UM, I'M EVELYN SANTIAGO, CHAIR OF THE WHITE PLAINS PUERTO RICAN CULTURAL COMMITTEE, AND I'D LIKE TO TELL YOU ABOUT OUR MISSION.
THE WHITE PLAINS PUERTO RICAN CULTURAL COMMITTEE IS A NON-PROFIT CHARITABLE ORGANIZATION FOUNDED IN 2020 WITH THE MISSION TO INSPIRE AND, UH, INSPIRE INTEREST AND MAXIMUM PARTICIPATION IN PUERTO RICAN AND LATINX CULTURE THROUGH ARTISTIC EXPRESSION, MUSIC, LITERATURE, AND DANCE FOR THE PURPOSE OF SHARING OUR CULTURAL TREASURES AND DEVELOPING UNDERSTANDING BETWEEN COMMUNITIES.
BECAUSE OF THE PROXIMITY OF GREENBERG TO WHITE PLAINS, ABOUT A QUARTER OF OUR BOARD ARE GREENBERG RESIDENTS.

MY NAME IS STEPHANIE LORA, AND I'M A PROUD PUERTO RICAN ARMY VETERAN AND RESIDENT OF GREENBURG, WHERE I HAVE LIVED THE PAST FIVE, EIGHT YEARS.
I AM DEEPLY COMMITTED TO OUR COMMUNITY, SERVING ALONGSIDE GELLE AND AMANDA AS THE CO-LEADER OF BROWNIE TROOP 2 4 9, 1 FOR THE PAST FOUR YEARS, AND AS THE FORMER PTA PRESIDENT AT LEE F JACKSON ELEMENTARY SCHOOL AND CURRENT PTA VICE PRESIDENT AT HIGH VIEW ELEMENTARY SCHOOL.
I'M ALSO A MEMBER OF THE GREENBURG CENTRAL SCHOOL DISTRICT'S DEI COMMITTEE.
ALONGSIDE MY HUSBAND WELLINGTON, I'M RAISING TWO BEAUTIFUL CHILDREN, CHELSEA AND GRAYSON, WHO ATTEND OUR LOCAL SCHOOLS AS A DEDICATED STAY-AT-HOME MOM, I STRIVE TO CREATE OPPORTUNITIES FOR OUR COMMUNITY TO COME TOGETHER, CELEBRATE OUR RICH HERITAGE AND SUPPORT ONE ANOTHER.
THIS YEAR'S PUERTO RICAN FLAG RAISING IN GREENBURG WILL BE DEDICATED IN HONOR OF MILLIE ORTIZ HAN AND DIANA CHE SHEHAN, CELEBRATING THEIR REMARKABLE LIVES, THEIR IMPACT ON THE COMMUNITY AND THEIR UNENDING LOVE FOR, FOR FAMILY AND FRIENDS.
BOTH WERE DEEPLY CONNECTED TO THE PUERTO RICAN HERITAGE AND MADE FREQUENT VISITS TO THE ISLAND.
MILLIE AND DIANA ENTERED ETERNAL REST TOGETHER ON SEPTEMBER 16TH, 2024.
MILLIE, A DEVOTED WIFE, MOTHER, GRANDMOTHER, DAUGHTER AND COMMUNITY LEADER, WAS KNOWN FOR HER BOUNDLESS GENEROSITY AND DEDICATION.
DIANA, HER LOVING DAUGHTER-IN-LAW AND CHERISHED FRIEND, WAS A NURTURING SPIRIT WHOSE KINDNESS AND COMPASSION TOUCHED EVERYONE.
SHE MET MILLIE OF PUERTO RICAN DESCENT, WAS BORN IN NEW YORK CITY, AND SPENT HER LIFE SERVING OTHERS, MOST NOTABLY AS A SCHOOL PSYCHOLOGIST IN GREENBURG CENTRAL SCHOOL DISTRICT.
FOR OVER 25 YEARS, SHE CARED DEEPLY FOR STUDENTS PROVIDING GUIDANCE AND SUPPORT.
LONG AFTER THEIR GRADUATION, MILLIE'S HUSBAND OF 43 YEARS, FRANCIS AND HER GRANDCHILDREN, KAYDEN, ISHA LING, AND KAREN WERE THE LIGHT OF HER LIFE.
HER LOVING HOME WAS FILLED WITH DELICIOUS COOKING, WARM HUGS, AND JOYFUL LAUGHTER.
MILLIE FREQUENTLY TRAVELED TO PUERTO RICO AS RECENT AS THIS PAST AUGUST WITH HER HUSBAND AND THEIR AND HER 94-YEAR-OLD MOTHER, CRUZ ORTIZ, WHOM SHE CARED FOR UNTIL HER PASSING.
MILLIE HAS ALSO SURVIVED BY HER LOVING CHILDREN, CHRISTINE AND FRANCIS II DIANA, ORIGINALLY FROM BROOKLYN, NEW YORK, GRADUATED FROM BINGINGTON UNIVERSITY AND WORKED AS A SENIOR ACCOUNTANT AT CONE RESNICK RESNICK, FORMING LASTING BONDS WITH COLLEAGUES AND FRIENDS.
SHE MET HER HUSBAND, FRANCIS II IN 2009, AND THEY MARRIED IN 2017.
TOGETHER THEY WERE DEVOTED PARENTS TO THEIR ONE-YEAR-OLD SON, KIERNAN DIANA, WHO WAS OF COLUMBIAN DESCENT, BUT HAD CLOSE TIES WITH THE ISLAND OF PUERTO RICO, FREQUENTLY TRAVELED THERE FOR BOTH LEISURE AND BUSINESS.
SHE HAD ALREADY PLANNED FOR ANOTHER TRIP THIS DECEMBER WITH HER HUSBAND AND SON.
SHE HAS SURVIVED BY HER LOVING HUSBAND, FRANCIS II, THEIR SON KIERNAN, HER MOTHER, MELBA BROTHER, CHRISTIAN FATHER-IN-LAW, FRANCIS AND SISTER-IN-LAW.
CHRISTINE DIANA'S INFECTIOUS SMILE AND UNWAVERING SUPPORT FOR THOSE AROUND HER WILL FOREVER BE REMEMBERED.
MILLIE AND DIANA WILL BE DEEPLY MISSED, BUT THEIR SPIRITS WILL LIVE ON IN THE HEARTS OF THOSE WHO LOVE THEM.
AND IN THE LEGACY THEY LEAVE BEHIND.

