I ALSO PROUDLY SERVE AS THE PRESIDENT OF THE WHITE PLAINS GREENBERG, N-A-A-C-P YOUTH COUNCIL. IT WAS AN HONOR TO ACCEPT THE INVITATION FROM TOWN SUPERVISOR PAUL FINER TO BE WITH YOU TODAY TO TALK ABOUT THE YOUTH COUNCIL'S WORK IN CIVIC ENGAGEMENT IN OUR COMMUNITY. SO, LET ME FIRST TELL YOU ABOUT THE NATIONAL ASSOCIATION FOR THE ADVANCEMENT OF COLORED PEOPLE, ALSO KNOWN AS THE NAACP. WE ARE THE NATION'S OLDEST CIVIL RIGHTS ORGANIZATION SINCE OUR FOUNDING IN 1909, AND OUR MISSION HAS BEEN TO ENSURE EQUALITY FOR MINORITY GROUP CITIZENS AND TO ELIMINATE RACIAL PREJUDICE IN ALL PARTS OF SOCIETY. THE N-A-A-C-P WORKS TO REMOVE ALL BARRIERS OF RACIAL DISCRIMINATION THROUGH DEMOCRATIC PROCESSES. WE HAVE BEEN AND CONTINUE TO BE ON THE FRONT LINES OF THE FIGHT FOR CIVIL RIGHTS AND SOCIAL JUSTICE. WHILE MUCH OF THE NAACP HISTORY IS CHRONICLED AND BOOKS, PAMPHLETS, AND MAGAZINES, THE TRUE MOVEMENT LIES IN THE FACES OF THE MULTIRACIAL MULTI-GENERATIONAL ARMY OF ORDINARY PEOPLE WHO UNITE TO AWAKEN THE CONSCIOUSNESS OF THE NATION OF THE WORLD. YOU MAY ASK WHAT DROVE ME TO GET INVOLVED, AS IT DID FOR MANY STUDENTS. MY INTEREST PEAKED IN 2020. WITH THE IMPACT OF THE GEORGE FLOYD MOVEMENT. I SAW YOUNG PEOPLE JUMPING INTO ACTION BEHIND A CAUSE AND PURPOSE. THEY BELIEVED IN, WHICH IN TURN, INSPIRED ME TO GET INVOLVED. WHICH BRINGS ME TO MY LEADERSHIP ROLE WITH THE NAACP YOUTH COUNCIL AND OUR COMMITMENT TO CIVIC ENGAGEMENT AND ELEVATING YOUTH VOICE IN OUR COMMUNITY. OUR YOUTH COUNCIL TOOK ON THE TASK OF ELEVATING YOUTH VOICE THROUGH OUR VOTER REGISTRATION DRIVES AT LOCAL HIGH SCHOOLS AND OUR SURROUNDING COMMUNITIES. WE WORK IN PARTNERSHIP WITH THE WHITE PLAINS LEAGUE OF WOMEN VOTERS. OUR MAIN GOAL IS TO ENCOURAGE TEENS WHO ARE 18 YEARS OF AGE TO REGISTER TO VOTE, AND ALSO TO PRE-REGISTER, AND THOSE WHO ARE 16 AND 17 YEARS OF AGE. IT IS IMPERATIVE THAT YOUNG PEOPLE UNDERSTAND THE SIGNIFICANCE OF THEIR INVOLVEMENT IN OUR, THE COMMUNITY AND UNDERSTAND THAT OUR VOICE MATTERS. OFTENTIMES, YOUTH BELIEVE THAT THEIR VOTE DOESN'T MATTER. HOWEVER, I, ALONG WITH THE NAACP, WANT ALL YOUTH TO KNOW THAT IN ORDER TO AFFECT CHANGE, YOU MUST BE THE CHANGE THAT WE SEEK. AND OFTENTIMES, IT STARTS WITH EXERCISING OUR RIGHT TO VOTE. REGISTERING STUDENTS TO VOTE IS NO EASY TASK, IF I'M