[00:00:04]
SO WELCOME TO OUR WORK SESSION.
UM, TODAY IS, UH, TUESDAY, OCTOBER 15TH, UM, AFTER FIVE 30.
AND, UM, WE'RE GONNA CONTINUE OUR, UM, UM, PRESENTATIONS OF PRELIMINARY DEPARTMENT, UM, YOU KNOW, BUDGETS.
AND, UM, WE'RE GONNA BE, UM, HAVING A DISCUSSION WITH THE BUILDING INSPECTOR AND THE COMMISSIONER OF, UM, UM, OF PUBLIC WORKS.
UH, THE CONTROLLER SAID SHE HAD, UM, UM, PERSONAL, UM, OH, SHE'S ON SET.
SO WE'LL START WITH THE COMPTROLLER.
ALSO ON ZOOM IS COUNCILWOMAN HABER IN COMPLIANCE WITH TOWN AND STATE LAWS.
WE HAVE A QUORUM PRESENT IN PERSON, WHICH ALLOWS US TO HAVE PEOPLE ATTEND FROM, UH, COUNCIL.
BUT ACTUALLY, WHEN THERE'S A WORK SESSION, SINCE THERE'S NO VOTES, THEN WE COULD, THE LAW IS BASICALLY, WE COULD ALWAYS RIGHT.
YOU'RE NOT SUPPOSED TO BE CONDUCTING BUSINESS WITHOUT A QUORUM PRESENT.
OH, REALLY? THAT'S WHAT I DIDN'T REALIZE IT.
DO YOU WANNA JUST GO? CAN YOU HEAR ME? YES, YES, YES, WE CAN.
I'M NOT SURE WHY THAT VIDEO IS NOT COMING UP, BUT, UH, ANYHOW.
UM, SO AM I ON BOARD NOW FOR MY BUDGET? UH, YES.
SO WE, THERE'S REALLY ONLY TWO MAIN DRIVERS, ONE BEING THE SALARIES, AND THAT IS BECAUSE WE HAVE THE ADDITION OF THE ASSISTANT AND PERSONNEL.
UM, AND THAT SHOULD BE ON THE NOTES THAT I ATTACHED AND SENT TO THE BOARD.
AND THEN ALSO WE HAD AN INCREASE IN THE CONFERENCES, BECAUSE I'M GOING TO THE NEW YORK GFOA CONFERENCE.
AND, UH, THE NEW ACCOUNTANT IS ALSO GOING BECAUSE HE NEEDS THE ADDITIONAL TRAINING FROM THE GOVERNMENT, GOVERNMENT FINANCE OFFICERS ASSOCIATION.
OTHER THAN THAT, EVERYTHING ELSE HAS PRETTY MUCH STAYED THE SAME.
AND EVEN THAT INCREASE IN THE CONFERENCE AND SEMINARS ONLY WENT UP $400.
AM I LOOKING UP? OKAY, SO IT'S MOSTLY SALARIES? YES.
SO, IF I'M LOOKING AT THE PROJECTED AS COM 2024 PROJECTED AS COMPARED TO THE BUDGET, THERE'S A BIG DIFFERENCE THERE.
I'M ASSUMING, UM, THERE'S REASON FOR THAT, BUT THE, THE INCREASE RELATIVELY SPEAKING IS NON, ALTHOUGH IT'S, IT'S SUBSTANTIAL, IT'S NOMINAL.
WHEN YOU THINK HOW MANY EMPLOYEES AND COLA AND EVERYTHING ELSE THAT GOES INTO THE SALARY INCREASES, CORRECT? CORRECT.
AND, UH, WELL, THESE ITEMS ARE IN, UM, IN THE A BUDGET.
AND JOE, IS THAT BECAUSE OF STATE LAW? STATE LAW RELATING TO, UM, THE CONTROLLERS, YOU KNOW, PHYSICIANS AND, YOU KNOW, EVERYTHING THAT WE HAVE IN THE A BUDGET? SAY IT.
CAN YOU EXPLAIN THAT, JOE, TO JOE DANKER, THE TOWN ATTORNEY? COULD YOU JUST LOOK, BECAUSE I'M MEETING WITH THE VILLAGE OFFICIALS ON, UM, ON, UM, THURSDAY, SO I AM PREPARING A MEMO FOR THE BOARD ABOUT THIS SUBJECT.
UM, IT IS A UNIQUE ISSUE CONSIDERING WHERE A TOWN THAT HAS AN INCORPORATED AREA SIX SCHOOL DISTRICT, UH, EXCUSE ME, SIX VILLAGES, 12 SCHOOL DISTRICTS.
SO IT IS, UM, A LITTLE COMPLICATED AND IT'S NOT SOMETHING YOU COULD EASILY JUST REVIEW CASE LAW.
UM, I BELIEVE THAT THE COMP CONTROLLER'S BUDGET HAS BEEN IN THE, A BUDGET FOR AS LONG AS I CAN REMEMBER QUITE SOME TIME.
UM, I THINK IT IS APPROPRIATE, I CAN PROVIDE YOU SOMETHING IN A WRITTEN MEMO, UM, TO SIGNIFY THAT.
YOU THINK YOU COULD HAVE LIKE, EVEN LIKE A, A INITIAL DRAFT BEFORE I GO TO MEET WITH THEM ON THURSDAY? IT, IT WILL BE BRIEF BASED ON THE TIMING.
I THINK IT'S FOR A LONGER DISCUSSION.
SOME, SOME ITEMS WENT DOWN TOO.
SO PROFESSIONAL SERVICES, RIGHT? YEAH.
IS, UH, KIMBERLY, IS YOUR, UH, DEPARTMENT FULLY
[00:05:01]
STAFFED AT THIS TIME? ARE THERE VACANCIES? UM, NO.SO WE HAVE THE JUNIOR ACCOUNTANT'S POSITION, UH, VACANT.
AND, UM, THE, UH, UH, WELL, IT'S FOR ANOTHER DAY, BUT I WANTED TO CHANGE ONE OF THE TITLES UP THERE TO FINANCE ASSISTANT FROM ASSISTANT, UM, ADMINISTRATIVE ASSISTANT TO THE COMPTROLLER.
BUT I DON'T HAVE THAT IN THIS BUDGET.
SO NEXT WE HAVE, UM, OH, THIS BUILDING.
WE NEED TO PUT THIS, I'M SORRY.
I WAS LOOKING AT THE WRONG BUDGET
DO WE WANNA DO BUILDING DEPARTMENT FIRST OR DPW BUILDING DEPARTMENT? THE SAME.
WELL, ACTUALLY, SO KIMBERLY NEEDS TO BE, SO I'M NOT GONNA MUTE KIMBERLY.
