MEETING TODAY, OCTOBER 29TH.AND, UM, WE'RE GONNA START WITH, UM, OPEN MEETING PORTION OF THE WORK SESSION, AND WE'RE GONNA HEAR FROM, UM, RICH, FUN, UH, RELATING TO, UH, THE CAPITAL BUDGET.
SO I JUST, JUST REALLY QUICKLY, SO I DO UNDERSTAND THAT IT IS A LITTLE WARM IN HERE.
I AM CONCERNED AS LOUD AS THIS IS GOING OUT.
ARE PEOPLE OUT ON THE CAMERA? CAN THEY HEAR US? SO IT MAY BE RIGHT NOW IF WE JUST KIND OF TURN IT DOWN FOR NOW.
SO I JUST WANNA MAKE SURE EVERYBODY HERE.
SO THERE'S VERY LITTLE CHANGES TO THE WATER AND SEWER.
UH, THERE IS AN ADDITIONAL FUNDING FOR SEWER REPAIRS, AS I'M SURE EVERYBODY CAN IMAGINE WHY WITH WHAT'S GOING ON RECENTLY ON THE EAST COAST AVENUE, UH, THEY DID UP THE CHEMICAL, I THINK SOME OF THE WATER.
BUT OUTSIDE OF THAT, THAT'S CONTRACTUAL.
AND THE INCREASE FOR THE CAP FOR THE CHEMICAL IS THAT STATE MANDATED IS THE REASON WHY WE HAVE AN INCREASE OR THE COST ITSELF.
THAT'S, UH, KIMBERLY'S SPREADSHEET.
AND THEN, UH, ANDY DONNELLY, STEVE HOUSE, WHO WERE, YOU KNOW, RUNNING THE WATER DEPARTMENT.
SO NO CHANGES FROM LAST YEAR WITH THE EXCEPTION OF THE CHEMICALS AND, AND SEWER AND, AND SEWER AND THE SEWER.
BECAUSE OF THE UNFORTUNATE ISSUE THAT WE HAVE, WE SEE THAT IN THE CAPITAL TOO.
WE THEN UP THE WORK WE'RE DOING ON THE
UM, IN THE PAST WE'VE AVERAGED ABOUT 2 MILLION.
SO IN 2017 AND SOME YEARS PRIOR, WE HAD STUDIES DONE BY OUTSIDE ENGINEERS.
AND YOU SEE THE OTHER ROOM BE DOING THAT AGAIN, THE STUDIES BY THE OUTSIDE ENGINEERS DURING THE LAST REPORT THEY DID SAID WE SHOULD BE SPENDING $5 MILLION A YEAR TO GET CAUGHT UP.
SO WE ARE PLAYING CATCH UP NOW.
AND I THINK THE BOARD SEES THE AMOUNT OF COMPLAINTS THAT COME IN WHEN WE DO START PAVING OF OTHER PEOPLE WHO WANT THEIR ROAD DONE.
AND FRANKLY, THEY'RE NOT WRONG.
SO THIS WILL, UH, ALLOW US TO CATCH UP HOPEFULLY TO A POINT WHERE, UM, WE'LL BE ON TRACK TO CONTINUALLY KEEP, DO WE HAVE TO BE SPENDING SPLIT 6 MILLION EVERY YEAR? NO, NO.
THIS, I THINK THIS WILL, THIS IS GOING TO TRY TO CATCH US UP.
THIS ONE TIME, THIS ONE I'M HOPEFUL AGAIN, WE'RE GONNA HAVE A STUDY DONE.
SO WE'RE GONNA HAVE AN ENGINEERING BASED STUDY BY AN OUTSIDE CONSULTANT THAT'S GONNA GIVE US A LIST SO THAT WE KNOW EXACTLY HOW TO GO, WHAT WE'VE DONE IN THE PAST.
AND THEN ONCE YOU'VE DONE THAT, AND ONCE WE GET SOME AS MUCH CA CAUGHT UP AS WE CAN, THAT'S MAINTENANCE, THEN IT WILL BE MORE PER YEAR.
BUT IT WON'T BE AS MUCH PER YEAR.
YOU'RE, YOU'RE, YOU'RE SPENDING MONEY TO SAVE MONEY, RIGHT? YEAH.
BECAUSE WHEN YOU DON'T MAINTAIN, THEN YOU SPEND RUN, IT GETS WORSE.
SO EVERYBODY ON THE BOARD WOULD WANT THE SIX AND A HALF MILLION IN THE BUDGET TO SUSTAIN THE BUDGET.
WHY YOU DON'T, YOU DON'T WANT THE ROSA SURFACE POOL.
YEAH, I MEAN, YOU DON'T WANT, YOU SURE YOU DON'T RIDE YOUR BIKE NUMBERS.
YOU DON'T WANT RIDE THEM GRAPPLE.
SO DOES THE STUDY PRIORITIZE THE ROAD? YES.
SO, AND COUNCILMAN HABER HAD A REALLY GOOD QUESTION WITH REGARDS TO PRIORITY.
SO HOW ONCE THIS, WHAT THE STUDY'S GOING TO DO, AND I'LL LET YOU CONTINUE.
ONCE THE STUDY'S GONNA DO IS PRIORITIZE AND COST OUT, IT IS GONNA PRIORITIZE WHICH ROADS WE SHOULD HIT FIRST.
IT'S GONNA, AGAIN, IT'S DONE BY AN OUTSIDE ENGINEERING FIRM.
THEY SCAN THE ROADS, IT BE A WHOLE LISTING OF EXACTLY PCI WHAT YOU NEED TO DO NEXT.
SO IT PULLS ANY GUESSWORK OUT OF IT, RIGHT? THERE'S, THERE'S NO FAVORS, THERE'S NO POLITICS, NO OFFENSE.
IS THIS THAT THE COMPANY THAT, UH, TOOK PHOTOS OF EVERY ROAD, REMEMBER A COUPLE YEARS AGO, THAT'S THE SAME THING.
THE SAME THING YOU'RE SUPPOSED TO DO THAT UPDATED EVERY FIVE.
YOU KNOW WHERE THEY, IT'S SIMILAR.
THEY HAVE LIKE A TRUCK THAT GOES BY WITH A CAMERA.
DIDN'T YOU SAY THAT THE LAST TIME WE PUT IN WAS 2017.
I KNOW SOME, UM, RESIDENTS BEEN ASKING FOR YOU, SO WE WANT TO MAKE SURE WE, THEY'RE ON OUR LIST.
THERE'S A, AND AGAIN, THE PEOPLE WHO COUGH, THEY'RE NOT WRONG.
I WALKED, I WALKED THE NEIGHBORHOOD.
THE PROBLEM IS, IS THERE WORKS THAT ARE NOT
[00:05:01]
TOWN ROADS? THEY'RE NOT TOWN WELL, STATE ROADS WE GOT NO CONTROL OVER.I KNOW WE DID, UH, STUDY THOSE LAST TIME.
UM, OTHER THINGS IN THE, UH, CAPITAL ARE THE CURVES, THE PROGRAM WE HAVE IN PLACE, PEDESTRIAN IMPROVE, UH, THE STORM SEWER, UH, DRAIN IMPROVEMENTS, WHICH HAS BEEN VERY HELPFUL.
UH, IT'S TIME TO REPLACE THE TOWN HALL.
FRONT ENTRY, UM, IN THERE IS, UM, ENGINEERING AT THE START OF MORE INTENSE GIS MAPPING.
AND THAT MANAGEMENT NUMBER IS THE SEWER LINE, SEWER CLEANING AND LINE.
UM, AND THIS TWO SMALLER PIECES OF EQUIPMENT AND MOBILE TRUCKS.
AND
YOU WANNA BRING CHAIRS UP? YOU ANTICIPATE THAT'S GONNA BE ABOUT TWO AND A HALF MILLION? NOT SURE YET.
THE ENGINEERS ARE WORKING ON IT NOW.
THE INTERNET IS REALLY SPOTTY IN HERE.
WELL WE HAVE SOME INTERNET ISSUES HERE, SO WE JUST WANNA MAKE SURE WHAT ETHERNET IN HERE, RIGHT? JUST KIND, JUST BRING, BREAKING UP A LITTLE BIT.
IT'S, IT'S BREAKING UP JUST A LITTLE BIT.
UH, NO, THE CABLE'S FINE, BUT THE SCREEN, IT'S A ZOOM.
YEAH, WELL, LIKE THE ZOOM FEED ITSELF IS FREEZING ONCE IN A WHILE.
ARE WE LIVE NOW? YEAH, YOU'RE LIVE NOW.
I JUST WANT, SO WE JUST WANNA MAKE SURE EVERYONE, UM, WE HAVE OUR CABLE STAND HERE.
IT APPEARS THAT THERE ARE SOME CHALLENGES WITH THE CABLE, WHICH IS, IS RESULTING IN US GOING OUT VERY SPOTTY.
SO WE ARE TRYING TO TROUBLESHOOT THAT.
UM, SO JUST GIVE US A FEW MINUTES.
DID WE HAVE OTHER QUESTIONS WHILE, WHILE WE'RE WAITING? UH, DO YOU WANNA JUST GIVE PEOPLE LIKE A LITTLE UPDATE ON THE HUNDRED EAST TARGET? WELL WE'RE, THAT DOESN'T, WELL THAT'S FRIDAY.