IN THAT TIME, RE IDENTIFIED AND ADDRESSED ONGOING ISSUES AND CHALLENGES IN THE PUERTO RICAN COMMUNITY, INCLUDING THE ONGOING HUMANITARIAN CRISIS FACED BY THE COMMUNITY AFTER THE DEVASTATION OF HURRICANE MARIA IN 2017.
SINCE THAT TIME, SHE AND HER ORGANIZATION HAVE BEEN ABLE TO RAISE OVER $600,000 FOR COMMUNITIES IMPACTED BY HURRICANE MARIA ON THE ISLAND AND THE ROUGHLY 200,000 PUERTO RICANS WHO HAVE BEEN DISPLACED AND ARE NOW PART OF THE COMMUNITIES IN THE UNITED STATES.
MY VOICE IS A LITTLE RASPY, SO FORGIVE ME.
FROM SEPTEMBER 15TH TO OCTOBER 15TH, THIS COUNTRY CELEBRATES THE GREAT DIVERSITY CONTRIBUTIONS AND ECONOMIC, SOCIAL AND CULTURAL IMPACT THE HISPANIC COMMUNITY HAS MADE ON THE UNITED STATES.
AS A COMMUNITY, WE SHOULD CELEBRATE, ACKNOWLEDGE, AND PAY TRIBUTE TO THESE CONTRIBUTIONS AND PRAISE AND SUPPORT EACH OTHER WITHIN OUR COMMUNITIES WITH THEIR STRUGGLES AND VICTORIES.
WE ARE PROUD OF EACH OF OUR DIFFERENCES, OUR SPECIFIC NUANCES, CULTURAL BELIEFS, AND IDEOLOGIES, AND THAT SHOULD BE HONORED AND RESPECTED.
WHY IS IT SO IMPORTANT FOR THE PUERTO RICAN FLAG TO BE RAISED HERE IN GREENBURG AND IN ANY COMMUNITY WHERE THERE'S PUERTO RICANS? BECAUSE IT IS A SYMBOL OF A NATION'S COURAGE, STRUGGLES, PRIDE, RESISTANCE, ACCOMPLISHMENTS, AND VICTORIES OF A PEOPLE.
ALL OF US HERE TODAY ARE PROUD OF THE COUNTRIES THAT WE COME FROM, AND WE ARE HONORED TO FLY OUR FLAGS.
IT BECOMES EVEN MORE IMPORTANT WHEN AT ONE POINT IN HISTORY YOU ARE DENIED THE RIGHT TO FLY THAT FLAG.
THE FIRST PUERTO RICAN FLAG WAS THE REVOLUTIONARY FLAG OF LARE KNITTED IN 1868 BY THE INDEPENDENT LEADER MARIANA BRI.
IT FLEW THAT SAME YEAR DURING RE THE FIRST MAJOR REVOLT AGAINST SPANISH COLONIAL RULE.
THE CURRENT DESIGN IS CREDITED TO ANTONIO VELES ALVARADO, WHO TOOK INSPIRATION FROM THE CUBAN FLAG AND INVERTED THE COLORS SO THAT THERE'S A LIGHT SKY BLUE IN OUR FLAG.
THE FLAG BECAME AND HAS REMAINED A SYMBOL OF PRIDE AND RESISTANCE FOR PUERTO RICO.

