO HOW MUCH ARE WE GONNA BE GETTING? UM, 1000 A MONTH. OKAY. AND, UM, AND IT'S GOOD BECAUSE IT WILL HELP FACILITATE A SMOOTHER PROJECT AND A SAFER PROJECT AND GENERATE A LITTLE BIT OF REVENUE FOR THE TOWN. UM, SIMILAR TO WHAT WAS DONE WITH THE, UH, IN THE PAST, YOU HAD CONTRACTORS RENT THAT SPACE BEFORE AND WHEN THEY LEAVE, THEY LEAVE IT IN A BETTER STATE THAN THEY TOOK IT ON. ALWAYS A GOOD THING. YES. MM-HMM, . AND I GUESS THE LAST THING, I'M HERE. UM, WE DO HAVE THE, UH, ACCESSORY DWELLING UNIT PUBLIC HEARING ON TOMORROW NIGHT. I JUST WANTED TO LET THE BOARD KNOW THAT. OF COURSE. UH, AN E-BLAST. THANK YOU FOR THAT E-BLAST THAT WENT OUT TO ALERT RESIDENTS, UH, THAT WENT OUT, UM, I THINK SUNDAY MAYBE. UH, I ALSO SEPARATELY HAVE AN E-BLAST LIST OF CIVIC ASSOCIATION LEADERS. SO I, UM, GAVE SOME INFOR SIMILAR INFORMATION ABOUT THE PUBLIC HEARING, AND I WAS ABLE TO MEET WITH THE COUNCIL OF GREENBURG CIVIC ASSOCIATIONS, UH, IN A VIDEO CONFERENCE AT THEIR MONTHLY MEETING LAST NIGHT. SO I WAS ABLE TO ANSWER MANY QUESTIONS. SOME QUESTIONS WERE MAYBE MORE GEARED FOR, UM, UH, DIFFERENT DEPARTMENTS, THE ASSESSOR. SO IT WAS JUST COLLECTED NOTES. UM, ULTIMATELY MY RECOMMENDATION IS, OF COURSE, WE'RE GONNA HAVE THIS PUBLIC HEARING. UM, I THINK WE'RE GONNA GET GOOD COMMENTS. YOU CAN HEAR, I IMAGINE COMMENTS IN FAVOR OF THE LOCAL LAW. SOME COMMENTS THAT, UM, MAYBE ARE NOT IN FAVOR OF THE LOCAL LAW. ULTIMATELY, UM, WE'RE GONNA ORGANIZE THOSE COMMENTS AND, UM, AND DISTRIBUTE THEM TO THE TOWN BOARD. UM, MY RECOMMENDATION IS GONNA BE NOT TO CLOSE THAT HEARING. UM, I THINK WE'RE GONNA GET A LOT OF GOOD FEEDBACK. UM, ONE OF THE ACTION ITEMS FROM MEETING WITH THE COUNCIL OF GREENBERG CIVIC ASSOCIATIONS IS, UM, I'M GONNA ASSIST THEM IN COMING UP WITH SOME QUESTIONS THAT THEY HAVE AND THEY WILL BE SENT TO THE ASSESSOR. MAYBE WE CAN DO SOME SORT OF FAQ, UH, FOLLOWING THE PUBLIC HEARING SO THAT, UM, UM, JUST GET THE WORD OUT AND GET GOOD INFORMATION TO RESIDENTS, PEOPLE UNDERSTAND THE DIFFERENT OPTIONS THERE. UM, UM, OF DIFFERENT WAYS TO GO ABOUT ADUS. SO, UM, MM-HMM. , YEAH, I THINK WE'LL HAVE A GOOD PUBLIC HEARING, BUT I GUESS MY RECOMMENDATION WOULD BE, UM, DON'T CLOSE IT AND, UM, WE'LL HAVE A SECOND ONE AT SOME POINT. WAS FULTON PARK, A CIVIC ASSOCIATION INCLUDE ON THAT? BECAUSE I WANNA MAKE SURE, 'CAUSE I KNOW, I KNOW FULTON PARK WAS, UM, PRESENT AT THE MEETING LAST NIGHT. THAT'S WHY I WANTED MAKE SURE I DO HAVE THEM ON MY DISTRIBUTION LIST. YES. PERFECT. OKAY, GREAT. JUST WANNA MAKE SURE. I MEAN, I, I THINK THAT ON THIS, THINK SOMETHING, THIS IMPORTANT, MS. FRANCIS HAS BEEN SO INVOLVED IN LAND USE. I THINK WE SHOULD WAIT UNTIL HE'S BACK BEFORE WE, WE, YOU KNOW, WE VOTE ON, ON A A, ON THE LEGISLATION OR EVEN HAVE A SECOND HEARING. YEAH, YEAH. YEAH. OKAY. YEAH. 