YOU WANNA MAKE SURE THAT THEY SO WE, IT SHOULD BE SO YES.
DID YOU HAVE OTHER STUFF THAT YOU WANTED? DO ALRIGHT, WE CAN KEEP GOING.
SO SOME OF THE, SOME OF THE THINGS ARE STILL REBOOTING.
SO ONCE I GET OUT HERE, I'M GONNA BE ON THE PHONE WITH HIM STILL, BUT PERFECT.
THOUGHT YOU WANNA JUST GIVE US LIKE, OH, HOLD ON.
LET'S, LET'S, ARE WE FINISHED WITH THE BUDGET? YES.
I JUST WANNA MAKE SURE THAT WE ANY OTHER, ANYBODY HAS ANY QUESTIONS REGARDING THE BUDGET? NO, I JUST WANNA RE ASK, I KNOW PAUL, YOU WANNA KNOW ABOUT EAST PARKDALE, BUT WE NEED TO MAKE SURE COUNCILMAN, COUNCILMAN HEBERT HENDRICKS.
ANY MORE QUESTIONS ABOUT THE BUDGET PLEASE? SO RIGHT NOW, AS EVERYBODY'S AWARE, WE HAVE A BREAK ON, UH, EAST ARTHUR AVENUE.
WE ARE WAITING ON A SURVEYOR TO COME IN TO REALLY PICK EVERYTHING UP.
UM, OUR ENGINEERS AND I THINK EVERYBODY'S AWARE, WORKING VERY HARD TO COME UP WITH A, UH, VERY, UM, WE WANT THE FIX TO BE DONE RIGHT.
WE'RE GONNA MAKE SURE IT'S A HUNDRED PERCENT AND WE DON'T INTERFERE WITH ANY OF THE BUILDING ACCESS, THE STRUCTURAL INTEGRITY OF ANY OF THESE BUILDINGS.
AND WHAT WE DO IS WE'RE GONNA WALK AWAY AND IT'S GONNA BE DONE THE NEXT HUNDRED YEARS.
UM, BUT RIGHT NOW WE ARE WAITING ON A SURVEY.
WE WANT THIS TO BE DONE AS QUICKLY AS EVERYBODY OUT THERE.
AND WE REALLY DO APPRECIATE, UH, ALL THE RESIDENTS AND THEIR PATIENTS OUT THERE.
UH, THE FIRE DEPARTMENT, THE POLICE DEPARTMENT, UH, EVERYBODY'S REALLY BEEN A GREAT HELP OUT THERE.
AND, UM, DO YOU HAVE LIKE ANY ESTIMATES WHEN THE EXCAVATIONS WOULD START LIKE A GUT CEILING? LET'S NOT GO WITH I WOULDN'T, I WOULDN'T.
I I WOULDN'T, I WOULDN'T CONNECT.
WOULDN'T, I REALLY WOULDN'T CONNECT.
LET'S GO WITH, WITH CONFIRMED.
BUT IT LOOKS RIGHT RIGHT NOW THAT WE'RE NOT GONNA CLOSE THE OUT.
THAT'S AGAIN, THE ENGINEERS HAVE BEEN WORKING AND THEY REALLY, THEY DIG INTO THE DEVILS AND THE DETAILS, BUT THE PLANS COULD POTENTIALLY CHANGE CHANGE.
THEY COULD IF SOMETHING COMES UP.
I THINK THEY'RE VERY HOPEFUL, YOU KNOW, AND, AND JASON AND PAUL, THE TOWN ENGINEERS REALLY BEEN ADAMANT THAT WE NOT DO THAT.
SO HE'S, I THINK HE'S FOUND THEY WORK.
THEY NEED A COOPERATION BUILDING.
AND LISTEN, THE BUILDING ORDERS HAVE BEEN EVERYTHING GOING ON OUT THERE.
IT'S, YOU KNOW, IT'S A VERY BIG INCONVENIENCE.
UH, YOU KNOW, EVERYBODY'S BEEN PUT OUT IN SOME RESPECT, BUT THEY REALLY, THEY'VE BEEN TROOPER.
THEY UNDERSTAND THAT IT HAS TO BE DONE RIGHT.
[00:10:01]
DO.AND WE DON'T WANT THIS TO HAPPEN.
WE DON'T WANT THIS TO OCCUR AGAIN.
AND 'CAUSE THE BREAK IS SO FRAGILE, IF YOU WILL.
WE NEED TO MAKE SURE THAT IF WE FIND, IF WE FIX ONE PIECE OF THE BREAKUP, SOMETHING ELSE OCCURS, THAT WE ARE ABLE TO LOCATE, LOCATE IT WHILE WE'RE, WHILE WE HAVE EVERYTHING OPEN, WE START BUTTONING UP EVERYTHING, THEN WE'RE GONNA COME AND INCONVENIENCE PEOPLE AGAIN BECAUSE WE'RE GONNA TO GO THROUGH THIS WHOLE PROCESS AGAIN.
THAT'S WHAT WE DON'T HAVE TO, WE DO NOT WANT TO DO THAT.
WELL, I I MEETING TOMORROW NIGHT AT SEVEN 30 WITH RESIDENTS OF 120 EAST
ANYBODY WHO WANTS TO JOIN ME, UH, COULD, UM, IF YOU WANT, UH, COULD BE A FUN EVENING.
BUT YOU I'M JUST SAYING, I'M JUST GONNA READ THEM THE STATEMENT THAT CJ THE CHIEF AND THE COMMISSIONER.
AND IT JUST, I MEAN, YOU DON'T HAVE ANY MORE INFORMATION.
I DON'T WANT YOU TO THINK THAT YOU HAVE TO OFFER SOMETHING.
'CAUSE WHATEVER INFORMATION THAT WE GIVE TO, UM, TO OUR COMMUNITY, WE JUST NEED TO MAKE SURE THAT IT'S ACCURATE.
WE DON'T WANT TO GIVE ANY, WE THINK IT'S GONNA BE THIS.
SO WE ONLY GONNA SPEAK AND WHAT OUR PROFESSIONALS ARE TELLING US AND OUR, YOU KNOW, OUR ADVISORS ARE TELLING US WHAT TO DO.
AND THANK YOU AGAIN FOR CONTINUING TO GIVE US THE UPDATES ON, AND I, I KNOW, YOU KNOW, EVERYONE'S WORKING REALLY HARD AND WE TRULY APPRECIATE THAT.
AND I KNOW THE RESIDENTS AND THANK YOU TO THE RESIDENTS.
WE HAVE TO REALLY SAY THANK YOU TO THE RESIDENTS.
'CAUSE I KNOW THIS HAS BEEN CHALLENGING.
IT IS A DISRUPTION, UM, TO, TO YOUR EVERYDAY JUST REALLY BEING ABLE TO GET AROUND.
BUT WE JUST WANNA MAKE SURE WE HAVE TO HAVE TO DO THIS CORRECTLY.
WE REALLY APPRECIATE ALL THE EFFORT THAT THE STAFF TOWN STAFF.
YOU KNOW WHAT'S AMAZING HOW QUIET IS IN HERE WITH ALL THOSE PEOPLE OUT THERE? IT WASN'T A FEW MINUTES AGO, BUT IT IS NOW.
WE APPRECIATE YOU COMMISSIONER.
SO IF WE UH, NEED YOU AT 10 O'CLOCK, WE'LL KNOW WHERE TO FIND YOU.
DID I MISS THE NEXT ON YOUR LIST IS WHERE IS YOURS? THAT'S, OH, OKAY.
I WAS, I THOUGHT YOU HAD GIVEN IT UP.
IS THAT AN EXTRA ONE? YEAH, YOU THE EXTRA WANT.
CAN I HAVE THE EXTRA PLEASE? OH, YOU GONNA BRING IT ON YOUR THANKS.
OKAY, SO MY BUDGET IS PRETTY SIMPLE.
IF YOU LOOK DOWN THE LIST THAT THE 2024 PROJECTED AND THE 2025 TENTATIVE, MOST OF THE NUMBERS ARE VERY SIMILAR EXCEPT FOR PROFESSIONAL SERVICES.
SO PROFESSIONAL SERVICES, THIS IS NOT AN INCREASE OF $219,000.
THIS IS A REALLOCATION OF FUNDS FROM LINES 51 0 0 0 AND 51 900.
WHICH, UM, 51 0 0 0 IS THE SALARY LINE.
WE MOVED, UH, ONE OF OUR EMPLOYEES RETIRED.
SO WE'RE RIGHT NOW USING OUTSIDE COUNSEL.
I WAS HOPING TO KEEP THAT MONEY ALLOCATED IN THE SALARY LINE, BUT UNFORTUNATELY WE HAVEN'T FOUND ANYBODY YET.
SO I MOVED IT OVER TO PROFESSIONAL SERVICES LINE, ALSO MOVE THE PART-TIME LINE OVER TO THE PROFESSIONAL SERVICES LINE AS WELL.
SO WHILE IT LOOKS LIKE AN INCREASE, IT'S REALLY JUST A REALLOCATION OF FUNDS TO USE THEM APPROPRIATELY.
I FIGURED IT'S BETTER TO DO IT NOW THAN TO ASK FOR A BUDGET TRANSFER THROUGH THE YEAR.
