UM, YOU WANT IT CLOSER? UM, WE APPRECIATE YOUR TIME, UH, AND YOUR ATTENTION TO THIS PROJECT.

UM, THE FIRST THING THAT WE WANTED DO BEFORE ANYTHING IS TO EXPRESS OUR SINCEREST DEEPEST CONDOLENCES FOR THE LOSS TO YOUR COLLECTIVE FAMILY, AND OF COURSE TO THE FAMILY OF COUNCILMAN SHEEN.

UM, WE KNOW THAT THIS LOSS HAS, UH, DEEPLY AFFECTED THE LEADERSHIP OF GREENBERG AND GREENBERG AT LARGE.

WE ALSO KNOW THAT THIS IS DIFFICULT WORK, THAT DISCUSSIONS ABOUT RACE AND RACE EQUITY ARE DIFFICULT FOR PEOPLE TO HAVE, UM, TRIGGERING, UM, CAN TAKE US IN ANY DIFFERENT NUMBER OF DIRECTIONS.

AND SO WE WANNA ACKNOWLEDGE THAT.

UH, SOME EMERGING THEMES OF WHAT WE'VE HEARD FROM, UH, GREENBERG RESIDENTS WHO WE'VE BEEN IN, UH, CONVERSATIONS WITH.

UM, WE WANNA TALK A BIT ABOUT, UH, COMMITMENT TO RACIAL EQUITY, UH, WHAT RACIAL EQUITY ACTUALLY MEANS, AND WHAT, UM, WHAT YOUR COMMITMENT HAS BEEN EVIDENCED BY SOME WORK THAT YOU'VE DONE, AND THEN WHAT IT MIGHT MEAN MOVING FORWARD, AND WHAT IT MIGHT LOOK LIKE FOR NEXT STEPS.

SO WE HAVE ALSO, UM, COMPILE SOME RECOMMENDATIONS FOR SOME ACTUAL, FROM SOME ACTIONS, UH, THAT ARE RESULTS ORIENTED.

UH, AND THEN WE WANT TO, UH, ENGAGE YOU IN DISCUSSION SO THAT WE CAN GET YOUR FEEDBACK ABOUT WHAT WE'VE SAID, ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE, BUT ALSO TO REALLY HEAR ABOUT WHAT YOUR VISION MIGHT BE AND WHAT YOUR, UM, TAKE IS ON, UH, RACE EQUITY IN GREENBURG.

AND THEN WE WANNA TALK ABOUT NEXT STEPS.

UM, I'M JUST GONNA KIND OF GIVE AN OVERVIEW OF WHERE WE ARE UP TO DATE WITH THE PROJECT.

UM, AND, UH, WANNA START OUT BY SAYING, AND I'M REALIZING, UM, THAT THE TWO OF YOU CAN'T SEE THIS, UH, SCREEN.

UM, SO WE'VE BEEN PARTNERING WITH THE PUBLIC GREENBURG, PUBLIC LIBRARY, CHRIST TEMPLE, WOODLANDS COMMUNITY TEMPLE FIRST COMMUNITY BAPTIST CHURCH, THE LEY MULTICULTURAL COMMITTEE, AND THE DOBBS FERRY DIVERSITY AND INCLUSION COMMITTEE.

UM, WE'VE HAD MANY MORE CONVERSATIONS THAN, THAN THAT, BUT, UM, THOSE ARE THE, THE GROUPS THAT HAVE BEEN PARTNERING WITH US FOR THE CIRCLES TODAY.

JUST TO GIVE YOU AN OVERVIEW, UM, OF OUR TIMELINE, UM, THE BOARD ENDORSED THIS PROJECT IN OCTOBER, 2023.

SO JUST, UM, A YEAR AGO.

HONESTLY, , I JUST WANT, I JUST WANNA LET EVERYONE KNOW, UM, WE ARE HAVING A SPECIAL WORK SESSION OF THE TOWN BOARD MEETING.

