UM, BUT WE'LL START WITH, UM, THE PLEDGE

[ MOMENT OF SILENCE In memory of Kathleen (Earley) Williams, 84, mother of Elmsford Mayor Robert Williams, was called to heaven on Friday, September 15, 2023, after an 8-year battle with Alzheimer's. Kathy has very strong ties to the Town of Greenburgh. She was born at the Grasslands Hospital, which is now called Westchester Medical Center. She was raised in Elmsford, living in the Flat Iron Building, which used to be where the centennial clock is now on the corners of 9A and 119, and she attended both Our Lady of Mount Carmel School and Alexander Hamilton High School in Elmsford. After high school she attended the Winds Beauty Culture School and went on to work as a hairdresser at Charlie's Beauty Salon in the Flat Iron Building. In 1960, in Elton, Maryland, she married the love of her life, Walter, a former owner of Brookfield Auto Wreckers. They lived in White Plains for a short period and then moved to Greenburgh. After being a stay-at-home mom, Kathy went back to work at the Elks Club in White Plains, briefly owned C & G Coffee Shop in White Plains and then worked for 10 years at the N.Y.S. School for the Deaf in Greenburgh as a house mother for dormitories. Walter’s unexpected death in 1989 at the age of 57 was devastating. In 2001 she moved to South Carolina until 2016 when she returned to Greenburgh for care in her final year at Andrus Nursing Home in Hastings, which brought comfort to Kathy and the Williams’ family by its excellent care. A mother to Robert, Susan, Sandra and Walter, Jr. (deceased), six grandchildren, and three great grandchildren, Kathy leaves an extended family, saddened by her loss but comforted knowing she is at peace. In memory of Joseph A. Danko, III, 86, grandfather of Town Attorney Joseph A. Danko, passed Saturday, September 16, 2023, at St. Luke's Hospital, Warren Campus. He was the husband of Frances (Rizzi) Danko. Together they celebrated their 65th wedding anniversary, October 3, 2022. Born in Windber, PA, in 1937, he was the son of the late Joseph and Anna (Steffish) Danko. Prior to retiring, he was employed as a mechanic for Warren George, Jersey City, NJ. He was a member of St. Elizabeth of Hungary Parish, Pen Argyl, where he served as a Usher at the 8 AM Mass for many years and he was also a member of the Carpenter's Union. Joseph was an avid football fan, following the NY Jets and Penn State. In addition to his wife Frances, he is survived by a daughter, Donna Positano and her husband Frank of Saylorsburg; two sons; four grandchildren, including our Town Attorney; and five great grandchildren. He was preceded in death by a brother, Edward Danko. May he rest in peace. In memory of Gisela Knight, who was a go-to person for all kinds of public service. She became the president of the local chapter of the League of Women Voters, then a trustee on the Dobbs Ferry Board, and then was elected mayor of Dobbs Ferry. After finishing her service as mayor, in 1992 she was appointed the Town's Comptroller, where she served with distinction until her retirement. She then moved to New Mexico where her daughters lived. Gisela was enormously admired, not only for her exceptional abilities, but also because she was a person universally regarded as possessing absolute integrity. It was said of her that she was incapable of fudging or lying, and that was probably the reason, in addition to her abilities, why she was so admired and so sought after for positions of responsibility and leadership. In memory of the people in Ukraine killed during Russia's invasion and relentless intentional targeted bombing of civilians in apartment buildings, hospitals, train stations, schools and children centers, deliberately targeting utilities used by civilians to leave them without electricity and heat through the brutal winter weather, with mass graves being found after invaded areas have been retaken, and now Russia's aggressive bombing of Ukraine's food-producing infrastructure to disrupt food supplies worldwide, all in Russia's effort to destroy Ukraine and its people, who are forced to fight for their land, their freedom, and general democratic principles. May they rest in peace and peace be restored to Ukraine.]

AND TO TODAY I LEARNED THE SAD NEWS OF, UH, THE PASSING OF THE FIRST, UH, CONTROLLER WHO WAS SERVED, UM, DURING MY ADMINISTRATION AS TOWN SUPERVISOR.
GIZA LE KNIGHT WAS, UM, THE FORMER CONTROLLER OF, UM, OF GREENBERG.
UM, AND SHE DIED SEPTEMBER 26TH, 2023 IN SANTA FE, NEW MEXICO, THE PLACE TO WHICH SHE RETIRED AFTER HER YEARS AS GREENBERG CONTROLLER.
UM, THE FORMER VILLAGE JUDGE IN DOBBS FERRY, UM, MENTIONED THAT GELA WAS BORN IN GERMANY IN 1927.
SHE LIVED, UH, THROUGH THE TERRIBLE NAZI YEARS, WHICH SHE HATED AFTER THE WAR.
SHE MET HER HUSBAND, THE AMERICAN DAVID KNIGHT.
THEY CAME TO THE UNITED STATES AND SETTLED TO DOBS FERRY.