UM, BUT IF WE DO FIND AN IN-HOUSE COUNSEL TO TAKE OVER THOSE CASES, UM, I WOULD HAVE TO DO A BUDGET TRANSFER BACK IN THE SAME AMOUNT.
BUT SINCE WE DON'T HAVE ANYONE YET, I DON'T THINK WE'LL HAVE SOMEONE BY JANUARY 1ST.
I THOUGHT IT WAS JUST BETTER TO YEAH.
DO IT THE APPROPRIATE WAY AND THEN MAKES SENSE.
YOU MENTIONED, UM, AT A WORK SESSION THAT THE, SOME OF THE PRIVATE LAW FIRMS THAT YOU HIRED, IT COULD BE, UH, LESS EXPENSIVE THAN, UM, THAN HAVING A TOWN, SOMEBODY ON STAFF.
UM, SO FOR EXAMPLE, WE USE A FIRM TO DO OUR TAX TERTIARY CASES SINCE I BECAME TOWN ATTORNEY.
AND WE HAVE FOUND THAT YOU ARE ARE HAVING A SAVINGS ONLY BECAUSE THE HEALTH INSURANCE HAS INCREASED SO GREATLY OVER THE PAST FEW YEARS.
AND HEALTH INSURANCE HAS NOT OFFERED TO PRIVATE FIRMS. I MEAN, THEY HAVE THIS FOR THEMSELVES.
SO, UM, WITH MY REVIEW OF THEIR WORK AND SIGNING OFF ON ALL THE SETTLEMENTS AND EVERYTHING, IT HAS COME TO A BIT OF A SAVINGS AND THEY'RE DOING A FANTASTIC JOB.
THAT DOESN'T SEEM, THERE DOESN'T SEEM TO BE ANYTHING ELSE.
I GOT TO SEE ALL THE OTHER PRESENTATIONS.
SO
ARE WE GONNA CLOSE OVER THE, THE
DO YOU WANT ME TO GET ONE LAWRENCE FOR THE NEXT ITEM OR? YEAH, DON'T, YEAH, THAT'S GOOD.
YEAH, THAT'S 'CAUSE WE'RE BEHIND SCHEDULE, SO.
[00:15:01]
I COULD EVEN SAY TOM WANTS TO DEDICATION SIGNAGE FOR GRAHAM AND TO RISK EVERYBODY BASICALLY IS SUPPORTIVE OF THAT.'CAUSE WE'VE, WE'VE TALKED ABOUT IT AND THEY, THEY NEEDED SOME, THE, THE HELP THE, THE HARTSDALE PARKING DISTRICT BASICALLY SAID WE COULD USE THEIR LAND, BUT THEY WANT THE TOWN TO ABSORB THE COSTS FOR THE SIGN.
AND WE HAVE A SIGN SHOP AND WE SAID THAT WE SAID THAT WE WAS GONNA ALLOW SIGN SHOP'S FINE.
SO, UM, SO WE DON'T NEED TO DISCUSS IT FURTHER.
THAT WOULD PROBABLY BE, UH, THE PARKS DEPARTMENT.
WE COULD DO LIKE A, YOU KNOW, A NICE
THEY WEREN'T NECESSARILY ALL HERE, BUT, OKAY.
ALRIGHT, SO WITH, THERE ARE TWO PEOPLE, THEY ARE HERE, BUT THEY'RE ON A CALL, SO THEY DIDN'T KNOW.
THEY ARE AWARE THAT IT'S SUPPOSED TO BE SIX 15.
DO YOU WANNA MENTION SPECIAL MEETING? OH YEAH, WE'RE GONNA HAVE A SPECIAL MEETING, YOU KNOW, TOMORROW.
THE ONLY TWO, UH, TWO ITEMS THAT I'M ADDING TO THE BUDGET, YOU KNOW, WHICH BASICALLY HAS BEEN CONSISTENT WITH ONE OF THEM IS CONSISTENT IS, UM, A LOT OF, UH, BOARD MEMBERS OVER THE YEARS HAVE ASKED FOR PERSONNEL TO BE SEPARATED FROM THE CONTROLLER'S OFFICE.
SO I'M RECOMMENDING IN THE BUDGET I SPOKE TO KIMBERLY, THAT WE PUT THE PERSONNEL OFFICE AS A, A SEPARATE DEPARTMENT STANDALONE.
AND THEN I'M GONNA CONTINUE, UM, THE QUEST TO, UH, HAVE AN OPERATIONS, UM, UH, YOU KNOW, DIRECTOR, YOU KNOW, DIRECTOR OF OPERATIONS, LIKE THE COUNTY EXECUTIVE HOUSE.
UM, THOSE ARE REALLY THE ONLY TWO THINGS THAT I, IN THE BUDGET THAT, UM, HELLO? OKAY.
I, NO, HE WAS TALKING AND WE'RE GOING OUT ON CAMERA.
OH, EVERYONE'S HERE NOW? NO, NOT EVERYONE'S HERE.
SO WE JUST GIVE US LIKE FIVE MINUTES.
WHEN HE COMES, JUST COMES YOU GUYS.
TWO, TWO OF OUR MAIN, MAIN PLAYERS ARE REFERRING.
UM, YEAH, SO THAT, WE ALSO TALKED TO HER, REMEMBER WE ALSO TALKED ABOUT AN APPROVED, THE HR CONSULTANT, SO, NO, THAT'S RIGHT.
I JUST WANNA MAKE SURE THAT DOES NOT ALL THAT'S RIGHT.
WE NEED TO MAKE SURE THAT THAT'S RIGHT.
AT LEAST WE'RE DOING WHAT EVERYBODY SAID WE WANT TO DO AND TIGHTEN UP THE PERSONAL OFFICE.
AND YOU JUST HAVE TO SEE WHAT, HOW YOU DEFINE OPERATIONS MANAGER AGAIN.
WELL, IT'S THE SAME AS, YOU KNOW, BASICALLY IT WOULD REPORT TO, YOU KNOW, I WANT IT TO BE SOMEBODY WHO, OF COURSE, TO ME AND THE TOWN BOARD, WELL, YOU ARE THE TOWN.
YEAH, BECAUSE THAT WAS ONE OF THE ISSUES LAST TIME.
HAVE FURTHER DISCUSSION ON THAT.
FIVE 30? YEAH, THE TOPICS FOR THAT SPECIAL MEETING.
ONE IS A CLERK RESOLUTION SETTING THE PUBLIC HEARING FOR THE PRELIMINARY BUDGET, PUBLIC HEARING OF, UM, NOVEMBER 25TH.
AND THE OTHER IS TO AUTHORIZE DORF NELSON TO FILE A LAWSUIT, UM, ON BEHALF OF THE TOWN.
OH, LET ME ASK YOU A QUESTION.
KIMBERLY, THE CONTROLLER, YOU KNOW, SHE, UH, SAID THAT THE MONDAY THE 25TH WASN'T A GOOD DAY FOR HER FOR FAMILY, UH, REASONS.
AND COULD WE HAD THE BUDGET HEARING ON A TUESDAY INSTEAD OF THE MONDAY? BECAUSE I'M SAYING WE USUALLY DO IT.
WE COULD HAVE, BUT WE SCHEDULED, WE, WE PUT PUBLIC NOTICE OUT FOR THE MEETINGS, UM, WHICH INCLUDED MONDAY THE 25TH.
WE, WE, WE HAVEN'T, THAT'S BEEN A WE COULD WAIT.
WE, WE DIDN'T SCHEDULE THE PUBLIC HEARING.
WE DIDN'T YOU'RE SCHEDULING THE PUBLIC HEARING TOMORROW.
RIGHT? SO, SO WHY CAN'T WE SCHEDULE IT FOR THE TUESDAY DURING THE WORK SESSION? BECAUSE USUALLY IT'S WEDNESDAY, BUT WE NEVER MEET ON RIGHT BEFORE THANKSGIVING.
UNLESS THE BOARD WOULD, UH, WOULD WANT TO KEEP IT TO THE WEDNESDAY.
I HAVE THE 25TH ON MY CALENDAR FOR A MEETING.
WE WOULD HAVE TO CHANGE PUBLIC NOTICE.
AND SO WHY WOULD WE GIVE THE PUBLIC, UH, I DON'T UNDERSTAND WHY WE'RE MOVING IT.
KIMBERLY JUST SAID THAT, YOU KNOW, FAMILY SITUATION FOR THIS, FOR THAT MONDAY THE 25TH.
I THINK WE SHOULD, ALRIGHT, LET'S HAVE FURTHER DISCUSSION.
WE'LL HAVE TO CHANGE THAT RESOLUTION FOR TOMORROW, RIGHT? WELL, WE, IT'S NOT FAIR.
I THOUGHT SHE WAS ON THE ZOOM.
[00:20:03]
NO, WE GOT 1, 2, 3.UM, SIDE, WHY DON'T YOU COME DOWN HERE? UM, WE MOVE.
I THINK WE CAN BOTH MOVE OVER.
YOU WANT, UM, SHE HAS FIVE OF YOU.
OUTSIDE ATTORNEYS KNOW MY NAME.
I GET A LITTLE HAVEN'T IN A GOSH.
HELLO? WHAT, HOW ARE YOU? HOW'S EVERYTHING? GOOD.
OH, WHAT IS, YOU SAID THAT WHAT DAY, WHAT DAY? WHAT DAY DO WEEK IN QUESTION? THE 25TH.
