a.
Case No. TB 13-06 Sprain Brook Manor Nursing Home, 77 Jackson Avenue, (P.O. Scarsdale, N.Y.)  – Amended  Site Plan (Town Board Approval) & Wetland/Watercourse Permit
A work session to discuss a referral from the Town Board for an amended site plan (Town Board approval) and wetland/watercourse permit for the construction of a 2,000 sq. ft. one-story storage building on an existing site that contains the Sprain Brook Manor Nursing Home. The new storage building is proposed in a portion of the site that contains existing parking spaces. Eleven (11) of these off-street parking spaces are proposed to be removed as a result of the new building. The applicant proposes 2,250 sq. ft. of disturbance on areas that exist as pavement, all of which are located within a watercourse buffer. Variances are also required from the Zoning Board of Appeals (ZBA). The property consists of approximately 239,129 sq. ft. and is situated on the south side of Jackson Avenue at the intersection of Jackson Avenue and Grassy Sprain Road. The property is located in the R-20 One-Family Residence District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 8.580-399-5.

a.
Case No. PB 13-10 Bernstein, 204 Old Colony Road, (P.O. Hartsdale, N.Y.) – Planning Board Steep Slope Permit
A work session to discuss the decision of a Planning Board steep slope permit application to construct various additions to an existing single family residence, including: (1) a 126 sq. ft. one story addition; (2) new additions over existing impervious areas including second story additions and a new 2-story addition in place of an existing concrete patio; (3) a new 150 sq. ft. walkway; (4) replacement of a portion of the existing gravel driveway with new, pervious pavers; and (5) installation of a rain garden to intercept and treat stormwater runoff from impervious surfaces. The applicant is proposing approximately 1,370 sq. ft. of ground disturbance and approximately 60 cubic yards of excavation for this project. The nearest point at which the proposed disturbance will be located to the existing wetland is approximately 65 ft. for construction of the new 1-story addition. The new rain garden will require minor soil disturbance for grading and planting purposes, and will be located adjacent to the existing wetland.  A minor wetland/watercourse permit has been issued by the Town Wetlands Inspector. The applicant proposes to disturb approximately 300 sq. ft. of area classified as 15-25% slope (STEEP SLOPE) and 350 sq. ft. on 25-35% slopes (VERY STEEP SLOPES). The applicant proposes the removal of one (1) tree. The property consists of 24,381 sq. ft. and is situated on the east side of Old Colony Road approximately 500 ft. from the intersection of Highridge Road. The property is located in an R-10 One Family Residence District and designated on the tax map of the Town of Greenburgh as Parcel ID: 8.420-303-3.
 
b.
Case No. PB 13-01 44 Sea Cliff Avenue Corp., Wood Avenue, (P.O. White Plains, N.Y.) – Final Subdivision
A work session to discuss the decision of a final subdivision application involving the subdivision of two (2) existing tax lots totaling 16,276 sq. ft., for the purpose of creating one (1) additional buildable lot. The proposed lots would equal 8,276 sq. ft. (Lot 1) and 8,000 sq. ft. (Lot 2) and add one (1) additional single-family residence. Currently, the site contains one (1) residence. The applicant proposes the removal of three (3) trees. The applicant proposes to disturb approximately 1,270 sq. ft. of area classified as 15-25% slope (STEEP SLOPE), 934 sq. ft. on 25-35% slopes (VERY STEEP SLOPES), and 930 sq. ft. on 35+% slopes (EXCESSIVELY STEEP SLOPES). On July 17, 2013, the Planning Board granted preliminary subdivision approval, a Planning Board steep slope and tree removal permit. The property consists of approximately 16,276 square feet and is situated on the north side of Wood Avenue approximately 125 feet from the intersection of Forest Boulevard. The property is located in the R-7.5 One-Family Residential District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 8.110-67-30 & 8.110-67-31.

Case No. PB 09-24 Gelsprain, Birch Hill Road, (P.O. Scarsdale, N.Y.) – Approval Condition Compliance
Continuation of a work session, held on August 21, 2013, to discuss the applicant’s compliance with a previous Planning Board subdivision approval and related environmental permits. On October 21, 2010, the Planning Board granted final subdivision and related environmental permits associated with a project that will add twenty-four (24) single-family residences to a previously vacant site. The project is in mid-construction phase. The property consists of approximately 41.9 acres and is situated on the south side of Ardsley Road approximately 500 feet east of the intersection of Ardsley Road and Old Sprain Road. The property is located in the R-20 One-Family Residential District and is designated on the tax map of the Town of Greenburgh as Parcel IDs: 8.390-277-18.28.DP1, 8.390-277-18.26.OS1, 8.390-277-18.29.DP2, 8.390-277-18.31.RBB, 8.450-312-1.27.DP3, 8.390-277-18.1 through 18.5, 8.390-277-18.10 through 18.16, 8.450-312-1.6 through 1.9, 8.450-312-1.17 through 1.24.

