TWO ABOUT SUBDIVISION, ESSENTIALLY TO LEGALIZE THE GARAGE.
AND WE PRETTY MUCH HAVE EVERYTHING ON THE GARAGE.
UH, MS. BROSKI, UH, EVEN PROVIDED US SURPRISINGLY ARCHITECTURAL PLANS, WHICH WE NEED FOR THE HEALTH DEPARTMENT.
AND, UH, WE'VE DONE TESTING FOR THAT LOT.
IT'S HER LOT, WHICH UP UNTIL A FEW WEEKS AGO, I WAS TOLD BY THE HEALTH DEPARTMENT, WELL, YOU HAVE TO DO DESIGN FOR HER TO HER LOT.
THE DESIGN FOR IT'S NEW SEPTIC SYSTEM SHOW EXPANSION AND THERE'S A POOL THERE.
SO THERE'S A LOT OF INFORMATION WE'VE BEEN GATHERING ON THAT AND WE'VE BEEN TALKING TO THE HEALTH DEPARTMENT, BUT I'M SURE THAT, YOU KNOW, IF I GET EXTENSION, WE'LL HAVE IT ALL DONE BY, BY THE END OF THE EXTENSION.
SO WHAT EXACTLY IS NEEDED AT THIS POINT? AND FROM WHAT PARTY? WE HAVE ALL THE INFORMATION.
UH, WE HAVE THE PERK TEST, WE HAVE THE, UM, UH, THE ONLY ITEM I DO HAVE LEFT IS ARCHITECTURAL PLANS OF, OF THE HOUSE ITSELF, WHICH IS VERY, VERY SIMPLE.
AND THE HOUSE IS HOW OLD? UH, 17 HUNDREDS I BELIEVE.
WELL, THOSE ARE ON MICROFICHE, RIGHT? YEAH.
SO, SO THAT'S OUR, AND WE'LL HAVE TO DISTINGUISH, YOU KNOW, BATHROOM FIXTURES AND, AND THE ROOMS WITH A BEDROOM AND, YOU KNOW, SEE WHAT SIZE THEY ARE WITH THE CLOSETS AND EVERYTHING.
'CAUSE THE HEALTH DEPARTMENT NEEDS TO KNOW THAT FOR, SO HOW MUCH TIME WILL THAT TAKE YOU? THAT SHOULDN'T TAKE ME.
WE SHOULD HAVE SOMETHING INTO THEM IN A WEEK OR TWO.
AND THEN, UH, IT'S THE HEALTH DEPARTMENT THAT WE HAVE TO RELY ON.
AND FROM WHAT I'M HEARING, THEY'RE SLOW.
SO WHERE ARE YOU WITH THEM? IS THIS, UH, DO YOU NEED THE, I'M SORRY? DO YOU NEED THE DRAWINGS FOR THEM OR IS THAT JUST THE SEPTIC PLAN? I JUST HAVE TO LIKE, UH, ADD STUFF ITEMS FOR THE, THE EXISTING HOUSE, THE 1700 HOUSE.
SO, LIKE I SAID, I NEED THE ARCHITECTURAL PLANS AND TO SHOW, UH, EXPANSION AREA.
IS YOUR OFFICE PREPARING THOSE OR ARE YOU RELYING ON SOMEONE ELSE? UH, NO, WE'RE PREPARING WE'RE IT'S ALL IN HOUSE.
I MEAN, THAT SHOULD BE FAIRLY QUICK.