MONDAY SUPERVISOR ASKED TO CHANGE IT FROM MONDAY TO 25TH TO TUESDAY TO 26TH.
BUT THE 25TH WORKS FOR KIMBERLY.
I THOUGHT YOU SAID IT DID THE 25TH.
IT SAYS THE 21ST DOESN'T WORK FOR HER, BUT SHE CAN DO THE 25TH.
WE DON'T NEED TO MAKE ANY CHANGES.
ALRIGHT GENTLEMEN, HOW ARE YOU? LONG TIME
DAVID STEIN METZ FROM THE LAW FIRM OF Z AND STEINMETZ.
PLEASED TO BE BACK IN FRONT OF THE TOWN BOARD.
BUT WE HAVE KEPT YOUR PLANNING BOARD AND YOUR ZONING BOARD BUSY.
JOE DOESN'T WANT TO HEAR ABOUT IT OR GARRETT.
UM, BUT IT, IT IS GENUINELY GOOD TO BE BACK FORTH.
WE DID TALK ABOUT BOYCOTTING, BUT NO WAY.
UH, MY COLLEAGUE MATT BARONS, UM, OUR CLIENT, UH, CRAIG
WANNA MAKE SURE I PRONOUNCE IT CORRECTLY.
UM, AND, UH, MY FRIEND AND ESTEEMED COLLEAGUE DIEGO VILLA FROM JMC ARE PROJECT ENGINEERS AND PLANNERS.
WE HAVE BEEN WORKING WITH CRAIG JOHN, ONE OF HIS PARTNERS, UM, FOR A WHILE IN CONNECTION WITH THE ONE LAWRENCE AVENUE PROPERTY, THE FORMER AXO NOBLE SITE, UM, CONTAMINATED SITE THAT WENT THROUGH A RATHER SUBSTANTIAL ENVIRONMENTAL CLEANUP.
UH, THE GOOD NEWS FOR OUR TEAM, UM, THE SITE HAS BEEN CLEANED.
UH, THE DEC HAS SIGNED OFF ON IT.
CAN YOU EXPLAIN TO WHAT LEVEL THAT CLEANUP WAS? SO WE'LL GET TO THAT IN A MOMENT.
UM, THE SITE HAS BEEN CLEANED UP.
UM, THE DEC HAS SIGNED OFF ON IT.
UM, ONE LAWRENCE LEY, LLC ACQUIRED THE PROPERTY.
UM, THEY PURCHASED THE SITE, UM, AWARE OF THE SURROUNDING SITUATION, THE UNDERLYING ENVIRONMENTAL SITUATION, AND THE APPLICABLE ZONING.
UM, WE ARE HERE TO TALK TO YOU IN A PRE-SUBMISSION FORMAT ABOUT OUTDOOR STORAGE OF VEHICLES AND EQUIPMENT.
UM, OUR CLIENTS HAVE A SCAFFOLDING BUSINESS, UM, AND WOULD LIKE TO HAVE ONE SECTION OF THE PROPERTY FOR OUTDOOR STORAGE OF SCAFFOLDING MATERIAL.
UM, AND THE SITE WOULD PRIMARILY BE USED FOR PARKING OF VEHICLES.
WHAT KIND OF VEHICLES? SCHOOL BUSES.
ABOUT 66 SCHOOL BUSES, UM, RIDER TRUCKS BEFORE THEY GO OUT TO A LOCATION TO THEN BE RENTED OUT.
THERE'S NO RETAIL LOCATION, NO RIDER, YOU KNOW, PULL UP AND PARK YOUR CAR AND RENT YOUR TRUCK HERE? NO, THIS IS A, A FACILITY OR A SPOT WHERE THEY WOULD BE STORED, UM, AND 80, UM, AUTOMOBILE, UH, STORAGE SPOTS, UH, FOR LOCAL DEALERSHIPS, UM, TO, TO MAKE USE OF THE SCHOOL BUSES.
UM, THE SCHOOL BUSES, WHILE THERE'S NOTHING BEEN FINALIZED, SEVERAL OF YOUR AREA SCHOOL DISTRICTS HAVE EXPRESSED REAL INTEREST IN HAVING A PLACE TO PARK SCHOOL BUSES OR SCHOOL BUS VANS, WHICH, WHICH MUNICIPALITIES? SO ARE YOU ABLE TO SAY WITH WHOM WITH WHOM YOU HAVE BEEN IN CONTACT? WE UNDERSTAND IT'S THE WESTCHESTER COUNTY OPERATIONS.
AND THAT HAS, THEY HAVE SEVERAL DIFFERENT TIERS OF THAT.
UM, WE DIDN'T BRING OUR, OUR REAL ESTATE SCHOOL BUSES SCHOOL BUS UNDER THE WESTCHESTER COUNTY RUBRIC.
THEY'RE ALL SERVICE WESTCHESTER COUNTY SCHOOLS.
IN TERMS, THE ONLY, THE BIG ISSUE THAT I COULD SEE IS THE TRAFFIC, BECAUSE ARDSLEY RESIDENTS ARE, AND THE MAYOR AND THE VILLAGE BOARD, THEY'VE BEEN CONCERNED ABOUT, UH, THE TRAFFIC CONGESTION ON SUN RIVER ROAD.
UM, YOU KNOW, I LIVE NEAR THAT, THAT AREA, AND I KNOW THAT IT'S REALLY PRETTY DIFFICULT.
SO HOW WOULD YOU KNOW, HOW'S THE TRAFFIC GONNA BE? IS GONNA BE THE RUSH HOUR, YOU KNOW, HOW MANY BUSES ARE YOU TALKING ABOUT? HOW MANY VEHICLES? SO PAUL, WE, WE, THAT WOULD DEFINITELY BE SOMETHING THAT WOULD BE CRITICAL.
[00:25:01]
IN TERMS OF THE TRAFFIC ANALYSIS WE WOULD HAVE TO DO.WHERE WOULD THE ENTRANCE BE? SO IF WE WANT MAYBE A QUICK OVERVIEW ON THE SITE, PLEASE.
AND THEN WE, YOU QUESTION ELLEN ABOUT THE LEVEL.
I DON'T IF EVERYBODY WANTS TO LOOK ON THE SCREEN, BUT I DID BRING A BOARD AS WELL.
I DON'T KNOW IF THIS IS A LITTLE EASIER TO SPEAK.
YOU WANT THE SCREEN OR THE BOARD, WHICHEVER YOU WHATEVER FOR US.
LAY THAT OUT ON THE TABLE BOARD.
UM, AGAIN, THIS IS JUST THE, INDICATES THE AREA OF THE PROPERTY.
LAWRENCE STREET IS OFF TO THE LEFT HAND SIDE OF THE PAGE.
AND THEN THE SAWMILL PARKWAY IS JUST OFF THE PAGE ON THE TOP PORTION OF THE PAGE HERE.
UM, SO YOU WOULD'VE TO COME IN AND OUT.
THAT'S THE, THERE IS NO DIRECT ACCESS TO SAWMILL RIVER ROAD BECAUSE THE, IT'S, THERE'S ACTUALLY TWO PRONGS OF THE SAWMILL RIVER HERE.
IT'S ON BOTH SIDES OF THE PROPERTY.
SO YOU HAVE THE WATERCOURSE HERE AND THE WATERCOURSE HERE.
AND THAT'S THE ENTRANCE AND EXIT POINTS OPPOSITE THE WAREHOUSE BUILDING ON THE OTHER SIDE OF THE ROAD.
THE IDEA ON THE WAY THIS CIRCULATION WOULD WORK IS YOU HAVE A ONE-WAY ENTRANCE CLOSER TO SOME RIVER ROAD WHERE YOU COME INTO THE PROPERTY.
THERE'S THE PARKING AREA THERE FOR EMPLOYEES AND OTHER PEOPLE BECAUSE AGAIN, THE BUS DRIVER NEEDS TO PARK HIS CAR THERE.
IF THEY ARE COMING VIA CAR, SOME OF THEM WILL COME VIA TRANSPORT.
BUT WE THOUGHT IT WAS IMPORTANT TO HAVE PARKING FOR THE PEOPLE THAT DO COME TO THE SITE ITSELF.
SO AGAIN, BUS STORAGE LOCATED ON THE PLAN NORTH.
IT'S REALLY THE WEST SIDE OF THE PROPERTY.
AND IT'S DONE IN A FASHION WHERE THEY CAN CIRCULATE IN AND OUT AND THEN THEY WOULD EXIT LAWRENCE.
AND OBVIOUSLY A MAJORITY OF THE VEHICLES WOULD HAVE TO GO LEFT BECAUSE OF THE COMMERCIAL VEHICLE STATUS HERE.
YOU HAVE TO COME TO SAWMILL RIVER ROAD WITH THE TRUCKS AND OTHER THINGS LIKE THAT.
THEY WOULDN'T BE ABLE, YOU CAN'T GO SAW PARKWAY.
THEY WOULDN, UH, GO TO THE SAWMILL RIVER PARKWAY.
AND THAT'S SOMETHING WE'D LOOK AT ON A TRAFFIC STUDY AS WELL.
IT WON'T JUST BE DURING LIKE RUSH SHOWER.
IT DEPENDS WHAT YOU'RE TALKING ABOUT.
SCHOOL BUSES GENERALLY LEAVE EARLY IN THE MORNING.