TODAY'S DATE IS SEPTEMBER 25TH.

THE TIME NOW IS SIX 13, BUT WE DID START A LITTLE EARLIER.

UH, SO WE DO APOLOGIZE FOR, UH, NOT FOLLOWING PROCEDURE.

UM, SO AGAIN, IF YOU GUYS CAN CONTINUE.

SO, THE GREENBERG RESTORATIVE CIRCLE PROJECT, UM, BEGAN, UM, BEFORE OCTOBER, 2023, BUT WE CAME TO YOU IN OCTOBER, UM, TO REALLY TRY TO BUILD A PARTNERSHIP WITH THE BOARD TO ADDRESS SOME OF THE ISSUES OF RACIAL EQUITY IN THE TOWN THAT, UH, LED THEM, UM, SELVES TO REPEATED KIND OF TENSIONS AMONG OUR, OUR RESIDENTS.

UM, TO DATE, WE'VE FACILITATED NINE COMMUNITY LISTENING CIRCLES WITH THE PARTNERS, SEVEN PARTNERS THAT I MENTIONED.

UM, AND WE ARE IN THE PROCESS OF SETTING UP MORE CIRCLES.

IN FEBRUARY OF THIS YEAR, WE RECEIVED A GRANT FROM THE WESTCHESTER COMMUNITY FOUNDATION OF $5,000 TO HELP US IN THIS WORK.

UM, WE, THE, WE ARE ALL VOL.

WE, UM, EXCEPT FOR ANIQUE, WE ARE ALL VOLUNTEERS AND HAVE, UM, BEEN SHEPHERDING THIS PROJECT AS VOLUNTEERS AND FOUND WE REALLY NEEDED A LITTLE BIT OF FINANCIAL SUPPORT TO, UM, KEEP OUR MOMENTUM UP.

AND WE'RE THANKFUL FOR THE 2000 THAT THE TOWN SUP SUPPORTED US.

UM, AS WELL, WE MET WITH YOU ALL IN APRIL AND GAVE A REPORT OF WHAT WE HAD LEARNED THROUGH THE FIRST ROUND OF CIRCLES THAT WE HAD CONDUCTED.

UM, I THINK WE PROVIDED YOU WITH A POWERPOINT FROM THAT MEETING.

UM, AND WE MADE SOME RECOMMENDATIONS OF WHAT THE BOARD COULD DO TO FORWARD RACE EQUITY IN GREENBURG BASED ON WHAT WAS BEING SHARED WITH US IN THE CIRCLES.

AND ALSO, UM, BASED ON OUR BACKGROUND DOING RACIAL JUSTICE EDUCATION, DEI WORK AND RESTORATIVE JUSTICE WORK.

UM, AT, AT THAT MEETING, WE ASKED FOR, FOR THREE THINGS.

WE ASKED, UM, FOR DEMOGRAPHIC DATA ON THE TOWN OF GREENBERG.

UH, WE ASKED FOR CONTACTS TO HELP US WITH OUTREACH, UM, WHAT RESOURCES YOU HAVE IN TERMS OF ORGANIZATIONS AND INSTITUTIONS AND FAITH COMMUNITIES IN THE TOWN, AS WELL AS, UM, ACCESS, UM, INFORMATION ON HOW TO REACH GOVERNMENT LEADERS AND DEPARTMENT HEADS.

AND WE ASKED FOR A LONGER MEETING WITH YOU, UM, TO HAVE MORE DEEP DISCUSSION AND REALLY LOOK AT HOW THIS INITIATIVE CAN INDEED HELP THE TOWN ADVANCE RACIAL EQUITY, UM, BEYOND THE CIRCLES.

AND WE WANNA THANK YOU AGAIN FOR THE TIME THAT YOU HAVE GIVEN THIS EVENING, TO HAVE THIS LONGER MEETING TO LOOK AT HOW DO WE WORK TOGETHER, WHICH IS ACTUALLY A, A NECESSITY FOR US TO HAVE RESULTS.