HONEST. IT CAN SOMETIMES BE FRUSTRATING AND DISHEARTENING BECAUSE AS A GROUP, WE ARE NOT FOCUSED ON POLITICS. WE ARE MOSTLY CONCERNED WITH THE ROUTINE OF OUR SCHOOL DAY SPORTS, GRADES, PARTIES, AND OUR FRIENDS. WE SEE VOTING AND CIVIC ENGAGEMENT AS SOMETHING THAT THE ADULTS IN OUR LIVES HANDLE. BUT I OFTEN SHARE WITH THE STUDENTS THAT ALMOST EVERY SIGNIFICANT CHANGE THAT HAS OCCURRED IN THE USA HAS BEEN SPARKED BY TEENS AND YOUNG ADULTS JUST LIKE US, WHO HAVE BAND TOGETHER TO MAKE SURE OUR VOICES ARE HEARD AND CHANGE TAKES PLACE. THE NAACP AIMS TO SUPPORT EVERYONE. AND SO THIS PAST SUMMER, WE WENT OUT INTO THE FAIRVIEW COMMUNITY TO MOTIVATE SENIORS TO VOTE. IN THE PRIMARY ELECTION AT GREENBURG TOWN HALL, MYSELF AND OTHER TEAMS WENT DOOR TO DOOR, ENCOURAGING SENIOR CITIZENS TO REGISTER TO VOTE AND OR TAKE ADVANTAGE OF THE TRANSPORTATION AND PARTICIPATE IN EARLY VOTING [00:05:01] AT TOWN HALL. I THOUGHT TALKING TO MY FELLOW TEENS WAS HARD, BUT TRYING TO CONVINCE OLDER ADULTS PROVED TO BE A REAL CHALLENGE. BUT NONETHELESS, WE PUSHED FORWARD AND KEPT KNOCKING ON DOORS. THOUGH IT MAY BE CHALLENGING IN SOME INSTANCES TO GET PEOPLE TO UNDERSTAND THE SIGNIFICANCE OF REGISTERING TO VOTE AND VOTING, IT IS IMPORTANT THAT WE DON'T LOSE HOPE. GROUPS SUCH AS THE NAACP AND LEAGUE OF WOMEN VOTERS ARE DEDICATED TO REMINDING PEOPLE THAT THEY CANNOT COMPLAIN ABOUT THE THINGS THEY DO NOT LIKE WHEN THEY DO NOT UTILIZE THEIR RIGHT TO VOTE AND HAVE A SAY. IT IS MY HOPE THAT BY ENGAGING TEENS AND TEACHING THEM THE IMPORTANCE OF CIVIC AND COMMUNITY ENGAGEMENT, THEY WILL FOR FOREVER CAST THEIR VOTES DURING ALL ELECTIONS, AND THAT THEY WILL ENCOURAGE OTHERS TO DO THE SAME AND EVEN MORE. REMEMBER, IF YOU DO NOT ALREADY REMEMBER, IF YOU HAVE NOT ALREADY DONE SO, YOU CAN REGISTER TO VOTE BY OCTOBER 26TH. THANK YOU AGAIN FOR INVITING ME, AND IT WAS A PLEASURE TO BE HERE. SO, SO YOU GUYS HAVE BEEN AROUND THE BLOCK ON THIS [00:10:01] AND DONE A LOT OF STUFF, BUT THE TRENDS ARE STILL WHAT THEY ARE. THEY'RE, THEY'RE NOT GOOD. AND WE ALL HAVE TO KEEP BEARING DOWN ON THIS ISSUE, YOU KNOW, HOTTEST EVER AND ALL THAT LAST, LAST SEASON. AND DRIVING THEM TO BE SO, SO ENERGETIC AND, AND BRING SO MUCH DAMAGE TO US. SO EVERYBODY'S REALLY FAMILIAR WITH THESE, THESE PICTURES NOW AT THIS