UM, THEY HEAD OUT BECAUSE THEY START, START THEIR FIRST PICKUPS.
I KNOW I CAN ONLY SPEAK TO MY KIDS' SCHOOL DISTRICT 7:00 AM SIX 50 IS THE FIRST PICKUP.
UM, AND SO IT HAPPENS RELATIVELY EARLY, SO I CAN'T SPEAK TO THE EXACT TIMES.
IT'S JUST MY EXPERIENCES WITH THAT.
AND THEN THEY'RE GENERALLY BACK THREE, FOUR O'CLOCK WITH THE EXCEPTION OF LATE BUSES.
SO ALL THOSE BUSES WILL BE USED ON A DAILY BASIS, CORRECT.
SO YOU HAVE 60 TO 70 BUSES THAT WOULD HAVE TO EXIT.
I THINK THERE'S GONNA BE LIKE A LOT OF OPPOSITION TO THIS.
WELL, CAN I ACTUALLY, I LIVE THERE NEAR THERE.
I USE LAWRENCE STREET A LOT OF TIMES.
I HAVE SEEN SO MANY NEAR ACCIDENTS BECAUSE IT BACKS UP AND PEOPLE GO INTO THE ONCOMING TRAFFIC MM-HMM.
AND THAT'S LAWRENCE STREET TO SOMO RIVER ROAD? OR IS THAT GOING IN THE OTHER DIRECTION BECAUSE OF THE SAW MILL PARKWAY? WELL, IT BACKS UP SO MUCH.
AND YOU HAVE PEOPLE GOING WEST IN THE ONCOMING TRAFFIC LANE.
SO IT, YOU KNOW, THEY, IN ORDER FOR THEM TO MAKE THE LEFT, YOU'RE GONNA HAVE A PROBLEM.
IT'S ALSO NOT PARTICULARLY WIDE STREET.
AND THAT'S SOMETHING WE'D HAVE TO LOOK AT, UM, FROM A WIDTH STANDPOINT.
I DO KNOW IT'S ADEQUATE FOR TWO LANES, WHETHER OR NOT, YOU KNOW, WITH THE BUS TURNING AND EVERYTHING EXACTLY.
BUT THAT'S SOMETHING THAT WE WOULD STUDY.
WELL ALSO THERE IS A CULVERT, WHICH IS VERY LIMITED, UM, RIGHT THERE.
AND SO I DON'T THINK, IF I RECALL, THIS IS GOING BACK SOME MANY YEARS AGO, I DON'T RECALL, BUT I'M PRETTY SURE THERE'S A PROBLEM WITH WIDENING IT.
I I, I'M ON THAT ROAD A LOT AND I JUST, EVEN WHEN A NON RUSH HOUR, IT WAS
SO, SO I, I THINK WE HAD, UM, YOU KNOW, A NUMBER OF YEARS AGO BEFORE THEY CLEANED IT UP, THEY WERE LOOKING AT APARTMENTS IN THE COMMUNITY WENT BALLISTIC.
AND I, I I, I WOULD THINK THAT THIS PROPOSAL WOULD, I WOULD THINK IT WOULD HAVE A VERY SLIM CHANCE OF GETTING APPROVED.
YOU KNOW, THAT, THAT'S MY GUT FEELING.
I THINK IT'S LIKE A WASTE OF TIME EVEN PURSUING IT BECAUSE I KNOW THAT THERE'S A LOT OF, UM, YOU KNOW, TRAFFIC ISSUES RIGHT NOW.
UM, YOU KNOW, I KNOW HOW BAD IT IS.
YOU KNOW, I SEE PERSONALLY, UM, YOU KNOW, I GO, YOU KNOW, I'M, I'M FAMILIAR WITH THAT WHOLE LEY AREA.
UM, YOU KNOW, YOU HAVE THE VILLAGE OF LEY IS GOOD.
YOU KNOW, I'M SURE THAT THEY'RE GONNA BE GOING CRAZY OVER THIS.
UM, I JUST CAN'T SEE HOW THIS COULD GET APPROVED.
DID YOU, CAN I JUST, JUST REALLY QUICKLY, SO UNDERSTANDING EVERY, I'M, I KNOW THE AREA, NOT FAMILIAR, NOT AS FAMILIAR AS YOU ALL ARE.
UM, I WOULD JUST ASK YOU GUYS, DID YOU HAVE AN OPPORTUNITY TO MAYBE SURVEY THE AREA JUST TO GET SOME KIND OF UNDERSTANDING OF WHERE PEOPLE'S MINDS ARE AND RELATE TO THIS PROPERTY IN THIS PROJECT? EVEN, EVEN EVEN A VILLAGE OF LEY.
[00:30:01]
SO WE'VE CERTAINLY NOT, THERE'S NO WAY WE WOULD GO SPEAK TO LEY BEFORE WE CAME TO SPEAK TO GREENBERG.THE FIRST STOP, HONESTLY WAS, WAS WITH, WITH ALL OF YOU.
UM, WE DID HAVE A, AN INITIAL DISCUSSION WITH YOUR STAFF AND, AND I WANNA RESPOND TO ELLEN'S QUESTION.
'CAUSE IT SETS UP REALLY THE RESPONSE TO YOUR REACTION, RIGHT? MM-HMM.
SO I, I ASKED YOU, YOU, YOU KNEW THAT, I'M SURE.
BUT YOU ASKED SO, SO THAT, BECAUSE PEOPLE LISTENING, ABSOLUTELY.
SO YOU ALL NEED TO UNDERSTAND THAT THE GOVERNMENT DETERMINED THAT THE SITE SHOULD BE CLEANED UP.
THE GOVERNMENT SUPERVISED THE CLEANUP OF THE SITE, AND THE GOVERNMENT DETERMINED THAT IT HAD TO BE USED IN A NON-RESIDENTIAL FORMAT.
SO HAVING SAID THAT, WE, I WANNA MAKE SURE YOU ALL KNOW WE'RE NOT HERE, UM, ASKING FOR A ZONE CHANGE.
WE'RE NOT HERE ASKING FOR A TEXT AMENDMENT.
WE'RE NOT HERE ASKING FOR A VARIANCE.
WHAT WE ARE PROPOSING, WE BELIEVE TO BE, AND I'LL LET STAFF SPEAK FOR THEMSELVES, THEY MET WITH US.
SO DIEGO AND I, DIEGO, AND I KNOW, UM, AS FOLKS WHO PRACTICE IN FRONT OF YOUR BOARD AND YOUR PLANNING BOARD AND YOUR ZONING BOARD AND YOUR STAFF, THE MINUTE WE WALK OUTTA THE ROOM, YOU'RE GONNA HEAR IT.
UM, IF YOU HAVEN'T ALREADY, WE KNOW WE HAVE OUR WORK CUT OUT FOR US IN ORDER TO RESPOND TO TRUCK MOVEMENTS AND TURNING RADII.
I GET THE COMMENT AND THE QUESTION.
WE UNDERSTAND THAT THERE'S POSSIBLE QUEUING THAT OCCURS ON LAWRENCE RIGHT NOW.
WE, OUR TASK WOULD BE TO DEMONSTRATE THAT THE GOOD NEWS FOR US, THE BUSES ROLL AT A DIFFERENT TIME FROM A MP COMMUTER TIME.
THE BUSES COME BACK AT A DIFFERENT TIME THAN PMP COMMUTER TIME.
WELL, THAT WILL SHOW IN THE TRAFFIC.
AND I THINK THAT WE'RE JUST EXPRESSING OUR CONCERNS BASED ON WHATEVER THE PROBLEM IS.
YOU HAVE A LOT OF TIMES, BECAUSE I'VE BEEN THROUGH THIS, YOU KNOW, FOR MANY YEARS, A LOT OF TIMES, UH, APPLICANTS COME IN AND THEY SPEND ALL THIS MONEY AND THEN THERE'S COMMUNITY OUTRAGE AND THEN THE PROJECT YOU HAVE TO USE, SPEND LIKE A MILLION DOLLARS ON STUDIES AND THINGS, THEN IT DIES.
I, I WOULD BE WILLING TO BET ANYTHING THAT THIS IS NOT GONNA BE APPROVED.
I WOULD BE VERY, VERY SURPRISED.
THINK, I THINK SHOULD, I THINK YOU'RE WASTING YOUR MONEY AND YOUR TIME.
AND I'D RATHER BE UPFRONT BECAUSE, UM, BECAUSE I THINK THEY UNDERSTAND YOUR POINT.
WELL, THEY'RE NOT ARGUING WITH YOU.
I JUST DON'T WANT, I, I HEAR BE UPFRONT.
WELL, YOU ARE NOT, LET NOT LEAD YOU ON TO THINK THAT THERE'S A, THAT THERE'S GONNA BE SUPPORT FOR THIS BECAUSE THERE'S DEFINITELY NOT GONNA BE SUPPORT FOR THIS.
WELL, I, I, LIKE I SAID, THAT'S THE MOST DRIVING I'VE EVER HEARD PAUL.
I, I'VE KNOWN PAUL FOR OVER 25 YEARS.
PAUL, I, I APPRECIATE YOU BEING CANDID.
YOU NEED TO KNOW AND YOU KNOW ME WELL ENOUGH.
I APPRECIATE YOU BEING, I'VE NEVER HEARD YOU THAT CANDID.
