Case No. PB 18-01 New Castle Building Products, 535 Old Tarrytown Road (P.O. White Plains, N.Y.)Amended Site Plan, Planning Board Steep Slope Permit & Tree Removal Permit (Town Forestry Officer Approval)
A work session to discuss the decision of an amended site plan and Planning Board steep slope permit application involving a proposal to construct forty-eight (48) new off-street parking spaces at the subject property, with related improvements. The project involves the proposed construction of an approximately 523-foot long retaining wall ranging from 9’ to 23’ in height, the proposed removal of 50 regulated trees (Town Forestry Officer approval), and the inclusion of a stormwater management system. The applicant proposes 2,786 sq. ft. of disturbance on 15-25% slopes (STEEP SLOPES), 1,260 sq. ft. of disturbance on 25-35% slopes (VERY STEEP SLOPES) and 12,728 sq. ft. of disturbance on 35%+ slopes (EXCESSIVELY STEEP SLOPES). The project requires approximately 0 cubic yards of cut and 1700 cubic yards of imported fill, requiring a fill permit from the Town Engineer. On October 18, 2018, the Zoning Board of Appeals granted area variances required in connection with the project. The property consists of approximately 191,231 sq. ft. (4.39 acres) and is situated on the southerly side of Old Tarrytown Road approximately 550 feet from the intersection of Knollwood Road. The property is situated in the LI – Light Industrial Zoning District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 7.410-221-15.

Case No. PB 17-37 Rojas Subdivision, 16 Montana Place (P.O. White Plains, N.Y.) – Final Subdivision
A work session to discuss the decision of a final subdivision application involving a proposed lot line change. The applicant is proposing to transfer a 0.41 acre (17,855 sq. ft.) portion of tax lot 8.80-42-51 (16 Montana Place) to tax lot 8.80-42-25 (102 Russell Street). Tax lot 8.80-42-51 (16 Montana Place) is proposed to become 16,575 sq. ft. (0.36 acres) and tax lot 8.80-42-25 (102 Russell Street) is proposed to become 34,550 sq. ft. (0.79 acres), as part of the project. There is no physical development proposed as part of this application. Each of the two lots are fully developed with two-story single-family residences and related amenities. Currently, the property at 16 Montana Place consists of approximately 34,430 sq. ft., and is situated on the east side of Montana Place, approximately 370 ft. from the intersection of Greenvale Circle and Montana Place. It is located in the PUD Planned Unit Development District, and is designated on the tax map of the Town of Greenburgh as Parcel ID: 8.80-42-51. The property at 102 Russell Street currently consists of approximately 16,695 sq. ft., is situated on the north side of Russell Street, approximately 360 ft. from the intersection of Fulton Street and Russell Street, is located in the R-7.5 One-Family Residence District, and is designated on the tax map of the Town of Greenburgh as Parcel ID: 8.80-42-25. If approved, tax lot 8.80-42-25 (102 Russell Street) would be located in both the PUD and R-7.5 Districts.

Case No. PB 16-04 DJF Real Estate, 23-25 Warehouse Lane (P.O. Elmsford, N.Y.) – Site Plan, Planning Board Steep Slope Permit, Wetland/Watercourse Permit & Tree Removal Permit (Town Forestry Officer approval)
A continuation of a work session (January 17, 2018) to discuss a site plan, Planning Board steep slope, wetland/watercourse and tree removal permit application (Town Forestry Officer approval) for a proposal consisting of the demolition of two (2) existing commercial buildings and the construction of one (1) new, three-story 19,200 sq. ft. multi-use automotive and truck repair facility, with related site improvements. The applicant proposes thirty-seven (37) parking spaces, sixteen (16) light duty and automotive truck repair bays, and four (4) heavy duty truck bays. The applicant proposes 1,800 sq. ft. of disturbance on 35%+ slopes (EXCESSIVELY STEEP SLOPES). The applicant proposes 19,930 sq. ft. of disturbance within the 23,285 sq. ft. of regulated watercourse and watercourse buffer area on the project site. The project involves approximately 4,013 cubic yards of cut and approximately 1,500 cubic yards of imported fill, requiring a fill permit from the Bureau of Engineering. The project also requires a floodplain development permit from the Town Engineer. The applicant proposes the removal of twenty-nine (29) trees, requiring a tree removal permit from the Town Forestry Officer. The property consists of approximately 76,837 sq. ft. (1.76 acres) and is situated on the south side of Warehouse Lane approximately 389 feet from the intersection of Saw Mill River Road. The property is located in the LI Light Industrial District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 7.180-52-17 & 7.180-52-18.