SO WHY DON'T WE START WITH THE BUILDING DEPARTMENT? IT SENDS EVERYBODY A HI THERE.
UM, DID THIS GO TO JOY? YES, I EMAILED IT.
DID YOU EMAIL YOUR RICH? UH, I DID NOT EMAIL THEM, NO.
YOU DIDN'T EMAIL THEM? HE DID NOT.
KIMBERLY DID SEND OUT THE BUDGET, BUT I THINK PARTS OF IT WERE MISSING.
SO I PRINTED, IS THAT SOMETHING THAT YOU CAN, SO DOES JOY HAVE EMAIL NOW? DOES JOY HAS EVERYTHING THAT'S THE BUILDING IN, I HAVE THE BUILDING DEPARTMENT BUDGET.
JOY, DO YOU HAVE MORE? THERE'S MORE THAN THAT.
THAT'S WHAT I'M TALKING ABOUT.
CAN WE EMAIL? THERE'S MORE THAN WHAT, MORE THAN THAT BUDGET? THAT'S WHAT I'M TALKING ABOUT, I BELIEVE.
WHAT ELSE IS THERE? I DON'T KNOW IF I HAVE.
THERE IS A, UM, ORG CHART HIERARCHY WITH SOME BACKUP INFORMATION FROM DPW.
AND I HAVE WHATEVER LIST THAT UN UNDERSTOOD.
BUT THAT'S WHY I, I ASKED, SO TO MAKE SURE I, I COULD HAVE THIS SCANNED IN.
SHE CAN TELL, SHE CAN CONFIRM IF SHE HAS IT OR NOT.
ALRIGHT, SO JOE'S CUT OFF, SO I CAN'T SEE WHAT HE'S HOLDING.
I'LL, YEAH, IF YOU WANT, I'LL, ALRIGHT, I'LL BE HERE.
SO, UM, WHY DON'T WE START WITH THE BUILDING DEPARTMENT.
AND HOW ABOUT DPS? DID THIS GO TO HER? YES.
OKAY, SO MAYBE YOU COULD JUST GIVE US SORT OF AN OVERVIEW.
SO, 2024, AND THAT'S WHY I GAVE, UM, ALL OF THE REPORTS, UM, WAS A, A ANOTHER GREAT YEAR.
UM, WE HAVE A NEW PLAN EXAMINER THAT WE RECENTLY HIRED.
UM, WE HAVE ONE OPEN OFFICE ASSISTANT, WHICH WE ARE IN THE PROCESS OF HIRING.
AND WE STILL HAVE FOUR, UH, VACANT BUILDING, ASSISTANT BUILDING INSPECTOR POSITIONS.
SO ARE ALL THOSE ACCOUNT POSITIONS ACCOUNTED FOR? THEY ALL ARE ACCOUNTED FOR IN THE BUDGET, BUT WE'RE JUST, UM, WAITING THE RIGHT CANDIDATES.
UM, PRETTY MUCH EVERYTHING BUDGET WISE HAS STAYED STEADY, UM, EXCEPT FOR CONTRACTUAL INCREASES WITH CSEA, UM, THROUGHOUT THE YEAR.
AND, UM, PRETTY MUCH THAT'S, THAT'S, THAT'S IT.
UM, AND YOU DROPPED THE CONTINGENCY FUND TREMENDOUSLY.
THE BUILDING PERMIT FEES, YOU KNOW, I AGAIN FEEL THAT MY GUT FAILING IS IT'S STILL TOO LOW.
YOU KNOW, YOU PUT IN, UH, 3.2.
AND I MEAN, THIS YEAR WE GOT 9,000,600 IN A THOUSAND.
NO, THAT WAS ESTIMATED RIGHT, RIGHT.
UM, BUT WE HAD BUDGETED, WAIT, WE, WE'VE ONLY TAKEN SEVEN POINT, I BELIEVE.
7.759 IS WHAT WE'VE TAKEN IN THUS FAR.
SO WE'RE 2 MILLION UNDER THAT, WHICH, UM, IS ACCOUNTED FOR IN THE FOLLOWING YEARS' BUDGET.
WHAT? SOMETHING, A PROJECT THAT WAS SUPPOSED TO COME IN, IN 2024, WHICH WE HAD, UM, ALLOCATED MONEY FOR, IS NOW NOT GOING TO BE PUT IT IN, PUT IN UNTIL 2025.
SO, UH, HOW MUCH DID I PUT IN FOR 22,000? 20? I PUT IN 9 MILLION IN 2024.
I THOUGHT I PUT IN LESS FOR, UH,
[00:10:01]
FOR 2024.THE PROJECT THAT YOU HAD ANTICIPATED WAS BROKEN INTO TWO PHASES.
SO ONE PHASE CAME IN IN 2024 INITIALLY, UM, THEY WERE GONNA COME IN WITH THE ENTIRE PROJECT THAT'S NOW BEEN BROKEN INTO TWO, WHICH IS NOW ALLOCATED FOR 2025.
NO, BUT THE C WHAT I'M SORT OF WONDERING IS IN THE BUDGET THAT WE WERE APPROVED, THAT WE APPROVED THAT MAYBE KIMBERLY WOULD KNOW FOR 2020 ORIGINALLY, I THINK REMEMBER WE HAVE A DI A DISAGREEMENT.
WE WERE FIRST, YOU KNOW, UH, YOU RECOMMENDED I THINK LIKE 2 MILLION OR SOMETHING, AND THEN I SAID, OH, I THOUGHT IT WAS GONNA BE 5 MILLION.
AND THEN, YOU KNOW, I CONTACTED REGENERON AND THEN IT TURNED OUT THAT A BIGGER DOLLAR AMOUNT, SO WE UPPED IT.
I, I FORGOT HOW MUCH I PUT IN, UH, IN 2020 FOR THE 2024 PROPOSED BUDGET OR THE APPROVED BUDGET.
HOW MUCH THE BOARD ULTIMATELY, UH, FUNDED IN, IN TERMS OF PERMITS.
I BELIEVE THAT IS, I CAN GET THAT NUMBER.
I DON'T HAVE IT RIGHT NOW, BUT I CAN GET THAT AND SEND IT OUT.
I THOUGHT IT WAS LIKE, IT DEFINITELY WASN'T 9 MILLION.
I THINK IT WAS LIKE FIVE OR SIX.
I WANNA SAY IT WAS CLOSER TO SEVEN.
YEAH, I THINK IT WAS MORE LIKE SEVEN OR EIGHT.
SO WE'RE, WE'RE, WE'RE AT 7.759 NOW.