UM, BUT NO, AND, AND I ALSO WOULD LIKE TO SAY, FOR EXAMPLE, LIKE IN THE ELMSFORD SIDE, THERE'S A CAR DEALER, UH, UH, THERE'S A CAR DEALERSHIP AND THEY BASICALLY STORE THE VEHICLES AND THERE WAS NO PROBLEM.
SO LIKE IF YOU STORED BUSES AND THEY BASICALLY WERE USED BECAUSE, BECAUSE THEY HAD TO BE STORED THERE, BUT THEY WEREN'T GOING IN AND OUT.
I'D SAY THAT WOULD BE AN ACCEPTABLE USE BECAUSE THERE WOULDN'T BE A TRAFFIC YOU A PROBLEM.
IF IT'S GONNA BE USED FOR BUSES, THEN MAYBE WE COULD BREAK THAT DOWN JUST TO UNDERSTAND A COUPLE, BECAUSE THERE'S DIFFERENT COMPONENTS TO THE PLAN.
THE BUSES THAT WE'VE BEEN FOCUSED ON IS ONE ASPECT OF IT.
SO THAT IS A COMPONENT OF THIS VEHICLE STORAGE.
WOULD YOU CLARIFY WHAT YOU MEAN BY THAT? IT, IT, IT'S A CAR DEALERSHIP NEEDS STORAGE LOCATIONS THERE.
THEIR LOCATIONS NEVER HAVE ENOUGH PARKING ON SITE TO STORE THEIR INVENTORY.
WHETHER WE WOULD NEVER QUEUE THEM IN LIKE WE ARE HERE.
IF THEY WERE GONNA BE COMING IN AND OUT.
BECAUSE YOU ARE ALSO SPEAKING TO THE PUBLIC.
AND I WANT TO MAKE SURE THAT TOTALLY GET IT.
SO YOU DO HAVE THAT COMPONENT.
AGAIN, THAT IS STORAGE OF THE VEHICLE THERE WHEN IT'S NEEDED.
OBVIOUSLY THEY CALL, THEY COME PICK IT UP AND THEY BRING IT THERE.
SO THAT'S PERIODIC TRAFFIC GOING BACK AND FORTH.
AND THEN OBVIOUSLY IT'S NOT A, IT'S NOT A FLEET.
AND THEN THE LAST PIECE IS THE SCAFFOLDING BUSINESS.
THE SCAFFOLDING IS, YOU KNOW, THE EQUIPMENT IS STORED HERE, THE TRUCK PULLS IN, IT GETS LOADED WITH SCAFFOLDING EQUIPMENT AS NEEDED, DEPENDING ON THE DAY AND DEPENDING ON THE TIME AND THEN THEY LEAVE.
SO IT SOUNDS LIKE IT'S THE BUSES THAT ARE COMING IN AND OUT ON A DAILY BASIS, NOT ONLY THE BUSES.
BUT YOU HAVE PARKING FOR THE BUS DRIVERS.
SO THEY WILL BE DRIVING ON SAW MILLS.
SO THERE WILL BE TWO WAY TRAFFIC.
AND YOU'VE GOT SOUTH COUNTY TRAILWAY AND AN ACCIDENT THAT I, WITH SOMEONE PULLING OUT INTO THE ONCOMING TRAFFIC, THEY ALMOST HIT THE CYCLIST COMING ACROSS ON SOUTH COUNTY TRAILWAY.
AND THERE'S ALSO THE BACKUP FROM RIVERTOWN SQUARE THAT COMES, COMES ACROSS THIS WAY.
[00:35:01]
REPHRASE, THERE'S LOT GOING ON.IT'S THE BUS OPERATION ASSOCIATED WITH IT.
WHETHER IT BE THE BUS DRIVERS COMING AND GOING, THE BUSES COMING AND GOING.
IT'S REALLY THE BUS OPERATION PORTION OF IT THAT SEEMS TO BE RAISING THE MOST CONCERNS.
CONCERN, ESPECIALLY ALL CONCERN FROM A TRAFFIC STAND.
THEY'RE ALL CONCERN, THEY'RE ALL CONCERNS.
UM, BY NO MEANS WAVING THE WHITE FLAG AND, AND WITHDRAWING THE, THE CONCEPT THAT THE CLIENTS WOULD LIKE TO EXPLORE, BUT, BUT EXPLORING SOMETHING WITH YOU.
YOU KNEW THE SITE WAS BEING CLEANED UP AT, AT SUBSTANTIAL EXPENSE.
UM, SO THAT WE DIDN'T HAVE AN ENVIRONMENTAL SITUATION HERE IN YOUR COMMUNITY.
WHAT DID YOU ALL ENVISION ULTIMATELY GOING HERE IN ACCORDANCE WITH YOUR I WOULD SAY SOMETHING MORE PASSIVE.
I'M JUST TRYING TO FIND THAT OUT.
THAT'S, THAT WAS MY VISION WAS A SOLAR FARM.
SOMETHING THAT THERE WASN'T A LOT OF ENTRANCE AND RIST ENTRANCE TO THE, AND STRESS TO THE TRAFFIC.
IT IS JUST A REALLY BAD INTERSECTION.
IT'S A REALLY DANGEROUS INTERSECTION.
SOMEONE WAS HIT THERE NOT THAT LONG AGO.
I MEAN, WE WANTED TO HAVE A BUS, A BUS STOP IN RIVERTOWN SQUARE.
THAT COULDN'T HAPPEN BECAUSE OF THE NARROWNESS OF THE STREETS.
AND I MEAN WE'VE, WE'VE BEEN, WE'VE BEEN AROUND THIS BLOCK A LOT OF TIMES.
SOLAR WITH, WITH ENERGY STORAGE OR, YOU KNOW, OUTTA CURIOSITY.
ANY, ANYTHING WITH ENVIRONMENTAL SOLAR, LIKE A REGULAR SOLAR FARM I THOUGHT WOULD BE LIKE A REALLY EXCELLENT USE.
AND PEOPLE, THE MAYOR OF LEY WAS VERY, VERY SUPPORTIVE OF, YOU KNOW, THAT AND PEOPLE IN THE COMMUNITY WERE VERY SUPPORTIVE OF THAT.
BUT LET'S SAY YOU DID A SOLAR FARM.
LET'S SAY YOU DID LIKE A SOLAR FARM AND LIKE A STORAGE FOR VEHICLES, UM, FOR STORAGE, FOR YOUR ENERGY SCAFFOLD, RIGHT? LET'S SAY YOU HAD, BUT LET'S SAY YOU HAD A STORAGE FOR THE VEHICLES.
THEN YOU HAD A SOLAR FARM ON SOMETHING LIKE THAT.
SO THEN THERE'S BASICALLY VERY LIMITED, YOU KNOW, PARKING.
THEN PEOPLE WOULD BE REALLY, YOU KNOW, THEN I THINK PEOPLE WOULD BE REALLY EXCITED ABOUT IT BECAUSE THAT WOULD BE A, LIKE A PERFECT, LIKE REALLY A PERFECT USE.
I HAVE A TWO PART, I WAS NOT AUTHORIZED TO ASK THAT QUESTION, BUT I WAS CURIOUS.
I HAVE A, A, A SUGGESTION OR A THOUGHT WHICH IS PROBABLY NOT REALISTIC, BUT NONETHELESS I'LL MENTION IT.
AND A QUESTION, THE QUESTION FIRST, IF THIS GOES AHEAD.
THAT'S A LARGE AREA OF CONCRETE OF ASPHALT.
WHAT IS THE IT'S RECYCLED CONCRETE AGGREGATE RIGHT NOW.
IT'S THE SAME THING THAT WE USE AS SUB BASE ON, ON HIGHWAYS.
IT'S A, A STATE APPROVED, UH, THREE FOUR INCH.
THAT, SO THE NEWS IS THAT IS UNLIKE OTHER USES, WE WOULD NOT NEED TO PAVE THE SITE.
IT'S JUST STORAGE AND PARKING.
WELL THAT'S, THAT'S ONE OF THE ENVIRONMENTAL BENEFITS.
AND I WAS GONNA ASK WHAT REMEDIATION YOU DID BECAUSE THERE'S A LOT OF FLOODING IN THE AREA THEN.
MY IDEA WAS, BUT AN EXPENSIVE ONE, ALBEIT AN EXPENSIVE ONE, WHICH IS NOT SOMETHING THAT YOUR CLIENT IS GONNA WANNA DO, BUT IT WOULD MAKE A GREAT RETENTION POND.
IT WOULD JUST NEED MORE ENVIRONMENTAL CLEANUP THAN THAT.
THE OTHER PROBLEM IS WE HAD, UM, ELLEN AND I WERE AT A MEETING WITH THE STATE DOTA COUPLE, UM, MONTHS AGO.
AND THERE WAS A PEDESTRIAN ACCIDENT, UM, UH, THAT JOY MENTIONED ON THE STORM APPROPRIATE THAT INTERSECTION PEOPLE WERE ASKING FOR, FOR UM, UM, YOU KNOW, LIKE A PEDESTRIAN BRIDGE OR SOME TRAFFIC SAFETY IMPROVEMENTS.
UH, BECAUSE THERE'S NO BUS, THERE'S NO BUS STOP AT RIVERTOWN WHERE IT'S GOING AT THE, AT THE, AT THE SHOPPING CENTER.