THE, THE TOWN, WHICH WE'LL GO INTO SHORTLY, HAS DONE A LOT.

UM, AND YET THE OUTCOMES, UM, IF YOU LOOK AT RACIAL, UM, FACTORS, THE OUTCOMES FOR PEOPLE DOESN'T CHANGE A LOT.

AND SO THAT'S REALLY, UM, WHAT WE'RE LOOKING FOR.

UM, SINCE WE MET, UM, WE'VE ENGAGED WITH OUR COMMUNITY PARTNERS AND RESIDENTS AND LEADERS IN THE COMMUNITY, UM, WE ARE DISCUSSING HOW THESE CIRCLES CAN MAKE AN IMPACT BEYOND, UM, BRINGING PEOPLE TOGETHER AND, AND FOSTERING RELATIONSHIPS AND LISTENING AND MAKING RECOMMENDATIONS.

AND IT'S REALLY BECOME CLEAR THAT WE WANT TO WORK MORE CLOSELY WITH THE BOARD AND THE COMMUNITY, UM, TO DRIVE PARTICIPATION, TO ENGAGE WITH COMMUNITY BEYOND THE CIRCLES, AND TO DEVELOP CONCRETE SOLUTIONS TO ADDRESS ISSUES AROUND GREAT RACE EQUITY.

UM, WE ARE REPEATEDLY ASKED, UM, WHEN WE REACH OUT TO LEADERS IN THE COMMUNITY, WHAT'S THE PLAN AFTER THE CIRCLES? HOW IS THIS WORK WITH THE TOWN BOARD GOING TO CREATE SOMETHING THAT WILL ACTUALLY LEAD TO CHANGE IN OUR TOWN AROUND RACE EQUITY? SO THAT'S REALLY, UM, WHAT WE'RE HERE TO DISCUSS WITH YOU.

UM, AND SOME OF THE THINGS THAT PEOPLE HAVE SAID TO US BEYOND THAT ARE, UM, THE NEED FOR GREATER ACCESS TO THE LEAD TOWN LEADERSHIP.

UM, PEOPLE IN THE SENSE OF SAYING, DOES THE BOARD EVEN CARE OR KNOW ABOUT US, UH, WHAT OUR NEEDS ARE? UM, DISENFRANCHISED VOTERS, UM, ESPECIALLY BIPOC RESIDENTS FEELING DISRESPECTED, NOT HEARD AND NOT SERVED, UM, UNIVERSALLY IN THE CIRCLES.

PEOPLE WANT MORE OPPORTUNITIES FOR CIRCLES, FOR RESTORATIVE CIRCLES

TO LOOK AT, UM, ISSUES OF RACE AND EQUITY AND EDUCATION, HEALTHCARE, LAW ENFORCEMENT, LOCAL POLITICS.

UM, HOW DO WE FORM A MORE INTEGRATED, MULTIRACIAL COMMUNITY WHERE EVERYONE'S NEEDS ARE MET.

AND, UM, ANTI-RACISM EDUCATION FOR HAVING A STANDARD, UM, OF, UM, INTRODUCTION TO RACISM AND BIAS AND ANTI-RACISM, EDUCATION FOR THE TOWN LEADERSHIP AND EMPLOYEES.

HOW, THE QUESTION BEING, HOW IS THE TOWN MEETING THE EVOL NEEDS OF AN EVOLVING COMMUNITY? WE JUST WANNA LIFT UP WHAT'S AT STAKE FOR THE TOWN.

OUR DEMOGRAPHICS ARE CHANGING.

UM, THE POLITICAL CLIMATE IN THE COUNTRY LOCALLY AND GLOBALLY IS MORE VI VOLATILE.

