MOMENT OF SILENCE Within a matter of two business days, the Town of Greenburgh experienced the passing of three staff persons associated with the Department of Community Resources – the Theodore D. Young Community Center (TDYCC). While still working as a Registration Clerk at TDYCC, Roxie Elizabeth Winters Scott, 85, passed on Thursday, January 14, 2016. An employee at the Center for nearly 30 years, Roxie was known and dearly loved throughout the Greenburgh community. A life-long resident of Fairview/Greenburgh, she attended Greenburgh/White Plains Public Schools, married and raised three children. Her son, the late William Scott, “Scotty,” was also a long time employee of TYDCC and revered by many as a mediator, peacemaker, mentor and role-model to youth. Roxie enjoyed family gatherings, shopping, traveling and visiting the casino. Earlier in her life, she was an avid bowler and a member of the Westchester Finer Ladies Club. Friday, January 15, 2016, Boston Keith, III, longtime Sports Program Planner and Developer at TDYCC passed at the age of 61. With a B.A. from Hobart & William Smith College as well as a Master’s Degree from the State University of New York at Albany, Boston was a former Adjunct Professor of History and Counselor with the Higher Education Opportunity Programs at Rockland Community, Bronx Community and Manhattan Community Colleges. In (yr - ask Milagross) A kind, gentle and soft spoken person, he joined the staff at TDYCC to pursue his passion of teaching/coaching the art playing basketball to youth. Also, on Friday, January 15, 2016, the Town of Greenburgh mourned the loss of Bill (William L.) Carter, Commissioner of the Department of Community Resources - TDYCC. Bill turned 62 on anuary 5th. Originally from West Virginia, Bill earned a Bachelor of Science Degree in Social Work from Dominican College of Blauvelt, a Masters in Social Work from Columbia University and had completed his course work for a doctorate. He was held leadership roles in the City of Peekskill, the County of Westchester’s funded youth initiative programming (responsible for insuring contract compliance of youth services providers and facilitated all aspects associated with resource allocation of over 8 million dollars in youth development funding), with the Educational Opportunity Center of White Plains and the White Plains Youth Bureau before joining the Town of Greenburgh in November 2008 as Commissioner. A community leader who engineered improvements in the quality of life as well as in the quality of programs for residents in the town, Bill was known for his great personality and his ability to make everyone he encountered smile or laugh. Under Bill’s tenure, several programs were enhanced, encouraging people from the entire town of Greenburgh to benefit from the Center’s programs. He encouraged youth to attend college and seek meaningful employment. With Bill’s resourcefulness and leadership, the Summer Jazz Concert series at Yosemite Park, (under consideration for being re-named in his honor) brought high quality musicians to the program each summer. Having also worked at Hawthorn Cedar Knolls School and Family Services of Westchester, Bill was an Adjunct Professor at Westchester Community College, a member of internationally renowned organization, Omega Psi Phi Fraternity, Incorporated; the African American Men of Westchester and was licensed by the New York State Education Department as an HIV Test Counselor. He had been invited to give presentations to colleges, educators around New York State and St. Lucia. A highly respected gentleman, Bill will be sorely missed.