Case No. PB 11-01 Ostashkin Dance Studio/Mixed-Use Building, 63 Henry Street, Scarsdale, N.Y. – Site Plan, Planning Board Steep Slope Permit, Tree Removal Permit Application (Town Forestry Officer Approval), Special Permit and Landscaping Buffer Waiver Request
A work session to discuss a site plan, special permit, Planning Board steep slope and tree removal permit application (Town Forestry Officer Approval), for a proposal to construct a three (3) story mixed-use building consisting of unenclosed parking (1st level), a dance studio of approximately 1,920 sq. ft. (2nd level), and office space of approximately 3,900 sq. ft. (2nd and 3rd levels). The applicant proposes vehicular access off Central Park Avenue South and Henry Street. Two (2) vacant buildings exist on the lot and are proposed to be demolished. The applicant proposes 196 sq. ft. of disturbance on 15-25% slopes (STEEP SLOPES), 136 sq. ft. of disturbance on 25-35% slopes (VERY STEEP SLOPES), and 680 sq. ft. of disturbance on 35+% slopes (EXCESSIVELY STEEP SLOPES). The applicant has proposed the removal of seven (7) regulated trees from the property as part of the project. The applicant has requested a landscaping buffer waiver from the Planning Board, as allowed under Section 285-29.1(D)(2), for a lack of landscaping buffer in the front, sides, and rear yards. A special permit is needed from the Planning Board for the off-street parking spaces that are proposed below the proposed building in an unenclosed garage. Variances from the Zoning Board of Appeals (ZBA) were granted on June 20, 2013. The property consists of approximately 7,356 sq. ft. and is situated on the northeast corner of Central Park Avenue South and Henry Street. The property is located in the CA Central Avenue Mixed-Use Impact District, and is designated on the tax map of the Town of Greenburgh as Parcel ID: 8.460-330-11.

Case No. PB 13-04 Go Greenly, 1088 Central Park Avenue South, (P.O. Scarsdale N.Y.), – Special Permit (Restaurant)
A work session to discuss a special permit (restaurant) application involving the conversion of a 1,250 sq. ft. vacant space to a Frozen Yogurt (restaurant) use with seventeen (17) seats. The property consists of approximately 48,787 sq. ft. and is situated on the east side of Central Park Avenue South approximately 300 feet from the intersection of Clifton Road and Central Park Avenue South. The property is located in the CA Central Avenue Mixed Use Impact District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 8.590-408-8.

Case No. 13-09 Gnanasekaren, 7 Argyle Road, (P.O. Scarsdale, N.Y.) – Minor Wetland/Watercourse Permit
A public hearing to discuss a minor wetland/watercourse permit in connection with an application to construct an elevated wood deck 13 x 25 feet in size, to be built over an existing concrete patio (an old wood deck had previously been removed) in the buffer of an existing watercourse. The applicant is proposing 1 cubic yard of soil excavation and approximately 15 sq. ft. of ground disturbance in the watercourse buffer area, which encompasses a majority of the property. The nearest point at which the proposed disturbance will be located to the existing watercourse is approximately 80 ft. The property consists of 13,228 square feet and is located at 57 Argyle Road, Scarsdale, NY. The property is located in an R-7.5 One Family Residence District and designated on the tax map of the Town of Greenburgh as Parcel ID: 8.460-324-15.

Case No. 13-12 Clarion Estates (Lot 4), 300 Old Tarrytown Road, (P.O. White Plains, N.Y.) – Planning Board Steep Slope Permit
Continuation of a public hearing, held on June 5, 2013, June 19, 2013 and July 17, 2013, to discuss a Planning Board steep slope permit application for the construction of a retaining wall and related disturbance, associated with a one (1) one-family residence that is in mid-construction on a previously subdivided property. The applicant proposes to disturb a total of 266 sq. ft. of disturbance on 15-25% slopes (STEEP SLOPES), and 232 sq. ft. of disturbance on 25-35% slopes (VERY STEEP SLOPES). Lot 4 consists of approximately 16,755 sq. ft. and is situated on the east side of Clarion Drive approximately 285 feet from the intersection of Old Tarrytown Road. This property is located in the R-10 One-Family Residence District and are respectively designated on the tax map of the Town of Greenburgh as Parcel ID: 7.420-238-14.4.