GLE, AS SOON BECAME ONE OF DOBS FERRY'S MOST ADMIRED RESIDENTS, SHE WAS A GO-TO PERSON FOR ALL KINDS OF PUBLIC SERVICE.SHE BECAME THE PRESIDENT OF THE LOCAL CHAPTER OF THE LEAGUE OF FOREIGN VOTERS.
SHE WAS A TRUSTEE ON THE DOBS FERRY BOARD, AND THEN WAS ELECTED MAYOR OF DOBS FERRY.
AFTER FINISHING HER SERVICE AS MAYOR IN 1992, SHE WAS APPOINTED CONTROLLER OF GREENBURG.
SHE SERVED WITH DISTINCTION UNTIL HER RETIREMENT, AND THEN MOVED TO NEW MEXICO WHERE HER DAUGHTERS LIVED.
GILA WAS ENORMOUSLY ADMIRED, NOT ONLY FOR HER EXCEPTIONAL ABILITIES, BUT ALSO BECAUSE SHE WAS A PERSON UNIVERSALLY REGARDED AS POSSESSING ABSOLUTE INTEGRITY.
IT WAS SET OF HER THAT SHE WAS INCAPABLE OF FUDGING OR, OR LYING, AND THAT WAS PROBABLY THE REASON, IN ADDITION TO HER ABILITIES, WHY SHE WAS ADMIRED AND SO SOUGHT AFTER FOR POSITIONS OF RESPONSIBILITY AND LEADERSHIP.
AND I REMEMBER, UM, AFTER, UH, WINNING MY FIRST ELECTION AS TOWN SUPERVISOR, UH, HER ROSENBERG, UH, SUGGESTED, UH, HER, UM, HER APPOINTMENT.
AND, YOU KNOW, SHE JUST WAS ENORMOUSLY, UH, TALENTED.
WHAT I LIKED ABOUT HER WAS SHE WAS TOTALLY HONEST AND, UH, VERY EFFICIENT, VERY, UH, VERY DEDICATED, UH, PASSIONATE.
SHE WAS VERY DETAIL, UM, ORIENTED.
SHE WASN'T AFRAID TO SAY WHEN SHE THOUGHT I WAS RIGHT OR WRONG, UH, OR WHEN ANYBODY WAS RIGHT OR WRONG, YOU KNOW, SHE JUST WANTED TO MAKE SURE THAT PEOPLE WERE GETTING GREAT VALUE FOR, UH, THEIR, UH, FOR THEIR TAX DOLLARS.
SO, YOU KNOW, SHE SET A, A GREAT TONE, UM, AND LAID A GREAT FOUNDATION FOR OTHER, YOU KNOW, CONTROLLERS.
AND SHE WILL DEFINITELY BE MISSED AND, AND NOT, YOU KNOW, AND NOT FORGOTTEN.
AND, YOU KNOW, I JUST REALLY THINK WHEN YOU THINK OF A MODEL PUBLIC SERVANT, SHE WAS A MODEL PUBLIC SERVANT BECAUSE SHE WASN'T IN IT FOR, UM, YOU KNOW, FOR HERSELF.
SHE JUST WANTED THE BEST FOR THE TOWN.
WHETHER OR NOT YOU WERE TOWN STAFF OR A MEMBER OF THE PUBLIC AT THE TIME, I WAS A MEMBER OF THE PUBLIC.
AND SHE VERY FORTHRIGHT WITH INFORMATION.
AND, UH, SHE JUST REALLY BELIEVED IN, IN, IN TRANSPARENCY AND IN TEAMWORK.
AND, UH, PART OF THE TEAM WAS THE PUBLIC.

SO, UM, OUR FIRST MEETING IS, UM, OCTOBER 1ST, THIS SUNDAY.
AND IF ANYONE'S INTERESTED, I, I CAN EXPLAIN WHAT THE COUNCIL IS ABOUT.
SO ESSENTIALLY, UM, IT'S ESTABLISHED TO, UM, RESEARCH GLOBAL ISSUES AND PRESENT PROPOSALS TO, UM, SOLUTIONS THE US CAN IMPLEMENT AROUND THE WORLD, LIKE IN UKRAINE, CHINA, UM, OTHER COUNTRIES OF THAT LIKE THAT.

