Case No. PB 16-25 Teverbaugh Subdivision, Woodlands Avenue North (P.O. White Plains, N.Y.) – Preliminary Subdivision, Planning Board Steep Slope Permit, Planning Board Wetland/Watercourse Permit & Tree Removal Permit
A continuation of a work session (June 5, 2019 and September 18, 2019) to discuss a preliminary subdivision, Planning Board steep slope permit, wetland/watercourse permit, and tree removal permit application for a proposal consisting of the resubdivision of five (5) existing tax lots for the purpose of creating three (3) buildable lots and constructing three (3) new one-family residences. Proposed Lot 1 would consist of approx. 10,452 sq. ft., proposed Lot 2 would consist of approx. 10,792 sq. ft., and proposed Lot 3 would consist of approx. 20,208 sq. ft. Access for all three (3) proposed lots would be provided through the proposed construction of a privately owned and maintained, twenty (20) foot wide roadway (Van Cott Avenue), approximately 10,445 sq. ft. in area, connecting off of Windom Street, and situated within the twenty-five (25) foot offset of the property line of each of the 3 proposed lots. The applicant proposes 12,248 sq. ft. of disturbance within 15-25% slopes (STEEP SLOPES), 2,402 sq. ft. of disturbance within 25-35% slopes (VERY STEEP SLOPES), and 882.5 sq. ft. of disturbance to 35%+ slopes (EXCESSIVELY STEEP SLOPES). The applicant proposes 1,933 cubic yards of excavation and 687.3 cubic yards of imported fill, requiring a Fill Permit from the Town Engineer. The watercourse and watercourse buffer area on the applicant’s property consist of approx. 20,855 sq. ft., and the applicant is proposing approx. 17,314 sq. ft. of disturbance, associated with the proposed development of the site. As part of the project, the applicant proposes to divert the surface water runoff which has formed a drainage channel (watercourse) on the property, through the installation of a curtain drain along the property line between proposed Lots 2 & 3, and a secondary curtain drain along the rear property line across all 3 of the proposed lots, which is proposed to tie in to the existing drainage channel (watercourse) where it exists outside of the proposed development area, on the west side of the proposed private road. The applicant proposes the removal of 88 regulates trees, and has prepared a landscaping plan which calls for the planting of 67 new trees, as well as wetland/watercourse mitigation plantings, as replacement. The properties consist of approximately 41,452 sq. ft., are situated along an undeveloped paper street known as Van Cott Avenue, and are located approximately 100 feet south of Windom Street. The properties are located in the R-10 One-Family Residential District, and are designated on the tax map of the Town of Greenburgh as Parcel ID: 7.520-316-11, 12, 13, 14 & 15.

Case No. TB 19-08 Brightview-Metropolis, 289 Dobbs Ferry Road (P.O. White Plains, N. Y.) – Zoning Text and Zoning Map Amendments (Referral from Town Board)
A continuation of a work session (July 17, 2019, August 7, 2019 and September 18, 2019) to discuss a zoning map and zoning text amendment referral from the Town Board involving a proposal to create a new floating zone district (Continuum of Care Facility - CCF) to the Town’s Zoning Ordinance and Zoning Map. If approved, the petitioner seeks to rezone an approximately 6 acre portion of Parcel ID: 8.10-1-6, 8.141-94-15,16,17 & 18 [289 Dobbs Ferry Road], for the purposes of permitting a proposal for a 160-unit independent living, assisted living and/or memory care development to a CCF District.
 
c.   Case No. TB 19-19 Assisted Living Facility Zoning Text Amendment, Zoning Text Amendment (Referral from Town Board)
A continuation of a work session (July 17, 2019, August 7, 2019 and September 18, 2019) to discuss a zoning text amendment referral from the Town Board involving a proposal to include additional special permit criteria associated with Convalescent homes, rest homes, nursing homes or homes for the aged approved, Continuing Care Retirement Communities, and Assisted Living Facilities, in a manner consistent with the Comprehensive Plan.

Case No. PB 19-27 Greenburgh Housing Authority and Georgica Green Ventures, LLC, Manhattan Avenue (P.O. White Plains, N.Y.) – Site Plan (Pre-Submission Conference)
A pre-submission conference to discuss a potential future redevelopment project at the Greenburgh Housing Authority Manhattan Avenue premises, for low income senior housing, pursuant to the M-SH-62 Multifamily Senior Housing Zoning District.

Case No. PB 19-24 Food in Technology (FIT), 1019 Central Park Avenue South (P.O. Scarsdale, N.Y.) – Special Permit (Restaurant)
A public hearing to discuss a special permit (restaurant) application involving the conversion of an approximately 1,550 sq. ft. vacant space (formerly Golfsmith), into a restaurant, with seating for 26 persons at a total of 18 tables. The property consists of approximately 247,856 sq. ft. (5.69 acres) and is situated on the west side of Central Park Avenue South (NYS Route 100) approximately at the intersection of Inverness Road and Central Park Avenue South. The property is located in the CA Central Avenue Mixed-Use Impact District and is designated on the tax map of the Town of Greenburgh as Parcel ID: 8.590-405-5.

Please be advised that, following the close of a public hearing, but during the period in which the written record period remains open, members of the public who wish to inspect the project file are encouraged to contact the Department of Community Development and Conservation, so that the complete physical file may be made available for review in its office.

If a FOIL (Freedom of Information) Request is submitted during the time period during which the written record is open, while staff will respond within the required 5-day period, it cannot be guaranteed that all documents requested, particularly those documents that are not part of the Planning Board record, will be provided prior to the closure of the written record period.
 
9.   ESTABLISH DATE FOR NEXT MEETING
The next regularly scheduled meeting of the Greenburgh Planning Board will be Wednesday, October 16, 2019 and will begin at 8:00 P.M. in the Greenburgh Town Hall Auditorium.