I'VE HAD DISCUSSIONS WITH OTHER TOWN ENGINEERS AND THEY SAID, THEY'RE ASKING ME, HAVE YOU HEARD FROM HEALTH DEPARTMENT LATELY? SO, YOU KNOW, SO, UH, I WOULD SAY A COUPLE MONTHS ON THE HEALTH DEPARTMENT.
SO HOW MUCH OF AN EXTENSION WE ASKING FOR 180 DAYS? ANOTHER SIX MONTHS? I SHOULD HAVE THAT BE ENOUGH TIME.
CAN YOU, IF YOU DON'T MIND, CAN YOU SHOW I REPHRASE THE MEMORY BECAUSE IT'S A, IT'S A LONG TIME AGO.
WE KIND OF A, YOU HAVE THE PLAN THAT YOU CAN PUT IT UP AND SEE WHAT, UH, 'CAUSE IT WAS A LOT OF ITEMS WERE LIKE, I CAN ASK, UH, MR. BRITTON TO, IF HE'S AVAILABLE TO SHOW THE PLAN, BUT THERE'S, BECAUSE THIS HOUSE, THERE'S NOT REALLY ANY CONSTRUCTION HISTORIC REGISTER.

HOUSE OFF OF SAWMILL ON SAWM MILL RIVER ROAD, I BELIEVE NEXT TO THAT HAD A GARAGE THAT WAS TURNED INTO A RESIDENCE AND THEN HAD TO BE MADE CONFORMING, I BELIEVE.AND THEY WANTED TO SUBDIVIDE A LOT AFTER SOMEONE IN THE FAMILY PASSED, I BELIEVE.
BUT, SO, SO IS THE STARTING BOARD HAS REVIEWED THE INNOVATION? OH YEAH.
I MEAN, REALLY THE ONLY SITE WORK, THE ONLY WORK IS TO BRING THE GARAGE INTO LEGALIZATION.
SO THERE'S A RAILING THAT'S REQUIRED, UM, BECAUSE THERE'S A STAIRWELL AND MAYBE ONE OTHER THING, BUT THE COUNTY HEALTH DEPARTMENTS ASKED FOR THESE ARCHITECTURAL DRAWINGS AS WELL AS THE SEPTIC INFORMATION.
SEE, CURRENTLY THE GARAGE DOES HAVE A BATHROOM IN IT, BUT IT'S ALL ON ONE SYSTEM AND IT'S NOT MUCH OF A SYSTEM.
AND THE REQUIREMENTS HAVE GOTTEN A LOT TOUGHER IN THE LAST COUPLE YEARS, HAVEN'T THEY? THEY'VE CHANGED OVER THE PAST YEAR OR TWO.
THEY'RE MORE COMPLEX THAN THE 1950 LETTER I HAVE THAT SAYS, OH, YOU HAVE TWO FIELDS.
UM, BUT IT'S ACTUALLY GOTTEN A LITTLE, UH, BETTER WITH THE HEALTH DEPARTMENT AS FAR AS DESIGN.
SO IT'S A SEPARATE OWNER FOR BOTH THE UH, WELL, THAT'S WHY IF YOU DO TWO LOT SUBDIVISION, YOU CAN ASSUME THAT THERE'S GONNA BE TWO SEPARATE OWNERS IN THE FUTURE.
BUT RIGHT NOW, SO THEN YOU NEED THE TWO SEPARATE SYSTEMS. SO RIGHT NOW IT'S ONLY ONE OWNER.
BUT, BUT I THINK THEY WANNA SUBDIVIDE SO THEY HAVE THE OPPORTUNITY TO SELL ONE OR THE OTHER.
WELL, WHEN DO YOU ANTICIPATE THAT YOU'LL BE ABLE TO SUBMIT TO THE COUNTY? THANK YOU.
UM, I THINK IT, WE COULD PROBABLY SUBMIT, I'LL SAY THREE WEEKS, YOU KNOW, JUST TO GET EVERYTHING IN LINE.

THEN IT COMES BACK TO, TO, UH, TO YOU GUYS FOR SAYING, WELL, WE, YOU KNOW, ONCE WE, THEY HEALTH DEPARTMENT WILL SIGN OFF ON IT AND THEN IT WILL COME BACK HERE, I GUESS FOR FINAL CORRECT.
AND NOTHING'S CHANGED WITH THE PLAT? NO.
SO WHEN YOU DO COME BACK, YOU'LL BE ABLE TO REPORT THAT PLAT HAS CHANGED? YEAH.

