SO, WE RECENTLY LEARNED THAT OUR VERY, UH, BELOVED BISHOP WILPERT PRESTON, IS RETIRING FROM THE GREENBERG HOUSING AUTHORITY.
AND HE WILL BE VERY, VERY MUCH MISSED.
AND THIS IS FROM THE WHOLE TOWN BOARD TO TALK ABOUT, TO HONOR YOU FOR YOUR ACCOMPLISHMENTS.
'CAUSE YOU HAVE PUT YOUR LIFE'S BLOOD WORK INTO THIS.
I KNOW THIS HAS BEEN A LABOR OF LOVE FOR YOU, AND YOU HAVE ACCOMPLISHED SO MUCH IN THE TIME THAT YOU'VE BEEN THERE.
SO I WANT YOU TO COME UP AND STAND WITH ME WHEN I READ THIS TO YOU.
AND AS I'M THE LIAISON TO THE HOUSING AUTHORITY.
AND I HAVE, AS I'VE ALWAYS TOLD OUR BOARD MEMBERS, I AM SO IMPRESSED BY HOW YOU RUN YOUR MEETINGS WITH SO MUCH PROFESSIONALISM AND, AND COURTESY AND DECORUM, AND YOU GET SO MUCH DONE.
AND IT'S ALWAYS BEEN A PLEASURE.
AND AS I'VE ALSO MENTIONED, YOU AND I WERE POLITICAL RIVALS, BUT YOU WELCOME ME WITH OPEN ARMS. AND THERE WAS NEVER A MOMENT OF ANY, YOU KNOW, ANY DISCORD OR ANYTHING.
SO I APPRECIATE THAT, BUT YOU CAN'T RUN AGAINST ME AGAIN.
SO, WHEREAS THE GREENBERG TOWN BOARD HONORS EXCEPTIONAL INDIVIDUALS OF THE TOWN WHOSE ACCOMPLISHMENTS SHOULD BE RECOGNIZED FOR THEIR POSITIVE CONTRIBUTIONS TO OUR COMMUNITY AND FOR MAKING THE WORLD A BETTER PLACE, WHEREAS THE GREENBERG TOWN BOARD IS PLEASED TO HONOR BISHOP BISHOP, DOCTOR WILBERT G PRESTON ON THE OCCASION OF HIS RETIREMENT FROM THE GREENBERG HOUSING AUTHORITY.
AND WHEREAS BISHOP WILBERT G PRESTON HAS EXEMPLIFIED REMARKABLE LEADERSHIP AS THE CHAIRMAN OF THE BOARD OF COMMISSIONERS FOR THE GREENBERG HOUSING AUTHORITY, HIS STEADFAST DEDICATION TO ENSURING THE RESIDENTS OF GREENBURG HAVE ACCESS TO SAFE, AFFORDABLE, AND HIGH QUALITY HOUSING IS TRULY COMMENDABLE, REFLECTING A DEEP SEATED COMMITMENT TO THE WELLBEING OF THE COMMUNITY HE SERVES.
AND WHEREAS ON JUNE 28TH, 2000, HE WAS APPOINTED TO THE GREENBURG HOUSING AUTHORITY BOARD WHERE HE SERVED AS CHAIRMAN SINCE 2010.
AND UNDER HIS EXEMPLARY LEADERSHIP, HE SAW THE SUCCESSFUL COMPLETION OF 70 NEW SENIOR HOUSING UNITS ON MANHATTAN AVENUE.
THESE RESIDENCES STAND AS A TESTAMENT TO OUR COMMITMENT TO PROVIDING MODERN, SAFE AND ACCESSIBLE LIVING ENVIRONMENTS FOR SENIOR COMMUNITY MEMBERS.
NOW, I KNOW YOU WILL, I'M JUST GONNA STRAY FROM THIS.
YOU'LL NOT BE THERE FOR THE COMPLETION OF THE, OF THE NEW REDEVELOPMENT, WHICH I KNOW IS ALSO SOMETHING THAT YOU'RE VERY INVESTED IN, BUT YOU'LL BE THERE IN SPIRIT, I KNOW.
UM, WHEREAS YOU HAVE COMMENDABLY LED THE REVITALIZATION EFFORTS FOR 85 LOW INCOME HOUSING UNITS, EXPERTLY CONVERTING THEM INTO WHAT IS NOW KNOWN AS GREENBURG HEIGHTS, LLC.
IN DOING SO, YOU HAVE SIGNIFICANTLY TRANSFORMED GREENBURG HOUSING AUTHORITIES PORTFOLIO BY INTEGRATING IT INTO THE LOW INCOME TAX CREDIT PROGRAM, THEREBY ENSURING ITS LONG-TERM SUSTAINABILITY AND POSITIVE IMPACT ON THE COMMUNITY.
AND SO MANY MORE THINGS, THE UPGRADES OF THE PLAYGROUNDS, YOU KNOW, UH, THE BROADBAND FOR THE RESIDENTS.