SO, UM, THERE ARE TWO MONTHS LEFT IN THE YEAR, SO WE MAY END UP OBVIOUSLY BE GETTING MORE THAN THAT.
BUT RIGHT NOW, YOU KNOW, DO YOU THINK THAT THE, YOU KNOW, IT'S NOT ONLY REGENERON, YOU KNOW, WE EXPECT, UH, BRIGHTVIEW FOR NEXT YEAR, WE EXPECT ELMWOOD, BRIGHTVIEW, BRIGHTVIEW IS GOING TO BE MOSTLY MORE THAN LIKELY THIS YEAR.
UM, AND ELMWOOD, ELMWOOD IS STILL IN REMEDIATION.
WE'RE NOT SURE WHEN PERMITTING IS GOING TO START.
THAT'S WHY I DIDN'T INCLUDE THAT.
AND, UM, THE OTHER PROJECT WOULD BE SHELL BORN, WHICH IS STILL, UM, IN LIMBO RIGHT NOW.
UM, SO DO YOU, DO YOU THINK THE 3 MILLION TO 150 COULD BE A LITTLE LOW? I'M JUST, BECAUSE I, I JUST, MY GUT FEELING IS IT'S LOW, BUT, SO BASED ON MY, YOU KNOW, MY CONVERSATIONS WITH, UM, THE LARGE SCALE PROJECTS THAT WE HAVE GOING ON, UM, AND UPCOMING, THERE AREN'T GOING TO BE ANY MORE LARGE PROJECTS COMING IN, UM, OF THAT PERMITTING SIZE FOR 2025 THAT I'VE BEEN MADE AWARE OF.
I'VE BEEN, UM, YOU KNOW, IN CONSTANT CONTACT WITH THE LARGER DEVELOPMENTS AND NOTHING.
I, YOU KNOW, THAT'S HOW I KNOW BRIGHTVIEW IS COMING IN.
THE, UM, ELMWOOD AGAIN IS STILL IN REMEDIATION, SO, YOU KNOW, IT'S VERY HARD TO ANTICIPATE WHEN RIGHT.
THE CONTRACTS ARE GONNA, IT, IT WOULD BE GREAT IF THEY DO.
UM, BUT I'M TRYING TO BE CONSERVATIVE.
AND JUST BASED ON PREVIOUS HISTORY.
UM, SO THE, THE BIGGEST, THE BIGGEST CHANGES ARE IN CONTINGENCY AND PEOPLE WILL BE HAPPY TO KNOW ALSO IN ROAD REPAIR, YOU HAVE A BIG AN INCREASE.
WELL, I WAS, WE WERE COMBINING EVERYTHING.
PAUL, DID YOU HAVE ANOTHER QUESTION ON BUILDING? UH, YEAH, I JUST HAD ONE OTHER QUESTION.
UM, SO THERE'S A COUPLE, YOU MENTIONED THERE'S A FEW VACANCIES AND YOU'VE BEEN OPERATING WITHOUT, YOU KNOW, ALL THE, ALL THESE POSITIONS THE WHOLE YEAR.
UM, COULD AN ARGUMENT BE MADE WHEN WE'RE DOING THE 2025 BUDGET THAT SINCE WE'VE OPERATED SUCCESSFULLY, UM, YOU KNOW, WITHOUT ALL THESE ASSISTANT BUILDING INSPECTORS THAT WE DON'T NEED AS MANY BUILDING ASSISTANT BUILDING INSPECTORS? BECAUSE IF YOU'VE BEEN OPERATING WITH, WITHOUT ANYBODY, WELL, LET'S TALK ABOUT HOW THEY'VE BEEN ABLE, HOW THEY'VE BEEN OPERATING AND HOW MUCH TIME THEY'RE HAVING TO PUT IN BECAUSE THEY DON'T HAVE ENOUGH PERSONNEL.
BUT I THINK WE HAVE TO LOOK AT THAT.
OUR, OUR PLUMBING INSPECTOR HAS BEEN OPERATING, UM, DOING MULTIPLE INSPECTIONS, OBVIOUSLY 17 INSPECTIONS A DAY, UM, AND HAS BEEN WORKING EXTRA HOURS.
UM, AND HAS BEEN, UM, COVERING ALL OF THE OTHER INSPECTIONS.
SO THE, THE SHORT AND FAST ANSWER IS YES, WE NEED THE OTHER POSITIONS.
WHEN WE WERE OPERATING AT FULL STAFF, UM, SEVERAL YEARS BACK, THE INSPECTORS, YOU KNOW, YOU, YOU CAN'T CONTINUE HAD A LIFE.
CAN'T CONTINUE ON AT THIS TYPE OF PACE AND YOU DON'T WANNA RUSH THROUGH THINGS.
UM, SO DO YOU, DO YOU FEEL, UM, THAT IF WE, YOU KNOW, WE'RE SUCCESSFUL IN HIRING THE OTHER ASSISTANT BUILDING, UM, INSPECTORS WILL BE ABLE TO DO MORE INSPECTIONS AND WILL THAT INCREASE, UH, REVENUE? THE REVENUE AS WELL? THE NUMBER OF INSPECTORS DOESN'T, UM, HAVE ANY INCREASE IN PERMIT REVENUE.
UM, IT'S THE AMOUNT OF PERMITS THAT ARE COMING IN.
SO WE'VE BEEN ABLE TO MEET ALL OF OUR INSPECTION REQUIREMENTS SO THAT CONSTRUCTION
[00:15:01]
CAN CONTINUE, UM, YOU KNOW, IN A TIMELY FASHION.BUT OBVIOUSLY HAVING MORE INSPECTORS WILL ALLOW JOBS TO, UM, BE INSPECTED QUICKLY.
SHORT OF THAT, UM, IT'S REALLY USER DEFINED IN THE BUILDING DEPARTMENT.
PEOPLE COME IN AND FILE PERMITS.
IF THERE'S A THOUSAND PERMITS IN ONE YEAR, AND THEN THE NEXT YEAR THERE'S 50, THERE'S NOT THE NUMBER OF INSPECTIONS THAT ARE NEEDED.
WE DON'T GENERATE HOW MANY INSPECTIONS THERE ARE THAT COMES FROM THE OUTSIDE.
BUT IT IS A MATTER OF HOW QUICKLY THE INSPECTORS CAN INSPECT THE PROPERTIES AND HOW THOROUGHLY THEY CAN INSPECT IT.
THEY DO A THOROUGH JOB, BUT THAT'S BECAUSE THEY HAVE TO PUT IN A LOT OF EXTRA HOURS.
SO WE, WE HAVE NOT GONE BEYOND, UM, YOU KNOW, 48 HOURS IN REQUESTING INSPECTIONS AND WE SCHEDULE.