ANYTHING THAT WAS COMMUNICATED, UH, BY THE HISTORIC BOARD, POSSIBLY COULD HAVE BEEN CAPTURED IN A CONDITION.
THAT PRELIMINARY SUBDIVISION, BECAUSE IT WAS A FEW YEARS AGO NOW.
MR. BRODSKY WAS HANDLING ALL THAT AT THAT POINT.
I JUST WANTED TO HAVE A, HE DID MEET.
I HAVE NO ISSUE STAFF'S RECOMMENDATION.
THAT IS THAT IF THE BOARD WERE TO APPROVE THE EXTENSION THAT THE APPLICANT PROVIDE TIMELY UPDATES ON ITS SUBMISSION AND THEN FOLLOW UP WITH THE COUNTY HEALTH DEPARTMENT.
SO I'VE BECOME AWARE THAT, UM, STAFF OF THE COUNTY HEALTH DEPARTMENT GET ASSIGNED TO VARIOUS PROJECTS.
SO WE'D LIKE TO KNOW WHO'S ASSIGNED.
UM, SO THEN WE HAVE THAT INDIVIDUAL'S NAME AND WE CAN OBTAIN THE CONTACT INFORMATION.
AND IF WE AGREE TO GRANT THIS, AND WE'LL CHECK ON THAT IN A SECOND, I WOULD LIKE TO HAVE THAT AS A CONDITION OF THE EXTENSION.
I MEAN, HE JUST PULLED OUT THAT SPECIAL CONDITION.

I'VE TALKED TO STAFF, AND AMANDA'S GOING TO, UH, ELABORATE A LITTLE BIT ON THIS AS WELL.
IT WASN'T ENTIRELY ALL IN YOUR HANDS.
IN FACT, THERE WERE SOME BIG SURPRISES ALONG THE WAY FROM THE TOWNSEND.

UM, AND SHE SENT THAT THE HEALTH DEPARTMENT.
BUT THE PROBLEM IS THE WILL SERVE LETTER FROM THE TOWN OF GREENBURG.
UH, WE NEEDED A WILL SERVE LETTER AND WE KEPT REQUESTING, BUT THE ENGINEERS CHANGED IN THE PROCESS, YOU KNOW, A COUPLE TIMES.
UH, SO EVERY TIME WE, WE WOULD HA WE HAD A, A ONE PAGE LETTER WHEN WE FIRST GOT APPROVED.
SECOND TIME, UH, WE GOT APPROVAL AND, BUT NO SERVE LETTER.
IT WAS JUST SIGNED OFF PLANS BY THE ENGINEER.
AND THEN THE LAST TIME IS BY JA.
JASON, UM, JASON IS THE CURRENT ENGINEER, CORRECT? YEAH.
CURRENT ENGINEER AND, UH, ANDY DONNELLY, I BELIEVE.
SO WE CAME IN AND THEY SAID, UM, THEY DIDN'T LIKE THE LONG EXTENSION DOWN THE STREET.
AND WHAT THEY CALL LOOPING, INSTEAD OF HAVING ONE SECTION OF PIPE, IT WOULD BE LOOPED THROUGH THE PROPERTY.
AND, UH, SO IT'S BETTER BECAUSE IT'S BETTER FOR PRESSURE.
IT KEEPS THE PIPE CLEAN ALL THE TIME.
'CAUSE IF WE HAD THE LONG EXTENSION, YOU WOULD HAVE AHY A HYDRANT OR, UH, YOU KNOW, A BLOW OFF AT THE END, JUST THE CLEANING.
BUT THIS WAY THERE'S LESS MAINTENANCE.

AND I TRIED TO REACH OUT TO THEM, NO ANSWER.
AND THEN, UH, I, UH, ALSO TRY AND JASON AND ANDY AND I DON'T, YOU KNOW, I DON'T GET ANY, I'D LIKE TO COME IN AND SEE THEM AT THIS POINT.
IF I GET EXTENSION TONIGHT, I DO A SHAN REDEMPTION.