UM, SO YOUR YOUR POINT, UM, ABOUT, YOU KNOW, JUST THIS, EVEN THE PROXIMITY OF THIS SITE TO THE SOUTH COUNTY AND THEN, OR THE ANDREW O'ROURKE UH, TRAIL, UM, YOU KNOW, REALLY HIGHLIGHTS SOME, THE FACT IF THERE'S A LOT MORE VEHICLES AND BUSES, THE POTENTIAL OF A A BICYCLIST BEING HIT OR A PEDESTRIAN BEING HIT, YOU KNOW, IS REALLY NOT, YOU KNOW, PRETTY QUIET.
'CAUSE EVERYONE WHO WORKS IN RIVERTOWN SQUARE WALKS FROM THE BUS STOP ON SW RIVER ROAD AND THEY WALK ACROSS AND IT'S NOT REALLY VERY SAFE.
UM, IF THE, IF WE ELIMINATE THE BUSES ALTOGETHER MM-HMM.
BECAUSE THE WAY I SEE THE SCAFFOLDING STORAGE, IT WOULD EXIT ON 87 NORTH.
HOW DO YOU DOES THAT WHEN YOU COME UP 87 NORTH FREEWAY WAY, YOU CAN GET IT RIGHT ONTO SAW MOVE RIVER ROAD.
I MEAN, YOU COME RIGHT HERE IN A VERY SHORT DISTANCE, NOT EVEN GOING THROUGH THE TOWN, GOING INTO THE PROPERTY.
AND THEN BASICALLY WHEN YOU'RE GOING BACK 87 SOUTH TOWARD THE CITY MM-HMM.
WHAT LET'S, HOW MUCH, HOW MANY VEHICLES WOULD,
[00:40:01]
WOULD BE MOVING IN AND OUT SAY A DAY, LIKE A APPROXIMATE, UM, DIDN'T WE SAY 20 OR 30? SO IT'S NOT THAT, THAT'S NOT A BIG TRAFFIC GENERATOR AND NO, BUT IT'S STAGGERED 'CAUSE IT'S THROUGHOUT, THROUGHOUT THE DAY.SO IT'S STAGGERED WHEN YOU HAVE, IT'S USUALLY, USUALLY THE SCAFFOLD COMPANY ROLLS AT EARLY IN THE MORNING, SIX 30 IN THE MORNING.
UM, AND THEY, UH, YOU KNOW, WHAT TIME DO THEY COME BACK? UM, THEY COULD COME BACK AT UH, FIVE O'CLOCK.
THEY COULD, COULD COME BACK AT FOUR O'CLOCK.
HOW BIG ARE THOSE TRUCKS TO THEY VARY TO JOY'S.
BUT I TELL YOU THAT EARLIER ABOUT TURNING RADIS ON ROAD COMING ONLY FROM THE THROUGHWAY UP TO LAWRENCE.
SO THAT'S REALLY A VERY SHORT DISTANCE.
IT DOESN'T AT ALL, A TEMPLATE GOES TO
BUT THAT, THAT IS WHERE AS IT BACKS UP STILL MILL RIVER ROAD GOING INTO LAWRENCE STREET TO GET ONTO SAWMILL RIVER TO 87.
NO, HE'S TALKING ABOUT GETTING ONTO 87 AND THAT SAW MILL.
NO, BUT IT'S GETTING ONTO 87 TO SAWMILL RIVER ROAD.
SO SAWMILL RIVER ROAD BACKS UP.
THAT'S WHY PEOPLE ARE GOING AGAINST ONCOMING TRAFFIC.
'CAUSE THEY'RE, THEY'RE SO BACKED UP THE LINES IN EITHER DIRECTION TO GET ONTO THE SAW MILL.
TO THE EXTENT THAT THEY OWN THEIR OWN SCAFFOLDING COMPANY, THEY COULD PROBABLY STAGGER AND SET THE TIMES IF THEY DON'T NEED THEIR TRUCKER SITTING IN THAT, IN THAT QUEUE.
BUT THE PROBLEM, SO THEY COULD LOOK AT THAT.
THE PROBLEM FROM A SAFETY POINT IS THAT RIGHT NOW THERE'S NO BUS STOP AT, AT THIS SQUARE.
SO PEOPLE, THE, THE ONLY BUS STOP IS ON RIVER ROAD.
SO YOU HAVE ALL THE EMPLOYEES RIGHT THERE SECTION ARE BASICALLY WALKING FROM SAW RIVER ROAD ON LAWRENCE.
UM, SO IF YOU HAVE, IF YOU HAVE VEHICLE AND YOU KNOW, IF YOU HAVE VEHICLES, UM, YOU KNOW, A LOT OF TRUCKS AND THINGS LIKE THAT, THERE'S, YOU KNOW, AND PEOPLE AREN'T REALLY PAYING THAT MUCH ATTENTION OR WHATEVER REALLY A A, A DECENT CHANCE OF AN ACCIDENT.
AND WE DID HAVE AN ACCIDENT LAST YEAR.
THERE WAS SOMEBODY IN HASTINGS WHO, UM, WAS INJURED ON THE RIVER PARK.
UH, CROSSING THE, SO IT, IT SO REALLY IS IT'S ALREADY NOT A SAFE LOCATION THAT, SO AGAIN, YOU, TO ME, ANYTHING THAT GENERATES LIKE, LIKE LET'S SAY AGAIN, IF YOU WANT TO HAVE A LARGER STORAGE FOR VEHICLES, UH, YOU KNOW, AND YOU JUST LIKE, YOU KNOW, YOU HAVE A COUPLE CAR DEALERSHIPS AND YOU DO JUST, YOU JUST STORE THE VEHICLES AND THEY DON'T MOVE, YOU KNOW, MOST OF THE TIME THEN I WOULD SAY PEOPLE WOULD PROBABLY SAY, I I THINK WE REALLY SHOULD TRY TO ADDRESS, UM, THE APPLICANT'S QUESTION AS FAR AS HE, YOU ASKED WHAT IF YOU JUST HAD CORRECT.
YOU EXPANDED YOUR SCAFFOLDING BUSINESS.
THEN THERE'S, THERE NEEDS TO BE A SAFETY STUDY.
OR THE TRAFFIC STUDY RATHER TO SEE EXACTLY.
WHERE YOU JUST DESCRIBED, YOU CHANGED THE DIRECTION OF WHERE THE TRS ARE GONNA BE COMING IN AND OUT OF MM-HMM.
AND WE, AND WE SEE THAT STUDY SO WE CAN HAVE EVIDENCE AND TO SHOW WHAT THE IMPACT IS GOING TO BE.
BUT YOU WANNA FIND OUT IF IT'S LIKE WORTH YOUR WHILE PURSUING THIS.
BUT HE'S THE DECISION TO MAKE, WE CAN'T CONTROL THIS DECISION.
DON'T WORRY ABOUT THEIR MONEY.
DON'T WORRY ABOUT THEIR MONEY.
CONSIDERATION, I UNDERSTAND THAT, BUT LET'S CONCERN RET I HAVE ANOTHER, OH, I'M SORRY.
UM, THAT YOU ALSO SHOULD, YOU WOULD WANNA TAKE INTO CONSIDERATION THE IMPACTS ON YOU GETTING PEOPLE IN AND OUT.
UM, AS, AS THERE WERE SIDEWALK ON THE OPPOSITE SIDE OF, OF THIS, OF THE PROPERTY.
THE, THE CROSSWALK OR THE CROSS ON MILL? NO.
OR LIGHT SIDEWALK'S PRIMARILY ON YOUR SIDE.
AND IT'S VERY OVERGROWN, SO IT'S NOT VERY, UM, THERE IS, YEAH.
BUT THAT, THAT'S WHAT I WAS SAYING THAT THE SIDEWALK ON S JUST ON MILL IS ON THAT.
SO DOES THAT REQUEST I ADDRESS THE OVERGROWTH? YES.
NOW WHAT I WAS GONNA ACTUALLY ASK IS, WOULD IT BE POSSIBLE TO, TO WHY LAWRENCE STREET? IS THAT EVEN A POSSIBILITY? I DON'T KNOW.
DO HAVE THE WELL, THAT'S WHERE I SAID THE CULVERT MIGHT BE A PROBLEM.
RIGHT? WE MIGHT HAVE A LIMITING FACTOR THERE.
IT'S SOMETHING WE CAN LOOK AT AS FAR AGAIN, I I THINK YOU HIT THE POINT.
THERE'S GONNA BE A TRAFFIC STUDY THAT'S GONNA BE PREPARED.
THE TRAFFIC STUDY IS GONNA DETAIL THE OPERATIONS ON THE PROPERTY.
IT'LL DETAIL THE NUMBER OF VEHICLES.
WE'LL DO COUNTS, WE'LL MODEL EVERYTHING AND WE'LL SHOW THE TRUCK TURNING TEMPLATES AND WHAT'S BEING PROPOSED.
AND THAT'LL BE SOMETHING THAT YOU CAN REACT TO AND HAVE TANGIBLE IN YOUR HANDS THAT YOU CAN LOOK AT AND EVALUATE HIS PART.