SO, UM, AT LEAST THAT'S, YEAH.
SO TALK TO US ABOUT THE COMPLAINTS, BECAUSE IN ADDITION TO BUILDING, INSPECTING, YOU KNOW, NEW PROJECTS OR ANY TYPE OF REMODELING.
SO THE, THE COMPLAINTS ARE, AGAIN, A LOT OF, WE HAVE A LOT OF NEIGHBOR COMPLAINTS.
THIS YEAR HAS BEEN ESPECIALLY HIGH.
I'VE BEEN HANDLING A MAJORITY OF THOSE.
UM, SO THAT REQUIRES AN INSPECTION FOLLOW UP.
UM, SOME POINT ESCALATION IN WORKING WITH THE TOWN ATTORNEY'S OFFICE IN PROSECUTION, UM, THIS YEAR WE'VE HAD, UH, 701 VIOLATIONS THAT DOESN'T INCLUDE THE SUMMONSES.
UM, SO THERE'S BEEN A LOT OF, AS COMPARED TO HOW MANY THE YEAR BEFORE? UM, THE YEAR BEFORE SIX SIX, SIX HUNDRED AND SIXTY SIX, SIX HUNDRED SIXTEEN.
IN 2023, THAT'S THE FULL YEAR.
SO, SO FAR WE'VE ISSUED 701 VIOLATIONS AND A LOT OF THAT, A LOT OF THE VIOLATIONS FALL UNDER WHAT CATEGORY? CAN YOU GIVE JUST A LITTLE INSIGHT? SOME, A LOT OF HIS PROPERTY MAINTENANCE, UM, UNSAFE HOUSING, UM, RUMORS AND BORDERS.
UH, A LOT OF PEOPLE COME, HAVE BEEN COMPLAINING ABOUT OVERGROWN GRASS, UM, ABANDONED HOMES.
SO IT'S, IT'S THAT TYPE OF, UM, QUALITY OF LIFE COMPLAINTS.
ANY REASON FOR THAT? UH, WE DO HAVE A, A NEW PLAN EXAMINER THAT NEEDS TO HAVE THE STATE CERTIFICATION TRAINING, AND THEN WE'RE HOPING TO HAVE NEW ASSISTANT BUILDING INSPECTORS THAT WOULD ALSO HAVE TO HAVE THE, THE TRAINING THAT MAY NOT BE USED.
AND WE'D GO BACK INTO THE GENERAL FUND IF WE DON'T NEED THE, UH, THE ADDITIONAL MONIES.
ARE THERE ANY, UM, OTHER REVENUE SOURCES THAT WE COULD BASICALLY, UM, YOU KNOW, CONSIDER, UH, OR FEE INCREASES THAT BASICALLY COULD HELP US, UH, YOU KNOW, COME UP WITH A BETTER BUDGET? SO IN 2024, UM, EARLY IN JANUARY 10TH, WE, WE DID MULTIPLE INCREASES IN ADDED NEW, NEW PERMIT, UH, FEES, UM, CERTIFICATE OF OCCUPANCIES, TEMPORARY CEOS.
UM, WE TRIPLED LEGALIZATION FEES.
SO THAT WAS AN ADDITIONAL, UH, CLOSE TO A HUNDRED THOUSAND DOLLARS IN REVENUE FOR THIS YEAR.
AND WE'RE HOPING, YOU KNOW, THAT'S GONNA CONTINUE INTO NEXT YEAR.
THE LEGALIZATION FEES, UM, TRIPLED.
SO, UH, THAT WAS 137,000 EXTRA DOLLARS THIS YEAR.
THAT, THOSE ARE THE TWO INCREASES FROM 2024.
DO YOU, IS THERE ANY PLACE THAT WE, OUR FEES ARE LOWER THAN THE NORM THAT WE'RE, WE'RE ON THE, THE, WE'RE ON PAR WITH, WITH WESTCHESTER COUNTY.
NOW THAT I'VE TWICE GOT MIXED UP MY, IT'S EASY.
SO FIRST I WANT TO, I WANT TO THANK, UH, CHELSEA DOYLE.
WILLIAMS, THIS GARRITY TRACY BAKER, UH, FOR ALL THE HELP IN CORRECTING AND STRAIGHTENING OUT THE BUDGET.
I WILL TELL YOU WHEN YOU'RE TALKING ABOUT REVENUES, UH, THE NEW TOWN ENGINEER, JASON CAP AND HIS DEPUTY, UH, CJ ALDO ARE WORKING AT INCREASING THE FEES, UM, ALONG WITH MARTINO DE BRUSO WHO WAS LOOKING AT THE CODE ENFORCEMENT END.
SO I THINK THERE'S GONNA BE A SIGNIFICANT CHANGE THERE.
WE'RE NOT LOOKING TO SET RECORDS ON HOW MANY PERMITS WE GET, BUT WE WANT TO COVER THE TIME THAT IT'S TAKING OUR ENGINEERS TO DO THESE INSPECTIONS.
AND RIGHT NOW WE ARE VERY, VERY LOW.
[00:20:01]
I THINK THE FEES PROBABLY GO BACK 20 SOMETHING YEARS, AT LEAST WHAT THEY WERE SET AT.THAT IS SOMETHING THEY'RE WORKING ON AS IT'S A VERY NEW DEPARTMENT.
I WOULD DO WANT TO SAY THAT AT THIS POINT THE ENGINEERING DEPARTMENT IS FULLY STAFFED, UM, VERY EXCITED, VERY GOOD DEPARTMENT RIGHT NOW.
UH, YOU KNOW, IT WAS A WHILE TO GET EVERYTHING FILLED, AT LEAST ALL THE POSITIONS.
BUT I HAVE TO TELL YOU AND GINA, YOU SEE IT, IT'S A VERY GOOD DEPARTMENT RIGHT NOW.
WE'RE LOOKING FORWARD TO SEEING HOW WE PROGRESS IN THE FUTURE.
HOW IS THE JACKSON LIST COMING? THE JACKSON BOARD.
HOW IS THAT COMING? WE'RE WE ARE FINALLY STARTING TO GET THERE.
THERE ARE A BUNCH OF PROJECTS THAT HAVE BEEN IN LIMBO.
UM, 'CAUSE WE JUST FRANKLY HAVEN'T HAD THE STAFF TO COVER THEM.
AND WHEN, UH, GINA'S TALKING ABOUT OUR COUNCILWOMAN JACKSON'S TALKING ABOUT IS WE HAVE A BIG WHITEBOARD IN OUR CONFERENCE ROOM AND ON THE TOP CORNER, THE JACKSON BOARD.