AND, YOU KNOW, I'VE SUGGESTED THAT, UH, THE, UH, HOUSING AUTHORITY NAMED THE SENIOR HOUSING, UM, UM, YOU KNOW, COMPLEX IN YOUR HONOR, BECAUSE OVER THE YEAR, THERE'S LIKE NO QUESTION IN MY MIND THAT WITHOUT YOUR ADVOCACY AND, AND EFFORTS THAT HOUSING WOULD NEVER HAVE BEEN BUILT, BECAUSE THERE WAS A LOT OF, UM, UH, OPPOSITION, UH, THERE WERE A LOT OF STRUGGLES, THERE WERE A LOT OF DELAYS, AND YOU TOOK A LOT OF ABUSE.
UM, AND YOU JUST KEPT PUSHING, PUSHING AND PUSHING, NEVER GAVE UP.
AND, UM, AND WE GOT A BEAUTIFUL NEW COMPLEX THAT IS A BIG ASSET, UH, YOU KNOW, TO THE COMMUNITY.
AND YOU PROVE THAT IF YOU DON'T GIVE UP, UM, AND YOU KEEP FIGHTING, WE COULD GET MORE AFFORDABLE HOUSING.
SO, YOU KNOW, MY GOAL IS BEFORE, UM, UH, YOU LEAVE, YOU KNOW, TOWN, UH, THAT, UH, WE HAVE A DEDICATION CEREMONY, UH, NAMING THE COMPLEX, UM, IN YOUR, YOUR HONOR, BECAUSE NOT ONLY WOULD IT BE GOOD FOR YOU, BUT IT WILL BE GOOD FOR THE TOWN BECAUSE EVERY TIME, UM, WE DRIVE, YOU KNOW, TOWN BOARD MEMBERS AND THE HOUSING AUTHORITY AND PEOPLE IN THE COMMUNITY DRIVE PAST, UH, THE COMPLEX, UH, WILL BE INSPIRED TO DO MORE, TO GET MORE HOUSING BUILT.

BECAUSE THAT'S THE PASSION OF MINISTRY THAT'S IN ME.

BUT I HAD THE SAME FEELING AND THE SAME SPIRIT ABOUT HOUSING, BECAUSE HOUSING IS THE PRIMARY BASIS FOR LIFE, FOR EVERY ONE OF US.
AND WITHOUT HOUSING, THEN WE ARE ALREADY LOST.
AND I THANK GOD THAT HE HAS ALLOWED ME TO BE INSTRUMENTAL IN PROVIDING AND MANAGING AND EXPANDING AFFORDABLE HOUSING IN THE TOWN OF GREENBURG.

WE CHECKED INTO THE HOTEL, AND BEFORE WE COULD GET THE CAR UNPACKED, THE CHURCH CALLED ME AND THE OLDEST MOTHER OF THE CHURCH PASSED AWAY.
WE GOT BACK IN THE CAR AND COME HOME.
THAT'S THE PASSION WE HAVE FOR MINISTRY.
AND I COULD NOT HAVE EXEMPLIFIED THAT PASSION.
SECOND, WITHOUT MY WIFE AND MY DAUGHTER UNDERSTANDING THE CALL THAT GOD HAS ON MY LIFE.
THE BIBLE SAYS MANY ARE CALLED FEWER CHOSEN.
I CONSIDER MYSELF ONE OF THOSE THAT HAS BEEN CALLED AND CHOSEN TO DO THE WORK OF GOD HERE, GREENBERG.
AND I WANT TO THANK THE TOWN BOARD FOR HAVING THE CONFIDENCE IN ME TO CONTINUOUSLY PUT ME BACK ON THE BOARD FOR ABOUT 26 YEARS.