SO MUCH SO THAT IN 18, THAT 1948, A LAW WAS PASSED, MAKING IT ILLEGAL TO FLY THE FLAG.IN AN ATTEMPT TO STIFLE REBELLION, THE LAW PROHIBITED OWNING OR DISPLAYING A PUERTO RICAN FLAG ANYWHERE, EVEN IN YOUR OWN HOME.
IT ALSO BECAME A CRIME TO SPEAK AGAINST THE UNITED STATES GOVERNMENT TO SPEAK IN FAVOR OF PUERTO RICAN INDEPENDENCE AND OTHER FORMS OF EXPRESSION.
ANYONE ACCUSED WAS FOUND GUILTY OF DISOBEYING.
THIS LAW WAS SENTENCED TO 10 YEARS OR $10,000 FINE OR BOTH.
THIS LAW WAS REPEALED IN 1957.
IT IS IMPORTANT TO UNDERSTAND THAT IN 1917, PUERTO RICANS WERE GRANTED US CITIZENSHIP.
SINCE THEN, THEY HAVE BEEN ABLE TO MOVE FREELY ACROSS THE STATES.
HOWEVER, THE ISLAND IS AN UNINCORPORATED TERRITORY, WHICH MEANS PUERTO RICO, NEITHER IS A UNITED STATES STATE, NOR A SOVEREIGN NATION.
THEREFORE, PUERTO RICANS WHO RESIDE ON THE ISLAND CANNOT VOTE IN PRESIDENTIAL ELECTIONS OR ANY CONGRESSIONAL BODIES.
INSTEAD, PUERTO RICANS HAVE ITS OWN GOVERNMENT AND CONSTITUTION, BUT AT THE END OF THE DAY, THE WHITE HOUSE AND THE CONGRESS MAKE ALL THE RULES PUERTO RICOS FOLLOW.
EVEN WHEN PUERTO RICANS CANNOT VOTE FOR THEIR COMMANDER IN CHIEF, PUERTO RICANS CAN SERVE IN THE MILITARY AND GIVE THEIR LIVES FOR THIS COUNTRY, BUT CAN VOTE FOR PRESIDENT.
WE FLY OUR FLAG TO HONOR THE PUERTO RICANS THAT MIGRATED TO THE UNITED STATES SINCE THE MID 19 HUNDREDS.
WE HONOR THE, WE FLY THAT FLAG TO HONOR PUERTO RICANS WHO FOUGHT FOR BILINGUAL EDUCATION, AFFORDABLE HOUSING, AND VOTING RIGHTS.
THE PUERTO RICAN COMMUNITY OPEN, OR LET'S SAY, BROKE DOWN DOORS FOR OPPORTUNITIES THAT MANY HISPANICS AND ETHNIC COMMUNITIES HAVE TODAY.
AND WE SHOULD NEVER FORGET THAT.
AND THE PUERTO RICAN COMMUNITY IS EXTREMELY PROUD OF THE WORK THAT THAT, THAT THEY DID DURING THOSE STRUGGLES FOR 38 YEARS.
AS EVELYN MENTIONED, RE, PUERTO RICAN HERITAGE MONTH IS A NONPROFIT ORGANIZATION THAT I HEAD AND WE ARE ADVOCATES FOR PUERTO RICANS ON THE MAINLAND AND ON THE ISLAND.
AND WE CONTINUE TO BREAK DOWN BARRIERS, CONDUCTING, CONDUCTING EDUCATIONAL AND HUMANITARIAN TRIPS TO PUERTO RICO, FIGHTING TO REPEAL ARCHAIC LAWS LIKE THE JONES ACT.
FOR SSI BENEFITS FOR PEOPLE THAT LIVE IN PUERTO RICO WHO DO NOT HAVE THEM, ESPECIALLY THE DISABLED AND THE ELDERLY, REALLY TO REDUCE THE EXORBITANT TAXES ON THE RESIDENTS AND END THE TAX BREAKS THAT ARE GIVEN TO COMPANIES AND WEALTHY MILLIONAIRES THAT HAVE REALLY DEVASTATED PUERTO RICO RE CLEARLY UNDERSTANDS THAT DIASPORA HAS THE POWER TO HELP PUERTO RICO BY OUR VOTE.
DURING THIS MONTH, I THINK ABOUT MY GRANDMOTHER, THEREA ORTIZ FERNANDEZ, MY FAMILY'S MENTOR EXAMPLE AND INSPIRATION.
SHE WAS A HUMBLE, UNASSUMING WOMAN
HOWEVER, EVERYONE KNEW SHE WAS A POWERFUL WOMAN BECAUSE HER WORD WAS HER BOND.
AND ONCE SHE GAVE IT, EVERYONE KNEW THAT WHATEVER SHE PROMISED WOULD BE DONE.
MANY YEARS AFTER HER DEATH, I FOUND A LETTER DATED 1973 FROM THE DEN, GENERAL COUNSEL OF THE PUERTO RICAN LEGAL DEFENSE AND EDUCATION FUND.
ES CONGRATULATING HER FOR SUCCESSFULLY SUING THE BOARD OF ELECTIONS TO HAVE BALLOT BALLOTS, VOTER INFORMATION, AND TRANSLATOR AT POLLING SITES IN SPANISH WHEN 5% OF THE POPULATION WAS PUERTO