UM, IN SPEAKING WITH THE TOWN ENGINEER, HE IS PREPARED TO ISSUE THE WILL SERVE LETTER WITHIN THE NEXT WEEK OR SO.

SO I THINK IN GOING FORWARD, SINCE THIS IS THE 10TH EXTENSION, IT WOULD, UH, BE GOOD TO INDICATE THAT, YOU KNOW, YOU SHOULD HASTEN THIS AND, AND MAKE IT A PRIORITY.

UM, IT REALLY IS JUST ONE SENTENCE OUT OF THE AMENDED NEGATIVE OR THE NEGATIVE DECLARATION THAT WE'RE LOOKING, UM, TO REMOVE OR ALTER OR REVISE SIMPLY TO BE CONSISTENT WITH THIS RECENT CITY OF WHITE PLAINS APPROVAL.
UM, TO, TO GO BACK TO TWO YEARS, UH, YOU KNOW, ACCOUNTED THE MONTHS, RIGHT? WE'VE BEEN BEFORE THIS BOARD, I THINK IT WAS 18 OR 19 MONTHS TO GET TO THAT POINT OF THE NEGATIVE DECLARATION AND TO THIS PLANNING BOARD'S CREDIT, THERE WAS EXTENSIVE REVIEWS DONE.
WE DREW A LOT OF COMPARABLES, IF ANYONE REMEMBERS THAT, OF SIMILARLY SITUATED CHICK-FIL-A'S IN NEW JERSEY AND IN NEW YORK AND CONNECTICUT.
UH, SO AS AARON MENTIONED, UM, THERE IS A, A SMALL PART OF THE EXISTING NEGATIVE DECLARATION THAT TALKS ABOUT IN THE EVENT OF AN INCREDIBLY EMERGENT SITUATION, CARS WOULD BE ABLE TO POTENTIALLY QUEUE IN THAT PARKING LOT ON THE RIGHT HAND SIDE THERE.
THAT IS ACTUALLY IN THE CITY OF WHITE PLAINS.
UM, THAT IS WHAT WE ARE LOOKING TO AMEND THIS EVENING.
WE SUBMITTED ON OCTOBER 9TH, I BELIEVE, A REVISED GRAND OPENING AND TRAFFIC MANAGEMENT PLAN, UM, WHICH HAS BEEN REVIEWED BY MR. CANNING, YOUR POLICE DEPARTMENT, TOWN STAFF AND SO FORTH, WHO'VE BEEN INCREDIBLE IN ORGANIZING THIS KIND OF RAPID NEW DEVELOPMENT, UM, THAT HAS OCCURRED.
THE REVISED GRAND OPENING PLAN, AND, AND PHIL WILL GO THROUGH IT, HAS A FEW NEW THINGS, UM, COMMENTS THAT WERE FROM THE POLICE DEPARTMENT, FROM TOWN STAFF, UH, AND SOME FROM SOME MEMBERS OF THE ZBA.
ONE OF THE THINGS THAT ZBA PICKED UP ON WAS THAT THERE'S NO TRIGGERS IN THE GRAND OPENING PLAN.
SO WHEN IS THE OPERATOR GONNA KNOW THIS IS STAGE ONE, THIS IS STAGE TWO, WHEN DO WE IMPLEMENT IT? SO IT'S BEEN REVISED, UH, TO INCLUDE THAT, UH, AND IN MY EYES, UM, THAT'S, THAT'S A VERY GOOD ADDITION.