THERE'S GROWING FINANCIAL CHALLENGES, UM, LACK OF AFFORDABLE HOUSING.

THE WEALTH GAP IS GROWING.

AND, UM, THE, THESE ISSUES ARE, ARE ALL, UM, THINGS THAT CAN BE ADDRESSED THROUGH THE CIRCLES, BUT NEED MORE THAN JUST CIRCLES TO ADDRESS THEM.

THAT'S THE CIRCLES CAN BRING PEOPLE TOGETHER, DEVELOP THE RELATIONSHIPS AND THE UNDERSTANDING, AND GIVE US A SENSE OF DIRECTION.

BUT WE NEED TO GO BEYOND THAT, UM, TO REALLY CONFRONT THE ISSUES THAT OUR COMMUNITIES FACE.

AND FINALLY, I JUST WANNA OFFER UP A DE DEFINITION OF RACE EQUITY, WHICH WE WOULD LIKE TO DISCUSS LATER, UM, UH, AFTER WE FINISH THE PRESENTATION.

SO, UM, WE WANNA PUT FORTH THAT RACIAL EQUITY IS A CONDITION THAT WOULD BE ACHIEVED AS ONE'S RACIAL IDENTITY NO LONGER PREDICTED IN A STA STATISTICAL SENSE HOW ONE FARES.

SO THE OUTCOMES OF PROGRAMS AND POLICIES, UM, WOULD NOT HAVE A DIFFERENT IMPACT BASED ON YOUR RACE.

AND THAT RACIAL EQUITY IS A POS PROCESS OF ELIMINATING RACIAL DISPARITIES AND IMPROVING OUTCOMES FOR EVERYONE.

IT IS THE INTENTIONAL AND CONTINUAL PRACTICE OF CHANGING POLICIES, PRACTICES, SYSTEMS, AND STRUCTURES BY PRIORITIZING MEASURABLE CHANGE IN THE LIVES OF PEOPLE OF COLOR.

AND I'M GONNA HAND IT BACK TO LANE.

SO WE WANTED TO ACTUALLY LIFT UP AND ACKNOWLEDGE, UH, WHAT THE TOWN BOARD HAS ALREADY DONE AROUND RACE EQUITY.

YOU, UM, HAVE DONE SOME, UM, A FEW LANDMARK ACTIONS AROUND THIS.

ONE OF THEM WAS THE BLACK LIVES MATTER RESOLUTION PASSED IN NOVEMBER OF 2021.

AND WE RECOGNIZE THAT A LOT OF WHAT WE'RE PRESENTING HERE IS NOT STUFF THAT IS NEW TO YOU, LIKE THE STUFF THAT JILL JUST SAID.

YOU'RE AWARE OF THIS.

UM, AND, UH, AGAIN, WE WANNA ACKNOWLEDGE THAT YOU'VE BEEN WORKING ON THIS.

SO, YOU KNOW, WHAT I HIGHLIGHTED IN THE SLIDES REALLY IS, YOU KNOW, WHERE YOU YOURSELF HAVE KIND OF SAID, YES, IT'S OUR RESPONSIBILITY TO CONTINUE TO WORK ON THIS.

WE KNOW IT'S NOT EASY.

UM, AND, UH, BUT TO, UH, CREATE A MORE INCLUSIVE, WELCOMING AND SAFE COMMUNITY, UH, IN WHICH BLACK PEOPLE AND PEOPLE OF ALL RACES AND ETHNICITIES CAN THRIVE, UM, IS ESSENTIAL TO THE WORK THAT YOU'RE DOING.

AND SO, UH, ALSO THE GREENBERG AGAINST SYSTEMIC RACISM PROJECT, UH, THAT GINA LED, THANK YOU.

AND AROUND LAW ENFORCEMENT WORK THAT IS STILL GOING ON.

I KNOW THE TASK FORCE IS STILL MEETING, UM, MY CO-CHAIR WITH THE HUMAN RIGHTS COMMITTEE.