RICAN.I WAS STUNNED ABOUT THE IMPLICATION OF THIS LETTER, BUT THIS LETTER WAS ACKNOWLEDGING BECAUSE SHE NEVER SPOKE ABOUT IT.
THE DECISION SET A PRECEDENCE FOR PEOPLE TODAY TO VOTE IN THEIR NATIVE LANGUAGE.
SHE WAS A NO-NONSENSE WOMAN WHO SERVED HER COMMUNITY AND JUST DID WHAT HAD TO BE DONE WITH NO FANFARE.
THIS IS MY FAMILY'S SMALL PIECE OF PUERTO RICAN HISTORY IN THE STRUGGLE FOR THE RIGHTS TO VOTE IN SPANISH IN THE DIASPORA.

AFTER HURRICANE MARIA DEVASTATED OUR BELOVED ISLAND, INSPIRED BY HIS DEDICATION, I REACHED OUT TO THE COMMUNITY AND LAUNCHED A FUNDRAISING INITIATIVE CALLED WESTCHESTER FOR PUERTO RICO.
DURING THAT EVENT, I HAD THE HONOR OF MEETING MR. PAUL FINER, WHO CAME OUT TO SUPPORT US.
HE ALWAYS DOES FOR THE HISPANIC COMMUNITY.
FIVE YEARS LATER, I RECONNECTED WITH MR. FINER AT A MEMORIAL DAY PARADE IN HARSDALE, WHERE HE GRACIOUSLY INVITED US TO ORGANIZE A FLAG RACING DURING THE GREENBERG MONTHLY BOARD MEETING.
I WAS THRILLED AND DEEPLY HONORED BY THE OPPORTUNITY AND IMMEDIATELY REACHED OUT TO, UH,

SHE'S LIVING OUT IN JERSEY NOWADAYS.

I STARTED KINDERGARTEN, FIRST GRADE, AND THEN WE CAME BACK AND WE WENT BACK AND FORTH A COUPLE OF TIMES, BUT THEN WE PERMANENTLY STOOD IN THE BRONX.
AND, UH, YOU KNOW, ONE OF THE BEST THINGS THAT I THINK MY MOTHER DID FOR ME WAS ONCE WE MOVED BACK, UH, YOU KNOW, THE BRONX IN THE SEVENTIES AND EIGHTIES, YOU KNOW, IT WAS BURNING, RIGHT? THERE WAS A LOT GOING ON.
AND MY MOM KNEW SHE HAD TO KEEP ME BUSY, RIGHT? SO SHE SHIPPED ME OFF TO PUERTO RICO EVERY SUMMER WHERE I SPENT EVERY SUMMER.
UH, AND IT PROBABLY, I GOTTA SAY THERE'S TWO THINGS IN MY LIFE THAT, UH, YOU KNOW, I'M BLESSED THAT THEY HAPPEN.