WOULD IT MAKE SENSE FOR YOU TO LIKE, REACH OUT TO THE VILLAGE BOARD AND LEY AND
[00:45:01]
MAYBE DOS FERRY? BECAUSE BOTH OF THEM, BOTH OF THOSE COMMUNITIES ARE, UM, ARE WELL HE SAID HE WANTED TO GIVE US A COURTESY OF COMING TO US FIRST AS THE NEXT STUFF.'CAUSE THIS WAY, THIS WAY YOU COULD GET SORT OF A SENSE, YOU KNOW, IS IF YOU KNOW IN TERMS OF THE COMMUNITY.
BUT UNLESS THEY DO A TRAFFIC SCENE, THEY HAVE NOTHING TO PRESENT TO ANYBODY.
I THINK THEY KNOW EXACTLY WHAT TO DO.
THEY, THEY JUST WANNA, WE APPRECIATE YOU MAKING US MINDFUL OF THE OTHER NEIGHBORING GOVERNMENTAL BODIES THAT MIGHT BE INTERESTED.
WE HEAR YOU LOUD AND CLEAR, PAUL.
UM, APPRECIATE THE SUGGESTION THAT WE, UM, GET OUR DATA TOGETHER.
IN TERMS OF SAFETY, IN TERMS OF VEHICULAR MOVEMENT, WHAT OPTIONS THE CLIENT WOULD EXPLORE ALTERNATIVE TO THE BUSES.
UM, IF WE TOLD YOU THAT YOUR SCHOOL DISTRICT WAS ONE OF THE SCHOOL DISTRICTS THAT WAS SAYING, WE WANNA PARK OUR BUSES HERE, DOES THAT MATTER TO YOU AGAIN? NO.
AND THE REASON WHY I SAY THAT, NOT THAT IT DOESN'T MATTER GREEN.
WE JUST NEED TO, SO WE NEED TO SEE THE IMPACT.
IT'S ABOUT, IT'S ALL ABOUT SAFETY.
SO YOU, WE NEED THE EVIDENCE TO SEE YEAH.
AT LEAST YOUR, YOUR ANSWER'S CONSISTENT WITH WHAT YOU SAID EARLIER.
I HAD TO TEST IT AND YOU NO, ABSOLUTELY NO, I, NO, WE GOTTA BE RIGHT.
I LIVE AND THERE'S NO WAY I WOULD WANT THAT TO BE IN PLACE AT THE SAFE.
THE SAFETY CONCERNS ARE RIGHT.
THAT'S WHAT WE'RE TALKING ABOUT.
WELL, AND THE ONLY, THE ONLY OTHER THING THAT I'D HAVE TO SAY THAT IN YOUR RENDERING YOU DO HAVE TREES.
I'D LIKE TO KNOW THAT THERE WILL BE TALLER TREES AND FOLIAGE FOR SCREENING.
SO AS PART OF THE PLAN AND, AND WHAT WE DEPICTED IS, IS, WAS TO GIVE AN OPPORTUNITY, THERE'S LANDSCAPING BUFFER REQUIREMENTS BOTH ON NEW VEHICLE STORAGE AND FOR YOUR CONSTRUCTION EQUIPMENT STORAGE.
THERE'S, YOU KNOW, THERE'S CERTAIN SETBACKS AND LANDSCAPING.
AND EVEN WHEN WE MET WITH STAFF, IT WAS IMPORTANT TO INCORPORATE STAFF HAD SOME COMMENTS ABOUT ADDING LANDSCAPED ISLANDS THROUGHOUT THE PARKING AREAS BECAUSE IT'S PART OF THE CODE PROVISION.
THESE ARE THINGS THAT WE WOULD DO AS PART OF THE PROJECT.
UM, LIMITED AMOUNT OF PAVEMENT, IF ANY, LIKE THEY WERE TALKING ABOUT.
UM, JUST TO MAKE SURE WE KEEP THE IMPERVIOUS AREAS DOWN FULLY FENCED IN DIEGO, FULLY FENCED IN PORTION OF THE PROPERTY UPGRADES, THE FRONTAGE OF THE PROPERTY ON LAWRENCE STREET.
ALL NEW LANDSCAPING ALONG THE FRONT.
SO, YOU KNOW, UNDERSTANDING THAT WE'RE STILL STORING EQUIPMENT AND NEW CARS, THERE WOULD BE A SIGNIFICANT UPGRADE TO WHAT'S OUT THERE RIGHT NOW.
SO ALL YOU REALLY LIKE IT, HUH?
UH, THIS IS EXACTLY, WE WANTED A CANDID, UM, PRE-SUBMISSION DISCUSSION.
KARA, THANK YOU FOR MAKING SURE WE GOT ON A, AN AGENDA PROMPTLY.
JUST WANNA, AND YOU KNOW, MAYBE, YOU KNOW, ONE OF THE THINGS, BECAUSE I'VE, YOU KNOW, MY GOAL IS TO GET SOMETHING APPROVED, NOT GET SOMETHING, YOU KNOW, REJECTED.
AND, YOU KNOW, WE'VE WORKED IN THE PAST AND YOU KNOW, AND YOU'RE AN EXCELLENT KNOWHOW TO DEAL WITH, YOU KNOW, RES YOU KNOW, RESIDENTS.
I MEAN, MAYBE ONE APPROACH THAT YOU MAY WANT TO TAKE IS TO SIT DOWN WITH LIKE A SMALL GROUP OF PEOPLE, YOU KNOW, THE VILLAGE OF ORLEY, DOS FERRY, THE SCHOOL DISTRICT.
AND THEN IF WE ALL SIT DOWN AND THEN WE HAMMER OUT DIFFERENT OPTIONS, MAYBE WE COULD TRY GETTING A CONSENSUS AND SAY, YOU KNOW WHAT? THIS IS SOMETHING THAT WE COULD ALL LIVE WITH BECAUSE THE VILLAGE AND THE TOWN, WE CAN'T SAY YOU CAN'T DEVELOP IT BECAUSE IT'S YOUR PROPERTY.
SO WE KNOW THAT SOMETHING HAS TO BE DEVELOPED AT SOME POINT.
SO THE COMMUNITY ALREADY SAID THEY, THEIR MAIN CONCERN WAS THE TRAFFIC, YOU KNOW, YEARS AGO.
AND THEY KILLED A, BASICALLY A PROJECT.
SO THE THING IS WE HAVE TO SAY, LISTEN, WE'RE GONNA TRY GETTING THE BEST OPTION FOR THE COMMUNITY AND IF WE ALL SIT DOWN, I THINK WE COULD COME UP WITH SOMETHING THAT MIGHT WORK FOR YOU AND, YOU KNOW, COULD WORK FOR THE VILLAGE, COULD WORK FOR THE TOWN.
AND THEN EVERYBODY WILL SAY THIS IS, YOU KNOW, COULD BE, I, I DO UNDERSTAND PAUL'S CONCERN BECAUSE I REMEMBER VERY WELL THE HUMAN CRY THAT WAS RAISED WHEN, FOR THE RESIDENTIAL, BUT IT WAS THE, THE VILLAGE AND THE SCHOOL DISTRICT THAT WERE CREATING ISSUES.
ARE YOU GUYS ALL RELATED? ARE YOU TWO RELATED? RELATED? SO I'M LOOKING AT THE EYES.
I WAS LIKE, I THINK YOU GUYS, I JUST GAVE YOU AN EXTRA SON.
I WAS MARRIED MS. TOWN OF GREENBERG, 40 SOME YEARS AGO.
[00:50:01]
IN THAT BUILDING RIGHT OVER THERE.THE POLICE, THE THE POLICE HEADQUARTERED RIGHT OVER THE POLICE HEADQUARTERS.
AND UH, I LIVED IN WHITE PLAINS MY WHOLE LIFE.
UM, AND I OWNED AND HAD CHAIRS IN VARIOUS SCAFFOLDING COMPANIES IN THE CITY.
AND, UH, I WOULD LIKE TO MOVE, UH, ONE OF MY SCAFFOLDING COMPANIES OF MY SCAFFOLDING COMPANIES TO SOMEPLACE OUTSIDE THE CITY.
THAT'S WHAT I WAS THINKING WHEN I ORIGINALLY LOOKED AT THIS PROPERTY.
UM, AND WE OCCUPY RIGHT NOW ABOUT THREE ACRES IN QUEENS.
SO IF WE TOOK FOUR ACRES HERE OR SOMETHING LIKE THAT, IT WOULD HELP US.
UM, THAT'S MY, THAT'S MY VISION AT LEAST RIGHT NOW.
THE SCHOOL BUSES WAS MY PARTNER'S IDEA AND I LISTEN TO MY PARTNER.
ALRIGHT, EVERYONE HAVE A GOOD ONE.
CAN YOU CLOSE UP THE MEETING? I, SO DO I, CAN YOU CLOSE UP THE MEETING REALLY QUICKLY BEFORE WE YEAH.
CAN YOU CLOSE THIS OR NO, NO, YOU'RE FINE.
WELL, CAN YOU, SO WE CAN YOU CLOSE MEETING.
I'M, UM, CLOSE THE OPEN MEETING AND, UM, LEMME SEE THE PURPOSE FOR PURPOSES OF DISCUSSING PERSONNEL MATTERS, DISCUSSING PERSONNEL MATTERS INVOLVING SPECIFIC INDIVIDUALS, AND TO SEEK LEGAL ADVICE ON VARIOUS MATTERS TO MOVE INTO EXECUTIVE SESSION FOR THIS PURPOSE.