LYNN GOODMAN IS A PART OF THAT TASK FORCE AND HAPPY TO DO THE WORK.

AND WHAT YOU SAY THERE, HERE IS WITH DILIGENT WORK, GREENBERG CAN BECOME THE ANTI-RACIST MODEL FOR EVERY OTHER TOWN IN EMILY.

AND SO, JUST THE ACKNOWLEDGEMENT THAT, YEAH, THIS TAKES WORK MM-HMM, , AND THAT IT, YOU CAN'T KINDA LET YOUR FOOT OFF THE GAS.

LIKE THIS IS SOMETHING THAT TAKES, UH, TAKES ACTION, IT TAKES PLANNING, AND IT TAKES KIND OF EVERYBODY HERE, UM, EVERYBODY, UH, TO WORK TOGETHER IN ORDER TO REALLY MAKE, UH, AN IMPACT HERE THAT LASTS.

UH, AND YOUR ACKNOWLEDGEMENT IN THE HOUSING DEPART, UH, REPORT THAT IT IS CLEAR THAT HISTORIC POLICIES OF SYSTEMIC RACISM CONTINUE TO HAVE AN IMPACT.

EVEN THOUGH MANY LOCAL LAWS, POLICIES, AND INVESTMENTS IN THE TOWN OF GREENBURG HAVE HAD POSITIVE IMPACTS, WE STILL SEE, UH, THE, HIS HISTORIC IMPACT OF RACISM.

AND THEN, UH, IN 2022, UM, YOUR RESOLUTION OF THE TOWN, UM, CONDEMNING ANTISEMITISM, WE ABSOLUTELY RECOGNIZE THAT THOUGH WE ARE TALKING ABOUT RACE EQUITY.

UM, WE

ACKNOWLEDGE THAT IT IS IMPORTANT TO, UH, TO, TO ACKNOWLEDGE AND ADDRESS THE DISPARITIES AND OPPRESSION THAT IS, UH, SUFFERED BY ALL MARGINALIZED COMMUNITIES.

PEOPLE HAVE DIFFERENT FAITHS, DIFFERENT CULTURES, DIFFERENT RACES WHERE THERE'S NO ONE GROUP.

UH, IT'S NOT HELPFUL FOR ONE GROUP TO SAY, MY OPPRESSION IS WORSE THAN YOUR OPPRESSION.

RIGHT? THE OPPRESSION OLYMPICS NEVER.

IT JUST NEVER GETS ANYWHERE.

AND SO, UM, TO GET BEYOND THE FINGER POINTING, TO GET BEYOND THE KIND OF PUTTING OUT FIRES, UM, AND, UH, WE MUST REALLY KIND OF BRING EVERYONE TOGETHER, UH, AROUND TO BE ABLE TO SHARE.

SO WE JUST WANNA REALLY ACKNOWLEDGE THAT, UM, THAT ANTI-BLACK BIAS AND ANTISEMITISM ARE JUST TWO, UH, UH, ISSUES OF, OF OPPRESSION, BUT ISLAMOPHOBIA AND TRANSPHOBIA AND, YOU KNOW, ANTI-IMMIGRATION POLICIES AND BIAS AGAINST MIGRANTS AND, UH, BIAS AGAINST PEOPLE OF ASIAN DESCENT, ALL OF THESE THINGS, UM, HAVE A HAND IN THE LIVED EXPERIENCE OF RESIDENTS OF GREENBURG.

AND SO, UH, THE GREENBURG RESTORATIVE CIRCLE PROJECT OFFERS EVERYONE A COMPASSIONATE SPACE TO, UH, SHARE WHAT'S HAPPENING AND TO BE HEARD AND SEEN, AND HAVE THEIR LIVED EXPERIENCE ACKNOWLEDGED SO THAT WE CAN LIFT UP EACH OTHER'S HUMANITY AND THEN COLLABORATE ON SOLUTIONS THAT, UM, CAN MAKE AN IMPACT FOR EVERYBODY.