UM, WE DID, AND I KNOW IN THE PREVIOUS SPEAKER HAD TALKED ABOUT, WE'RE NOT A MONOLITHIC GROUP AND WE HAVE DIFFERENT STORIES AND, AND, UM, IMMIGRATION STORIES AND THE WAYS THAT WE CAME HERE.
UH, MY MOM AND I CAME FROM JORGE CHAVEZ AIRPORT, AND WE TOOK A PLANE AND WE LANDED AT JFK AND WE WERE, UH, GRACIOUS ENOUGH TO, FOR ME TO GROW UP IN RYE.
BUT MY FATHER HAD A DIFFERENT, UM, HISTORY IN COMING HERE.
HE TOOK A BUS FROM LIMA TO CENTRAL AMERICA.
HE WALKED, AND THEN HE CROSSED THE BORDER FROM MEXICO INTO TI FROM TIJUANA INTO SAN DIEGO.
UM, SO WE ALL HAVE TO ACKNOWLEDGE THE WAYS, THE MANY DIFFERENT WAYS THAT IMMIGRANTS COME TO THIS COUNTRY FOR A BETTER FUTURE AND FOR MAKING SURE THAT FUTURE GENERATIONS ALSO HAVE, UM, THE BEST POSSIBLE LIFE, UM, THAT THEY CAN HAVE IN THIS BEAUTIFUL COUNTRY OF OURS.
UM, WHILE HISPANIC HERITAGE MONTH IS CELEBRATED AND HONORED EVERY YEAR, UM, FOR A MONTH, UH, FOR ME AS AN IMMIGRANT, IT'S EXTREMELY IMPORTANT THAT I RECOGNIZE THOSE CONTRIBUTIONS AND THOSE VALUES EVERY DAY OF MY LIFE.

AND WITH MY DAUGHTER, SHE JUST SPENT HER THIS PAST SUMMER, ACTUALLY, IN PERU, IN THE PROVINCE OF TRUJILLO, WHICH IS NORTH PART OF THE COUNT THE COUNTRY IN ONE CHACO.
AND SHE WAS THERE FOR A MONTH, UM, AS AN ANTHROPOLOGY MAJOR.
SHE WAS THERE WITH HER SCHOOL AND THROUGH A PROJECT FROM NATIONAL GEOGRAPHIC TO, UH, DO SOME EXCAVATING, FINDING ARTIFACTS, FINDING MUMMIES, STUDYING, TAKING IT TO THE, UM, AND TO STUDY IT.
AND IT'S JUST SO TOUCHING TO KNOW THAT THEY ALL, UM, REALIZE HOW IMPORTANT IT IS, UM, TO ACKNOWLEDGE THE COUNTRY THAT THEIR MOTHER IS FROM.
UM, YES, THEY ACKNOWLEDGE ALSO WHERE MY HUSBAND'S, UH, CULTURAL HERITAGE IS, BUT IT'S JUST FOR ME AS AN IMMIGRANT, 'CAUSE I'M NOT EVEN FIRST GENERATION, THEY'RE FIRST GENERATION.

[ MOMENT OF SILENCE In memory of Anne Marie MacEntee, 62, beloved wife of Mark MacEntee, Town employee with the Department of Public Works Radio Dept In memory of Carmine DiPasquale, who passed away last week. Born in the Bronx to Italian immigrants and raised in Mt. Vernon and Yonkers, Carmine joined the United States Navy from 1959 -1962. He served during the Cold War and was actively engaged in the Cuban Missile Crisis for which he was awarded medals but also suffered the consequences with PTSD, COPD, permanent hearing loss and other medical issues. In 1985 he moved to Greenburgh, where he became an active member of several military organizations including: the Disabled American Veterans, Chapter 16 as Treasurer: American Legion; Vietnam Veterans of America and Veterans of Foreign Wars. In 2012 he joined the Greenburgh Veterans Advisory Committee, on which he actively served until his passing. Giving out his phone number to every veteran he met, he earned the nickname “The Good Shepherd.” He was the epitome of “Veterans helping Veterans” and always told them “You are not alone.” In 2022 Carmine was inducted into the Veterans Hall of Fame for his military service, and unending commitment to the veteran community. Our condolences go out to his longtime partner, Mary Ann DeToma, and those great friends like William Aguilar on the Advisory Committee who consider him like a brother. In memory of those killed in Ukraine due to the Russian invasion, and in memory of those who have perished due to the terrorist attack by Hamas on October 7, 2023]