THE CITY OF WHITE PLAINS LAST NIGHT, UH, ADOPTED SITE PLAN AND SPECIAL USE PERMIT APPROVAL FOR A COMMERCIAL PARKING LOT.
THAT COMMERCIAL PARKING LOT RIGHT THERE IS IN THE CITY'S B THREE ZONING DISTRICT.
IT PERMITS A COMMERCIAL PARKING LOT, WHICH IS SIMPLY DEFINED AS THE PARKING OF PASSENGER VEHICLES THAT ARE NOT FOR SALE.
UM, THAT'S IT, THAT'S ALL THE ZONING CODE MENTIONS ABOUT IT.
UH, WHEN WE MET WITH WHITE PLAINS PRIOR TO EVEN SUBMITTING TO THIS BOARD, UH, YOU KNOW, THEY HAD MENTIONED TO US THEY FAST FOOD RESTAURANTS ARE NOT PERMITTED ON THAT, THAT WHITE PLAINS PARCEL.
THEY WANTED ALL, UH, CHICK-FIL-A OPERATIONS OFF OF THAT PARCEL.
AT ONE POINT, WE HAD THE DUMPSTER ENCLOSURES OVER THERE AND SO FORTH.
THEY WANTED ALL SIGNAGE, ALL OPERATIONS TO BE OFF THAT PARCEL.
BUT THEY MENTIONED TO US THAT IT WILL BE PERMITTED AS A COMMERCIAL PARKING LOT.
THAT'S BETWEEN THE TENANT CHICK-FIL-A AND THE LANDOWNER AS TO WHO THEY WANT TO HAVE PARKED THERE AT THE TIME, IT WAS NOT INDICATED THAT THERE COULD BE NO USE AT ALL FOR, FOR PASSENGER GUEST VEHICLES.

SO IT WAS NEVER INTENDED TO BE, UH, USED FOR GUESTS.
THE LANGUAGE IN THE EXISTING NEGATIVE DECLARATION, IF ANYONE REMEMBERS, UH, WAS KIND OF TOSSED IN THERE AT THE END, UH, TOWARDS THIS PLANNING BOARD'S REVIEW AS A WHAT IF, A WHAT IF THAT, THAT IS NOT LIKELY TO OCCUR BECAUSE ALL OF THOSE COMPARABLE CHICK-FIL-A'S THAT WE PRESENTED SHOW A MUCH SMALLER QUEUE DURING THEIR GRAND OPENING PHASES.

UH, AND TO KIND OF FURTHER DISCOURAGE GUESTS FROM EVER PARKING THERE, THE CITY WANTED TO SEE THAT SOUTHERN ACCESS POINT.