WE PUT EVERY PROPOSED EXISTING PROJECT OR FUTURE PROJECTS ON THERE, OR THINGS WE'RE THINKING ABOUT SO THAT WE START TO WORK DOWN THAT LIST.
SO EVERYBODY REALLY GETS A HANDLE ON WHAT WE'RE DOING.
UH, THE BIGGEST CHANGES YOU'RE REALLY GONNA SEE IN OUR BUDGET ARE GONNA BE SALARIES, WHICH ARE NEGOTIATED THROUGH THE UNIONS.
UM, THERE IS A DECREASE IN THE SALT BUDGET DUE TO THE FACT THAT WE REALLY, THE LAST TWO WINTERS, KNOCK ON WOOD, HAVEN'T HAD TREMENDOUS WINTERS.
WE HAVE STOCKPILE, BUT WE ALSO DON'T FEEL WE'RE GONNA, YOU KNOW, IN CASE YOU NEED IT, BUT YOU DIDN'T.
BUT WE'RE HOPING, AND AGAIN, AS LIZ SAID, WHAT WE DON'T USE GOES BACK INTO THE FUNDS.
SO, AND WE'RE AGAIN, THIS YEAR A LOT OF THE POSITIONS WEREN'T FILLED.
UM, THERE STILL ARE A LOT OF OUTSTANDING POSITIONS TO BE FILLED.
WE'RE NOT GONNA DO ANYTHING IN A RUSH.
WE'RE GONNA MAKE SURE IT'S PLANNED OUT CORRECTLY AND WE DO THINGS AS EFFICIENTLY AS POSSIBLE.
SOME OF THE OTHER CHANGES YOU'LL SEE HERE ARE IN THE REPAIR BUREAU OR THE ERB, UM, THIS YEAR.
AND I WANT TO THANK FRANK FOR THIS.
UH, THE ONLY VEHICLE WE'RE GONNA BE PURCHASING IS A SWEEPER.
UH, THERE'S A PLAN IN PLACE NOW TO REALLY GET IN AND DIG IN AND KEEP WHAT WE HAVE GOING.
UM, IF YOU SEE, UM, TERRANCE'S VIDEO FROM THE, UH, UH, THE MAINTENANCE DE OR FROM THE, EXCUSE ME, THE COMPUTER DEPARTMENT, I SENT HIS LATEST OUT TODAY, AND IT COULD GIVE YOU A REAL GOOD EXAMPLE OF HOW THEY DO WORK DOWN AT THE ER BAY.
UM, BUT WE'RE LOOKING TO KEEP THE VEHICLES WE HAVE UP AND RUNNING FOR LONGER PERIODS OF TIME.
SO YOU WILL SEE AN INCREASE IN THE OUTSIDE REPAIRS AND SOME OF THE OTHER LINES.
BUT YOU'RE GONNA SEE A DECREASE IN THE CAPITAL.
AND I KNOW THE CAPITAL IS BEING WORKED ON.
NOW, ONE OF THE BIGGEST THINGS YOU'RE GONNA SEE IN THIS CAPITAL WE'RE PROPOSING THAT THE BOARD'S GONNA SEE IN THE NEXT MONTH IS THE INCREASE IN ROAD PAVING.
SO ONE OF THE BIGGEST COMPLAINTS WE GET EACH YEAR AND OUTTA THE, I THINK 5,800 EMAILS I'VE GOT FROM SUPERVISOR FINER NOW A LOT OF COMPLAINTS ABOUT ROOM RESURFACING.
NOW WE DO COVER OBVIOUSLY THE ENTIRE TOWN.
WE HAVE A LIST OF A REPORT THAT WAS DONE IN 2017.
WE'RE HAVING THAT STUDY REDONE.
SO WE GO OFF AN ENGINEERING BASED LIST ON WHICH ROADS TO GET DONE.
UH, BUT EVEN THOUGH WE HAVE THAT LIST, THE 2017 REPORT TALKED ABOUT SPENDING $5 MILLION A YEAR, WE NEVER GOT TO THAT GOAL.
SO WE'RE GONNA BE DOING SOME MAKEUP, UH, AND THE HOPE IS NEXT YEAR TO REALLY DO OR ADDRESS A LOT OF THE ROADS THAT HAVE BEEN NEGLECTED IN THE TOWN FOR MANY GUYS AND, AND JACKSON AVENUE'S.
THE QUESTION RICK JUST NEEDS TO HAVE, SORRY, THE MARKINGS.
RICH, WHAT ABOUT IS DOBS BURY ROAD NOT A TOWN ROAD? THAT IS STATE ROAD.
IF ANY ROAD WITH THE NUMBER IS A NEW YORK STATE, DOT OWNED A MAINTAIN ROAD.
AND MOST OF THE, THE ROADS, THE STATE, I WILL TELL YOU THE STATE IS NOW WORKING ON CENTRAL AVENUE.
HALF OF IT'S SUPPOSED TO GET PAID BEFORE THE WINTER AND THE NEXT HALF IS NEXT YEAR.
UH, MOST OF THE ROADS ARE HEAVILY TRAVELED, ROADS ARE STATE ROADS.
I'VE SPOKEN TO, YOU KNOW, THE ENGINEER IN CHARGE OF, UH, YOU KNOW, THE STATE, UH, UH, PROJECT ON CENTRAL AVENUE.
ONE OF THE THINGS THAT, YOU KNOW, MAYBE YOU COULD TAKE A LOOK ALSO WHEN YOU GO DOWN OLEY ROAD WHEN YOU'RE HEADING WEST, THERE'S A, LIKE A YEAH, IT'S A DIP.
AND YOU KNOW, THEY, THEY MENTIONED THAT IT'S TOUGH TO FIX THAT, BUT YOU KNOW, MAYBE YOU COULD SPEAK TO THEM ABOUT
[00:25:01]
THAT BECAUSE REALLY AND IRRITANT TO A LOT OF RESIDENTS, WE'LL HAVE THE ENGINEERS TALK TO THEM AND SHE IS VERY GOOD.SHE REALLY HAS A HANDLE ON THE PAVING AND DOES AN EXCELLENT JOB FOR THE STATE.
AND LEY SLASH ASHFORD ARE PIECES ARE OWNED BY THE STATE, THE TOWN AND THE COUNTY.
IT IS A HO AND SOME OF IT AND VILLAGE TOO, I THINK.
WE HAVE ONE COUNTY OWNED MARCH, ACTUALLY IT'S TERRIBLE.
AND THE LEY ROAD BRIDGE, UM, THEY START THAT AGAIN.
THEY'RE GONNA BE DONE WITH THE FIRST HALF AFTER FOUR YEARS.
