TOWN OF GREENBURGH TOWN BOARD MEETING
Wednesday, October 14, 2020, 7:30 PM
AGENDA

*******************************************************************************************************************************
The COVID-19 Pandemic has created challenges for everyone. We all have a responsibility to slow "community spread" of the virus. Therefore, there will be no public gathering in Town Hall for this meeting. This raises another challenge: how do we hold the public hearings on the agenda remotely? We continue to use the "Zoom" platform. If you want to watch the meeting, you may do so via the Town's Web site or via cable TV as usual as mentioned below. However, if you wish to register to speak at the meeting using Zoom, we have worked out the details. (You may create your own Zoom account if you don't have one for free at https://zoom.us/freesignup/.) Please email PublicHearing@GreenburghNY.com if you want to speak or provide a written comment (up to five minutes) related to a Public Hearing topic. State which hearing(s) in the email. Email PublicComment@GreenburghNY.com if you want to speak or provide written comment (up to three minutes) during Public Comment. If you have a statement you want read, please include the statement with your email.   For Zoom participation, we will contact you with further instructions. - Councilman Francis Sheehan (on behalf of the Zoom technical team)

PLEDGE OF ALLEGIANCE

ROLL CALL:   Town Clerk

MOMENT OF SILENCE

Jacquelynn E. Beville (sister of Greenburgh Town Clerk Judith A. Beville)

Jacquelynn Ethel Beville, beloved sister to her surviving siblings, aunt, great aunt, cousin and dear friend to so many, was received by the Lord on October 8, 2020.  Known to most as “Lynn” and her cultural name, “AdaZeke,” Lynn attended Valhalla public schools, received a Bachelor’s Degree in Social Work from Defiance College, and a Master’s Degree in Social Work from Atlanta University.  She became grounded in her lifelong commitment to studying and interpreting the African American experience with respect to presenting history factually and with integrity, cultural awareness and understanding, disparities in education, housing, employment, economic systems, criminal justice systems, politics as well as overall social injustice and systemic racism throughout our society.  She maintained, though, through her personal narrative of unity, what she believed to be the need for all people, regardless of gender, ethnicity, culture, complexion, religion and personal lifestyle  to seek “common ground…we are one race…the human race…,” Lynn always said.  A Licensed and Certified Clinical Social Worker, Lynn worked in the Yonkers City Public Schools as a School Social Worker, activist and advocate for quality education for all children, serving on several community planning committees as well as advisory committees to the Yonkers School District administrators.  Lynn continued her studies in the fields of Human Behavior, Education and African American History at Columbia University.  She was regularly enrolled in ongoing study, research, writings, as well as producing presentations related to education, African American History, women’s rights and social justice.

Here in the Town of Greenburgh, Lynn was part of the first administration and program planning team, during the early years of the Fairview Community Center/ Theodore D. Young Summer Camp Program, a founding member of the Greenburgh African American Historical Alliance, Inc. and a member of the Black Women’s Political Caucus.  She was a valuable Greenburgh Town Hall Summer Internship Program guest speaker each year and volunteered to help coordinate special events held at Town Hall related to civic engagement, cultural awareness, education and women’s history.

Countywide, she was a former member of the Westchester African American Advisory Board and an active member of Aquehung Women’s Democratic Club (Yonkers), the Ethical Café sponsored by the Ethical Culture Society of Westchester and the Scarsdale Library Writers Center.  Lynn was a fifty-year (Golden) member of Alpha Kappa Alpha Sorority, Inc. and supported the local chapters in Westchester.   A prolific writer, poet, storyteller, historian, jazz, blues and folk singer, performer and stage director, Lynn was a creative and talented artist of several expressions and genres.

She touched and improved many lives.  She will be missed.
