Case No. PB 18-22Gupta, 72 Clarendon Road (P.O. Scarsdale, N.Y.) – Preliminary Subdivision & Planning Board Steep Slope Permit
A work session to discuss the decision of a preliminary subdivision and Planning Board steep slope permit application involving a lot line adjustment to create two (2) buildable lots. The applicant is proposing a lot line adjustment to create two (2) lots, in order to construct one (1) new single-family residence. Lot 1A (8.460-324-10) currently consists of 9,946 sq. ft., and is proposed to become 12,600 sq. ft. Lot 3A (8.460-324-11), which contains a single-family residence to remain, currently consists of 12,535 sq. ft., and is proposed to become 9,881 sq. ft. One (1) new single-family residence is proposed on Lot 1A. The applicant proposes 7,377 sq. ft. of disturbance to 15-25% (STEEP SLOPES), 575 sq. ft. of disturbance to 25-35% (VERY STEEP SLOPES), and 223 sq. ft. of disturbance to 35%+ (EXCESSIVELY STEEP SLOPES). The project requires approximately 600 cubic yards of excavation, and 0 cubic yards of imported fill. The applicant proposes the removal of two (2) regulated trees from the site, requiring a tree removal permit from the Planning Board. The applicant has prepared a landscaping plan which calls for the planting of two (2) Sugar Maple trees, eight (8) Green Giant Arborvitae trees, and three (3) Holly shrubs, as replacement. The properties consist of approximately 22,481 sq. ft. and are situated on the west side of Clarendon Road, approximately 220 feet from the intersection of Fort Hill Road and Clarendon Road. The properties are located in the R-7.5 One-Family Residence District, and are designated on the tax map of the Town of Greenburgh as Parcel ID’s: 8.460-324-10 & 11.

Case No. PB 19-02 Metropolis Country Club, 289 Dobbs Ferry Road (P.O. White Plains, N.Y.) – Planning Board Steep Slope Permit & Wetland/Watercourse Permit
A work session to discuss a Planning Board steep slope and wetland/watercourse permit application for a proposal consisting of: (1) the construction of a new, re-located, approximately 1,200 sq. ft. irrigation pump house (to replace an existing pump house); (2) to dredge and deepen an existing, on-site irrigation pond located adjacent to the pump house, for additional water storage purposes; and (3) to construct an access road, on its property, to the new pump house. The applicant proposes 550 sq. ft. of disturbance on 15-25% slopes (STEEP SLOPES), and 50 sq. ft. of disturbance on 25-35% slopes (VERY STEEP SLOPES). The applicant proposes approximately 41,300 sq. ft. of direct disturbance to the pond, associated with dredging and deepening the pond, and approximately 21,200 sq. ft. of disturbance to adjacent regulated buffer areas, associated with grading activities and construction of the access road. The project involves approximately 3,500 cubic yards of excavation, associated with dredging and deepening the pond, and 0 cubic yards of imported fill. The project involves the proposed removal of 2 regulated trees, and requires that a tree removal permit application be approved by the Town Forestry Officer. The applicant has proposed the planting of 20 Green Giant Arborvitae trees as replacement, in order to screen the project from the Woodlands School caretaker’s residence. The property consists of approximately 4,556,376 sq. ft. (104.6 acres), and is situated on the south side of Dobbs Ferry Road (Route 100B). The property is located in the R-20 One-Family Residence District, and is designated on the tax map of the Town of Greenburgh as Parcel ID: 8.141-94-11, 12 & 18.

Case No. PB 19-01 Deitch, 6 Mohican Lane (P.O. Irvington, N.Y.) – Planning Board Steep Slope Permit
A continuation of a work session (March 6, 2019) to discuss a Planning Board steep slope permit application for a proposal to construct an approximately one hundred eighty (180) linear foot retaining wall, ranging in height from 0.0 feet to 10.0 feet, along portions of the westerly and southerly property lines, with related site improvements. The applicant is proposing to construct a reinforced, segmental retaining wall on its property, in order to create a level rear yard area for recreational use. An existing dry-stone wall approximately 4-feet in height, is proposed to be removed. The applicant proposes 2,312 sq. ft. of disturbance on 15-25% slopes (STEEP SLOPES) 235 sq. ft. of disturbance on 25-35% slopes (VERY STEEP SLOPES), and 746 sq. ft. of disturbance on 35%+ slopes (EXCESSIVELY STEEP SLOPES). The project involves approximately 90 cubic yards of excavation and approximately 430 cubic yards of imported fill, requiring a fill permit from the Bureau of Engineering. The applicant proposes the removal of three (3) regulated trees from the subject property, requiring a tree removal permit from the Town Forestry Officer. The applicant has prepared a landscaping plan which calls for the planting of one (1) Black Tupelo tree, ten (10) Skyrocket Juniper trees, and one (1) White Spruce tree, as replacement. The property consists of approximately 11,523 sq. ft. (0.26 acres) and is situated on the southerly side of Mohican Lane, approximately 200 feet from the intersection of Alta vista Circle and Mohican Lane. The property is situated in the R-10 One-Family Residence Zoning District, and is designated on the tax map of the Town of Greenburgh as Parcel ID: 7.370-187-9.