SO WE COULD HAVE GOTTEN TO JU MARS YESTERDAY.
SO CAN, CAN, BUT THEY'LL BE DONE WITH THE REST NEXT YEAR.
THAT THERE, THAT'S ALMOST DONE HALF OF IT.
AND ASHFORD CON DID A LOT OF WORK.
SO CONED IS EVERYWHERE RIGHT NOW.
SO THAT, THAT REALLY CONTRIBUTED TO THE POOR CONDITION.
SO CAN I JUST JUMP IN REALLY QUICKLY BEFORE WE JUST GET OFF THAT SUBJECT? SO THE LIST THAT IS ON THE CA SCHEDULE FOR THIS YEAR, AND IT'S ON THE SCHEDULE FOR NEXT YEAR.
IS THERE SOMEWHERE THAT WE CAN PUT OUR HANDS ON? BECAUSE I KNOW I'VE BEEN GETTING A LOT OF REQUESTS FOR SOME ROADS TO BE DONE.
THAT IS NOT ON THE WHITE PAVING.
NOT PAVING IS NOT ON THE WHITEBOARD.
THERE'S OTHER STUFF ON THAT WHITEBOARD
WE DON'T, WE DON'T PUT THE DETAILS UP THERE.
'CAUSE UNFORTUNATELY WE DO CHANGE AND WE'VE HAD ROADS THIS YEAR EVEN WHERE, YOU KNOW, WE GO THROUGH SOMETHING HAPPENS AND THEN WE GOTTA SHIFT OVER AND DO SOMETHING ELSE.
SO WE DON'T MAKE IT FORMAL TO THE PUBLIC BECAUSE WE DON'T WANNA LET ANYBODY DOWN.
UM, BUT THERE IS AN ACTIVE LIST THAT WE CAN GET YOU.
AND WILL THERE BE JUST ONE MORE AND THEN WILL, WILL REPAVING BE DONE THIS YEAR? WILL WE BE STILL HAVE THE OPPORTUNITY TO DO SOME REPAVING THIS YEAR? WE ARE STILL PAVING RIGHT NOW.
UM, THEY'RE STILL DOING CURB WORK.
WE'RE STILL ACTIVELY DOING DRAINAGE WORK.
UM, I'M HOPEFUL LOOKING AT THE LONG TERM WEATHER FORECAST THAT NOVEMBER AND DECEMBER ARE GONNA BE GOOD MONTHS AND WE'LL CONTINUE TO DO THAT WORK.
WHEN I SAY BEING AGGRESSIVE NEXT YEAR, THIS YEAR'S BUDGET IS 3 MILLION.
NEXT YEAR WE'RE GONNA BE ASKING FOR SEVEN.
AND WE REALLY WANNA, THE GOAL IS TO GET RID OF THE POTHOLES.
WE, WE DON'T WANT, WHEN YOU THINK ABOUT A POTHOLE AND THE TIME IT TAKES FOR OUR STAFF TO GO OUT AND FILL IT AND THEN SWEEP UP EVERYTHING THAT'S BEEN BROKEN UP.
THAT ENDS UP POSSIBLY IN THE BRONX RIVER.
WE'RE TRYING TO PREVENT ALL THAT.
SO THIS YEAR YOU CAN SEE A VERY AGGRESSIVE PAVING NUMBER.
SO YOU SAID POTHOLES, BUT POTHOLES ONLY FOR TOWN STREET.
SO YOU'RE GONNA BE, YOU HAVE A, AN AGREEMENT TO DO STATE ROADS AS WELL.
THERE'S NO AGREEMENT WITH NEW YORK STATE.
YOU'RE JUST GONNA JUST GO ON AND DO IT.
JUST TOWN NOW, THE JACKSON AVENUE AND THE THE EXTENSION.
WOULD YOU, SINCE SOMEONE JUST INQUIRED ABOUT THAT, WOULD YOU JUST EXPLAIN THAT? YOU TALKING ABOUT THE ROADWAY DOWN THERE? SO THERE IS GOING INTO ST.
WE HAVE A FEW BRIDGES THAT NEED A LOT OF ATTENTION.
ONE OF THEM IS, UH, OLD JACKSON AVENUE AND JACKSON AVENUE THAT IS GOING TO BE REPLACED.
YEAH, THAT'S GONNA BE REPLACED THIS YEAR.
WE'RE HOPEFUL THAT WE'LL GET DONE THIS YEAR.
UH, WE ALSO HAVE THE FAIRY PARK BRIDGE AND THERE'S ONE OTHER JASON'S WORKING ON.
BUT THERE'S GOING TO BE PAVING THAT GET DONE ON THAT ROAD EXCEPT FOR THE BRIDGE AREA.
BUT YOU'RE ALSO DOING SOME, SOME WATER DIVERSION, CORRECT? YES.
THE SEWER, UH, BREAK ON EAST DALE AVENUE.
WHAT FUND, WHAT LINE IS THAT FROM? AND THAT'S A SEWER FUND.
AND WE'RE, THAT'S GONNA BE A VERY COSTLY JOB.
IT'S APPROXIMATELY 35 FEET DEEP.
THE PROBLEM WITH THIS SEWER IS IT ALSO RUNS UNDER A BUILDING.
ACTUALLY WE HAVE A ZOOM MEETING AFTER THIS TO DISCUSS IT.
AND I WANT YOU TO REMEMBER, WE ARE HAVING A OUTSIDE CONSULTANT DO, UM, BEST PRACTICES FOR THE WATER DEPARTMENT AT COUNCILMAN JACKSON'S REQUEST.
SO THEY'RE GONNA KIND OF GIVE US A REAL FORECAST OF HOW MUCH WE SHOULD BE PUTTING IN THE BUDGET A YEAR.
AND THAT'S UNDER, UNDER THE WORKS RIGHT NOW.
SO WHEN WE HAVE LIKE, SAY THE, THAT WAS SORT OF AN EMERGENCY THAT NOBODY ANTICIPATED, AND THAT COULD BE A FEW MILLION DOLLARS, UH, UH, YOU KNOW, EASILY.
SO ARE WE SORT OF STILL WITHIN BUDGET OR ARE WE TAKING MONEY FROM CONTINGENCY? YOU'RE GONNA SEE MONEY, AND I'VE TALKED TO KIMBERLY, THE TOWN CONTROLLER, SHE WAS VERY HELPFUL.
UH, WE'RE GONNA BE WORKING SOME ADDITIONAL FUNDS INTO THE CAPITAL.