THERE'S A DRAINAGE EASEMENT THAT GOES OVER KIND OF RIGHT THROUGH THAT PARKING LOT, THE DOT MENTIONED, WE CAN, THERE IS CORRESPONDENCE THAT WE CAN PAVE OVER THAT.
UH, WE CANNOT PUT ANY IMMOVABLE OBJECTS OR STRUCTURES IN THAT AREA, AND THAT IF SOMETHING EVER HAPPENS IN THAT DRAINAGE AREA AND DOT HAS TO COME AND RIP IT UP, THAT'S ON US ESSENTIALLY.
SO IN SUPPORT OF OUR AMENDED DECLARATION THIS EVENING, WE SUBMITTED THE UPDATED GRAND OPENING AND TRAFFIC MANAGEMENT PLAN, WHICH, UH, I THOUGHT SOMETHING THAT WAS GREAT WE DID THIS TIME, UH, WHICH I BELIEVE WAS AARON'S IDEA, WAS TO SIT DOWN WITH THE POLICE DEPARTMENT, UM, AND AS WELL AS MR. UH, UH, IT ALSO IN OUR OCTOBER SUBMISSION, THERE'S DETAILED INFORMATION ABOUT THE YONKERS FACILITY.
SO TWO NEW CHICK-FIL-A'S HAVE ACTUALLY OPENED UP IN WESTCHESTER COUNTY SINCE WE WERE LAST.
ONE IN THE TOWN OF GREENBURG, NO DRIVE THROUGH DINE-IN ONLY ONE IN THE CITY OF YONKERS, WHICH IS NO DINE-IN DRIVE THROUGH AND TAKEOUT ONLY.
SO I SAY THAT BECAUSE IT, IT'S QUITE IMPORTANT TO, FOR THE YONKERS FACILITY TO REALIZE THAT THAT PROJECT LIKELY IS GONNA HAVE A HIGHER DRIVE THROUGH DEMAND BECAUSE PEOPLE CAN'T GO IN, SIT DOWN AND, AND EAT THEIR MEAL.
UH, WE PREVIOUSLY PROVIDED EIGHT, I BELIEVE IT WAS EIGHT SIMILAR CHICK-FIL-A FACILITIES.
AND AT THAT TIME, THE PLANNING BOARD WANTED TO RE REVIEW, DO WE HAVE ENOUGH OFF STREET PARKING AND DO OUR DRIVE THROUGH QUEUES, HAVE ENOUGH SPACE.
WE HAVE MORE OFF STREET PARKING AND MORE DRIVE THROUGH STACKING CAPABILITIES THAN ANY OF THOSE OTHER CHICK-FIL-AS, WHICH LED TO THE, THE ORIGINAL NEGATIVE DECLARATION.
THE YONKERS FACILITY, UM, GAVE US ALSO SOME, SOME MORE DATA AT ITS PEAK, DURING GRAND OPENING PERIOD, THERE WAS 46 TO 52 VEHICLES.
UH, AS PHIL WILL GET INTO A LITTLE LATER, THE GRAND OPENING PLAN FOR THIS SITE AT STAGE B.
SO NOT AT ITS FULLEST CAPACITY.
THIS SITE HAS THE ABILITY TO HANDLE 55 CARS WHILE STILL ALLOWING INTERNAL CIRCULATION FOR EVERYONE ELSE.
SO EVEN NOT AT MAX CAPACITY OF EMERGENCY QUEUING, WE CAN STILL HANDLE ON THIS SITE WHAT WE SAW IN YONKERS.
UM, AND AT ITS MAX CAPACITY, UH, WHICH WE DEMONSTRATED AS KIND OF THE WORST CASE SCENARIO OF STACKING.
IT WAS 64 VEHICLES, WE COULD FIT ON THIS SITE AT THAT POINT.
AS, UH, THE POLICE DEPARTMENT NOTED, YOU KNOW, WE WOULD BE CLOSING DOWN ALL ACCESS POINTS.
THERE WAS A ORIGINAL CONDITION.
THIS BOARD WAS CONTEMPLATING THAT

ONE OF THE, THE THINGS THAT CHICK-FIL-A DOES IN ALL THEIR LOCATIONS IS WORK WITH, UH, LOCAL POLICE OFFICERS FOR THIS GRAND OPENING PERIOD.
UM, THE NEW TRAFFIC MANAGEMENT PLAN SETS UP A MEETING WITH THE POLICE DEPARTMENT 30 DAYS IN ADVANCE OF OPENING, UH, OFF-DUTY.
POLICE OFFICERS WILL BE HIRED AND PAID FOR BY CHICK-FIL-A TO MONITOR TO MAKE SURE THINGS RUN SMOOTHLY, TO MAKE SURE THERE'S NO BACKUPS ON THE RIGHT OF WAY AT ALL.
SO, I'LL HAND IT OVER TO PHIL TO WALK YOU THROUGH THE DIFFERENT STAGES OF THE GRAND OPENING PLAN AND DISCUSS WHAT, UH, HIS OBSERVATIONS AT THE YONKERS FACILITY ANYWHERE.