SO LIKE A TOPIC, FOR EXAMPLE, COULD BE UKRAINE, UM, US RELATIONS WITH RUSSIA.
AND THEN BASED ON WHAT WE DEBATE, WE WOULD FORMULATE SOLUTIONS TO THOSE PROBLEMS. AND FROM THERE WE WOULD, IF ANYONE'S LIKE INSPIRED BY WHAT WE DEBATE, THEY CAN START THEIR OWN THING IN THEIR COMMUNITY.
SO ESSENTIALLY IT'S FOR ANYONE, LIKE ANY HIGH SCHOOL STUDENTS WHO, WHO'S INTERESTED IN, UM, LIKE GLOBAL AFFAIRS AND STUFF OF THAT NATURE, I THINK IT'S A AMAZING COUNCIL FOR THEM TO PARTICIPATE IN.
SINCE IT'S LOW STAKES, IT'S NOT IT'S COM IT'S NOT COMPETITIVE AT ALL, AND IT GIVES EVERYONE AN EQUAL VOICE, WHICH I THINK IS VERY IMPORTANT TODAY BECAUSE A LOT OF PEOPLE ARE LIKE CANCELED FOR WHAT THEY SAY.
AND I THINK IT'S REALLY IMPORTANT FOR YOUTH TO HAVE A VOICE IN THIS VERY TUMULTUOUS CLIMATE OF TODAY.

AND I WAS, UM, VERY PROUD TO REPRESENT MY CITY.
IT WAS MY VERY FIRST PAGEANT, AND IT WAS A VERY FUN EXPERIENCE FOR THE FIRST TIME.
UM, WHAT I ENJOYED ABOUT THE EXPERIENCE WAS FACING MY FEARS ON BEING ON THE STAGE AND MEETING ALL OF THE OTHER CONTESTANTS BECAUSE EVERYBODY THERE WAS SO NICE.
AND I HOPE TO ENJOY MORE EXPERIENCES LIKE THAT IN THE FUTURE.
I'M SAVANNAH, AND I RECENTLY HAD THE OPPORTUNITY TO REPRESENT THE TOWN OF GREENBURG AS A STATE FINALIST IN THE MISS NEW YORK, TEEN U S A PAGEANT.
I HAD THE BEST TIME COMPETING AND HOPE TO DO SO AGAIN SOON.
ONE OF MY FAVORITE PARTS ABOUT COMPETING IN MY FIRST EVER PAGEANT WAS PREPARING FOR THIS AMAZING OPPORTUNITY AND GETTING TO BE ON THE STAGE.
DEAR TO MY HEART, MY CHOSEN PLATFORM WAS BODY IMAGE ADVOCACY.
AND THAT HAS BEEN A DRI DRIVEN FORCE IN MY JOURNEY.
I FIRMLY BELIEVE THAT LOVING YOURSELF FULLY IS THE CORNERSTONE TO A HAPPY LIFE.
PAGEANTRY HAS GIFTED ME A PLATFORM, A VOICE TO REACH OUT AND TO MAKE A DIFFERENCE.
MY COMMITMENT TO MENTAL HEALTH ADVOCACY REMAINS UNWAVERING, AND I WILL CONTINUE TO ADVOCATE, FOSTER CHANGE, AND INSPIRE HOPE IN OTHERS.

UM, MARY BODEN LAST, LAST WEEK, I WAS AT, UH, TWO MEETINGS, PLANNING BOARD AND THE ZONING BOARD OF APPEALS.
JOE WAS AT THE ZONING BOARD WORKING WITH ONE OF THE APPLICANTS.
THEY WENT INTO ANOTHER ROOM AND THEY SPENT SOME TIME.
WHAT THEY WERE DOING WAS CREATING A WAY TO SOLVE A PROBLEM THAT WAS INSTITUTED IN 2001.
THEY HAD TO CREATE NEW RULES AND REGULATIONS, AND SO YOU MISSED WHAT ELSE THEN WENT ON IN THAT MEETING.
THERE WERE ISSUES THAT CAME UP THAT NOBODY KNEW HOW TO DEAL WITH, AND THEY DISCUSSED IT, AND THEY DISCUSSED IT, AND THEY CREATED A WAY TO AT LEAST LOOK FORWARD TO UNDERSTAND THE CHANGES.
ONE OF THE CHANGES THAT YOU MISSED, THE MARRIOTT WANTED TO PUT NEW LIGHTS UP THERE.
AND IN THE DISCUSSION OF THE LIGHTS, THE BOARD WAS AWARE THAT THEY DIDN'T WANT LIGHTS GOING UP INTO THE SKY.
THEY WERE AWARE THAT THE LIGHT, THAT THE AREA SHOULD BE LESS LIGHT SHINING INTO THE SKY.
THERE WERE A NUMBER OF THINGS THAT THEY HAD TO CREATE STOP GAP MEASURES TO GO FORWARD BECAUSE YOU'RE WORKING UNDER A BUILDING CODE AND RULES THAT WERE WRITTEN 20, 30, 40 YEARS AGO THAT JUST DON'T APPLY TODAY.
AND SO I WAS VERY IMPRESSED WITH THE WAY THEY HANDLED THE NECESSITY TO CREATE NEW