BUT I'M TALKING ABOUT FOR THIS TYPE OF THING, WOULD, WAS IT SORT OF LIKE SOMETHING THAT IS REALLY IMPACTING NEGATIVELY THE 2024 BUDGET? YOU KNOW, IT WILL, YES.
IT WILL BE ADDITIONAL MONIES THAT ARE NO, I'M JUST SAYING.
[00:30:01]
ANTICIPATED.AND IT, THE REPAIR, IT'S AN INTENSE REPAIR.
AND HONESTLY, THIS IS ALL IN THE ENGINEERS AT THIS POINT.
THEY'RE REALLY STRUGGLING WITH NOT JUST OUR ENGINEERS, BUT OUTSIDE CONSULTANTS AND HOW TO GET TO THIS WORK, TO THE BREAK.
UM, AGAIN, IF WE HAD A MAGIC WAND AND WE COULD WAVE IT AND THIS COULD ALL BE GONE TOMORROW, WE WOULD, BUT YES, IT'S VERY COSTLY.
IT'S NOT SOMETHING YOU NECESSARILY PLAN FOR, BUT HERE WE ARE, AND AGAIN, NOT JUST THE TOWN OF GREENBURG OR WESTCHESTER COUNTY, BUT THESE UNITED STATES ARE DEALING WITH AN AGING INFRASTRUCTURE.
SO LET ME JUST ASK A FOLLOW UP QUESTION.
SO LET'S SAY WE WERE CAUGHT A LITTLE BY SURPRISE BECAUSE IT'S A REALLY MAJOR, UM, YOU KNOW, BREAK THAT NOBODY ANTICIPATED.
IT'S THE FIRST TIME SOMETHING LIKE THIS DISPUTE HAD HAPPENED.
SO A YEAR RECOMMENDATION IS THAT WE PUT MORE MONEY IN LIKE A RESERVE FUND.
SO THIS WAY, UH, YOU KNOW, IF GRADUALLY WE, WE, IF WE REBUILD LIKE AN EMERGENCY FUND AND THERE'S BASICALLY A BREAK, THEN IT WON'T HAVE AS MUCH OF A IMMEDIATE, I'M SORRY, BUT WE CURRENTLY DO THAT.
WHAT WE'RE TRYING TO DO IS PREVENT THE BREAKS.
SO WHAT WE'RE DOING MOST OF THE TIME IS PREVENTIVE MAINTENANCE.
AND WHAT WE OH, PUT MONEY IN EACH YEAR FOR IS BASICALLY SLIP LINING THESE EXISTING LINES.
SO WHAT THAT IS, IS WE CLEAN JET THE LINE, THERE'S A, A LINER PUT IN, INSERTED IT, IT, UH, CURES THE PIPE, IS ACTUALLY STRONGER THAN IT WAS BEFORE.
AND THEN WE GO ON OUR WAY WITHOUT ANY DIGGING.
THE PROBLEM WITH THIS BREAK IS IT'S SO INTRICATE WITH OTHER UTILITIES, AGAIN, IT GOES UNDER AN EXISTING BUILDING AND FOR PURPOSES OF ENGINEERING, YOU JUST CAN'T GO AND DIG IT OUT.
SO IT IS BECOMING VERY TIME AND IT'S COSTLY AND ALSO, YOU KNOW, WANT TO THANK ALL THE RESIDENTS OUT THERE.
THEY'RE DEALING WITH A LOT RIGHT NOW.
UM, WE'RE HOPEFUL IT'S FINISHED SOON, BUT IT IS A BIG HEADACHE FOR THEM.
BUT YOU COULD ALSO SAY, I'M JUST THINKING OUT, YOU KNOW, THINKING LIKE LONG TERM, IT'S ALSO POSSIBLE THAT THAT'S NOT THE ONLY 90-YEAR-OLD OH NO.
ISN'T IT POSSIBLE THAT SAY FIVE YEARS FROM NOW THERE COULD BE A PIPE SOMEWHERE ELSE NEAR, UH, WITHOUT QUESTION AND THAT COULD BE ANOTHER $3 MILLION OR A $2 MILLION PROJECT.
SO I'M WONDERING FROM A BUDGET STANDPOINT, IT WOULD MAKE SENSE TO INCREASE THE AMOUNT THAT WE HAVE SORT OF LIKE HAVE A DO LIKE A GRADUAL LIKE CONTINGENCY.
UM, AND YOU KNOW, THIS WAY IF THERE IS AN EMERGENCY, IT'S NOT GONNA BE AS, AS PAINFUL.
I, AND I HAVEN'T BEEN FOLLOWING IT CLOSELY, BUT THE, THE COUNTY DOING THE SEWER CONSOLIDATION THAT THEY'RE TRYING TO ACCOMPLISH.
WHICH WOULD BE, YOU KNOW, YOU, I I THINK THE MUNICIPALITIES HAVE TO BRING IT UP TO A CERTAIN LEVEL TO BE THEN PARTICIPATE.
BUT BECAUSE THEN IT WOULD BE COUNTYWIDE, THE REPAIRS, THE COST WOULD BE AMORTIZED.
SO, BUT YOU KNOW, IF AND WHEN IT GOES INTO EFFECT IS CERTAINLY QUESTIONABLE AND QUITE AND YOU KNOW, PROBABLY YEARS OUT.
BUT AS I SAID, I HAVEN'T BEEN FOLLOWING IT CLOSELY, BUT THAT COULD, THEY DID REACH OUT TO US.
WE HAVEN'T HEARD FROM THEM SOMETIME, BUT WE KNOW IT WAS SOMETHING WE, THEY WERE WORKING ON.
I THINK CJ FROM HIS PRIOR ROLE RIGHT.
IS KIND OF INVOLVED IN THAT, BUT IT'S BEEN A LITTLE BIT, BUT HOWEVER, WITH THE FUNDING WE DO PUT THAT IN THE CAPITAL.
UM, AND THAT IS SOMETHING WE'RE WORKING ON.
KIMBERLY WOOD FOR THIS CAPITAL COMING UP.
UM, COUNCILWOMAN HABER HAD BROUGHT UP DOBBS FERRY ROAD.
AND, UM, I WANTED TO KNOW, HOW DOES, UM, HOW IS THAT STATE ROAD WORK WORK IN CONJUNCTION WITH THE SIDEWALKS ON DOBBS FERRY? LIKE IS IT OVERLAPPING? DOES IT HAVE TO, DO THE SIDEWALKS HAVE TO WAIT? IS IT BEING DONE RIGHT AFTER? HOW, HOW IS THAT GOING TO AFFECT THAT PROJECT WITH CON EDISON? AGAIN, IT'S DIFFICULT AT TIMES.
