Case No. PB 19-26 Kaufmann, 36 Hillcrest Avenue (P.O. Ardsley, N.Y.) – Preliminary Subdivison, Planning Board
Steep Slope Permit, and Tree Removal Permit

A continuation of a work session (August 5, 2020) to discuss a preliminary subdivision, Planning Board steep slope
permit, and tree removal permit application for a proposal consisting of the subdivision of 3 existing tax lots (8.320-238-
10, 8.320-238-11 & 8.320-238-9..L6) into two buildable lots to allow the construction of one new single family home.
The applicant proposes approximately 1,891 sq. ft. of disturbance to 15- 25% slopes (STEEP SLOPES), approximately
4,985 sq. f.t of disturbance to 25-35% slopes (VERY STEEP SLOPES), and approximately 4,283 sq. ft. of disturbance
to 35%+ slopes (EXCESSIVELY STEEP SLOPES). The project involves approximately 70 cubic yards of excavation
and 0 cubic yards of imported fill. The applicant proposes the removal of 24 regulated trees and proposes the planting of
18 new trees and 9 new shrubs, as replacement. The project as proposed requires an area variance from the Zoning Board
of Appeals, related to the newly proposed lot’s frontage onto a roadway built to Town standards. The properties consist
of approximately 23,334 sq. ft. (0.54 acres) and are situated on the east side of Hillcrest Avenue approximately 350 ft.
north of the intersection of Larchmont Street and Hillcrest Avenue. The properties are located in the R-7.5 One-Family
Residence District and are designated on the tax map of the Town of Greenburgh as Parcel ID: 8.320-238-10, 8.320-238-

Case No. PB 19-25 Gez, 25 High Point Lane (P.O. Scarsdale, N.Y.) – Preliminary Subdivision and Tree Removal Permit
A work session to consider a SEQRA determination in connection with a preliminary subdivision application involving
the proposed subdivision of two (2) existing lots, totaling approximately 77,959 sq. ft. in size, into three (3) buildable
lots, for the purpose of constructing two (2) new single-family residences. Proposed Lot 1 would total approximately
20,010 sq. ft. and an existing 2,139 sq. ft. single-family residence would remain. Proposed Lot 2 would total
approximately 21,139 sq. ft., and would be improved with one (1) new approximately 2,603 sq. ft. single-family
residence Proposed Lot 3 would total approximately 24,558 sq. ft., and would be improved with one (1) new
approximately 4,420 sq. ft. single-family residence. A new cul-de-sac roadway, to be built to Town standards and in
accordance with New York State Fire Code regulations, is being proposed to service the 2 new houses within a right-ofway consisting of approximately 12,252 sq. ft. The applicant proposes the removal of 49 regulated trees, requiring a tree
removal permit from the Planning Board. The applicant proposes the planting of 36 new trees and 28 new shrubs, as
replacement. The project involves approximately 28,000 sq. ft. of disturbance. The project requires approximately 100
cubic yards of cut and 100 cubic yards of imported fill. The properties consist of approximately 77,954 sq. ft. and are
situated on the west side of High Point Lane, approximately 650 feet from the intersection of High Point Road and High
Point Lane. The properties are located in the R-20 One-Family Residence District and are designated on the tax map of
the Town of Greenburgh as Parcel ID: 8.520-356-44 & 8.520-356-47.

Case No. PB 19-30 Splash Carwash, 208 Tarrytown Road (P.O. White Plains, N.Y.) – Amended Site Plan
A public hearing to discuss an amended site plan application for a proposal consisting of the renovation of an existing
car wash with various site improvements and circulation enhancements. The applicant, Splash Car Wash White Plains
III, LLC, has leased a 1.17 acre portion of the 1.54 acre property, which contains an existing gas station and car wash.
The applicant is proposing to renovate the existing car wash facility, including but not limited to, the complete overhaul
of the automated wash tunnel, the incorporation of three (3) dedicated queuing lanes, the installation of 19 vacuum
stations, modifications to the existing parking areas and site circulation patterns, perimeter landscaping and signage
improvements. The applicant, in coordination with NYSDOT, proposes the consolidation of the 7 existing curb cuts down
to a total of 4. It is noted that, in 2017, a special permit (TB 16-13) for a convenience store and related improvements in
connection with the gas station was granted. The properties consist of approximately 67,082 sq. ft. (1.54 acres) and are
situated on the north side of Tarrytown Road at the intersection of Hillside Avenue and Tarrytown Road. The properties
are located in the DS Designed Shopping District, and are designated on the tax map of the Town of Greenburgh as Parcel
ID: 7.490-303-2 & 7.490-303-3.

Case No. PB 20-04 Casale, 40 & 50 Saw Mill River Road (P.O. Hastings-on-Hudson, N.Y.) – Preliminary Subdivision,
Site Plan, and Planning Board Steep Slope Permit

A work session to discuss a preliminary subdivision, site plan, and Planning Board steep slope permit application for a
proposal consisting of the resubdivision of 3 existing tax lots (8.610-421-72, 8.610-421-73, & 8.610-421-74) into one
lot. The applicant proposes to modify the layout of the site by moving storage bins to more efficient locations, adding
parking, adding storage locations, and related site improvements. The applicant proposes approximately 2,900 sq. ft. of
disturbance to 35%+ slopes (EXCESSIVELY STEEP SLOPES). The project requires approximately 385 cubic yards of
excavation. The project also requires area variances from the Zoning Board of Appeals. The properties consist of
approximately 45,302 sq. ft. (1.04 acres) and are situated on the east side of Saw Mill River Road between Farragut
Avenue and Holly Place. The properties are located in the LI Light Industrial District and are designated on the tax map
of the Town of Greenburgh as Parcel ID: 8.610-421-72, 8.610-421-73, & 8.610-421-74.

Case No. PB 19-12 570 Taxter Holdings, LLC, 570 Taxter Road (P.O. Elmsford, N.Y.) – Preliminary Subdivision
A work session to discuss a preliminary subdivision application involving the proposed formal subdivision of two (2)
existing tax lots presently separated by the Town of Greenburgh and Village of Elmsford border, for the purposes of
creating two (2) legally subdivided lots. A 6-story office building and associated parking area exist on Greenburgh Tax
Parcel (PID: 7.240-104-8) and are proposed to remain. Proposed Lot 1 (Town of Greenburgh) would equal 194,631 sq.
ft. and proposed Lot 2 (Village of Elmsford) would equal 20,300 sq. ft. The two proposed lots as part of this subdivision
would match with the current tax lot designations. No development is proposed as part of this application. The property,
in total, consists of approximately 4.9 acres and is situated along the eastern side of Taxter Road at the intersection of
NYS Rt. 119 (White Plains Road). The portion of property located within the Town of Greenburgh is located in the OB
Office-Business District and the portion of property located within the Village of Elmsford is located within the B
Business District.

The next regularly scheduled meeting of the Greenburgh Planning Board will be held on Wednesday, October 7, 2020
beginning at 5:00 pm, via Zoom-enabled Video Conference.