'CAUSE HE SHOULD BE HEARING, HE SHOULD BE HEARING. ABSOLUTELY. RIGHT. UM, SO THAT'S GOOD. I I DID SEND ALL THE BOARD MEMBERS COMMENTS FROM ALL THE, UH, VILLAGES. YOU KNOW, VERY FEW PEOPLE ARE [00:10:01] TAKING ADVANTAGE IN, IN THE VILLAGES. SO NO MATTER WHAT VERSION WE PICK, IT'S, YOU'RE PROBABLY TALKING ABOUT LESS THAN 10, 15 PEOPLE WHO ARE GONNA TAKE ADVANTAGE OF IT, I THINK. MM-HMM. UM, THE WIM OA, UM, WESTCHESTER MUNICIPAL OFFICER'S ASSOCIATION, UM, DID A VERY COMPREHENSIVE STUDY. I THINK IT WAS MAYOR'S, UM, NIKKI ARMCO AND CHANCE MULLEN, UM, COULD HAVE BEEN ONE OTHER PERSON. AND THEY WENT UP TO ALBANY. TH THIS WAS WHEN THE STATE, UM, WHEN THE, THE GOVERNOR WANTED TO PASS AN A D LAW THAT, UH, THEY OBJECTED TO AND THEY DID A VERY COMPREHENSIVE, UM, ASSESSMENT OF A DU LEGISLATION THROUGHOUT. I THINK THAT'S WHAT GARRETT PROBABLY SET FOR US ALL TO REFERENCE IF WE ARE SO INCLINED. BUT, YOU KNOW, I THINK THAT'S PRETTY MUCH THE, THE STANDARD. IT VARIES FROM MUNICIPALITY TO MUNICIPALITY, BUT IT'S INSTRUCTIVE. OKAY. CAN I ASK A QUESTION WHILE GARRETT'S HERE? UM, WHAT, WHAT YOU, ME FOR , WE USUALLY DON'T LET PEOPLE, YOU HAVE ONE QUESTION. WHAT, WHAT'S THE QUESTION FOR THAT? THAT'S NOT THE, UNLESS THEY GAR THESE STUDIES ABOUT FOUR QUARTERS. I THOUGHT THE TOWN BOARD THAT LONG AGO CONCLUDED THAT THERE WOULD BE NO ZONING CHANGE UNTIL FLOODING AND TRAFFIC MITIGATION WAS RESOLVED. THAT'S YEARS AND DOLLARS AND DOLLARS AWAY. YOU'VE DONE A TRAFFIC STUDY, WHICH IS PROBABLY FIVE YEARS OLD NOW, HAS NO RELEVANCE WHATSOEVER. WHY ARE YOU DOING MORE STUDIES UNTIL YOU SOLVE THE BASIC PROBLEMS THAT YOU SAY WOULD REQUIRE A ZONING CHANGE? SO I'D BE HAPPY TO CHECK IN WITH MR. SAMS OUT THIS MEETING. LET WANT A 20 MINUTE, UM, OVERVIEW OF THE FOUR CORNERS, UH, DYNAMICS. OKAY. ANSWER TO THAT QUESTION. ALRIGHT, THANK YOU. THANK, SO NEXT, UH, MOTION FOR EXECUTIVE SESSION. THERE'S ANOTHER ITEM ITEM. THERE'S ANOTHER ITEM I GUESS YOU EMPLOYEE. OH, EMPLOYEE APPRECIATION BARBECUE. WE'VE PUT MONEY IN THE BUDGET FOR AN EMPLOYEE APPRECIATION BARBECUE, YOU KNOW, LAST YEAR. UM, AND THE BARBECUE, THE EMPLOYEES ARE HAVING THEIR HEALTH FAIR IN OCTOBER, THE END OF OCTOBER. UM, KRISTA REACHED OUT TO THE VENDOR WE USED LAST YEAR. THEY GAVE US, GAVE EVERYBODY, UM, YOU KNOW, A QUOTE AND THEY SAID THAT IF WE, UM, MAKE A DECISION BY TODAY, THEN UH, THEY'LL GIVE US A, A FURTHER DISCOUNT. AND THE EMPLOYEES LIKED IT. BUT YOU KNOW, I I REALLY FEEL THAT THIS EMPLOYEE APPRECIATION EVENT IS SOMETHING THAT REALLY HELPS BOOST MORALE. OH, ABSOLUTELY. IT'S ALL THEY, THAT'S WHAT THEY INTENDED TO DO. NOBODY REALLY, DID YOU, DID YOU VET ALL THE VENDORS THAT'S GOING TO GO PARTICIPATING IN THAT DAY THROUGH THE TOWN ATTORNEY'S OFFICE? UM, YOU, I DIDN'T, BUT YOU KNOW, WE HAD NO PROBLEMS LAST YEAR WITH I I I WOULD SUGGEST WE DO A CHECK TO ENSURE THEY'RE NOT DEFINED