Case No. PB 17-14 Piekarski, Vacant Lot – South Healy Avenue (P.O. Scarsdale, N.Y.) – Planning Board Steep Slope Permit & Tree Removal Permit (Town Forestry Officer approval)
A work session to discuss a Planning Board steep slope permit and tree removal permit (Town Forestry Officer approval) application involving the proposed construction of a single family residence with related improvements, on an existing, vacant lot. The applicant proposes 474 sq. ft. of disturbance on 15-25% slopes (STEEP SLOPES), 954 sq. ft. of disturbances on 25-35% slopes (VERY STEEP SLOPES) and 1,914 sq. ft. of disturbances on 35%+ slopes (EXCESSIVELY STEEP SLOPES). The project requires approximately 340 cubic yards of cut and 40 cubic yards of imported fill. The applicant proposes the removal of eighteen (18) regulated trees, requiring a tree removal permit from the Town Forestry Officer. The applicant has prepared a Landscaping Plan which calls for the planting of: two (2) Black Tupelo trees, three (3) Skyrocket Juniper trees, seven (7) White Spruce trees, one (1) Snow Goose Cherry tree, two (2) Sugar Maple trees, and two (2) Eastern Redbud trees. The property consists of approximately 9,997 sq. ft. and is situated on the east side of South Healy Avenue approximately 200 feet from the intersection of Stephanie Drive and South Healy Avenue. The property is located in the R-10 One-Family Residence District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 8.350-253-11.

Case No. PB 18-19 Brewer, 16 Wyndham Road (P.O. Scarsdale, N.Y.) – Planning Board Steep Slope Permit
A work session to discuss a Planning Board steep slope permit application for a proposal to construct an approximately eighty (80) linear foot retaining wall, ranging in height from six (6) feet to fourteen (14) feet, a 229 sq. ft. expansion to an existing stone patio, and related site improvements. The applicant proposes to construct a reinforced, segmented retaining wall on its property, in order to create a level rear yard area for recreational use. The applicant proposes 763 sq. ft. of disturbance on 15-25% slopes (STEEP SLOPES) and 4,574 sq. ft. of disturbance on 25-35% slopes (VERY STEEP SLOPES). The project involves approximately 40 cubic yards of cut and approximately 250 cubic yards of imported fill, requiring a fill permit from the Bureau of Engineering. The property consists of approximately 14,782 sq. ft. (0.34 acres) and is situated on the easterly side of Wyndham Road at the intersection of Overton Road and Wyndham Road. The property is situated in the R-15 One-Family Residence Zoning District, and is designated on the tax map of the Town of Greenburgh as Parcel ID: 8.600-417-12.

Case No. TB 18-20/PB 18-16 Crossroads Joint Venture, 367-399 Tarrytown Road (P.O. White Plains, N.Y.) – Amended Site Plan (Town Board approval) & Planning Board Wetland/Watercourse Permit
A work session to discuss an amended site plan (Town Board approval, referral to Planning Board) and Planning Board wetland/watercourse permit application for a proposal consisting of the construction of additional parking spaces spanning over an existing concrete-lined watercourse (Manhattan Brook), on the subject property. The applicant is proposing to add sixty (60) new parking spaces to the Crossroads Shopping Center by constructing a raised platform over the existing watercourse. The applicant proposes 22,265 sq. ft. of wetland/watercourse buffer area disturbance within the 323,237 sq. ft. of regulated buffer area on the project site, associated with a watercourse (Manhattan Brook) situated within a concrete lined channel on the subject property. No direct impact to the watercourse is proposed. There currently are 1,568 off-street parking spaces provided on-site, with 1,628 proposed. It is noted that a similar parking deck was constructed over a separate portion of the Manhattan Brook, along the northeasterly section of the property, sometime after 1992. The property consists of approximately 1,283,084 sq. ft. (29.46 acres) and is situated on the south side of Tarrytown Road (NYS Route 119), opposite the intersection of Manhattan Avenue and Tarrytown Road (NYS Route 119). The property is located in the UR – Urban Renewal District (Planned Commercial Development Sub-district), and is designated on the tax map of the Town of Greenburgh as Parcel ID: 7.480-295-1, 2 & 3.

Case No. TB 18-22/PB 18-17 Maria Regina School, 500 West Hartsdale Avenue (P.O. Hartsdale, N.Y.) – Amended Site Plan (Town Board approval) & Planning Board Steep Slope Permit
A work session to discuss an amended site plan (Town Board approval, referral to Planning Board) and Planning Board steep slope permit application for a proposal consisting of the conversion and expansion of an existing athletic field, the construction of two (2) tennis courts, and the reconfiguration of an existing parking lot, with related site improvements. The applicant proposes to convert an existing grass athletic field into a synthetic turf soccer field with perimeter running track. The applicant also proposes to construct new tennis courts, and to re-configure an existing parking area. The applicant proposes 9,400 sq. ft. of disturbance on 15-25% slopes (STEEP SLOPES), 3,000 sq. ft. of disturbance on 25-35% slopes (VERY STEEP SLOPES), and 3,000 sq. ft. of disturbance on slopes greater than 35% (EXCESSIVLEY STEEP SLOPES). The applicant proposes the removal of forty-eight (48) regulated trees from the subject property, requiring a tree removal permit from the Town Forestry Officer. The project involves approximately 1,000 cubic yards of cut and approximately 20,000 cubic yards of imported fill, requiring a fill permit from the Bureau of Engineering. The applicant proposes a subsurface stormwater infiltration system to capture and treat stormwater runoff from impervious surfaces. The property consists of approximately 923,908 sq. ft. (21.21 acres) and is situated on the west side of West Hartsdale Avenue, at the intersection at Keats Avenue and West Hartsdale Avenue. The property is located in the R-20 – One Family Residence District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 8.130-82-1.