IT'LL BE WIDENED TO HAVE AN ADDITIONAL LANE APPROACHING ROUTE ONE 19, AND IT'LL ALSO BE WIDENED TO PROVIDE ADDITIONAL WIDTH, UH, IN THE NORTHBOUND DIRECTION TO ALLOW, UH, FOR TWO VEHICLES SIDE BY SIDE.
UH, WE HAVE BEEN WORKING THROUGH OUR PERMITS WITH NEW YORK STATE DOT, AND ALSO WITH THE CITY OF WHITE PLAINS TRAFFIC DEPARTMENT BECAUSE THIS SIGNAL AT, UM, UH, TARRYTOWN ROAD, OLD KENCO AND AQUEDUCT IS PART OF THE CITY SYSTEM, THE ADAPTIVE SYSTEM.
SO THOSE IMPROVEMENTS WILL BE IMPLEMENTED AS PART OF THIS PROJECT.
UH, THEY WILL BE FUNDED AND PAID FOR BY CHICK-FIL-A UH, SO I JUST WANTED TO ADD A LITTLE BIT OF A BACKGROUND IN TERMS OF OFFSITE UH, CONDITIONS.
UM, WE HAD DEVELOPED A, UH, TRAFFIC MANAGEMENT PLAN.
UH, CHARLIE HAS ACTUALLY GONE THROUGH A LOT OF THE DETAILS OF IT.
UM, THE, UH, SITE UNDER NORMAL CONDITIONS, UH, CAN STACK, UH, APPROXIMATELY 33 VEHICLES WITHIN THE QUEUING AREA.
AND THAT WOULD KEEP ALL PARKING AREAS OPEN, UH, DURING THE GRAND OPENING, UH, PERIOD.
AND AT PEAK TIMES, IT'S NOT JUST FOR GRAND OPENING.
IF THERE'S AN EVENT THAT COUNTY CENTER OR THERE'S SOME OTHER OCCURRENCE, THIS PLAN WILL BE IN EFFECT, NOT ONLY FOR THE INITIAL OPENING, BUT ALSO FOR TIMES THAT MAY OCCUR WHEN THERE'S SOMETHING GOING ON IN THE AREA, GRADUATIONS OR WHATEVER IT MAY BE.

SO ONCE THE QUEUE EXTENDS UNDER THE NORMAL CIRCUMSTANCES, AND THEN UP TO THAT AREA LABEL THERE, UH, THIS PLAN WE HAVE STACKING FOR 41 VEHICLES, UM, ON THIS PARTICULAR PLAN UP TO POINT B, UP TO POINT B.
AND ONCE THE THERE, THE FIRST LABEL IS POINT A.

SO THIS IS WHERE IT HAD PREVIOUSLY REFERENCED THE ADDITIONAL OVERFLOW MM-HMM.
UM, CLOSING THE OLD ROAD ENTRANCE EXIT IF NEEDED AND PERMITTED BY THE TOWN OF GREENBURG POLICE DEPARTMENT, UH, IN PARENTHESES DIRECTING VEHICLES TO UTILIZE THE COUNTY CENTER ROAD ENTRANCE AND EXIT ONLY AS WAS DISCUSSED EARLIER.
AND IF NECESSARY, CLOSING THE COUNTY CENTER ROAD ENTRANCE AND DIRECTING VEHICLES TO LEAVE THE AREA AND RETURN AT A DIFFERENT TIME ONCE DEMAND LESSENS.

THE REVISED TRAFFIC MANAGEMENT PLAN FOR THE SUBJECT SITE PROVIDES FOR QUEUING OF 53 TO 65 VEHICLES EXCEEDING THE AMOUNT OBSERVED AT THE YONKERS LOCATION.
UM, AND THEN WE ADDED WITH RESPECT TO, UM, UPGRADES ALONG TARRYTOWN ROAD, OLD KENGO ROAD, THOSE IMPROVEMENTS THAT YOU WENT THROUGH BEFORE, UM, WE ADDED, UH, REQUESTING AN INCREASE IN THE GREEN TIME ASSIGNED TO OLD KENSICO ROAD FROM THE NEW YORK STATE ROUTE ONE 19 TERRYTOWN ROAD SIGNAL OWNER SLASH CITY OF WHITE PLAINS.
AND THAT WAS AT MR. CANNINGS RECOMMENDATION.
AND THE ONLY OTHER THING WAS JUST UPDATING THE NUMBER OF VEHICLES.
WE UPDATED IN ONE OTHER LOCATION, THE, THE 14 TO 18 VEHICLES TO 20 TO 32 VEHICLES.
SO, SO IN TERMS OF THE MONITORING STUDY, WHAT WOULD OUR RECOURSE BE IF THE TRAFFIC MANAGEMENT PLAN WASN'T IMPLEMENTED OR IF IT WASN'T EFFECTIVE?