Case No. PB 17-36 Zappico, Old Colony Road (P.O. Hartsdale, N.Y.) – Preliminary Subdivision, Planning Board Steep Slope Permit, Wetland/Watercourse Permit and Tree Removal Permit
A work session to discuss a preliminary subdivision, steep slope permit, wetland/watercourse permit, and tree removal permit application for a proposal consisting of the subdivision of two (2) existing tax lots, in order to create four (4) zoning compliant lots, for the purposes of constructing four (4) single-family residences. Proposed Lot 1 would consist of 58,372 sq. ft. Proposed Lot 2 would consist of 23,753 sq. ft. Proposed Lot 3 would consist of 17,012 sq. ft., and proposed Lot 4 would consist of 14,973 sq. ft. The applicant proposes 20,193 sq. ft. of disturbance on 15-25% slopes (STEEP SLOPES), 9,058 sq. ft. of disturbance on 25-35% slopes (VERY STEEP SLOPES) and 26,002.5 sq. ft. of disturbance on 35%+ slopes (EXCESSIVELY STEEP SLOPES). The applicant proposes to disturb approximately 641 sq. ft. of the 1,236 sq. ft. of regulated watercourse area on the subject property, associated with the proposed piping of an on-site watercourse, and approximately 29,743 sq. ft. of the 46,235 sq. ft. of regulated watercourse buffer area on the subject property. The applicant proposes the removal of seventy (70) regulated trees, requiring a tree removal permit from the Planning Board. The applicant has prepared a landscaping plan which calls for the planting of four (4) Oak trees, sixteen (16) Blue Spruce and Norway Spruce trees, eleven (11) Green Giant Arborvitae trees, four (4) White Spruce trees, and an assortment of foundation shrubs and plants, as replacement. The property consists of approximately 114,110 sq. ft. and is situated on the south side of Old Colony Road, opposite the intersection of Old Colony Road and Midvale Road. The properties are located in the R-10 One-Family Residence District, and are designated on the tax map of the Town of Greenburgh as Parcel ID: 8.360-259-11 & 12. This site was the subject of pre-submission conferences held on January 17, 2018 and April 4, 2018

Case No. PB 19-07 St. Andrews Golf Club, 10 Old Jackson Avenue (P.O. Hastings-on-Hudson, N.Y.) – Planning Board Wetland/Watercourse Permit
A work session to discuss a Planning Board wetland/watercourse permit application for a proposal consisting of the installation of new gates, a call box and cameras, as well as the reconfiguration of a portion of the existing driveway and related curbing. The project involves a proposal to improve the process involved with Club members, residents and guest arrival, to the property. The applicant intends to remove the security guard from the gate house, and install a gate system which will allow members and residents access to the property through a card reader. Guests would pull up to an intercom/camera system to gain access to the site. The applicant proposes 2,794 sq. ft. of wetland/watercourse buffer area disturbance within the 13,068 sq. ft. of regulated buffer area on the project site, associated with a watercourse (Sprain Brook) located on the subject property. No direct impact to the watercourse is proposed. The project area is located within a 100 year floodplain, and therefore requires a floodplain development permit through the Town Engineer. The subject property consists of approximately 6,788,390 sq. ft. (155.84 acres), and is situated on the northerly side of Old Jackson Avenue, approximately 300 ft. west of the intersection of Old Jackson Avenue and Jackson Avenue. The property are situated in a PUD – Planned Unit Development Zoning District, and is designated on the tax map of the Town of Greenburgh as Parcel ID: 8.500-351-1..SA.

Case No. PB 19-05 EDC 7, LLC, Warehouse Lane (P.O. Elmsford, N.Y.) – Preliminary Subdivision
A work session to discuss a preliminary subdivision for a proposal consisting of the subdivision of two lots to more closely correspond with the current tax lot configurations, except for minor deviations of the proposed Lot 1 (PID: 7.180-52-20..SE) northerly boundary to accommodate existing conditions on proposed Lot 2 (PID: 7.180-52-20..SP). No new development or any other change in existing conditions is currently proposed for either of the two lots. Lot 1 is proposed to consist of 14.36 acres, and Lot 2 is proposed to consist of 18.97 acres. Area variances from the Zoning Board of Appeals are required in connection with the project, associated with existing developed areas on proposed Lot 2. The properties consist of approximately 1,452,060 sq. ft. (33.335 acres) and are situated on the westerly side of Warehouse Lane, approximately 1,350 ft. west of the intersection of Warehouse Lane and Saw Mill River Road. The properties are located in the LI Light Industrial and GI General Industrial Districts, and are designated on the tax map of the Town of Greenburgh as Parcel ID: 7.180-52-20..SE & 7.180-52-20..SP.