SO AT THIS JUNCTURE, WE HAD SEVERAL RECOMMENDATIONS, UH, WHEN WE MET WITH YOU LAST TIME.

AND TWO OF THOSE RECOMMENDATIONS, ACTUALLY, WE, WE STILL FEEL LIKE THOSE ARE THE BEST, UH, THINGS FOR FORWARD ACTION.

UM, WE KNOW THAT THE UNDOING RACISM, UM, UH, WORKSHOP IS SOMETHING THAT SEVERAL OF COUNCIL MEMBERS LOOKED INTO AND KIND OF SAID, I CAN'T TAKE THAT MUCH TIME.

YOU KNOW, IT'S A LOT OF TIME.

AND SO THERE IS AN OPPORTUNITY TO DO SOMETHING CALLED AN APPETIZER, WHICH IS, UH, HOW MANY HOURS IS IT, COLLEEN? TWO, TWO TO FOUR, I BELIEVE.

UM, WE, UH, WOULD LIKE YOU TO, WE, WE DID DISCUSS HOSTING REGULAR LISTENING CIRCLES WITH COMMUNITY MEMBERS.

THAT WAS EARLY ON WHEN I HAD A CONVERSATION WITH YOU AND WHEN KEN WAS ALSO, UH, A COUNCIL MEMBER ABOUT SOMETHING CONCRETE THAT WOULD BE HELPFUL.

THAT WE ARE DEALING WITH POLICIES THAT HAS BEEN AROUND FOR A LONG PERIOD OF TIME.

AND IT TAKES TIME TO CHANGE THAT.

SO, YOU KNOW, AS MUCH AS WE, YOU KNOW, SAY THAT WE UNDERSTAND AND WE KNOW THAT IT'S WRONG, AND I MEAN, WE'RE DEALING WITH SOMETHING, YOU KNOW, NOW WITH WITHIN THE TOWN, THAT WE KNOW THAT IT'S GONNA TAKE SO MUCH TIME TO CHANGE THAT.

AND THEN I WAS THINKING ABOUT A TERM THAT USED TO BE USED, WHICH IS NOT REALLY VERY MUCH UTILIZED ANYMORE BECAUSE IT HAD SOME NEGATIVE CONNOTATIONS, WHICH IS CALLED COLORBLINDNESS, RIGHT? SO THIS IS DIFFERENT FOR, IT'S SIMILAR, YET IT'S DIFFERENT.

SO I THINK COLOR BLINDNESS WAS ABOUT NOT RECOGNIZING OR ACKNOWLEDGING DIFFERENCES AT ALL IN THE EFFORT FOR US TO UNDERSTAND EACH OTHER BETTER.

BUT I THINK THIS IS DIFFERENT IN THE SENSE THAT IT'S ABOUT ACKNOWLEDGING THE DIFFERENCES AND THAT STILL NOT BEING A FACTOR IN HOW SOMEONE FARES.

SO THAT'S WHAT STRUCK ME ABOUT IT.

SO I SPOKE TO, UM, THE COMMISSIONER OF OUR PLANNING, AND I SAID, COULD WE THINK OF CREATIVE APPROACHES SO WE COULD CREATE AFFORDABLE HOUSING ACROSS THE STREET FROM, UM, SHOPPING CENTER ACROSS THE STREET FROM THE THEATER, YOUNG COMMUNITY CENTER, UH, NEAR, UH, BUS STOPS.

SO WHEN WE HAVE MULTIFAMILY MULTIS, SINGLE-FAMILY HOMES, UH, 10% SHOULD BE AFFORDABLE HOUSING, WHICH IS SOMETHING, YOU KNOW, WE'VE TALKED ABOUT AND WE WERE CRITICIZED FOR, YOU KNOW, A WHILE BACK.