POINT, UN UNFORTUNATELY, AND IT'S ALL ABOUT THESE GREENHOUSE GASES. WE KNOW ABOUT THAT. IT'S THE CARBON DIOXIDE. IT TRAPS THE TRAPS THE HEAT HERE ON THE EARTH, RATHER THAN BEING REFLECTED BACK, UH, TO SPACE. AND THIS PROGRAM IS FOCUSED ON THE, THE RESIDENTIAL ENERGY SOURCE OF THOSE GREENHOUSE GASES. UH, YOU CAN SEE HERE, BASED ON SORT OF TODAY'S, UH, PROFILE, IT'S ABOUT A QUARTER OF THE OUTPUT. BUT REMEMBER, WE'RE ALSO GOING, WE'RE ELECTRIFYING EVERYTHING TOO. WE'RE GONNA, ELECTRIC CARS GONNA HEAT PUMPS FOR THE HOUSES. SO IT'S GONNA BE MORE A BIGGER AND BIGGER, UH, UH, SEGMENT OF THAT. AND MORE AND MORE IMPORTANT. UH, WE'RE DOING THIS WITHIN THE FRAMEWORK OF STATE POLICY, WHICH IS VERY AGGRESSIVE AND, AND WORKING HARD TO GET THIS DONE. BUT IT, IT CAN'T HAPPEN WITHOUT COMMUNITY ACTION. UH, AND JUST ONE LAST NOTE ON LIKE THE, THE STATE INVOLVEMENT. YOU, YOU, YOU GUYS ARE ENGAGED WITH SOME OF THE STATE, UH, INCENTIVE PROGRAMS. JUST WANNA MAKE SURE WITH THIS NEW CONTRACT, UH, I SEE THAT YOU GUYS SHOULD BE QUALIFIED FOR ANOTHER $150,000 GRANT FROM THE CLEAN ENERGY COMMUNITIES. I DON'T, IT DOESN'T LOOK LIKE THAT'S, THAT'S UP THERE YET. MAYBE YOU'VE ALREADY APPLIED FOR IT, I DON'T KNOW. BUT, BUT, UM, THAT, THAT'S, UH, AVAILABLE NOW WITH, YOU GET 2000 ADDITIONAL POINTS THAT TAKES YOU OVER THE, THE, THE 5,000 MARK, WHICH IS THE NEXT LEVEL IN THAT, IN THAT PROGRAM. SO THAT'S WORTH, UM, GETTING TO WORK ON IF YOU HAVEN'T GOT THAT YET. OF COURSE, WITH THE SCALE IS A PROBLEM, WE NEED TO WORK TOGETHER. IT'S NOT, YEAH, WE ALL HAVE TO DO OUR INDIVIDUAL PARTS AT HOME AND ALL THAT. BUT, BUT WITHOUT SCALE, WITHOUT, WITHOUT COLLECTIVE ACTION, UH, IT'S GONNA BE HARD TO GET THIS DONE. SO SUSTAINABLE WESTCHESTER, THAT'S WHAT WE'RE ABOUT. WE'RE THE WESTCHESTER MUNICIPALITIES COMING TOGETHER AND, UH, BUILDING PROGRAMMATIC, UH, TOOLS FOR THE MUNICIPALITIES TO PARTAKE IN TO, TO HELP GET THIS DONE. AND WESTCHESTER POWER IS OF COURSE, ONE OF THOSE. THE, UH, THE PROGRAM SORT OF OVERALL OUTLINE, CLEARLY IT'S ABOUT USING OUR COLLECTIVE PURCHASING POWER, BEING MORE PROACTIVE ABOUT OUR ENERGY PURCHASES AND ENERGY CONSUMPTION, PUSHING RENEWABLE ENERGY. IT DOES PROVIDE A FIXED RATE OPTION TO THE VARIABLE RATES THAT WE, WE GET FROM THE UTILITIES. IT, IT SERVES AS A PLATFORM FOR