AND CURRENT REGULATIONS AND HOW CHANGES HAVE TO BE MADE.THE OTHER MEETING I WENT TO WAS THE PLANNING BOARD.
I WAS DISCUSSING THERE WAS A DAYCARE CENTER ON CENTRAL AVENUE, AND THERE WAS A GONNA PUT IN A NEW CROSSWALK.
AND, AND I MADE THE BOARD AWARE THAT THE SAFEST CROSSWALK, EVEN THOUGH THERE ARE MANY OPTIONS, BUT THE SAFEST CROSSWALK IS THE PARALLEL BARS YOU SEE AROUND ALL THE REST OF THE WORLD.
AND IT WAS ACKNOWLEDGED BY THE BOARD AND BY THE BOARD'S CONSULTANT THAT THE SAFEST CROSSWALK, UNPARALLELED BARS.
NOW WE'VE BEEN DISCUSSING SAFETY ON EAST HARTSDALE AVENUE, AND NOW I EXPECT TO MEET WITH THE ONE-ON-ONE, WITH THE REPRESENTATIVES OF THE POLICE DEPARTMENT TO DISCUSS CROSSWALKS AND TO MAKE THEM ALL THE SAME PARALLEL BARS.
BUT THE ONE THING THAT IS GONNA BE INTERESTING IS THAT RAY'S CROSSWALK FROM WHAT WAS THE BANK, AND IT WAS NOT RECOGNIZED THAT THAT'S THE WRONG KIND OF CROSSWALK BECAUSE SOMEONE IN A LOW CAR CAN'T SEE THE CROSSWALK SOUNDS GREAT, BUT THE DRIVER CAN'T SEE IT.
CROSSWALKS NEED TO BE SEEN BY THE DRIVER.
PEDESTRIAN STANDING THERE KNOWS WHERE IT IS.
THE DRIVER HAS TO RECOGNIZE IT.
AND SO I'M LOOKING FORWARD TO MEETING WITH THE TEAM FROM THE CHIEF'S OFFICE TO GO OVER THAT.
AND I'VE ALREADY SUGGEST SENT HIM A BAR THAT THEY CAN INSTALL AND IT, IT'S LIKE A SPEED BUMP, BUT IT'S REMOVABLE.
AND SO MY RECOMMENDATION WOULD BE TO REMOVE THAT RED RAISED CROSSWALK BECAUSE IT'S NOT EFFECTIVE FOR A CAR, ESPECIALLY WITH THE LOW CARS WE HAVE TODAY.
THE DRIVER CAN'T RECOGNIZE THE CROSSWALK.
I'VE CHANGED THE WAY I APPROACH PROBLEMS IN THE PAST.
I USED TO STAND UP HERE AND SAY THIS, THAT, AND THE OTHER THING.
IT WASN'T REALLY IS EFFECTIVE.
I LOOK FORWARD TO WORKING, ALREADY SPOKEN TO JOE, MEETING WITH HIM AND HIS TEAM AND DISCUSS VARIOUS ISSUES.
AND WE WILL COME TO SOME WAY FORWARD.
IT MAY TAKE SOME TIME, BUT I THINK THAT'S THE NEW WAY.

UH, THESE INSTALLATIONS OF THE DEVICE, OF THESE DEVICES A GOOD IDEA, BUT AS THEY SAY, THEY'RE A DAY LATE AND A DOLLAR SHORT.
UM, TRAFFIC DEVICES ONLY CAPTURE THE VEHICLES AND DO NOT, DO NOT TAKE INTO ACCOUNT BAD DRIVERS DO NOT TAKE BAD DRIVERS OFF THE ROAD, UH, OR EVEN PENALIZE THEM FOR DRIVING THEIR DRIVING RECORDS.
UH, THEY MAY EVENTUALLY ADD REVENUES TO THE TOWN BUDGET, UH, MEANWHILE DIVERTING FUNDS FROM OTHER SAFETY PROJECTS TO THAT TO FUND THEIR, THEIR INSTALLATION.
UM, THIS RESOLUTION SHOULD ALSO HAVE INCLUDED A REQUEST FOR THE STATE TO FUND THESE, THESE INSTALLATIONS.
UM, THIS, UH, THIS BRINGS ME TO ANOTHER CONCERN THAT ALSO NEEDS ADDRESSING.
WHY IS THE BOARD ALSO NOT DRAFTING