THIS ARRANGEMENT RAISES SERIOUS QUESTIONS ABOUT THE EFFECTIVE GOVERNANCE OF PUBLIC SAFETY AND PUBLIC SAFETY.
UH, RESPONSIBLE USE OF TAXPAYER MONEY.
THE BUILDING DEPARTMENT ALREADY FACES CHRONIC UNDERSTAFFING WITH THREE LONGSTANDING VACANCIES, ONLY ONE FULL-TIME INSPECTOR.
REMAINING YEARS AGO, THE DEPARTMENT HAD SIX OR SEVEN INSPECTORS.
HOW CAN THE BOARD JUSTIFY ASSIGNING THESE TWO CRITICAL CRITICAL RESPONSIBILITIES TO A SINGLE PERSON WHO IS ALREADY HOLDING A DEMANDING FULL-TIME ROLE? TO ASSIST DECISION IMPLY THAT EITHER OR BOTH POSITIONS ARE NO LONGER REQUIRING A FULL 40 HOUR WORK WEEK OR A DEDICATED, UH, EMPLOYEE FOR FULL ATTENTION.
IF SO, THE TOWN SHOULD IMMEDIATELY RESTRUCTURE THEM AS PART-TIME POSITIONS REDUCE THE ASSOCIATED SALARIES, THE, UH, PROPORTIONATELY ELIMINATE THE UNNECESSARY BENEFITS, UM, AND FULL-TIME PERKS.
FURTHERMORE, RECENT VACANCIES AND DECISIONS TO COMBINE THE ROLES INEVITABLY RAISE CONCERNS ABOUT WHETHER THE BUILDING CODES ARE BEING PROPERLY ENFORCED AND INSPECTIONS COMPLETED ON TIME.
THE PUBLIC DESERVES CLEAR ANSWERS ON HOW THE TOWN WILL MAINTAIN STANDARDS WITHOUT ADEQUATE DEDICATED STAFFING.
THESE ISSUES, ESPECIALLY ARE TROUBLING IN LIGHT OF THE INDEPENDENT FORENSIC FINANCIAL PERFORMANCE REVIEW RELEASED EARLIER THIS YEAR, WHICH EXPOSED DECADES OF FISCAL MISMANAGEMENT, INCLUDING MILLIONS OF DOLLARS IN UNCOLLECTED PROPERTY TAXES AND OTHER REVENUES.
GIVEN THIS DOCUMENTED FAILURE TO COLLECT WHAT IS OWED, IT'S DIFFICULT TO UNDERSTAND WHY RESIDENTS ARE FACING A TAX RATE INCREASE IN 2026.
OUR TAX DOLLARS SHOULD NOT BE WASTED ON REDUNDANT OR PART-TIME POSITIONS, WHILE BASIC REVENUE COLLECTION REMAINS NEGLECTED.
ONE PARTY DOMINANCE IN THE TOWN GOVERNMENT FOR MORE THAN THREE DECADES APPEARS TO HAVE FOSTERED SOME SORT OF COMPLACENCY.
HOW MANY OTHER TOWNS EMPLOYEES ARE RECEIVING MULTIPLE SALARIES.

ANOTHER WAS HELD VIA VIDEO CONFERENCE, UH, AND THAT WAS, UH, MARCH 20TH, WHICH IS FOCUSED ON ENGINEERING AND ENVIRONMENTAL APPLICATIONS.

UM, I'M HERE TODAY TO SPEAK ON LOCAL LAW, ARTICLE EIGHT, CHAPTER FOUR 40, UM, WHICH IS THE VOLUNTEER AMBULANCE WORKER TAX CREDIT.
UM, I'M HERE TO COMMENT SPECIFICALLY ON THE 10% ATTENDANCE TO SERVICE CALLS THAT WAS WRITTEN INTO THE LAW.
UM, FOR MANY, MANY YEARS BEFORE THE LATEST CHANGE, THE LAW SEEMED TO FUNCTION AS DESIGNED, UH, PROVIDED A SMALL TAX CREDIT TO A PRETTY SMALL NUMBER OF VOLUNTEERS, UH, YOU KNOW, MATERIALLY PRETTY SMALL, UH, YOU KNOW, FINANCIAL BURDEN.