MORE, UH, ENGAGEMENT AND MORE INVESTMENT IN THE COMMUNITY AROUND, UH, ENERGY AND, UH, RENEWABLE ENERGY AND, AND WASTE REDUCTION AND ALL THAT. UH, THE, AS FAR AS THE PROGRAM STRUCTURE, THE KEY FEATURES ARE, NUMBER ONE, IT'S AN OPT OUT, UH, PROGRAM. SO THAT ESSENTIALLY MEANS IT BECOMES FOR, FOR THE MUNICIPALITIES THAT PARTICIPATE, IT BECOMES THE DEFAULT ENERGY SUPPLY, THE ELECTRIC ENERGY SUPPLY FOR, UH, ELIGIBLE RESIDENTS. AND I'LL NOTE THAT, THAT, THAT MOST RESIDENTS, BUT IT DOES EXCLUDE, FOR EXAMPLE, RESIDENTS THAT ARE IN THE, UM, UH, ANY OF THE ENERGY ASSISTANCE PROGRAMS AND, AND GET SUBSIDIES THERE. 'CAUSE THEY HAVE THEIR OWN TRACK AND THEY'RE BENEFITING FROM THAT. SO THEY'RE, THEY'RE NOT IN THE PROGRAM. ANYBODY WHO'S OPTED OUT BEFORE STAYS OPTED OUT UNLESS THEY OPT IN. AND CERTAIN OTHER, UM, YOU KNOW, UH, UNIQUE RATE CLASSES FOR WHATEVER REASON, THEY'RE, THEY'RE NOT IN. BUT THE, THE BULK OF, UH, RESIDENTIAL CUSTOMERS ARE ELIGIBLE. IT IS CONSUMER FRIENDLY IN THAT, UM, YOU CAN OPT IN OR OPT OUT AT ANY TIME. SO IF IT LOOKS GOOD TO YOU NOW, BUT LATER ON, YOU KNOW, YOU FEEL YOU WANNA BE SOMEWHERE ELSE, YOU CAN ALWAYS DO THAT. 'CAUSE SOME OF THE ONES THAT HAD, UH, DEFAULTED TO THE STANDARD SUPPLY THAT HAS GONE AWAY. SO THEY'RE, THEY'RE OUT AT THIS POINT. THE REASON THAT HAPPENS IS, UM, THE AMOUNT IS CALCULATED BY LOOKING AT [00:55:01] THE EXPENSES THAT THE FIRE PROTECTION DISTRICT, UM, PUTS FORTH IN THE PROCEEDING YEAR. AND THEN THEY HAVE A DISCUSSION WITH THE TOWN TO REIMBURSE SOME OF THOSE COSTS. AND THE TOTAL COST PROPOSED FOR THIS CONTRACT IS $336,941. AND IF I MIGHT SAY, MIGHT SAY, UM, IN THE PAST, PEOPLE HAVE QUESTIONED WHY WE HAVE CONTRACTS LIKE THESE WITH OUTSIDE COMPANIES WHEN WE HAVE THREE FIRE DISTRICTS. AND FOR CLARIFICATION, THAT'S BECAUSE THERE'S SOME AREAS THAT ARE NOT EASILY WITHIN REACH. AND SO THE, THE POLICE, THE FIRE DEPARTMENT OF THE NEIGHBORING GREENBURG VILLAGE, UM, IS THEN, THEN, UM, CONTRACTED WITH. AND JUST TO GIVE YOU AN EXAMPLE OF HOW THAT HELPS. NUMBER OF YEARS AGO THERE WAS A FIRE IN THE DONALD PARK DISTRICT AND THE, THE HASTINGS FIRE DEPARTMENT RESPONDED VERY QUICKLY. THERE WAS A WOMAN STUCK IN THE HOUSE, THEY GOT THE WOMAN OUT OF THE HOUSE AND THE GAS LINE, THEY HAD A GAS EXPLOSION. SO THEY WERE ABLE TO SAVE HER LIFE.