RESOLUTIONS REQUESTING AND PROACTIVELY SEEKING THAT THE STATE AND COUNTY RAVE ROADS IN GREENBURG THAT HAVE THAT ROADS, THAT THE STATE IS RESPONSIBLE AND THE COUNTY IS RESPONSIBLE.FOR EXAMPLE, CENTRAL AVENUE, DOS FERRY ROAD, NORWOOD ROAD, OR ROUTE 19.
THEY'RE CONNECT, THEY'RE KEY CONNECTORS TO OUR TOWN, UH, BETWEEN VILLAGES AND THE UNINCORPORATED AREA.
THE CONDITIONS OF THESE ROADS AND OTHERS IS ALSO A SAFETY ISSUE.
EVEN AS A FINANCIAL, EVEN A FINANCIAL COST TO THE RESIDENTS THAT DRIVE THESE ROADS.
DRIVERS CAN EXPERIENCE CAR DAMAGE AND EVEN ACCIDENTS FROM HITTING POTHOLES OR HAVING TO SWERVE TO AVOID THEM.
UM, OTHER PROJECTS THAT I HAVE BEEN IGNORED AND CONTINUALLY SHUFFLE FOR SH SHUFFLE FOR YEARS, LIKE ROAD PAVING CURVE REPLACEMENT AND SIDEWALKS, THEY ARE, THEY'RE PROMISED AND FUNDED AND THEN KICKED TO ANOTHER CALENDAR YEAR.
THAT MAKES ME WONDER WHY THEY NEED TO BE POSTPONED SINCE THEY ALREADY BEEN FUNDED.
AND WHAT HAPPENED WITH THE FUNDING, FOR EXAMPLE, IN MY COMMUNITY AND GINA'S NEIGHBORHOOD, UM, UH, JU JUNIPER HILL ROAD SIDEWALK THAT HAD BEEN PROMISED FOR AT LEAST 10 YEARS HAS AGAIN BEEN DELAYED.
I ASKED THE BOARD, AND, AND PARTICULARLY GINA, WHY THE DELAYS AND WHY OTHER SIMILAR PROJECTS HAVE BEEN GIVEN PRIORITY.
THE BOARD LACK OF, OF THE, THE BOARD'S LACK OF UNDERSTANDING THAT THEIR ROLE IN GREENBERG IS NOT JUST TO LEGISLATE ON ISSUES THAT ARE PUT IN FRONT OF THEM BY RESIDENTS PLEADING BY FOR ACTIONS ON ISSUES THAT THE BOARD HAS NEGLECTED FOR YEARS, OR TO DELIVER PRIVILEGES, UH, PRIVILEGES TO SPECIAL INTEREST GROUP OUTSIDE OF OUR TOWN.
THE BOARD NEEDS TO BE PROACTIVE AND AVAILABLE TO ADDRESS THE NEEDS AND WANTS OF THE COMMUNITY DILIGENTLY AND ACTIVELY BEFORE THEY BECOME BURDENS AND OR DANGEROUS.
THE BOARD'S JOB IS TO LEAD OUR TOWN INTO A BETTER FUTURE THAT IS EQUALLY SERVED, THAT EQUALLY SERVES ALL MEMBERS OF THE COMMUNITY AND NOT JUST THE FEW WHO ARE WELL CONNECTED THAT BENEFIT THE POSITIONS ON THE BOARD.
AND THAT'S ARE SOME OF THE ISSUES AND CONCERNS OF WHY I'M RUNNING TO BE ON THE TOM BOARD IN NOVEMBER.
UM, ANOTHER, UH, ISSUE THAT I SAW WAS THE, UH, THE ISSUE OF THE, UH, IN THE, UH, ON THE REPORT BY THE COMPTROLLER OF A TRANSFERENCE OF $53,000 FOR SUNDRIES.
IT SEEMS THAT THE SANITATION DEPARTMENT IS BEING UNDER BUDGETED AND WHAT, AND WHAT OTHER DEPARTMENTS ARE ALSO BEING UNDER BUDGETED.
YOU KNOW, WHEN ARE THESE, UH, WHEN ARE WE GOING TO REPLENISH THE CONTINGENCY AC ACCOUNTS AND THAT ARE BEING DEPLETED? AND THEN FROM THE BUDGET, UM, ANYWAYS, UH, THAT IS, UH, NOT, UH, VERY TRANSPARENT WAY FOR BUDGETING.