I'LL GIVE YOU, FOR INSTANCE, WHEN WE COME IN AND WE NOW MILL THE ROADS DOWN BEFORE WE PAVE THEM, THEY WANT THE ABILITY TO COME IN AND TEST RIGHT AFTER WE MILL TO SEE IF OUR MILLING TO CREATED ENOUGH SHAKING TO BREAK SOME OF THE LINES.
IF YOU LOOK AT NEW ROAD, OLD ROAD AND SOME OF THOSE ROADS OFF THERE, WE PUT THE CURBS IN.
OUR INTENT WAS TO PAVE THEM RIGHT AFTER.
WE COULDN'T 'CAUSE CON OF ADVISED US THAT THEY WERE GONNA COME IN AND START THAT WORK, WHICH YOU SEE THERE NOW.
WE DO GIVE THEM A LIST EACH YEAR AND WE TRY TO FORECAST THAT OUT A LITTLE BIT MORE.
UM, AND I, I DON'T WANT TO COMPLETELY KNOCK KIND OF, THEY'RE GOOD AT WORKING WITH US, BUT AGAIN, THEY HAVE A VERY DIFFICULT JOB TOO.
I DO KNOW THAT, UH, GARRETT, DUANE, UH,
[00:35:01]
REALLY HAS FORECASTED OUT A LOT OF THESE SIDEWALKS AND HE CERTAINLY LETS THEM KNOW AND THE ENGINEERING DEPARTMENTS DON'T LET THEM SO THEY'RE AWARE OF IT.TRIED TO COORDINATE ALL THE EFFORTS AND IT'S NOT THE PERFECT SCIENCE.
IS THAT ANY OTHER QUESTIONS? AND THE, THE WATER DEPARTMENT, DO YOU WANNA EXPLAIN THAT? THAT'S THE NEXT, THAT'S THE NEXT MEETING? YES.
PAUL, WE HAD, WAIT, DO WE HAVE, UH, BUILDING MAINTENANCE OVER HERE? IS THAT SOMETHING THAT WE'RE GONNA DO? WHAT ARE YOU TALK THERE? PART OF OUR BUDGET.
ANY QUESTIONS, PLEASE LET US KNOW.
SO, UM, NOW I MOVE THAT WE GO INTO EXECUTIVE SESSION FOR THE PURPOSES OF DISCUSS.
UM, COULD YOU JUST, SINCE I'M MEETING WITH, UM, THE MAYORS, COULD YOU IDENTIFY, UH, YOU KNOW, WHAT IN YOUR PROPOSED BUDGET IS A AND WHAT'S IN B FOR OUR BUDGET? BASICALLY IT'S THE SIGN SHOP THAT DOES THE WORK FOR THE VILLAGES.
UH, AGAIN, I THINK RIGHT NOW THE SIGN COUNT IS CAN YOU JUST, CAN YOU JUST BREAK THAT AND CAN YOU JUST BREAK IT OUT IN WRITING FOR I CAN.
YEAH, HE'S GONNA, YEAH, BUT COULD YOU MAYBE, I THINK I, I RIGHT.
COULD YOU JUST SO PEOPLE A DIFFERENCE WHEN THEY'RE LISTENING.
I THINK THE TOWN WIDE INCORPORATED AND, UH, UNINCORPORATED GREENBURG, THERE'S UPWARDS OF 18,000 SIGNS THAT ARE MAINTAINED BY THE SIGN SHOP.
ALSO, THE, THE LINE STRIPING IS DONE WHEN NECESSARY.
DO THEY, DO THE VILLAGES, UH, TAKE ADVANTAGE OF ALL THAT? MOST OF THEM I KNOW THIS YEAR, I THINK A FEW WENT AND GOT OUTSIDE VENDORS TO DO IT, BUT WE'RE ACTIVELY WORKING WITH THEM.
SO HE'S YEAH, HE SENT ME, YOU SENT ME THAT EARLIER.
SO I'M GONNA RUN EVERYTHING THAT'S IN THE A BUDGET TOMORROW, AND THEN I'M GONNA MAKE SOME COMMENTS AND I'LL PROBABLY SH SHARE THAT WITH JOE.
AND I'M GONNA JUST PUT WHAT SOME OF THE GSB REQUIREMENTS ARE.
UM, AND THEN HE CAN ADD THAT TO WHATEVER HE HAS.
WE CAN KIND OF WORK ON THAT JOINTLY, IF THAT'S OKAY.
KIMBERLY DOES GSP, UH, SET UP RULES RELATING TO WA GOES IN A AND WA GOES IN B.
YEAH, SO THAT'S, SO THAT'S THE GOVERNMENT ACCOUNTING STANDARDS BOARD.
AND I'VE ALREADY BEEN IN CONTACT WITH THEM AND, UM, THE UNIQUE SITUATION OF THE A AND B BUDGET, AND THEY'RE WILLING TO WORK WITH US AND GO THROUGH THAT.
OH, THAT IS, THAT'S EXCELLENT.
SO THEN WE'RE JUST GONNA MAKE SURE THAT PAUL CAN GIVE THAT OUT AS A HANDOUT SO THEY CAN HAVE THAT TO TAKE THAT BACK SO THEY CAN DO THEIR PLANNING.
IT'S JUST GONNA TAKE SOME TIME.
YOU KNOW, WE'RE GONNA NEED AT LEAST A WEEK TO WORK ON THAT.
WELL, YOU KNOW, YOU COULD BASICALLY SAY LIKE, IF YOU SENT, WHEN I MEET WITH THEM, THIS IS REALLY A PRELIMINARY MEETING WITH THE VILLAGES.
SO I FEEL THAT IF YOU SAY, YOU KNOW, I'VE REACHED OUT, UH, TO G SBY, THEY'RE GONNA TAKE A LOOK AT, YOU KNOW, A AND B ISSUES AND PROVIDE US WITH, UH, INFORMATION WE WORK TOGETHER ON THIS, THEN I THINK THEY'LL BE, YOU KNOW, MORE THAN SATISFIED.
THEY JUST DON'T WANT, FEEL THAT WE'RE IMPOSING SOMETHING AND THEY DON'T UNDERSTAND WHY WE'RE DOING SOMETHING.
SO THIS IS, THIS IS REALLY TERRIFIC WHAT YOU'RE DOING.
LET ME SEE IF I COULD GET IT RIGHT.
UM, I WOULD LIKE TO, UH, PROPOSE THAT, UH, WE GO INTO THE EXECUTIVE SESSION FOR THE PURPOSES OF DISCUSSING PERSONAL MATTERS INVOLVING SPECIFIC INDIVIDUALS AND TO SEEK LEGAL ADVICE ON VARIOUS MATTERS.