AS APPLICANTS PURSUANT TO OUR CODE OF ETHICS. NO, THEY WE'RE NOT HAVING, THIS IS ONLY FOOD. THIS IS NOT, BUT YOU SAID, BUT YOU SAID THERE WAS NO BUT NO, BUT HE SAID FAIR, THE HEALTH FAIR SO WASN'T IN ONE. IT IS NOT ONE THE SAME. THEY'RE NOT DOING THAT. NO, WE'RE NOT DOING THE, THE FREEBIES, YOU KNOW, STUFF. THE QUESTION IS, IS THE HEALTH FAIR AND THE BARBECUE THEY CONNECT IN THE SAME DAY? ARE WE DOING 'EM TOGETHER? THE HEALTH FAIR IS BASICALLY JUST INSURANCE. YOU KNOW, YOU FIND THE ALL ARE THEY ON THE SAME DAY? SAME, SAME DAY. OKAY. SO WE NEED TO MAKE SURE THAT WE VET THE VENDORS THAT ARE ATTENDING THIS HEALTH FAIR THROUGH THE TOWN ATTORNEY'S OFFICE. WE CAN DO THAT. THAT'S SEPARATE PRETTY QUICKLY. THAT'S SEPARATE FROM THE DISCUSSION OF THE BARBECUE TO MAKE SURE THAT DONE. YOU'RE RIGHT. THE ONLY ISSUE THAT I'M CONCERNED ABOUT IT, BECAUSE I'VE NEVER BEEN INVOLVED IN THE VENDORS. THAT'S DONE, UM, I GUESS THROUGH PERSONNEL. UM, AND I DON'T HAVE A PROBLEM WITH, UM, WITH, YOU KNOW, YOUR OFFICE CHECKING. THE ONLY ISSUE IS ARE WE AUTHOR, AM I AUTHORIZED TO SAY TO KRISTA SHE COULD, UM, SINCE WE'RE HAVING THE EVENT, SHE COULD, UM, MAKE THE ARRANGEMENT VENDOR AS SOON AS YOU VET HIM THROUGH THE TOWN ATTORNEY'S OFFICE? ABSOLUTELY. HIM. THE VENDOR. VENDOR. THE VENDOR VENDOR FOR THE FOOD VENDOR. AS SOON YOU JUST, JUST PLEASE, IF WE COULD JUST MAKE SURE WE FILE THE PROCESS AND MAKE SURE TOMORROW AND JUST, UM, IS THE AMOUNT OF MONEY COMPARABLE TO IS LAST YEAR DO A LITTLE BIT MORE, BUT NOT, SO HOW MANY IS THE PER, PER, SO IS THERE A CONTRACT THAT THE, THE TOWN BOARD CAN REVIEW? I THINK IT'S, I THINK IT'S JUST AN INVOICE AND I WILL SAY IT DOESN'T MEET RFB REQUIREMENTS IN TERMS OF THE AMOUNT OF MONEY BEING SPENT DOES NOT MEET THE MINIMUM THRESHOLD FOR OUR, UH, PROCUREMENT POLICY. OKAY. OKAY. AND YOU REVIEWED AND EVERYTHING. OKAY, THAT'S FINE. I APPRECIATE YOU JILL. THANK YOU. , THANK YOU. NEEDED TONIGHT. SO YOU'LL WORK IT OUT WITH KRISTA? YES. YES. AND WE NEED TO MAKE SURE EVERYTH, BUT THEY REALLY NEED EVERYTHING IS [00:15:01] DONE, PLEASE TO KNOW LIKE TOMORROW. OTHERWISE THAT'S FINE. BASICALLY, WE'RE NOT GONNA BE ABLE TO DO IT. NO, YOU WILL BE ABLE TO DO IT. NO, I'M SAYING THEY SAID THAT, YOU KNOW, IT'S, WELL, WE, IT'S HARD. I WOULD SUGGEST IN THE FUTURE TO DO IT THROUGH AN OFFICIAL RESOLUTION AND HAVE A FORMAL VOTE. AND YOU PERHAPS MAY WANT TO DO THAT ON OCTOBER 9TH, MAYBE AN INFORMAL NOTIFICATION THAT THIS IS WHAT WE'RE DOING. YES. AND THEN A FORMAL VOTE ON OCTOBER 9TH. SO HERE, GIVE US A RE SO POLL. OKAY. ALRIGHT. ALRIGHT. OKAY THEN I'D LIKE TO MAKE A MOTION TO GO INTO AN EXECUTIVE SESSION TO DISCUSS, UM, PERSONAL MATTERS INVOLVING SPECIFIC INDIVIDUALS AND TO SEEK LEGAL ADVICE ON VARIOUS MATTERS. SECOND. ALL IN FAVOR? AYE. * This transcript was created by voice-to-text technology.
