The COVID-19 Pandemic has created challenges for everyone.  We all have a responsibility to slow "community spread" of the virus.  Therefore, there will be no public gathering in Town Hall for this meeting.  This raises another challenge: how do we hold the public hearings on the agenda remotely?  We are going to use the "Zoom" platform.  If you want to watch the meeting, you may do so via the Town's Web site or via cable TV as usual as mentioned below.  However, if you wish to register to speak at the meeting using Zoom, the Town Board and staff have been working out the details.  (You may create your own Zoom account if you don't have one for free at https://zoom.us/freesignup/.)   Please email PublicHearing@GreenburghNY.com if you want to speak or provide a written comment (up to five minutes) related to a Public Hearing topic.  State which hearing(s) in the email.  Email PublicComment@GreenburghNY.com if you want to speak or provide written comment (up to three minutes) during Public Comment.  If you have a statement you want read, please include the statement with your email.  For Zoom participation, you will be contacted with further instructions.

          GOOD NEWS...The Town continues (since 2008) to have the highest possible bond rating from Standard & Poors (AAA) and (since 2010) (Aaa) from Moody's.  Less than 1% of communities in the nation have this record of financial stability.  Recently (09/19/19), Standard & Poors once again reaffirmed the Town's highest rating and on (9/18/19) Moody's reaffirmed the Town's highest rating.

To consider the Matter of the Increase and Improvement of the Consolidated Water District in the Town of Greenburgh, Westchester County, New York, at an Estimated Maximum Cost of $11,600,000 (See Resolution CD-5)
 
PUBLIC HEARINGS
 
To consider a Local Law amending the Code of the Town of Greenburgh Chapter 570, the Code of Ethics, to revise the "Annual Statement of Financial Disclosure for Town of Greenburgh"
 
To consider a Local Law amending Section 285-28 of the Zoning Ordinance, entitled “DS Designed Shopping District,” as it relates to Automotive Fuel Station Uses
 
To consider adopting a Local Law amending the Code of the Town of Greenburgh Chapter 520, entitled “Conservation Advisory Council,” to permit the Town Board to appoint an Alternate Member to the Conservation Advisory Council
 
To consider a Local Law enacting a new Chapter 343, entitled "Dogs and Cats, Commercially Bred," in the Code of the Town of Greenburgh (Held over to a date to be determined.)
 
PUBLIC COMMENT

We will be receiving emailed comments and Zoom meeting comments.  A three minute limit per speaker or read email will be strictly enforced.  No interruptions by Town Board members, the Town Clerk or the public will be permitted.  Any questions on agenda items should be asked at this time.  If anyone has questions that are related to resolutions/items on the agenda that she/he would like to direct to a specific Department Head, those questions should be raised at this time

Resolution of the Town Board of the Town of Greenburgh requesting NYS Assemblyman Thomas Abinanti and NYS Senator Andrea Stewart-Cousins introduce a law, pursuant to a subsequent home rule request from the Town Board, to (1) expand the number of Hartsdale Public Parking District Commissioners from three to five members, and (2) remove the requirement that residents of the district own real property in the district in order to be commissioners (Held over to a date to be determined.)
